EXECUTIVE REPORT NOVEMBER 2018

Project Update

HARTS BRANCH TRAIL PROGRESS:

This project includes the construction of 1.3 miles of 12-foot-wide concrete trails, concrete boardwalks, pedestrian crosswalk improvements, and landscaping amenities. The trail will connect at the Lakefront Trail near Eldorado Parkway, extend through the Village of Woodlake neighborhood, and terminate at the existing trails on Walker Lane. The contractor has completed a significant portion of the concrete trails, and they are currently installing the boardwalk system located between Pecan Drive and Eldorado Parkway.

Project Update

US 380 PROGRESS:

This project includes major improvements to Highway 380 which is owned and operated by TxDOT. The project is currently at 60% through the design phase, and TxDOT is currently working to acquire the right-of-way needs for the project. While it will take several years to complete construction, the Town has been increasing its presence in the area over the past several years by establishing the fourth beat in 2017 and dedicating a full-time traffic officer to patrolling this corridor. The department is currently hiring for a fifth beat to provide additional coverage for the area, and moving up the hiring of an additional full-time traffic officer.

Project Update

WOOD FAMILY DOG PARK (MCCORD PARK) PROGRESS:

This project includes the construction of two new dog park areas with picnic pavilions, an interpretive boardwalk, pedestrian trail connections, a prefabricated pedestrian bridge, and landscaping amenities. The dog park will be located behind the recently-completed splash pad, and will provide trail connections to the rest of McCord Park. The project contract was awarded by the Town Council on November 20th, and work is scheduled to begin in December.

Town Briefings COMPREHENSIVE ANNUAL FINANCIAL REPORT AWARD

The Town of Little Elm has been awarded the Certificate of Achievement for Excellence in Financial Reporting (CAFR) by the Government Finance Officers Association (GFOA) for the Fiscal Year 2017 CAFR. The certificate of achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

HONOR PARK BRICK UPDATE

The Little Elm Public Safety Honor Park will have an official groundbreaking ceremony on Dec. 18 at 4 p.m. A contract has been awarded for the construction and mobilization is in the early stages. Fundraising and brick sales are still underway and there will be a final push for fundraising activities through the end of the year. To date, nearly $250,000 worth of value has been committed.

ADMINISTRATIVE OFFICE HOURS PILOT PROGRAM

The Town will change operating hours beginning on Jan. 2, 2019 in an effort to better serve residents. The new office hours are Monday-Thursday, 7:30 a.m. to 5:30 p.m. and Friday, 7:30 a.m. to 11:30 a.m. This is a pilot program to provide extended customer service hours for those coming into Town Hall to request permits, pay utility bills, and conduct general business. The Little Elm Rec Center, Little Elm Public Library, Little Elm Animal Shelter, and emergency personnel in Fire and Police will not be changing hours.

LITTLE ELM ISD TRANSPORTATION FACILITY

The Little Elm ISD is preparing to move out of the bus barn and into its new transportation facility located off of Dickson Lane. It is expected that they will be completing their move out of the bus barn through the ISD's holiday break. After the move, the demolition of the old bus barn facility, as well as the Town's recently purchased duplexes on Lakefront Drive, will commence.

JERRY R. WALKER MIDDLE SCHOOL

Draft drawings have been submitted to staff for comment and review for the new Jerry R. Walker Middle School. This project consists of the development of a 201,713 square foot new middle school located at the north-west corner of Eldorado Parkway and Dickson Lane.

Additionally, as part of this development construction, it will include new play and practice fields with a track and seating that surrounds the play field. It will also have concessions, a tennis court, and other supporting equipment. Construction is slated to start early 2019 and be open for the 2020/2021 school year.
