Million in Scholarships for MSW Students in Need

Christian Rodriguez’s HRSA scholarship has made a world of difference in his life.

As a recipient of a prestigious scholarship under a $2.5 million grant from the federal government’s Scholarships for Disadvantaged Students program, he can reach his goal of earning a social work degree – without incurring debt.

“Social work is about engaging, listening and understanding people from all walks of life,” said Mr. Rodriguez. “When I can help someone, I am helping myself. It feels good to know I have the resources and knowledge to provide that support.”

Rodriguez was among 31 Touro social work graduate students who has thus far received the scholarship, which supports studies at the school through 2020 and represents an initiative of the Health Resources and Services Administration (HRSA) of the United States Department of Health and Human Services (HHS).

Students can receive up to $21,000, with the possibility of a second award of up to the same amount for their second year of full-time MSW study. The scholarship covers tuition and repayment is not required, but students must maintain a 3.0 cumulative GPA in order to be eligible for a second grant.

MISSION TO SERVE UNDERSERVED

Dr. Steven Huberman, founding dean of the Touro College Graduate School of Social Work, said the grant intersects with Touro’s mission of providing accessible and affordable quality education to the underserved.

“We’re honored to be recognized with this federal grant,” the dean said. “Touro is dedicated to helping develop careers of those who might not otherwise have the opportunity to further their education, including people of color, immigrants and refugees. Our goal is to train culturally competent professionals who can meet the complex needs of our cities’ diverse populations.”

He added that the current HRSA scholarship recipients are “superb students.”

Open only to new full-time students, particularly individuals from disadvantaged backgrounds who are members of racial and ethnic minority groups, the scholarships are intended for those who demonstrate financial need and are committed to working in primary care settings and medically underserved communities.

“The $2.5 million will make a great difference to New York’s most vulnerable and at-risk populations,” said Dr. Huberman.

Applicants must be U.S. citizens, nationals or

lawful permanent residents of this country, the Commonwealth of Puerto Rico, the Northern Mariana Islands, the U.S. Virgin Islands, Guam, American Samoa, the Republic of Palau, the Republic of the Marshall Islands or the Federated States of Micronesia.

“We are interested in reviewing applications from students who have demonstrated financial need and are committed to working in underserved communities,” said Dr. Huberman.

EPITOME OF FIRST-RATE SCHOLARSHIP STUDENT

Christian Rodriguez epitomizes the first-rate social work graduate students whom the scholarships seek to support.

A first generation New Yorker, he hails from a family that emigrated from the Dominican Republic in the 1980s. Since obtaining his bachelor’s degree in sociology summa cum laude from The City University of New York in 2014, Mr. Rodriguez has held various positions at nonprofits. He learned about the Touro graduate social work program from a friend who attended. After doing his own research, Rodriguez determined Touro would be a good fit for achieving his educational and professional goals.

For Mr. Rodriguez, the scholarship means having the financial support he needs to broaden and build upon his work in helping troubled populations grapple with substance abuse, post-traumatic stress disorder and depression.

“I felt I had a good sense of how to help people meet goals and plan for their futures, but I had a lot more to learn and I wanted more practice,” he said. “I also wanted to work with different populations, such as those with severe mental health issues. Social work gives me that opportunity.”

Currently he is doing a prestigious internship at the Steven A. Cohen Military Family Clinic at NYU Langone Medical Center.

Mr. Rodriguez lauds Touro for providing him with the training he needs to reach his goals and for its “kind and nurturing” staff and faculty.

“Classes are small and professors really care to know you as a person,” he said.

ALUMNA SPOTLIGHT

Cheryl BoGDAn Bringing Case Management Services to the Queens Public Library

In

Queens, the public library is more than just a place for reading and research. Just ask Cheryl Bogdan.

At the Queens Public Library, Ms. Bogdan provided the outstretched hand that assisted the community with everything from accessing food stamps to escaping abusive relationships. Her efforts encompassed referral services and onsite counseling, and she oversaw the work of student interns.

Although she left the library in January 2018 to be a stay-at-home mom (“I’ve always believed in ‘life-as-it-comes’ and right now being home with my two young children is where I need to be,” said Ms. Bogdan), she is gratified to have worked at a place that offers a breadth of opportunities for social workers.

“With an MSW, you can do so much – work for an agency or in administration, and social work students should think outside the box because the 'people skills' they develop are transferrable,” said Ms. Bogdan, who joined the library as the lead social worker in 2013. Previously, she worked with a geriatric population at Selfhelp Community Services.

A 2012 alumna of the Touro College Graduate School of Social Work, Ms. Bogdan is a founding member and vice president of the graduate school’s Alumni Association, co-chairing

the Alumni Professional Development Committee, which oversees licensing preparation, continuing education and mentorship programs. In 2017, the school presented her with the Distinguished Alumni Award at its annual Academic Recognition ceremony.

“We were so pleased to present Cheryl with the award,” said Dr. Eric Levine, director of social work alumni engagement, continuing education and financial resource development. “She believes strongly in the mission of social work and is a wonderful exemplar of our graduate school of social work.”

Bobby Staley, who graduated from the social work school in 2008 and now serves as president of the Alumni Association, applauded Cheryl for having “made great contributions assisting those in need while working in the Queens Library system.” For

her leadership and contributions to the association, Mr. Staley expressed gratitude.

LIBRARY INITIATIVE: FIRST OF ITS KIND IN NEW YORK

For Ms. Bogdan, the Library Initiative, which is the first of its kind in a New York library, fit well with her longstanding interest in providing community-based social services and “empowering people to change their lives.”

At the library, she provided referrals and helped so many in need, including victims of sex trafficking, a suicidal young man with a drinking problem and immigrants who needed counseling and shelter.

“My focus was to make the commu-

nity safer in the library,” said Ms. Bogdan, who collaborated with the library’s other professionals, librarians and educators, “and I’m not afraid to wear different hats.”

As a result, she was called into action to help register children online for kindergarten; navigate the resolution of a parking ticket; and reassure an anxious mother that her child was okay. “There was no need for her to run to a psychiatrist,” said Ms. Bogdan.

Not all issues were resolved quickly.

With the library providing onsite General Equivalency Diploma (GED) classes for certification of high school-level academic skills, along with English for Speakers of Other Languages (ESOL), immigrant men sometimes required their wives to drop out of classes, worried that they are “learning too much English.”

Ms. Bogdan relied on staff and volunteers to translate and used an automated language app that translated her words into her clients’ native tongues.

Her position also tapped her creative juices. When she observed a huge need for a family literacy program, Ms. Bogdan organized an initiative at the Flushing, Queens branch. Led by a teaching assistant who spoke English and Mandarin, the 10-person program enabled parents and children, ages 18 months to five years, to learn English together through shared activities, including watching movies, reading books and participating in hands-on activities like making ice cream.

With pride, Ms. Bogdan said the program enjoyed a 100 percent educational gain – with some students achieving the highest level – five – in English language proficiency.

Other times, it was difficult to recondition a person’s habits – a situation that she tried to tackle with the help of a student intern, who ran a program on self-motivation that focused on getting GED dropouts to complete the work for their diplomas and included counseling.

Nevertheless, as Ms. Bogdan sees it, the library is the perfect venue for providing supportive social services because visits are unlikely to trigger questions from family or friends or make them suspicious.

“There’s no stigma about going into the library,” she said.

To raise awareness, Ms. Bogdan spoke about her services at ESL and GED orientation classes and distributed flyers.

Those seeking help signed an appointment book at the Central Queens main library but in an emergency, they could simply stop by her office, she said.

“They didn’t have the time or the schedule, and they were nervous, so I saw a lot of walk-ins, which were often quick interactions,” she said. “I had an open door policy and I was ready to work with them when they were ready.”

DETERMINED TO GIVE BACK

A Queens native, Ms. Bogdan grew up in a warm, loving home where finances were scarce but family and community were essential to her nurturing. The daughter of a factory worker, she became the first in her family to graduate high school and was determined to give back.

Ms. Bogdan earned her undergraduate degree in cultural anthropology and economics from the State University of New York at Purchase and began her professional life working on 9/11 cases for the New York City Law Department. She was committed to helping others but also concerned that the economic outlook was making it increasingly difficult to score jobs in public interest law, so she turned to Touro to pursue her MSW instead of going to law school.

“Touro offered an open, supportive environment really conducive to learning,” she recalled. “It’s small in the sense that teachers know you and what your interests are, and it gave me the skills to work in one of the most community-centric places you can find – the library.”

DR. KAM MAN KENNY KWONG: Seeking to Improve Services in New York’s Immigrant Asian Community

Throughout his professional career, Dr. Kam Man Kenny Kwong has concentrated much of his research and clinical work on the myriad challenges and hardships facing an often overlooked demographic: New York’s low-income Asian immigrants.

“I just want to provide more knowledge about the way we can improve our service to this population,” said Dr. Kwong, an associate professor and the director of the Touro College Graduate School of Social Work’s Asian-American Social Work Initiative. He also chairs the school’s Social Work Research Sequence.

account for the majority of Dr. Kwong’s research. He has shared his findings in presentations at professional conferences, in scholarly journals and with researchers and other professionals.

In addition, Dr. Kwong has delved into work-related stress and professional self-care among social workers. Last year, he led an experiential workshop on competency-based practice research training at the International Conference on Practice Research in Hong Kong. He has also shared his innovative pedagogy on these topics in the International Journal of Higher Education.

FROM HONG KONG TO THE LOWER EAST SIDE

After receiving an undergraduate social work degree at a private university in his native Hong Kong, Dr. Kwong completed his MSW at the University of Alabama in Tuscaloosa. With his concentration in mental health, he pursued an internship with children and adolescents at an outpatient mental health clinic in Washington, D.C. Settling in New York, Dr. Kwong worked as a clinical social worker and administrator for 18 years, holding positions at clinics and agencies in Manhattan’s Lower East Side, including the Charles B. Wang Community Health Center, where he directed initiatives aimed at underserved populations, especially Asian-Americans. He earned his Ph.D. from The Graduate School and University Center of the City University of New York, focusing his dissertation on barriers to promoting

Prior to joining Touro in 2014, Dr. Kwong taught for seven years at the Silberman School of Social Work at Hunter College.

2016 at the International Conference on Social Work in Health and Mental Health in Singapore and published articles on this phenomenon last year in the Open Journal of Social Sciences and the Journal of Child and Family Studies.

“My research is informed by my work as a clinician,” said Dr. Kwong, noting that as a social worker, he has witnessed the ways in which social and economic barriers limit indigent Asian immigrants’ understanding of their healthcare entitlements. He believes such obstacles can be surmounted with bilingual professionals helping immigrants navigate the medical system, which uses terminology that émigrés may not understand, or fear.

“The children have a lot of social and emotional adjustment, since they’re separated from their caregivers in China and they lack the attachment with their own parents. Intensifying the Chinese immigrants’ dilemma, the children, who are not fluent in English, cannot relate to other kids. Their sense of being strangers in a strange land can lead to social, emotional and physical problems, including difficulties learning in school, behavioral issues and obesity,” said Dr. Kwong.

In fact, when he has asked Chinese immigrants about their perspective on cancer, “they don’t want to talk about it,” Dr. Kwong noted.

Through the lens of a clinician, he has also seen the role that culture plays in stigmatizing mental health services and discouraging low-income Asian immigrants from seeking needed counseling and support. As a result, many Chinese émigrés experience psychosomatic symptoms, such as “feeling fatigue and weak,” when they are actually suffering from undiagnosed depression, he said.

“Health center providers are trained in Western medicine and don’t fully understand the Asian immigrants’ cultural beliefs,” Dr. Kwong said. At one particular health center, his research confirmed a typical scenario played out within the immigrant Chinese population: parents brought their infants for wellness checkups but seemed to disappear afterwards. The reality is, many of these parents were undocumented immigrants with no extended family living nearby to provide childcare and, feeling intense pressure to make a living, heeded the pleas of their own parents back in China and sent their offspring to live with them.

“It’s a community norm to send your children to China so you can work full-time and earn enough money to bring them back here,” said Dr. Kwong.

REVERSE-MIGRATION RIFE WITH CHALLENGES

Although children generally return to the United States for the start of their formal education, the reunification is rife with challenges for them and their parents, said Dr. Kwong.

He spoke about the complex reverse-migration issue in

Their parents also struggle to adjust. “They feel very hurt that their children don’t call them their parents and look at them as strangers,” he said. “And the parents can’t relate to their children because of the years they lost in establishing relationships with them.” Parents are also filled with regret for sending their offspring to the grandparents in the first place, he added.

Dr. Kwong believes such adjustment problems can be minimized, if not prevented, if parents maintain a “good dialogue” with their own parents during the separation in order to stay in the loop about their children’s development.

Upon their return to the U.S., parents should be prepared to spend substantial amounts of time bonding with their children, as well as reaching out to professionals for guidance and support during the adjustment period.

He also suggests screening families to detect whether they are in need of intervention before any social, emotional or physical problems become obvious. The screenings would involve questioning families about mental health, parenting and financial issues, as well as their backgrounds, such as immigration status and socio-demographic barriers.

The effort would culminate in giving at-risk families a coordinated package of social and financial services that address their needs and reflect their cultural outlook.

As the married father of two children with special needs, Dr. Kwong understands well the effectiveness of early intervention.

Sheryl Frishman:

A Son’s Special Needs Rekindles the Desire to Become a Social Worker

Sheryl Frishman’s fast-tracked legal career didn’t just come to a screeching halt when one of her children was diagnosed with autism spectrum disorder; it drove Ms. Frishman to focus on her family’s needs, assume leadership positions in organizations that help individuals with disabilities and pursue an MSW at the Touro College Graduate School of Social Work.

s. Frishman’s son, Aaron and his twin sister, Rebekah, were born in 2000, but it was not until Aaron was almost two years old and Ms. Frishman was six months pregnant with her son, Zack, now 15, that she and her husband, Robert Rosman, a real estate lawyer, learned the reason why Aaron “acted differently from other children.” He was difficult to engage, was not speaking and loved to line up toys in an order that made sense only to him.

“I was on that trajectory to be one of those mothers who works 80 hours a week, has nannies to raise their kids or who are great at dropping them off at day care,” said Ms. Frishman. “Aaron’s autism stopped me in my tracks.”

Fortuitously, she was no stranger to the hurdles that stood in the path of families seeking help for special needs. During her days as a student at The Benjamin Cardozo School of Law, Ms. Frishman landed an internship with an elder law clinic. Upon graduation, a top elder law firm in New York City welcomed her into the fold as an associate, and by the age of 28, she was the head of a department.

However, when Aaron was diagnosed, she left her job to concentrate on Aaron’s needs as well as those of Rebekah and Zack.

“I THOUGHT, WHO BETTER THAN ME TO FIX THIS”

“Helping adult children with disabilities through my elder law practice meant tapping into the same legal system for everything from guardianships to public benefits,” Ms. Frishman said. “So I thought, who better than me to help Aaron because I’m in the disability law area and can fix this.”

At the outset, she assumed that he would simply get the therapy he needed and “everything would be okay.”

of legal entitlements and services in public school for people with disabilities, Ms. Frishman soon wanted to use her expertise to assist other families in similar circumstances.

She collaborated with Jill Faber, a former special education teacher and an attorney, to launch a law firm. Frishman & Faber provided counseling and advocacy for the unique needs of children and adults with special needs, from birth through adulthood. As part of the firm’s services, it also served as a resource for obtaining special education services and assisting in guardianship and long-term planning for families with loved ones with disabilities.

“I would do talks before physicians and parents and speak to school groups about the kind of work we did,” said Ms. Frishman.

Her efforts helped grow the firm’s roster of clients – but its growth was a mixed blessing. The partners’ success left them with barely enough time to focus on their own families. As a result, they merged their firm with a large elder law firm seeking to expand into special education law. Joining the new firm, Ms. Frishman had but one demand – to leave every day at 2:30 p.m. in order to meet her children’s school bus.

She also carved out to time to become a board member of organizations that focused on children with special needs.

In a short time, Ms. Frishman’s passionate commitment, expertise and experience catapulted her to the position of president at ARC of Westchester. The 800-employee agency helps 2,000 children, teens and adults with intellectual and development disabilities, including individuals on the autism spectrum and their families. In addition, Ms. Frishman served as a board member of The Arc of the United States, the largest agency in the country for people with developmental disabilities.

Today, Ms. Frishman serves as president of Ferncliff Manor, Inc., a not-for-profit organization that encompasses a residential school for children with developmental disabilities and group homes with supportive services for adults with special needs. When Aaron turns 21 in three years, she hopes he will live in a group home.

Through the years, Ms. Frishman has also penned articles for websites and blogs, such as Special Moms Network and Friendship Circle, which address the challenges experienced by parents who have children with special needs.

with disabilities dates back to high school, when she worked with her father on a study focused on independent seniors that tracked their health and quality of life every 10 years, the Bronx Aging Study. As a student at Union College in Schenectady, Ms. Frishman said she was so inspired by the project and her father’s work that she had considered becoming a doctor.

While in college, she volunteered to help older adults at a nursing home, an experience that touched her deeply and led her to pivot to elder law as a way of helping seniors and their families.

“It has taught me to step back, become a listener and, as a social worker, I feel I can now do genuine good.”

BECOMING A SOCIAL WORKER

She credits her husband of almost 21 years with encouraging her to become a social worker. After seeing her passion for advocacy work and growing unhappiness with her life as an attorney, Rosman reminded Ms. Frishman that years earlier she had seriously considered social work as a profession and that while in law school, she had inquired about a joint MSW and law degree at Cardozo Law School – but no such program existed at the time.

“People come to lawyers to fix things, but you can’t fix your child with special needs. What I want to do is help other families cope, access available services and find peace. Plus, research shows that the earlier parents accept their child’s disability, the better the child and the entire family system does,” she said.

Along with ensuring Aaron receives the supportive services he needs, she and her family have benefitted from therapy and mindfulness, which have enabled them to work through the emotional upheaval of being a “special family.”

“Part of it is radical acceptance,” said Ms. Frishman. “You grieve the child you thought you would have, talk about the blame and guilt and, ultimately, find acceptance and joy in your child and your unique family.”

The eldest of three siblings, Ms. Frishman spent her early years in the Bronx before moving to Scarsdale. Her parents set the tone for achievement and compassion in the healthcare profession. Her mother, Esther Frishman, is a prominent nurse researcher, and her father, William H. Frishman, M.D., who graduated medical school at 21, is the Rosenthal Professor of Medicine and a professor of pharmacology at Touro University’s New York Medical College. He is also the director of medicine at Westchester Medical Center.

HELPING WITH DISABILITIES DATES BACK TO HIGH SCHOOL

“Sheryl has always been a genuine champion of the underserved, including people with disabilities, in both her private and her professional life,” said Dr. Frishman.

With her “genuine goodness, she started volunteering with seniors with disabilities when she was in high school and has never stopped. Her legal career, her community activities and now her social work career is dedicated to social justice and serving the underserved.” Last year, as a Touro graduate student, Ms. Frishman did an internship at ACDS, an organization that serves individuals with developmental disabilities – from early childhood through adulthood.

There, she counseled parents at a pre-school for children with special needs, and ACDS has since hired Ms. Frishman as the individualized education program (IEP) coordinator and director of Parent & Community Outreach.

As a work-study intern, Ms. Frishman continues her social work internship at ACDS, now counseling young children with special needs and running groups, including mindfulness-based stress reduction (MBSR), for parents with special needs children.

“Touro is giving me the tools to help mothers and fathers cope,” said Ms. Frishman. “It has taught me to step back, become a listener and, as a social worker, I feel I can now do genuine good.”

Today, Aaron – the inspiration behind Sheryl’s decision to pursue her longtime interest in social work – has several passions, including school, ice skating and music – which hopefully will pave the way for his employment in a music venue. With the help and encouragement of their rabbi, Aaron also celebrated his Bar Mitzvah, a significant lifecycle event in the Jewish religion.

Moreover, because of Aaron, Ms. Frishman said that she and her husband are “true partners” and his siblings are “such good people.”

“Aaron has given our family such valuable gifts,” she said.

Steven Huberman, the founding and current dean of the Touro College Graduate School of Social Work, received the “Top Leadership Award,” the highest social work honor bestowed by the National Association of Social Workers-New York City Chapter.

The award recognizes professionals who demonstrate exemplary leadership qualities and unique commitment to the improvement of social and human conditions.

In presenting the award to Dr. Huberman at the NASW-NYC’s Annual Leadership Awards Dinner, Dr. Robert Schachter, the organization’s former executive director, extolled the dean’s qualities, which have ensured a strong foundation for the school.

“Dr. Huberman is not only a leading academician, but also a talented and experienced community organizer – someone who could build a school that has become known for its excellence and unparalleled diversity as well as its community engagement,” said Dr. Schachter.

Dr. Huberman’s “engagement of professional leaders” and his organizing skills played a pivotal role in the school’s positive reception from the city’s social work community, Dr. Schachter noted.

Students of all backgrounds “can stand as one under the chuppah,” the canopy associated with traditional Jewish weddings, he said, and with the support of Touro College and University President Dr. Alan Kadish, the school pays each student’s NASW membership dues so they can benefit from being part of the professional association.

Dr. Shakira Kennedy Honored as a Path to Licensure Institute Scholar

Shakira Kennedy, assistant professor and coordinator of at-risk populations research and grant initiatives, was recently selected as a scholar of the Association of Social Work Board’s Path to Licensure Institute.

As part of this prestigious honor, Dr. Kennedy, a member of Westchester Black Women’s Political Caucus, a journal reviewer for SAGE Open publications and a consulting editor for the journal Children & Schools, joined with four other scholars from five different universities in an intensive three-day event focusing on integrating licensing and regulation into their curricula. The scholars also brought ideas for topics to develop into research projects while at the Institute.

TRIUMPHS AND COMMUNITY SERVICE SET THE TONE FOR RECOGNITION PROGRAM

nfused with warmth, humor and inspiration, the Touro College Graduate School of Social Work’s Academic Recognition Program celebrated graduates for their triumphs in the face of tremendous personal challenges, academic achievements and outstanding community service.

Held at the 92nd Street Y, the auspicious event brought together more than 200 individuals, including students, faculty, staff, family members and other well-wishers.

The occasion also served as the launch of the Dean Steven Huberman Leadership Award for Student Scholarships, named after the founding and current dean of the Graduate School of Social Work. Presenting a personal check of $2,500 – and pledging an additional $2,500 in matching funds – Patricia Salkin, provost of Touro’s graduate and professional divisions as well as dean and professor of law at the Touro Law Center, said she and her husband, Howard, were starting the fund as a “token of appreciation for all of Dean Huberman’s unswerving leadership.”

Without a moment’s hesitation, Dr. Huberman said that he and his family would also contribute $2,500 to the fund.

“NO MAN IS AN ISLAND”

I

n welcoming the gathering, Dr. Huberman noted that the words of Dr. Martin Luther King, Jr. – “the time is always right to do what is right” – rang true for the graduates and the profession in which they were about to take their places. In quoting poet John Donne – “no man is an island” – Dr. Huberman credited faculty, staff and family members for supporting students in their quest to “reach this milestone.”

Speaking on behalf of Dr. Alan Kadish, Touro College and University System president, Executive Vice President David Raab noted that Pirke Avot, or the Ethics of the Fathers, is a compilation of Judaism’s teachings that represent an important element of the School’s outlook and principles.

The graduates had already put into action two of Pirke Avot’s aphorisms – "The main thing is not study, but doing” and “It is not incumbent upon you to complete the work, but neither are you at liberty to desist from it," Mr. Raab said. As graduate students, they had done advocacy work in Albany and counted the homeless in the city.

“We can’t wait to see the impact you will have in making the world better,” he said.

David Mandel, CEO of Ohel Children’s Home and Family Services and chair of the graduate school’s Professional Advisory Committee, presented the Ohel Leadership Community Service Award to Rabbi Mimon Mamane, who did his field work at Memorial Sloan-Kettering.

Candida Brooks-Harrison, president of the board of directors of the New York City Chapter of the National Association of Social Workers (NASW-NYC), presented the organization’s Student Award for Outstanding Community Service and Leadership to Deguyo Tehe. A native of the Ivory Coast who holds a master’s in public administration, Mr. Tehe has devoted himself to a project geared to helping immigrant fathers understand and adapt to American culture.

eth Abrams was honored with the Dr. Bernard and Sarah Lander Distinguished Social Work Tikkun Olam Award, which memorializes the legacies of Touro College’s founder and his wife and pays tribute to a graduate student who “has overcome tremendous personal obstacles and is making a difference in the community,” said Allison Bobick, director of student advancement.

Through sheer force of will, Abrams recovered from not only from an aortic dissection, where the survival rate is only 20 percent, but also the devastating impact of a stroke soon after, said Ms. Bobick.

“Our Seth does not believe in statistics,” she noted.

Although his parents were told he would never walk again, swallow or use his left side and doctors recommended that he live in a skilled nursing facility, Mr. Abrams “defiantly rose up from his hospital bed and said, ‘No,’ ” said Ms. Bobick.

“With remarkable determination, courage and inner strength, he devoted all his time and energy to his rehabilitation program,” including physical and occupational therapy and speech and cognitive training.

That fierce determination enabled him to enter the graduate school only a year and a half later and graduate with a near-perfect GPA.

REMEMBERING THE FORGOTTEN CITIZENS

“

Immigrants and Refugees in America: How Social Work Makes a Difference" represented the overarching theme of the Touro College Graduate School of Social Work’s recent Community Day, which presented Dr. Luis H. Zayas, a prominent expert, as the keynote speaker.

The symposium’s speakers also included Dr. Nadja Graff, Touro’s vice president, Division of Graduate Studies; Dr. Steven Huberman, dean of Touro College Graduate School of Social Work; Rosa Bramble, a licensed clinical social worker who conducts psychosocial evaluations and provides testimony for immigration-related hearings, political asylum and trauma-informed interventions; and Touro student Leidy Deleon.

Dr. Zayas, dean of the Steve Hicks School of Social Work and the Robert Lee Sutherland Chair in Mental Health and Social Policy at the University of Texas at Austin, provided insights into the heartwrenching, daily struggles that undocumented immigrants and their children born in the United States endure in the face of potential parental deportation.

KNOCK ON DOOR COULD BE ICE

“

You seldom see the child of an undocumented immigrant throwing a tantrum in Wal-Mart – simply because they can’t,” he said. “They know they will create a problem for their parents and must be hypervigilant, since a knock on their door could be ICE.” The citizen-children also worry that when they return home, they will find themselves alone – “because their parents have been arrested,” Dr. Zayas noted.

Citizen-children who leave the U.S. with their deported parents have no guarantee that they will be happy – or even healthy in their new home, he added. In their parents’ native towns and villages, they may face language and cultural barriers, while healthcare and schooling may be non-existent, and food supplies may be limited.

Remaining in the U.S. with extended family members is no panacea either, said Dr. Zayas, noting that the children stand to suffer from the loss of their parents’ daily presence, love and attention.

While Touro does not advocate any particular position regarding immigration policy, we believe it is important for social work students to become sensitized and focus on the human lives impacted by this issue.

“For every two undocumented immigrants deported, one child is affected,” said Dr. Zayas, author of “Forgotten Citizens: Deportation, Children and the Making of American Exiles and Orphans,” (Oxford University Press, 2017).

While Skyping with parents is helpful, it only fills an hour – and they must still grapple with the remaining “23 hours that their parents aren’t around.”

Among statistics he presented, 4.1 million U.S. citizen-children under the age of 18 live with at least one undocumented parent, according to estimates of 2009-2013 census data, and 5.9 million U.S. citizenchildren under the age of 18 live with an undocumented family member, according to estimates of 2010-2014 census data.

Further, roughly half a million U.S. citizen-children experienced the apprehension, detention and deportation of at least one parent between 2011 and 2013, based on estimates using Immigration and Customs Enforcement (ICE) data.

To make a compelling case for undocumented immigrant parents to remain in the U.S., mental health professionals must prove the deportation will result in an “exceptional and extremely unusual hardship” for the children, Dr. Zayas said.

With citizen-children living in constant fear that their undocumented parents will be required to return to their native countries, the youngsters struggle not to draw attention to themselves or their families. However, with their unrelenting angst, they are prone to selective mutism – with a child speaking only to family; feelings of shame or guilt; and suicide attempts, said Dr. Zayas.

In instances where citizen-children suffer from attention deficit hyperactivity disorder (ADHD), for example, professionals can point out that their behavior may worsen with their parents’ departure, and in cases where children are well-adjusted, Dr. Zayas suggested that experts emphasize that such a positive development is a testimony to the parents or single parents who raised them.

“We just have to take lemons and make lemonade,” he said.

HARDSHIPS OF ASYLUM SEEKERS

M

s. Bramble, a native of Venezuela, addressed the myriad of profound hardships that asylum seekers experience during premigration (warfare, poverty and gender violence); migration (hunger, death of traveling companions and sexual and physical abuse); resettlement (detention, fear of deportation and rejection by host country); and post-migration (lack of social and community support, substandard living conditions and social isolation). As a result, asylum seekers typically suffer from post-traumatic stress disorder, but are unable to surmount the barriers that prevent them from accessing mental health services.

“Oftentimes, people who come here are in a survival mode, not aware of the rights they have,” said Ms. Bramble.

“We need to provide the compassion and healing in the communities we serve.”

Ms. Deleon shared her childhood struggles as an immigrant who longed for her loving extended family and friends in her native Dominican Republic. On the plane ride to New York, Ms. Deleon said she and her sister shared fantasies about the large home and the many gifts that would greet their arrival, but the reality was a studio apartment – with no gifts – and all five family members squeezed into it.

“The language barrier made it difficult for me to establish relationships, and because I didn’t speak the language, I was considered less smart – even though I was an excellent student back home,” Ms. Deleon recalled.

Moreover, her classmates made her feel like “an outsider” which exacerbated her low self-esteem. “It was humiliating,” she said.

Yet thanks to her school’s English as a Second Language (ESL) program, as well as her own determination to succeed, she ended up valedictorian of her eighth grade class.

As a social worker, Ms. Deleon said she wants “to be the voice of all those who cannot speak for themselves,” adding “despite all of my challenges, I am thankful and grateful for all the opportunities I have been given while living in the United States.”

In closing the program, Dr. Huberman said he has been personally involved in the refugee cause, volunteering with his synagogue to help resettle an Afghan family with 11 children.

“We can all do our part,” said Dr. Huberman. “How we treat the stranger is the ultimate test of our humanity.”

THE CHESED LEADERSHIP PROGRAM: TRAINING ORTHODOX JEWISH WOMEN IN NONPROFITS

t the Chesed Leadership Program’s graduation, there were neither caps and gowns nor an orchestra playing “Pomp and Circumstance.” Instead, sentiments of gratitude, the spirit of camaraderie and a commitment to growth set the tone.

A partnership of UJA-Federation of New York, Lander College for Women – The Anna Ruth and Mark Hasten School and the Touro College Graduate School of Social Work, the fellowship program was designed to nurture and advance Orthodox Jewish women to top posts in nonprofit and social service organizations.

“The Chesed Leadership Program demonstrates the shared commitment that UJA and Touro have to the future of the Jewish people and our mutual understanding of the power of a caring community,” said Alexandra Roth-Kahn, managing director of UJA’s Caring Commission. “Supporting women in their education and skill-building benefits families and communities across New York. These women are trailblazers and role models for us all.”

For their part, the graduates lead varied critical organizations in the community.

Many are mothers and grandmothers with full-time jobs, and their charitable work is voluntary, representing a commitment to a cause that has personally touched them.

In her commencement address, Leba Schwebel said that she found herself running a program but “I didn’t know what I didn’t know.” She credited the fellowship with enabling her to learn “so much about nonprofit management and planning and now I have goals to reach that will help me do my job so much better.”

In addition, she noted that it was a privilege to be part of a cohort of women who share her passion as well as to be in a program that “taught us how to actualize our potential.”

The inaugural class of the Chesed Leadership Program encompassed participants who run organizations that face the gamut of needs in the Jewish community. They included Bread for Israel, Satmar Bikur Cholim of Boro Park, Be’er Hagola Institutes, Kapayim, BINA Stroke and Brain Injury Assistance, Jew in the City/Project Makom, Knafayim/Wings of Hope, Project Menucha, Amatz Initiative, Sephardic Bikur Cholim and RISE: A Hotline for Families of the Disabled.

The partnership between Touro and UJA “went so well,” said Dr. Steven Huberman, dean of the Touro College Graduate School of Social Work, “that we are going to continue this program next year. As with all graduations, this is not the end but the beginning. Some incredible relationships resulted from this program and we want to keep forging those connections and helping the community.”

As part of the program, Chesed Leadership participants were paired with seasoned nonprofit executives who served as their mentors and worked one-onone with them to expand on what was covered in the classes. The mentors also addressed questions specific to the needs of a particular organization, and they helped students plan for their futures.

“The invaluable lessons that I have learned from the classes and from my mentor range from grant writing to leadership skills. I’m inspired by the wonderful women I have met through this program and in awe of the incredible programs and organizations that they have established to meet the needs of the Orthodox community,” said Chaya Travis, director of counseling center, Sephardic Bikur Cholim.

Her sentiments were echoed by Yitty Fisch of Kapayim, an organization dedicated to helping seriously ill children and their families. “I was privileged

to unite with like-minded women who are dedicated to making a difference. Each session opened up new vistas of knowledge and taught us the structure and details of running a smooth operation.

Most importantly, the Chesed Leadership Program showed me that passion and vision for a cause are critical in order to be successful.”

The commencement program took a surprise turn when participants came to the podium with gifts for the program’s leadership, Touro and UJA. The ceremony ended with a timehonored tradition as Chesed Leadership Program Director Cynthia Darrison presented each participant with a certificate of completion.

“I won’t say goodbye,” said Darrison. “All I can say is ‘see you later’ because we are all going to be in touch and continue learning with and from each other as we continue to build the Jewish community.”

“Funding will never be a barrier for continuing your education at Touro,” Dr. Huberman told the crowd, which included 16 Touro social work graduate students whose membership and accommodations were sponsored by the school.

As a keynote speaker during the conference, Dr. Huberman recounted his own upbringing and his journey to becoming a leader in the social work field.

“One person can make a difference,” he said, noting that benefactors and mentors enabled him to pursue his career and embrace the values, observances and traditions of his Jewish faith.

“Our relationship with NEFESH International grows each year,” said Miriam Turk, Jewish outreach liaison and recruitment director for the graduate school and executive director of NEFESH International. “NEFESH International provides further training and continuing education to many alumni and students. Together Touro and NEFESH International are natural collaborators in developing social workers for the Jewish community.”

Among Touro students in attendance, Rivkah R. Drebin said the conference “really solidified why I came into this line of work.”

Graduate social work students and faculty were also among the event’s presenters.

A member of the School’s first male cohort, Binyamin Nussbaum, delivered a poster presentation on scrupulosity, an extreme obsession with religious practices. An example Nussbaum provided was being unable to enter a room unless the door’s mezuzah was kissed a dozen times. Nussbaum, together with Dr. Steven Pirutinsky, a Touro social work professor, found that the behavior corresponded with an underlying negative assumption about God. “Touro has been amazing for me,” said Nussbaum, who is doing his internship with seniors at the Jewish Federation of Oceanside. “It’s given us all so many opportunities.
