Building a cheaper and smaller school board administrative building would be too much of a compromise and result in inadequate office and learning space, School District 43 trustees were told Tuesday.

Officials are defending the expenditure of $36 million for a new facility on the district’s Winslow Centre campus in Coquitlam, citing the need for space to consolidate staff working at five different buildings, the desire to establish a proper emergency command centre and the need for professional development space.

Riverview Hospital may have a history steeped in mental health and recovery but it’s future as a filming site isn’t dimming anytime soon.

Wednesday, an official from BC Housing, which manages the 244-acre grounds in Coquitlam, told the city’s Riverview Lands Advisory Committee it handled 200 contracts from movie producers in the last fiscal year — up from 40 in 2004.

As a result, it’s the most popular filming location in Canada outside of a studio, said Brenda Rattenbury, the agency’s senior manager of film and special events.

Rattenbury said Riverview is popular because of its private location, versatility — offering green spaces as well as older buildings with pre-built sets — ample on site parking and proximity to Mundy and Minnekhada parks as well as the urban City Centre.

And though BC Housing doesn’t name what TV or movies have been shot there, productions such as Deadpool 2 — starring Vancouver-raised Ryan Reynolds — have clear

Rattenbury said Riverview can see up to five companies on site per day, either prepping, cleaning up or actively filming; all are monitored by BC Housing film liaison officers 24/7 to ensure safety and security protocols are met.

“It’s something that we take quite seriously,” she told the committee. “We don’t want to see tire tracks or trees lost.”

Companies also have strict guidelines for filming at Riverview, she said. Producers must provide a synopsis and a copy of the film script to BC Housing for review; filming that negatively depicts mental

health or religion — or sex or nude scenes — is banned.

As well, movie companies are required to have $5 million in commercial general liability insurance per occurrence, and there is a no visitors rule.

Still, despite the tough measures, Riverview is fully booked into next year.

“We are at a maximum film

capacity at Riverview,” said Sheryl Peters, BC Housing’s director of land development.

“We can’t physically take them any more.”

Rattenbury estimated each team spends up to $250,000 daily on filming days in B.C. on such goods and services as hotels, restaurants and equipment rentals.

According to 20th Century Fox, more than 3,700 cast, crew and extras were hired for Deadpool 2 and, in its 80 days of filming, accounted for $2 million in construction supplies, $2 million in transportation and car rentals, $1.4 million on catering and craft services, $1.4 million on accommodation, $900,000 on wardrobe and dry cleaning and $500,000 in gasoline.

“Coquitlam is lucky to be the home of one of the busiest and most-sought after film locations in Canada: Riverview,”

said David Munro, the city’s manager of economic development. “Coquitlam not only benefits from the jobs and economic impact generated by productions at Riverview but also from the spin-off productions that occur in other areas of the community. Having a core film sector asset such as Riverview helps market Coquitlam as a destination for filming.“ Meanwhile, Andrea Aleck, chief officer for special projects for KFN Enterprises, a branch of the Kwikwetlem First Nation (KFN), which has a land claim on the Riverview lands, said its new heritage certificate program for people working at Riverview will train up to 200 participants by the end of July.

“We are getting queries from other First Nations who want to run the program, too,” Peters said. “It’s a success.”

Aleck said KFN is currently putting its artistic stamp around Riverview with public realm elements (i.e., street lamps, crosswalks, electrical boxes) with First Nations designs.

Coquitlam RCMP are not finding any evidence of a significant crime jump in the Tri-Cities due to the arrival of the SkyTrain but continue to be vigilant, according to a press release issued this week.

Police analysts compiled data for crime in the vicinity of Coquitlam stations on the Evergreen Extension and found just a 2% jump in property crimes and person crimes, including harassing communications and assaults, despite a 25% increase in people using transit.

Part of the reason crime is low is that Coquitlam is not a crime hot spot to begin with, said Cpl. Michael McLaughlin, who said issues could still rise as more people use transit.

If that happens, patrols working in the area will be prepared.

“It is the basis of prevention — you’re not going to have a

situation where you are creating the perfect environment for crime to happen,” said McLaughlin.

The Uniformed Crime Reduction Unit (UCRU) was created, in part, to patrol the areas around SkyTrain stations and does targeted foot and bicycle patrols and gathers intelligence about suspicious activity or people.

UCRU members work with

the Metro Vancouver Transit Police on crimes on trains, platforms and transit stations and in the community, which means RCMP officers will board a train if necessary.

The analysis covered a year of SkyTrain operation in the Tri-Cities and while exact numbers aren’t available, the statistics are based on calls in and around the four Coquitlam SkyTrain stations.

But no station stands out as a hotbed of crime, McLaughlin said, and no crime stands out as a particular issue.

However, police will continue to respond to calls to homes and businesses and keep track of issues.

Be prepared to pony up more cash for transit on July 1, Canada Day. That’s when TransLink will be charging more to pay for bus, HandyDart and SkyTrain service to reduce overcrowding and introduce bus service in new areas.

School District 43 is waiting to hear about next steps for a resolution to a leaky septic field that has caused concern for students, parents and administrators at Eagle Mountain middle school.

“We are open and receptive to hear from Anmore Green Estates, Anmore and Port Moody as we work with the community,” said secretary treasurer Chris Nicolls.

His comment at Tuesday’s board of education meeting comes as a peer-reviewed engineering report concluded the best solution for resolving the contamination problem is tying the Anmore Green hous-

ing development to existing municipal sewer lines.

Nicolls acknowledged that if work was to be done, access to SD43 property would be necessary.

“We will wait and see,” Nicolls said, adding the district “remains vigilant” about effluent leaking onto school district property.

A hillside field behind Eagle Mountain middle school has been off limits behind blue steel fencing since Dec. 23 when it was erected to comply with a pollution-abatement order, which had been issued to Anmore Green Estates, following the detection of contaminated ground water at the base of the hill last September.

Firecrackers, not gun shots in PoCo Police not happy about incident that shut down BCCA Diane StranDberg Tri-CiTy News

A pre-grad prank or an early Canada Day celebration got out of hand Wednesday morning when police were called out to deal with complaints about gunshots that turned out to be firecrackers.

After five hours combing wooded areas bounded by Coast Meridian Road in the west, Cedar Drive in the east, Victoria Drive in the north and Prairie Avenue in the south, police found evidence of Air Bombs being set off.

Police aren’t happy with the mishap that had several Coquitlam RCMP officers checking the area for evidence of gunfire between 4:30 a.m. and 9:30 a.m.

“If you’re going to use firecrackers, fireworks or other noisemakers, it’s important to think twice about the reaction you’ll get from residents and the police,” stated Cpl. Michael McLaughlin in a press release.

In addition to a large number of police officers at the scene, three schools were alerted, causing consternation for parents and school administrators.

BC Christian Academy, Leigh elementary school and Minnekhada middle school, were affected by the police investigation, with the former being shut down and the latter

two public schools in a hold and secure situation, preventing anyone from exiting the building.

Cpl. McLaughlin said setting off firecrackers was an illegal act because a permit is required and discharge is only allowed on Oct. 31.

As well, underbrush could have caught fire, causing even more of an emergency.

But he was told anything smaller would be a compromise and couldn’t be done on a $25-million budget.

The district already has $23.2 million in the bank, mostly from the sale of Coronation Park, plus another $4.8 million in accumulated operating surplus, mostly from international education fees.

But it needs more and that will have to come from savings over the next three years.

The province won’t pay for board facilities so the district will need to raise an additional $8 million. It will do so by collecting over the next three years $3.5 million from leases of other closed schools and interest and $4.5 million from anticipated operational surpluses from international education fees.

Although the plan was approved, other issues were raised during the board meeting.

One parent questioned why the district was proceeding with constructing a new administrative building when some schools have yet to be seismically upgraded and others have portables on site.

“If their building is not a safe place, they’re going to be wondering why there is a new board office,” said Jennifer Martin-Blatherwick.

She raised concerns that the former Millside elementary school, now the home of the Inquiry Hub and Suwa’lkh, hasn’t been assessed for seismic safety because it was a closed school when seismic assessments were done.

However, at Tuesday’s board meeting, trustees voted to ask the province to assess Millside and any other facilities not assessed to make sure they get on the seismic list if there is any risk.

The decision to approve the $36 million budget and move forward with design of the new education centre was also opposed by Port Moody

She was told that funds to be transferred from operating funds come from international education surpluses.

As well, it was noted that the current 61-year-old building needs to be removed to make way for parking for Centennial secondary, which was recently rebuilt.

A number of trustees said the new building is necessary because staff are working in poor conditions — one staff member is working out of a former closet — and professional office space is important for retaining workers.

“I think it’s long overdue,” Coquitlam trustee Barb Hobson noted.

According to a school district press release, the new building will be a “purposefully designed, multi-use facility for learning, operational and support services that offers space for operational departments, student support departments, meeting rooms and other flexible learning spaces. It will include several departments from multiple aged-out administrative facilities while consolidating functions to improve effectiveness and efficiency.”

With approval, the project will now move forward into the design, drawing and permitting stages with a targeted completion date of 2020 or early 2021.

Church, developer team up on project

What started with a few mats in a church basement could soon lead to affordable housing for 55 families in Port Moody.

A proposal to redevelop St. Andrew’s United Church at 2318 St. Johns St. into a four-storey building as well as a block of stacked townhouses that would include 55 affordable housing units, along with 2,200 square metres of office space for Kinsight and Share Family and Community Services is going to a public hearing June 12 at Port Moody city hall. The project would also include a new 540sq. m home for the church.

St. Andrew’s pastor, Julie LeBrun, said the project was borne from the church’s participation in the Tri-Cities Bridge Shelter program, under which it provided sleeping mats, food and dry clothes in its basement for up to 30 homeless people a night. When that program was replaced in October 2015 by a permanent, year-round shelter in Coquitlam, the 80-member congregation was left casting about for new opportunities to help the community. It decided affordable housing was a pressing need. But how the church could address that need with its meagre resources proved elusive, LeBrun said.

“We have land and we don’t have any money,” she told The Tri-City News. “It was a bit of a dream and a vision floating around for a while.”

She started looking for development partners but most of them were more interested in profit than public service.

Then LeBrun found Catalyst Community Developments Society, a Vancouver-based non-profit developer that spe-

The society’s president, Robert Brown, said security of housing is at the core of Catalyst’s mission.

“If you don’t have stability, the stress on daily life is grinding,” he said.

But before Brown could determine if St. Andrew’s dream was a good match for Catalyst’s capabilities, he gave LeBrun a challenge.

“We knew we had something different when they sent us back to work on our mission,” LeBrun said.

The congregation came up with “community” and Brown set out to make that happen by not only providing affordable housing units but also by finding additional partners that offer valuable services for the people living in those units as well as the greater community.

Claire MacLean, the CEO of Share, which provides services like a food bank, counselling, support for seniors and legal advocacy, said, “We’ve long been

about building community.”

Her group will share office space with Kinsight, a charitable organization that provides support for families of people with developmental delays and disabilities. Kinsight will also dedicate space to a new children’s centre that’s been on its wish list since 2004, as well as support for residents of four of the housing units.

“It dovetails really nicely with delivering our services,” said Kinsight’s CEO, Christine Scott.

Catalyst’s Brown said the amalgam of residences with community services will be unique. “It brings a different flavour to the project,” he said.

And it’s just what Port Moody needs at a time when rising housing prices are putting the community out of reach for many families, said Coun. Diana Dilworth when city council passed the proposal through first and second readings.

“I would really hope this gets embraced by the community,” she said of the project, where monthly rents will range from $750 for the nine non-market studio apartments to $1,662 for the three three-bedroom townhomes.

Social housing for former care home?

Can the now-closed Burquitlam Lions Care Centre be revitalized for some other social housing or health care use?

That’s the question the city of Coquitlam is pondering as it looks for a partner with deep pockets to renovate and repurpose the 37-year-old facility for housing, health care or other social program.

Earlier this month, the city posted a request for expressions of interest for the building at 560 Sydney Ave. that once provided 24-hour nursing care for approximately 76 seniors.

The facility was shut down in 2016 when Fraser Health built a new complex care facility in Port Coquitlam so the city got back the property it donated in 1969 for seniors housing.

“There may be some creative solutions,” said Mayor Richard Stewart, who told The Tri-City News that the city is looking for a major partner, either for-profit or a not-forprofit agency to get some additional use out of the building.

“Council wanted to and I agreed to figure out whether the building could provide some other types of benefits that could be for 20 years,” said Stewart, acknowledging that the long term plan for the property is for high density apartment residential use under the Burquitlam-

But repairs and renovations would be needed ranging from a building refresh, costing $2.7 million with $6 million in upgrades to a full retrofit costing up to $13.5 million.

Stewart said the city could simply knock down the build-

ing and sell the property for high rises but with affordable housing at a premium council agreed to look at other options first.

“My hope is someone with creativity and a really neat plan could make something of it,” Stewart said.

Among the uses proposed by the city are: supportive and assisted living, mental health living and services, medical clinics and medical offices, complex care, health care and support, below market rental housing, special needs/accessible housing, student housing solutions and housing for seniors. dstrandberg@tricitynews.com

Port Coquitlam is celebrating 10 years of its farmers’ market while Coquitlam farmers Market for fresh fruits, vegetables and homemade goods has been a community fixture for even longer.

What makes them so successful? Increasingly, the public understands the importance of supporting local farmers and vendors. There is nothing like biting into a strawberry grown in the fraser valley rather than in California. but there is more to these public institutions than taste and good health. If we don’t support b.C. farming, we won’t have an agricultural sector and farmland will be taken over by development.

This is already happening with increasing pressure to develop on lands outside Metro vancouver’s urban containment boundary (a public hearing to re-designate 23.7 hectares of rural land in south Surrey for a 145-lot subdivision is a case in point). use it or lose it, they say, and shopping at a farmers’ market is a good place to start.

hat do a wig, a cheese grater and a knife sharpener have in com-

mon?

Well, if you’re a parent of a Grade 12 student, you might know that those items — plus a cardboard crown from burger King — are key props for the Hamlet and Laertes duel being videotaped the night before this critical, end-ofyear English project is due.

DIANE STRANDBERG did mom come up with those three items? Yes, she did, saving the day.

Were there any thanks given for this generous offering of support? Ha! did the cheese grater and knife sharpener look like swords?

Not really, although the wig did give the football lineman playing Gertrude, Hamlet’s mother, a certain stylish air.

Such last-minute saves are the stuff of parenting, I’ve found over two overlapping public school careers for two sons over 15 years — and they will be missed, despite the stress they cause.

While School district 43 valedictorians will be summing up their past education as well as their hopes and dreams for graduates attending grad ceremonies, what words of inspiration will parents hear?

How do we get over the feeling of loss and uncertainty as our role changes from indispensable to superfluous (except as provider of room and board) while your once-toddling children take their now giant steps onto the world’s stage?

We don’t, I’ve been told. We just take our cue and exit the theatre until our next curtain call. for this particular son, my job as chief advice provider, project co-ordinator and pit crew member became redundant at the beginning of his graduating year, when he opted to take online courses for a number of his academics, thus removing his need to get to class by 8:35 a.m.

That’s exactly when he began to take charge of his own education and I became like Polonius, father of ophelia and Laertes, little more than a nagger (e.g. “How many units of math do you still need to do before you finish Grade 12 calculus?”).

To my son’s Hamlet, I was naught but a “rash and intruding fool.”

There were benefits, however, as I faced less stress on a daily

basis (although more anxiety overall).

In the dark, no longer called upon for advice or help, I had to trust that my son knew what he was doing and everything would be oK in the end. fast forward to the weekend before the Hamlet project is due...

• 9 a.m. Sunday — the day before project is due: “If your brother is going to help you videotape this thing, you’d better get him up now.”

• 6:30 p.m. Sunday: More queries, entreaties, no video action taken. I am greeted with a stoney gaze, leading me to give up and go to the driving range to hit some balls.

The next morning I hear the Hamlet-Laertes duel video was completed at 4 a.m., in time for morning English class and, surprisingly, it wasn’t half bad, although of course, no mention of my role as key prop provider.

In parenting, there is no end game. It’s all process: waiting, hoping, consoling, supporting and, in the end, we are just the guides on the side, as the educators call themselves these days.

We are not key actors in our child’s drama, no matter how much we would wish it otherwise.

Blue Mountain tower will increase traffic congestion The Editor, In the 1970s when we moved to Coquitlam, there were two stop signs at Foster Avenue and Gatensbury Street, one in each direction. Today, there are five stop signs to accommodate the traffic at this intersection.

For many of those years, our traffic department had a fellow who was a hands on type and, on my way to work, he’d already be sitting in his car taking note of various intersections.

I say this because I am troubled by the decision to give the OK to the highrise at Lougheed and Blue Mountain. I would wager there are many who have been caught in the middle of this location as a jam of cars fails to navigate the turn at the bottom of Blue Mountain to get to Highway 1. Another point is that within one block, there are a total of eight traffic lights with the addition of left-hand turns.

Now, you add to that the fact that this new highrise will need left hand turns for those heading north on Blue Mountain —

real estate figures take a dive in May Home sales fall 42.2% compared to May 2017 Gary McKenna

Buyer demand for real estate in the Tri-Cities is dwindling, with sales activity in May falling 42.2% compared to the same month last year.

The drop in transaction numbers in Coquitlam, Port Coquitlam and Port Moody mirrors similar trends across Metro Vancouver, where a 35.1% decrease in sales was recorded last month.

“With fewer homes selling today compared to recent years, the number of homes available for sale is rising,” said Phil Moore, president of the Real Estate Board of Greater Vancouver. “The selection of homes for sale in Metro Vancouver has risen to the highest levels we’ve seen in the last two years, yet supply is still below our long-term historical averages.”

The largest drop in transaction volume in the Tri-Cities has been for detached homes, which fell 47.5%, and townhouses, which fell 47.4%.

Condo sales fared slightly better but still saw a 33.6% drop in sales activity last month compared to May 2017.

So far, the fall in transaction volume has not affected home values, according to REBGV’s benchmark index.

In Coquitlam, the median price for all property types is up 7.1% so far this year while in

PoCo it is up 8.2%; Port Moody has seen a rise of 7.8%. Even over the last month, the value of a home in the Tri-Cities has increased by approximately 1%.

Still, the benchmark price for all property categories is close to $1 million in Coquitlam and Port Moody and hovering around $800,000 in Port Coquitlam.

But if the sales slump continues, real estate values could start to turn.

“For home sellers to be successful in today’s market, it’s important to price your property competitively given the shifting dynamics we’re experiencing,” Moore said.

Across Metro Vancouver, the board reported 2,833 residential sales in May, which is 35.1% lower than May 2017, an even-steeper annual decline than April’s weak performance.

But May’s total sales were up 9.8% from April’s.

Last month’s residential resale activity was also 19.3% below the historical 10-year average for May, said the REBGV. Like in April, it was the lowest number of residential transactions for the month in 17 years.

The last time May saw lower sales numbers was 2001, when the REBGV recorded 2,703 unit transactions.

The slower absorption, combined with more sellers listing their homes — new listings rose 5.5% from a year ago and 9.5% over April — meant that available inventory climbed rapidly.

Glenayre neighbours celebrate six decades Port Moody neighbourhood not immune to changing times Mario Bartel

Derek Wilson came for the mountain vista. He stayed for the neighbourhood.

Now, 20 years later, he’s become the unofficial historian of Port Moody’s Glenayre neighbourhood in the shadow of Burnaby Mountain as the community prepares to celebrate its 60th anniversary on July 14.

Wilson said he and his wife were first attracted to the 1950s-era subdivision of single-family homes on curvaceous streets because of its proximity to the trails of nearby Burnaby Mountain along its western edge. But they discovered the placid suburban oasis extended beyond the forested slopes across the expansive lawns and through the gardens of the planned community.

“There’s only two streets to get into and out of the neighbourhood, so it’s somewhat cut off,” Wilson said.

The lack of through streets slowed the pace of life because anyone driving in Glenayre also lived there. Plus motorists always have to be vigilant of pedestrians, as the neighbourhood has no sidewalks.

Glenayre was originally supposed to be much busier and more dense. When developers bought the 465-acre tract of forest from the city at $100 an acre in the mid-1950s, they proposed to build 1,500 homes, which would have doubled Port Moody’s population of 2,700. But low capacity in the sewer and water lines forced them to scale back their plans to 500 homes.

As the car was king back then, there was no provision for retail or services in the development; residents could drive up North Road to Burquitlam or to the Golden Mile along Columbia

Street in neighbouring New Westminster to fill the trunks of their Buicks with everything they needed.

Instead, Glenayre school became the community’s focal point, where neighbours congregated twice a day delivering and retrieving their kids from classes, stopping to exchange news and gossip.

Wilson said many childhood friendships have been formed at Art Wilkinson Park, where an old pile of dirt becomes a defacto toboggan hill in snowy winters, and at the spray pool in Ailsa Park.

Teenagers hung out and copped cigarettes at Ky’s Convenience Store at the corner of Glenayre Drive and Clarke Road. It closed two years ago.

Wilson said an active community association has also worked hard to keep the neighbourly vibe alive by organizing events like an annual Easter egg hunt, Halloween fireworks display and summer picnic. In 1993, residents even banded together to build a new community centre that houses space for a pre-school, events and meetings.

“It’s activities like that that bring out residents, create a basic sense of community,” Wilson said. “It’s a greater sense of friendliness and empathy.”

But how much longer it can last in the face of rising property values that limit opportunities for young families to buy homes in the neighbourhood is anybody’s guess, Wilson said.

Already there are pockets where properties have been sold and the new owners have elected to replace their midcentury single-storey rancher with expansive dwellings shrouded by fences and high hedges.

A Burke Mountain developer thanked Coquitlam city council for prodding the company to build a daycare facility in its subdivision.

Wesbild Holdings and Westwood Montessori will partner to construct a daycare that will house 96 children and 12 staff on McVicar

Court beside the to-be-built Sheffield elementary, which is currently having a project development report completed before beginning construction.

Raymond Nothstein, Wesbild Holdings vice president development and planning credited council for suggesting the company build a daycare as an amenity for the development.

“We took that to heart.

We held back certain lots and worked with staff to find the proper location for this,” Nothstein told council Monday at a public hearing to

rezone the property. “We’re really excited about this opportunity and this proposal.

We’d like to thank council for poking us to bring this to the community and staff for bringing it about.”

Architect Greg Andrews said the facility will be 12,000 sq. ft. with three levels tucking into the hillside.

Coun. Chris Wilson said he likes the location because it will be where daycare is needed.

“We’ve had to reject a couple of applications because of location and it’s killed me,” said Wilson.

From the mountains to the coastline, Metro Vancouver is known for its many attractions.

Large theme parks are not among them.

But despite the absence of a major amusement park on Canada’s west coast, Port Coquitlam’s Dynamic Attractions is making B.C. the international supply hub for theme park rides around the world.

The company recently sold one of its ride systems to two separate theme parks in Asia owned by an undisclosed theme park conglomerate.

These were the first contracts awarded under a fiveyear strategic cooperation agreement announced last month with the conglomerate. Dynamic Attractions is expecting to sell a third ride system to an additional theme park by the end of the year, bringing the deal total to $93 million.

The name of the theme park, the ride and the country could not be disclosed because of a confidentiality agreement. The company has previously delivered rides to Asian countries including China, South Korea and Russia.

While the type of ride also remains confidential, Dynamic Attractions’ communication director, John Kageorge, said it will change the way people think about storytelling dark rides, such as Disney World’s It’s a Small World.

“It changes a whole genre of theme park rides that people have become quite familiar with over the years,” said Kageorge. “That type of ride system will no longer be perceived the way it used to be for the last 50 years.”

Kageorge says the system brings four new technologies to rides that have never been used before, all of which were developed in the Lower Mainland. The company’s website advertises the SFX coaster as the world’s most exhilarating dark ride. The SFX coaster combines new track technologies that allow passengers to do a backwards 360-degree loop, a straight

launch into the air and an inversion element, among other things. It combines roller coaster-like movements with the storytelling features of a dark ride similar to a motorized haunted house ride.

“These technologies do not currently exist on any ride in the world,” said Kageorge.

Regardless of who the buyer is, Asia is proving to be an expanding market for Dynamic Attractions and the roughly 100 companies across Canada that provide software, glasswork and other aspects for the ride systems.

Kageorge says the requests from Asia have definitely increased and Dynamic’s team is spending the first week of June in Hong Kong to meet with theme park leaders. The company recently opened an office in Shanghai and is developing projects in Malaysia, China and Japan.

“As the big players continue to invest large sums on iconic attractions that’s good news for us,” said Kageorge.

A gala fundraising event in support of vulnerable TriCities youth will not be impacted by a strike at the Hard Rock Casino in Coquitlam after an agreement was reached to not disturb thirdparty events like the gala.

The Evening of Inspiration Gala will go ahead as promised Saturday, June 16, to raise much-needed funds for outreach services as demand for supports for teens rises. The 400 casino workers, members of the BBC Government and Service Employees’ Union, have been on strike since May 11.

The gala comes as Access Youth Outreach Services (AYOS) finds itself operating in an increasingly challenging time for small organizations needing ongoing funding, said Jerome Bouvier, executive director of the organization.

In 2017, AYOS connected with 1,600 kids through its mobile bus program, another 1,100 at Coquitlam Centre through a partnership with Morguard and met with 83 youth, double the year previous, to provide one-on-one support services.

Yet the local organization is constantly struggling to obtain funding, according to Bouvier.

“We’ve always been a small organization that’s relied on local funding as well as grants, fundraisers and donations,” he said.

Bouvier estimates in the last year or so revenue dropped 35 to 40% on an annual budget that runs between $300,000 to $350,000. He added that as a youth agency it’s traditionally challenging to find funding, but over the years the organization has been able to do so mostly through grants and fundraising events.

He lists various foundations changing mandates and a high number of grant applications competing with other organizations as contributing factors.

“We’ve been looking for more support, maybe municipally, provincially, federally,” said Bouvier.

“That’s part of the frustration that goes with the continual funding hunting process.

Bouvier said Access prefers to get one-time grants from the government ministries and hopes the election of the NDP provincially a year ago will help.

“We’re not in danger of folding. It’s putting us in a situation that by the end of the year it puts us in a more challenging position than we’d like to be. We haven’t been in this position for many years.

That’s what we’re hoping to avoid,” said Bouvier.

“We’re confident those individuals that oversee different ministries will recognize the importance our service plays in these communities and the impact it would have if we had to cutback services in our communities.

“We’re not asking for ongoing [funding] and being completely reliant on government sources. We’re just looking for a little help now and then.”

Bouvier said dollars put into prevention programs like Access usually mean less money spent to deal with the problems that develop. So having to cut back the service will be costly, in his opinion.

“We don’t want to get into a situation where we have to cut back. It’s the kids that suffer,” said Bouvier. “A young person not being able to access the bus or a mall worker, then that leaves them on their own. And when they’re on their own they may be making choices that are harmful to themselves or someone else.”

“They say it takes a village to raise a child, however, we’ve come to discover it takes the troubles of youth to raise a village. Hear them and they will guide us. Are we listening?” says Bouvier.

Rule changes rankle auto glass businesses Industry says it was not consulted on discount shift GRANT GRANGER THE TRI-CITY NEWS

When Lawrence Grant opened up an email from the Insurance Corporation of B.C. on May 1 he realized the viability of his Rapid Auto Glass outlet in Coquitlam was about to take a huge hit.

According to the Automotive Retailers Association (ARA), the crown corporation informed the industry it was increasing the discount it takes as a volume customer for replacement windshields from 11% to 25%.

“I was very disappointed.

They didn’t consult with the industry at all,” said Grant, whose Tupper Avenue shop is across Blue Mountain Road from an ICBC claims centre.

“What they’re asking us we’re not able to do and stay in business.”

The ARA, which represents B.C.’s after-market automotive repair business, went on the attack Wednesday holding a press conference to call on the government and ICBC to postpone the policy, which took effect on Monday (June 4), and consult with the industry.

“It’s obviously extremely concerning for our industry, which is already one that is struggling in a competitive marketplace,” said ARA president Ken McCormack flanked by about 25 auto glass repair business owners from as far away as Prince George and Vancouver Island in front of Grant’s garage.

McCormack maintained the 14% increase in the discounts is a contravention of an agreement with ICBC that any variance over 4% would be subject to negotiation.

The new policy also requires shops to take the cheapest available windshield, something McCormack said could have a severe impact on the industry’s ability to serve customers. There are two basic sources of auto glass. One is car dealers and the other is the aftermarket. McCormack said if the dealership price is lower installation could be delayed by days forcing the customer to either park the vehicle at the shop, drive with an unsafe windshield or pay to rent a replacement.

McCormack estimated the policy changes will mean a loss of $70,000 to $110,000 in annual revenue to most shops.

“We have not seen a rate increase from ICBC in 20 years,” said McCormack. “We have an industry now whose labour

rate is one-third less than the rest of the province. Obviously, that is not sustainable.

“We’re already hearing shops have laid off employees.

One of the first casualties is going to be the apprentices.”

Grant said Rapid has been at its location for more than 20 years and employs 12 people.

He estimated the policy change could mean a loss of up to $200,000 (about $800 a day) in annual revenue because “we’re a high-volume shop.”

“We have a large, loyal customer base,” said Grant.

Grant said ICBC makes up 90% of his company’s business.

ICBC paid Rapid nearly $1.25 million for the 15-month period ending March 31, 2017.

ICBC is also cutting automatic payments for moulding replacement, even if it wasn’t needed. It’s a practice the ARA said ICBC implemented to help shops offset administration costs. McCormack took exception to the government’s and ICBC’s “innuendo” of overbilling.

“The industry did not ask for that. It is not a practice we support,” said McCormack, who assailed the government and ICBC for not discussing the changes ahead of time. “That’s not something we would call a partnership. There was no consultation whatsoever. They were unilaterally imposed by ICBC. We were shocked to hear the government approved.

“We only ask that we be part of the conversation and the solution.”

McCormack said the glass repair industry is not responsible for ICBC forecasting a reported $1.3 billion loss for its last fiscal year.

The corporation said the changes will help reduce costs and put the policies in line with best practices.

“These changes to glass pricing are long overdue and mean ICBC will no longer be overpaying for glass replacements,” wrote spokeswoman Lindsay Olsen in an email to The Tri-City News. “They also mean ICBC will rightfully now only pay a glass moulding allowance when suppliers replace the moulding.”

ICBC said payments have jumped by 140% in the last decade going from approximately $40 million in 2008 to $96 million in 2017 because there’s been increases in the number of claims and the average cost of those claims.

The changes will mean a savings of about $9 million, according to ICBC. “The assertions that ICBC is asking shops to use a cheaper or inferior product and that this will cause delays to customers’ repairs is completely baseless. The process for

ordering replacement windshields and arranging appointments based on those orders should not be impacted by the changes.”

Windsor Plywood Foundation gave $12,000 last month to the Eagle Ridge Hospital Foundation last month for its Hearing for Kids program at the Port Moody healthcare institution. The money will be used for to buy specialized hearing aids.

Homegrown herbs to spice up your cooking IN THE GARDEN

long with the growth in our culinary diversity, there’s been quite a resurgence in the demand for fresh herbs to add new flavours and zest. They not only have delightful and useful foliage, but their fragrance and flowers can also be a welcome addition to any garden or patio.

One of the key things to understand about herbs is the difference between perennial varieties that come back year after year and annual herbs that are more tender and should only be planted in late May or early June. Perennial herbs can be harvested all year round while most annual herbs will finish in late September or early October.

In the new reality of small space and balcony gardens, herbs adapt easily to both situations. They are among the easiest of plants to grow and are incredibly tolerant of neglect. Even so, they will perform and look far more beautiful with a little care and attention.

I’m a big fan of growing herbs in containers and I love to combine them with annuals or perennials. One of the first considerations, however, is the style of the container. Size does matter and the larger the better. Good-sized containers hold more soil and moisture and require less watering — a

bonus during the hot, dry months of summer. If you intend to grow the hardier herbs year-round, make sure you purchase a frost proof container or at least ask for wellfired pots that will withstand modest to heavy frost. Move containers under eaves to minimize excessive moisture in the soil from winter rains and to prevent your pots from cracking.

There is a huge trend toward growing organically and it’s much easier today with a greater selection of organic products that are more reasonably priced and very effective.

The soil you select for your containers should be both well draining and moisture retaining. I always look for professional soil blends rather than shopping price, and I add 20% organic matter, like composted manures and sea soil. Many totally organic soils are now readily available, but make sure they will drain well.

Two important considerations are nutrients and pest control. Weekly applications of an organic fertilizer will do the trick, but in hot summer weather an application at each watering will make a huge difference. Fortunately, most herbs are not troubled with many insect problems, except for aphids that can be easily washed off with a gentle spray of water or kept in check by a few doses of Safer’s Soap products. Powdery mildew is always a challenging disease for herbs, especially in wet weather. I’ve found that organic defence is a great control. Keeping your plants a little drier, rather than too wet, and watering in the morning so the foliage is dry at night is the best way to prevent diseases and keep your herbs clean and fresh.

Today, we have many varieties of mint, ranging from apple and chocolate to orange and spearmint, and they are very popular as garnishes and in drinks and teas. Mojito mint anyone? They will also spice up salads, soups and meats.

Predeceased by his wife Mary in 2001, he will be missed by his daughter Monica and son-in-law Ken, grandchildren; Mike, Deanna (Aaron), Mark, Rick (Pauline), five great grandchildren and numerous friends. Peter was a resident of Port Coquitlam since 1955. He loved his home, nature and working with his hands. He was a “salt of the earth� kind of man who provided for his family and always strove to be a good neighbour. By Dad’s request, there will not be a service. Peter helped many organizations.
