Michael Hanshaw Welcome to the Trumbull County Educational Service Center’s 2018-2019 Annual Report.

TCESC serves 20 school districts throughout Trumbull County. Through our highly recognized shared-services model, we are able to cost-efficiently provide curriculum, special education, technology, human resources and public relations/marketing support to our partner districts.

In 2019, the Ohio Department of Education once again named TCESC a highperforming educational service center.

We earned this prestigious designation, which recognizes our demonstrated cost savings to districts, during its first year and are pleased to receive this honor for our shared-services model a fourth year in a row.

Included on these pages you will find a sampling of the work taking place among our outstanding staff who strive daily to assist our districts as we all face legislative mandates, funding issues and the changing needs of our students. As we look to the future, we look forward to continuing to work with our aligned districts to lead for educational excellence for our schools and the students we serve.

STRIVING READERS — TCESC C&I team members’ essay outlining key steps to closing learning gaps and building lifelong readers garners national recognition

— TCESC partners with school districts to develop successful personalized learning literacy programs supporting state 3rd-grade reading mandates Educator resource Education Dive last year published the article “5 steps for aligning assessment, literacy instruction for young readers” that looks at the TCESC’s partnerships with school districts to develop successful personalized learning literacy programs supporting state 3rd-grade reading mandates. Penned by three members of the TCESC’s Curriculum and Instruction team—Robert Marino Jr., assistant superintendent and curriculum and instruction lead, Lauren DeJulio, curriculum and instruction special education supervisor, and Angela Guarnieri, curriculum and instruction elementary language arts supervisor, outlines: Making a joint effort; doing your homework before selecting a vendor; making professional learning a priority; letting teachers know you are helping them; and fully leveraging the data. The essay, published Oct. 2, has since been shared by several educator resources.

‘Striving Readers’ grant a game-changer for Trumbull County public schools, staff & students Key Vocabulary Routines & other topics highlight

Hundreds of Trumbull County public school educators participated in the TCESC’s Oct. 14 professional learning opportunity. The uniquely designed training day included sessions at TCESC’s Central Office in Niles, Mineral Ridge High School and Seaborn Elementary School. Presenters included Joan Sedita, founder and creator of Keys to Literacy, and Ohio Literacy Lead Michelle Elia. The sessions were made possible through a $1.2 million grant awarded last year to a consortium made up of Trumbull County Educational Service Center preschools and six public school districts in Trumbull County. The funding, provided through the Ohio’s Striving Readers Comprehensive Literacy Grant, is helping public school educators in Trumbull County advance the language and literacy skills among students in preschool through grade 12. The TCESC consortium includes the school districts of Lakeview, Lordstown, Joseph Badger, Weathersfield, Newton Falls and Southington. The Ohio Department of Education announced the grant recipients May 23, 2018. In all, the state awarded $33 million to 46 school districts and consortiums of districts.

learning day expands to 3 locations

Hundreds of Trumbull County educators gathered Nov. 5 for the TCESC’s second Innovative Day. Sessions were spread across three facilities in Warren — Warren G. Harding High School, Lincoln PK-8 School and Willard PK-8 School. Presenters included keynote speaker Tom Murray, director of Innovation for Future Ready School; . Dr. Joe Sanfelippo, superintendent of the Fall Creek School District in Fall Creek, Wis.; Amie Dean “Behavior Queen,” behavior specialist; and physical education professors Douglas Ellison from Kent State Main Campus and Dr. Mary Lavine of Youngstown State University. Educators from across the county also presented sessions in their fields of expertise.

Powering ahead with STEAM ...

TCESC STEAM Powered Learning expands, increases presence among Trumbull County students, schools

The Trumbull County Educational Service Center’s STEAM-Powered Learning program grew to include more than 216 students during its Fall 2019 Session, with 17 Trumbull County public schools participating. Students from several schools across Trumbull County gathered one day a week—some on Tuesdays and others on Wednesdays – at Lordstown, which serves as the host district for STEAM (Science, Technology, Engineering, Arts, Math). Subjects included coding and robotics, drone operations, mixed media / art, engineering and performing arts. Students participated in a Makerspace program along with activities in their chosen subject areas.

JA of Mahoning Valley/TCESC College, Career & Trades Conference fills former Sears Building at Eastwood Mall with some 4K students

More than 4,000 high school students from 21 Trumbull County school districts attended the first JA of Mahoning Valley/TCESC College, Career and Trades Fair at the Eastwood Mall. The event included an evening session for parents and the public. The conference hosted 87 vendors.

TCESC’s launches program to help students transition into adulthood TCESC launched its Essential Skills Program in (Click picture to watch video) the fall of 2019 with three students. However, the program is already growing to include others. Working in partnership with Mercy Health’s St. Joseph Warren Hospital, the TCESC has tailored the program to help students transition into adulthood and the job market.

The Office of the Treasurer is responsible for the management, investment, and transparent reporting of TCESC finances.

The Office of the Treasurer is responsible for a budget of $54 million. The TCESC receives state foundation funding in addition to service contracts with 20 local districts in curriculum and special education.

The TCESC is fiscal agent to the Insurance Consortium (17 districts), the Transportation Consortium (19 districts), and NEOMIN (Information Technology Center).

The Trumbull County Educational Service Center, for the fourth year in a row, was recognized as a High Performing ESC, meaning our programs are meeting the needs of partnering school districts through our shared services model that enables schools to keep costs down and remain fiscally sound.

County auditor highlights In his 2018 Financial Report, Trumbull County Auditor Adrian Biviano included—for the first time—our public school system. Working with the TCESC PR/Marketing Department, the auditor’s office highlighted the TCESC and each public school district in Trumbull County. You can find the complete report here or by clicking on the PAFR cover photo to the left. The schools section starts on page 11. The publication was released in 2019.
