Mayor’s Update

he Village of Hoffman Estates continues Tincluding to see steady growth in several areas retail, industrial, hospitality and various types of infrastructure improvements. The continual efforts of village came to fruition in 2017 as a variety projects were completed. A priority for many years, the construction of the Barrington Road interchange on I-90 opened at the end of 2017 with the Pace Park-n-Ride expected to open in spring 2018. Also, after many years of searching and courting, an Ace Hardware opened again in Hoffman Estates. Additionally, TRUMPF Technology Center opened in September and continues the trend of advanced manufacturers finding a new home in Hoffman Estates along I-90.

One of the most significant projects to

be completed in 2017 was the widening of I-90 and the opening of all four legs of the Barrington Road interchange.

In 2013, the village partnered with the Illinois Tollway and Illinois Department of Transportation in improving the Barrington Road interchange on I-90 to provide full access (from east and west bound). Design began in 2014 with construction beginning in 2015 in conjunction with the rebuilding and widening of I-90. The village worked with Pace to incorporate a Park-n-Ride at the interchange. Tollway construction activity on the tollway interchange took place throughout 2017, with completion at the end of the year. Construction of the Park-n-Ride pedestrian bridge over I-90 was also completed in 2017, with Pace bus service set to begin in spring/summer 2018,

ultimately connecting to the CTA Blue Line station in Rosemont in 23 minutes then to downtown Chicago.

Hoffman Estates celebrated the opening of many retailers to the community, some for the first time and some coming back after too much time away. For many years, residents requested the village bring a hardware store back to the community. In August 2017, Ace Hardware opened their doors in a long-vacant space at Golf and Higgins Roads. “The opening the new Ace Hardware fulfilled a long-standing goal. A local hardware store provides convenience and ease for our home owners,” said Hoffman Estates Mayor Bill McLeod.

Additionally, Woodfield Acura unveiled their new facility while maintaining the existing site as a pre-owned dealership.

Redevelopment of commercial properties on the village’s east side continued at a rapid pace. The village negotiated both a redevelopment and a land sale agreement with the Sterling Organization to redevelop the Hoffman Plaza Shopping Center and sell village-owned land for adjacent development. Burlington then opened in the first phase of redevelopment at the center as co-anchor to the existing Jewel-Osco. The shopping center owner plans to complete Phase II in 2018-19.

In addition to retail, the TRUMPF Technology Center opened in September, adding 50 new high paying, high-tech jobs to the market while bringing the ancillary benefit to hotels and restaurants from their out-of-town customers. The Technology Center is primarily a demonstration lab and showroom for the high-tech metal cutting lasers used by advanced manufacturers today. Near the new TRUMPF facility the village has the opportunity, through a partnership with Cook County, for Phase I engineering to start for a new bicycle path on Central Road. The path will connect the new Pace Park-n-Ride on Central Road with the Paul Douglas Forest Preserve path system.

Residential development continued to surge and the village performed an increasing number of plan reviews and building inspections for subdivisions such as Bergman Estates, Devonshire Woods, Amber Meadows, Airdrie Estates and renovations at the Enclave Apartments.

More than 250 single-family homes have

been built or are under construction at those sites allowing new residents to move into Hoffman Estates.

The Village’s 2017 Street Revitalization project spent nearly $6 million in new and existing revenues. Eight streets were reconstructed and another 18 streets were resurfaced as part of this village-wide project. The village also contracted for street surface patching and crack sealing projects in 2017 which will help to extend the useful life of village streets.

In 2017, the Sears Centre achieved near record revenue by almost doubling event income and experiencing record ticket sales to nearly 153,000 customers with several events achieving sold-out status.

The Chicago Bulls developmental league team (Windy City Bulls) completed their inaugural season in March 2017 and continued to enjoy increasing attendance as their second season got off to a successful start in November.

“This partnership has been a natural fit from the beginning. The village has been extremely pleased with the success of the team thus far and it appears Bulls representatives are equally impressed with the way our community and surrounding areas have embraced them and the Windy City Bulls franchise,” McLeod said.

Cirque du Soleil also returned to the Sears Centre in 2017, joining longstanding annual events such as Sesame Street Live, Monster Trucks, Professional Championship Bull riding and 17 graduation ceremonies. Music concerts, a sold-out IHSA Super Sectional

basketball game, USA volleyball and gymnastics competitions, and community events filled out the calendar (104 total event days). The sixth annual Northwest Fourth Fest, the largest free Independence Day celebration in the northwest suburbs again attracted tens of thousands visitors over the multi-day event. Many of these events will be back again in 2018 along with other great attractions!

In addition to continued growth throughout the community, the village’s police, fire and health and human services departments continue to provide exceptional service to the community.

“These departments work hard to ensure their teams are providing the best possible service to our residents,” McLeod said.

The village has grown its use of social media through broadcasting events on Facebook Live, and uses other tools like the Citizen newsletter, its website and other platforms to inform the community about exciting events and relevant programs and services.

“Keeping our residents and visitors, as well as our potential and existing business owners, up to date on Village business is vitally important,” McLeod said. “The village’s website will receive a much-needed makeover in the next several months; ultimately providing users with an enhanced, more efficient experience.”

offman Estates enjoyed a litany of H economic development successes during 2017, most notably, the attraction of an Ace Hardware store to the community, according to Kevin Kramer, Economic Development Director.

“Bringing a hardware store to the village has been a goal of the Village Board for several years. That was the number one

request we got from residents. We had been working for seven years to bring a store back to town since Ace and Menards previously left the village,” he said.

Village staff appealed to Ace Hardware’s corporate headquarters by phone and in person at the International Council of Shopping Centers trade shows on a bi-annual basis. The village found a likely

location in the old Tiger Direct space at Higgins and Golf Roads, but they needed to interest an owner since Ace is a franchise business.

Fortunately, the shopping center owner brought Mike Patel, who had been a manager at the Skokie Ace Hardware store for over 30 years and knew the business well, to the table. He convinced Patel to make the investment and in August the new Hoffman Estates Ace Hardware store opened in the Crossroads Plaza Shopping Center, alongside Sherwin-Williams, Hertz, India House and Bombay Chopsticks. It is Ace Hardware’s first Indian/American owned and operated store.

“In order to make this deal happen in Hoffman Estates, the village supported the property owner’s application to Cook County for a property tax reduction and negotiated a sales tax rebate with the store owner,” Kramer said.

The village also saw Woodfield Acura build a new showroom at the intersection of Golf and Gannon, on the site of the old Dover Straits restaurant. The new showroom opened in early 2017 and the former Woodfield Acura became their “preowned vehicle” showroom.

In December a Country Inn and Suites opened on the site of the former La Quinta Inn near the intersection of Higgins and Barrington Roads. The new owners made a major investment to totally renovate the hotel’s public areas and guest rooms, according to Kramer. “It is always good to see upgrades and large reinvestments in existing properties,” he said.

The Hoffman Plaza Shopping Center at Higgins and Roselle Roads completed the first phase of redevelopment and now features a brand new Burlington store that opened in October, replacing a Dania Furniture store and a nightclub. The shopping center owners are now working to redevelop their out-lot properties with several new fast food restaurants, retailers and service uses.

“Manufacturing is another big focus for us,” Kramer said. “We have approximately 1,000 acres with manufacturing zoning, available for development in Hoffman Estates, many of which would be a great fit for manufacturing.”

Kramer and his staff are specifically seeking out “lean and clean” advanced manufacturing facilities using computerized robotics to get the work done in a cleaner and less expensive way.

“More and more manufacturers are “re-shoring” manufacturing back to the United States in order to be closer to their

customers. They want to display their machinery in a showpiece facility that also includes offices and a basic shop floor,” he said.

“For instance, the Trumpf 50,000 squarefoot Technology Center opened here in September with warehouse facilities and a showroom that allows customers to see

machines in action and interacting with other machinery,” Kramer added.

“This was a big win for us. They make metal-cutting laser machines and then both sell and service them from their new Hoffman Estates facility. Since the machinery is massive, they do that service by either sending out a technician or by

looking at the remote machinery using augmented reality goggles,” he said.

“We expect there to be other companies looking to locate in Hoffman Estates on its enviable property with I-90 frontage that is close to O’Hare,” he added.

In fact, Kramer is heavily involved in finding an investor interested in redeveloping the massive AT&T facility, east of Barrington Road along I-90. There is a total of 1,600,000 square feet of available office space distributed between three buildings.

“It is a great opportunity for right developer with lots of creativity and capital and we believe that that person is out there, looking for a property to re-purpose or redevelop,” Kramer said. “Companies aren’t generally looking for such large corporate office headquarters facilities in the suburbs anymore, so this will take some focus and creativity and it may end up with multiple tenants and multiple uses.”

Hoffman Estates is assisted in its efforts to seek new businesses and manufacturers by two local programs.

First, there is the Golden Corridor Advanced Manufacturing Partnership (GCAMP) program which Hoffman Estates initiated to help local manufacturers attract qualified employees. They arrange open houses for area middle and high school students and parents to see advanced

manufacturing in action and also sponsor student STEM competitions and trips to trade shows like the International Manufacturing Technology Show and FABTECH, North America’s largest metal forming, fabricating, welding and finishing event.

Harper Community College has worked with GCAMP, area manufacturing and High School Districts 211 and 214 to develop an advanced manufacturing program that now has approximately 350 enrolled, with potential for more than 1,000 students.

In addition, GCAMP collaborated on an innovative manufacturing internship program that has won both national and state recognition and has worked with local secondary schools and community colleges to support dual credit/advanced placement courses to steer students toward a STEM manufacturing career path.

Second, Hoffman Estates and four other local communities have teamed up to support a Business Accelerator program called Next Level Northwest, a charitable non-profit public-private partnership for the education and development of leaders associated with established Stage 2 businesses within the municipalities in the partnership.

“It is tough to attract new businesses so we have decided that we need to grow from within – from the businesses that are

already established in our communities and have their roots here,” Kramer explained.

“We are aiming this program at businesses within our communities that have been open for at least three years and are now primed for further growth. We want to help them get over the plateau that they may have hit and boost their sales further.”

Potential participants will be required to apply for a place in the program, then pitch their business and themselves to a community panel which determines if they are accepted. Those accepted will receive a designated coach who will assist them in devising a three-to-five-year growth plan with actionable steps in areas of need like marketing, time management, community

culture, finances and so forth. The coach will then check-in and follow-up every six months to ensure benchmarks are being met.

In the second phase of the program, the head of each firm will be assigned a mentor who will help them build a stronger network of fellow businesspeople within the community.

“We expect the program to get underway in the summer or early fall of 2018 and hope to start out with one or two businesses at a time, per community,” he explained.

“Eventually we hope to grow to the point that we are helping 20 businesses per community per year.”

ENCOURAGING HEALTHY HABITS The Hoffman Estates Park District is also “committed to ensuring access to leisure and health/wellness programming for everyone,” said Sandy Manisco, communications and marketing superintendent. “We have three membership-based fitness centers, but we have also initiated our free once-a-month, 90-minute “Hoffman Walks” program to help residents become familiar with the community’s 72 parks and to offer an entrylevel fitness activity without any associated cost.”

“Our hope is that once an individual makes walking a habit, that this will lead them to more kinds of activity,” added Colleen Palmer, superintendent of recreation.

The district’s largest fitness center is its Prairie Stone Sports & Wellness Center. It is a multi-dimensional fitness center that offers its members the complete fitness experience as well as ancillary programs (some for an additional fee) like personal training, orthopedic rehabilitation, health coaching and nutrition seminars.

The health of Hoffman Estates children is also a concern with epidemic of childhood obesity in the United States. To address this issue, the District has initiated a childhood obesity initiative which offers health tips and programming to target this issue.

“Throughout the Park District over the last three years we have seen our patrons concentrating on their overall lifestyle instead of just on physical fitness. They are now interested in nutrition, stress management, physical fitness and achieving a better quality of life,” explained Katie Basile, Superintendent of Facilities for the Park District.

Education – District 54 few of us consider “finding happiness” an acquired skill. You are Vhappyery or unhappy, based on events and circumstances in your life. But according to Shawn Achor, a former Harvard University professor, that is not true. Finding happiness is a skill and you have to practice seeking it.

That new philosophy of happiness is gradually being introduced throughout District 54 schools.

District 54 Superintendent Andy DuRoss heard Achor speak at a professional conference and was so impressed by his message that he has chosen to bring to District 54 Achor’s methods for improving school culture by focusing on positive psychology.

“Our greatest assets in District 54 are our people – our students, staff, school board and community members. Our people are what make us great,” DuRoss recently wrote in a new book called “Tales of Orange,” written by School District 54 and published by the International Thought Leaders Network.

“No path forward is a better and greater investment in our people than our work around positive psychology,” he added. He expects it to accomplish three goals: ❙ Deepen student, family and community development. ❙ Create a happy, healthy and engaged learning community. ❙ Improve performance and fuel success.

“Having continuously striven for improvement across nearly every sector possible in District 54, our most critical next step is through this work. The potential to directly impact our students is profound,” he noted.

DEVELOPING A POSITIVE CULTURE District 54 gradually began initiating the “happiness” program in the fall of 2016 with administrative teams and eventually

the entire faculty. It will be brought into all of the district’s classrooms in the fall of 2018, DuRoss said.

The goal is to create a well-balanced system focused on both academics and developing a positive culture to enhance education. District 54’s educators have determined that, as Achor has taught, an engaged brain improves performance, pride and culture, helps retain teachers and deepens student, family and community relationships.

“A positive mindset increases productivity by 31 percent, makes us 10 times more engaged at work, helps ensure we live longer, get better grades and much more,” DuRoss said. “The impact of positivity is both personal and professional.”

BOOSTING HAPPINESS In order to train staff (and eventually students) to look for happiness daily, Achor teaches that there are five tactics proven to boost our happiness and he encourages everyone to try one for 21 days. ❙ Scan the world for three specific new things you’re grateful for. It’s the fastest way of teaching optimism and must be specific. For instance, don’t just say, “I’m grateful for my son.” Instead say, “I’m grateful for my son because he hugged me today, which means I’m loved regardless.” ❙ Think of one positive experience that’s occurred during the past 24 hours and

spend time writing down each detail you can remember. When you do this you’ve just doubled the most meaningful experience in your brain because the brain can’t tell the difference between visualization and actual experience. ❙ Devote 15 minutes of each day to cardiovascular exercise. It’s the equivalent of taking an anti-depressant for the first six months, but with a 30 percent lower relapse rate over the next two years. ❙ Meditate. Spend five minutes a day just watching you breath go in and out.

According to Achor, doing this raises accuracy rates, improves levels of happiness and drops stress levels. ❙ Commit Conscious Acts of Kindness.

For example, write a positive e-mail or text praising or thanking one person you know. And do it for a different person each day. People who do this not only get great e-mails and texts back and are perceived as positive leaders, but they enjoy a high social connection. And Achor noted, the correlation between happiness and social connection is stronger than the connection between smoking and cancer.

“It’s not the macro things that matter, but it’s the micro choices for happiness that actually sustain happiness the best,” Achor said.

“You can wire a brain to seek happiness and when you do that, you maximize learning in classrooms and see a reduction in anxiety and depression and an increase in optimism. Four Seasons of Recreation

offman Estates is a place where there H is never a shortage of recreational and interesting things to do – no matter the season.

You can literally enjoy four seasons of fun, thanks to the Hoffman Estates Park District. Here is just a sampling of what is offered in each season.

SPRING The Triphahn Ice Arena, 1685 W. Higgins Rd., is a busy place year-round, thanks to two sheets of ice where both figure skaters and hockey players, ranging from beginners to the professional Chicago Wolves players practice their skills.

Approximately 1,300 hockey players (both boys and girls) are currently involved in leagues ranging from beginning skating to travel hockey. Sunday night adult leagues are also very popular for those 18 and over, as is “drop-in” hockey.

The Triphahn Center also offers an off-ice training facility where players may practice

stick-handling and increase their strength on synthetic ice.

Public skating sessions with free skate rentals are often offered, such as Skate with Santa, according to Sandy Manisco, communications and marketing superintendent for the district.

The Triphahn Center also houses the park district’s Early Learning Center which offers a child care pre-school program year-round for potty-trained children.

SUMMER The number of children, from pre-school age through teens, who participate in the Hoffman Estates Park District’s various camps each summer is staggering. In 2017, camp enrollment stood at 5,133 children and teens, Manisco noted.

Camps available through the park district range from traditional, multi-disciplinary explorer and discovery camps to themed camps focusing on science, creative arts, nature, Safety Town, health and sports like

tennis. There is even a leadership camp for teens.

The camps generally run from 9 a.m. to 3:30 p.m., with early arrival as early as 7 a.m. and late stay until 6 p.m. available for an extra fee. Camps are held at many District 54 school campuses, as well as at the Willow Recreation Center and the Triphahn Center. Most camps include visits to the Seascape Family Aquatic Center. Also very popular in the summer is the Seascape Family Aquatic Center, 1300 Moon Lake Blvd., which is open from 11:45 a.m. to 7:30 p.m., May 26 through Aug. 19. It includes a heated zero-depth entry pool, slides (both tube and drop versions), diving platforms, a volleyball court, a water playground and a sand playground. There is also a concession stand and a nice lawn area for sunbathing.

Season and day passes are available for both children and adults.

Rec AUTUMN The 50+ Club for active adults at the Triphahn Center has recently been expanded to 4,200 square feet and now includes billiards, ping pong and card/puzzle tables. It is open whenever the Triphahn Center is open and includes pickleball competitions, Wii bowling, a walking club and periodic “Lunch and Learn� sessions. For an extra fee, participants may also sign up for classes.

New for 2018 is a new fall/ Halloween-themed event for families scheduled for Oct. 20 at the Triphahn Center, replacing Pumpkin Fest. Details will be forthcoming.

WINTER Giving a child swimming lessons is one of the greatest gifts a parent can give a child. The Centers for Disease Control and Prevention says participation in formal swimming lessons can reduce the risk of drowning by as much as 88 percent among young children age 1-4, who are at greatest risk of drowning.

The Hoffman Estates Park District offers indoor swim lessons year-round at the Prairie Stone Sports and Wellness Center, 5050 Sedge Blvd., and outdoor

Winter is also a popular time of year to enroll in dance classes. The park district offers classes in a variety of dance styles from ballet, to jazz, tap, hip hop, lyrical, modern and point for both girls and boys, beginning at age two. The classes are taught by a faculty of talented instructors at Willow Recreation Center and the Triphahn Center. A May 26 dance recital is scheduled at Hoffman Estates High School auditorium for the students currently enrolled in dance classes.

Pets offman Estates is literal wonderland for pets with two dog parks within H the Hoffman Estates Park District and several friendly and highly-regarded animal hospitals/veterinary clinics in the community.

DOG PARKS The Hoffman Estates Park District has two dedicated dog parks – Bo’s Run at 3600 Lexington Dr. has been operating for over a decade, and Freedom Park at 6150 Russell Dr. has been operating since 2012. It is a joint project of the Hoffman Estates Park District, the City of Elgin and the Streamwood Park District because it is located on the border of the three municipalities.

In 2017 the park district boasted 724 dog park members, a number that reflects the facilities’ popularity.

Bo’s Run is a two-acre fenced dog park with separate areas for large and small dogs, agility equipment, dog water service, waste disposal bags and picnic tables.

Freedom Run is a four-acre park that has a separate small dog area, drinking water, benches, shade and an electronic key entry.

Memberships may be purchased at Willow Rec Center. Annual resident fees are $49 ($15 for additional dogs). Nonresidents pay $69 and $20 for additional dogs.

FOREST VIEW ANIMAL HOSPITAL Forest View Animal Hospital (FVAH), 1744 W. Algonquin Rd., has been serving the northern part of Hoffman Estates and surrounding communities since 1984, specializing in small animal and companion animal medicine. It is owned by Dr. Richard Sholts.

FVAH provides comprehensive medical and surgical care including in-house laboratory, ultrasound and X-ray imaging, laser therapy and dental care.

“We stress preventive medicine and care to detect problems early at their most treatable time in order to make treatment more successful,” Dr. Sholts said. “Our staff is also Fear Free Certified. This is a new program to make office visits less stressful to the pets. In fact we have just added a “Kitty Only” exam room to make our feline patients more comfortable.”

FVAH is also certified in palliative and hospice care and offers both professional grooming and boarding. House calls are also available for those who cannot travel or be transported to the hospital.

COMMUNITY FISHING DERBY JUNE This catch-and-release derby is held the first Saturday of June on Illinois’ “Free Fishing Day” when no one needs a fishing license to enjoy angling. The Community Fishing Derby annually attracts over 500 registered fishing sports enthusiasts of all ages.

Prizes are offered for the longest fish caught by registered attendees in four different age groups. The lake is stocked with tagged fish, sponsored by local businesses, and the lucky winners receive cash prizes.

This is truly a community event with our local Boy Scout troop selling bait, Cabela’s offering fishing pole rentals for the day as well as fishing tips, police and fire departments’ demonstrations and local restaurants selling food.

PLATZKONZERT GERMANFEST SEPTEMBER Autumn is the time for celebrating all things German, and that is what the Hoffman Estates Arts Commission does each September with its free Platzkonzert Germanfest, an annual event featuring German singing, musicians, dancers and food at the Village Green, 5510 Prairie Stone Pkwy.

Platzkonzert literally means “open air concert” in German. The outdoor event features brats, sauerkraut, potato salad, strudel and other German fare; beer and wine on sale; German entertainment for all ages; and activities for the children. The Hoffman Estates Park District even brings its portable climbing wall that is transformed into the “Matterhorn” for the day, while a raucous stein-carrying contest adds to the fun for adults.

FRIENDSHIP TREE LIGHTING NOVEMBER Usher in the winter holiday season with the annual Friendship Tree ceremony at Hoffman Estates Village Hall, 1900 Hassell Rd. Hundreds gather to enjoy the lighting of the huge evergreen tree which is festooned with red bows so that its majesty can be enjoyed during the daylight hours, as well as at night.

This free event features entertainment, refreshments and a special visitor for the children. The lighting is followed by an exciting fireworks show, a unique experience during the winter.
