Message from the Town Council Spring is in the air here in Danville, and we are ready and excited to welcome the season. The spring Live Locally Newsletter gives you a chance to discover what’s happening in Town and some of the projects the Town is involved in within our community.

We talk through changes in legislation aimed at reducing the amount of organic waste in landfills and what that means for the Town. If you’ve viewed or attended a Town Council meeting, you will have seen the Town’s City Clerk. She talks about her role and how Danville residents can get involved with the Town.

We provide an update to the Housing Element and the new tool that residents can use to help identify and suggest housing sites.

In the field of public safety, we revisit areas concerning teens and talk about smartphone safety and teen vaping.

The Town is constantly working on ways to make lives better, and we have updates from the Bike Master Plan and the Downtown Plan. We are excited to talk about new lighting at Diablo Vista Park and renovations to the Gazebo at Hap Magee Ranch Park. It’s also a pleasure to be able to introduce and welcome new businesses to the Town.

The Senior Center Turns 10

TIME FLIES WHEN YOU’RE HAVING FUN!

The Danville Veterans Memorial Building was originally constructed in 1925 to honor World War I Veterans. It reopened in 2012 after a two-year renovation as the Veterans Memorial Building and Danville Senior Center to serve local Danville seniors and provide a beautiful auditorium for community events.

To commemorate the 10th anniversary of the building, the Town of Danville is hosting an open housestyle event on Thursday, April 28, from 3:00 pm–5:00 pm. All are welcome to enjoy small bites and conversation. All attendees will receive a raffle ticket, and there will be giveaways for the first 100 to arrive. The Gazebo Gets a Facelift The Town of Danville had planned on replacing the Gazebo at Hap Magee Ranch Park, however, due to supply chain issues, the price tripled from the estimate originally received. As a result, the Town’s maintenance staff has replaced all the wooden posts to ensure that it is safe and sturdy, and in hopes of extending its life by several years when the purchasing climate is hopefully more favorable.

The decorative railing, which had deteriorated over time due to the elements has also been replaced. Along with fresh paint, it is looking brand new.

SERVING THE PUBLIC

WHEN SHOULD YOU GET YOUR CHILD A SMART PHONE? This question is a common one. Some experts believe between 12 and 14 is the best time for a child to have their own smart phone but the reality is, it depends on the child’s emotional readiness. The smart phone is a powerful tool that fosters connection and access. But to a developing brain that is notoriously impulsive, too much access can be a problem. Here are some helpful tips.

• Set expectations about smartphone and internet use and consider creating a contract • Be prepared to monitor your child’s social media accounts and set up random phone checks • Encourage your child not to accept friend requests from anyone they do not know personally • Discuss the importance of not disclosing personal information online • Link your child’s account to yours so you can monitor what downloads and purchases are being made • Create phone-free times during the day (like dinner) and collect phones and other devices each night • Research and educate yourself on age-appropriate apps by utilizing parent websites such as CommonSenseMedia.org If you have questions or would like more tips, please contact Family and Community Services Specialist Lauren Brown at (925) 314-3715 or lbrown@danville.ca.gov.

The City Clerk is the local official who administers democratic processes such as elections, access to Town records, and all legislative actions ensuring transparency to the public. The City Clerk serves as the liaison between the public and Town Council and provides related municipal services.

The City Clerk is the go-to for elections, local legislation, the Public Records Act, the Political Reform Act, and the Brown Act (open meeting laws). Before and after the Town Council takes action, the City Clerk ensures that actions are in compliance with all federal, state, and local statutes and regulations and that all actions are properly executed, recorded, and archived.

As an Elections Official, the City Clerk assists candidates in meeting their legal responsibilities before, during and after an election. From election pre-planning to certification of election results and filing of final campaign disclosure documents, the City Clerk manages the process which forms the foundation of our democratic system of government.

As a Records Manager, the City Clerk oversees yet another legislative process: the preservation and protection of the public record. By statute, the City Clerk is required to maintain and index the Minutes, Ordinances, and Resolutions adopted by the legislative body. The City Clerk also ensures that other municipal records are readily accessible to the public. The public record, under the conservatorship of the City Clerk, provides fundamental integrity to the structure of our democracy.

How do Danville residents get involved or learn more about serving Danville?

The City Clerk arranges all meetings of the Town Council and provides assistance to members of the community that would like to participate in public meetings or provide input to the Town Council on agenda items.

The City Clerk also oversees the recruitment and appointment process for 59 positions on the Town’s Commissions, Boards and Committees.

EGGSTRAVAGANZA This spring, the Danville Community Center is ready to host a fun-filled morning of “egg-ventures”. Our Eggstravangaza event provides an opportunity for all children to experience “egg-citing” crafts, games, and photos with the Spring Bunny and Chick.

Best of all, participants go on an egg hunt to collect a bundle of “egg-cellent” treats.

Legislative Update for 2022

Town Talks with the Mayor Town Talks with the Mayor is a monthly live stream broadcast held on the first Friday of each month via Zoom.

The Mayor invites guests to discuss a variety of topics of interest to Danville residents.

The 2021 California Legislative Session was a year defined and shaped by the legislatures continued erosion of local governments control over land use. At the start of the year California Senate pro Tempore Toni Atkins, introduced the “Building Opportunities for All” housing package including Senate Bill 9, which eliminated single family zoning in California.

During the 2022 Legislative Session, Danville Town Council will continue to engage directly with State Legislators to advance solutions addressing regional housing needs while fighting to retain local control and community character. ADOLESCENT VAPING

Using e-cigarettes or vaping continues to be a huge problem for teens in our community. Vaping is not healthy for developing adolescents.

Talk with your kids about the risks and negative health impacts— e-cigarettes are also called vape pens, e-cigs, tank systems or mods.

Because addiction is a form of learning, adolescents can get addicted more easily than adults.

SPORTS FIELD MORATORIUM ENDS Danville’s natural grass sports fields and dog park are reopened on February 25. During the closure, maintenance crews made repairs, replaced sod and renovated the fields for the new season.

Housing Element Update Danville has been assigned the task of planning for at least 2,241 new homes in the next eight-year Housing Element cycle (2023-2031). To do so, the Town—along with all other California communities—must identify the locations that could accommodate new housing development.

As a nearly built-out community, Danville has a limited inventory of vacant residential land.

Therefore, to satisfy this mandate, additional parcels would need to be identified.

Help plan it! Beginning in March of 2022, residents were invited to help identify and suggest sites they believe should be considered for housing development using the interactive Housing Site Suggestion Tool. All recommended parcels are evaluated against State Department of Housing and Community Development (State HCD) parameters and local considerations to determine their viability as a suitable site for potential development.

What’s next? All identified potentially viable sites would be coalesced and displayed on a Housing Simulation Tool in late June 2022. As the name implies, the community will be invited to review all potential sites, explore different housing densities for each site, and use the simulation tool to propose a ‘housing plan’ that would meet the Town’s mandated objective. The responses from this activity will help inform the Town Council of where the community believes new housing should be prioritized and what the maximum density should be for each of these areas. This engagement tool will be available from June through July 2022.

Pedaling the Bicycle Master Plan Forward In Summer 2021, the Town completed its firstever Bicycle Master Plan. With its combination of capital improvement projects and programmatic strategies, residents and visitors can look forward to more improvements to bicycle facilities and new safety initiatives. Since the Town adopted the Bicycle Master Plan, staff has been working away on planning and designing several priority projects and developing programs recommended in the plan.

Bicycle-related projects that are currently in the design phase include: • Pavement Improvements along San Ramon Valley Boulevard and Camino Ramon. These improvements will include enhancements to existing bicycle lanes and new bicycle detection systems at traffic signals.

• The Diablo Road Trail project. Currently, in the Environmental and Design phases.

• Safety and Lighting Improvements at three crossings along the Iron Horse Trail in the downtown area. Construction on these improvements is scheduled to start in late 2022.

In January 2022, the Town completed the remainder of its upgrades to its traffic signal controllers, which will provide smoother traffic flow for bicyclists and pedestrians at all of the Town’s signalized intersections.

On the programmatic front, efforts are underway for the recruitment of positions for the Town’s new Bicycle Advisory Commission and development of a comprehensive bicycle/pedestrian educational campaign. The educational campaign will include: • Video tutorials and safety messages • Bicycle wayfinding and facilities maps • Planning for upcoming bicyclerelated community events such as Bike to Work Day and a San Ramon Valley Street Smarts Bicycle Festival • Initiation of planning efforts for designing a bicycle wayfinding program.

The Town of Danville operates and maintains over 167 acres of parkland, most of which is used for active recreation.

Danville has six community parks that include amenities such as children’s play equipment, sports fields, picnic areas, bocce ball courts, a dog park, and walking trails. The Town Green also provides a peaceful downtown park adjacent to the Danville Library and downtown’s Danville Community Center.

Each year the Town of Danville Maintenance crews work to keep Osage Station Park bursting with color by pruning over 1,500 rose bushes. This labor of love helps to keep them healthy and promotes vigorous growth.

What Can Danville Residents Do to Impact Climate Change?

SB 1383: Reducing Methane Gas Climate Pollution On January 1, 2022, Senate Bill 1383—Reducing Short-Lived Climate Pollutants in California took effect. SB 1383 requires the state to reduce organic waste disposal by 75% by 2025. In other words, the state must reduce organic waste disposal by more than 20 million tons annually to meet this goal by 2025! CalRecycle and the California Air Resources Board have joined together to establish goals for local governments to reduce organic waste going to landfills. The Town of Danville has been assigned a goal of reducing .08 tons of organic waste per resident. That is equal to 3,512 tons of organic waste diverted from landfill in 2022.

Organic waste produces methane in landfills. Methane is a super pollutant creating global warming and climate change. What comprises organic waste? It is green waste, wood waste, food waste, and fibers such as paper and cardboard. How can you help reduce organic waste?

Reduce unwanted mail by visiting www.dmachoice.org to opt out of national junk mail.

Compost food scraps and yard trimmings in your back yard.

Contact local and regional companies sending you unwanted mail and ask to be taken off their list.

Just Mow/Don’t bag—Leave grass clippings on your lawn. The clippings will decompose, adding much needed nutrients to your lawn and lighten thewaste you bring to the curb.

Update on Reimagining Our Downtown’s Future During the first two months of 2022, our residents, visitors and businesses enthusiastically provided input about how we might re-imagine public spaces in Downtown Danville as enhanced places to gather, connect, and interact with each other. Working with its consultant design team, the Town is incorporating the wealth of feedback—along with the need to provide for adequate public parking, drainage facilities, and accessibility to all businesses—into a set of strategies in an updated Downtown Master Plan. DIABLO VISTA PARK RECEIVES NEW SPORTS FIELD LIGHTS

Diablo Vista Park is home to a variety of sports leagues, from youth soccer, baseball, lacrosse and rugby all the way up to adult soccer and softball. The park has a lighted multi-use artificial field and one lighted baseball field, with the remaining baseball field—which is also used for other sports—being unlit prior to now.

All sustainable modes of transportation are supported by Contra Costa 511 with various incentives and programs. Zip to work on a new e-bike and receive a rebate of up to $300.

Start a vanpool to work with your colleagues and pool your way to $1000 in extra cash. Pledge to try transit, and you’ll receive a $25 clipper card free to try out the local County Connection bus to get to work or school. You don’t have to worry about the reliability of your e-bike or the bus with the Guaranteed Ride Home program, which offers a free ride home in case of an emergency.

The Sports Alliance, a collaboration of youth and adult sports leagues that use athletic fields throughout Danville, San Ramon and Alamo, has recognized the need for additional field space to accommodate growing sports uses for many years and has collected funds for that purpose. With opportunities for new field space being extremely limited, the Sports Alliance approached the Town about adding lights to the unlit field at Diablo Vista Park­—an improvement that would add approximately 750 hours of playability on the field each year. The Sports Alliance also agreed to cover the entire cost of the project, which exceeded $500,000, to provide more recreational opportunities for our residents.

ON MAY 20, HIT THE ROAD WITH YOUR COWORKERS.

Diablo Vista Park was considered an ideal location to add sports field lighting for a variety of reasons.

As mentioned above, the park already has two lighted sports fields, in addition to lighted tennis and basketball courts, so adding lights has less of an impact than installing lights at a park that is not currently lit. There are relatively few homes in direct proximity to the field, and new LED technology allows the lights to be directed straight downward to reduce any spillover. Additionally, the field is at a lower grade than surrounding streets and residences, further reducing potential impact.

The Town has enjoyed a long, mutually beneficial partnership with the Sports Alliance, and this is the latest example of the two working together to provide top notch facilities to our residents.

New Art Exhibit: Women Who Dare This spring, just in time for Women’s History Month, the Village Theatre Art Gallery has partnered with the Bay Area Studio Artists painting group (BASA) which is comprised of women artists who reside in the Bay Area to show art by women inspired by women in an exhibition titled Women Who Dare.

The exhibition will be on view at the Village Theatre Art Gallery, 233 Front St. in Danville from March 24–May 20, 2022.

Women Who Dare, fittingly includes imagery portraying women who are recognized as trailblazers, leaders, and innovators of their time. Visitors to the gallery might recognize contemporary women and girls who dare to challenge societal norms to achieve their dreams in present times, as well as the familiar faces of influential women from history.

The paintings range from colorful and lively portrayals to quiet and reflective renderings of women who cared deeply and lived boldly and bravely.

This exhibit has been organized and co-curated by Joanne Taeuffer and Marcy Wheeler and features the artwork of Suzun Almquist, Jeanette Baird, Lassie Colebourn, Ellen Reintjes, Ruth Stanton, Joanne Taeuffer, Sharon Tama and Marcy Wheeler.

DANVILLE VOLUNTEERS LEND-A-HAND TO LOCAL SENIORS

THERE’S NO JOB LIKE A SUMMER JOB 2022!

Each year, the Town of Danville depends on nearly 100 seasonal employees to help teach, develop, and safeguard Danville youngsters at summer camps and aquatics programs. In addition, they help serve as role models to the children who attend these programs.

Applications have been extended for summer camp positions. Applications for lifeguard/swim instructor positions and summer camp positions will close on May 16, 2022. This year marks the 18th Lend-a-Hand Day, where community volunteers will donate their time to provide yard work assistance to their senior neighbors in Danville by raking, mowing, trimming and gutter cleaning. On April 23, 2022, 100+ volunteers will help beautify the neighborhoods by providing individual attention to homeowners who may no longer be able to maintain their yards themselves. This event is “powered by volunteers,” and we are looking for community members to participate.

Volunteers range in age from teens 13 years and older (with adult supervision) to seniors themselves. No previous yard work experience is necessary. Volunteers are assigned to houses based on home assessments made by Danville staff, who determine the size and scope of each home project.
