Strategic Goals Provide a safe and welcoming environment for Little Elm residents and visitors. Little Elm will be a community that is safe and welcoming to all who live here and visit. A safe and welcoming environment is accomplished by upholding a strong sense of community with engaged residents, maintaining clean and aesthetically welcoming corridors and neighborhoods, preserving a low crime rate, and ensuring that public safety officials are courteous, professional, and ethical while providing equitable service to all. Ensure strong relationship within the community and region. Little Elm will strive to ensure positive relationships within the community and region. Strong and positive relationships are accomplished by conducting business with a high level of integrity, promoting open communication, transparency, partnerships, and displaying a high level of courteousness in all of our interactions. We will operate with a partner mentality with all entities with which we share a common interest. Maximize community recreation and leisure activities. Little Elm will maximize recreational and leisure activities for the region. Recreational and leisure activities will be provided for a broad range of socio-economic and interests groups with the focus set on maximizing the unique shoreline recreation opportunities that exist on Lewisville Lake. Maintain operational integrity and viability. Little Elm will ensure the integrity and long-term viability of the Town’s financial and operational processes. Little Elm’s operational and financial soundness will be ensured by maintaining a competitive tax rate, aggressively recruiting selective retail and small business economic development prospects, planning for long-term financial obligations, and maintaining a level of operational efficiency. Promote and expand Little Elm’s identity. Maintain Little Elm’s distinctive look and high development standards that provide vibrant, high-quality neighborhoods and development. Create a sense of place and brand identity that extends beyond our borders. Ensure excellence in public services while keeping up with the growth in the community. Objective Provide an equitable level of service to U.S. 380. Lead Department Public Safety Status Removed from plan in 2017 Accomplishments Opened Fire Station 3 in Union Park in 2017. Formed regional partnerships with Prosper and Aubrey Fire Departments for improved response times on 380. Started the 3rd ambulance in full service to the 380 corridor. Expanded outdoor warning sirens to include northern Little Elm and U.S. 380 corridor. Created a fourth beat on U.S. 380 corridor to improve coverage. Negotiated contract with Paloma Creek HOA for Police Services. Established a police substation in Fire Station 3. Established north and south districts and beats 6 and 7 on U.S. 380. Established police substation in Frisco West to better serve residents in the northern part of the community. Holds an active role with regional agencies to ensure that traffic improvement projects along U.S. 380 are moving forward. Undertook Limited Purpose Annexations in order to provide public safety services to schools in the U.S. 380 corridor. Completed Frisco Ranch substation for the police department to have closer access to residents along FM 423 and U.S. 380.

Installed traffic signals at Walker Road/Woodlake Parkway, King Road/Witt Road, and Dickson Lane/Eldorado Parkway. Coordinated with state and county for reconstruction and sidewalk installation at Eldorado Parkway, FM 720, FM 423, and Little Elm Parkway. Main Street and Eldorado Parkway traffic signal is in design. Reconstruction of Woodrow Circle. Lead Department Special Events Status Ongoing Accomplishments Established internal special events department in 2013 to implement events such as: Big Easy: Crawfish, Cajun favorites, Zydeco music, and more. July Jubilee: A family day at the beach and fireworks show. Autumn Fest: A four-day carnival and festival celebrating Little Elm. Pumpkin Hollow: A Halloween kiddie carnival, haunted trail and hayride, and more. Christmas at the Beach: Our one-of-a-kind Christmas celebration with a parade. Eggtastic Easter: An Easter egg hunt and children's festival. Craft Brew & Que: A craft beer tasting and barbeque sampling. Magic of Lights: A drive-thru Christmas lights display. Hosted first Juneteenth event in 2022. The Chamber hosts an ongoing concert series in June in September. The Chamber hosts an annual State of the Town. The Lawn at the Lakefront opened in 2023 with a goal of hosting 100 events. Added Mexican Independence Day, Lakefront Grand Prix, 2 Kids Triathlons to event portfolio. Implemented a dashboard to display our progress on our Strategic Plan. Provide recaps of Council decisions, share regular program, operations and ordinance updates, and provide easy access to information upon request. Produced a new reporting tool known as a Popular Annual Financial Report (PAFR) that highlights the Town’s financial condition from the year-end audit. It is designed to present a more easily understandable financial report. This provides Council a great tool to educate and explain the Town’s finances to their stakeholders. Improved readability of budget by redesigning the document to be more user-friendly.
Objective Maintain strong relationships with neighborhood associations and civic groups. This provides state-wide mutual aid for major events. Police has provided mutual aid for man power and equipment in emergency situations to Denton County, Denton County Fresh Water District, Corinth, Lake Dallas, North East, Pilot Point and Frisco.

Objective Promote events for regional participation with our neighbors and maximize cross-promotion opportunities for development. The Little Elm Chamber came under the management of the EDC. EDC Voucher Program: mailed vouchers to residents and neighboring communities $25 to redeem at restaurants. EDA Grant for RTI. Holt Cat Tax Abatement with Denton county. Texas First Tax Abatement with Denton county. ASCO Tax Abatement with Denton county. RTI Tax Abatement with Denton county. 52 week long regional promotion with City of Plano for Toyota. Toyota had “Visits to Texas” for their employees relocating to the area with the new HQ. EDC had a booth every Thursday and Saturday at the Westin Frisco to promote Little Elm to potential new residents.

Objective Build stronger relationships with youth sports organizations. Objective Explore collaborative opportunities with the three school districts that exist within the Little Elm Town limits. Entered into a partnership with LEISD to purchase King Elementary and the Bus Barn site for inclusion in the Lakefront District development. Assisted with the creation of a Fire Academy program within LEISD and conducted a weekly class to introduce students to fire service. Robust SRO Program with all three ISDs. Added three Council liaison positions to represent the Town for all three school districts that serve our residents.

Objective Maintain a mutually beneficial relationship with the Corps of Engineers. Lead Department Development Services Status Ongoing Accomplishments Coordinate several projects with Corps of Engineers, including updates to our lease agreement that covers the amenities we operate within their property. Recently received approval to authorize the developer of the Valencia subdivision to install a new water line that will provide a secondary water connection to the subdivision.

Construction of the Aquatic Center named The Cove in the Lakefront™. EDC took back retail from the Palladium Lakefront Development. Secured a brand name hotel for the Lakefront Development. Secured an entertainment venue for the Lakefront Development. Started the EDC accelerator program to support local Lakefront businesses and their marketing efforts. Secured an entertainment venue, Tinman Social, for The Lakefront District. The venue is under construction with a 2022 completion date. Objective Provide inclusive recreation opportunities for a wide-variety of socioeconomic groups and ages. Lead Department Community Services Status Ongoing Accomplishments Provides diverse recreation opportunities for the community through wellness, recreation programming, aquatics, senior programming, and adult athletics. The Recreation Center expansion of the fitness area, Kid Zone, group exercise rooms, and locker rooms was completed in June of 2017. The Senior Center’s dynamic and compassionate staff has provided a widevariety of programming for education, exercise, and social activities. Added new adults such as pickleball, cornhole, social leagues, and flag football leagues to the athletics program. Recreation Center contracted with two areas home school programs to provide regular sports and arts activities to students.
Objective Utilize new technology and products to provide innovative services and amenities in the Parks system. Lead Department Community Services Status Ongoing Accomplishments Implemented KidCheck software for the Recreation Center’s child watch services for parents/guardians to safely and easily check-in and check-out kids from Kid Zone. Implemented Jolt, a facility management software program to assure cleanliness, safety, and longevity of equipment and improve overall facility operation. Implemented online facility reservations.

Objective Ensure quality of youth sports facilities and review youth and adult recreation and sports programming partnerships with neighboring jurisdictions. Completed baseball practice fields at Brent Elementary. Installed lightening detection system at athletic fields to increase awareness of severe weather during youth sports games. Reorganized parks maintenance to maximize efficiency to improve overall quality of our ball fields. Partnered with LEISD for facility and field usage. Added shade structures at athletic fields. Renovated soccer fields. Added lighting for competition soccer field. Started the design phase for the Lakeside Sports Complex, which includes three turf softball fields, concession/restrooms, an update to tennis/pickleball courts, and relocation of the basketball court (2021) and completed construction (2023).
Objective Ensure quality of youth sports facilities and parks maintenance. Purchased specialized equipment specific for park maintenance (fields, beach, mowing areas, etc.). Provide opportunities for team members to receive parks-related certifications and skills training.

Feasibility report was completed in February 2018 for a potential water park to be built in the Lakefront district to provide residents aquatic opportunities and to be a regional draw to Little Elm. Design of a new indoor/outdoor aquatics facility. Groundbreaking for aquatic park was held in September 2019. The Cove at the Lakefront opened in March 2021.

The EDC researches businesses that are outside of the DFW area in order to fulfill the need for the unique venues. It is common to not only go on site visits to vet an establishment, but we do a lot of “boots on the ground” tours to give potential developers and business owners the full picture of what the Town has to offer.

The adopted FY 2023-2024 budget established a new Facility Maintenance and Replacement Fund (FMRF) by seeding the startup of $500,000 for future facility maintenance and equipment needs within the Town.

Amended a few long-standing ordinances that now allows staff to narrow down our focus on stubborn violation types that previously did not fit the within the original ordinances, such as prohibited outside storage, grass edging along the sidewalks and curbs, and the tree maintenance ordinance. Assembling informational packet that will be given to every new renter during the safety inspection process. The packet will include the ten most common code violations, trash and bulk pick up regulations and calendars, etc. Continuing to protect citizens by ensuring the Town’s food establishments are meeting the state’s requirements by inspecting each one twice a year. Revamped Neighborhood integrity program to allow HOAs to partner with the Town on improvement projects. Developed building permit partnership with HOAs to ensure Architectural Review Committee approval in advance of permitting. Established an HOA park inspection program. Overhauled the Community Integrity notification process to emphasize the need and desire for compliance and not penalty. Lead Department Development Services Status Ongoing Accomplishments Staff has utilized the Comprehensive Plan's objectives in creating innovative, tailored Planned Development Districts to achieve Council's goal in providing a higher stock of "move up" homes. The Enclave at Oak Grove, King's Court, Calloway Trails, Palladium Multifamily, Union Park, Prairie Oaks, townhomes in Sunset point area are some good examples of full range of housing in the Town. The Lakefront Residential Overlay District creates opportunities for highquality residential redevelopment. Focus on our infill areas as they are being prospected more consistently with "atypical" residential uses. High-quality town homes are typically communicated as being the desired product in a lot of these areas (along with a commercial element) but we are also recognizing other unique products such as the "zipper lots" recently approved with the Union Park Planned Development Amendment. Live-work developments have been communicated as being desired as well in appropriate locations. Facilitated Spiritas, a master-planned community that created the framework of public streets, over 2,000 homes, a Little Elm ISD school, a Fire/EMS station, trail systems, open spaces, and amenity centers. Faciliated Ladera, a first of its kind, age-restricted master-planned community in Little Elm.
