Re: Response to Request for Proposals for CBS Studio Center West Coast HQ Design Services
Dear Mr. Stopfer: Thank you for the opportunity to present our design concept and firm qualifications for this exciting project at CBS Studio Center. We accept and acknowledge receipt of Addendum No. 4 (Pre-bid), and all prior addendums. The consistency, legacy and quality of a corporation is most usually found in its people. For over 90 years CBS has been the leader in innovative broadcasting, media and entertainment. This legacy is because of its people, not just leadership at the top, but all of the staff - the writers, the administrators, the accountants, the programmers, the project leaders and division heads, the maintenance crews and skilled labor, the camera, tech and sound teams of experts, producers and social media trackers. CBS has chosen to support this core value of innovation, quality and creativity by developing a new West Coast headquarters facility. This bridge to the future of information, media, technology and entertainment will ensure that tradition of industry leadership is advanced, maintained and reinvigorated. With the rapid impact of technology, social media and the film, music and online content on our culture, CBS continues to be at the forefront of “what’s new”. Our goal as your architectural design and creative partner is to collaborate on the most advanced creative ‘tech-tainment” facility and workplace environment in Los Angeles, and around the world. Your position in the online content, broadcast media, technology and entertainment businesses as the”eye on the world” is the result of your mission and values: creativity, insight, social responsibility, diversity, success for investors, and commitment to your customers. Those same qualities shall drive the character and realization of your new headquarters facility. Perkins+Will is recognized for its ability to dive deeply into a client’s culture and work closely with you and your leadership team to create a facility that is a reflection of your goal to “operate on the leading edge of media”. Perkins+Will offers an 85 year legacy of innovation, quality and creativity. When clients seek new paradigms and environments to accomplish their goals they turn to Perkins+Will. When UCLA, The Johns Hopkins Hospital, the LA Lakers, the LAPD, the US Coast Guard, Bank of America, Allen Institute, Bank of Canada, Haworth, LA Metro, USC, Annenberg Foundation sought a team to realize the opportunity to transform their organizations with new facilities they asked Perkins+Will to be their partners. SECTION 02. CONCEPTUAL DRAWINGS CONCEPT DESIGN DESIGN NARRATIVE THE EXPERIENCE BUILDING PERFORMANCE+OCCUPANT COMFORT
Since the beginning of the 20th century Southern California’s Mediterranean climate has inspired architects to dream up new ways of extending indoor spaces to the outdoor landscapes that surround them. From the famous sleeping porches of the gamble house, to the sleeping baskets at the Schindler house, to the open plan and outdoor kitchens of John Entenza’s case study movement; southern California is known around the world for these pioneering designs.

In our proposal, we bring this spirit of innovation and California climate opportunism to the workplace in a state of the art, smart building. This is accomplished with a single bold stoke which inserts a terraced outdoor courtyard into the core of the structure. The tempered and partially covered space becomes the center of productive and social interaction while interconnecting all levels with a set of large urban scaled terraces. More than just circulation, the space becomes a destination for everything from large gatherings to informal meetings. As occupants and visitors travel between the glazed lobby and the ceremonial stair, on to the central terrace and connect up to the roof terraces; the lines between inside and out is carefully blurred.

Vertical connectivity Breaking the mold of isolated floors in a typical office building with a series of continuous vertical terraces which stitch all levels together into a single interconnected floor plate. This unique covered and tempered outdoor environment creates an interconnected network of working and meeting spaces at the heart of the building. Here various departments that were once spread across LA and New York come together to socialize and share ideas.

SITE / LOCATION By building their new home in southern California, the CBS team can take advantage of opportunities unavailable in most other parts of the world. While a building of comparable size in New York would have to be entirely enclosed, a building in Studio City provides 20,000 square feet of flexible indoor-outdoor space that can accommodate a variety of functions, such as social and public events, meetings, or relaxation.
geometry paired with a highly sophisticated white-fritted façade system results in a monolithic “white rock” appearance, which honors the company’s legacy and culture while contrasting the new building’s design with CBS’s New York Headquarters.
Located in the heart of the Studio City, facing Radford Avenue and Ventura Boulevard, the proposed project uses appropriate size and deliberate material selection to demonstrate mindfulness and respect towards its neighborhood’s culture and context. Simple and elegant

2. CONCEPTUAL DRAWINGS / The Experience
THE EXPERIENCE We enter into a double high lobby space, as we approach the reception kiosk, which sits in front of s stunning, doublehigh structurally glazed wall, behind which is two stories of bamboo and greenery. We are receiving bold, bright natural light from the open-sky courtyard, and as the light filters in. As we ascend up the grand stair to the mezzanine level, for the first time we are now experiencing the heart of the design – the vertical circulation core. Beyond the circulation core, we have immediate access to the executive screening room and lounge. As we move up through the vertical circulation core, I have the option to directly access my office, or if I am visiting for meeting or event, there is accessible conference areas on the ground and mezzanine levels, which open up to the sub-central winter garden space. Now, for the first time I am starting to engage in the indoor/outdoor office experience. Even if you are here for a regular meeting, the working spaces on the ground floor are glazed and open to the bamboo garden.

EXECUTIVE EXPERIENCE As you pull into the subterranean, exclusive parking garage, you have immediate access to the executive elevator. The smart-building technology has the ability to recognize when you have arrived, and in turn, it alerts a response from your support staff. When fully engaged in the executive suite experience, you have access to 365 degree panoramic views from the rooftop terrace of the entire basin and the hills. You invite your morning guests to lunch at the executive dining facility. When it’s time to head down to the screening room on the mezzanine level, you have a preferred, direct-access to the express elevator that takes you directly down to the pre-function area, located next to the screening room. If you have a meeting on any other floor, we have placed the conference rooms immediately adjacent to the main building core. When you do have a meeting on other floors, you are not subjected to walking thru an entire floor of open office.

HIGH PERFORMANCE ENVELOPE CBS HQ’s envelope features solar shading on the south face, glazing with low solar heat gain and thermal transmittance properties, robust insulation, and adaptive ceramic fritting for maximizing daylighting while controlling glare. Together they can reduce energy demand up to 10% while improving comfort for building occupants. PLUMBING STRATEGIES Collected cooling coil condensate, storm water, foundation water, and grey water will be used for landscape irrigation, cooling tower make-up water, and for toilet flushing. Low-flow plumbing fixtures will further improve efficiency of water usage.
CICTERN
SOLAR THERMAL FOR DOMESTIC HOT WATER
PHOTOCOLATIC PANELS Solar photovoltaic panels mounted on the high roof can provide 1 to 5% of the building’s total energy demand. This area can support a 280 kW system capable of generating 450,000 kWh per year of clean energy to reduce operating costs and total GHG emissions. GREEN ROOF A green roof on the lower roof areas can remove 50% of the annual rainfall volume from the roof area, reduce heat loads on the building, improve the microclimate and provide an iconic feature similar to the green roof at Black Rock.

2. CONCEPTUAL DRAWINGS / Sustainability Efforts
WINTER GARDEN / COURTYARD The courtyard is a key sustainability feature that provides a range of benefits, including access to natural light, facilitation of natural ventilation, biophilic enhancement and outdoor space. NATURAL VENTILATION Operable windows will allow for mixed mode natural and mechanical ventilation for improved air quality and comfort. Natural ventilation may be used up to 60% of the year. Doors at ground level and openings above the electrical rooms at the mezzanine level will create cross flow natural ventilation to move air up through the courtyard and promote comfort and reduce energy demand.
LIGHTING STRATEGIES The design maximizes the use of natural daylight through the introduction of a central courtyard. The resulting increase of perimeter daylighting may improve productivity by 5 to 15% and reduce energy consumption by up to 8%. Furthermore, such features as daylighting controls (simple / local control and / or shading integrated), low-voltage lighting (occupancy sensor and timeclock lighting control), and task-ambient lighting design (LED task lighting) will provide more control over energy usage. HVAC STRATEGIES Low-energy passive HVAC options will be developed to provide additional energy reductions up to 10% of baseline demand. They include, but are not limited to:
• Decoupled cooling and ventilation approach to minimize energy use • Dedicated outside air system (DOAS) to provide outside air in decoupled ventilation and cooling approach • Energy recovery wheels on highefficiency run around loops • Passive chilled beams (radiant panels), considered in appropriate spaces • Demand control ventilation (DCV) - occupancy and / or CO2based control (integration with lighting occupancy sensor) • Low-temperature heating hot water will be used to serve preheat, reheat, radiant and perimeter heating devices • Heat recovery chillers (sized for simmultaneous heating / cooling load)
