Vacancy

The Town of Severance is now accepting letters of interest with a resume for the vacant Town Council Member seat. To be considered for this appointment, you must be a citizen of the United States of America, a registered elector of the Town, eligible to vote, and a resident of the Town for no less than twelve (12) consecutive months. If interested, please fill out the application, and please submit a letter of interest and resume (addressed to the Mayor and Town Council) on our website at: https://ow.ly/pl4Q50Vq7wb

Letters of interest will be accepted until Monday, April 14th, 2025, at 5:00 PM. The Town Council will appoint a Council Member at the May 13th Council Meeting. Interested residents will be expected to attend this meeting in person, provide an introduction of themselves, and answer any questions the Town Council may have. The vacant seat will fulfill the open term until the first regular meeting in January following the election. For further information or questions, please contact Town Hall at 970-686-1218.

Hello Town of Severance!

I want to take a moment to invite and encourage you to be involved in your local government. Our Town Council meetings are open to the public, and we welcome your participation!

Our meetings are run following Roberts’ Rules, and we allow time for public comment as well as council comment. Public comment is set up for any individual to speak for 3 minutes about any topic on their mind. After attendees have spoken, the mayor will close public comments and open council comments. Any council member can speak about any topic that is on their mind, including responding to any public comments just made, but the council is not required to respond to public comments.

Unfortunately, in the past we have had citizens treat the public comment and the council comment as an open discussion. As recently stated by the mayor, council meetings are not the proper venue for public discourse. It was explained that all the council members and the town management are open to discussing any topic via email, phone or in-person meetings The council follows the same format for every meeting. We do hear all issues, and we strive to have discussions regarding such issues and will work with town management on how to address them.

The Town of Severance does host two Town Hall Meetings each year which allows for open discussion and question/answer opportunities. We encourage the public’s participation in both settings, and we encourage as much participation as possible. We also encourage one-on-one discussions as well Severance belongs to all of us, and we want it to be a great place for all of us.

Emergency Preparedness

Save a stamp and save your time, now you can pay your bills online! Once you sign up for your account, you’ll wonder how you ever got along without it!

When you’re ready to pay your bill, select a payment type. You can pay with credit card or debit card with NO additional fees! To pay your bill online go to www.townofseverance.org and click “Utility Payments” and you're good to go.

2025 Business Licenses

All businesses, including home-based businesses, must renew their business licenses annually. You can find the application online on our website at https://www.townofseverance.org/241/Home-Based-Businesses-Business-Sales-Tax. Business licenses has a processing fee of $25, and last from January to December. *If you are selling goods within the town limits you must also have a sales tax license, and that license has no cost.

Active Development Applications

Northgate Lake

Northgate Lake is located north of Harmony Road and east of CR 21/Teller Street. The Preliminary Plat was approved by the Town Council during their March 25, 2025, meeting. The development is on 315 acres and is planned for a mix of single family, multi-family, commercial, a school site and open space. A Final Plat will need to be submitted for review and approval by the Town Council prior to construction beginning on the site.

Black Hollow Solar (BHS)

Black Hollow Solar is 1,400 large scale solar facility annexed into the Town and approved as Use by Special Review in 2022 This property is located east of WCR 19, west of WCR 23, north of WCR 86, and slightly south of WCR 94. Phase 1, consisting of approximately 150 Mwh (12,380 strings), is currently under construction BHS has submitted 90% of completed construction drawings for the second phase, approximately 107 Mwh (9,338 strings), for review and comments.

Bower North

An application for Annexation and Zoning of 159 acres is currently being reviewed by Staff. The property is located south of Hunters Crossing and west of CR 22 The development proposes a mixture of single-family homes on estates lots and smaller lots along with multi-family housing consisting of townhomes and attached housing. The applicant held a neighborhood meeting at the Severance Library on March 17, 2025, to present their concept plan to residents near the proposed development

AT&T Cell Tower

An application for a Use by Special Review has been received to erect a new cell tower south of the Fire Station. The design of the tower resembles an old wooden water tower.

Cordero Estates

An application for Annexation and Zoning has been received and is being reviewed for substantial compliance in accordance with State Statute. The property is located south of Belmont Farms along CR 80 and a ½ mile east of CR 23 The development proposes 35 Rural Residential lots on 119 acres.
