An urgent epidemic

E-cigarette use among teenagers is a growing epidemic that’s quickly outpacing other substances, such as alcohol, marijuana, prescription drugs and opioids, health experts warn.

The rapid increase in teen vaping has caught many suburban school officials, law enforcement and health care workers by surprise. And everyone is moving quickly to stem its proliferation.

“It truly exploded,” said Margaret Polovchak, manager of prevention services for OMNI Youth Services, addressing e-cigarette use among high school students at Northwest Suburban High School District 214 and at seven middle schools within Wheeling Township.

“We saw the beginning of it, certainly, a couple of years back. But when we got the latest data that showed the huge growth, even the schools said we have to take action on this right now. It is a top priority.”

Last week, Lake County State’s Attorney Mike Nerheim jump started the drive when he announced a lawsuit against Juul Labs, the leading manufacturer of vaping products.

But suburban schools are girding for the battle as well. Some are bringing in experts to talk to students, parents and teachers about the dangers of vaping. A few have installed monitors in bathrooms and locker rooms where students commonly vape.

“A lot of school districts have chosen to respond in a punitive way. We’ve taken the educational response,” said Tony Venetico, principal of Huntley Community Unit District 158’s Marlowe Middle School in Lake in the Hills.

District officials hosted a special Parent University session on vaping last school year, including 12 presentations by local experts for more than 1,300 students. The message about the practice’s dangers will be reinforced this school year in health education classes.

“We’re trying to be proactive,” Venetico said.

“Because of the education, we are seeing a larger increase of other students reporting people who are using or who have a device, out of concern.”

Detecting vaping devices in schools presents a challenge as e-cigarette vapors don’t linger and some devices resemble pens or USB flash drives that are concealed easily.

“With all the additives they are putting in — you can have cotton candy or bubble gum (flavor) — it makes it very difficult to detect. Are they chewing gum or are they vaping?” said Lake in the Hills Police Sgt. Adam Carson, a certified drug recognition expert. “Right now, it’s education for the staff and the teachers.”

Rising health concerns

Health officials are sounding the alarm in the wake of dozens of cases of teens and young adults nationwide being hospitalized with severe respiratory problems after vaping either nicotine or marijuana. State and federal health authorities are investigating 94 suspected cases of severe lung illnesses linked to vaping and e-cigarette since late June. Vaping symptoms include cough, shortness of breath, fatigue, fever, vomiting and diarrhea.

The Centers for Disease Control and Prevention is working with health departments in California, Indiana, Illinois, Minnesota and Wisconsin on clusters of pulmonary illnesses linked to vaping, primarily among adolescents and young adults, though CDC officials caution that “more information is needed to determine what is causing the illnesses.”

The CDC and U.S. Food and Drug Administration have launched independent studies about vaping’s effects. While those efforts are proceeding, local officials urge individuals and families to recognize the potential for harm.

“While the short- and long-term effects of vaping are still being researched, these recent hospitalizations heighten the need for parents to talk with their teens about vaping and for both to understand the consequences and potential dangers of vaping,” Illinois Department of Public Health Director Ngozi Ezike said.

The American Association of Poison Control Centers reports that, as of July 31, poison control centers had managed 2,439 exposure cases related to e-cigarette devices and liquid nicotine in 2019.

Safer than cigarettes?

Alluring marketing, appealing flavors, a coolness factor and easy online access are among the reasons why vaping has exploded among youths, experts say. They warn that teens have been lulled into a false sense of security because vaping often is marketed on their social platforms as being safer than cigarettes.

“I just feel like kids my age, they don’t understand the health risks associated with it,” said Allison O’Connor, 16, a junior at Benet Academy in Lisle who serves on the DuPage County Health Department’s Reality Illinois teen advisory panel.

“People my age were told that they are not as bad for you as cigarettes.”

The panel has been advocating for smoke-free parks, under-21 tobacco laws and preventing underage alcohol and marijuana use. Vaping now is a focus because of how widespread it has become.

Nationwide, the number of middle and high school students using e-cigarettes rose from 2.1 million in 2017 to 3.6 million in 2018. Also, 10.7 million youths between 12 and 17 years old reportedly either have used e-cigarettes or are open to trying them, yet nearly 80% of middle and high

school students don’t understand that regular use could pose a great risk, the FDA says.

“Kids have a perception that (vaping products) don’t have nicotine, but a majority of them do,” Polovchak said. “The part that is frustrating to me is this is just Big Tobacco once again duping our kids. It’s another generation of kids that we’re going to have to combat the barrage of messages they receive.”

In Illinois, vaping has outpaced cigarette smoking among high schoolers — 42% reported having used an electronic vapor product compared to 28% who tried cigarette smoking, according to the latest Illinois Youth Survey.

“What parents may not know is, in 2018, one in five high school students reported using e-cigarettes in the past month, according to the surgeon general,” said Melaney Arnold, Illinois Department of Public Health spokeswoman. “E-cigarettes put youth at risk for addiction and possibly worse asthma outcomes, yet almost 40% of 10th- and 12th-grade students believe there is low or no risk of negative health effects.”

Creating awareness The biggest concerns with vaping are nicotine addiction — a vape pod could contain zero nicotine or up to the equivalent of five packs of cigarettes — and not knowing how other vaping substances affect the body over time.

“Anything that creates addiction pathways in the brain is probably preprogramming certain people for adult addiction,” said Judy Pasternack, a nurse and professional development specialist for behavioral health and substance use for Northwestern Medicine.

It takes four to six weeks to develop an addictive brain pathway with vaping compared to six months to a year with cigarettes, experts say.

Vaping “e-liquids” may contain unknown chemicals, varying compositions of flavorings, propylene glycol, vegetable glycerin and other ingredients that are aerosolized when heated. Inhaling droplets with harmful chemicals could cause longterm damage to peoples’ lungs, Arnold said.

Teens also are vaping any substance they can get their hands on, including illegal drugs or adulterated liquids laced with THC, the ingredient that produces marijuana’s high, cannabis or cannabidiol oil. As a result, they could suffer seizures, hallucinations or have dilated pupils affecting their ability to walk, ride a bicycle or drive endangering themselves and others.

Health officials are targeting teens with anti-vaping messaging on social media platforms to counter e-cigarette advertisements, as well as in school health classes. “(Schools) have never experienced this kind of immediacy of something coming into their system and disrupting it,” said Laura Crain, drug free program coordinator for the McHenry County Substance Abuse Coalition. “We are working with our health departments to integrate vaping more (into) tobacco cessation programs. A lot of our schools have asked for those resources now.”

The two Magellanic penguins named by members at Shedd Aquarium

CHICAGO — Shedd Aquarium officially announced the names of two new Magellanic penguin chicks (Spheniscus magellanicus) previously known as Chick 420 and 421.

Members of the aquarium were offered an exclusive, week-long opportunity to vote on five pairs of names for the two birds. Out of 1,340 votes cast, Shedd’s members came through loud and clear, and the winning names are …

Calista and Carmen!

The names, which were selected by the animal care team to reflect the geographic native habitats of Magellanic penguins, are derived from Isla Calista, Falkland Islands and Carmen, Argentina. Other name choices included Rosie and Reina, Sara and Solis or Loma and Lively, also derived from areas within the species’ southern range.

Guests and members at the aquarium might have a chance to see Calista (Chick 420) and Carmen (Chick 421) in Polar Play Zone periodically, where they were recently introduced to the habitat and the rest of the colony.

Identifiable by their coloring, the two chicks are a bit lighter and grayer than the other penguins. It will be nearly a year until the chicks have full adult plumage – just like Nia who is over a year-old and just went through her first molt where she shed old feathers to make way for new growth.

In addition to naming the penguins, Shedd members have many benefits including unlimited free admission to the aquarium, sneak peeks of new animals and exhibits, and exclusive discounts for extraordinary experiences like Penguin Encounters running

Cuando Marissa Soto ingresó al sistema escolar estadounidense, hubo una gran desconexión entre el idioma que hablaba en casa con sus padres inmigrantes mexicanos y la forma en que aprendió y se comunicó en la escuela.

“Iba a la escuela y todo era inglés y volvía a casa y todo era español. Eso fue muy duro para mí”, dijo Soto, quien ahora está tratando de inscribir a su hija Mia, de 5 años de edad, en el programa de Lenguaje Dual del Distrito Escolar U-46 del área de Elgin, en el cual los estudiantes aprenden inglés y español.

“Definitivamente me gustaría que ella hablara ambos idiomas”, dijo Soto, y agregó que así Mia podrá comunicarse con sus abuelos y su padre, quienes hablan mayormente en español.

El Family Welcome Center (Centro de Bienvenida Familiar), que ayuda a los recién llegados y principalmente a las familias inmigrantes a desenvolverse a través el sistema escolar, evaluó las habilidades auditivas y de habla en inglés de Mia para determinar si califica para el programa de lenguaje dual. El proceso implicó una prueba de juego interactiva con historias e imágenes.

Durante los últimos 14 años, el centro ha ayudado a guiar a innumerables familias como los Soto a través del proceso de inscripción y adaptación a las escuelas y programas de U-46. El programa fue establecido en 2005 para abordar la demografía cambiante del segundo distrito escolar más grande del estado, la que refleja la diversidad dentro de las 11 comunidades a las que sirve U-46.

Las familias que utilizan los servicios del centro provienen de una variedad de antecedentes étnicos, culturales y socioeconómicos que representan los más de 100 idiomas que se hablan en las aulas de U-46, dijo Brenda Escobedo, coordinadora del centro. “Esta es como la primera parada para nuestras nuevas familias”, dijo Escobedo.

El programa de lenguaje dual del distrito se ofrece desde el jardín de infantes hasta el décimo grado, con el objetivo de llevarlo hasta el duodécimo grado. Su objetivo es educar a los estudiantes en un alto nivel académico para que sean bilingües y puedan leer y escribir en ambos idiomas.

Acevedo dijo que la educación bilingüe ha cambiado drásticamente en la última década con programas de lenguaje dual que reemplazan el modelo tradicional anterior que se centró en la transición de los estudiantes a las aulas de educación general en inglés lo más rápido posible.

“Sabemos que ser multilingüe, multicultural es lo que los estudiantes necesitan para tener éxito en esta sociedad global”, dijo Acevedo. “Como distrito, definitivamente vemos que los alumnos que vienen de una casa que tiene otro idioma son un activo, no un déficit. Edificamos teniendo como base las fortalezas y necesidades de los estudiantes”.

When Marissa Soto entered the American schooling system, there was a huge disconnect between the language she spoke at home with her Mexican immigrant parents and how she learned and communicated in school.

“I would go to school and it was all English and go home and it was all Spanish. That was so hard on me,” said Soto, who now is trying to enroll her 5-year-old daughter Mia into Elgin Area School District U-46’s dual language program, in which students learn proficiency in English and Spanish.

“I would definitely want her to speak both languages,” said Soto, adding Mia then can communicate with her grandparents and her father, who primarily speaks Spanish.

U-46’s Family Welcome Center, which helps newcomers and primarily immigrant families navigate the school system, tested Mia’s English language listening and speaking skills to determine whether she qualifies for the dual language program. The process involved an interactive gamelike test with stories and pictures.

Over the past 14 years, the center has helped guide countless families like the Sotos through the enrollment process and get acclimated to U-46’s schools and programs. It was established in 2005 to address the changing demographics of the state’s second-largest school district that is reflective of the diversity

within the 11 communities U-46 serves.

Families using the center’s services come from a variety of ethnic, cultural and socioeconomic backgrounds representing more than 100 languages spoken in U-46 classrooms, said Brenda Escobedo, center coordinator.

“This is like the first stop for our new families,” Escobedo said.

The center’s services are designed to meet the linguistic and academic needs of all students, but the center’s primary function is ensuring new students with a non-English background are placed in the appropriate instructional program. More than 1,000 incoming kindergartners are screened there during the school year and the number keeps growing yearly, said Annette Acevedo, U-46 director of English Language Learners.

Screening students’ English language proficiency helps determine their eligibility to receive English language learner services as mandated by federal and state laws.

The center also provides information to new families about the instructional programs the district offers from kindergarten through high school, the registration process, eligibility for the federal free and reduced-price lunch program, available community resources and assists with housing and transportation needs.

Center officials also follow up with students and their families providing additional social-emotional supports through homeschool liaisons.

U-46 is a majority-minority district with Hispanics making up 54 percent of its more than 38,000 students. A majority of its schools serve significant Spanish-speaking student populations, while groups of students who speak a language other than Spanish -Gujarati, Lao, Polish and Urdu -- are served at Liberty Elementary School in Bartlett.

The district’s dual language program is offered starting in kindergarten and running through 10th grade, with the goal of rolling it up through 12th grade. Its goal is educating students at a high level to be bilingual and biliterate.

Acevedo said bilingual education has changed dramatically within the past decade with dual language programs replacing the previous traditional model that was focused on transitioning students to general education classrooms as quickly as possible.

“We know that being multilingual, multicultural is what students need to be successful in this global society,” Acevedo said. “As a district, most definitely we see coming from a home that has another language as an asset not a deficit. We build on students’ strengths and needs.”

EFE México 19 ago. 2019.La jefa de Gobierno, Claudia Sheinbaum, informó que derivado de diversas reuniones con organizaciones contra la violencia de género acordaron mesas de trabajo, talleres, foros abiertos que en un plazo máximo de un mes generen programas integrales de prevención, atención y sanción en favor de las niñas, jóvenes y mujeres. En conferencia de prensa fue cuestionada por las peticiones de las organizaciones, por ejemplo que sea declarada la Alerta de Violencia de Género; ante esto, Sheinbaum dijo que se abrirá el diálogo con todas.

En ese sentido reiteró que se investigarán las agresiones a periodistas en la pasada manifestación contra la violencia de género que terminó en vandalismo. Posteriormente en un comunicado de prensa, Sheinbaum afirmó que es convicción que el gobierno capitalino "siempre debe establecer puentes de comunicación y narrativas que avancen en la construcción de un diálogo entre gobierno y sociedad".

"Nuestra Ciudad es un lugar en donde ha existido y existe la violencia hacia niñas y mujeres que se manifiesta de diversas formas, por ello fortaleceremos las políticas integrales con más medidas efectivas de prevención, atención y sanción para erradicarla. Hay avances, pero no son suficientes, por ello vamos a ampliarlas y potenciarlas", dijo.

Latinos Unidos brinda oportunidades de liderazgo para estudiantes de JJC Como el club más popular en Joliet Junior College, Latinos Unidos (LU) es un grupo cálido y acogedor formado por 25 miembros con diversos orígenes. El club se esfuerza por hacer una diferencia, tanto en JJC como en la comunidad, al participar en servicio voluntario, difundir la cultura latina y brindar oportunidades de liderazgo para sus miembros.

El presidente del club, Víctor Xavier Colón, quien se hace llamar “X”, dijo que ser parte de LU ha incrementado su nivel de confianza. Él logró oportunidades de liderazgo que de otro modo no hubiera encontrado y dijo que LU lo ayudó a encontrar su voz.

Una de sus experiencias más memorables con LU la tuvo cuando escribió un poema y lo recitó en el evento Latinx Empowerment Conference, en el que destacados oradores visitan JJC para inspirar a los estudiantes locales cada semestre de primavera.

“Reflexionando sobre ese tiempo, esa fue

mi primera experiencia real con LU y simplemente resuena en lo que realmente es el club”, dijo Colon.

Andrea Herrera, vicepresidenta de LU, dijo que su experiencia en JJC la ayudó a convertirse en la líder que es ahora. “Una de las cosas más importantes que he aprendido es que si no te ves representada en algún lugar, debes traer tu propia silla a la mesa. Latinos Unidos Provides Leadership Opportunities for JJC Students As the most popular club at Joliet Junior College, Latinos Unidos (LU) is a welcoming group made up of 25 members from all backgrounds.

The club strives to make a difference both at JJC and in the community by volunteering, spreading awareness about Latino culture and providing leadership opportunities for its members.

The club president, Victor Xavier Colon, who goes by “X,” said being a part of LU has increased his confidence level.

He’s pursued leadership opportunities that he otherwise wouldn’t have and he said LU helped him find his voice.

One of his most memorable experiences with LU was after he wrote a spoken word poem for the Latinx Empowerment Conference, an event when prominent speakers visit JJC to inspire local students every spring semester.

“Reflecting back on that time, that

was my first real experience with LU and it resonates with what the club is about,” Colon said.

Andrea Herrera, LU vice president, said her experience at JJC helped shape her into the leader she is now. “One of the most important things I’ve learned is that if you don’t see yourself represented somewhere, bring your own chair to the table. JJC gave me the confidence to give my opinion and be a leader in our community.”

In addition to LU, JJC offers academic coaching through the Office of Multicultural Student Affairs, peer mentoring, advising for English as a Second Language students, resources for undocumented students and more.

Una corte de apelaciones federal se mostró abierta a permitir que la administración Trump acabe con las protecciones humanitarias de inmigrantes de Haití, Sudán, Nicaragua y El Salvador. Parece poco probable que dos de los tres jueces del citado tribunal encuentren un sesgo racial en la medida del gobierno.

La Corte de Apelaciones del Circuito Noveno expresó su excepticismo ante una orden por la que un juez federal con sede en San Francisco impedía a la administración acabar con las protecciones. Los jueces no parecen haber encontrado el sesgo racial que denunció la Unión Estadounidense de Libertades Civiles

(ACLU, por sus siglas en inglés) y que, según la organización, viola la cláusula de igualdad de protección de la Constitución de Estados Unidos.

En caso de que el gobierno de Trump pueda avanzar con su cometido, alrededor de 300,000 inmigrantes perderían el estatus de protección que consiguieron debido a las condiciones inseguras de sus países de origen y que les permite vivir y trabajar en Estados Unidos. Algunos de ellos llevan décadas en el país e, incluso, tienen hijos estadounidenses.

En caso de que se les quite la protección, estos inmigrantes tendrán

120 días para abandonar Estados Unidos. Según la administración, los desatres que permitieron a dichos migrantes permanecer en EEUU ocurrieron hace mucho tiempo, de acuerdo a Los Angeles Times.

En enero de 2018, al anunciar la nueva medida en la oficina del Óvalo, Donald Trump preguntó por qué Estados Unidos debía recibir inmigrantes de “países de mierda” en África, Centroamércia o El Caribe.

Dos miembros de la oficina hicieron públicas las palabras del presidente.

SPRINGFIELD – People who rent homes or apartments in Illinois who are not United States citizens have new legal protections under state law.

Gov. J.B. Pritzker signed a bill Wednesday that prohibits landlords from evicting or intimidating tenants based on their citizenship or immigration status.

“Where you were born has nothing to do with the ability to pay rent on time, which is what the relationship between a landlord and a tenant should really be about,” Pritzker said in Chicago as he signed Senate Bill 1290 into law.

The bill is nearly identical to one lawmakers passed in 2018, but which former Republican Gov. Bruce Rauner vetoed. And in signing the bill, Illinois became only the second state, behind California, to enact such a law.

Under the new law, which takes effect immediately, landlords are specifically prohibited from disclosing or threatening to disclose information about a tenant’s immigration status for the purpose of harassing or intimidating that person or for retaliation against a tenant for exercising his or her legal rights.

It also prohibits landlords from seeking to evict a tenant because of immigration or citizenship status, and provides civil remedies for tenants if their landlord violates the new restrictions.

It also provides an exception for cases in which a landlord is required to disclose citizenship or immigration status information in order to comply with federal law or a court order.

It was the third bill Pritzker has signed this year dealing with immigration issues. Earlier, he signed bills prohibiting private detention facilities from being built in Illinois, preventing local law enforcement agencies

from participating in federal immigration enforcement actions and extending eligibility for state-funded student financial aid to students regardless of their citizenship or immigration status.

Each time, Pritzker has used the occasion to criticize President Donald Trump for his anti-immigration policies and rhetoric.

“As our xenophobic president stokes a climate of fear, as Illinois stands up against him with our firewall, we will not stand by in silence,” Pritzker said.

Sen. Cristina Castro, D-Elgin, the chief Senate sponsor of the bill, echoed that sentiment.

“The current administration in Washington is openly hostile toward immigrant communities, and as a result, fear runs rampant in these communities,” Castro said. “Many people live with a constant worry that if they complain about unsafe housing conditions, a landlord might report them, because of their immigrant status, to authorities as retaliation for speaking up.”

State Rep. Theresa Mah, a Chicago Democrat and the lead sponsor of the bill in the House, said during floor debate May 26 that it came about as a result of specific incidents that had occurred in her district, including a case in which a landlord allegedly threatened a tenant with eviction if she did not perform uncompensated work.

In a statement Wednesday, Mah said she was pleased to see the bill finally signed into law, adding, “Immigrant families in my district and all over Illinois deserve to live free of fear of mistreatment, threats, or eviction because of their immigration status.”

The bill also had support from groups that advocate for immigrant rights, including the Latin Policy Forum, the Illinois Coalition for Immigrant and Refugee Rights and the Mexican American Legal Defense and Educational Fund.

La última -y más conocida-, hace 65 millones de años, momento en el que desaparecieron los dinosaurios junto con más del 70% de las especies terrestres.

Sin embargo, muchos científicos señalan que actualmente estamos inmersos en la sexta extinción masiva, que tiene una diferencia con respecto a las demás: no se trata de un fenómeno de la naturaleza, sino que nosotros mismos, los seres humanos, somos los responsables directos. anto es así que provocamos que el mecanismo de defensa del medio ambiente para superar estos cambios, la evolución, no sea capaz de seguirnos el ritmo.

Esta es la conclusión principal de un estudio de la Universidad de Aarhus (Dinamarca) y la Universidad de Gotemburgo (Suecia), recientemente publicado en «Proceedings of the National Academy of Sciences» (PNAS), que señala que esta
