Lacking votes, Republicans postpones debt vote Democrats will kill GOP plan, even as Aug 2 deadline looms Washington: After a few hours of attempted persuasion, House Speaker John Boehner dropped the planned vote on his debt-ceiling plan Thursday evening. He didn't have enough support from his own Republican caucus. Boehner’s plan would cut about $1 trillion off US deficits over 10 years, and raise the debt ceiling for six months. There was no indication of whether a vote might still come on Friday. Senate Leader Democrat Harry Reid has any case promised to kill the plan upon arrival, and is pushing his own plan to cut more than $2 trillion from deficits while raising the debt cap through 2013. President Obama would veto it too. The postponement continued confusion over debt-limit. The White House and Senate Democratic leaders were for the House to act before making their next move with an eye on the Tuesday deadline set by the Treasury Department for raising the debt ceiling or facing the possibility that the government would not be able to meet all its financial obligations. Meanwhile, failure to pass his own meas-

Cabinet okays Lokpal draft with PM off limit, Hazare to fast New Delhi: The Manmohan cabinet Thursday approved the draft of an anti-corruption Lokpal bill excluding the prime minister from its ambit, fueling opposition criticism. An upset Gandhian Anna Hazare pledged to make the government bend with an indefinite hunger strike from Aug 16. “Overall, the task has been to ensure greater accountability and transparency in public life,” Information and Broadcasting Minister Ambika Soni told the media, outlining the purpose behind the bill. The draft bill, to be introduced in parliament’s monsoon session starting Monday, also excludes the judiciary but covers ministers and MPs. Minister of State V. Narayanasamy said the actions of MPs in the

Faceoff between the government and Civil Society in the offing house would have to be decided by the presiding officer. The announcement triggered a volley of protests. The BJP, reeling under corruption charges that have enveloped its Karnataka government, said the prime minister should be covered by the Lokpal. This was echoed by Brinda Karat of the CPM. The most vociferous criticism came from Hazare,
whose five-day fast in April triggered nationwide protests and forced the government to set up a 10-member team to draft a strong Lokpal bill. The effort collapsed following major differences between the ministers in the team and civil society representatives led by Hazare. On Thursday, Hazare accused the government of cheating while his associate Continued on page 4....
