EXECUTIVE SUMMARY MPE Engineering Ltd. (MPE) was engaged by the Town of Vegreville (Town) to provide a 20-year facilities master plan for the 24 buildings located on 17 sites owned by the Town. Building condition as well as functionality assessment were completed for these buildings to determine any deficiencies and lifecycle replacement of the structural, mechanical and electrical components of the buildings in the next 20 years.

The buildings are generally in good condition in terms of their structural, mechanical and electrical components. Within the next 20 years, the majority of the work is recommended to be focused on the upgrade and replacement of existing mechanical and electrical systems in the buildings. The Town Administration Building and the Museum both have concerns with moisture in their basements and this should be remediated as soon as possible.

The buildings described in this report are generally well designed for the use intended with the exception of the Town Administration Building and the Public Works Site. These two buildings are currently in need of additional space as required by the Town departments occupying these buildings.

The Town Administration will be able to expand once the RCMP has relocated to its new location.

However, with the sale of the 6620 HWY 60A Building, the existing Public Works Site does not have any capacity to store the material and equipment currently stored in the 6620 HWY 60A Building.

Recommendations are provided, complete with cost estimates, in this report for both short- and longterm solutions for the storage problem at the Public Works Site.

1.0

INTRODUCTION

The Facilities Master Plan developed within this report is to provide the Town of Vegreville with a list of repair, replacement and renewal of the structural, mechanical and electrical components of 17 sites for the next 5, 10 and 20 years. The report is completed in two main parts: Facilities Needs Assessment and Facilities Master Plan.

1.1

Facilities Needs Assessment

This Facilities Needs Assessment identifies the building lifecycle for 24 buildings at 17 sites owned by the Town and the functionality requirement for 10 of these buildings. The purpose of this assessment is to provide the Town with a list of facilities needs for the next 20 years in order to stay up-to-date on the planning of lifecycle replacement.

Facilities Master Plan

The Facilities Master Plan utilizes the facilities needs information from the building assessment and prioritizes all identified facilities needs for the next 5, 10 and 20 years. The priority of the needs is based on the theoretical life expectancy on the system. It is advised that because the rate of deterioration of each component can change as a result of unforeseen conditions, the Town should review the Master Plan at least every five years in order to adjust for these unforeseen conditions. The Town may also adjust the Master Plan in order to meet the Town’s yearly budget.

2.0

FACILITIES NEEDS ASSESSMENT

The Facilities Needs requirements are based on three categories: 1. Building Condition Assessment 2. Functionality Review 3. Demography Review A building condition assessment for all the buildings was completed visually, as well as by review of available drawings provided by the Town, with regard to the structural, mechanical and electrical components of each building. From the visual review and drawings, MPE has developed a list of deficiencies and recommendations.

Please note that the deficiencies and recommendations are provided based on a cursory review (nondestructive) of the buildings. Components that are inaccessible or concealed were not reviewed. Further investigation may be suggested in the event that MPE suspects inaccessible or concealed components require repair or replacement. The Town should also understand that MPE’s review is only a snapshot of the condition of the building at the time of review, and by no means provides an accurate measure of the rate of deterioration of the components. Rate of deterioration is highly dependent on the usage, environment and maintenance; therefore, any changes in the above-mentioned conditions may result in an increase or decrease in the component’s life expectancy. The life expectancies provided in the report are an estimation of the life of the components and provided as guidelines. These guidelines provide an idea of when a component is recommended to be replaced prior to complete failure or high-cost repairs and a chance to budget for the potentially high cost of replacement or repair. This replacement or repair is not mandatory if the component in question is still in good condition even though the component is close to the end of its life cycle. The Facilities Needs should be reviewed and modified as needed to fit within yearly budgets as well as to accommodate new replacements or repairs as required.

2.1

Aquatic & Fitness Centre

2.1.1

Building Description

The Aquatic & Fitness Centre is a single-storey building constructed in 1982, located at 4509–48 Street, Vegreville, Alberta. A building used as an indoor swimming pool is classified as a Group A, Division 3, Assembly Occupancies of the Arena Type in accordance with the Alberta Building Code (ABC). The Aquatic & Fitness Centre is constructed with non-combustible construction. The building is not sprinklered. The building area is approximately 1900 m2.

Town of Vegreville Facilities Master Plan – Final Report The building consists of a swimming pool area, fitness area, offices, a coffee area, and houses the staff of the Department of Recreation and Facilities.

2.1.2

Structural Assessment

AQUATIC & FITNESS CENTRE SWIMMING POOL

The building consists of a steel roof deck supported by a combination of open web steel joists, steel beams and 200 mm thick concrete block walls. The mezzanine floor consists of reinforced concrete slab supported by load bearing concrete block walls. The 35-year-old building is well-maintained and in good condition.

Structural components of this building generally have a life expectancy of 75 to 100 years if the components are well-maintained.

2.1.3

Electrical Assessment

The building is served by a 347/600V, 400A service that steps down through a 112 kVA step down transformer and feeds a 400A, 120/208V CDP that then services the smaller distribution panels throughout the building. Most of the electrical panels and switchgear are Westinghouse, and most of the panels are full, with the exception of a recently added panel. Given that most of the panels are originals, these panels, or breakers in the panels, are close to the end-of-life-cycle in the next 5 to 15 years. Regular inspection is recommended. Panels near or around chemical areas should be reviewed to ensure there is no corrosion that may cause premature failure.

The fluorescent and Metal Halide HID lighting should be serviceable for the next 5 to 10 years. The fire alarm panel is a conventional Notifier Series 1000 system and will be at its life expectancy in the next 10 years. Regular inspection is recommended at the time.

Mechanical Assessment

The Aquatic Centre is heated and cooled using a combination of furnaces, air handling units, boilers and rooftop units. Most of the larger HVAC equipment is original to the building and is, therefore, approaching its service life. A number of smaller HVAC components have been replaced as they have failed. The building would also be able to operate more efficiently with the addition of a working building management system. The domestic water heaters are newer and in good condition. Due to the building being built in 1982, the water and sanitary services are likely plastic and should still have 20 years of service life remaining. The building has a Siamese connection and fire hose cabinets.

2.1.5

Functionality Review

The Aquatic & Fitness Centre provides the following functions: 

The building consists of a concourse/reception area used by the Aquatic Centre, Fitness Centre and offices for the Department of Recreation & Facilities.

The Aquatic area includes a change and shower room, swimming pool area and viewing area on the mezzanine floor. The Fitness area includes a gym and racquetball court. Part of the mezzanine floor consists of a multi-use room.

AQUATIC & FITNESS CENTRE DANCE ROOM

The Aquatic & Fitness Centre includes five office spaces, a meeting room, a garage bay, a reception area and a coffee/break room used by the Department of Recreation & Facilities staff. Due to configuration of the existing space, the existing coffee/break room is located in the public foyer and is visible to anyone entering the Aquatic Centre. The coffee/break room is also not outfitted with water services.

AQUATIC & FITNESS CENTRE

Users of the existing Fitness Centre, including the FITNESS ROOM Weight Room, Cardio Equipment Room and Racquetball Courts, indicated the construction of the rooms does not provide any natural sunlight; they would like to see a more open Fitness Centre that includes windows to allow natural sunlight. An Architectural review of the overall building with an emphasis on the Fitness area is recommended.

Town of Vegreville Facilities Master Plan – Final Report The current space in the Aquatic & Fitness Centre used by the Department of Recreation & Facilities is not being utilized efficiently. There is empty, unused space, none of which is suitable for a coffee room.

The existing size of the Aquatic & Fitness Centre is sufficient to house the Department; however, renovation works would be required to create a space that would meet current needs. In addition, the coffee room may also be multi-tasked as meeting space for community groups.

The functionality of the recreation needs of the Town will be reviewed by the upcoming Recreation and Culture Master Plan.

2.2

Arena

The Arena is located adjacent to the Aquatic & Fitness Centre at 4509–48 Street, Vegreville, Alberta, and was built in 1964. In accordance with the ABC, the buildings main occupancy is classified as Group A, Division 3, Assembly Occupancies of the Arena Type. The building is not sprinklered. Since this building has a designated use as an Arena, a functionality assessment was not completed on this building.

2.2.1

Structural Assessment

The building’s structure consists of concrete block walls with steel trusses and beam roof structures.

The foundation system is inaccessible and therefore cannot be reviewed; however, the superstructure does not show signs indicating any concerns with the foundation system. The overall building is approximately 53 years old. According to the Town, the Arena has undergone several upgrades over the past 53 years. These upgrades include the following: 

ARENA STEEL TRUSSES

The Arena’s existing roof system is a screw on metal roof system. Due to expansion and contraction of the metal, screws used to hold down secured roof panels come loose and cause roof leaks. According to the Town, the Arena is having issues with roof leaks and as a result, the screws need to be tightened.

However, the current roof does not have an anchoring system to allow Town employees to safely perform work on the roof. It is recommended that roof anchors be installed on the Arena roof to meet the Occupational Health and Safety Code requirement.

The building’s structure is generally in good condition. There was no sign of structural distress noted.

Concrete foundations and concrete block walls generally have a minimum life expectancy of 75 to 100 years provided they are properly maintained.

Electrical Assessment

There are two electrical services for the building. One electrical service is a 347/600V 400A Westinghouse service that supplies the ice plant, and the other is an older 347/600V 400A Dominion Electric that serves the remainder of the building. Some of the 120/208V electrical panels are original Dominion Electric panels. These panels are full and have reached the end of their serviceable life.

Regular inspection is recommended and failed breakers replaced as required. The lighting has recently been retrofitted to LED throughout the building. The fire alarm is a line voltage fire alarm system, which is extremely antiquated. It is recommended that the system be regularly inspected closely for deficiencies.

2.2.3

Mechanical Assessment

The ice plant at the Arena was replaced in 2010 and is, therefore, in excellent condition. There is a hot water heating system, storage tanks and floor heating with a boiler that were also installed around 2010. The water and sanitary services are close to the end of their life expectancy as they are more than 50 years old. Regular inspection on the existing water and sanitary services is recommended. The furnace was replaced in 2008 and, therefore, should have another 15 to 20 years of service life. No fire suppression system is in place in this building.

2.3

Social Centre

The Social Centre is located at 4802–47A Street, Vegreville, Alberta. The building is approximately 1,830 m2 and was constructed in 1983. According to the ABC, the building is classified as Group A, Division 2 Assembly occupancies. The building is not sprinklered and is constructed with combustible and non-combustible construction.

2.3.1

Structural Assessment

The building structure consists of reinforced concrete grade beams and piles. The walls consist of 250 mm thick concrete block walls filled with loose fill insulation, and the roof structure consists of plywood deck on wood joists. The building is approximately 34 years old.

SOCIAL CENTRE

The building’s structural components are in good condition. The wood framings and concrete block wall have an approximate life expectancy of 75 years if the components are properly maintained.

Electrical Assessment

The main electrical service is a 347/600V 3 phase, 200A service that sub-feeds panels throughout the building through a 112.5 KVA stepdown transformer. The electrical panels are original Square D panels and should be serviceable for the next 5 to 10 years. The lighting is primarily fluorescent and is planned to be retrofitted with LED in fall of 2017. The existing fire alarm system is a Mircom FA-101T conventional fire alarm system. This system is in reasonable condition, but due to its age, it is closed to its end of life expectancy. It is recommended regular inspection to ensure performance.

2.3.3

Mechanical Assessment

The building is heated using furnaces and rooftop units. The condition of the rooftop units is unknown; however, the furnaces were installed approximately 1990 and are, therefore, reaching the end of their service life. The water heaters were replaced more recently, likely when the new SOCIAL CENTRE washrooms were built in 2012. The water service is EVENT HALL quite old and the cast iron riser is at the end of its service life and should be regularly inspected. The commercial kitchen hoods are complete with a fire suppression system.

2.3.4

Functionality Assessment

The Social Centre is used as an event hall that can be rented from the Town. The event hall may be rented either as one hall or divided into two separate event halls. The event hall also consists of a stage that can be used for cultural performances. The Social Centre also consists of a full-size commercial kitchen.

There was a discussion within the Town’s senior management to renovate the existing Social Centre in order to accommodate conferences. This decision will be further reviewed in the upcoming Recreation and Culture Master Plan.

Multiplex (Curling Rink)

The Multiplex, also known as the Curling Rink, was constructed in 1993 and is located at 4749-45 Avenue, Vegreville, Alberta. The building is classified as Group A, Division 3 Assembly Occupancies of the Arena Type in accordance with the ABC. The building is sprinklered throughout. A functionality assessment was not completed on this building due to the specific function of the building.

2.4.1

Structural Assessment

MULTIPLEX CURLING RINK

The building is a pre-engineered steel framed building consisting of rigid frame spanning the short direction and lightweight girts spanning between the rigid frames. The foundation system is inaccessible and, therefore, cannot be reviewed; however, the superstructure does not show signs indicating any concerns with the foundation system. According to the Town, the building is approximately 24 years old.

All structural components are in good condition. The building has approximately 51 years of life remaining provided the building is properly maintained.

2.4.2

Electrical Assessment

The main electrical service is a 347/600V 400A service that supplies the curling rink ice plant and the remainder of the spaces and is metered separately. The main switch gear and most of the sub-panels are original Commander Equipment and should be serviceable for the next 15 years. Some of the 120/208V electrical panels are original Dominion Electric panels and are full. These panels will have approximately 1 to 3 years of remaining life. The electrical panels should be regularly inspected and any failed components replaced to ensure continued performance. The lighting in the rink is Metal Halide HID and fluorescent elsewhere and is planned for retrofitting to LED in fall of 2017. The fire alarm system is a conventional Edwards System and should have 5 years of life remaining. Regular inspection of the fire alarm system is recommended to ensure performance; replace as necessary.

2.4.3

Mechanical Assessment

The building was built in 1993. The boiler, air handling unit and ice plant are original to the building and the chiller component will have another 3 to 5 years of service left. The water heater will have 10 to15 years of useful service left. The cooling tower was replaced very recently and, therefore, should have 20 to 25 years of life remaining. The building was built in the early 90s and the water service should also has another 25 years of life remaining. The building is fitted with a fire suppression sprinkler system.

Town Administration Building

The Town Administration Building is located at 4829–50 Street, Vegreville, Alberta, and was constructed in 1973. This building is currently occupied by several departments including Administration, Family & Community Support Services, Infrastructure, Planning and Development and the RCMP. Based on the current ABC, the building is classified as Group D Business and Personal Service Occupancies on the Town Administration portion of the building. The RCMP portion of the building is classified as Group B TOWN ADMINISTRATION Division 1 Detention Occupancies. It is understand BUILDING that a new RCMP building is currently beginning construction in fall of 2017. In approximately two years, the Town Administration will take over the RCMP side of the building at that time. The building will then be classified solely as Group D. Please note that the RCMP side of this building is not included in this assessment.

2.5.1

Structural Assessment

The Administration Building consists of concrete foundation walls on concrete strip or pad footing. The building walls consist of concrete block walls. The roof framing was not accessible and cannot be reviewed. The building is 44 years old.

The occupant of the building indicated the basement where the Department of Infrastructure, Planning & Development resides had a high humidity level for a while. It was also noted that a constant water level presents within the conduit of the main electrical panel within the sub-basement. The presence of water has been observed within the conduit indicates a possible high water level around the building. The Town indicated they previously had problems with moisture causing damage to the original concrete walls and floors and remediation work had been done in 2011 to repair the subbasement floor and walls.

Based on the report completed by Stantec in September 2009, the original sub-basement slab had deteriorated significantly as a result of the presence of sulphate in the groundwater being in contact with the floor. The cause of the damages to the concrete floor and walls was due to the use of regular concrete instead of high sulphate resistant concrete in the original building construction. Some deterioration was also noted on the wall at the time as well. The report and the subsequent proposal by Todd Johnson Design & Construction Ltd. also noted that the building is believed to be surrounded by a high water table that caused water accumulation in the electrical conduit. Repairs were completed in 2011 to replace the original concrete floor using sulphate resistance concrete and installation of a new weeping tile (tie to existing sump) under the floor slab.

Town of Vegreville Facilities Master Plan – Final Report The humidity in the basement and the sub-basement now indicates the water table is still fairly high compared to the building. The new weeping tile installed in 2011 was not sufficient to lower the surrounding water table and humidity appears to have migrated through the walls into the building. It is understood that all the previous remediation works were completed on the inside of the building. The building’s foundation wall was not waterproofed to prevent water infiltration. However, prior to any construction work, MPE recommends consulting with a geotechnical engineer to determine the water level around the building to find out whether the underground water was general groundwater or at an isolated location due to a damaged underground waterline nearby. If it is concluded the area surrounding the building has a high water level, it is recommended to install a waterproofing layer and a foundation drainage on the outside face of the foundation wall to eliminate water infiltration through the concrete wall. A weeping tile around the building on the outside and tie to a sump are also recommended to keep water away from the building.

The Administration Building’s structure is otherwise in good condition, with no sign of structural distress. The structural components of the building, including the concrete foundation, concrete block walls and roof framing, will have an additional life span of approximately 31 years.

2.5.2

Electrical Assessment

The electrical service is a Federal Pioneer Electric 120/208V 800A service that is original to the building.

The main CDP equipment and sub-panels are also Federal Pioneer and given the age of the equipment, should be upgraded within the next 5 to 10 years or replace as it fails. The building has four separate metered areas based on the utility meters on the exterior of the building, but it is not clear how these spaces are separated from the main service. The building is equipped with a small natural gas backup generator. This generator does not meet the requirements of CAN/CSA 282. Consideration should be given to upgrading this generator in the next 1 to 3 years. The fluorescent lighting was upgraded at some point and is in reasonable condition; therefore, it should be serviceable for the next 15 years. The fire alarm is a line voltage fire alarm system, which is extremely antiquated and at its end-of-life cycle. In lieu of replacement of the fire alarm system, it is recommended to regularly perform all necessary maintenance and inspections.

2.5.3

Mechanical Assessment

The building was built in 1973 and is ventilated and cooled using packaged rooftop units that were installed in 1998. Based on this, the rooftop units should be expected to have another 10 to 15 years of service life and currently being replaced in a yearly phase in. The water heating system was replaced in 2010 and should, therefore, have another 10 to 15 years of use. The services are original and are likely to require replacement within the next 5 to 10 years and should, therefore, be inspected periodically.

The building does not have a fire suppression system.

2.5.4

Functionality Assessment

The building is currently occupied by the Town as well as the RCMP. The Town portion of the building includes Town Administration, Department of Family & Community Support Services, Department of

Town of Vegreville Facilities Master Plan – Final Report Infrastructure, Planning & Development, and Department of Finance. The building also consists of the Town’s Council Chamber and the Town’s Archive.

The Town Administration and Department of Finance is located on the second floor of the building. The Departments employ 12 full-time employees and currently occupies six offices and six cubicle spaces.

The Department also employs a summer student every year but does not have a dedicated space.

TOWN ADMINISTRATION BUILDING

The Department of Infrastructure, Planning & Development is located on the basement floor of the Town Administration Building. The Department currently employs five full-time employees that occupy four office spaces and one cubicle space (reception). The printer room is currently too small to accommodate the existing plotter which is located in the Committee room.

The Department of Family & Community Support Services is located on the main floor of the Town Administration Building. This Department employs five full-time employees with the occasional parttime (contracted) staff. In addition, the Department also employs approximately five part-time staff during the summer. The Department currently has eight office spaces, one project room, one meeting room, a reception area, two bathrooms and a storage room. All office space is being used, with the exception of one office. Two of the offices are used by contract workers who occasionally work out of the Town Administration Building.

Based on comments from Town staff, the existing Committee room on the second floor is too small for some of the common meetings that take place in this room. The Town’s Council Chamber is technologically outdated, does not have Internet access and lacks multimedia functions.

The Town Administration side of the building is fully occupied, with no room available. As the plan of the construction of the new RCMP building is in the process, it is the Town’s intent to move into the RCMP portion of the building once they have moved out (approximately 3 years).

It is understood, from meeting with the various departments, that the following spaces are currently needed in the Town Administration Building: 1. Larger printer room for the Department of Infrastructure, Planning & Development for the larger plotter 2. A larger Committee room with multimedia functions 3. Additional cubicle spaces and one additional office It is not feasible at this time to renovate the current space in order to incorporate items 1 and 3 above; however, it is recommended to renovate and upgrade the existing Council Chamber in order to use it as a Committee room as well as a Council Chamber. This will remediate the need to build a larger Committee room and at the same time, upgrade the multimedia capability in the existing Council Chamber. The current Committee room can be converted to a new front desk area if the current 11

Town of Vegreville Facilities Master Plan – Final Report Committee room is no longer necessary. This will provide a separation between the office spaces and the reception and a more user-friendly and inviting environment for the general public.

2.6

Post Office Building

The Post Office is located at 4930 50 Street, Vegreville, Alberta, and was built in 1954. MPE understands that the building is owned by the Town but is not used by any of the Town’s departments. The building is currently rented by Canada Post and a law firm. The Town is responsible for maintenance of the building.

The building is classified by ABC as Group D Business POST OFFICE and Personal Services Occupancies. A functionality review of this building was not completed. The building is likely to be occupied by the same tenants for the foreseeable future.

2.6.1

Structural Assessment

The building’s structure is unknown due to a lack of information. From visual inspection, the building’s structure is in fair condition and serves its intended purpose. Technically speaking, the structure itself is close to its end of life; however, a building’s structural integrity can be prolonged with proper maintenance and repairs. Regular walkthroughs of the building are recommended to note any unusual sagging, cracking and movement of walls and the ceiling.

2.6.2

Electrical Assessment

The electrical service is a single phase 120/240V 200A service that sub-feeds 100A panels on the main and second floors of the building and based on the age of the building, should be replaced within 5 to 10 years or replace as it fails. The lighting is fluorescent and should be serviceable for the next 10 years.

2.6.3

Mechanical Assessment

The building has three boilers that were installed in 1986 and are, therefore, expected to operate for only another 3 to 5 years. The domestic water heater is from 2016 and, therefore, expected to have another 10 to 15 years of service. The condensing unit on the roof was installed in 2016. This building does not have a fire suppression system.

2.7

Vegreville Material Recovery Facility

The Vegreville Material Recovery Facility (VMRF) is located at 5201–52 Avenue, Vegreville, Alberta, and was built in 1954. This building was originally a curling rink and converted to a recycling depot in 1993 before the Town moved in 2008.

Structural Assessment

The structure of the building consists of arched wood trusses sitting on concrete slab. The perimeter consists of a concrete wall 8 feet above ground (2440 mm). The building is steel cladded on the outside and not finished on the inside. Renovation works to convert the original curling rink to the recycling depot, and reinforcement of the existing roof framing, were completed in 2002. The roof framing was reinforced to meet the 1997 ABC and 2001 National Building Code load requirements; however, there are no drawings available for the original building and, therefore, MPE was not able to confirm construction of the foundation system.

The building consists of a mezzanine that was used as a viewing area when the building was a curling rink. The mezzanine consists of a wood framed floor. The renovation work completed in 2002 removed all interior access to the mezzanine. The VEGREVILLE MATERIAL only access is from an exterior steel staircase RECOVERY FACILITY located at the north side of the building. The columns supporting the exterior staircase, as well as one of the railings, are buckled and the stairs are not stable. The stair treads attached to the stringers are missing one bolt on each side of the tread for all of the treads. During the site visit, it was noted that the mezzanine has not been used since the renovation in 2002. In MPE’s opinion, if access to the mezzanine is not required, it is recommended to remove the stairs completely.

2.7.2

Electrical Assessment

The electrical service consists of several fused disconnects and splitters to feed the various panels throughout the building and is a 120/208V 200A fused disconnect. Numerous components of the system have been replaced throughout the life span of this building, and generally the current service should be adequate for the next 10 to 15 years. There are a number of old components remaining from the electrical system when it was used as a curling rink that are no longer in service. The lighting is fluorescent and should be serviceable for the next 15 years.

2.7.3

Mechanical Assessment

The VMRF has a high-efficiency furnace and a small electric water heater that are fairly new and, therefore, should have another 20 to 30 years of life. The unit heaters were likely installed around 1990 and will, therefore, need to be replaced within the next 5 to 10 years. The makeup air unit and radiant heaters were installed around the time of the building renovation in 2008 and, therefore, have another 20 to 25 years of service life. The sanitary service for the building is original and has experienced problems with freezing in the past. It has outlived its service life and should be replaced or inspected regularly. The water service has been replaced within the past 10 years, likely around the time the building became the recycling centre in 2008. This building is sprinklered.

Emergency Services Building

The Emergency Services Building is located at 5100– 60 Street, Vegreville, Alberta, and was built in 1997.

The building is a two-storey and is occupied by the Fire Department as well as the Emergency Medical Service (EMS). Located at the northwest part of the Town, the location provides immediate access to Highway 857 as well as Highway 16A. The building consists of 10 garage bays for storage of fire trucks and EMS vehicles, as well as offices, storage, training area and sleeping quarters. The building size is approximately 1,100 m2. It is classified as Group F, Division 3, LowHazard Industrial Occupancies as per the ABC. The building is not sprinklered.

2.8.1

EMERGENCY SERVICES BUILDING

Structural Assessment

The Emergency Services Building structure is a pre-engineered steel building. According to available drawings, the building’s structure consists of steel roof purlin and beams supported on steel columns.

The second floor framing in the office area consists of open web steel joists and steel beams supporting a steel composite deck. The roof framing consists of open web steel joists and steel beams supporting a steel deck. The building’s foundation system is assumed to be concrete grade beam and piles.

The building is approximately 20 years old and the building’s structure is in good condition. There is no sign of structural concern noted. If maintained properly, the structural components should have a remaining life span of approximately 55 years.

2.8.2

Electrical Assessment

The electrical service is a 120/208V 400A service. The main CDP and panels are Federal Pioneer and based on the age and condition of the building, should be serviceable for the next 20 years. The electrical system has an emergency generator connection that is a pin-and-sleeve connector on a tech cable that connects to the manual transfer switch. The generator is a portable unit that can be used at multiple locations. The lighting is fluorescent and should be serviceable for the next 10 years.

2.8.3

Mechanical Assessment

All of the mechanical systems, with the exception of the new weeping tile system, are original to the building, which was built in 1997. The office area on the main level is heated, cooled, and ventilated with a furnace, and the upper level uses a gas-fired rooftop unit. The shop space is heated using radiant tube heaters, and ventilation is provided with exhaust fans to draw in fresh air, with additional fans and fresh air louvers when elevated CO2 levels are detected. Consideration should be given to changing these to CO/NOx sensors to better identify a possible hazard. All of the mechanical components seem to be in good condition with another 10-15 years of service life. This building does not have a fire suppression system.

Functionality Assessment

The Emergency Services Building is occupied by the Emergency Medical Service, as well as the Fire Department. EMS rents the space from the Fire Department. EMS occupies four vehicle bays in this building for the ambulances, as well as two offices for EMS administration staff. One office in the building is occupied by the Fire Chief. EMS also stores one backup ambulance in the 6620 HWY 60A Building. The Fire Department occupies the rest of the Emergency Services Building. The Fire Department and EMS share the space for training, dormitories and storage.

The Fire Department is looking to replace its fire truck, which is due for replacement in 2019, and will also be replacing another fire truck in approximately 20 years. It is noted that the new fire truck is expected to be 10 feet longer than the existing fire truck it is planning to replace. It is suspected that any replaced fire trucks in the future will likely to be longer. The Fire Department indicated that the current bay used to park the fire truck will only narrowly make it in the space. It is speculated that any future fire truck acquired by the Fire Department will likely not fit in the garage bay which will cause some reconfiguring of vehicles.

The capacity of the building is currently at its maximum. There is no additional office, cubicle, storage or parking space available. The current building size will not accommodate any future expansion of either the Fire Department or EMS Department. It is understood that any expansion of EMS is an extensive process that will include the expiration of the existing contract and a minimum increase in emergency calls by 25% in order to bring in Alberta Health Services (AHS) to investigate the possibility of an expansion and to provide funding. Based on MPE’s interview with EMS, it is foreseen that the storage garage will need to be expanded when the Fire Department replaces its second fire truck in approximately 20 years.

2.9

Public Works Site (Five Buildings)

The Public Works Site consists of five buildings as follow: 1. Main Building – Offices and repair garages. Building size is approximately 650 m2 and is a two-storey building constructed in 1985.

2. West Shop – The building is used as a storage. The building is located west of the main building. It was constructed in 1999 and is approximately 372 m2.

3. Public Works 3/Grader Shed – Two bays for the storage of the grader and additional storage 4. East Shop – Storage garage 5. Cold Storage Shed The Public Works Site is located on Birch Avenue between 54 Street and 55 Street. The buildings are classified as Group F, Division 2, Medium-Hazard Industrial Occupancies as per the current ABC. According to the Town, the Public Work Site is located on land leased from the Province. The land was previously used by Alberta Transportation to store road salt on site that contaminated the soil. Although the Government of Alberta no longer needs the site, they cannot sell the land until the soil is decontaminated. It is understood that the Town has the facility to process soil contaminated with salt;

Town of Vegreville Facilities Master Plan – Final Report therefore, it is possible for the Town to purchase the land for themselves, however there is limited ability to expand to meet the desired operational efficiencies.

2.9.1 2.9.1.1

Structural Assessment Main Building

The Main Building’s structure is a pre-engineered steel building manufactured by Butler Pre-engineered Buildings. The mezzanine floor framing consists of a 100 mm thick composite steel deck on open web steel joists. The mezzanine floor storage area in the repair garage consists of a 200 mm thick reinforced concrete slab. The foundation system consists of a 4’ PUBLIC WORKS SITE (1220mm) deep reinforced concrete foundation pier (MAIN BUILDING) on concrete pad footings. The main floor consists of a 100 mm thick concrete slab on grade in the Office side of the building, and 150 mm thick concrete slab on grade in the repair garage portion of the building.

The building is approximately 32 years old and its structure is in good condition. The building structure has approximately 45 years of life remaining.

2.9.1.2

West Shop

The West Shop building foundation consists of 6’x6’ (150mm x 150mm) pressure treated posts embedded 1.8 m into the ground. The roof structure consists of engineered wood trusses and wood beams. The building has a gravel floor.

The building is approximately 16 years old and its structure is in good condition and should have an additional life span of approximately 34 years.

2.9.1.3

Public Works 3/Grader Shed

Public Works 3 consists of wood joists and beams supported on wood columns and load bearing exterior wood stud walls. A sloped roof was added to the existing building in the past 5 years. The main floor is constructed with concrete slab.

The building structure is in good condition for its intended purpose. From visual review of the structure, the building should have approximately 10 to 20 years of life remaining.

2.9.1.4

East Shop

The East Shop is a pre-engineered steel building sitting on a concrete foundation. The floor is gravel which is sufficient for the intended purpose of the building. The building structure is in fair condition.

Minor signs of moisture infiltration were noted on the roof structure; however, the infiltration has not caused significant corrosion on the steel framed building. From the current condition of the building, it should have another 20 years of life remaining; however, if moisture infiltration through the building envelope continues, it will very likely accelerate the rate of deterioration and thus reduce the life span of the building.

Cold Storage

The Cold Storage structure is a steel cladded building used for the purpose of cold storage. The building structure is in fair condition. From the current condition of the building, it is MPE’s opinion that the building could last approximately 10 to20 years.

2.9.2 2.9.2.1

Electrical Assessment Main Building

The electrical service is a 120/208V 400A service. The main breaker is a 400A breaker disconnect. The panels and service components are the same age as the building and based on the age and condition of the building, should be serviceable for the next 15 years. The electrical panels and service components can be replaced as required. The lighting is fluorescent and should be serviceable for the next 10 years.

2.9.2.2

West Shop

The electrical systems are sub-fed from the main building as there is minimal equipment located in this building. The lighting consists of several keyless incandescent fixtures.

2.9.2.3

Public Works 3/Grader Shed

The electrical systems are sub-fed from the main building. The 100A Schneider panel is in reasonable condition and should be serviceable for the next 15 years or replaced as the breaker fails. There is some electrical equipment related to the fuel storage that is hazardous classified wiring. The lighting consists of industrial shade fluorescent fixtures and should be serviceable for the next 10 years.

2.9.2.4

East Shop

The electrical systems are sub-fed from the main building and there is minimal equipment located in this building. The lighting consists of several keyless incandescent fixtures.

2.9.2.5

Cold Storage

There is no electrical service in the Cold Storage.

2.9.3 2.9.3.1

Mechanical Assessment Main Building

The Main Building was built in 1985. The shop area is heated using radiant tube heaters, and ventilation is provided using a makeup air unit and roof mounted exhaust fan. The office, warehouse and locker room areas are heated and ventilated using two furnaces. All the equipment is original to the building and is expected to have a 3- to 5-year service life remaining. The water heater has been replaced more recently and likely has 10 to 15 years remaining. The building does not have a fire suppression system.

2.9.3.2

West Shop

This building is used for vehicles and other storage and is heated using unit heaters. The units were repurposed from the arena and should be serviceable for another 10 years.

Public Works 3/Grader Shed

Used to house the grader, this building is heated using a newer unit heater that likely has another 20 to 25 years of service life. The building also has a water service and a water heater that are very old and nearing the end of their service life.

2.9.3.4

East Shop

This building is used for vehicle and other storage and is heated using unit heaters. The units are quite old and nearing the end of their service life.

2.9.3.5

Cold Storage

There is no mechanical service in the Cold Storage.

2.9.4

Functionality Assessment

The five buildings at the Public Works Site contain the Department of Parks and Fleet, as well as the Department of Public Works & Utilities. In addition to the Public Works Buildings, these Departments also occupy part of the 6620 HWY 60A Building. The Department of Parks and Fleet employs nine fulltime employees, and approximately five of these employees work in the Public Works Building, while the remaining work out of the 6620 HWY 60A Building. The five employees occupy three office spaces, and the remaining two employees work in the repair garages. The Department of Public Works & Utilities employs nineteen full-time employees and approximately eight part-time/seasonal employees.

In addition to office space, the main Public Works Building also consists of seven garage bays for storage and repair of Town-owned equipment. The Departments also uses these bays as both repair garages and heated equipment storage, especially during winter months. The garage loses repair space when equipment is required to be stored in the garage.

Generally, the Departments have expressed concern over the space available for proper storage of equipment, the undersized repair garage, and inefficiency due to scattered storage space in various locations and buildings around Town. These concerns are greater during the winter months when equipment is stored in heated spaces and as a result, takes up other usable working spaces. Employees spend extensive time travelling around Town to retrieve equipment from various locations. It would be beneficial in terms of cost and efficiencies to the Departments if all their storage could be consolidated into a single area. The yard space around the Public Works Building that is used to store materials is very limited and causes restricted space for the maneuvering of equipment in and out of the site, thus increasing risk of collisions between buildings and equipment. Office space is also limited in the Public Works Building. One of the office spaces is being occupied by five Town employees, including three from the Department of Parks and Fleet, and two from the Department of Public Works & Utilities.

Another responsibility of the Department of Parks and Fleet is the Commercial Vehicle Inspection Program (CVIP) which allows the Department to inspect CVIP vehicles, including the vehicles used in the Vegreville Material Recovery Facility, as well as EMS. The Department indicated a concern with the existing size of the repair garage in the Public Works Building. The garage currently has difficulty accommodating the size of some of the vehicles. The problem can be remediated by contracting out the 18

Town of Vegreville Facilities Master Plan – Final Report vehicles that do not fit into the existing garage. It would be beneficial in the future for the Department to have a garage that can accommodate all their vehicles.

The Departments under Infrastructure, Planning & Development currently also utilize the 6620 HWY 60A Building to store equipment. The 6620 HWY 60A Building will be sold as per the Council’s decision; therefore, the equipment stored in the building will need to be relocated. As previously discussed, the existing Public Works Site currently does not have the capacity to accommodate the extra equipment.

Additional storage space must be provided immediately once the Departments move out of the building.

From MPE’s interview with the various Departments, there is no other place the equipment can go without interfering with the everyday operation of the Department or without significant upgrade to the existing Town facilities.

For a short-term-solution, it is recommended to utilize the existing Town-owned building located at 4302 Bruce Road. (This building is not reviewed in this report.) This building is currently rented out, but it is MPE’s understanding that it is possible the building may be available at some future point for the Town to occupy. The size of the Bruce Road Building will be sufficient to accommodate the Department of Parks and thus free up space in the Public Works Building for the Department of Public Works & Utilities and Department of Parks and Fleet. Figure 2.1 illustrates the above.

Town of Vegreville Facilities Master Plan – Final Report Alternatively, another short-term solution for the Departments under Infrastructure, Planning & Development, in the event the existing Bruce Road Building continues to be occupied by a renter, is locating a new facility. In the short term, this is a good chance to consolidate the recycle and waste operation into one location. The Landfill Site has the potential for an additional building and it will improve efficiencies of the operation of the Recycling Facility. The current VMRF Building meets the necessary needs of the Town; however, access into the existing VMRF building is challenging for the large vehicles. The majority of the recycling materials are transferred to the Landfill; therefore, it is reasonable to consolidate the two into one site. The existing VMRF can then be used by the Department of Public Works & Utilities, while the Department of Parks and Fleet, Utilities and Public Works operations occupy the Public Works Site. This relationship is illustrated in Figure 2.2 below.

MPE recommends the Town should ultimately plan to combine all the departments under Infrastructure, Planning & Development into one location for improved efficiencies and communications. It is indicated by the Town that one of the potential sites is located between 55 Avenue and Highway 16A at 75 Street. The site is already developed with services and owned by the Town. It is currently sitting vacant.

Cemetery Workshop

The Cemetery Workshop is located within the Cemetery ground on the northeast end of the Town, north of 43 Street and east of Cemetery Road. The building is used as a storage garage and has a building size of approximately 178 m2. Due to the size of the building, the building would fall under Part 9 of the current ABC. The building consists of an original building built in 1995 of approximately 89 m2, with an 89 m2 addition completed in 2010.

CEMETERY WORKSHOP

2.10.1 Structural Assessment The building structure consists of a conventional wood framed building complete with engineered wood trusses. Based on available drawings, the addition completed in 2010 consists of a concrete pile and grade beam foundation system complete with a 125 mm thick reinforced concrete slab on grade. The foundation system of the original building cannot be verified as there are no record drawings for this portion of the building. The original building also consists of a concrete floor.

The building structure of the addition is approximately 7 years old; the age of the original building cannot be confirmed. The building structure of the original building and the addition both are in good condition. If maintained properly, the building structure should last approximately 70 years.

2.10.2 Electrical Assessment The electrical service is a single phase 120/240V 100A service and based on the age of the building, should be serviceable for the next 10 years. The lighting is fluorescent and should be upgraded.

2.10.3 Mechanical Assessment The building is heated by propane-fired radiant tube heaters which are in fair condition; however; their age is not known. The building does not have water service. Additional ventilation should be considered to accommodate the storage of equipment in this space.

2.11

Landfill Site (Four Buildings)

The Landfill Site contains the Landfill Office and four auxiliary buildings. The Landfill Office is used as an office for the operation of the landfill. The office building meets the requirement of Part 9 of the current ABC. The three auxiliary buildings are used as storage. One building is used as road sand storage while the remaining auxiliary buildings are for miscellaneous storage for the Department of Public Works.

Landfill Office

The Landfill Office building is a conventional wood framed building complete with engineered wood trusses. The building is approximately 4 to 5 years old and its structure is in good condition. The building structure should have approximately 70 years of life remaining.

2.11.1.2

LANDFILL OFFICE

Auxiliary Building 1 (Road Sand Storage)

The building is a wood framed building that consists of wood trusses on wood columns. The building’s exterior is completed with metal cladding on the exterior wall and roof. The building is not insulated nor is it finished on the inside. The interior floor is asphalt paved.

The building was built in 2015 and is in good condition. The building will have another 50 years of remaining life expectancy. The building is neither insulated nor heated, but since the building is intended for storage of materials that do not need to be heated, the building structure is sufficient for its intended purpose.

2.11.1.3

Auxiliary Building 2 (Miscellaneous Storage)

The building is the same construction as Auxiliary Building 1. It consists of a wood framed building and metal cladding on wall and roof. The interior of the building is not finished and not insulated; however, in comparison to Auxiliary Building 1, the floor is not finished. The building structure is in good condition. The building structure will have another 50 years of remaining life expectancy.

2.11.1.4

Auxiliary Building 3

The third auxiliary building on the Landfill Site is a steel framed building with metal and roof cladding.

The building structure is in good condition. The building structure will have another 50 years of remaining life expectancy.

2.11.2 Electrical Assessment 2.11.2.1

Landfill Office

The electrical service is a single phase 120/240V 100A service and based on the age of the building, should be serviceable for the next 15 years. The lighting is fluorescent and should be serviceable for the next 15 years.

2.11.2.2

Auxiliary Buildings 1, 2 and 3

The lighting in the Auxiliary Buildings is fluorescent and should be serviceable for the next 20 years.

Landfill Office

Built in 2012, the site trailer is heated, cooled and ventilated using a gas furnace. The building also has a small water heater. These units are expected to have another 20 to 30 years of service life.

2.11.3.2

Auxiliary Buildings 1, 2 and 3

Auxiliary Buildings 1, 2 and 3 do not have any mechanical system.

2.12

Museum (Main Building)

The Museum is located approximately 1 km east of Town outside the Town’s boundary. The Museum’s main building consists of a number of additions. The original building is a two-storey building completed with a basement, while the additions consist of single-storey buildings. The Museum also has three other auxiliary buildings within the site, including two garage buildings and a machine shed. The assessment includes the Main Building only. The auxiliary buildings within the Museum site are not reviewed.

MUSEUM

2.12.1 Structural Assessment The Museum consists of several additions over a long period of time. Based on MPE’s observation, the main entrance portion of the building is the original building and consists of conventional wood framed walls, roof and floor structures. The basement walls are constructed with concrete block walls. The remaining building additions consist of pre-engineered steel buildings. The year and foundation construction cannot be confirmed due to the lack of available drawings for the building.

The original building structure is in poor condition. In the basement of the original building, MPE noted efflorescence on the interior face of the concrete block walls which indicates excessive moisture infiltration into the building. MPE also noted a strong musty smell and mold growth on drywall in the basement, which is another indication that excessive moisture has infiltrated into the building. It was also noted on site that the moisture within the concrete block walls has caused deterioration of the structure. If additional moisture infiltrates through the existing concrete foundation block wall, it is very likely the original building of the Museum will only have approximately 10 years of life remaining due to the accelerated rate of deterioration of the concrete block wall foundation. To minimize the problem, it is recommended to waterproof the existing concrete block wall from the outside with waterproofing membrane along with a foundation drainage panel and weeping tile system. A sump was noted in the basement of the building. Due to the age of the building, if there is an existing weeping tile system around the building, it is likely not working properly and it is recommended to replace the weeping tile.

Facility maintenance is aware of the concern and currently reviewing the problem.

2.12.2 Electrical Assessment The electrical service is a Federal Pioneer 120/208V 400A main breaker distributed through a 400A MCC service and based on the age of the building, should be serviceable for the next 10 years. The main service feeds a number of sub-panels throughout the building, the majority of which are full. The lighting is fluorescent and should be serviceable for approximately 10 years.

2.12.3 Mechanical Assessment The building has two high-efficient furnaces and a mid-efficient water heater which were likely installed in the early 2000s. This equipment is expected to have approximately 10 to 15 years of service. Another furnace and water heater in a different area of the building are slightly older; they will have 5 to 10 years of service remaining. The sanitary service is cast iron and is near the end of its service life. The water service is in a newer portion of the building and likely still has 20 to 30 years of service. The building does not have a fire suppression system.

2.13

Library Complex

The Library Complex is located at 4709– 50 Street, Vegreville, Alberta. This is a central location within the Town. The Library Complex was built on an old school site. As part of the construction of the Library Complex in 2004, the school was demolished with the exception of the School’s Gymnasium which has been incorporated as part of the Library Complex. The combined building area of the Library Complex is approximately 1,465 m2, with 1,065 m2 belonging to the new library and 400 m2 belonging to the original gymnasium. According to the current ABC, the building is classified as Group A, Division 2 Assembly Occupancies.

LIBRARY COMPLEX

2.13.1 Structural Assessment The Library’s foundation system consists of concrete piles and grade beams, and the building’s structure consists of steel beams and steel columns infilled with steel stud walls and curtain walls. The gymnasium‘s building structure is a rigid steel frame construction complete with steel purlins spanning between the rigid frames.

There is a gap between the existing gymnasium flooring and the wall finish on the northwest wall and the southeast wall. The gap is wider on the northwest wall than the southeast wall. This gap does not occur along the entire length of the wall but is limited to one wall panel between two columns.

Town of Vegreville Facilities Master Plan – Final Report According to the Town, it was unknown when this first appeared, but the gap has been around for a while. Based on visual inspection, the wall has been pushed out at the bottom of the wall between the structural steel columns. The structural steel columns do not appear to have been shifted as per the wall. The exterior face of the wall does not show signs of being pushed out; therefore, any damage would have occurred within the exterior wall. It is unknown what caused this, but it does not appear it is a structural concern at this time since the main structural component, the steel columns, do not appear to be affected. It is possible that this was caused by moving equipment inside the gym. This should be monitored and it is recommended to open up the wall to determine the cause, but at this time, it does not appear to have any structural concern.

The new Library addition is approximately 13 years old and is in good condition. The original gymnasium’s structure also is in good condition. The overall Library Complex will likely have approximately 65 years of life remaining.

2.13.2 Electrical Assessment The main electrical service is a 120/208V 3 phase, 400A Siemens that is sub-fed through the adjacent CDP to panels throughout the building. The electrical panels are original Siemens panels and should be serviceable for the next 25 to 35 years. The lighting is fluorescent and should be serviceable for the next 15 years.

2.13.3 Mechanical Assessment The Library is approximately 12 years old and, therefore, the mechanical systems still have at least 15 to 20 years remaining, and the services should have approximately 40 years. The gym was built earlier than the rest of the building and the HVAC was existing. The Library is ventilated using an air handling unit on the roof and is heated using a boiler and chiller system supplying water to radiant panels and cabinet unit heaters throughout the building. The heating and cooling systems in the Library struggle to keep up with demand. These systems are an integrated design and without a detailed review and proper investigation, MPE was not able to determine the cause of the deficiencies of these systems. This building does not have a fire suppression system.

2.13.4 Functionality Assessment The Library Complex consists of the Public Library and Town-operated meeting rooms and gymnasium.

The Public Library employs three full-time employees, three part-time employees and six casual employees (to shelf books). The two office spaces in the Library are occupied. The Library itself also consists of an activities room, a break room and a patio.

The meeting rooms and the gymnasium are spaces that can be rented by the public for use and have been used frequently. The meeting rooms are also used by the Library to hold proctor exams for universities, and the Library is currently in the process of being contracted out for proctor exams. The gymnasium hosts approximately six trade shows per year and various birthday parties, as well as performing arts.

2.14

Visitor Information Centre

The Visitor Information Centre is located at the east end of Town by the Town’s famous Pysanka. Within this area is onsite camping facilities. The building also provides showers and change rooms for the campsite. The building was constructed in 1983 and is approximately 112 m2 in area.

2.14.1 Structural Assessment The Visitor Information Centre sits on a foundation system consisting of reinforced concrete grade beams and piles. The building structure consists of concrete block walls and a wood framed roof structure. The floor consists of a 125 mm reinforced concrete slab on grade. The exterior wall is a 250 mm thick rib split concrete block. The interior walls are a combination of 150 mm and 200 mm thick concrete block walls. A new metal roof was installed in 2016.

VISITOR INFORMATION CENTRE

The building structure is in good condition and from the condition of the building, it is estimated the building can last for approximately 50 years if maintained properly.

2.14.2 Electrical Assessment The electrical service is a single phase 120/240V 200A service. The panel is a Federal Pioneer combination main/load center and based on the age of the building, should be serviceable for the next 15 years. The lighting is fluorescent and should be serviceable for the next 10 years.

2.14.3 Mechanical Assessment The furnace and water heater located in this building are from the early 1980s and are at the end of their service life. They should be replaced within the next 1 to 3 years.

This building does not have a fire suppression system.

2.15

Sewer Lift Station

The Sewer Lift Station is classified as Group F, Division 3, Low-Hazard Industrial Occupancies.

The roof structure consists of wood decking and glulam beams. The building’s structure is in good condition. From the condition of the building, the building is estimated to have an additional life span of 50 years.

2.15.2 Electrical Assessment The electrical service is a 120/208V 200A service. The main breaker connects to a Robonic transfer switch and then to the MCC for distribution, and based on the age of the building, should be serviceable for the next 10 years. The diesel generator is original to the building and is tested regularly to ensure it complies with CAN/CSA 282. Based on age and results of the tests, the generator should be suitable for the next 5 to 10 years. The lighting is fluorescent and should be serviceable for the next 10 years.

2.15.3 Mechanical Assessment The building is heated and ventilated with a gas-fired air handling unit, and the building also has a gasfired domestic water heater. Both pieces of equipment are from the 80s and are, therefore, only expected to have approximately 1 to 3 years of service life remaining. The generator louvers are pressed steel and should be upgraded if there are any changes made to the generator. This building does not have a fire suppression system.

The Town expressed concerns regarding the air exchange system within the wet well. It is recommended to further review the overall system to determine the best solution to address this concern. Facilities department is reviewing this replacement currently.

AIRPORT BUILDING 2.16

Airport Building

The Airport Building is primarily used as a meeting area for the Vegreville Flying Club. The building was constructed in 1987. According to the ABC, the building is classified as Part 9.

2.16.1 Structural Assessment The building was constructed on top of a reinforced concrete grade beam and pile foundation system, and the structure consists of a 38mm x 241mm (2 x 10) wood frame floor, 38mm x 140mm (2 x 6) wood stud wall and wood trusses.

The floor structure sits above a 1,500 mm crawl space.

The building’s structure is in good condition. No sign of structural distress was noted during the site visit.

The building was constructed in 1987, and its structure is estimated to have a remaining life of approximately 50 years if properly maintained.

The lights are fluorescent and should be serviceable for the next 5 to 10 years.

2.16.3 Mechanical Assessment Built in 1987, the building is heated with a high-efficient furnace, likely installed in the early 2000s. It likely has a remaining life span of 10 to 15 years. The building also has a water supply with a jet pump, pressure tank and electric water heater, which all look relatively new, and are expected to provide an additional 20 to 25 years of service. The building services should also have another 15 to 20 years of service remaining. This building does not have a fire suppression system.

2.17

6620 HWY 60A Building

The 6620 HWY 60A Building is located at the intersection of Highway 16A and 67 Street, Vegreville, Alberta. The building is also known as the Trans-Canada Building. The Parks and several other departments keep their equipment inside this building. The building was constructed in 1993 and originally owned by NOVA Corporation of Alberta. The building falls under two major occupancies as per the available drawings: Group D Business and Personal services occupancies (930 m2), and Group F, Division 2 for the repair garage (1,753 m2). The building is sprinklered throughout. The building is a two storey and faces two streets.

2.17.1 Structural Assessment The building’s foundation system consists of concrete piles and grade beams. The main floor consists of a combination of 120 mm and 150 mm thick reinforced concrete slab on grade. The building is constructed with two different building systems. The office side (south end) of the building consists of open web steel joists on steel beams and steel columns. The shop side of the building consists of open web steel joists on steel beams and is supported on concrete block walls.

The building is 24 years old. The building is estimated to have an additional 50 years of life remaining and is in good condition.

2.17.2 Electrical Assessment The electrical service is a 347/600V, 400A service and based on the age, is in reasonable condition and should be serviceable for the next 15 years. There are a number of small step down transformers and one main transformer that feeds the 120/208V, 400A CDP. The building is equipped with a 80 kW Diesel backup generator supplying critical loads through several emergency panels in the facility. This generator has an interior tank that can likely provide in excess of 24 hours of run time. This generator should be tested regularly to ensure it complies with CAN/CSA 282, and if it does comply, should be suitable for the next 10 years. The lighting is primarily 347V fluorescent and is in good condition. The lighting should be serviceable for the next 15 years. A full conventional fire alarm system is installed in this building and the fire alarm panel is a Simplex 4020, conventional programmable panel and should be replaced within 10 years.

Town of Vegreville Facilities Master Plan – Final Report 2.17.3 Mechanical Assessment Built in 1993, the office areas of the building are heated using perimeter radiators and reheat coils on the supply ductwork. Ventilation is provided with an air handling unit. The shop areas are heated using under-slab heating and hot water unit heaters. Ventilation is provided using rooftop makeup air units.

All the equipment is original to the building and, therefore, should have another 5 to 10 years of use.

The building has a fire suppression sprinkler system.

2.17.4 Functionality Assessment It is understood that Council has decided to sell this building. There will be no functionality assessment completed for this building.

2.18

Demography Review

The latest census was conducted by Statistics Canada in 2016. The Town recorded a population of 5,708.

According to an article published by the Government of Alberta Treasury Board and Finance, “POPULATION PROJECTION, ALBERTA AND CENSUS DIVISIONS, 2016–2041” the Census Division the Town is located in will have an average annual population growth of 0.5% to 0.99% from 2016–2041. This means in the year 2041, the Town is projected to have a population in the range of 6,467 to 7,304. The article predicted the Town will reach a population of 6,000 by 2026 based on its projection. The overall increase corresponds to a total percentage of 13% to 28% in the next 25 years. The article predicted that the majority of the increase in population will be from immigrants (International migration and interprovincial migration) instead of due to a natural increase (births minus deaths). Immigrants are predominantly young adults in the age group of starting families which leads to the significant increase in population in the ages of 0–14.

A population increase of 13% to 28% in the next 25 years will likely have the largest impact on the Department of Public Works & Utilities and Department of Parks and Fleet. As more areas are being developed to accommodate the increase in households, more roads and parks will need to be maintained. The requirement for storage and office space for these departments will most likely increase. Consideration for relocation and/or construction of a new building should be taken into account. The projected increase in population over the next 25 years is not likely to impact the number of recreational facilities the Town currently operates (i.e., arena, aquatic centre and curling rink).

FACILITIES MASTER PLAN

Based on the findings from the Facilities Needs Assessment, MPE has put together a 20-Year Master Plan for the buildings reviewed in this report. The first 5 years will be broken down yearly as the deficiencies identified are unlikely to be prolonged and highly recommended to be done within the next 5 years. The deficiencies noted greater than 5 years, due to unforeseen reasons that can occur in the first 5 years, should be reviewed in order to prioritize the work. New deficiencies can also occur over time as a result of change in usage and/or environment that will require immediate attention.

Therefore, the items identified are recommended to be completed within the years identified but are to be scheduled in accordance to available budget and urgency at a closer time.

Please note that cost estimates provided in the Master Plan are high-level estimates and based on 2017 costs. Inflation should be taken into account during budgeting. Renovation and new-build cost estimates depend highly on the extent of the renovation/building size and the quality of material being used in the project; therefore, the actual cost of construction can be significantly lower or higher than the estimates provided in the Master Plan.

3.1

Years 2018 to 2022 Master Plan

MPE identified approximately $1.3 million of deficiencies in the first 5 years of the Master Plan for all 17 buildings included in this report. The majority are mechanical components that are close to the end of their life cycle as well as recommended further investigations on conditions noted during this review.

Appendix A lists all the deficiencies recommended to be performed in the next 5 years.

3.2

Years 2023 to 2038 Master Plan

MPE identified approximately $700,000 in deficiencies between the years 2023 to 2027 and approximately $13 million between the years 2028 to 2038. The $13 million includes a $12 million budget for the construction of a new Infrastructure, Planning & Development Building to consolidate the department into one location. This cost is a rough cost estimate and does not include the cost of land acquisition and any demolition work. The $700,000 in deficiencies in years 2023 to 2027 are mostly mechanical and electrical component replacement in various buildings. Appendix B includes the Repair/Upgrade Plan for the remaining 10 to 20 years.

The smaller the FCI, the better the building condition. The Edmonton School Board defines a five-year FCI of less than 15% as Good, 15% to 40% as Fair, and greater than 40% as Poor. In addition to the previous ratings, The Ministry of Education in Ontario also categorizes a building as Prohibitive to Repair when the FCI value is higher than 65%. A Prohibitive to Repair school will be scheduled to be demolished and a new one will be built. A 65% FCI value, in other words, means it will take approximately 7.5 years of maintenance costs of the existing building to cover the cost of a new build. Generally, older buildings will eventually have a higher FCI value as high cost replacements such as building envelope repair and structural repair due to age of the building come up as deficiencies and the decrease in the value of the property. The percentages are for reference only since there is no specific guideline as to what FCI percentage an Owner should demolish their building. The FCI value of a building can also change significantly between years as deficiencies noted are repaired, replaced or upgraded; however, it provides the Town a quantity with which to compare all Town-owned buildings to determine relative condition. The Town can adapt the above definition or develop its own definition of FCI to determine when a facility becomes a candidate for replacement.

To help the Town determine the current FCI value of the reviewed buildings, the following table summarizes the total cost of repair, upgrade and renewal needs for the next 5 years for each building.

Combine with the replacement value of the buildings, FCI values of all buildings are summarized in Table 4.1 below. However, please note that this report does not cover architectural items like flooring or roofing replacement which sometimes can be a significant cost. Therefore, the following FCI values are comparable only in terms of repair, upgrade and renewal cost required of structural, mechanical and electrical components between the buildings.

Based on the FCI values in Table 4.1 above, the buildings are in fairly good condition structurally, mechanically, and electrically. The Multiplex is in the worst condition out of the other buildings as the result of the scheduled replacement of the ice plant chiller in the next five years. The newest building, the Emergency Services Building, has the lowest FCI value. Majority of the equipment in the Emergency Services Building are still in good condition due to the age of the building, so therefore, it is reasonable for the building to have the lowest FCI value overall.
