e are living in a different world today than when many of these pictures were taken. Life is so fast, so instant. Social media feeds us information immediately, no matter where on the earth it happens. Many in the business world see new options available to them while others see these options as a potential competitor. Who could have envisioned something like an Amazon controlling our lives, with its shopping alternatives to its AI devices? Who could have envisioned I could control my oven and thermostat and virtually everything else from my mobile phone? Technology has literally taken over our lives in so many ways. That leaves us with the Chamber of Commerce. The Chamber of Commerce used to be considered the bedrock of the business community. In many ways, I still believe it is. The Chamber works with the business community to be their collective voice, promoting and supporting its membership and community. On a nationwide level, the Chamber works to influence positive and proactive change within the government and with elected officials, ensuring the thoughts of its local membership have a podium to be heard. Locally, the Chamber sponsors the Holiday Train each December.

This past year, the Chamber collected 1,979 pounds of food and nearly $10,000 in cash for the Northern Illinois Food Bank. A heartfelt thank you to the Chamber board; without you the Chamber does not exist. Thank you to the Village of Gurnee for their support and for being an active advocate for the Chamber in so many ways. A special thank you to the Warren Township Historical Society for providing many of the pictures in this Gurnee Community Guide. They have been extremely helpful and very knowledgeable. urnee is a wonderful community to raise a family, work, shop or play. By working together, we have been able to shape Gurnee into a community that is economically competitive while still feeling like a home for all of us. The economic health of Gurnee is directly tied to the success of our business community and their ability to remain competitive in a changing environment. The Village of Gurnee is committed to supporting our business community by making strategic investments in infrastructure and capital. In the upcoming year, the village will embark on our largest capital investment program in Gurnee’s history. The plan for 2019/2020 includes $14.9 million in investment in capital infrastructure and equipment. A significant investment is being made in building a new two million gallon capacity water tower along Knowles Road. This new water tower will increase water pressure and reliability for residents and businesses on the west side of the village, and will provide additional reserves for all water users in the event of an emergency supply interruption. Preservation efforts are at the heart of many of our operations. Whether keeping our neighborhoods safe or ensuring that our roads

are adequately maintained, the village continues to excel. Our police, fire and public works departments are at the forefront in their individual fields and have been repeatedly recognized for their excellence and quality of service. We are one of the few communities in Illinois that do not levy a property tax or utility tax and are in our 19th year of this practice. Gurnee HISTORY

VILLAGE OF GURNEE HISTORICAL TIMELINE 1840  The first school, a one-room log building, was erected along the Des Plaines River.

1842  A floating log bridge, later followed

1835  First settlement began near the Des Plaines River

 Community House erected at

the site of the old Gurnee Grade School. The Community House accommodated families while they were locating and obtaining government land grants to their farms.

1836

by a stationary wooden bridge, then a permanent iron bridge, was built to help travelers cross the Des Plaines River.

 Just east of the bridge, near the

junction of Milwaukee Road and Grand Avenue, was the Mutaw Tavern, a popular stage coach stop between Chicago and Milwaukee. The tavern was also a stopover for farmers from the west traveling to Waukegan to barter their crops for supplies. Mutaw Tavern was most recently known as Mother Rudd House.

 Milwaukee Road was laid out,

The first post office was operated from the Abington Inn at the corner of Milwaukee Avenue and Belvidere Road

urnee has built a strong economy, serving as a regional destination for shopping, restaurants and entertainment and using those revenues to provide top-notch services to its residents, including Grade A schools and beautiful recreational facilities. Whether shoppers are searching for a dress or a new car, it is true that “Gurnee’s Got It.” The village offers so many shopping options and all conveniently located. When you choose to shop in Gurnee, you are making a direct investment in Gurnee’s future, as the village’s general fund budget is over 60 percent based on consumer spending. The village is always looking toward the future, exploring new opportunities to diversify Gurnee’s revenue, recognizing changes to entice shoppers and seeing what needs attention to keep the economy strong. Simon, owner of Gurnee Mills and one of the premier mall operators in the world, recognizes that shoppers have changed. Visitors do not simply want to shop but want an experience, such as entertainment and unique dining options. The village is also working with owners of neighborhood centers to provide space where people can gather at events and socialize and also be enticed to shop. Gurnee has had great success combining these efforts. Hosting a farmers market on East Grand Avenue, retailers are enthusiastic about the exposure as visitors find fresh produce and a fun space to gather.

A trend that many retailers are jumping on is offering the convenience to pick up online orders in the store or even sit in their car and have the order brought to them. A smooth development process is helping retailers to quickly add these innovations and better serve customers’ needs. Many national retailers as well as many small businesses have expanded or renovated in the last five years. They are using funds to invest in these improvements which continues to demonstrate the strength of Gurnee’s market. Gurnee maintains one of the lowest retail vacancy rates in the region. Working with shopping center owners as well as prospective retailers, community leaders are diligent to roll out the red carpet, sharing why Gurnee is a great place to bring their business. For example, Gurnee is one of the few municipalities statewide that does not levy a property tax. Operating without a property tax for nearly 20 years, the village continues to do the right things, improving its capital infrastructure, maintaining a safe and attractive community

and seeing more demand come to Gurnee as a result. While some retailers are closing locations nationwide, Gurnee is receiving interest and making progress to fill those empty spaces. It is expected by 2020 to welcome several new unique anchor businesses that will continue to entice shoppers to Gurnee. Gurnee’s industrial and residential sectors also remain strong, staying balanced and diverse. The village’s strategic location midway between Chicago and Milwaukee, with easy tollway access, makes Gurnee a great place to live or locate a business. Industrial is seeing speculative development, which is a sign of a strong market, as developers wouldn’t be investing, hoping that development will come. To continue long-term success, Gurnee recognizes it’s also the little things that are so important to its visitors and residents. Investing in capital infrastructure, working cooperatively with the county and the state to improve roads and sidewalks, adding landscaping on East Grand Avenue, elevating development standards, and requiring wellmaintained property all contribute to a sense of place When people visit, they may not be aware of the work, but they recognize when a community looks nice. Gurnee has 23 million visitors to protect, so it’s crucial to invest in public safety, making sure people and structures are safe. The Police Department operates a unique visitor oriented policing team dedicated to Gurnee’s major tourism attractions. The Village’s Community Development Department

reviews and inspects all commercial buildings in town. While Gurnee is retail and tourism focused, it has always been, and will always be, a community of opportunity for homeowners who are living, working and raising families here. Leadership has already made strides to expand housing options for seniors, and going forward a goal is to provide housing at a price point so those who work in Gurnee can live here. By providing housing for young families, those families can put their roots in Gurnee, will spend their money in the village and

can take advantage of the great schools and amenities the community offers. In Gurnee, economic development is not simply thinking about today, tomorrow or next year. TWICE AS NICE MOTHER & CHILD

f a parent must choose between paying for rent, food or diapers, the baby likely spends more time in soiled swaddling or simply goes without. And since even subsidized child care centers won’t take children without an adequate supply of diapers, preventing a single parent from working and a child from accessing early childhood education, the situation fuels an even greater level of dependence in already poverty-stricken or low-income households. One in three families in the U.S. cannot afford enough diapers to keep their child clean, dry and healthy. Nearly half, or 47 percent, of the 11 million children from birth to age 3 in the U.S. are living in low-income households. Safety net programs like food stamps and W.I.C. cannot be used for diapers – and there are no government programs to assist families with diaper need. At a cost between $70 and $80 per month per child, diapers are an expense that many families struggle to afford. Twice As Nice Mother & Child, a 501(c) (3) organization that recently moved from Gurnee to Waukegan, helps to fill the gap. The organization, run by 15 volunteers, provides help and hope to families in crisis by distributing diapers and other basic needs at

no cost. It was founded in 2010 by Ann Marie Mathis, a mother of seven who believes every parent should be able to provide their children with basic needs. What began as a collection of gently used items in her basement nine years ago has evolved into a brick-and-mortar organization that has become a resource for 30 social service agencies and over 4,000 families across 31 ZIP codes in Lake County. While Mathis started her organization initially to connect parents in need with basics like clothing, shoes and baby gear, diapers have taken center stage. As a member of the National Diaper Bank Network, Twice As Nice Mother &

Child distributes over 300,000 diapers every year through its on-site diaper bank and mobile diaper pantry program. To date, the organization has given away nearly 1 million diapers to families in need. Because they purchase 60 percent of the diapers for their program, donations of diapers in all sizes or cash donations to purchase them are gratefully accepted. For every $1,000 received, the organization can provide a one-month supply of diapers to 50 children. ix Flags Great America is ready for its 44th Season of Thrills in 2019. This summer the Thrill Capital of the Midwest will unveil a revolutionary, triple-record-breaking, new roller coaster, Maxx Force. Maxx Force will be the fastest launch coaster in North America and feature the fastest inversion and tallest double inversion of any roller coaster in the world. “Six Flags reigns supreme for record-breaking, one-of-a-kind rides and world-class thrills,” said Six Flags Great America Park President Hank Salemi. “The new Maxx Force coaster is in a class all by itself, launching riders from zero to 78 miles per hour in under two seconds. No other coaster in the country accelerates at that blistering speed.” Maxx Force includes a unique air-powered launching system that will propel guests forward at record speeds, and also features five inversions including the world’s tallest double inversion at 175 feet above the ground and the fastest inversion on any roller coaster in the

world with a 60 miles-per-hour zero-G roll. Maxx Force will be the park’s 17th roller coaster and is scheduled to debut in summer 2019 in the Carousel Plaza area of the park. In addition to massive new thrills, Six Flags is excited to begin operation of Magic Waters, a Six Flags Water park this year. Sitting on 43 acres, Magic Waters currently has 15 attractions, including 11 slides; an expansive children’s play area; a 1,200-foot lazy river; Tsunami Bay, Illinois’ largest wave pool; and

Screaming Lizard, a looping slide that opened in 2017. Six Flags Great America is selling combo season passes valid for the park in Gurnee and Magic Waters. Buying a combo season pass will allow guests to visit both parks all season long. One of the best ways to experience the all-new Maxx Force and Magic Waters is by purchasing a Six Flags membership. Memberships includes all the benefits of the season pass plus over 50 additional benefits, such as unlimited soft drinks, preferred parking, walk-on passes for rides and exclusive waterpark seating. urnee District 56 continues to demonstrate innovation and creativity to fulfill its commitment to the community to deliver an inspiring education to all children. This year, the district embarked on a three-year program to immerse coding and computer science skills across all discipline areas and decided to begin that program with K-2 students. Teachers have been amazed with the innate abilities the youngest students have demonstrated in this area, and admit they are learning as much from the students as the students are learning from them. As part of its blended learning philosophy, the district will begin

piloting online courses for students next year. As part of the district’s vision statement to place students more in control of what they learn and how they learn it, students will begin to learn more about topics of interest to them through the online courses. The district’s first online course next year will a Spanish class for beginners that will transition students to the formal classes taught in seventh and eighth grades. Also of note is the district’s new Future Ready library at Viking School. The new library symbolizes the innovative spirit of Gurnee District 56.

oodland Community Consolidated School District 50 is one of the state’s largest elementary school systems with approximately 5,700 students, yet it takes great pride in providing a small-school comfort level for children in its five Gurnee-area schools. With recent approval of a community-driven strategic plan for 2018-2023, the district created new statements regarding its vision and mission.

Educational ROUNDTABLE

he Educational Roundtable was established by the Village of Gurnee Chamber of Commerce in mid-2014 and serves to improve educational opportunity and business achievement for all students and businesses. The Roundtable is composed of leaders from education, business, community and government, and is charged with making ongoing recommendations for both the educational and business communities.

The Roundtable’s membership includes:

Gurnee Chamber board members. A Village of Gurnee trustee. Superintendents from the three school districts educating local students. Executive director of the Warren-Newport Public Library District. Local business leaders. Local clergy and faith-based organizations.

Throughout the course of the Roundtable’s existence, we have covered topics ranging from:

Using social media to push information to the public. Woodland breakfast program. Spanish teacher recruitment. Spreading the facts about the recent Woodland school district referendum through “Myth Busters.”  The need for the business community to get involved in the community schools.    

The big challenge the Educational Roundtable attempts to address is the relative disconnect between business and the educational community. For most business owners, school districts are only discussed when the tax bill comes.
