Fuel surcharges: What travel advisors are hearing from clients BY CINDY SOSROUTOMO TORONTO — Airline fuel surcharges have become yet another reality of today’s turbulent travel landscape as carriers grapple with higher fuel costs. But are the added fees causing travellers to rethink their vacation plans? That’s the question many in the travel industry have been asking after several carriers introduced or adjusted fuel surcharges in recent months in response to elevated aviation fuel costs linked to the conflict in the Middle East. While Porter Airlines recently reduced its temporary fuel surcharge on VIPorter reward flight redemptions from $40 to $20, and WestJet lowered the surcharge on companion voucher bookings from $60 to $40, Air Canada Vacations continues to apply its $50-per-passenger fuel surcharge, citing ongoing uncertainty in the region. For travel advisors, the good news is that demand remains steady despite the additional fees. “My clients have questioned the extra fees, but it seems to be just one more of those costs that we really have no control over because of the current situation in the world,” said Scott Penney, Travel Advisor with The Travel Agent Next Door in Stewiacke, NS. “Clients who are committed to travelling will pay it.” Kim Hartlen, owner of Kim Hartlen Travel in Halifax, echoed that sentiment. “To be honest, it was something that concerned clients a few months ago, but I’m not hearing much about
it now,” she said. “Clients are still planning travel. It’s on their minds, but it’s not stopping them.”
“We’ve seen approximately a 30% to 40% increase in flight prices compared to 2025,” said Dudley.
QUESTIONS BEYOND SURCHARGES
Those higher prices are having a greater influence on booking decisions than fuel surcharges alone.
While the additional fees have prompted questions, advisors say some travellers have been more concerned about the broader implications of geopolitical instability than the surcharge itself. Penney said that when the fees were first introduced, several clients worried flights could be cancelled because of rumours about fuel shortages. “That caused some stress for clients,” he said. “I had a couple of clients postpone trips to Europe because they were worried flights might be cancelled. It wasn’t really about the extra fuel fee. I think that concern has now passed and clients are continuing to book. It’s just one more cost they have to pay.” Shalene Dudley, Owner and Lead Travel Concierge in Oakville, ON, said questions about fuel surcharges themselves have also subsided. “The questions about fuel costs have died down from our clients booking packages,” she said. “Overall, though, flight costs have seemed to skyrocket.” Instead of focusing on individual fees, clients are increasingly looking at the total cost of their trip.
THE BIGGER CONCERN While fuel surcharges have attracted attention, advisors say the larger issue is the overall increase in airfare.
“Many last-minute requests for flights have made consumers change their plans,” she said. Marianne Vogel, CTC and owner of Just for You Travel & Consulting in Dundas, ON, has also noticed clients questioning airline pricing. “When clients see a relatively low base fare but hundreds of dollars in taxes and surcharges, they naturally want to understand where those costs are coming from,” she said. Vogel added that some clients have noticed changes in how airlines describe various fees. “Some are asking whether what was previously listed as a carrier-imposed fee is now being identified as a fuel surcharge. They’re paying much closer attention to the breakdown of airfare than they used to.”
TRAVELLERS ARE ADJUSTING Despite higher costs, most advisors say travellers are adapting rather than cancelling vacations altogether. Hartlen has actually noticed the opposite of what some might expect. “If anything, I’ve seen clients stay longer,” she said. “Because airfare represents such a significant portion of the overall trip cost, they’re choosing to maximize the value of their vacation. Rather

than shortening their trips, they’re extending their stays.” Others are making different adjustments. Dudley said some clients are shortening vacations or considering alternatives. “Sun-and-sand clients have been looking at cruises or shorter stays,” she said. “We’ve also had to remind clients about the importance of booking earlier.” Some travellers are also becoming more flexible with how they fly. “We’ve had clients become more open to U.S. airlines with connecting flights if it helps save money,” Dudley said. “That gives them more options.” Valerie Murphy of Direct Travel in Waterloo has noticed fewer spontaneous bookings.
introduced fuel surcharges, many say transparency will be key if travellers are expected to accept the added costs. “I understand that airlines have operating costs that fluctuate, including fuel,” said Hartlen. “The key is making sure pricing remains competitive and transparent. Clients want to know the total cost upfront so they can make informed decisions, and that’s what helps build trust.” She added that clear pricing also benefits advisors. “When travel is priced competitively and transparently, it makes it easier for travel advisors to sell and gives clients the confidence to book.” Penney believes most travellers recognize airlines are facing higher operating costs.
“With the cost of living being so high right now, I’m concerned people will forgo their usual travel plans just to keep up with everyday expenses,” she said. “It’s frustrating how everything seems to affect the travel industry.” Dudley believes fuel is only one part of the affordability challenge facing travellers. “It seems there’s more going on than just fuel surcharges based on the overall increase in pricing,” she said. “Leisure travel is slowly becoming further out of reach for many. Clients have to decide whether to increase their travel budget or simply travel less often.”
OPTIMISM DESPITE ADDED COSTS Even with airfare remaining elevated and fuel surcharges adding another layer to travel costs, advisors say one thing hasn’t changed: Canadians still want to travel.
“The enquiries I do have are for winter or next year,” she said. “There aren’t many last-minute enquiries right now, and a lot of clients are shocked by the prices.”
“I understand that airlines need to recover some of those costs,” he said. “For most of my clients, even though it’s an inconvenience and another fee they have to pay, it’s relatively small, so they’ll pay it if they want to travel.”
Vogel is also seeing clients become more cautious with their travel spending.
At the same time, he’s encouraged to see some carriers already reducing the surcharge.
“People are really choosing carefully where they go and how much they’re willing to spend,” she said. “Some are already looking at deals for 2027, while others are choosing staycations or shorter domestic trips.”
“It’s a positive sign,” he said. “My concern is that once these fees are introduced, they can become permanent.”
As airlines begin reducing some temporary surcharges, advisors hope the trend continues. But regardless of what happens next, they expect travellers will continue weighing value over individual line items.
Murphy also understands the reasoning behind the fees but worries about their cumulative effect alongside broader cost-ofliving pressures.
For now, fuel surcharges appear to be more of an irritation than a deterrent – another expense to factor into the vacation budget rather than a reason to stay home.
TRANSPARENCY MATTERS Although advisors generally understand why airlines have
While clients may be booking further ahead, comparing more options and paying closer attention to airfare breakdowns, the desire to take vacations remains strong.

Wales of a time with WestJet & VisitBritain, in Cardiff and beyond BY VIVIAN VASSOS
WESTJET MILESTONE
CARDIFF — The bells of St Davids Cathedral are ringing, marking the afternoon hour with five clear clangs. The cathedral is stark under the late day sun; a behemoth built in honour of St David, the patron saint of Wales.
My pilgrimage started in Toronto, when I boarded WestJet’s inaugural flight to Cardiff, the capital of Wales. “The launch of seasonal service between Cardiff and Toronto is an exciting milestone both for WestJet and the communities the route serves,” said Chris White-DeVries, WestJet Senior Manager Hub Strategy and Airport Affairs. Cardiff airport is much quieter than arriving at Heathrow, and the modern and fast entry process is much appreciated after the overnight flight.
It’s also the name of the 'city’ in which it lies. I put the word 'city’ in quotes because St Davids is Britain’s smallest, automatically given the designation because it’s built around a cathedral. We’ve visited towns and villages that are twice the size and then some, but without the presence of a cathedral, they remain just that. St Davids Cathedral is fascinating, as much for its more than 1,400 years of history as the site on which it was built. Rather than sitting atop a hill looking down on its congregation, the

building is almost hidden. Walk to the end of the high street, emerge through a stone archway and there, in a hollow below, you find it, spreading its cross-shaped arms welcoming pilgrims since its now-dilapidated neighbouring monastery was established in the Middle Ages.
Cardiff is a vibrant capital, full of youthful energy, a product of it being a university town, a sports town (it’s one of the few cities in the UK where the stadium is located in the city centre) and the wealth of green spaces and pedestrian-only streets lined with pubs and shops, both local and recognizable chains. A food tour with Loving Welsh Food showcases a variety of Welsh and British cheeses and a most sweet delight: the Welsh Cake. Castle are closed but no matter. More than 600 castles dot the Welsh landscape, many of which are open to the public.
SHOW ME THE MONEY Speaking of castles, Caerphilly is one of Wales’ largest – a partially intact, 13th century medieval marvel – and an easy drive from Cardiff. In areas where you can still explore, there are interactive video projections and reenactments guiding you through the rooms. Families and history buffs will especially enjoy how Caerphilly’s history and its impact on the local lands are played out. A peek into the dry moat reveals two giant sculptures of dragons – one red (the red dragon is a symbol of Wales) defeating its rival, the white. It’s time to show me the money, and Wales has a license to print it or, rather, strike it. The Royal Mint is where all the coins in Great Britain are forged and we’re on The Royal Mint Experience tour that takes us all the way back to when the first coin was struck in The Tower of London in 886. The shiny objects that fall to the bottom of our pockets or end up in piggy banks are also stunning artworks and reflections of our times. The sprawling green space is also home to the Great Glass House, the world’s largest single span glass greenhouse, designed by Sir Norman Foster. Meant to look like a giant raindrop, it sits on a hillside like a landed UFO. Inside, it gives refuge to some of the planet’s most endangered plants. A local women’s choir is performing in the courtyard of the cafe – choirs, especially male choirs, are another thing Wales is famous for.
TENBY’S COASTAL CHARMS Tenby is a coastal town that feels a bit like St. John’s, Newfoundland, with its rainbow pastel Georgian townhouses situated cliffside but with broad beaches down below. In its statement last week Air Canada said it will recoup 50-60% of its higher energy costs in Q2. Higher costs overall, rising market uncertainty and the advent of
artificial intelligence are also at play, said the carrier. Air Canada spokesperson Peter Fitzpatrick said the airline could not speculate on whether commission rates might rise as fuel prices come back down. Slater warned of potential unexpected consequences for Air Canada. “They need to be aware that travel advisors are watching and very careful to pick the suppliers based on who’s going to service our clients the best — and who also is going to support us the best,” she said. “If they’re not going to do that, that’s their choice. But we also have choices.” While easing tensions in the Middle East have had a positive effect on the price of oil, industry experts have warned that it could take months for airfares to come down, if at all. During United Airlines’ Q1 earnings call, EVP and Chief Commercial Officer, Andrew Nocella, said, “the longer consumers pay these prices and airlines get used to this revenue stream, the more likely it is to stick.”

CBSA updates connection process for international travellers
Canada, Mongolia expand air transport agreement to allow direct flights
OTTAWA — The Canada Border Services Agency (CBSA) says its Free Flow International-to-International Transit process improves the traveller experience while maintaining the security of Canada’s border.
OTTAWA — Canada and Mongolia have expanded their bilateral air transport agreement, paving the way for direct flights between the two countries for the first time.
With this process international passengers skip in-person border check-ins and go directly to their next flight. Instead of travellers having to stop at customs, airlines will provide the CBSA with travel information. Passengers heading from one international destination to another via a participating Canadian airport no longer need to physically meet with a border services officer or check in via a kiosk. Air carriers are required to collect and share passenger flight details (final destination and scheduled departure time) directly with the CBSA to verify that travellers have left the country as intended. Passengers must still carry the proper visas and travel documents for their final destination, including a confirmed airline ticket for an international flight departing Canada within 24 hours of their arrival. The streamlined system has been successfully tested and is available at Vancouver International Airport, Toronto Pearson International Airport (Terminal 1), and Montréal–Trudeau International Airport.
Announced by Steven MacKinnon, Minister of Transport and Leader of the Government in the House of Commons, the updated agreement is designed to strengthen connectivity, support trade diversification, boost tourism and improve transportation links between Canada and the emerging Asian market. “Mongolia is an emerging market and I’m pleased to see this expanded air transport agreement, which will unlock exciting new opportunities for travellers and businesses in both our countries,” said MacKinnon. Under the expanded agreement, airlines from each country will be permitted to operate up to three weekly passenger-combination flights. The agreement also provides for unlimited weekly allcargo services and grants open fifth freedom rights for cargo operations, allowing airlines to operate flights between two foreign countries provided the service either originates or terminates in the carrier’s home country. The original Canada-Mongolia Air Transport Agreement was signed in 2018. According to the federal government, this marks the first expansion of the agreement. The Government of Canada said it continues to pursue new and expanded air transport agreements to improve international connectivity and increase options for both travellers and cargo shippers. Canada currently has air transport agreements or arrangements covering more than 125 countries.

Ontario Blue Cross launches Canada’s first weather-based travel insurance coverage TORONTO — Ontario Blue Cross has launched what it says is Canada's first weather-based travel insurance product, introducing a new coverage option that automatically compensates travellers when rain significantly disrupts their trip. Called Rainy Day coverage, the new offering is designed to address a common travel frustration that has traditionally fallen outside the scope of travel insurance. The parametric insurance product uses
automated weather monitoring to determine eligibility for compensation, eliminating the need for travellers to submit claims or supporting documentation. “We're turning a common travel frustration into a tangible benefit for travellers,” said Anne-Gaëlle Le Hénaff, VicePresident, Commercialization, Ontario Blue Cross. The company noted that while conventional travel insurance products protect against major unexpected events that can derail a trip, there has been no mechanism – until now – to compensate travellers when poor weather affects their vacation experience.
THE NEW OFFERING IS DESIGNED TO ADDRESS A COMMON TRAVEL FRUSTRATION THAT HAS TRADITIONALLY FALLEN OUTSIDE THE SCOPE OF TRAVEL INSURANCE
HOW IT WORKS Rainy Day coverage relies on an advanced weather algorithm to automatically monitor weather conditions throughout the trip. If rainfall at the insured destination exceeds the threshold specified in the policy and all coverage conditions are met, travellers are automatically notified and invited to receive compensation. Compensation includes: •
$100 per covered rainy day, per contract
•
No proof required and no claims to file
•
Automatic payment via Interac e-Transfer within two business days
The new coverage is available as an add-on to Emergency Medical Care (EMC), Trip Cancellation and Interruption, and the 3-in-1 Package for trips to Mexico, Cuba, the Dominican Republic, the United States, Canada and Europe. Coverage must be purchased at least 14 days before departure. For more information, click here.

Air Canada names Anko Van der Werff as next President and CEO MONTREAL — Air Canada has named Anko Van der Werff as its next President and Chief Executive Officer, with the longtime international aviation executive set to take the helm by the end of January 2027. Van der Werff, who currently serves as President and Chief Executive Officer of Scandinavian Airlines (SAS), will also join Air Canada's Board of Directors. He succeeds Michael Rousseau, who announced earlier this year that he would retire after 19 years with the airline. The appointment follows what Air Canada described as a comprehensive global search for its next leader. Air Canada said the executive search evaluated candidates from around the world using a range of performance criteria, including the ability to communicate in French. “Our Board of Directors was impressed by the quality of experienced executives from around the world who expressed interest in the role,” said Vagn Sørensen, Chair of the Board. “We are delighted to have attracted and recruited an executive of Mr. Van der Werff’s stature to lead Air Canada. He has an exceptional breadth of international aviation experience and a proven 25-year track record, including his most recent forward-looking executive leadership at Scandinavian Airlines, Avianca Group, and Aeroméxico and earlier at KLM Royal Dutch Airlines (now Air France-KLM) and Qatar Airways.
Anko Van der Werff
“We are confident he will drive further value-creating growth and transformation while maintaining our commitment to disciplined capital allocation.” Van der Werff said he is looking forward to leading Canada's largest airline and relocating to Montreal. “Air Canada is a globally recognized airline leader. It is an honour to be chosen to lead this iconic Canadian company as it advances its ambitions and strategy, builds on its award-winning employee culture and customer value proposition, and prepares for an even brighter future,” said Anko Van der Werff. “I look forward to working closely with Air Canada’s talented executive team and with all employees to fulfil our commitments to shareholders and customers. I am excited about relocating to Montréal and eager to get started.” Rousseau's retirement will take effect on Aug. 31, 2026. During the transition period, Air Canada's Executive Committee will report directly to the Board of Directors, with Rousseau remaining available as needed to support the leadership handover. Sunwing sees bookings shift to DR and Mexico following Cuba suspension TORONTO — Sunwing Vacations is reporting a significant shift in booking patterns following the temporary suspension of its Cuba program earlier this year, with the Dominican Republic, Mexico and several other sun destinations seeing strong year-over-year growth. As Canada’s largest vacation provider to Cuba, Sunwing accounted for well over half of the country’s overall capacity to the destination this past winter. Since suspending operations to Cuba, the company says bookings to the Dominican Republic have increased by 50% compared to last year. “Canadian guests remain highly intentional about how they spend on travel, with value continuing to play a major role in destination choice,” said Deana Murphy, Vice President, Sales & Business Development, Sunwing Vacations. “As travel demand evolves, we’re seeing guests gravitate toward destinations that offer a strong balance of affordability, quality resort experiences and the warm hospitality guests value most.” Within the Dominican Republic, Puerto Plata and Samaná have recorded the strongest growth. Sunwing says bookings to Puerto Plata are up 60% year over year, while Samaná is also experiencing significant gains following expanded air service, resort options and experiences. “Properties such as Eurostars Grand Cayacoa are emerging as strong alternatives for guests who previously vacationed in Cuba, offering a compelling mix of affordability and unique local charm,” continued Murphy.
Mexico has also attracted a growing share of displaced Cuba demand and now accounts for a significant portion of Sunwing’s overall bookings. According to the company, approximately onequarter of travellers affected by the Cuba suspension have opted for Mexico, with Cancun leading bookings. Cozumel and Mazatlán are also seeing increased demand from travellers seeking value and a broad selection of resorts. Sunwing says destinations that share some of the characteristics that have traditionally attracted Cuba travellers are also benefiting from increased demand. Mazatlán, for example, has experienced year-over-year booking growth of more than 70%, while Puerto Plata continues to appeal to travellers looking for affordable beach vacations. The company is also seeing increased interest in destinations offering local culture and immersive experiences. Bookings to Liberia, Costa Rica have doubled year over year, while Rio Hato, Panama has recorded a 35% increase. Meanwhile, the Bahamas continues to attract travellers seeking beachfocused vacations, with bookings to Freeport increasing by more than 20% compared to last year. Despite strong growth in alternative sun destinations, Sunwing says it remains optimistic about Cuba’s longterm future and its importance to the company’s business. “Cuba has been an important part of Sunwing’s story for many years, and we remain hopeful for the destination’s future and the communities that have long welcomed Canadian guests,” said Murphy. Guests affected by the Cuba program suspension can access the latest updates and available travel options through Sunwing’s Cuba travel updates page.

Here’s why Sandals 2.0 in Jamaica will be worth the wait
include the arrival of Buccan in its first waterfront setting in Jamaica, serving island favourites cooked over an open flame, as well as Jamaica’s first Scrimshaw seafood restaurant.
MONTEGO BAY — It’s clear from the renderings that the ‘Sandals 2.0’ renovations for Sandals Montego Bay, Sandals Caribbean Cay (formerly Sandals Royal Caribbean) and Sandals South Coast will make the reopenings for these popular properties worth the wait.
Bay Roc Rum Club, a signature rum experience, features hand-painted murals, memorabilia and creative cocktails. The space is inspired by the property’s origins as Bay Roc Hotel & Villas and the rise of Caribbean music. Also at Sandals Montego Bay, the Caribbean’s first-ever swim-up bar is part of Parisol Beach Club, where the original bricks, carved with decades of guest names, have been preserved as a tribute to the resort’s history.
Shuttered since October 2025 after Jamaica’s hit from Hurricane Melissa, with new reopening dates announced in March 2026, the three resorts are coming back better than ever with brand new room concepts, new dining venues and more, all to the tune of US$200 million. “Jamaica is at the heart of the Sandals story, and these investments reflect our commitment to its future,” said Adam Stewart, Executive Chairman, Sandals Resorts. “For us, dreaming bigger wasn’t about adding more. It was about creating a Sandals 2.0 experience that also feels connected to our home. Every decision and detail was shaped by that idea. From new cuisines rooted in Jamaica’s traditions to spaces designed to reflect the island’s natural beauty, this next chapter is about building on that legacy and continuing to move the guest experience forward in a way that is not only elevated but evolved.”
SANDALS MONTEGO BAY REOPENING DATE: DECEMBER 18, 2026 A transformed welcome experience sets the tone at the 255-room flagship property, with a lobby design framed by views of the Caribbean Sea. A completely redesigned main pool will serve as the social heart of the resort, complete with new swimup accommodations and oceanview suites. Culinary additions
SANDALS CARIBBEAN CAY REOPENING DATE: DECEMBER 18, 2026 The newly rechristened Sandals Caribbean Cay is expanding with 84 new rooms, bringing the total room count to 291. New room categories include Sandals’ SkyPool Suites overlooking the ocean, new Swim-up Suites and coming in June 2027, new Oceanview Butler Suites. New dining venues include Suppa, a homegrown supper-style restaurant featuring Jamaican comfort food, and the Keynote Rum Bar. Heart & Sol serves grab-and-go juices, sandwiches and nourishing bowls. Parisol Beach Club is coming to
the resort’s private island, Sandals Cay. Guests can enjoy the new dining venue Parisol or grab a bite at the Jerk Shack. Additional resort highlights include a new fitness centre with ocean views and Overwater Butler Villas set above the waters of Sandals Cay.
SANDALS SOUTH COAST REOPENING DATE: NOVEMBER 18, 2026 The 380-room Sandals South Coast, surrounded by a 500acre nature preserve, is bringing back its iconic Overwater Butler Villas with refreshed interiors. The brand’s first-ever Beachfront Club Two Queen Junior Suites, ideal for groups traveling together, will also make their debut. BLUM, serving Jamaica’s Blue Mountain coffee alongside artisanal pastries and light bites, and Butch’s Island Chop House, making its debut on Jamaica’s south coast with a dedicated martini bar, will star at Sandals South Coast along with a new rum bar, which will become the fourth in the island’s collection. Stewart has more details about Sandals’ next chapter in Jamaica on the latest Sandals Palmcast. Advisors are also invited to check out www.sandals.com/greatJamaica-comeback or connect with their local BDM or Inside Sales at 1-800-545-8283.

G Adventures resumes Jordan tours after threemonth pause TORONTO — G Adventures is resuming operations in Jordan next month following a three-month pause prompted by conflict in the Middle East and elevated travel advisories. The small-group adventure tour operator confirmed that departures will resume on Aug. 1 after Canada relaxed its travel advisory for Jordan in late June from Orange Level 3 (avoid all non-essential travel) to Yellow Level 2 (exercise a high degree of caution). The restart comes after G Adventures temporarily suspended Jordan departures earlier this year, citing persistent flight disruptions and higher travel advisories that affected travellers' ability to obtain insurance coverage. At the time, the company emphasized that conditions on the ground remained calm and that traveller safety would continue to guide its decisions. “We’ve always been quick to return to destinations as soon as it is safe to do so, because we've seen time and again the vital role tourism plays
in supporting local communities and livelihoods,” said Michelle Hudema, Chief Operating Officer for G Adventures. “Jordan holds a special place for us. Following our GX Summit in September 2025, we welcomed new communities and local partners into our tours and supply chain, and we're eager to resume operations and continue creating opportunities through the power of sustainable travel.”
More than 700 travel advisors, suppliers, travellers and media gathered in the country last September for the GX Summit. According to the company, the event contributed to a 186% increase in traveller numbers in the months that followed and helped expand the number of community tourism experiences included in its Jordan itineraries from two to eight.
