THERESA ANN CAPISTRAN

Superintendent Capistran was raised in Brownsville, attended Perez Elementary, Cummings Middle School, and Hanna High School. She attended Texas Southmost College, received her bachelor’s degree from Pan American University and master's degree from the University of Texas at Brownsville.

As a first-generation college graduate, she believes education is the greatest equalizer that can transform the lives of students and future generations. Superintendent Capistran started her teaching career in 1989 as an elementary teacher, and served in numerous district roles for 30 years in Brownsville ISD such as counselor, assistant principal, elementary and high school principal, and assistant superintendent. On March 1, 2019 she became the Superintendent of Schools at Point Isabel ISD where she has served for six years.
Superintendent Capistran believes in giving back to the community and is currently serving on several boards throughout the Rio Grande Valley, such as Port Isabel Rotary, Make-A-Wish Foundation, and San Antonio Christus Children’s Hospital. She also serves as chair of the following organizations: RGV Focus, Region One Superintendents, and Valley Regional Hospital. She has received several recognitions for her community impact, including the South Texas Trailblazing Women’s Award and Region One School District Impact Award. In addition, under her tenure, Point Isabel ISD was recently named a Statewide Finalist in the 2025 H-E-B Excellence in Education Awards. Superintendent Capistran is married to Rene; is the mother of three children: Ashley, Alyssa, and Jacob; and is blessed to be a grandmother to two beautiful girls: Eliana and Olivia.
