Jergensen COVID-19 Tourism Impact in the County started the week ending March 13th. The May Dashboard is the 2nd full month of COVID-19 impact on the Industry.

Bed Tax Collection – For the month of May 2020 collected in June 2020 was at $1.6M compared to the same month in 2019 at $3.7M with a (57%) decrease. Projection at reduce levels for the month was $0.4M, so we are with $1.1M higher than our COVID impact projection. May Tax Exempt rental receipts of $1.2M, decreased (33%) from prior May. The Total FYTD’20 collections were at $37.7M, lower than last fiscal year’s $45.6M by (17%) reflecting the second full month impact of COVID-19 on the fiscal year. Total Fiscal Year 2020 is $2.6M higher than our conservative reduction with three collection months remaining in the Fiscal Year. Initial projections estimated a (33%) decline in bed tax collections, we have improved slightly. The Rooms sold for May were 142,064 or (62%) lower than the previous year. Rooms available for May at 523,163 was down (0.7%). Hotel Rooms active in the County 16,973 below our March 2020 peak of 17,602.

Occupancy for May 2020 was 27%, down (62%) over Prior Year. Occupancy for May 2019 was 70%. Occupancy May CYTD was 52.4%, down (34%) over past year.

Average daily rate for May was at $131.55, (15%) lower than previous year, CYTD up 1.1%. The revenue/available room for May was at $35.46 lower by (67%), CYTD decrease (33%).

Hotel Room sales in May decreased (69%) at $17.5M. Non-hotel room sales increased 93% at $7.2M. Hotel Room Net Sales FY20 Year to Date decreased by (22%) at $521M. Non-Hotel Room Sales FY20 Year to Date increased by 20% at $91M. FYTD 2020 Taxable Revenues Fiscal Year decreased (18%) at $612M. Airport activities for the month of May, 57,940 passengers (89%) lower and estimated seat capacity was down (82%) over last year with 111,684 seats. Passenger from 12 month rolling average went down (17%) to 5,498,917 over last year.

Leisure & Hospitality Employment for May of 62,800 decreased (32%) the same month in 2019. Accommodations employment went down (63%). F & B was down (31%).

Arts & Entertainment employment down (15%).

B.

FY2021 Budget Checkpoint# 3 *- Glenn J. Motion to Approve

Jergensen Presented the 3rd checkpoint analysis and reported that May was better than forecasted with $1.6 million collected in bed taxes, about one third of which was collected from vacation rentals. However, collections where still (57.3%) lower than this time last year.

It is recommended to take a conservative approach and hold contract levels where projected, distribute stimulus funding which will be released this year and next as needed and approved by the finance committee. Any revenues over $36.3 million will be reserve.

Thompson Requests that the TDC continues to provide checkpoint information for the foreseeable future and asked if with improved projections would we look to bring staffing levels back.

Jergensen The answer is no to increased staffing due to the uncertainty of the future.

Dufrense Asked if there is any information as to further re-openings?

Jergensen The Discover team will continue to monitor the platform and plan to begin marketing to the drive market once Florida’s numbers begin to decrease and it looks like more openings can occur.

Agency heads are all in agreement with the plan.

Draft FY2021 Performance Measures Post COVID* - Motion to Approve

Presented agency performance measures and stated that performance measures are a requirement of the County and are submitted with the annual budget. So, although it is rather difficult to set measures in this very uncertain time we must do so. Since measures based on room night projections are just too uncertain, projections are reflective of FY2015 and FY2016 levels of operation, we may move to an attendance base measure instead.

D.

Marketing Recovery & Stimulus Timetable BCC- Glenn J.

Tuesday, July 14 – 2020 agency amended agreements will be submitted to the BCC, the ordinance to move beach funding will be presented and have its first reading.

Tuesday, August 25 – The ordinance will have its second reading and is expected to be approved. The Recovery and Stimulus package will be presented at this BCC meeting and approval requested.

Tuesday, September 1 – FY2021 Agency renewal agreements will be presented for approval 6.

NEW BUSINESS – DISCUSSION ITEMS A.

FY 2020 Diversity Overview included in Contract Renewals*

Jergensen We need to do better with diversity hiring especially within senior management positions.

Thompson I agree that we need to work at this and I am here to help. Once we are ready to hire again, I can reach out to some professional organizations to increase the minority applicant pool.

Baker Thanked the Convention Center, both Dave and Vince for bringing on more minority vendors. Thank you to Chuck for providing more visibility on Palm Beaches TV. Romelus Suggested providing sensitivity training to staff.

The Film Commission has formed a committee to review PBTV for diversity. This committee is headed by Lauren Tobin.

Lawrence The Cultural Council is getting ready to pass a cultural equity statement and will be hosting an equity summit to kickoff efforts to drive diversity and inclusion.

The following is a summary of TDC Performance measures for the month of August 2020. This report demonstrates trends relative to owned visitor digital footprint, advertising impressions, social media engagement, and booked room nights for the Month of August. We continue to be negatively affected by the COVID-19 crisis, particularly, with the recent increase in cases and negative publicity about FL. July 2020 Hotel Performance •

Supply totaled 17,738 for July. The Residence Inn Palm Beach Gardens opened adding 122 rooms

Total room inventory is 4.4% higher than last year. The Palm Beaches ranks 2nd in room inventory growth in Florida •

The number of room nights sold in July were just over 200,000, surpassing the forecast.

The Palm Beaches has 3.6% share of room nights sold in Florida, higher than 3.5% in 2019

Occupancy ended the month at 37%, close to the 40% expected.

The Palm Beaches ranked 10th. Down from 9th in June

The Panhandle ran a 62% occupancy and the Keys 58%, the 2 highest markets in Florida

The average daily rate (ADR) was $132 increasing 0.9% from 2019. This is due to a 54% increase from luxury properties ($418 vs. $271).

Orlando is down 22%, Miami down 17% and The Keys down 9%

Naples, The Keys and Ft. Myers also had year-over-year growth in rate

RevPAR was $48 down from 53 in June, ranking 9th (down from 7th last month) •

The total number of room nights sold is down 36% for the first half of the year •

This month, we had the HIGHEST Instagram follower growth percentage out of our competitive set – for the third month in a row! Our account grew by 3.1% (4.4% last month) while @visitlauderdale grew the second most at 2%.

KEY INSIGHTS

Commentary continues to be positive on Instagram - and we have seen a switch in attitude on Facebook. Last month, Facebook commentary was trending negative, but this month, we're seeing more positivity coming through. (This has to do with our audience on both platforms Instagram has far more of a local presence, where we see our top audiences on Facebook coming from New York, New Jersey, etc.)

Groups linkedin strategy continues to prove that an employee-led strategy Is best!

Ale Trail announcement didn't perform across channels, however, our influencer visit was enjoyed by many and was able to increase Ale Trail awareness Influencer marketing and boost strategy continues to help our follower growth on Instagram - we are almost to 50K!

HIGHLIGHTS ADVERTISING In August, the Cultural Council continued to utilize paid search on Google with recoveryspecific messaging to reach those in the South Florida region proactively searching for cultural destinations and activities in the area. MOSAIC creative was also finalized in preparation for that campaign effort to begin in September. The Council continues to have bi-weekly marketing calls with Discover, Film, and Sports to align stimulus plans, share opportunities, research, and ideas.

PR & SOCIAL MEDIA Safety & Reopening Communications: The Council continues to promote The Palm Beaches Pledge along with additional county-wide mask mandates and health & safety guidelines on social media, in national public relations efforts, and on its website – including a blog post that highlights open cultural organizations, their safety protocols, and The Pledge.

Promoting Virtual Experiences: The Council continues to share and promote virtual programming from area cultural partners through its social media channels and website, and in national press pitches and events emails targeting national audiences.

Other Highlights: Forward Into Light (Women's Suffrage Centennial); Virtual Summer Performing Arts Series & exhibition interviews; virtual Carbonell Awards.

CULTURE & TOURISM SECTOR ENGAGEMENT Film & Television Commission: The Cultural Council worked with the Film & Television Commission (FTC) to promote and participate in the FTC's Facebook Watch Party series in August and provided guidance for upcoming episodes of Art Adventures of The Palm Beaches with the series' production team.

Virtual Cultural Sector Marketing Meeting: On August 6, the Council hosted another virtual meeting with cultural marketing leaders to discuss reopening plans and challenges, share the Council’s co-op advertising opportunities, and provide updates on the Council’s and other TDC agencies’ recovery efforts, including The Palm Beaches Pledge and PSAs. BOCC Stimulus Plan Approval: Representatives from the Cultural Council attended the Board of County Commissioners meeting on August 25 to support the stimulus plan approval.

Subject: Sports Event Recovery in Palm Beach County _____________________________________________________________________________________ The Palm Beach County Sports Commission has been working on sports events and tourism recovery strategies since the onset of the Covid-19 pandemic. Youth sports has resumed from a localized perspective. Local youth sports providers and leagues are now permitted to practice and host camps or games. The Palm Beach County Sports Commission has not yet initiated the next level of sports activation, which is hosting tourism events that are customized for Florida athletes, or regional participants (the drive market). However, our Sports Commission has been successful in bringing a few sports events back to life. These events were permitted under Palm Beach County’s Emergency Order (EO) 11, which allows for youth sports activities and by obtaining approval through Palm Beach County’s EPG (Executive Policy Group). Below summarize the sports events that did take place in The Palm Beaches, during the summer.

Equestrian Sports June Series, June 6-30 Equestrian Sports Productions (ESP) held the first equestrian competition, which is coined its “June Series” at the Palm Beach International Equestrian Center during the month of June. The first week of showjumping competition in June saw approximately 750 horses entered, while the following two weeks counted 690 and 659, respectively. ESP distributed over 2,000 masks and 11,500 pairs of gloves to staff, exhibitors, and participants.

South Florida Collegiate Baseball League, June 15-July 31 The South Florida Collegiate Baseball League (SFCBL) began play on June 15 in partnership with the Palm Beach County Sports Commission. The league’s start marked the return of baseball during the pandemic in Palm Beach County. The South Florida Collegiate League is a sports entity consisting of (10) teams.

competing in the National Collegiate Athletic Association (NCAA), the National Association of Intercollegiate Athletics (NAIA), and the National Junior College Athletic Association (NJCAA). A total of seven (7) teams in the league are based in Palm Beach County and stayed in hotels for 45 days. Miller Park in Delray Beach, the Santaluces Athletic Complex in Lantana, and West Boynton Park provided diamonds to accommodate league games. The South Florida Collegiate Baseball League is second only to the Cape Cod League in the northeast, in terms of reputation and prestige.

Extended Spring Training, July 4 – September 27 Roger Dean Chevrolet Stadium is hosting an extended Spring Training for the Miami Marlins’ taxi squad, which is the group of substitute players who shuffle between the team’s active roster and reserve players. Major League Baseball (MLB) approved a modified regular season, which began on July 24th and will conclude on September 27th. Upon this announcement, the Miami Marlins opened an extended spring training on July 4th at Roger Dean Chevrolet Stadium, which will allow the taxi squad to train and play simulated games. The taxi squad will continue to train at Roger Dean Chevrolet Stadium towards the end of September. Between 15 and 30 players are staying in hotels for more than 60 days throughout the duration of the MLB season.

Sailfish Marina - Big Dog / Fat Cat KDW Shootout, July 10-11 The Sailfish Marina - Big Dog / Fat Cat KDW Shootout took place on July 10-11 at the Sailfish Marina on Singer Island in Riviera Beach, Florida. This fishing contest consists of more than 100 fishing teams. Boats were launched based on a schedule that prevented gatherings. The tournament followed all Palm Beach County fishing regulations, with socially distanced weigh-in to prevent the spread of Covid. The event’s mission is to raise funds for local charities. Anglers were pursuing kingfish, dolphin, and wahoo. The event recognized thirty-seven (37) prize winners overall. Anglers stayed in hotels and seasonal rentals during their stay in The Palm Beaches.

United States Tennis Association (USTA) Florida Sectionals, July 11-13 & 18-20 The United States Tennis Association (USTA) sanctioned twenty (20) statewide sectionals to take place throughout Florida during the month of July. The Palm Beach County Sports Commission partnered with Player’s International Management, Inc (PIM), based in Delray Beach, to organize two (2) USTA- Florida Sectionals on July 11-13 and July 18-20. These events took place at the Delray Beach Tennis Center and the Delray Beach Swim & Racquet Club and featured youth athletes competing in both boys’ and girls’ divisions. Participants from outside the state of Florida were prohibited. They boys competed on July 11-13 while the girls played on July 18-20. A maximum of 52 players competed each day on 13 clay tennis courts at Delray Beach Tennis Center & 10 clay tennis courts at Delray Beach Swim & Racquet Club. Each participant could be accompanied by only one (1) guest. The event is a model for return to play during the pandemic as it excelled with effective displayed social distancing, mask wearing, sanitation, and proper controls to stop the spread of Covid.

Collegiate League of the Palm Beaches, July 15 – August 1 The Collegiate League of the Palm Beaches draws approximately 180 collegiate baseball players (NCAA Division I, NCAA Division II and Junior College), from the across the United States to Palm Beach County.

This league took place at The Gardens North County District Park and partnered with Cressey Sports Performance to promote player development, including elite training, nutritional education, and baseball skills training. The event featured a variety of collegiate games over the two-week span.

Players stayed in Palm Beach County hotels.

Florida State Golf Association (FSGA) 74th Annual Florida Open, July 17-19 The Florida State Golf Association (FSGA) held its 74th Annual Florida Open at Pine Tree Golf Club & The Club at Quail Ridge in Boynton Beach. The event brought 156 amateur golfers from across the state to Palm Beach County. The Florida State Golf Association (FSGA) generates 520 tournament days each year, including 38 state championships, and over 45 days of the United States Golf Association (USGA) qualifying events. The Florida Open represents the first organized golf event to take place in The Palm Beaches, since the onset of the pandemic.

Professional Bowling Association (PBA) Tour Finals & King of the Lanes, July 18-22 The Professional Bowlers Association (PBA) produced a series of events in July, as they began their postCovid 19 schedule. Palm Beach County was home to several made for TV events as PBA utilized Bowlero in Jupiter. Bowlero is privately owned by the PBA and is closed to the public due to the pandemic. The events were televised nationally on CBS Sports Network and Fox Sports Network. The PBA Tour Finals took place on July 18-19 and the PBA King of the Lanes occurred on July 20-22. Each event was limited to eight (8) participants (professional bowlers). Spectators were not allowed. Outside of the players, only event staff and the television production crew were permitted inside the venue. Social distancing was achieved efficiently. Less than 40 people were placed in the 33,000 square ft. building. While the event generated a small hotel impact, Palm Beach County received positive television coverage during the live broadcast of these bowling events.

Ballroom Dance Sport Competition, August 21-22 The Ballroom Dance Sport Competition took place at PGA National Resort & Spa for the third consecutive year on August 20-22, 2019 The Ballroom Dance Sport Competition is a national dance contest sanctioned by the National Dance Council of America, which is the official governing body of traditional ballroom dancing. This event attracted participants from across Florida. Participation was limited the event plan followed CDC guidelines and Palm Beach County Emergency Orders.

USTA Summer Smash Championships, August 22-25 & August 29 – September 1 The Palm Beach County Sports Commission supported Player’s International Management, Inc (PIM) in hosting the second youth tennis event to take place in The Palm Beaches during the pandemic. The 10th annual USTA Summer Smash Championships took place across three (3) venues in The Palm Beaches, 3 Palm Beach County Sports Commission 2195 Southern Blvd., Suite 550, West Palm Beach, FL 33406 – (561) 233-3180 Fax: (561) 233-3125

which included the Delray Beach Tennis Center, Delray Swim & Tennis Club, and Boca Lago Country Club. The event featured competitions for both boys and girls, which were separated into two (2) weekends: August 22 – 25 (Boys 12s, 14s, 16s, 18s divisions) and August 29 – Sept. 1 (Girls 12s, 14s, 16s, 18s divisions). The USTA Summer Smash Championships adopted strict guidelines to combat the spread of COVID-19. Participation was restricted to create physical distancing. A maximum of 32 players were placed over the three (3) sites, which provided more than 30 clay tennis courts. The junior tennis players were allowed only one guest. Players checked in from their mobile devices and were only permitted to step on the court when previous players had cleared out. Tennis is one of the first sports to recover in Palm Beach County since the pandemic. On July 11-13 and July 18-20, PIM produced USTA Florida Sectionals, which feature junior tennis matches. These events proved that sports could return in a safe and responsible manner.

Florida Motorcycle Road Racing Association (FMRRA) Season Finale, August 29-30 Palm Beach International Raceway (PBIR) was home to the Florida Motorcycle Road Racing Association (FMRRA) Season Finale on August 29-30). FMRRA Series is an 8-race regional championship. FMRRA races are sanctioned by the American Motorcyclist Association (AMA), with points used as qualifiers for the national MotoAmerica series. During the competition weekend, practice and qualifying takes place on Saturday with racing taking place on Sunday. Riders travel from across the state. Motorsports is a sport that has rebounded successfully in a post-Covid 19. Distancing is inherently part of motorsports.

Lost Business Report, FY 20 (March - December) The impact to sports tourism has been severe since the beginning of the COVID-19 pandemic in March. Sports travel has been one the most vulnerable tourism products during this pandemic.

A total of 91 sports events, which belong under the patronage of our Sports Commission, were canceled, or relocated because of Covid-19. These 91 events were scheduled to take place from March through the end of December. The lost business amounts to 103,859 room nights and $73 million of visitor spending. Regrettably, this number is expected to grow.

Our Sports Commission is working feverishly on developing plans to bring sports events back to life in the fall. We are hopeful that greater sports activation will begin no later than November.

Sports-Development Sports Development Executive Summary In FY 20, the Palm Beach County Sports Commission (PBCSC) is deploying an aggressive sales and sports development effort to grow the number of sports tourisms generating events taking place in The Palm Beaches. The PBCSC continues to cultivate relationships with event owners, as well as identify, solicit, secure and retain sports events to grow room night actualization. Below is a recap of sports development efforts that have taken place during the month of August in FY 20.

Event Bids & Development A primary mechanism for event solicitation is through the Event Bid and Development process. To recognize potential bid opportunities, the PBCSC will be at the forefront of the industry and engage with event owners.

Bid submission is a highly effective tool to recruit sporting events. Attached is a comprehensive list of the bids that have been submitted in FY 20, and below is a breakdown of the development efforts over the past month: 

Event Site Visits When trying to bring events to Palm Beach County, engaging event rights holders to conduct a site visit or familiarization tour is one of the most beneficial event development strategies. Site visits allow for an event owner to explore potential sports venues while experiencing Palm Beach County’s tourism assets, such as hotels, restaurants, and attractions. Sports ETA Biz XChange Palm Beach County Sports Commission participated in the Sports Biz Xchange which is a month-long schedule of virtual business appointments and industry networking with opportunities for Sports ETA members and sports events rights holders, from August 3-21. The Sports Events & Tourism Association (Sports ETA) created this virtual marketplace to create business opportunities between destinations and event planners.

SportsBIZ XChange allows Sports ETA members (formerly National Association of Sports Commissions) to conduct business with dozens of industry decision makers in a matter of days through innovative technology. The SportsBIZ XChange took place every Monday, Wednesday, and Friday, starting on August 3rd through August 21st. On Mondays and Fridays, one-on-one appointments occurred with 24 total appointments available per schedule. On Wednesdays, group meetings took place consisting of with 12 collective gatherings per schedule.

Sports Commission representatives meeting with potential business clients:

COVID-19 The Covid-19 outbreak has greatly impacted the sports/entertainment and tourism industry, as well as all business sectors. Over 90 sports events that were projected to generate more than 100,000 room nights have been postponed, cancelled, or relocated from March through August.

Over the past few months, we have been in constant communication with our event partners with events coming up August through December to check-in and see how they are doing through all of this, as well as provide local information as they are looking to make decisions on possible postponement, etc.

Lastly, the Sports Development department has been full steam ahead as it looks to garner and generate new event opportunities for 2021 and beyond. For our 2020 events, much of the work of winning that business was completed 2 to 4 years ago, so it is imperative we continue to be aggressive on the new event front to help Palm Beach County recover from this epidemic.

PGA PROJECT BRINGS HOPE AND SUPPORT TO VETERANS Ko-Mar Productions out of West Palm Beach produced a special about a PGA sponsored charitable effort which helps veterans. The program, called PGA HOPE: Helping Our Patriots Everywhere, was hosted by sports caster James Brown and aired on CBS Sports. The unique program uses the sport of golf to enhance the physical, mental, social, and emotional well-being of United States veterans with disabilities from all branches of the military. It is offered at no cost to the vets.

Professional golfers Jack Nicklaus and Jordan Spieth appeared in the televised special, which highlights the healing power of golf. The show also included an introduction from six-time major champion and US Marine Corps Veteran Lee Trevino. Producer and Ko-Mar Productions Vice President and COO Jim Gallagher said of the project, “We’ve filmed hundreds of hours of golf content over the years, but it was truly an honor to be a part of this project. To witness, capture, and share the healing and transformative effects the game of golf has had on the lives of these men and women was a once in a lifetime experience that I will never forget.”

On the Course with PGA HOPE

SEASON 2 OF PBTV WATCH PARTY The Palm Beaches TV Facebook Watch Party series continues for season 2! Season 1 recently wrapped with 13 episodes that premiered every Tuesday at noon. Utilizing existing content from The Palm Beaches TV wrapped with oncamera guest appearances, these miniepisodes have reminded locals and nearby family and friends how they can rediscover and explore The Palm Beaches. Executive Director of The Palm Beach County Tourist Development Council Glenn Jergensen will continue to host along with new co-host Lauren Tobin, a TDC colleague with an extensive career in the entertainment industry. New episodes will showcase more outdoor adventures such as birding, fishing, golf, and boating, along with cultural experiences and ways to explore The Palm Beaches through the eyes of a young person. According to their website, PGA HOPE impacted 2,500 veterans nationwide in 2019, with lessons taught by more than 350 PGA professional golfers. Once the COVID-19 pandemic hit, golf instruction and motivational support has shifted to video “hangouts” and virtual instruction. PBC GOES TO THE EMMY’S Two specials filmed in Palm Beach County have been nominated for 2020 Primetime Emmy Awards! ESPN’s The Last Dance about basketball legend and Jupiter Bears Club resident Michael Jordan at Ocean Ridge home Jordan is up for three golden statuettes, including Outstanding Documentary. Jordan was interviewed for the docuseries at an oceanfront home in Ocean Ridge. Netflix’s Cheer, a hit that showcased a college cheerleading team trying to make it to an annual competition in Daytona, nabbed six nominations. Cheer features Gabriella Butler, a renowned cheerleader, YouTuber and television personality. Several scenes were filmed as Gabi visited her home in Boca Raton. FOCUS ON FILM MASK UP, SAVE LIVES Phrases like “wear a mask, save lives” and “remember wearing a mask is truly a lifesaving act of kindness” continue to be a theme throughout a series of televised Public Service Announcements (PSAs) sponsored

by Palm Beach County. As produced by local production company Ko-Mar, the PSA campaign is designed to encourage residents and guests to wear masks in public spaces to slow the spread of COVID-19. The multi-lingual campaign (English, Spanish, Creole) is airing on most local stations in the area, including network affiliates WPBF 25 (ABC), WPTV (NBC), WPEC (CBS12), WXEL (South Florida PBS), and Channel 20, the county’s community access channel. WPB TOPS PGA RATINGS ON ESPN Tens of thousands of viewers from the West Palm Beach market tuned in for the final round of the PGA Championship on ESPN last month. In fact, the West Palm Beach area had more viewers than any other television market in the country. This might come as no surprise considering the event featured some of the world’s best golfers, including Jupiter residents Matthew Wolff, Daniel Berger, and Brooks Koepka, as well as Dustin Johnson of Palm Beach Gardens.

According to The Palm Beach Post, the final round of this year’s PGA Final was the most viewed on cable since 2010. ESPN registered nearly two million viewers, up 60% over last year’s final round telecast. The West Palm Beach market’s appetite for sports is encouraging news. MUSIC THAT TELLS A STORY Tori Spade, a hip-hop artist out of West Palm Beach, is back in action after taking a few years off with her passion for music on full blast. With a lyrical style compared to Cardi B and Trina, Spade has made a name for Filming at PBIA herself in South Florida opening for big time artists over the years. Her latest venture back into the industry is accompanied by a new music video produced by Kristopher Davis of Eye Spy Filmz. Filmed in Mounts Botanical Garden and the Palm Beach International Airport, the video tells a story of pain mixed with strength. “The garden represents the beauty that has surrounded her, and the airport signifies her leaving all of her past emotions and circumstances behind and moving towards her destiny,” said Davis. “I live, breathe, and dream music,” Spade shared. COASTAL STORMS CAUGHT ON CAMERA While Florida residents are accustomed to quick afternoon storms during the summer season, the beauty of lightning strikes over the ocean and power of thunder clapping in the distance is a production draw for those less familiar with the magic of coastal storms.

In an upcoming documentary titled America, an UK-based production company will showcase incredible landscapes, wildlife and weather phenomena that characterize the United States. A total of eleven permits were issued in Palm Beach County alone, giving the field crew access to public beaches as far north as Jupiter and as far south as Boca Raton. WINNING STREAK CONTINUES FOR THE PERFECT PLACE MINISERIES

Olympusat, a global media company based in West Palm Beach, continues its winning streak for their tourism marketing efforts for The Perfect Place miniseries. Most recently, the creative team at Olympusat led by director Shawn Copenhaver won a 2020 Silver Telly Award in the General Sports category for Discover World Class Sports, along with two 2020 Distinction Communicator Award in the Travel/Tourism category for Discover World Class Sports and Experience World Class Culinary. Since the multi-tiered series, The Perfect Place, began in 2015, Olympusat has racked up nearly two dozen Telly Awards in various categories. FOCUS ON FILM BEHIND THE SCENES BEYOND THE PINES Beyond the Pines Productions out of West Palm Beach recently filmed web content for Pharmaceutical Patient Recruitment Company Daxia, using a variety of backdrops for lifestyle scenes including parks in West Palm Beach, Royal Palm Beach and Wellington, along with city scenes in Behind the Scenes at Mounts downtown West Palm and garden scenes at Mounts Botanical Garden. “There was such a range of looks within a close proximity to take advantage of,” said producer Dominic Anaya. “I got my company to where it is today and where it’ll be in the future based on awesome customer service and, most importantly, calculated risk,” Anaya said in a recent interview with VoyageMIA. TENNIS SWINGS INTO THE FRAME The 2020 Delray Beach Open Junior Championship served up the action in The Palm Beaches last month. The event, hosted by the City of Delray Beach, was the first of two USTA sanctioned tournaments taking place at the Delray Beach Tennis Center and the Delray Beach Swim and Tennis Club. This event was also one of the first sporting events to resume in Palm Beach County following the COVID19 outbreak. FILM FLORIDA REACHES NEW AUDIENCE THROUGH VIRTUAL PANELS Film Florida has risen to the challenge of leading Florida's film, television, and digital media production industry through the obstacles of a pandemic by adjusting its approach to education and outreach through a series of virtual panels. Their first panel took place after the release of Film Florida’s Recommendations for Clean & Healthy Production Sets, which included 20 of Florida’s top industry experts. With 700+ audience members, it became clear that virtual panels are an effective way to reach busy production industry professionals who find value in remote workshop opportunities. FOCUS ON FILM EDUCATION CORNER A VIRTUAL SUMMER SERIES

LOCATION SPOTLIGHT INLET WATERWAYS With four inlets adjacent to large public parks, coastal angles can be captured all throughout Palm Beach County.

Jupiter Inlet connects a variety of waterways to several parks. DuBois Park provides a lagoon as a great option for filmmakers who want to avoid Looking North from the Lagoon wind noise or get a cheat for a river crossing. The trees in Jupiter Beach Park block the view of condos to the south making a practically seamless green backdrop. Other nearby parks include Jupiter Island Park and Sawfish Bay. Lake Worth Inlet, aka Palm Beach Inlet, provides access to the ocean from Lake Worth Lagoon and the Port of Palm Beach. Peanut Island sits in the middle of the waterway and is a popular Ship passing Peanut Island spot for fun in the sun on the sandbar.

The beaches around the island offer white sand and great views of ships as they enter and exit the Port of Palm Beach.

Boynton Beach Inlet sits just north of Ocean Inlet Park and together they provide a variety of coastal angles with a small marina, coconut palms and coral rock on the intracoastal side, Boynton Beach Inlet along with huge black rocks on the ocean side. Fishing is popular with a platform of the south side of the waterway and along the seawall. The park has plenty of shade and parking for crews.

Boca Raton Inlet is the southernmost inlet in the County, with South Inlet Park on the south side of the waterway. The park has a Moorish architectural remnant on site that was Eshelman Pavilion saved from the Cabana Sun Club before it was demolished, and sits on the property as a shade structure and outdoor event venue. For 20 years, Riley Roam and Kenny Mikey at Page Turner Adventures & Storyology Studios brought their highly successful interactive children’s theater to libraries and theaters across the nation. The Riley & Kenny Emmy award-winning Page Turner Adventures (PTA) was well-known for its lively, signature Slapstick Steampunk style that turned audiences into little heroes of sidesplitting, adventure stories. But when Covid-19 canceled many in-person events, PTA had switch gears...fast!

That’s when Riley and Kenny decided to create a Virtual Summer Library Program which included virtual story theater performances, crafts, recipes, author interviews, guest appearances from national and international Circus Set performers, and much more. “It was so exciting to bring our passion for storytelling, comedy, and theater to the online space while continuing to support libraries across the country,” said Riley Roam. In record time, PTA had produced over 70 original videos that have already sold to almost five hundred libraries nationwide. Production partner Old School Square in Delray Beach served as their home base with a top-notch, studio-quality theater. "PTA’s virtual summer definitely helped libraries engage with all of our kids and parents!" added Kimberly Husing, librarian at the Mandel Public Library in Riley on Green Screen West Palm Beach.

PTA is now turning their attention to virtual field trip theater shows, working with the Kravis Center in West Palm Beach to provide ten virtual shows to PBC Schools.

Production Activity Report For July 2020 Variance Explanations Percentage change variances of ± 10% in performance statistics are typically explained in this section.

However, due to the widespread impact of the COVID-19 pandemic on the entertainment production industry, this page will serve as an overall update on data collection and reporting measures across multiple categories.

During the months of June and July 2020, the number of COVID-19 cases in Florida increased over eight-fold, from 56,830 on June 1 to 470,386 on July 31. While the production industry has set an example for safety, health and accountability measures while getting back to business with guidelines from DGA, SAG-AFTRA, IATSE, Teamsters, Film Florida and many others, the surge in Florida cases has been widely covered on national media outlets, making it difficult to attract out-of-state production and slowing the intake of new leads. Palm Beach County’s local production community, however, has reported progress on getting back up and running, as reflected in the closing gap in total production days (538 in July 2020 vs. 611 in July 2019).

Background Context (March – June 2020): Following a rapid increase in confirmed COVID-19 cases and public awareness in the United States in mid-March, a massive social distancing effort effectively shut down production sets across the country. Many of the locations that fall under the FTC’s One-Stop Permitting process closed to public access amidst Governor DeSantis’ Stay At Home order, which went into effect March 26, 2020. As businesses were urged to begin working remotely from home whenever possible, studio projects and on-location productions alike were either postponed or cancelled in the interest of prioritizing public health. The Stay At Home order was not lifted in Palm Beach County until May 11, at which point Phase One of Governor DeSantis’ reopening plan was enacted. While the FTC’s services have continued uninterrupted and permit requests have been accepted and reviewed on a case-by-case basis, State of Florida Executive Orders made on-location production all but impossible during half of March, the entire month of April, and half of May 2020. This impact will be reflected in year-to-date percentages through the end of the 2020 calendar year.

Prior to the outbreak, production in Palm Beach County was experiencing an increase year-over-year.

The total number of permits issued from January 1-March 15, 2020 (just before the shutdown) was 85, compared to 71 for January 1-March 15, 2019, a 19% increase.

The year-to-date production data through July 2020 correlates with nationwide trends in production business impacts, as well as the experiences reported amongst Film Commissions throughout the State of Florida who have cited multiple lead cancellations in July 2020 due to the surge1. report on the 2nd quarter of the year (April 2020-June 2020) which indicated they had received 34% of the usual permit applications (a decrease of 66%)2. A study released by The Brookings Institution, a nonprofit public policy organization, measured the impacts of COVID-19 on the creative economy and estimated a 30% loss in creative industry occupations nationwide3.

In order to report data as accurately as possible and reflect the full-scale effect on our Palm Beach County production community, direct contact was made with each entity included in the monthly Production Companies & Support Services section (via an industry-wide survey) for estimated percentage adjustments to their average monthly production days, employees, freelancers, hotel room nights and production revenue. As a result of these data collection efforts, percentage change variances of ± 10% are as follows: • • • • • • • •

The FTC continues production community outreach to provide support and collect information regarding the long-term effects of the COVID-19 pandemic on the industry as a whole. The FTC will continue to monitor reports coming from other film commissions across the state and country to compare business impacts and trends in data accrual.

August 2020 Project Status Report Department of Environmental Resources Management North County Comprehensive Shoreline Protection Project: An Invitation for Bid has been advertised. The contract consists of a base bid and an optional bid. The base bid is for placement of almost 1 million cubic yards of sand along the shoreline of the Town of Juno Beach and southern Jupiter. The optional bid would place almost 0.5 million cubic yards from Jupiter Inlet to Carlin Park.

Prospective bidders have until September 14th at 2:00 PM to prepare and submit a complete bid, at which time all bids will be publicly opened. Construction activities are expected to begin mid to late November and continue through March.

LOGGERHEAD HATCHLING

PAST BEACH CONSTRUCTION IN JUPITER

Sea Turtles and Storms: Nesting on Palm Beach County beaches has begun to subside, however the season is not over yet. After Tropical Storm Isaias, staff did notice a loss of approximately 20% of incubating nests, but no storm season is a total loss for Florida’s sea turtles. Sea turtles deposit several nests throughout the season, ensuring a high probability that at least a few will succeed, even in the case of direct hits from multiple storms. After a storm, you may encounter weak hatchlings or eggs on the beach. If so, please do not collect the eggs, but instead contact the Florida Fish and Wildlife Conservation Commission at 888-404-3922 for further instruction.

Reef Deployments: 1,000 tons of donated material from the Andrew ‘Red’ Harris Foundation was placed in four locations offshore of Juno Beach in 80 ft. of water.

The remaining 500 tons of limestone rock will be placed on top of the existing Jupiter Stepping Stones Reef just north of the Jupiter Inlet in 30 ft. of water. This nearshore reef is known for its aggregation of bait fish, and the fresh addition will provide additional habitat for these and other fish species.

ROYAL PALM BEACH PINES

Royal Palm Beach Pines Natural Area: A mandatory pre-bid site visit and meeting was held on August 25th for the removal and rebuild of the public use facilities.

New public use infrastructure will include an overlook, shade shelter, covered observation platform, and repair work to the walkway. More than 10 bidders participated in the site tour. The bid opening will be on September 8th, 2020.

LRW Hydrological Refinement: Loxahatchee River Watershed (LRW) hydrological field explorations continued this month. Soil borings are being analyzed to determine the nature and sequence of the subsurface soils, permeability of the underground conditions, and the seepage potential for various water level conditions. The project is part of a watershedbased effort to protect and restore the Loxahatchee River and enhance natural areas within the LRW.

Fuel Reduction Continues: ERM is continuing work at Winding Waters Natural Area by using mechanical tools to reduce vegetation to reduce the risk of wildfire activity and improve the health of the ecosystem. This work has been completed at Jupiter Ridge Natural Area, Juno Dunes Natural Area and Frenchman’s Forest Natural Area.

MAD OWL BIOLOGIST

Insecticide Resistance Testing: ERM staff is conducting mosquito sampling within the county to identify pesticide-resistant populations of mosquitoes. Results from sampling help ensure effective mosquito control within the county. Staff place cups filled with water and “egg papers” in suitable locations for female mosquitoes to lay eggs. The papers are collected, processed, and shipped to University of Florida’s Florida Medical Entomology Lab in Vero Beach for testing. Eight locations have been sampled within the County to date. The photo shows collection cups and a close up of mosquito eggs with a pin head for scale.

Over the past six (6) years, Palm Beach County is one of only 35 communities throughout the United States that hosts a NCAA Football Bowl Subdivision (FBS)-sanctioned bowl game. The Boca Raton Bowl, which takes place at FAU Stadium on the campus of Florida Atlantic University in Boca Raton, is a pre-Christmas bowl game in December.

The Boca Raton Bowl is one of 15 bowl games owned and operated by ESPN Events, a division of ESPN, the worldwide leader in sports. The Boca Raton Bowl has tie-ins with teams from Conference USA, the American Athletic Conference (AAC), and the Mid-American Conference (MAC). Palm Beach County’s bowl game built an impressive resume in a short period of time. The game has featured seven (7) conference champions in its six (6) years of existence.

Tourism Impacts and Marketing Impacts: Tourism is the foundation of a bowl game. The Orange Bowl, which is the largest annual sports event taking place in South Florida, was created in 1935 with the mission of generating tourism for South Florida through an annual football game and supporting events. The Boca Raton Bowl shares a similar purpose. Thousands of alumni, students, and football enthusiasts travel to Palm Beach County during the month of December to experience the thrills of post-season college football. In addition to the excitement of college football, the Boca Raton Bowl provides a surge of economic and media benefits.

Economic Impact: The Palm Beach County Sports Commission (PBCSC) conducts an analysis to determine an economic impact projection following this game. The Destinations International (DI) Sports Economic Impact Calculator provides a platform tailored for collegiate sporting events.

Destinations International is the global trade association for official destination marketing organizations (DMOs). This analysis demonstrates that the Boca Raton Bowl creates an estimated economic impact exceeding $3.5 million (on average).

Room Nights: The PBCSC tracks room night data derived from the Boca Raton Bowl each year. However, the room night reports come directly from hotels that maintain the room blocks for the participating teams, bands, school representatives, officials, and some alumni. The room night reports do not include overnight stays from the leisure traveler, which include fans, alumni, and students. On average, this bowl game generates 2,284 room nights from the official block. The actual room night creation is higher.

Media: The first five (5) editions of the Boca Raton Bowl have taken place on the Tuesday evening immediately prior to Christmas with a start time of 7:00pm. Last year, the game featured its kickoff the Saturday immediately prior to Christmas with a start time of 3:30pm. The first five (5) games were aired on ESPN with last year’s game taking place on network TV at ABC. The game generates tremendous exposure for The Palm Beaches during the three-hour live broadcast on ABC or ESPN and its family of networks.

On average, over 1.8 million unique households watched the Boca Raton Bowl, making it the top ranked sports programming for five (5) years in a row. Last year’s broadcast on ABC generated the largest television audience at 2.5 million households.

Countywide Impacts: In addition to the game, the Boca Raton Bowl engaged communities across The Palm Beaches.

The Palm Beach County Sports Commission aided the coordination of the game’s ancillary events.

Welcome parties and pep rallies have been hosted in Jupiter, West Palm Beach, Delray Beach, and Boca Raton. The City of Lake Worth, the City of Riviera Beach, and Juno Beach hosted beach parties for the athletes, coaches, and their families. The Palm Beach County Convention Center was home to the Bowl Luncheon for five (5) out of its six (6) years. The participating teams held their practices at various high school football stadiums throughout the county. Athletes and coaches participated in hospital visits throughout the county. The excitement and impact were felt countywide. The participating teams stayed at the Boca Raton Resort & Club, PGA National Resort & Spa, and Wyndham Grand Jupiter at Harbourside Place.

PGA TOUR Champions’ season. In 2020, the event will shift from its traditional dates in February to the season’s end in late October and early November.

The Boca Raton Championship is a major event on the PGA TOUR Champions’ schedule, which presents the top senior golfers on the globe. The field consists of 81 professional golfers, competing in 54-hole stroke play for a total purse of $2 million. Managed by Pro Links Sports, the annual tournament yearly has attracted 31 of the top 34 professionals on the money list.

The Golf Channel provides live television coverage of this 3-day tournament. Over 2.9 million viewers tuned in to watch the 7 telecasts of this event, which provided 16 hours of coverage in 2019. This broadcast was internationally distributed to more than 170 countries and territories, reaching 340 million potential households.

Over the last thirteen years, more than $1.7 million dollars has been donated to local charities from the Boca Raton Championship. The Boca Raton Champions Golf Charities (BRCGC) serves as the operational and financial oversight group for the event as well as for the distribution of all charitable funds, as all net tournament proceeds benefit Boca Raton Regional Hospital.

This event has traditionally featured three days of championship play in addition to a variety of festivities.

Such ancillary events typically include a Women’s Day event, which showcases women’s golf fashion, provides exercises to play better golf and a Clinic & Pro-Am with LGPA legend and eight-time “Player of the Year” Annika Sorenstam; two days of Pro-Am play pairing participants with PGA pros; and a variety of other entertainment. However, the traditional events may be altered due to the Covid-19 pandemic.

Over its 13-year history in Palm Beach County, the Boca Raton Championship has become one of the most desirable stops for the players of the PGA TOUR Champions. During the last event in 2019, this tournament welcomed the likes of, John Daly, Bernhard Langer, and Mark Calcavecchia.

Attendance: The Boca Raton Championship typically draws an attendance that ranges between 60,000 to 70,000 spectators over its duration. In 2020, the event is likely to take place with significant restrictions on spectators because of Covid-19. The current plan being presented by the event’s management company, Pro Links Sports, would allow a maximum of 1,500 guests onto property at one given time. Due to the pandemic, the event may take place without any spectators.

PGA TOUR Champion’s History in Palm Beach County: Palm Beach County has been home to the PGA TOUR Champions for the past 13 years. The event is currently named the Boca Raton Championships. In 2019, the event was called the Oasis Championship and for its first 12 years in The Palm Beaches, it was the Allianz Championship. The Allianz Championship was originally held in Des Moines, Iowa for six (6) years, prior to its relocation to The Palm Beaches in 2007.

About PGA TOUR Champions: PGA TOUR Champions is a membership organization of golfers age 50 and older, with the most recognizable and accomplished players in the game - including 33 members of the World Golf Hall of Fame. The season-long Charles Schwab Cup gives way to the Charles Schwab Cup Playoffs – a threetournament, season-ending series to determine the Tour’s top player.

The PGA TOUR Champions origin dates to the Senior PGA Championship, which was founded in 1937 and invited only high-profile golfers over 50. The tour was formally established in 1980 and was originally known as the Senior PGA Tour until October 2002. The tour was then renamed the Champions Tour through the 2015 season, after which the current name of "PGA TOUR Champions" was adopted. Today, the PGA TOUR Champions consist of 27 events with a schedule that begins in January and concludes in November.

Internationally, these telecasts will reach more than 340 million potential households while being distributed in 15+ markets via GOLFTV. SUMMARY: The host organization of The Boca Raton Championship recognizes the successful efforts led

by Governor DeSantis, Lt. Gov. Nunez and Dr. XX in the fight against the spread of COVID-19.

The State of Florida has been a leader in identifying the tremendous threat that began to appear earlier this year and took drastic actions to curb the spread and minimize deaths. Understanding that the implemented plan has produced encouraging results and with Palm Beach County Emergency Order 2020-012, Directive to Wear Facial Covers guiding the process in all incorporated and unincorporated areas of Palm Beach County, the host organization partners with the State of Florida, Palm Beach County, and the City of Boca Raton public representatives and health officials to develop a modified operational plan that will allow The Boca Raton Championship to host on-site attendees in a safe and secure environment which protects the health of all guests.

Tournament organizers recognize the need to develop a comprehensive plan to isolate each element of the operation in order to devise the proper safety protocols and will achieve this mission by relying on expert input from various sources identified within this document, while also benefiting from the vast footprint of the event: over 150 acres in total. Tournament organizers acknowledge that the event will not and cannot responsibly be staged with the standard operational practices that have been implemented over the course of the past thirteen years. Tournament organizers are committed to producing an event that will deliver a safe and secure environment and a positive indication that life in South Florida will return/ is returning to normal.

The following document provides a profile of the host organization’s and it’s governing body’s, the PGA TOUR, efforts to design & implement a safe tournament while adhering to national, state, county health guidelines: Emergency Order 2020-012. We recognize the underlying responsibility to produce an event which positively showcases the joy and beauty of Boca Raton, Palm Beach County, and the State of Florida.

COVID-19 Task Force/Advisory Committee GOAL: Assemble a group of Florida medical and operational experts, along with community leaders to serve as an advisory board to the host organization’s management team to best develop and implement a safe, practical, and effective COVID-19 protocol.

EXECUTION: Tournament staff will seek guidance from the Task Force in order to develop a comprehensive plan which will be implemented through the conclusion of tournament week.

GUIDING PRINCIPLES GOAL: Conduct the annual PGA TOUR Champions event in accordance with the State of Florida, Palm Beach County, and City of Boca Raton COVID-19 guidelines including but not limited to PBC Emergency Order 2020-012, while ensuring the tournament delivers on projecting a positive image to a global audience, delivering support to local charities, hosting world-class competition, and offering quality entertainment.

EXECUTION: Assemble a team of public and private health specialists paired with business and community leaders to assist tournament management in the development and implementation of COVID-19 safety protocol.

Host organization’s leadership and support structure is committed to producing an event which maintains the standards set over the past thirteen years while modifying its operation to ensure it is compliant in upholding COVID-19 safety expectations: PBC Emergency Order 2020-012.

Tournament organizers will have access to real-time experience and information concerning the effectiveness of necessary safety practices as the host organization, Pro Links Sports, manages the 3M Open, a PGA TOUR event, held July 23-26 in Blaine, MN, in addition to the Sanford International, a PGA TOUR Champions event, held September 11-13 in Sioux Falls, SD. Through the following Guiding Principles The Boca Raton Championship will: • Pledge to work with the State of Florida, Palm Beach County, and the City of Boca Raton medical and elected officials to develop and implement protection protocols • Adopt and implement protocols in coordination with the State of Florida and PBC Emergency Order 2020-012 • Ensure all the tournament staff has provided input and accepts the standards and protocols set • Dedicate resources needed to be a leader with respect to protection protocols • Diligently implement and communicate the approved protocols throughout tournament week

PPE Protocol Description: OBJECTIVE: Develop and implement protocol to ensure the host organization produces a venue that properly utilizes protective equipment and develops procedures necessary to protect all constituents.

METHOD: Recognize and implement the guidelines issued by the State of Florida and Palm Beach County in adherence to Emergency Order 2020-012, and utilize the host event’s COVID19 Task Force, other independent business leaders, and Florida medical and first responder specialists to identify and source the necessary equipment, develop and implement the deployment, and use of the equipment throughout the tournament week.

MATERIALS AND APPLICATIONS: Social Distancing: Throughout all attendee touchpoints, including but not limited to points of entry, egress, commerce (merchandise and concessions), and hospitality, on-site attendees will be required to follow social distancing guidelines and adhere to a minimum of 6-feet of separation. On event grounds, structural builds, traffic patterns and signage in compliance with Section 4 of Emergency Order 2020-012 will prompt attendees to practice and adhere to social distancing guidelines unless they are family members. Signage will follow color, size, visibility, and language criteria as described in Section 4.

Masks: Everyone except players and caddies in competition will be required to wear masks.

Tournament hosts will source and make masks available to all individuals on property throughout the week. Masks will be distributed upon arrival on property, admission to facilities, and throughout the course. Note: tournament organizers will implement a public service communication requiring attendees to provide their own mask: however, masks will be provided as mentioned above as a safety precaution.

Sanitizers & Refill Stations: Hand sanitizer mini-bottles will be provided for all players, caddies, TOUR and tournament staff, and volunteers to utilize throughout the week. Attendees will be encouraged to bring their own hand sanitization. Stationary hand sanitizer units and refill stations will be placed throughout the grounds. Such staging locations include but are not limited to entrances, restrooms, food and beverage, and hospitality areas.

Disinfectant Wipes: Will be provided on property to attendees and personnel both inside and outside the ‘bubble’.

Sterilization: All equipment, venues, and shared areas will go through routine cleaning by 3rd party vendors to uphold sterilization protocol.

Washing Hands: Everyone inside and outside the ‘bubble’ will be reminded to routinely wash their hands throughout the property.

Plexiglass Screens: Placement of screens at all service locations and points of entry. Routine cleaning will be implemented.

Thermal Temperature Readers: All attendees will be thermal screened upon arrival on property. In the event that an individual registers an elevated temperature, over 100.4 degrees Fahrenheit, PGA TOUR protocol will be initiated and that guest will be required to leave property.

Gloves: All service staff will be required to wear gloves and routinely change them while working at their assigned location.

PGA TOUR Champions Player/Competition Planning - INSIDE THE BUBBLE OBJECTIVE: Offer an environment that will allow the PGA TOUR Champions professionals, caddies, and their support teams (independent trainers) to safely compete and perform while limiting interaction.

METHOD: Partner with the PGA TOUR Champions leadership which has assigned teams to work with tournament organizers to develop, implement, and ensure all aspects of the players and their support teams time in Boca Raton, FL from arrival through departure are measured and managed.

APPLICATION: Staff of host organization and the Old Course at Broken Sound will manage the player and support team interaction process to ensure all venues and areas in which the individuals encounter throughout the week are managed through sanitization protocol guidelines.

ACTIVATION: Testing: The PGA TOUR Champions will be conducting COVID-19 testing for all players, caddies, and support teams upon arrival and one additional time during tournament week.

Additionally, all players, caddies and support teams, inside the ‘bubble’, will be thermal screened each day upon arrival at the course.

Positive Test Results: Upon positive test results the individual will be quarantined until ten days after symptoms have vanished.

Arrival: All players will arrive by commercial or private air carriers and will be required to obtain a rental vehicle at their own expense. Courtesy vehicles and transportation will not be provided by the host organization. As many PGA TOUR Champions professionals reside in Florida and Palm Beach County, arrival accommodations will pose a reduced risk since they may operate their own vehicle.

Accommodations: Players, caddies, and support teams will be hosted at local hotels in Boca Raton with the intent of staging constituents within one or two primary locations. Tournament organizers will work with hotels to ensure the properties abide by COVID-19 lodging standards and protocol. As many PGA TOUR Champions professionals reside in Florida and Palm Beach County, housing accommodations will pose a reduced risk since they may sleep at home.

Daily Arrival: Each player will arrive at the Old Course at Broken Sound through a secured parking lot and will park their own vehicle. Valet is prohibited.

On-Site Management: Caddies and players will be provided designated, secure areas within the clubhouse where access to lockers, food and beverage, and pre-round preparation will be provided. All food and beverage will be prepared and served by individuals whose temperature is taken daily and have been issued the proper PPE equipment required by PBC Emergency Order 2020-012.

On-Course/In-Competition: Players and caddies will have the option to compete with or without masks. Caddies will follow PGA TOUR approved guidelines when interacting with oncourse equipment (i.e. bunker rakes, pin flags, other impediments).

Attendee Interaction: Players will be advised to not interact with on-site attendees or sign autographs despite no general audience being in attendance. Media personnel will abide by PGA TOUR protocol and will adhere to all distancing guidelines.

OUTSIDE THE BUBBLE: OBJECTIVE: Ensure all tournament staff, volunteers, sponsors, and vendors associated with the tournament receive the approved guidelines and protocols and are managed consistently.

METHOD: Leadership of the host organization and the Old Course at Broken Sound will deliver the approved staff and volunteer protocol to their respective workforces prior to and throughout tournament week. The protocol developed and followed will be guided by the CDC, the State of Florida, and local health officials in adherence to PBC Emergency Order 2020-012.

APPLICATION: Protocol will be distributed to all staff, volunteers, vendors, and other attendees through the following methods: • Digital format distributed via email to each individual prior to tournament week • Digital format posted to throughout tournament website • Posting within and throughout the property at all areas where staff and volunteers are working or check-in for daily assignment ACTIVATION: All staff and volunteers will be required to: • Perform daily symptom assessment and will be required to stay home if symptomatic • Ensure 6 feet of distancing for employees and volunteers, utilize barriers if applicable • Stagger workstations • Have their temperature checked upon arrival to tournament • Wear a mask at all times except when exempted by established guidelines • Wash hands regularly with posted guidelines on proper handwashing • Properly use and dispose of protective equipment

TOURNAMENT OPERATIONS OBJECTIVE: Develop an operational plan that will meet the expectations of the State, County and City while ensuring the tournament meets expected standards – i.e. conduct a world-class event.

METHOD: In conjunction with the COVID-19 Task Force, tournament organizers will develop the most up to date protection information to be reviewed by state, county, and city public health officials.

APPLICATION: The operations plan will be implemented by the staff of the host organization, Old Course at Broken Sound, and vendors.

ACTIVATION: Every element of the tournament operation will be required to follow the protocol established by the host organization and its COVID-19 Task Force. High profile elements to the tournament operation that are being altered include: Reduced Attendance: Allowing a maximum of 1,500 guests onto property at one given time.

Medical Plan (see medical section): Comprehensive plan developed by the host organization alongside its COVID-19 Task Force.

Shuttle Transportation: With limited attendance, tournament organizer’s plan to eliminate all shuttle transport. In the event that shuttles are required, see section below.

Parking: Space will be secured within walking distance. If not possible, space will be provided within close proximity to the grounds and will require open-air shuttle rides. Transit will be less than five minutes. Proper spacing of seats will be implemented by taping off or closing certain rows. Shuttles will be sanitized and disinfected after each trip.

Bleachers: There will be no public grandstands/bleachers anywhere on tournament grounds.

Disabled Parking & Shuttle: Disabled parking will be provided as it is each year with proper protocols put in place to ensure shuttle transport as well as on-site transport and designated viewing areas around the course.

Retail (see F&B/Merchandise section): Retail to be handled and coordinated by The Old Course at Broken Sound Pro-Shop staff. Protocol in place for 6-foot queuing and cashless payment system.

Interactive Locations: Elimination of all patron interactive promotion locations where golf equipment and touch screens have been used in the past, ie. expo tents and fan activation areas.

Instruction/Communication: Use of signage and electronic delivery will provide most up-todate information for patrons to reference. Signage will adhere to Section 4 of PBC Emergency Order 2020-012.

ATTENDANCE OPERATIONS OBJECTIVE: Deliver an environment whereby all tournament guests are ensured an ability to abide by social distancing guidelines and all venue locations (hospitality, food and beverage, and retail) are effectively outfitted to provide 6 feet of separation between guests.

ACTIVATION: The following provides a description of the ticketing application that will allow for the tournament to manage daily attendance: Credential Readers: All patrons will be required to enter the tournament through gates with scanners which read the credential without requiring the attendant to touch the credential.

Venue Readers: All venues will be equipped to monitor the number of guests per venue to ensure established capacity limitations are strictly followed. On-course venues include permanent buildings.

Venue Operations: Each venue will be monitored by entrance attendants who will be provided the proper PPE while visually checking credentials (no credential touching), each venue will be equipped with sanitizer dispensers and will be sanitized by dedicated attendants throughout the day including but not limited to doors, tables, chairs, handrails, restrooms and counter services.

MEDICAL OPERATIONS OBJECTIVE: Partner with our main beneficiary, the Boca Raton Regional Hospital and the South Florida medical community to ensure the tournament meets and implements all required / expected COVID-19 protocols.

METHOD: Utilize the COVID-19 Task Force and existing medical partnerships of the Boca Raton Regional Hospital.

APPLICATION: Pre-event preparation through COVID-19 Task Force and medical partnerships meetings and consultation with State, County, and City health officials.

ACTIVATION: Included in the activation protocol is: Testing: Those inside “The Bubble” will be tested upon arrival through protocols established by the PGA TOUR. ● ● ●

TOUR endeavors to conduct testing at Mobile Unit through partnership with Sanford Health TOUR will not take away resources from the community Any individual with a positive test will be quarantined, reported to local health authorities, required to complete a list of in-contact individuals and offered medical support. Individuals testing positive will remain in quarantine until 10 days after symptoms subside

Temperature Reading: EVERYONE inside and outside the ‘bubble’ will be thermal screened when arriving on property. Thermal screening will be conducted daily at all tournament entrances as well as clubhouse entrances. Any individual with a temperature of 100.4 degrees or above will be required to leave the property and seek medical consultation.

Daily Symptom Protocol: Fans, sponsors, media, tournament staff, club staff, TOUR staff and other onsite workers will be required to complete a daily symptom assessment (self evaluation), including taking temperature with a thermometer, prior to coming to the tournament. Per the CDC, symptoms include cough, shortness of breath or difficult breathing, and two of the following: fever, chills, repeated shaking with chills, muscle pain, headaches, sore throat and new loss of taste or smell.

First Aid/Medical Attention: Standard First Aid and medical services will be in place to serve all attending individuals who require attention.

FOOD & BEVERAGE OPERATIONS OBJECTIVE: Maintain the service and quality expected to be delivered by the Old Course at Broken Sound and host organization through an onsite contracted catering company’s staff while ensuring all COVID-19 preparation and service protocols are implemented and followed.

METHOD: The host organization and The Old Course at Broken Sound’s leadership are committed to follow all State, County and City guidelines such as PBC Emergency Order 2020012 while receiving input from industry experts, the COVID-19 Task Force, and other partners.

APPLICATION: Developed plan applies to all on-site venues leading into and during tournament week.

ACTIVATION: Plan elements to include but not limited to Palm Beach County Emergency Order 2020-012: Venues (restaurants): All on-site venues will be assigned a capacity limit in accordance with the State, County and City guidelines.

The event consists of four (4) games played on Friday and four (4) games played on Sunday with eight (8) NCAA Division 1 basketball teams traveling to play over the course of an extended weekend. Each team plays two (2) games. The event traditionally conducts a clinic for the youth in the surrounding community on Saturday. Fans of the respective teams typically travel to the event; however, preparations are being made to restrict or eliminate spectators due to Covid-19.

During the two event days, all eight (8) games are nationally televised on CBS Sports Network to 60 million households. This year, the dates for the games are November 20 & 22. In total, teams stay five nights and the fans generally four nights (if applicable).

The event has included teams from the Power 5/Mid-Major conferences, including LSU, Utah State, Rhode Island, UMBC, South Florida, Georgetown University, Ohio University, Florida State, Tulane and Colorado State among others. The 2020 event already has commitments from Wake Forest University, University of Massachusetts, and Missouri State University.

Equestrian Holiday & Horses Circuit The Equestrian Holiday & Horses Circuit is a competition held in late November and December in advance of the Winter Equestrian Festival (WEF) that has appeal to domestic and international riders.

Eye of the Hurricane The Eye of the Hurricane is a youth lacrosse tournament that will feature the best club lacrosse programs along the east coast and across the country. The event will take place on January 16-17, 2021 and be held at The Gardens North County District Park in Palm Beach Gardens. This new tournament is open to boys’ and girls’ teams, from 5th through 8th grade, with more than 80 teams projected to participate. This will feature more than 1,400 participants and 3,800 spectators.

The event will offer a round-robin format, with teams guaranteed 4 games against their age division. In addition to game, the event will offer a Coaches Clinic for local youth and high school coaches.

Event Description: The Palm Beach County Sports Commission is partnering with USA Competitions, to host the 2021 Tim Rand Invite, which is scheduled to take place on March 5-7, 2021 at the Palm Beach County Convention Center. The Tim Rand Invite, which is the top international competition in South Florida, is expected to attract 1,500 gymnastics, 500 coaches and 2,250 ancillary spectators from 18 U.S. states and three (3) foreign countries. This invitational will feature gymnasts from the ages of 4 to 18 competing in skill levels 1 to 10, as well as Xcel and Elite. This invitational is typically awarded an “Elite Qualifier” sanctioning which is a highly coveted distinction. This typically leads to larger attendance from gymnasts because competing in Elite Qualifiers is a major way for gymnasts to improve upon their ranking regarding the elite programs, such as the National Team. This invitational allows gymnasts one last “tune-up” before the state championships begin. The gymnasts compete in floor, beam, bars and vault.

This meet was formed to honor Hall of Fame gymnastics coach Tim Rand, who died of a heart attack in 2007 at the age of 51 in Port St. Lucie. The invitational raises money for the Tim Rand Legacy Fund benefitting coaches and athlete education in the southeast region of the United States.

Venue Requirements: 50,000 square feet of floor spaces is needed to accommodate the necessary gymnastics apparatus, tiered spectator seating, vendor/exhibitor space, staging for awards, hospitality area, and registration area. The layout includes two sets of gymnastics apparatus for each event (floor exercise, uneven bars, balance beam and vault) and approximately 750 tiered seats.

Projected Event Schedule: Thursday, March 4: 8am to 5pm – Move In Friday, March 5: 8:30am to 9pm – Opening day for the meet. Gymnasts will compete in technical sequence per event.

Saturday, March 6: 8:30am to 9pm – 2nd day of the meet, which includes 4 sessions of competition per event.

Sunday, March 7: 8:30am to 5:30pm – 3rd day of the event, which includes 4 sessions per event.

History: The Tim Rand Invitational took place in Fort Lauderdale, FL in from 2012-2017 & 2019, and West Palm Beach, FL in 2018 & 2020.

The events in West Palm Beach tracked 1,337 room nights in 2018, and 2,583 in 2020.

the United States. The organization has programs in men’s and women’s artistic gymnastics, rhythmic gymnastics, trampoline and tumbling and acrobatic gymnastics.

Today, more than 120,000 athletes and professionals are members of USA Gymnastics. USA Gymnastics has more than 90,000 athletes registered in competitive programs, as well as more than 20,000 professionals, instructor and club members. More than 4,000 competitions and events are sanctioned annually throughout the United States.

PBCSC Responsibilities: • Venue selection and coordination • Assist with housing solutions • Assist with operational and logistical needs, volunteers, venue coordination, and hotels • Assist with marketing & public relation efforts • Provide a grant to offset facility rental and operational expense Benefits: • The Tim Rand Invite will generate a significant level of room nights and direct visitor spending for Palm Beach County • Hosting this event will create an opportunity to place a major sporting event in the Palm Beach County Convention Center • Partnering with a major gymnastics club, American Twisters, that’s highly regarded in the gymnastics community. American Twisters & USA Competitions owner, Randall Sikora, is a member of the USA Gymnastics Florida State Board of Directors.

• USA Competitions hosts six (6) different events annually. Hosting the Tim Rand Invitational provides the Sports Commission with the opportunity to garner a relationship with these highlevel gymnastics coach and meet operator, in hopes to host another USA Competitions-owned event, as well as other regional and national USA Gymnastics events.
