Welcome A new suggestion from an independent thinktank that it claims will unlock land for up to a million new homes is gaining political traction. Britain’s 12 largest cities are missing 1.2 million homes around inner-city train stations compared to G7 peers, according to research published by the independent think tank Centre for Cities. Steve Rotheram, Mayor of the Liverpool City Region said: “We’re already leading the country on station devolution in the Liverpool City Region – and showing what can be achieved when transport, housing and regeneration are planned together. “We’ve made good progress, with 36,000 homes built since I was elected and have a pipeline to build a further 64,000 new homes across 300 sites, but this report shows there is much more we could be doing around our rail network. “We want to build on what we’ve started. Giving us greater control over stations and the land around them would open up more sites for development and help us build the homes our residents need, where the transport links already exist.” Tracy Brabin, Mayor of West Yorkshire said: “We have huge ambitions for Leeds and West Yorkshire, from over 20,000 new homes at Leeds South Bank to our landmark new Weaver Network, which will deliver seamless journeys across the region “But to fully unleash the potential of our people and places, we need to make the most of devolution – joining up our ambitious plans for housing and skills with the transport links our communities and businesses are crying out for. “This research is a major vote of confidence in our West Yorkshire way – growing the economy by bringing together affordable housing with the skills training and transport infrastructure we need to build a stronger, better-connected region that works for all.” The ‘density gap’ around stations extends to outer suburbs of large British cities. Matching the density within walking distance of outer suburb stations in large French and Japanese cities would lead to an additional 1.1 million homes in large British cities, bringing the total density gap around urban rail stations to over two million homes.

Hand control of Network Rail land to mayors to unlock a million homes Britain’s 12 largest cities are missing 1.2 million homes around inner-city train stations compared to G7 peers, according to research published by the independent think tank Centre for Cities. In a first-of-its-kind analysis, Centre for Cities has warned that the Prime Minister’s commitment to building more homes around stations will move far too slowly without urgent reform of land ownership and planning rules. As it stands, the planning system makes it far too difficult to build new homes in urban areas, and cities have a lack of control over stations and adjacent land. The analysis shows, city by city, the number of homes to be gained just by matching the density around stations of peer cities in France and Japan. The biggest potential gains are in London,

which is missing more than half a million homes, followed by Glasgow (183,000 homes) and Manchester (134,000 homes). Centre for Cities warns that chronically low density – in precisely the places where more homes should be built – is a significant blocker to economic growth. Solving the density gap around urban stations would reduce Britain’s housing shortage by around 25 per cent, according to the analysis. It would also help rejuvenate struggling high streets, cut commutes, grow local labour markets and increase economic productivity. Manchester is the best performing British city outside London, having built 30,000 homes around its inner-city stations from 2011 to 2021, including Metrolink tram stops that are already under mayoral control. Anthony Breach, Director of Policy and Research at Centre for Cities, said:

It regenerates areas that residents have seen fall into disrepair. “Fixing this uniquely British problem will deliver significant returns. But the Government must also be clear eyed that without speedy planning reforms and rail devolution – good intentions will get stuck in the swamp of delay, red tape and inter-agency bureaucracy.”

New publication highlights latest guidance for tackling damp and mould The Chartered Institute of Building (CIOB) has partnered with the Chartered Institute of Housing (CIH) on a new publication about tackling damp and mould in England’s housing sector. It builds on guidance CIH published in 2022, taking into account key legislative developments, such as Awaab’s Law and the Hazards in Social Housing (Prescribed Requirements) (England) Regulations 2025. It also includes a new section focused on the construction causes of damp and mould. The guide — titled Tackling damp and mould: Professional practice, cultural change and regulation in social housing — contains both practical guidance and a theoretical framework of how best to approach the dual problems of damp and mould. Eve Blezard, policy lead at CIH and co-author of the report, said: “A central part of a landlord's role is to provide safe homes for residents. Damp and mould are among the issues that can pose a significant risk to residents' health, and

are often symptoms of wider problems in housing, including disrepair, inequality, stigma and systems under pressure. Tackling them well, with professionalism and genuine care for residents, is both a legal requirement and a measure of what kind of sector we want to be. “At CIH we are clear that we must continue to support the sector on complex issues such as hazards within residents' homes and help set the standard for how professional values are understood and developed in practice, so that best practice is followed consistently. This guide is about resident safety, but it is also about being listened to and treated with respect. Addressing issues associated with damp and mould takes professionalism, empathy, and followthrough, and that is what we have set out to relay to our readers.” The guide also provides landlords with advice on common scenarios such as recognising damp and mould when it is

Planning staff shortages worsen to further delaying housing delivery The delivery of new homes is being increasingly delayed as local authority planning departments struggle with worsening staff shortages, new research from the Home Builders Federation (HBF) and Paragon Bank reveals. The Planning on Empty report is based on a Freedom of Information survey of councils across England and Wales examining staffing levels, vacancies, staff turnover and the use of agency workers during the 2025/26 financial year. The data shows that 90% of local planning authorities are operating below full staffing capacity, with planning departments working at an average of just 80% of the staffing levels they say they need. On average, councils employ fewer than 36 planning staff despite requiring around 44 to operate at full capacity.

The Government has recognised the staffing and resource pressures facing planning departments and has committed to recruiting 1,400 additional planners during this Parliament, alongside almost £100m of investment in planning capacity since 2024. However, the report finds these measures do not go far enough to address the shortfall in planners needed, particularly in light of the new requirements introduced in the recently published National Planning Policy Framework (NPPF). The number of planners needed has continued to widen over the past year. Councils now require an estimated 2,660 additional planners to reach full staffing levels, a 20% increase on last year's estimate of 2,200.

A further 50 homes are expected to be transferred to VIVID at a later date as part of the wider programme. The transfer includes homes located in Chichester,

Housing associations complete transfer of 582 homes

Housing associations A2Dominion and VIVID have completed a transfer of 582 homes across the south of England, in a move designed to strengthen local service delivery for residents.

Neil Jefferson, Chief Executive at Home Builders Federation, said: “Planning reform will only succeed if local planning authorities have the staff and resources to deliver it. Our research shows planning departments are operating with significant staffing shortages, making it harder for councils to process applications efficiently.

MCI Developments, a subsidiary of top 10 UK housebuilder Keepmoat, will deliver 158 affordable homes at Trub Farm, Castleton, in partnership with L&G Affordable Homes. The new flagship housing scheme in Rochdale, which was granted full planning permission by the council last month, will create a range of one and two bedroom apartments, two, three and four bed houses.

Eastleigh, Southampton and Fareham, alongside a community centre, play park and parking spaces. The deal supports A2Dominion’s strategy to reduce geographic spread and concentrate investment in core operating areas. By focusing on fewer locations, A2Dominion aims to improve service consistency and responsiveness.

The Trub Farm scheme will deliver 158 affordable homes, supporting Manchester’s social housing target of 10,000 new homes by 2032. The collaboration between Keepmoat and L&G will bring a £40 million investment in much-needed, high-quality homes, which L&G will let as social rent and Shared Ownership.

Neave Brown was a modernist housing architect, best known for a series of housing estates in and around Camden in North London. In 2018 he was awarded the UK’s highest honour for architecture, the Royal Gold Medal for Architecture, which was approved personally by Her Majesty The Queen Elizabeth II. Recognition for Neave Brown came late in life. His work in the 1960s and 70s was rejected for eschewing the high-rise norms of the time and instead – most notably in the case of Alexandra Road (1978) – focusing on a street-based alternative that placed an emphasis on communal spaces and shared facilities, whilst working within the constraints of local authority budgets and planning requirements and a dense and constrained urban context. His plans made clever use of space, creating capacious and generous rooms for occupants.

CITY’S TALLEST BUILDING OPENS ITS DOORS AND WELCOMES FIRST RESIDENTS Birmingham has a new tallest building. One Eastside has been completed, bringing 667 new rental homes to the city. The first residents moved into phase one following sectional completion in July 2025, and the new tower with rooftop amenity has achieved practical completion. MGAC, a global boutique consultancy and client representative specialising in project and cost management, supported the delivery of the scheme for developer Sphere Group (formerly Court Collaboration) from inception, through to the start of construction in March 2023 and completion this summer. MGAC’s role included project management, cost management, and health + safety services. Delivering the development presented a complex logistical challenge. Glancy Nicholls Architects secured planning consent for the scheme, before Weedon Architects led the detailed design and construction stages. The site sits adjacent to the new HS2 station, hemmed in by busy roads on two sides and university campuses on the other two, leaving almost no room to store materials or stage deliveries. At the busiest point, four tower cranes were working the site at once. The answer was to build as much as possible somewhere else. Bathrooms and utility cupboards arrived as finished pods, manufactured in a factory by JRL Modular and craned into place before each floor was sealed. The building’s

unitised façade was made off site in ready-to-fit panels and installed floor by floor. The concrete cores were formed using slip-form construction, in which the mould climbs continuously as concrete is poured, allowing the towers to rise without pause. Main contractor Midgard, part of the JRL Group, selfdelivered around 80 percent of the works, giving the team unusually tight control over quality and programme. As a high-rise residential development, One Eastside required a rigorous approach to quality assurance and record keeping. The process generated approximately 65,000 quality-assurance records, creating a detailed digital account of the tower’s construction. This information was handed over to support the building’s safe management throughout its operational life. “One Eastside required us to solve several complex challenges at once: delivering Birmingham’s tallest building on a highly constrained city-centre site, coordinating up to four tower cranes, and maintaining rigorous quality assurance throughout the programme,” said Chris Barker, Executive Director at MGAC.

“What makes this project significant is not simply its height. It is the way the team combined careful planning, off-site manufacturing, and close collaboration to deliver an ambitious new landmark safely and on schedule. One Eastside has transformed Birmingham’s skyline, and we are incredibly proud to have helped bring it to life.” Now complete, One Eastside brings 667 new rental homes to Birmingham city centre and a new 155.5-metre landmark to its skyline. SOLAR SAFETY STARTS WITH THE SPECIFICATION With solar panel-related fires on the increase, Kevin Taylor, Training and Technical Support Manager at Marley urges specifiers to select solar solutions that are rigorously tested to protect people and property. Recent government figures reveal that more than 170,000 solar panel installations took place in the UK in 2026, bringing the total number of installations to over two million. Solar PV continues to grow in popularity, driven by energy costs, environmental concerns and the impact of new building regulations, including the Future Homes Standard. However, increased investment and specification must go hand in hand with a clear focus on product safety, system compatibility and installation best practice.

This is particularly important considering a recent report, which states that the rate of solar panel fires is increasing at more than twice the rate of installations, with fires rising by 133% between 2022 and 2025.

Unless exemptions exist with individual energy providers, all domestic and commercial solar installations should be installed by appropriately qualified, MCS-accredited installers, using MCS approved products, with the completed system maintained in accordance with the manufacturer’s requirements. Whilst not a strict legal requirement for new build homes, an MCS certificate is commonly requested by building control, warranty providers and mortgage lenders to provide compliance and quality. Flexi-Orb is another UKAS accredited scheme which acts as a quality mark and alternative to MCS. Roofing contractors are increasingly working alongside approved installers to provide additional competence in installing panels and flashings correctly on pitched roofs, in some cases seeking their own MCS accreditation.

One of the most prominent causes of solar fires is associated with DC connections. Incorrect connection or cross-mating of connectors can create electrical arcs, potentially resulting in fire spreading behind panels and into the roof space. Specifiers must therefore also be alert to the use of non-compliant panels, mounting systems and flashings.Crucially, solar modules and mounting systems must be tested together as a complete system to establish their fire performance. Independent certification of individual components does not necessarily demonstrate they are certified when used in combination. An MCS-compliant installation using a roof-integrated solar mounting system requires the mounting system to be used with modules specifically listed on its MCS 012 certificate, identified by their model code, as having an appropriate fire classification when installed with that mounting kit. While individual solar modules may be certified to MCS 005 and mounting kits to MCS 012, this does not automatically mean the two products are certified as a combination.

NEW LOW-CARBON HOUSING DEVELOPMENT – HEATED ENTIRELY BY HEAT PUMPS Copas Brothers Construction has fitted four Baxi air source heat pumps at Hedsor Billinghurst in Taplow, Buckinghamshire, a rental-focused new-build development designed to meet the upcoming Future Homes Standard. ACV UK launches next generation of commercial products ACV UK has released the WaterMaster Evo 2 gas-fired condensing water heater and the HeatMaster Evo 2 commercial combi boiler. Building on the success of the existing WaterMaster Evo and HeatMaster Evo, these latest models feature an integrated time clock, allowing hot water to be efficiently scheduled around building occupancy. This makes them an efficient solution for a wide range of commercial buildings, including offices, schools, healthcare facilities and hospitality venues. Available in six models ranging from 25-120 kW, the new WaterMaster and HeatMaster Evo 2 deliver fast heat-up times and continuous flow rates of 473-1,754 L/h at 60 °C. ACV UK - Enquiry 28

It has a choice of six trickle airflows (from 5 to 20 l/sec) to cater for all installation situations, and a boost speed 27.8 l/sec which will either kick in automatically or manually by the user. Models are available with timer and/or humidistat. They are all IPX4 rated, but for special installations, SELV models are also available. These fans are easy to fit into wall, ceiling or window (with an optional window kit) and easy to maintain. EXTERNAL ENVELOPE 27 Catnic Urban roofing and cladding delivers for sustainable development Catnic Urban has been used extensively for both roofing and cladding on the Abbey Central housing development in West Bridgford, Nottingham. This focus on sustainability is extended to the choice of building products, with responsibly sourced and locally produced materials prioritised. This was a key driver behind the selection of Catnic Urban. Catnic Urban is manufactured in the UK from pre-finished steel, which is rated A+ under BRE certification and the product carries BES 6001 Responsible Sourcing certification. Catnic Urban is also BBA certified, assessed for strength, stability, weathertightness, condensation risk and durability when used for both roof and wall cladding, and is supplied with a 25-year Confidex® Home Guarantee for residential buildings or a Confidex® Guarantee for commercial buildings. Ease of installation was also an important factor, especially as some of the properties featured large areas of Catnic Urban. The most striking of these is the four-bedroom, three storey ‘Madrid’ homes. On these properties, the Catnic Urban that covers the roof also extends down and entirely covers the walls of the second and third storeys with seamlessly integrated large format windows that provide light and views for the bedrooms and family room. Proctor Group supports Irish developer to implement Passivhaus standards Pipers Square in Charlestown, Dublin is one of four projects currently under construction by Cairn, Ireland’s largest house builder, and represents the company’s first foray into delivering residential accommodation to the Passivhaus standard. The Proctor Group’s external air barrier, Wraptite®, is part of the external wall specification at Pipers Square. In addition, the Group’s technical services team assisted Cairn with U-value calculations, and a condensation risk analysis to explore the effect of vapour permeable insulation. “The building regulations in Ireland are already quite onerous,” adds Tony Ruth, Regional Sales Manager for the Proctor Group in Ireland. “The gap between the regulations and Passivhaus is not as significant as it might be elsewhere. Our Wraptite membrane was already part of the Pipers Square specification, playing an important role in delivering weathertightness and as-built performance.” Wraptite is a Passivhaus-certified component, reinforcing its credentials as a high-quality product suitable for use in Passivhaus buildings. That it was already part of the external wall specification serves to demonstrate the existing ‘quality assurance focus’ of Cairn Homes.

Our teams have worked hard over the last 12 months alongside external assessors to measure, calculate and produce this information. It’s been a long process but vital as our industry works towards the transition towards a net-zero future.” Three new summary documents are now available online containing key information and high-level data designed to give clear concise information to help building product distributors, installers, housebuilders, specifiers and contractors respond to the growing need for transparent sustainability data across the construction supply chain. Each document presents key assessment results for 1kg of product. These summarise product cradle-to-gate carbon footprint data, along with embodied carbon footprint data for the entire lifecycle of the product. Additional information on programme operator details, standards followed and the manufacturing scope are covered in each of the summary documents.
