ABSTRACT
Talk of the Town is a project that inves�gates the concept of dialogue in the city councils of Ipoh and the role of Power that operates within it. It explores Gordon Pask’s and Andrés Jaque’s concept of Dialogues in Architecture and Kim Dovey’s concept of Power in Built Environment. The project aims to s�mulate a new way of thinking with introduc�on of spaces that breaks the preconcep�on of what a government building is. The approach taken is to redesign the Ipoh City Council with minimal demoli�on to the exis�ng structure. Having said all these, the project does not priori�ze the design of par�cipatory or transparent spaces, but rather the design of spa�al devices that ins�gates topic for conversa�on between authori�es, public and space. The new Ipoh City Councils achieve its purpose through the re-ar�cula�on of social structures by expanding and offering alterna�ve social networks through dialogues of both formal and informal conversa�on. The result of the project is not to introduce a specific solu�on, but rather provides the elements for this cri�cal work to expand its audience and for the audience to have more elements for judgement.

This is a Master Thesis Project that falls under the Cluster Topic : Background, Frame and Pla�orm. The students have the freedom to create their own brief as long as it falls under the theme of the cluster. This project is designed to address the poli�cal and social issues between the government authori�es and the people in the decision making of the city. The city councils, that are meant to bridge the gap between authori�es and public are found to be misguided in it’s role as a public building for a democra�c country. Therefore, this project aims to redefine the role of a city council in Malaysia.

Designing for Conversations. Throughout the years, researchers and architects alike o�en approach the concept of public par�cipa�on or transparency when addressing issues of architecture, democracy and poli�cs. These are all strategies developed to counteract a much deeper existence, the concept of “power” in built environment which is crucial element in the design of a democra�c architecture.

Other than Kim Dovey’s concept of power, this thesis finds poten�al in both Gordon Pask and Andrés Jaque’s concept of dialogues and architecture in the design for city councils. History of Architecture, Politic and Power
Throughout history, architecture and power had always been �ed together with the authority that governs it. The Roman are one of the most notable people that had u�lize the concept of power in their architecture with great use of monuments. These monuments shows the power of the individuals accountable for their forma�on and they describe the nature of that power. It had also been well recorded that the Nazis a�empts to imitate the Romans in their architecture in the search for power.
The birth of democra�c architecture begins a�er the world war as a reflec�on and a response to the authorita�ve building, parliaments that are open and democra�c as seen in Hans’s and Behnisch’s Bonn Bundeshaus. Since then, there have many a�empts and discussion on the defini�on of a democra�c building as it slowly evolves over �me. The westland townhall is a great example of the contemporary approach to a democra�c civic building that opens up to public.

A common theme that emerged from the various approaches to democra�c architecture was transparency. O�en �mes, this is defined by the use of materiality, built form and the spaces. The goal of the Boston city hall architect was to accentuate the governmental buildings connec�on to the public realm and this could be seen clearly in their sec�ons. However, the material and built resembles more of a monumental architecture which sparks quite some cri�cism from the public. As the inven�on of glass and the use of it in building becomes popular, it resulted to the use of glass as a pretence of transparency in democra�c architecture. However, a lot of �mes, this “transparency” are becomes just pretence or gesture for transparency in the building. When people ask for transparent ins�tu�ons they mean ones in which it is possible to see the true mo�va�ons, goals, opera�onal structures, and achievements of an organiza�on without veils, masks, and manipula�ons of the truth.

Contextual Study.
Like many Malaysian ci�es, Ipoh suffers the same fate of having an authorita�ve city councils in a supposedly democra�c country. Based on issues from recent controversies, it was apparent that the public had li�le to no say in the decision making of the city.

The Ipoh City Council is strategically situated in the heart of new town, having poten�al to connect to the public but it chose to close off itself from the public realm with car parks and fences. Like all Malaysian civic buildings, the architecture does not reflect a place for public or discourse but power and in�mida�on, focusing only on monumental, material and aesthe�c.
Existing Structure The configura�on of spaces alone plays the largest role in conveying the idea of democra�c architect that allows, encourage and host conversa�ons, discussions and discourse while neutralising the effects of power. With that in mind, with minimal demoli�on to the exis�ng structure, this thesis reconstruct the exis�ng system that supports a top-down to a distribu�on of power and informa�on to an architecture that demonstrates control vested by the community.

The known weakness of the old typical layout is the segrega�on by floors, especially office like City Coucils in Malaysia that segregate department by floors, preven�ng communica�on to happen between the departments. The aim of neutralising power and triggering ques�on are targe�ed not just at the public but also between authorir�es and achieved by ini�a�ng conversa�on and collabora�on between authori�es and different departments.

The concepts of recrea�ng the project as a spa�al devices that ins�gates topic for conversa�on with minimal demoli�on are developed by the reconfigura�on of spaces into strips as seen in the explora�on of sec�ons in the office block and later on, the landscape. The Layering of spaces allows the mixture of hard and so� space that gives full permeability between programs which creates the possibili�es of programma�c muta�ons in-between spaces.

Reconfiguration Concept.
The strongest gesture in this design configura�on is the introduc�on of departments cores instead of segrega�on by floors. These cores are connected to mul�ple floors that are made of open office plan. This allow sharing of power on a single floor and collabora�on between departments. The cascading cores will introduce a new space within the sec�on of the building known as the Thoroughfare.

The
Thoroughfare
The thoroughfares is a key component of the administra�ve building. This space represents the “gap” between authori�es and public and is the space where consulta�on happens. The thoroughfare removes the authority from its territory and becomes a neutral space for discussion while providing easy manoeuvre between departments and floors.

The thoroughfare opens up the upper floor of the administra�ve building to the public that are otherwise private and removes the authority from its territory and becomes a neutral space for discussion while providing easy manoeuvre between departments and floors. The idea of a service counter is abolished and this atmosphere resembles more of a place to have a discussion over a cup of coffee.

The office is an open office plan concept that is situated beside the department cores. The office is sandwich between 2 circulation space (Thoroughfare and Facade) to easily manoeuvre between floors to access the multi levelled department cores. By using cores, the authority of a single floor is shared among 4 departments instead of 1. This create a more collaborative space an improve communication between departments.

Office Space
In the open office, space are kept open with minimal walls to maintain a flexible space that reacts to the workers’ needs. There is also an op�on of opening the bi-fold doors and turning the segment of office space into a naturally ven�lated office space. A projector screen like curtain is provided to separate the air- cond and naturally vented space.

The newly introduced facade becomes a social, soking space and also circula�on between different floors. From the exterior, it is an ac�ve facade that create visual connec�on to the public that can ins�gates topic while within it, it acts as a so� space where conversa�on takes place.

Facade
Glass facade are o�en used in the democra�c architecture to signify transparency. However, tropical building find it more difficult especially in this case where the facade is facing east-west orienta�on. This building resorted in using Slutzky’s Phenomenal Transparency that use layering to create the transparency from the outside while ac�ng as shade to the inside.

Structure of Facade

Structurally, the addi�on of the facade is supported with column suspended from the roof. The use of metal creates a lighter appearance and is supported by columns suspended from the roof. The metal facade are meant to show a appearance of dynamism and innova�on that produces the illusion of progress while the rigidity of the exis�ng concrete structure shows permanence and stability.

Participation, Conversation and Power
Architecture alone cant solve poli�cal issues, not by itself, at least. What it can do, however, are to provide the space that can allow public par�cipa�on to take place.
The idea of par�cipa�on is the involvement of the people affected by development in taking decisions about their own environment. Collec�ve par�cipa�on introduces a lurality of objec�ves and ac�ons whose outcomes cannot be foreseen. Of course, there are a lot of controversy about whether public involvement genuinely affected decisions or whether par�cipa�on was an elaborate facade . For the most part, par�cipa�on was simply a means of manipula�ng public opinion. “Only when some power is transferred, does par�cipa�on become meaningful”. There is always this ques�on of how architecture can enabled this sort of the par�cipa�on into urban planning or policy making. The short answer is, it can’t. Architecture alone cant solve poli�cal issues, not by itself, at least. It can, however, provoke these par�cipa�on to take place. At the very least, opening the civic buildings truly to the public. The true value of par�cipa�on then can be exploited when it successfully gathers an audience willing to join a conversa�on in poli�c, the city making and the progress behind its transforma�on.

Urbanism happens at street level — Emphasis on human scale and on crea�ng a great ground floor are essen�al to good urbanism. Exposure to Public through Programmatic Mutations
Designing in Strips

Strips prevent clustering of ac�vi�es. Especially on the back of building that would otherwise be neglected as a space sandwich between 2 tall building. More importantly, arranging func�ons in strips also gives full permeability between programs that create possibili�es of programma�c muta�ons in-between spaces. The strips sizes are based on the exis�ng columns or structure grid and gives different experien�al quality using the materiality and func�ons.
Circulation Then, there is a need to incorporate a circula�ons system that overwrites the strips, carving a path through it, becoming a strips of its own. The circula�on systems are used to connect the mul�ple layers/strips of programs to control movement. Other than internal connec�ons, the circula�ons are essen�al in connect itself to the crucial points in its adjacent context, crea�ng a con�nuity with the public realm

The element of �me is considered into different arrangements of the strips. Typically, city councils only func�ons during the normal working hours from 9-5. From 5pm onwards, the right side of the compound would flourish as park working in conjunc�on with the dataran ipoh. The demolished car parks are move to a mul�-levelled parking and on top of the car park is a sports court. At night, the food court will open up to the compound and become a food heaven. This is made possible by a the food stalls that open at night daily at the other side of the dataran ipoh that is limited by the small space. The food stalls will be relocated on the road between dataran ipoh and the site. Spaces to accommodate food trucks are also provided at the service road.

Transparency, Discussion and It’s Place in City Councils Modern Malaysian town halls typically devotes a small percentage of the total square foot to the spaces for discussion and the remaining spaces serves the bureaucracy as opposed to the concept of democracy that poli�cs said they strived to be. Spaces for mee�ngs and discussion should be the most significant space in the building and being placed and scaled accordingly. However, the privilege to discuss are only given to en�tled few.

In response to this, the Ipoh City Council is redesigned to exhibit these essen�al mee�ng areas as the focal of public space, giving focus and most importantly, transparency in the governmental process and mee�ngs. Informal “meet-up” spaces are located throughout the public area while most formal ones are placed on the first floor that also allow public access. The most important conference rooms are highlighted in a way that it becomes the focal point in public areas and as a trigger to be a subject of ques�ons and cri�cism.

ABSTRACT Dignity Ins�tute is a project that inves�gates the injus�ce in the system that resulted in Meethotamulla’s 2017 garbage landslide. Through System Oriented Design, the project explores the possibility of building a community centered around making use of the abundant garbage with precedence to India’s waste management and Circular Economy System. This project propose to give accessibility of infrastructure,educa�on and informa�on accessible through using a bo�om up approach. Providing the frame for the community to built around it. As the name “Dignity” implies, the project’s main focus is educate and change the percep�on of people towards landfill communi�es while also changing their percep�on of themselves through the use of media. Essen�ally, it is a branding to the vic�ms of Environmental Injus�ce and Inequality.

This is a design studio project completed in an exchange program in Germany under the topic Utmost Environmental Injus�ce in which we will apply methods of System Oriented Design to design a Meta-Ins�tute for the injus�ce that happen to the vic�m of the Meethotamulla garbage dump landslide that happen on 2017. In Germany, this semester (summer semester) are considered to be a short semester which have shorter dura�on than a typical studio project. The expected final outcome is a main drawing that explains most of the project with suppor�ng images and informa�on to complete it.

Story of Meethotamulla’s Landslide

The Meethotamulla garbage dump, long an ecological problem and eyesore in Colombo, has caused more misery to nearby residents because of the floods and the epidermic it brings along. People returning to their homes found garbage-laden water had flowed inside, leaving most of their possessions unusable. Conflict arises when the municipal council con�nued to dump waste at the site even a�er a court order prevented it in 2009. In 2017, disaster arise when large sec�on of the Meethoramulla Garbage Mountain collapsed on surrounding houses, killing 32 and affected 1765 people. To the remaining residents, the disaster is a blessing in disguise with coverage and exposure from mul�ple news media pu�ng the issue in spotlight.

Background Study.
From ini�al research, it is understood that the landfill communi�es are trapped in a vicious cycle of poverty and this state is what made them suscep�ble to injus�ce as li�le care are given to these communi�es. Taking these as points of departure, the objec�ves proposed are to break the cycle of poverty, change the percep�on of landfill communi�es and u�lising the landfills to create opportunity for economical improvement.

Before anything, waste to energy (WtE) infrastructure are essen�al to help the immediate needs of the community. From there, a stronger community can be built around the waste to energy facili�es. The concept of the project make use of the in-between space from neighbourhoods to the infrastructure and the poor’s ability in crea�ng informal spaces or systems of their own. These are places where the Dignity Ins�tute would operate.

The Meaning of Dignity Dignity is the right of a person to be valued and respected for their own sake, and to be treated ethically. Dignity ins�tute aims to change the percep�on of people towards landfill communi�es while also how they perceive themselves through the use of media, a re-branding of the vic�ms of injus�ce as part of society. Dignity is a community driven program that aims to gives accessibility to all while also providing them with the skills, knowledge and space to grew out of the vicious poverty cycle.
Co- Existence of the Formal and Informal DIGNITY INSTITUTE
Planned spaces are for the rich, the poor are good at crea�ng informal spaces and system of their own. Informal spaces and encouraged with a framing system that allows these unintended planning that would create a co-existence of informal and formal spaces. These informal spaces are good at keeping up with the rapidly changing desires of society while giving the communi�es a sense of ownership and accountability. In terms of materiality, the ins�tute will recycle the abundance of unused containers and trash from the landfill to create frames and spaces for required.

In short term, Infrastructure for waste management will be managing the waste while reviving the economy of the community. Spaces for unintended planning between the infrastructure and public are allowed to connect and engage the surrounding neighbourhoods. Spaces for growth are meant for the personaliza�on and cul�va�on of the communi�es’ own system of opera�on, with the media serving as catalyst and guide to mo�vate and empower the people. Dignity would be a grassroots movement that guides, cul�vates and gives order to the chao�c nature of the informal approach. The ins�tute will also be a way for vic�ms’ of Environmental Injus�ce to express themselves and their situa�ons. As the waste decreased, the development of the ins�tutes increases. When the waste starts becoming manageable, the landfill can start taking waste from other area while con�nuing to fuel the city and become a role-model for other landfill communi�es.

Taking precedence from Dharavi, India, this model put the perspec�ve of the landfill as resources and seeks to use waste collected from landfill and produced from community to be reused, recycle and resold. It is a system which reuses the resources from “waste” back into the system so it becomes a cycle, basically making sure nothing goes to waste, everything goes back into the system while also provide with locals with jobs and business opportuni�es.

ABSTRACT
House of living is a �ny house designed to be located in Suwanomori, a suburban area of Japan, Sakai. Japan is facing challenges of shrinking and aging popula�on as birthrate falls in recent years due to the economic insecurity and compe��ve environment of local economy. This has caused the pet industry to boom as young couples start owning pet instead of children which is considered to be more affordable.

Thus, the �ny house is designed to ideally for a pair of young couple and focused on the social and mental health being by comple�ng their social need with the living (people, pet and plants). It is a house of living with pets and plants around the house for the couple to take a break from the hec�c work life when they are home. The design adapt an open floor plan with less par��ons to enhance the living experience of a �ny house.

The design brief calls for a design of a �ny house on a small plot of land in Suwanomori, Sakai, Japan with only around 30m2 plot of land. The concept of the building focused in enriching the social life of the user with the living. To achieve that, the project maximise the space of social spaces by decreasing non-social areas appropriately. In addi�ons, there is an emphasis in crea�ng interconnected rooms to create interac�ons between rooms, space and living objects. Of course, courtyards, gardens and elements of pet living are integrated into the design.

The ground floor is an open sea�ng to accommodate for guests. Sea�ng are integrated into the furniture to create more spaces and the window are designed to enable it to open to the outside to feel even more spacious.

ABSTRACT
The city of Klang, one of the oldest civilisa�on in South East Asia, was once a prosperous city in Malaysia had now fallen in a state of urban decline. This project explores urban design theories such as Transport Oriented Design (TOD), Lost Space and etc to iden�fy the problems and solu�ons to these issues. The project are divided into 2 parts. As part of the ongoing efforts to regenerate the city, this project proposes a reconfigura�on of the current chao�c transporta�on system with a new master planning of a transporta�on hub in the heart of the Royal Town of Klang. Recognising the significance of the Klang River as the backbone of the city, the project aims to revitalise the river by incorpora�on ac�vi�es and new meanings along with the new transporta�on system. The second part of the project will be a detailed design of the intermodal transit hub introduced that make great use of the transi�onal space between journeys, redefining it into a part of a park in the overall masterplan, capturing the heart of the locals as the new landmark of Klang.

This project is a core subject from Urban Design Studio in conjunc�on with Klang City Rejuvena�on (KCR) programme. There is 2 part in this project, the first part is a master planning group proposal situated in the heart of Klang. The 2nd part is an individual detail design of a selected building from the masterplanning.

Part 1 Urban Planning Group Members:
Based on TOD and other urban theories, the master planning aims to proposes revamped the transporta�on system in Klang with introduc�on of more urban friendly mobility that can be�er connect the city. It also reintroduces the significance of the Klang River to the residence and urban planners of Klang. In short, the project aims to expand the spectrum of mobility to reconfigure Klang City.

Through urban analysis, the team recognises the segrega�on of districts by the incorpora�on of transporta�on infrastructure introduces in the 90s. These had cause an archipelago effect on the center of klang, disconnec�ng the neighbourhoods and increase the reliance of automobile within the city.

The masterplanning was completed in a group of 6 in just 4 weeks. All members have contributed diligently. In this project, I am involved mostly in the theories, concept, strategies and a li�le part of the design of the masterplanning. In produc�on, I contributed in the larger renderings required (excluding diagrams and perspec�ves).

Diversifying Transport Route The transporta�on infrastructure introduced to Klang 90s are what cause the fragmenta�on of district Klang is experienced today. That is because knowledge on the effects of these flyovers and railways to the urban fabric are s�ll unknown to the people. To reverse the effects, a different approach to transporta�on is needed. Some of the key strategies are to priori�ze non-motorized transport networks and incorporate bikeshare, a comprehensive bikeway network that would begin in the heart of Klang. Design the sta�on site for seamless pedestrian connec�ons to surrounding development and reduce parking at sta�on further away. Diversifying the transporta�on methods into light to heave transporta�on will enhance mul�-modal connec�ons, making transfers easy, direct, and comfortable. Most importantly is to use these sta�on as catalyst for major redevelopment of area and great placemaking around sta�on.

Part 2 Individual Design
The second part of the project will be a detailed design of the intermodal transit hub. The intermodal transit hub is where people transit from a transporta�on to another. This project make great use of the transi�onal space between journeys, redefining it into a part of a park in the overall masterplan. To achieve that, the concept of place making is applied to the concourse of the building. Other than bring people from different loca�on through different transporta�on sta�on, the concourse also connec�ng itself to the adjacent landmarks and nodes and most importantly, connec�ng the city to engage the river.

Description
King Henry VIII College is a fully-fledged sister school to Christ College Brecon as commemora�on since 1541, extending its core structure, values, and ethos in Malaysia. The replica of the chapel from Brecon was integrated into the contemporary learning space as the core of the ins�tute. The design is a remarkable tectonic started with stones, interwoven with brutal bricks and glasses whilst metal cladding added seamlessly as a final touch to the expression of modernist approach, merging from Gothic to Modernism

The brief of the project is to design a modern, spacious campus with state-of-the-art facili�es for learning, sports, drama, and many other ac�vi�es with emphasize on its roots to sister school, one of UK's oldest independent school, Christ College Brecon. The brief requirements includes student dormitory, sports hall, theatre, adminstra�on and academic spaces for the complete boarding school experience on a spacious 7 acre land in Cyberjaya.

Description
This project is a design proposal of a 4 star hill resort located in Fraser’s Hill, Pahang. The proposed resort comes with 151 rooms, grand dining halls, roo�op swimming pool, lounge, massage & reflexology, and spa & wellness center., suitable for a relaxing vaca�on out of city life or organising big events like weddings.

This project is a resort set on a hill. Naturally, the design of the room have to take advantage of the amazing scenery. The house is a Semi-D house for a family of five. The mother is a housewife who enjoys lazing around the living room while wai�ng for her three young children to come home from school while the father has a job and occasionally enjoys invi�ng friends over for a wine night. Thus, the brief was to design a simple, cozy and sophis�cated interior for the family. The client especially requested for a small Wine Area for him and an extended Wet Kitchen where the mother spends her �me preparing food for the family. We proposed schema�c furniture layout plan according to the requirements and prepared 3d visualis�ons for the client.
