Columbus restricts group homes to ½ mile apart

Family care or group homes will have to remain a minimum of ½ mile apart in Columbus.

Columbus Town Council met Thursday, Dec. 20 and approved

amendments to it zoning ordinance and use table. The town first approved an amendment to allow group homes, which is required by state and federal law, in all residential districts. Council added

language to the zoning ordinance that states family care homes can not be located within ½ mile of each other following its planning (Continued on page 4)

BOE says goodbye, hello and welcome back Honoring Melanie Talbot The Polk County Board of Education recently honored Melanie Talbot at is November meeting for her years of dedicated service.

Talbot represented Saluda Township during her time on the board. Board of Education Chairman Geoffrey Tennant thanked Talbot for her contributions and presented her with a gift of appreciation. Saluda Elementary Principal Ronette Dill also presented a gift of thanks to Talbot on behalf of the school and community.

At their December meeting The Polk County Board of Education also welcomed their newest member, Rhonda Corley, who was elected to fill the seat left vacant by Talbot. Pamela Green-Hyder, Polk County Clerk of Court, conducted the swearing in of Corley.

Also at the December meeting, the Polk County Board of Education welcomed back Cindy Allen and Rick Covil, representatives of the White Oak Township and Tryon Township respectively, who were re-elected to another term of service.

The board also held annual chair and vice-chair elections and unanimously agreed to retain current vice-chair Sherry Page and chairman Geoffrey Tennant in their current positions.

board recommendation. The town also amended its permitted use table renaming convalescent homes and group care facilities to nursing homes, assisted living facilities and group care facilities and took the use out of the R1 (residential) district and allowed the use in the HC (highway commercial) district.

Columbus’ meeting was full of residents from the Holly Hills subdivision and area mental health professionals.

Columbus first began discussing changes to its zoning ordinance after Synergy in Action Inc. proposed to add another family care home in the Holly Hills subdivision.

Synergy in Action currently has a family care home in Holly Hills that has been there since 2002.

The town began looking at its zoning ordinance and discovered it went against state and federal law because family care homes were not allowed in all residential Columbus districts. At the same time, several Holly Hills residents got involved and began expressing concern to Columbus officials about a second home being located in their neighborhood. State law allows local governments to restrict family care homes to a maximum distance of half mile apart.

Holly Hills resident Linda Stevenson said her concern is traffic.

She said she doesn’t care what anyone tells her she believes a group home brings more traffic than a single family would bring.

Holly Hills has some of the greatest people there. But he also said Synergy in Action is a business and when they have meetings there are 10 to 15 cars parked around the home. He did mention that he’s with the fire department and when he has gone on medical calls the home is well organized, staff well trained and the houses are well kept.

“We’re not against the people,” Dorsett said. “We know group homes are necessary. We’re just concerned about continued growth of group homes and (them) affecting property values.”

Synergy in Action Executive Administrator Kathy Romich said she was not at the meeting to persuade the town one way or another on the amendment because Synergy in Action officials know they will continue to provide services to those in need.

The home Synergy in Action was looking at in Holly Hills required some upgrades, “so we felt we would be improving,” said Romich.

“I appreciate so much the comments that have been made by residents that I don’t think anybody here is against people with disabilities,” she said.

She also said the individuals Synergy in Action serve are already living in our community, living in impoverished situations.

“We help them become participating members of our community,” she said. “We’re not trying to overtake or create a community of our own. That’s certainly not our goal. We’d love to have homes all over Polk County spread out be(Continued on page 6)

cause that integrates people in our community.”

Councilwoman Ernie Kan was the sole vote against the half-mile restriction.

Kan said she still has a concern about the half-mile restriction and after looking at a picture of where family care homes could be located in Columbus after the amendment she is a little more concerned.

“I understand the people about wanting not to have them so close together,” said Kan. “I also understand there’s a greater and greater need for them. I think a half mile limit is too much.”

Councilwoman Margaret Metcalf said Columbus isn’t Asheville and Columbus isn’t Raleigh. She said Columbus doesn’t have as much land area so people are more restricted here as to where they can live.

“In Columbus we only have so much land and we can’t turn our back on what the citizens wish,” said Metcalf. “It isn’t that I have anything at all against the people or the group homes or Synergy because I do not, but I do not feel that 600 ft. is an adequate amount. The people that live in Holly Hills now have lived there for years and years; some built their own homes there.

At this point in time I don’t think it would be fair to go in and put 10 or 12 group homes there.”

Metcalf said she has to do what’s fair and the town is not saying group homes can’t be in Columbus, the town is just saying it needs to be limited.

“No matter what decision we make it’s going to be the wrong decision for someone and I’m deeply sorry for that,” said Metcalf. “We were elected by the people to do what they wish.”

CooperRiis Executive Director Virgil Stucker attended with statistical information regarding mental health. He said mental health illness affects 25 percent of families, meaning one out of every four families in Columbus is challenged by a family member with mental health.

tion and the numbers are large who need our caring and our compassion.

“Sometimes we worry about violence,” Stucker said, “my goodness look at what happened in Connecticut.”

He said he’s never had an issue with violence at CooperRiis or in Asheville because they are in a group home setting.

If they’re left isolated and disengaged from the community, left with a mother who doesn’t get help, Stucker said, then you’re left with what happened in Connecticut.

“Statistics show us that people with mental illness are no more likely to harm you then your nextdoor neighbor,” Stucker said.

He urged council to restrict family care homes like Asheville has done at 600 ft. apart from each other.

But Holly Hills resident Sarah Cross said 600 ft. would be approximately every third house in the neighborhood.

After a pastor said restricting group homes means keeping moer people who need help in their own homes which can end up being the same situation as Connecticut.

“If that gentleman would have been in a group home those children would be alive today,” said the pastor.

Dorsett said he didn’t appreciate the Connecticut shooting being brought into Columbus’ situation.

Columbus Mayor Eric McIntyre ended the discussions by saying council’s decision is based on a lot of factors. He said when you look at Columbus it is possible to get two to three group homes in town limits if they are placed properly.

“I wouldn’t mind one in my neighborhood,” he said.

“But when citizens come we have to weight that carefully,” he added.

McIntyre said there’s a lot of land in Polk County and a lot of land outside Columbus City Limits for group homes. He also mentioned that no one on council has any problems with Synergy or group homes and that he thinks Romich is doing a tremendous service for the community.

Columbus police assist in federal identity theft investigation The Columbus Police Department recently assisted the United States Department of State and numerous other agencies with an investigation of identity theft.

Columbus police arrested John Blake on Oct. 31, 2009 under the alias of Douglas Scott Baker for driving while impaired. What the department discovered later was that Blake had been living under an assumed and fraudulent identity for nearly 30 years, committing many criminal offenses.

As a result of the federal investigation, Blake is now facing numerous charges in Florida, as well as having assets obtained through his

Columbus makes drug arrests On Tuesday, Dec. 18, officers from the Columbus Police Department responded to the Polk County Library for a suspicious persons call.

Officers located Joshua Oren Hardin, 30, of Tryon asleep inside the library.

During the course of the encounter, officers found Hardin to be in possession of methamphetamine.

Hardin was arrested and charged with felony possession of methamphetamine and possession of drug paraphernalia. Hardin’s first court appearance was set for Dec. 19. Hardin was held on a $2,000 secured bond.

On Friday, Dec. 7, officers from the Columbus Police Department responded to Macon Bank for a suspicious persons call.

During the course of the investigation, officers arrested David Edward Melton, 20, of Saluda.

Also arrested during the investigation was Andrew Benjamin Hamilton, 22, of Columbus. Hamilton was charged with driving while license revoked and possession of drug paraphernalia. Hamilton was released after posting a $300 secured bond and has a court date set for Feb. 20.

Tryon to reinstate street captains

The Town of Tryon is looking for neighborhood captains to gather medical and emergency information from residents.

During its November meeting, town council discussed restarting a former initiative for street captains that never got off

the ground years ago.

Tryon Town Manager Caitlin Martin said street captains would be chosen in every community who could provide vital information in case of an emergency. The idea never took off with only one community gathering information from neighbors to turn over

Mayor Pro-Tem Roy Miller said the idea was visited about five years ago and Beryl Dade of the Eastside Community was the only person to collect information to turn into the police department.

Martin said the information would help emergency personnel in cases of extreme disaster.

charged with gathering information from residents such as medical issues so emergency workers would know each community’s needs in case of a disaster.

Council directed Martin to move forward with implementing the street captain program.

Rutherford Regional Health System restricts visitation due to influenza Rutherford Regional Health System (RRHS) this week announced it is restricting visitation to its hospital facility due to the rise of influenzalike illness statewide and locally.

Per its policy, Rutherford Regional restricts visitation when influenza-like illness reports hit the 6 percent mark statewide. The North Carolina State Influenza Surveillance Report, which was updated on Thursday, Dec. 20, showed that reported cases of influenza-like illness had reached the 7-percent mark statewide.

The hospital states that restricted visitation means: - No children under the age of 12 should visit the hospital at all; - Only immediate family should visit patients at the hospital; - Any visitor with signs and symptoms of illness should not visit the hospital at all.

Rutherford Regional’s safety officials began convening in November and have been monitoring an historic rise in flu cases in recent weeks. Over the last two weekly reports, the officials say cases have

Battle of the Border at Landrum High School Landrum High School invites the community out for its 13th annual Landrum Drug Battle of the Border shootout Dec. 27-29. The boy’s and girl’s Christmas basketball tournament will start Dec. 27 with a girl’s game between Polk County and Chesnee at 10 a.m. The first boy’s game will be held at 11:30 a.m. with Mauldin vs. SCA. Admission is $6 per day or $15 for a day pass. Children under 6 will be admitted for free. Only South Carolina and North Carolina High School Association passes will be accepted. Sixth man T-shirts will be sponsored by Landrum Drug Store and Kim Ryan State Farm Agency.

Half mile restriction on groups home too limiting Columbus council leaders followed the call of Holly Hills’ residents and approved a restriction prohibiting group homes from locating less than a half a mile from any other group home within city limits.

Unfortunately the needs of another segment of Columbus residents, and potential residents, did not ring as loudly.

Those who live in Holly Hills said they were concerned that another group home locating in their neighborhood would jeopardize their property values and add to traffic problems.

Yet, they also admit they have had no problems with the individuals living in the group home that has been in their community for about a decade. This means no loud disturbances in the middle of the night, no loitering and no violent acts.

Group homes serve our communities by helping individuals with disabilities enjoy a better quality of life and contribute to society. Supervisors within the homes ensure these individuals have groceries, take their medication if needed, have help fixing leaks or keeping the grass mowed.

Wouldn’t you prefer to have neighbors who live in such a supportive environment? It’s those of us trying to make it through life without help who often don’t get around to cutting the grass, replacing shingles on the roof or tearing down a decrepit shed.

Depending on how the half mile restriction is calculated, the resolution could prohibit organizations from taking advantage of the benefits a town like Columbus would afford.

Within the town limits of Columbus there are homes available that would allow for residents of the group home to be within walking distance of shops and restaurants; places they might even be able to find employment.

We understand that no one neighborhood would want to see a majority of homes taken up by group homes, but we feel the half-mile restriction – the maximum distance the state allows a city to enforce – is a detriment to the community rather than a benefit.

What neighborhoods could now miss out on are the sale of nearby homes that possibly have been vacant for some time and the addition of neighbors who could make quality contributions to their community.

To the editor: Who says we haven’t gone over the “cliff” already?

There’s the fiscal cliff, the poverty cliff, the jobs cliff and your personal cliff. You pick the one to discuss and it’s already happened right before your TV bloodshot eyes while the mouthpieces in the mainstream media and the White House spin a happy tune on what they see through rose colored glasses. Folks, believe me, we are in a recesLetter sion and it’s going to to the get worse before it gets Editor better.

In June, a total of 142,415,000 people were employed in the U.S, according to the BLS (Bureau of Labor Statistics), including 19,938,000 who were employed by federal, state and local governments. By November, according to data BLS recently released, the total number of people employed had climbed to 143,262,000, an overall increase of 847,000 in the six months since June. In the same five-month period since June, the number of people employed by government increased by 621,000 to 20,559,000. These 621,000 new government jobs created in the last five months equal 73.3 percent of the 847,000 new jobs created overall.

I thought last month’s delayed

food stamp data was bad. However the just reported food stamp number for September was a doozy, with 607,544 new Americans becoming eligible for food stamps, as a record 47.7 million Americans are now living in poverty at least according to the USDA (United States Department of Agriculture).

The monthly increase was the highest since May 2011, and with August’s 421K new impoverished America, over 1 million Americans made the EBT card their new best friend.

It is unclear just which atmospheric phenomenon will get the blame for this unprecedented surge in poverty, which comes at a time when the pre-election economic data euphoria was adamant that the U.S. economy was on an escape velocity to utopia. Instead what we do know is that in August and September, over three times as many food stamp recipients were added to the economy as jobs (324,000). We also know that with the imminent impact of Sandy, which will send food stamp recipients soaring, it is now looking quite possible that the US may end 2012 with just over a mindboggling 50 million Americans living in absolute poverty and collecting the $134.29 average monthly benefit per person, instead of working.

Hospice House breakfast The Hospice House of Landrum recently hosted its annual Volunteer Holiday Breakfast. The breakfast event is held the first Tuesday of December each year at Landrum First Baptist Church’s fellowship hall.

“It is always colorfully and abundantly attended by our wonderful volunteers, as HoC staff serve as waitstaff and cheerleaders,” said Marsha VanHecke.

Mad dog causes 1882 holiday season tragedy Around midnight on a late November 1882 evening, Levi Bowers was startled awake by squealing chickens.

He figured a fox or weasel had gotten into the hen house. He ran into the yard, calling his hound to catch or scare off the varmint.

In the dim moonlight, he suddenly saw something coming toward him from the hen house.

It looked like a dog, not a weasel.

When it was about 6 feet away, it sprung up toward his face and bit him on his lower right cheek.

He grabbed the dog by the throat, threw it onto the ground, and put his knee on its body to hold it down. He called to his 83-yearold father and wife to bring an axe.

When he took his knee off the dog so his father could strike it with the axe, the dog bit Levi’s hand and held it in its mouth. Levi picked up the clinging dog and carried it into a brighter, moonlighted

between spells, numerous times saying, “Lord, have mercy on a trembling sinner.” He sent for his only brother, Elder A.D. Bowers, to pray for him.

About noon the next day, nearly five hours before he died, Levi seemed to get happy. He exclaimed that he could see his mother and little infants in heaven, along with angels, who were waiting for him. He was ready to die, he said, but dreaded leaving his wife and children, especially the unborn child his wife was now carrying.

He then called his family and friends around his bed, bade them good-bye, and told them to meet him in heaven. He fell silent, except for a couple of small spells, and died quietly and easily.

His death came on Jan. 5, 1883, just a few days before his 34th birthday. Soon thereafter, his son, Levi Jr., was born.

Landrum Garden Club marks joyful year The Landrum Garden Club ended the year of 2012 on a positive note, planting seeds of love, fellowship and giving.

On Nov. 8, 2012, The Landrum Garden Club met at the home of Mr. and Mrs. Joe Costner to start its final project of the year. There the group assembled baskets of goodies to take to Rosedale in Campobello, S.C. On Dec. 13, 2012 the group met for a luncheon at Marilyn’s Historic Melrose Inn, located in Tryon. This, within itself, was a delightful experience. Doheny, the owner of the inn, was a wonderful hostess. The group had a delicious lunch and a self-guided tour of the inn. During

the luncheon garden club members discussed future plans, welcomed new members and paid tribute to the club’s oldest living honorary member Ann Sevier, age 105.

Off to the club’s final destination, Rosedale, members gave out gifts, sang Christmas Carols, shared hugs and listened to stories from the ladies. Several of them shared just how uplifting the club’s visits were to them, and how they look forward to the club coming every year.

The seeds of love, fellowship and giving were planted and members ended their day looking forward to Jan. 1, 2013 when the group would drop-in at Peggie Armstrong’s home to celebrate the

New Year.

The Landrum Garden Club’s next meeting will be Jan. 10, 2013

at the home of Bobby Warren.

Polk heritage has strong ties to Civil War Our community was saddened by the death of 103-year-old Bennett Hinsdale on Dec. 7.

Prior to entering a nursing home (Rosecrest) Bennett had lived in Green Creek throughout his entire life, on property that his grandfather, C.C. Hinsdale, had bought from the Speculation Land Company in the 1800s. Five generations of the Hinsdale family had lived on this property.

Bennett was one of the first graduates of Green Creek High School, in 1929. His love of this area, his family and Green Creek School was evident to everyone who knew him. His memories were a delight to hear, especially about his grandfather’s participation in the Civil War, or the War Between the States, as it was sometimes called.

Bennett’s grandfather had also served as a Polk County Commis-

sioner and had helped build the ing officers: J.C. Camp, Captain, locally famous Skyuka Hotel in and G.W. Peak, First Lieutenant, the 1890s.
