La 32ª Convención Anual de la Asociación Nacional de Publicaciones Hispanas tuvo lugar en San José, California, la semana pasada. Esta convención anual reúne a más de 180 publicaciones de todo Estados Unidos y Puerto Rico, que sirven a las crecientes comunidades latinas.

This annual convention brings together over 180 publications frrom all over the United States and Puerto Rico, who serve the grow wing Latino communities.

EFE México 28 oct. 2019.La bancada del Partido del Trabajo (PT) en el Senado propuso reformar la Ley del Servicio Militar en materia de equidad de género, para hacer obligatorio que las mujeres sean incluidas para realizar el servicio militar. El senador Miguel Ángel Lucero Olivas indicó que con esta reforma el Estado garantizará que el servicio militar sea una actividad para todos los mexicanos, y no solo para los hombres, ya que está apegada a derechos humanos, sin discriminar, inculca valores y ofrece el mismo trato y las mismas oportunidades a hombres y mujeres. Señaló que la incorporación de la obligatoriedad del servicio militar para las mujeres permitirá incrementar la fuerza militar y estar preparados ante cualquier amenaza en igualdad de condiciones y sin que exista ningún tipo

2019.- Los recortes y el plan de austeridad del gobierno federal tienen contra las cuerdas al programa Centros de Atención para Estudiantes con Discapacidad (CAED), el cual opera en más de 300 planteles de educación media superior en el país y está en riesgo de desaparecer. Debido a que el proyecto piloto que nació hace 10 años no es reconocido de manera oficial, hasta ahora no se le ha otorgado una partida en el Presupuesto de Egresos de la Federación (PEF).

En el Primer Informe de Gobierno del Presidente Andrés Manuel López Obrador se precisó que en esta modalidad educativa hay 27 mil 878 estudiantes; 46% de ellos padece una discapacidad intelectual; 16%, motriz; 14%, auditiva; 10%, visual, y 2%, sicosocial.

Para 2020, las políticas económicas de esta administración y la falta de recursos asignados ponen en duda la continuidad del plan. La Subsecretaría de Educación Media Superior reconoce que debe tener 670 millones de pesos para que el proyecto opere, pero sólo dispone de 34 millones. Pese a que no se aseguró presupuesto para la educación inclusiva, Juan Pablo Arroyo, subsecretario de Educación Media Superior, dice que el objetivo de esta administración es regularizar el programa y que sea reconocido por la SEP.

DAY OF THE DEAD: The Celebration and the origins

Day of the Dead (known as Día de Muertos in Spanish) is celebrated in Mexico between October 31st and November 2nd. On this holiday, Mexicans remember and honor their deceased loved ones. It’s not a gloomy or morbid occasion, rather it is a festive and colorful holiday celebrating the lives of those who have passed on. Mexicans visit cemeteries, decorate the graves and spend time there, in the presence of their deceased friends and family members. They also make elaborately decorated altars (called ofrendas) in their homes to welcome the spirits.

Because of its importance as a defining aspect of Mexican culture and the unique aspects of the celebration which have been passed down through generations, Mexico’s indigenous festivity dedicated to the dead was recognized by UNESCO as part of the intangible cultural heritage of humanity in 2008.

Merging of Cultures

In Pre-Hispanic times, the dead were buried close to family homes (often in a tomb underneath the central patio of the house) and there was great emphasis on maintaining ties with deceased ancestors, who were believed to continue to exist on a different plane. With the arrival of the Spaniards and Catholicism, All Souls’ and All Saints’ Day practices were incorporated into Pre-Hispanic beliefs and customs and the holiday came to be celebrated as we know it today.

The belief behind Day of the Dead practices is that spirits return to the world of the living for one day of the year to be with their families. It is said that the spirits of babies and children who have died (called angelitos, “little angels”) arrive on October 31st at midnight, spend an entire day with their families and then leave. Adults come the following day. Learn more about the origins of the holiday.

Offerings for the Spirits

The spirits are greeted with offerings of special foods and things that they enjoyed when they were alive. These are laid out on an altar in the family home. It is believed that the spirits consume the essence and the aroma of the foods that are offered. When the spirits depart, the living consumes the food and share it with their family, friends, and neighbors.

Other items that are placed on the altar include sugar skulls, often with the person’s name inscribed on the top, pan de Muertos, a special bread that is made especially for the season, and cempasuchil (marigolds) which bloom at this time of year and lend a special fragrance to the altar.

In the Cemeteries

In ancient times, people were buried close to their family homes and there was no need to have separate grave decorations and home altars, these were together in one place. Now that the dead are buried away from their homes, graves are decorated with the idea that the dead return there first. In some villages, flower petals are laid in paths from the cemetery to the home so that the spirits will be able to find their way. In some communities, it is customary to spend the whole night in the cemetery, and people make a party of it, having a picnic supper, playing music, talking and drinking through the night.

Day of the Dead and Halloween

Día de los Muertos and Halloween have some common features, but they are distinct holidays. They both come from early cultures’ beliefs about death that later mixed with Christianity. They are both based on the idea that the spirits return at that time of year.

Customs around Halloween seem to stem from the idea that the spirits were malevolent (children were disguised so that they wouldn’t be harmed), whereas in Day of the Dead festivities, the spirits are joyfully welcomed as family members that one hasn’t seen in a year.

Día de los Muertos continues to change, and a mixing of cultures and customs continues to occur. Halloween festivities are becoming more prevalent in Mexico: masks and costumes are sold in the markets alongside sugar skulls and pan de Muertos, costume contests are held along with altar contests in schools, and some children dress up in costumes and go trick-or-treating (“pedir Muertos”).

One of the strongest and most recognizable symbols of The Day of the Dead celebrations is the tall female skeleton wearing a fancy hat with feathers. You have surely seen her in various contexts because the striking unique makeup has become very trendy in the last years. Her name is La Catrina and the essence of her story goes deep into Mexican traditions and roots but has been restyled only in the last century.

It is believed that the Aztecs worshipped a goddess of death that they alleged protected their departed loved ones, helping them into the next stages. The Mexican tradition of honoring and celebrating the dead is entrenched deeply in the culture of its people.

The skeleton with the hat that we see today came to life in the early 1900’s by artist José Guadalupe Posada. Posada was a controversial and political cartoonist that was liked by the people and who drew and etched skeletons (calaveras) in a satirical way to remind people that they would all end up dead in the end. It is said that he drew the

dandy-looking female skeleton with a fancy feathered hat because some Mexicans had aspirations to look wealthy and aristocratic like the Europeans at that time. A satirical drawing to remind people to be themselves and to stop trying to be something that they weren’t. No matter how rich or poor you were, no matter the color of your skin, and no matter what society you belonged to, you would all end up skeletons. This was Posada’s message with his many caricatures of cavaleras sketched doing various daily activities. One of his most popular sayings was “Death is democratic”. Simple, but so very true!

Famous artist and husband of Frida Kahlo, Diego Rivera, immortalized La Catrina in one of his murals that depicted 400 years of Mexican history. The mural “Dreams of a Sunday Afternoon in Alameda Park” was painted in the 1940’s and displays several important Mexican characters with La Catrina showcased on the 15-meter mural. He painted a self-portrait of himself as a child

holding hands with her in the front row.

Rivera painted her wearing sophisticated clothing and an extravagant hat with feathers, consequently creating the look that she is well-known for today. The mural can be seen in the Diego Rivera Mural Museum in Mexico City. Very well worth the visit if you are ever in Mexico City!

From there, La Catrina became a strong symbol for the numerous Day of the Dead activities. Women paint their faces in colorful make-up and dress with elegant outfits evoking the famous symbolic skeleton.

Los tiempos para que Servicios de Ciudadanía e Inmigración (USCIS) responda sobre las peticiones de familiares, incluidos cónyuges e hijos, se están alargando, debido al proceso burocrático.

Estos atrasos se han acumulado desde 2017, cuando la agencia comenzó a reportar ampliación de tiempos en peticiones de Residencia Permanente y otros tipos de visas, incluso obligó a la agencia a dar de alta un sistema en línea que permite calcular cuánto tiempo tarda un trámite en cada o$cina.

Los tiempos también dependen de la petición, ya que es posible que el period sea hasta 10 años en el caso de ciudadanos estadounidenses que solicitan a alguno de sus hermanos.

Para los cónyuges e hijos menores de 21 años la espera es de unos dos años en el caso de un portador de “green card” que hace la petición.

Cada mes, la autoridad reporta los tiempos de procesamiento y, en algunos casos, ampliar los retrasos.

Tiger Woods ties Sam Snead’s record of 82 PGA Tour wins

INZAI CITY, JAPAN -- For Tiger Woods, it all comes down to consistency.

Surgeries on his knee and back and a crisis in his personal life have cost him opportunities to play his best golf over the past decade.

But when he’s been healthy and free from offcourse distractions, he’s always found ways to win. And now, he’s won as much as anybody on the PGA Tour.

Woods completed a wire-to-wire victory at the Zozo Championship on Monday, equaling Sam Snead’s PGA Tour record of 82 victories.

“It’s a big number,” Woods said. “It’s a lot of consistency and doing it for a long period of time, Sam did it into his 50s and I’m in my early to mid-40s, so it’s about being consistent and doing it for a very long period of time. I’ve been very fortunate to have the career I’ve had so far.”

The 43-year-old returned Monday to play the final seven holes in the rain-hit tournament, completing a 3-under 67 to beat local favorite Hideki Matsuyama by three strokes at Accordia Golf Narashino Country Club.

Woods had arthroscopic surgery on his left knee two months ago - his fifth on the same problem joint. He’s also had four back surgeries, including a spinal fusion, and looked at times as if his career was over, but he returned to win the Tour Championship in 2018 before his triumph at the Masters in April for his 15th major.

The Japan event was Woods’ first start of his 23rd season on the PGA Tour.

“I can still manage my way around the golf course,” Woods said. “I know how to play. I was able to do that this week.”

The fourth round was suspended because of darkness Sunday with Woods holding a threestroke lead over Matsuyama in the first official PGA Tour event in Japan.

He bogeyed his first hole of the day, the par4 12th, but was solid the rest of the way with birdies on Nos. 14 and 18 to finish at 19-under 261. Matsuyama also closed with a 67.

Woods opened with consecutive 64s, with a day off in between because of rain. He had a 66 on Sunday in the third round.

“It’s been a long week,” Woods said. “Five days at the top of the leaderboard is a long time.”

As the U.S. Presidents Cup captain, Woods was asked about picking himself for the team.

“I think the player got the captain’s attention,” Woods said.

Woods’ approach shot on the 12th found a greenside bunker. He blasted out and left himself a long par putt that he missed for bogey, cutting the lead to two strokes.

But that was the only time he would falter. Matsuyama missed a short birdie putt on the par-5 14th with a chance to cut the lead to a stroke. Woods, playing in the group behind Matsuyama, made birdie to restore the threestroke lead.

Matsuyama cut the lead to two with a birdie on par-3 16th. On the par-5 18th, he drove into a fairway bunker, and hit his approach into a greenside bunker before saving par.

Woods’ second shot on 18 also found a greenside bunker. He blasted to 10 feet and made the putt.

Woods last played in an official tournament in Japan in 2006 at the Dunlop Phoenix, where he lost in a playoff to Padraig Harrington. He won the Dunlop Phoenix the two previous years.

It was a wild debut for the PGA in Japan.

Torrential rain washed out play Friday, forcing the second round to be moved to Saturday. To make up for the lost day, the players started the fourth round immediately after finishing the third to get in as many holes as possible.

The course took on over 8 inches of rain Friday and was in remarkably good shape when play resumed on Saturday for the second round.

Woods got in 11 holes and played 29 holes Sunday before having to come back for a 7:30 a.m. start.

“This was certainly demanding,” Woods said “Being in the lead for the better part of five days puts a stress on the mind. It’s not easy to do. ... It’s stressful, it wears one out, but somehow I was able to finish out on top and made key putts this week.”

Rory McIlroy, the highest-ranked player in the field, completed his round with two birdies for a 67 to tie for third at 13 under with Sungjae Im, who shot 65.

“As far as playing until 52, I hope that’s the case,” Woods said. “If you would have asked

me a few years ago, I would have given you a different answer, but certainly the future looks brighter than it has and hopefully I can be as consistent as he was well into my 40s and early 50s.”

If Bears playoff hopes are gone, it’s not on Trubisky and Nagy There are times with just about any NFL team where you have to take a step back, eliminate all the emotion and try and figure out exactly who that team is.

Yes, the Bears appear to be wildly underachieving at 3-4 through their first seven games of this season.

But at this point last year they were 4-3, only one game better than today.

And while it changes nothing one Eddy Pineiro shank vs. the Chargers, one Chase Daniel brain fart late against the Raiders and the failure to make just one or two big plays on offense or defense vs. the Packers is all that separates these Bears from the top of the NFC. They are literally no more than half a dozen snaps of the ball or so from being 6-1.

So what is my point?

The Bears are clearly not a top 10 or top 15 team right now because of their play at quarterback and the head coach is in a bad threegame slump but, and here’s where we take the emotion out of the equation, other than the QB and the head coach, how good or bad is this team right now?

The only position on the Bears depth chart where there is a clear talent deficiency is at tight end, and while that can’t be fixed until the offseason, it can be improved if Trey Burton can begin to produce up to his ability.

The Bears are average at best at the two

tackle spots but were good enough there last year to win 12 games. The problem right now is Charles Leno has been well below average all season and Bobby Massie, who had not played that badly, had his worst game last Sunday.

It is too early to say where they’re at with Rashaad Coward at right guard, but Cody Whitehair and James Daniels have been improving steadily and both played very well against the Chargers.

If Leno can get his head on straight, the O-line can play well enough to win a bunch more games this year.

Wasn’t it interesting how often the Bears other receivers -- Taylor Gabriel (6), Anthony Miller (3), Trey Burton (4), Cordarrelle Patterson (2) and Tarik Cohen (3) -- were targeted vs. the Chargers with Allen Robinson only thrown at seven times once the opposition was forced to defend the run?

With Robinson having a Pro Bowl level season and Miller’s, Gabriel’s and Cohen’s as well as Javon Wims’ and Riley Ridley’s arrows all still pointing up the Bears are more than talented enough at receiver to win now.

David Montgomery may just be a big time NFL back, but in his own words Cohen isn’t really a running back, Mike Davis isn’t good enough and Kerrith Whyte at least isn’t good enough yet.

THERE ARE times with just about any NFL team where you have to take a step back, eliminate all the emotion and try and figure out exactly who that team is. All that’s really missing from last year’s Bears team is the mojo, and that’s not something you draft or find in free agency, that has to come from within.

The Bears do need a change of pace back and depth at running back, but if Montgomery stays healthy and they start using Patterson more in the change of pace role they can be dangerous.

On defense, the loss of Akiem Hicks is huge but it shouldn’t be crippling.

Eddie Goldman, Bilal Nichols and Roy Robertson-Harris have each flashed big time skills and Nick Williams is quality.

Remembering we’re talking talent and potential here and not production. To date, there isn’t a team in the league with more pure talent and athleticism at linebacker. And other than the Vikings, I can’t find a secondary that would be a clear choice over the Bears either.

What is the sum total of all that?

If indeed the Bears season is over, it really isn’t just on Mitch Trubisky and Matt Nagy.

These Bears, as they’re currently constituted, can still play meaningful games well into December if these players are willing to pay the price to make that happen and these coaches put them in positions to win.

And that’s not something every other team in the league can say.

All that’s really missing from last year is the mojo, and that’s not something you draft or find in free agency, that has to come from within.

It’s time to stop grasping at straws and for the Bears 53-man roster to spend a lot more time in front of the mirror.

West Chicago’s boys soccer team could be on the verge of something big.

Senior midfielder Moises Morfin scored a pair of goals and junior keeper David Kuehn recorded 12 saves as the top-seeded Wildcats (20-2-3) defeated 13th-seeded St. Charles North 2-0 in Tuesday’s Class 3A St. Charles East sectional semifinal held at Norris Stadium.

With the win, West Chicago advances to Saturday’s 11 a.m. sectional finals against York, a 3-0 winner over Geneva, in search of its first sectional championship since 1997.

“It’s exciting,” said Wildcats coach Jose Villa, who was a 4-year varsity player at West Chicago from 2002-2005. “We’re looking forward to the next game. This is something our community is here to support.

“I think it’s big for us. It’s big for our community. It’s big for our school. It’s big for our team.”

Facing a resurgent St. Charles North (115-3) squad, it was the North Stars who controlled play for the first 10-plus minutes.

Kuehn turned away North Stars junior forward Luke Persenico early on before an offsides call negated Persenico’s goal 7 ½ minutes into the match.

“That would have been a lot of momentum to our team,” said Persenico. “It probably would’ve changed the whole game.”

It may have served as a wake-up call for the Wildcats.

“It allowed us to see that this is a game that could go either way,” said Villa. “Now, we’re chasing the game instead of playing the way we want to play.”

Instead, a little more than 4 minutes later, Morfin took a feed from senior teammate Diego Cortes and rocketed a shot into the back of the net to make it 1-0 — on the Wildcats’ first scoring chance.

“I saw the defender coming at me,” said Morfin. “I took a cut to my left, he dove and I went back to my right and took the shot.”

North Stars coach Eric Willson admitted the sudden turnabout may have affected his team.

“We came out flying,” said Willson. “That went from an opportunity at their end and all of a sudden at the drop of a hat, they come right back and find the back of the net. That can be pretty demoralizing.”

Midway through the second half, Morfin scored his second goal of the match off a picture-perfect pass from senior midfielder Brayam Barrios to give the Wildcats some breathing room.

“He has the freedom to kind of roam around up top,” Villa said of Morfin. “He’s very technical and he has a way to keep the ball on his feet.”

Arlington Heights’ downtown movie theater will host a grand reopening Wednesday, marking the completion of renovations since a new company took ownership two years ago.

Upgrades to CMX Cinemas, at 53 S. Evergreen Ave. within Arlington Town Square shopping center, include an updated lobby with more lighting and digital kiosks, a new front entrance and doors, updated bar and concessions areas, a 100-inch video wall, venue-wide digital screens and new carpeting.

The theater will host an invite-only reception tonight to show off the renovations. The cinema will reopen to the public Thursday.

“This building has been an integral part of the neighborhood for many years, and we are proud to have the opportunity to renovate it to its former glory, so that the community can continue enjoying the magic of the cinema,” said Javier Ezquerro, chief operating officer of Florida-based CMX Cinemas, in a news release.

CMX, a subsidiary of Cinemex, acquired the six-screen theater in August 2017 from Paragon Theaters.

At the time, it was the third ownership change in four years.

Paragon took over in October 2016 from Star Cinema Grill, which reopened the old Arlington Theaters in 2013 after the building

PA R A L A S E S P I N I L L A S Los puntos negros, o clavillos, son un tipo de acné que se caracteriza por la presencia de pequeños bultos negros incrustados en la piel. Los puntos negros son granos que no tienen piel sobre ellos. Al estar expuestos al aire, la capa superior de suciedad en los poros se oxida y se hace del color negro que los caracteriza.

La personas con piel grasa y poros grandes son más propensas a las espinillas y a los puntos negros. Aunque no podemos cambiar nuestra genética, sí podemos tomar medidas para reducir la aparición de los puntos negros. La causa principal de la aparición de puntos negros es no llevar un sistema de limpieza de la piel con regularidad y constancia. Aparte de carecer de una rutina para el cuidado de la piel, otras razones por las que aparecen los puntos negros pueden ser las hormonas, el uso de productos de maquillaje equivocados y la exposición a toxinas.

EXFOLIACIÓN Y MICRODERMOABRASIÓN Una vez por semana es necesario hacerse una limpieza profunda de los poros. Un exfoliante fácil de hacer consiste en mezclar bicarbonato de sodio con jugo de limón hasta obtener una !asta $na" Este exfoliante también se puede hacer con azúcar. Sin embargo, para hacer exfoliantes para el rostro es mejor usar un ingrediente más suave como el bicarbonato de sodio.

Se humedece el cutis y se aplica el exfoliante con movimientos ligeros y circulares durante 4 minutos. Concéntrate en los puntos negros, pero recuerda usar un toque ligero. Si frotas muy fuerte podrías dañar tu piel.

CLARA DE HUEVO Y UN PAÑUELO PARA EXTRAER PUNTOS NEGROS Esta es una mascarilla exfoliante especí#camente diseñada para extraer los puntos negros. La manera más efectiva de extraer los puntos negros es haciéndose un tratamiento profesional en algún salón de belleza. Tanto los remedios comerciales como los remedios caseros no pueden sacar por completo los puntos negros.

Sin embargo, podemos hacer un tratamiento casero que, aunque no los saque todos, sí puede sacar los que están más cerca de la super#cie y además es un excelente exfoliante. La receta consiste en untarse clara de huevo por la cara, especialmente en las zonas donde tiene más puntos negros. Encima se pone un pañuelo desechable y encima de este pañuelo se pone otra capa de clara de huevo. Se deja secar hasta que se haya endurecido por completo. Se quita tirando de la mascarilla de abajo hacia arriba.

Se enjuaga la cara. Con este método se pueden ver los puntos negros donde quedan incrustados en el papel. Además, la piel de la cara queda suave y tersa.

Mujeres de todas las edades y estados civiles cometen una serie de errores que terminan en fracaso, sufrimiento y soledad; y el error más grave es que se culpa a los hombres cuando el problema puede estar en su propia autoestima.

¿Vives a la defensiva con tu pareja? ¿Vives a la defensiva con tu pareja? ¿Necesitas su aprobación para todo? ¿Toleras lo que nunca hubieras imaginado? ¿Te sientes estancada en tu propio crecimiento por estar inmerso en una relación que te desgasta?

Si contestaste que sí a estas preguntas debes saber que algo anda mal en tu relación y necesitas ayuda, sobre todo si has intentado diversas soluciones.

Cuando tienes una relación de pareja es importante cuestionarte cómo te sientes.

“Pregúntate cómo te sientes a su lado, si te sientes segura en la relación, si sientes que tus hijos están a salvo, si sientes angustia al relacionarte, si te agobia con desafíos y amenazas o estás con alguien que se atreve a romper reglas morales, éticas o legales, si te sientes emocionalmente exhausta después de interactuar con él” recomienda la psicoterapeuta y psicoanalista Emilia Kanan Farca. 'n%nidad de tus problemas amorosos podrían tener su origen en la autoestima, un concepto común pero que in%nidad de personas no saben bien a bien de qué se trata.

“La autoestima es cuestión de límites”, explica la psicoanalista. “Es cuestión de tomar decisiones adecuadas para nuestra vida y nuestra persona y saber reconocer hasta dónde estoy dispuesto a dejar que alguien entre en mi vida y, ya que eso ocurre, qué estoy dispuesto a soportar sí y que no, a ser tratado de tal o cual manera”.

No hay relaciones perfectas, pero una buena relación te hace sentir feliz, emocionalmente segura, respetada y con la sensación de que puedes ser tú misma, mientras que las tóxicas te hacen sentir exhausta, infeliz, emocionalmente insatisfecha, temerosa, enojada y angustiada.

Cuando eres consciente de que tu relación está prácticamente arruinada y has tratado de cambiar la dinámica sin éxito, es momento de buscar psicoterapia. “Cuando te encuentras con desafíos constantes que no puedes resolver es momento de solicitar ayuda.

“En las cuestiones amorosas se involucran in%nidad de factores( sentimientos, educación, enseñanzas, y a veces no tenemos educación emocional o no tuvimos buenos ejemplos de relaciones interpersonales, sobre todo de parejas, así que es necesario aprender el arte de amar, porque sí es posible amar de otra manera” asegura Kanan Farca, miembro de la Federación Psicoanalítica de América Latina.

La terapia ofrece soluciones para todas las relaciones caóticas. El divorcio, considera esta psicoanalista, debería ser la última alternativa. Y no importa que tu compañero no desee asistir, con que tú vayas es su%ciente, porque al %nal de cuentas no se trata de él,

sino de ti.

“Hay que analizar qué te pasa, porqué permites conductas autodestructivas, porqué toleras, porque puedes terminar esa relación tóxica e iniciar una nueva, pero si no has resuelto tus propios con$ictos repetirás la historia. No se trata de cambiar de relaciones, se trata de resolver de fondo con$ictos caracterológicos, de personalidad, pues in%nidad de veces el que se cree la víctima en realidad es el agresor”.
