📌 Volunteers Needed-Citizen Advisory Board Are you interested in being an advocate and having an informed voice for the community? Would you like to help the Town Council by providing research and recommendations on local issues? The Town of Severance has two (2) vacancies on the Citizens Advisory Board (CAB). This board consists of seven residents appointed by the Town Council, one council member liaison, and an alternate member. It is a volunteer position with a four-year term. Meetings are held on the first Wednesday of each month at 6:00 p.m.

To be eligible, residents shall hold no other town office, be a registered elector of the Town, must be at least eighteen (18) years of age, and have resided in the Town for at least one (1) year. If interested, please send a letter of interest and resume (addressed to the Mayor and Town Council) on our website at https://www.townofseverance.org/FormCenter/General-Forms4/Board-Commission-Council-Committee-Inter-68 For further information, do not hesitate to contact Nicholas Wharton, Town Manager, at nwharton@townofseverance.org 970-686-1218.

Applications will be accepted until Thursday, June 26th, 2025, at 4:00 PM. The town council will appoint the open seats at the July 8th Council Meeting.

All applicants shall be available to attend the July 8th Town Council meeting in person for interviews by the Town Council.

SEVERANCE TOWN COUNCIL Just off of our Great Western Trail between E. Harmony (WCR 74) and WCR 72, I would like to highlight our partnership with the Loup Reservoir Company. Our partnership is I’m Stephen Gagliardi, your Town Council providing an essential upgrade to the John Member, and I’ll admit — I’ve been Law Reservoir. Solicitors Solicitors must have a copy of their approved permit with them. Sec. 6-1-150. - Solicitors, canvassers, door-to-door salespersons.

Approved Solicitor Licenses for 2025: Smart Home Pros Inc. of Vivint LLC, products and services sold are burglar alarm systems, with home automation equipment.

All approved Solicitors will have a copy of the Solicitors permit and the 'no contact' list.

Citizens may ask to see the Permit as proof of being able to solicit in the Town of Severance. If someone who is not approved comes to your house, please call the Severance Police Dept at 970-350-9600 (non-emergency dispatch).

Severance Municipal Code 6-1-150, it states that anyone can leave door hangers/flyers without a Solicitor license, so long as the residence doesn’t have: no trespassing signage no solicitations signage Canvassers without a license: cannot make contact with resident cannot contact homes on the no solicitation list cannot contact homes with no trespassing and/or no solicitations signage Charitable, religious, or political solicitations or the solicitation of newspaper or magazine subscriptions are exempt from obtaining a license but must follow the above signage or no solicitation list.

Solicitor licenses are applied for annually and expire on Dec. 31 of the year they obtain the license. All employees MUST go through a town background check and be approved.

RUBBISH IN OUTDOOR SPACES Properties must be maintained in a neat, tidy and methodical manner. The accumulation of rubbish is not permitted.

NOISE It is unlawful for a person to make, cause to be made, or to permit any unreasonable noise upon any premises or within any vehicle owned, possessed or operated by such person.

INOPERABLE VEHICLES NOT ALLOWED An inoperable motor vehicle is any vehicle not displaying a current license plate and validation sticker, or is not operational due to flat tires, missing parts or damage.

ABANDONED VEHICLES NOT ALLOWED If you must leave your vehicle unattended on any roadway, leave a note of your intentions with a phone number in the windshield, or contact the Severance Police Department and advise them of your intentions.

THE SEVERANCE TORNADO SIRENS ARE NO LONGER IN SERVICE STARTING 2025 The tornado sirens are being decommissioned due to the system being unreliable as well as costly to maintain. After receiving feedback, the decision was made to officially retire the system.

Active Development Applications Northgate Lake Final Plat

WinDance Preliminary Plat

Northgate Lake is located north of Harmony Road and east of CR 21/Teller Street. A Final Plat has been submitted for review and approval by the Town Council.

The development is on 315 acres and is planned for a mix of single-family, multi-family, commercial, a school site, and open space.

WinDance is located north of Highway 392, east of CR21, west of CR23, and south of CR70. The development area is 168 acres; 99 acres are slated for approximately 569 single-family residential lots; 34 acres are reserved for open space. The Preliminary Plat is currently under review.

Black Hollow Solar (BHS)

Home-based Business Black Hollow Solar is a 1,400-acre large-scale solar facility annexed into the Town and approved as a Use by A Use by Special Review application for Jack Special Review in 2022. This property is located east of Russell Grooming, located at 979 Mouflon Drive, had WCR 19, west of WCR 23, north of WCR 86, and slightly a public hearing before the Planning Commission on south of WCR 94. Phase 1, consisting of approximately May 21st. The Planning Commission approved the application. The Town Council approved the 150 MWh (12,380 strings), has now been energized. Bower North The Bower North property consists of 159 acres and is located south of Hunters Crossing and west of CR 22.

The development proposes a mixture of single-family homes on estate lots and smaller lots, along with multifamily housing consisting of townhomes and attached housing. The Annexation/Zoning is currently scheduled for public hearing with the Planning Commission on June 10th and Town Council July 8th.
