Message From Council Member Karen Hessler As a new member of the Town Council in Severance, I recently took a tour of our town with Town Manager Nicholas Wharton and Deputy Town Manager, Lindsay Radcliff-Combes. Having lived in Severance for 24 years and serving on 2 non-elected committees before the Town Council position, this tour surprised me. Many of you may be like me, as I stick to my typical routes around town going to and from work and school drop off and pick up. I was surprised to learn more about the actual boundaries of the Town of Severance and the Growth Management area for our town. For the Scoop this month, I wanted to point those reading to some amazing resources about our town that you may not know about.

The Town of Severance Website (townofseverance.org) has a wealth of information for citizens to learn more about long-range planning for the town. On the Planning page of the website are multiple resources that provide information about community planning, development maps, development projects, and economic development. Within the development maps is the Town Boundary Map and the GMA or Growth Management Area map. While these are similar, the town boundary map shows what is in existence now, the GMA map defines where and how a town can grow in the future. Looking at these 2 maps provides a view of how Severance has grown over the past several years and the larger area that the Town of Severance will be able to have input into for future development and growth of those towns surrounding us. There have been a few annexations on our Town Council Agenda lately. An annexation is the legal process by which a town expands its boundaries to include areas within the GMA, but are not currently part of the Town. Some of the purposes for annexation into a town include the provision of municipal services such as utilities, police, and firefighters. For the Town of Severance, annexation allows for the area to be brought under our Land Use Code, another great source of information on the website under the Development tab. I challenge each of you to dig into these resources and learn more about the community you’ve chosen to call home. When you run into questions or concerns, let us know about it using the contact information provided on the website, or come to a Town Council meeting to let us know your thoughts. Weld County will mail ballots out on October 10th to all registered voters. RUBBISH IN OUTDOOR SPACES Properties must be maintained in a neat, tidy and methodical manner. The accumulation of rubbish is not permitted.

Rubbish includes but is not limited to items discarded or unusable or susceptible to weather as well as branches, yard waste, tires and appliances. Outdoor storage includes items not normally stored outdoors in a residential area.

NOISE It is unlawful for a person to make, cause to be made, or to permit any unreasonable noise upon any premises or within any vehicle owned, possessed or operated by such person.

CONSTRUCTION NOISE Outdoor construction activities are allowed during the following time periods: On weekdays, between 7:00am and 7:00pm or dusk On Saturday and Sunday, between 9:00am and 5:00pm

INOPERABLE VEHICLES NOT ALLOWED An inoperable motor vehicle is any vehicle not displaying a current license plate and validation sticker, or is not operational due to flat tires, missing parts or damage.

Planning Department Northgate Lake – Final Plat Northgate Lake is located north of Harmony Road and east of CR 21/Teller Street. A Final Plat has been submitted and is currently under review. The development is on 315 acres and is planned for a mix of 600 single-family units, and future multi-family, commercial, a school site, and open space.

WinDance Preliminary Plat WinDance is located north of Highway 392, east of CR21, west of CR23, and south of CR70. The development area is 168 acres; 99 acres are slated for approximately 569 single-family residential lots; 34 acres are reserved for open space. The Preliminary Plat is currently under staff review.

Bower North Annexation/Zoning Staff is reviewing an application for the annexation Platte Valley Veterinary Clinic Site Plan and zoning of 159 acres to Rural Residential and A site plan application for 335 West 4th Avenue, Suburban Perimeter zoning.
