Mayor Welcome The village continues to progress with a comprehensive approach to building our community and strengthening our local economy. The foundation of our great success rests on the many supportive partnerships forged with agencies like the Carol Stream Chamber of Commerce and the other business development groups it works with. As we continue to work together, I look forward to the future we will build.

Carol Stream offers a well-maintained roadway network, easy access to O’Hare International Airport, an expanding pedestrian and bike path network, the nation’s largest community college, a skilled and competitive workforce, as well as regional connections to the global economy that place Illinois as the Midwest’s leader in foreign exports.

The Carol Stream community is an attractive location for business investment with recent and ongoing industrial expansion and development

projects by Antunes, Packaging Personified and Dermody Properties, which has begun construction of a speculative 381,000-squarefoot “Logisticenter” on North Avenue. This building will be designed to accommodate a future e-commerce business. During the past 18 months, the village has approved plans for projects totaling over 1,000,000 square feet of new or expanded industrial building space.

The village is undergoing its own plans of transformation to improve services to businesses and customers with the renovation of the Bielawski Municipal Center. This $19 million facility improvement project, which will be paid entirely from reserves, will include a complete redesign of the existing 40,400-square-foot building and be supported by 14,300 square feet of greatly needed additional space. The project, which is expected to be completed in late 2018, will improve the resources with which the village conducts business with its residents, businesses and customer groups. During renovations, you may visit us at our temporary location 505 E. North Ave. in Carol Stream.

Chamber Welcome What IS a Chamber of Commerce?

A chamber is a nonprofit membership organization full of members who are your local businesses. Through regular gatherings, chamber members get together to meet each other and build their businesses. Examples of these events are luncheons, Business After Hours, ribbon cutting ceremonies, Networking in the Morning and special events like golf outings, raffles and more. Business expos are held throughout the year to give members an opportunity to be exposed to other businesses and/or directly to the community.

Some say that the chamber answers the front door to the community, as residents, businesses and prospective residents look for referrals (“I need a plumber”) or community information.

Networking in the Morning: This early morning gathering opportunity gives some of our members the flexibility to network, when they otherwise could not. A free and valuable event with its own special networking that sets it apart.

Women in Business: Held every other month at different venues, the Chamber’s highly successful WIB events are filled with exceptional networking opportunities and provide the attendees an opportunity to hear insightful, relevant speakers focused on women’s issues and needs. Ask about the “Polka Dot Progressive Luncheon” on Nov. 15, 2017.

Seven major roads traverse the village, with North Avenue (Route 64) close to the center of town and bisecting a majority of the industrial area. North Avenue runs east into Chicago and westward across the state. Army Trail Road, St. Charles Road and Geneva Road are other major east-west transit routes. portunities for enhanced economic development and travel performance throughout the region, and will provide new western access to busy nearby O’Hare International Airport.

A VISION COMBINING RESIDENTIAL AND BUSINESS COMMUNITY

The flourishing community, originally founded by developer Jay Stream, consists of well-tended residential homes and subdivisions in its western most sector. Business and industry flourish to the east. Among the dozens of the newest businesses to call Carol Stream home this year is a sweet new favorite, Just A Taste Confections (145 Hiawatha Drive).

Current village economic development plans ensure its commitment to vital business development. For example: • Redevelopment begins this summer for a former gas station and restaurant (870 W. Army Trail Rd.), with completion of the new 7,100-square-foot convenience store, 10 fuel pumps and a tunnel-style car wash expected in late fall.

• Construction of an extended stay hotel (1160 N. Gary Ave.) will begin mid-summer and include 123 suite-style rooms.

• Late summer completion of a 381,600-square-foot Dermody Properties warehouse/distribution facility (365 E. North Ave.) designed to attract e-commerce.

The Village of Carol Stream continues to invest in the future and recently completed capital improvement projects including two major construction and rehabilitation projects along the main Lies Road corridor, and the completion of a bike/pedestrian pathway along the West Branch DuPage River Trail from Army Trail Road south to St. Charles Road providing

nearby Benjamin Middle School students the opportunity to bike to and from school.

The Carol Stream Municipal Center, home of Carol Stream village government operations since 1981, will undergo complete remodeling and upgrades this year to meet current and future village service and staffing needs. With an anticipated December 2018 completion date, project investment is expected to total $19 million.

During the two-year partial demolition and full renovation, village services have been relocated to temporary municipal center facility (505 E. North Ave.). Village meetings take place at Carol Stream Fire Protection District station 28 (365 Kuhn Road).

An organization with a focus on service to the community, the Village of Carol Stream is undergoing a renovation of our 37 year old Village Hall and Police Station to meet the expanding needs of the community. The new building will feature upgraded technology, environmentally conscious design, centrally located customer service centers, and additional space to accomplish public needs. The renovation project and temporary offices are estimated to cost $19 million and will be paid entirely with reserves, meaning that no debt will be issued nor taxes raised for this project. Village services will be located at 505 E North Ave. until project completion in December of 2018. In addition, the Village has continued to expand and improve outdoor space such as additional bike paths, m onarch waystations, and increased native species landscaping at public facilities. A FIRM FOUNDATION FOR SUCCESS

The village has come a long way since Jay Stream built his first homes and petitioned the State of Illinois to incorporate as an Illinois municipality. Incorporated on Jan. 5, 1959, and named after the developer’s daughter, Carol Stream, the village has grown to include more than 40,000 residents today.

Its wide variety of housing types include luxury estate homes, a nice mix of single-family homes, condominiums, townhomes and more than 4,000 apartment rental units. Aided by an active historical society, Carol Stream makes an effort to preserve historical assets, its unique story, and key historical sites.

The village is one of only a few Illinois communities not to levy a municipal property tax, according to Mayor Frank Saverino, who spoke to Chamber of Commerce members at their annual State of the Village presentation.

The Carol Stream Chamber of Commerce is one of the more progressive Chambers in the DuPage County region with an engaged membership and dedicated to keeping members at their competitive best. Carol Stream Veterans Memorial

Honoring local veterans of yesteryear, today and tomorrow is the focus of new Carol Stream Memorial Park project honoring veterans and being planned for Memorial Park, 342 Thunderbird Tr. Bursting with civic pride, the Carol Stream community is noted for many things, but to date has no esteemed memorial honoring United States Armed Forces veterans.

That is about to change, according to a special Memorial Park Task Force, including members from the Carol Stream VFW, American Legion, Village of Carol Stream, village trustees, Carol Stream Park District, Chamber of Commerce, Carol Stream District 93 and community volunteers – including many veterans – who are already one-quarter of the way to their $200,000 “Raise the Flag” fundraising goal in support of planned memorial renovations.

Jim Benzin, local veteran and current commander of the VFW Post 10396 in Carol Stream, was first to propose the project at a town meeting. Since that time, civic organizations, local businesses and residents have banded together in their efforts to gain exposure and raise support for the Veterans Memorial project, which will include improved walkways, a picnic shelter, new landscaping, lighting and reconfiguration/ improvement to the existing memorial.

Originally dedicated to the first Vietnam service member from Carol Stream to be killed in the line of duty, the existing Veterans Memorial recognizes local fallen police officers, veterans and firefighters for their service and duty.

Decorative memorial enhancement features will include a veneered limestone capped seat wall, flag poles and granite markers, recognizing the different military branches – Army, Navy, Air

Force, Marines and Coast Guard.

Once complete, the new memorial site will be used for services on Memorial Day and other holidays in addition to serving as a park for the community to enjoy and celebrate with families.

On tap throughout the 2017 year are a number of fun fundraising events supporting the Veterans Memorial project, including the Carol Stream Parks Foundation annual duck race, an adult softball tournament, brick sales, a 5K Stars & Stripes Shuffle and a Drive 4UR Community Event. Volunteers also will be on hand throughout the summer at the Village of Carol Stream’s concert series.

Among local community businesses lending a hand with events and donations are Culvers, Joe Cotton Ford, Village Tavern & Grill, Zanies, White Cottage, the Carol Stream Rotary, Sport Clips, Spraying Systems, DuPage Medial Group, A.J. LaRocca Memorial Fund, Saverino & Associates, Joe Gentile Italian American Association and the Chicagoland Italian American Association. Local residents, businesses and organizations continue to support this project through donations and by attending fundraising events.

The Carol Stream Fire Protection District has come a long way since its earliest days in 1947 when three residents took second mortgages on their homes to buy a Ford fire truck.

Originally known as the Keeneyville Fire District, the district today encompasses 15 square miles in the Village of Carol Stream, as well as portions of Bloomingdale, Glendale Heights, Wheaton, Winfield, West Chicago, Bartlett, Hanover Park and Roselle. About 25 percent of the district includes commercial and industrial development.

Carol Stream Fire District maintains three fire houses and provides fire suppression, Advance Life Support EMS, technical rescue, hazardous materials incident response and fire prevention services to the district’s residential population of 43,000 and daytime population of approximately 60,000. The fire district is led by a fire chief, deputy chief and chief administrative officer.

The district employs 34 firefighter/paramedics,

12 lieutenants, three battalion chiefs, two fire inspectors, two administrative assistants and an administrative manager. The fire district also contracts with a local EMS service to provide nine paramedics, and maintains a vehicle fleet including three ambulances, a tower ladder, fire engine, rescue squad, rescue pumper, four command vehicles, two fire prevention cars, three utility vehicles and reserve ambulance, fire engine and tower ladder.

In addition to emergency services, personnel provide fire safety inspection of industrial, commercial, educational and multifamily buildings in the district. Public safety education also is emphasized through school programs, open house, business fire extinguisher training, block parties and other special events that keep residents, employees and visitors educated and safe.

The DuPage County Farm Bureau was established in DuPage County in 1913, and is one of the oldest local agricultural associations of its kind in the United States. With a goal at the time of helping farmers get better prices by forming a group, the Illinois Farm Bureau started an insurance company, FS, and Prairie Farms, to help achieve that goal.

Since 1983 when she first sought child care services for two of her three children, Karen Daniel, organization founder, has been at the helm of Rainbow Academy, Inc., a privately owned local center dedicated to meeting developmental needs of children from six weeks to 12 years of age.

Founded with only 20 students and originally located at the intersection of Army Trail and County Farm Roads, Rainbow Academy has expanded exponentially to meet the growing and evolving needs of the far western suburb.

In 2006 the academy moved to a sprawling new 4,000-square-foot Kuhn Road campus location and today serves more than 300 students with daytime, before, and after school programs along with a host of special activities, events and amenities to meet the needs of busy working families.

In addition to meeting the social, emotional and physical developmental needs of its students, Rainbow Academy programs help stimulate a variety of tangible skills such as early literacy development, exposure to math, science and technology, gross motor skills, auditory memory, social sciences and character development.

Community ties run deep for both the organizational founder and the academy itself.

A longtime Chamber of Commerce member, Daniel was instrumental in helping to write the original Chamber bylaws 25 years ago. For three years she served on the community’s Human Services commission, has sponsored Carol

Stream Little League teams for 21 years and Rainbow children have marched in 21 of the annual Fourth of July parades.

Other activities that reach beyond the classroom and into the community include donating time to sort and gift-wrap clothing and toys for Carol Stream Social Services; hosting free events for families such as an annual Valentine’s Day dance and a homemade Thanksgiving feast; sending care packages for troops overseas on Valentine’s Day, July 4, Halloween and at Christmas; volunteering at Feed My Starving Children locations both in Aurora and Schaumburg; adopting and helping support a platoon in the Iraq War, sponsoring sing-along events; and bringing home baked goodies to local convalescent centers.

Bursting with civic pride, Rainbow Academy was the first Carol Stream business to recycle, and pioneered an exchange program with local school districts to include children with special needs in programs long before the implementation of inclusionary concepts. In 2006, Rainbow Academy was named Carol Stream’s Business of the Year and this year celebrates its 34th year caring for children from the community.

Along with a dedicated early childhood education-certified staff, many of the original Rainbow Academy students have become adults, now live in the surrounding neighborhoods, and work at the center. Others enroll their own children at the academy.

Carol Stream Park District CAROL STREAM is recognized as one of the PARK DISTRICT best in the state, winning www.csparks.org two national gold medals (630) 784-6100 and being the first in Illinois to receive a LEEDS Silver Certification for the eco-friendly facility, Fountain View Recreation Center. The park district maintains more than 40 parks and playgrounds; many link to regional trail systems and nearby county forest preserves. Picnic shelters at seven larger, scenic parks are available to rent, in addition to garden plots at the beautiful Slepicka Park.

Fountain View Recreation Center, 910 N. Gary Ave., serves as a hub for recreation activities. The center includes an indoor swimming pool, fitness center, three-court gymnasium, running/walking track, and multipurpose rooms to rent for meetings, events or parties.

Fitness center members enjoy modern exercise equipment and fitness classes throughout the day. A variety of classes are offered that accommodate the business member who may
