Jergensen COVID-19 Tourism Impact in the County started the week ending March 13th. The May Dashboard is the 2nd full month of COVID-19 impact on the Industry.

Bed Tax Collection – For the month of May 2020 collected in June 2020 was at $1.6M compared to the same month in 2019 at $3.7M with a (57%) decrease. Projection at reduce levels for the month was $0.4M, so we are with $1.1M higher than our COVID impact projection. May Tax Exempt rental receipts of $1.2M, decreased (33%) from prior May. The Total FYTD’20 collections were at $37.7M, lower than last fiscal year’s $45.6M by (17%) reflecting the second full month impact of COVID-19 on the fiscal year. Total Fiscal Year 2020 is $2.6M higher than our conservative reduction with three collection months remaining in the Fiscal Year. Initial projections estimated a (33%) decline in bed tax collections, we have improved slightly. The Rooms sold for May were 142,064 or (62%) lower than the previous year. Rooms available for May at 523,163 was down (0.7%). Hotel Rooms active in the County 16,973 below our March 2020 peak of 17,602.

Occupancy for May 2020 was 27%, down (62%) over Prior Year. Occupancy for May 2019 was 70%. Occupancy May CYTD was 52.4%, down (34%) over past year.

Average daily rate for May was at $131.55, (15%) lower than previous year, CYTD up 1.1%. The revenue/available room for May was at $35.46 lower by (67%), CYTD decrease (33%).

Hotel Room sales in May decreased (69%) at $17.5M. Non-hotel room sales increased 93% at $7.2M. Hotel Room Net Sales FY20 Year to Date decreased by (22%) at $521M. Non-Hotel Room Sales FY20 Year to Date increased by 20% at $91M. FYTD 2020 Taxable Revenues Fiscal Year decreased (18%) at $612M. Airport activities for the month of May, 57,940 passengers (89%) lower and estimated seat capacity was down (82%) over last year with 111,684 seats. Passenger from 12 month rolling average went down (17%) to 5,498,917 over last year.

Leisure & Hospitality Employment for May of 62,800 decreased (32%) the same month in 2019. Accommodations employment went down (63%). F & B was down (31%).

Arts & Entertainment employment down (15%).

FY2021 Budget Checkpoint# 3 *- Glenn J. Motion to Approve

Jergensen Presented the 3rd checkpoint analysis and reported that May was better than forecasted with $1.6 million collected in bed taxes, about one third of which was collected from vacation rentals. However, collections where still (57.3%) lower than this time last year.

It is recommended to take a conservative approach and hold contract levels where projected, distribute stimulus funding which will be released this year and next as needed and approved by the finance committee. Any revenues over $36.3 million will be reserve.

Thompson Requests that the TDC continues to provide checkpoint information for the foreseeable future and asked if with improved projections would we look to bring staffing levels back.

Jergensen The answer is no to increased staffing due to the uncertainty of the future.

Dufrense Asked if there is any information as to further re-openings?

Jergensen The Discover team will continue to monitor the platform and plan to begin marketing to the drive market once Florida’s numbers begin to decrease and it looks like more openings can occur.

Agency heads are all in agreement with the plan.

Draft FY2021 Performance Measures Post COVID* - Motion to Approve

Presented agency performance measures and stated that performance measures are a requirement of the County and are submitted with the annual budget. So, although it is rather difficult to set measures in this very uncertain time we must do so. Since measures based on room night projections are just too uncertain, projections are reflective of FY2015 and FY2016 levels of operation, we may move to an attendance base measure instead.

D.

Marketing Recovery & Stimulus Timetable BCC- Glenn J.

Tuesday, July 14 – 2020 agency amended agreements will be submitted to the BCC, the ordinance to move beach funding will be presented and have its first reading.

Tuesday, August 25 – The ordinance will have its second reading and is expected to be approved. The Recovery and Stimulus package will be presented at this BCC meeting and approval requested.

Tuesday, September 1 – FY2021 Agency renewal agreements will be presented for approval 6.

NEW BUSINESS – DISCUSSION ITEMS A.

FY 2020 Diversity Overview included in Contract Renewals*

Jergensen We need to do better with diversity hiring especially within senior management positions.

Thompson I agree that we need to work at this and I am here to help. Once we are ready to hire again, I can reach out to some professional organizations to increase the minority applicant pool.

Baker Thanked the Convention Center, both Dave and Vince for bringing on more minority vendors. Thank you to Chuck for providing more visibility on Palm Beaches TV. Romelus Suggested providing sensitivity training to staff.

The Film Commission has formed a committee to review PBTV for diversity. This committee is headed by Lauren Tobin.

Lawrence The Cultural Council is getting ready to pass a cultural equity statement and will be hosting an equity summit to kickoff efforts to drive diversity and inclusion.

Discover The Palm Beaches Monthly Activity Report July 2020

The following is a summary of TDC Performance measures for the month of July 2020. This report demonstrates trends relative to owned visitor digital footprint, advertising impressions, social media engagement, and booked room nights for the Month of July. We continue to be negatively affected by the COVID-19 crisis, particularly, with the recent increase in cases and negative publicity about FL. June 2020 Hotel Performance •

Total supply totaled 17,307 for June. This is about 300 rooms off the Feb. peak. The Ben and the Canopy both have opened. The Eau and Waterstone were closed.

Occupancy ended the month at 38%, close to the 40% expected.

The Palm Beaches ranked 9th. Higher than Naples, Miami and Orlando

•

The Panhandle ran a 64% occupancy, with Panama City running 76% and selling 4.4% more rooms than 2019.

The number of room nights sold in were just under 200,000, 39% higher than May, 41% less than 2019.

The Palm Beaches has 3.9% share of room nights sold in Florida

The average daily rate (ADR) was $139 increasing 6.8% from 2019. This is due to a 46% increase from luxury properties ($383 vs. $261).

Miami still has 21% of rooms closed. Orlando 28% of rooms are closed. The Keys has 10% rooms closed. All other markets are near February inventory levels.

Naples, The Keys, Ft. Myers and The Panhandle also had year-over-year growth in rate.

RevPAR was $53 up from 35 in May and $27 in April, ranking 7th (down from 1st last month in April and 6th in May) •

The Panhandle had a RevPAR of $99 and the Keys $137.

June CYTD Hotel Performance •

The total number of room nights sold is down 34% for the first half of the year •

Occupancy is down 34% to 50% •

Florida decreased 32% to 52%.

The average daily rate is now up 2.1% to $220 •

The range of occupancy in the state is a high of 60% and low of 47%.

This month, we had the HIGHEST Instagram follower growth percentage out of our competitive set – for the second month in a row! Our account grew by 4.4% (4% last month) while @thefloridakeys grew the second most at 1.7%.

Impressions have skyrocketed due to our boost strategy being back on.

Facebook engagements and followers are down for our entire competitive set - so nothing to worry about there.

Commentary continues to be positive on Instagram - Facebook is where we see the negativity. This has to do with our audience on both platforms - Instagram has far more of a local presence, where we see our top audiences on Facebook coming from New York, New Jersey, etc.

Turtles continue to be a top performer on every channel Groups linkedin strategy is further proved by the ASAE post being the top engaged - sharing makes a big difference on Linkedin!

HIGHLIGHTS ADVERTISING The Cultural Council continues to utilize paid search on Google with recovery-specific messaging to reach those in the South Florida region proactively searching for cultural destinations and activities in the area. MOSAIC creative is also being prepared for when full tourism recovery efforts restart. The Council continues to have bi-weekly marketing calls with Discover, Film and Sports to align stimulus plans, share opportunities, research and ideas.

PR & SOCIAL MEDIA Promoting Cultural Destinations & Virtual Experiences: The Council continues to promote local cultural organizations that have reopened to the public or offer virtual programs via the Council’s website, social media, emails, and national press pitches.

The Palm Beaches Pledge: The Cultural Council is working closely with Discover The Palm Beaches and the Film & Television Commission to promote The Palm Beaches Pledge and encourage participation by cultural partners. The Council recommended cultural organization locations to use for the County’s mask-wearing public service announcements and pledge video shoots, and promoted the PSAs on social media and email communications.

Facebook Watch Parties: The Cultural Council worked with the Film & Television Commission to promote, provide footage for, and participate in the July 7 Facebook Watch Party, highlighting the co-sponsored production, Art Adventures of The Palm Beaches.

Rosemary Square Artist-in-Residency Program: The Cultural Council conducted a video interview with Peruvian artist Renzo Ortega to showcase New Wave Art Weekend's inaugural artist-in-residence program, hosted at Rosemary Square. The edited interview was shared on social media.

Other Highlights: The Council launched an Instagram giveaway to promote its virtual Summer Performing Arts Series and engaged two local influencers and series host, T.A. Walker, to cross-promote the giveaway. The Council also hosted live social media interviews for its latest virtual exhibition, "Photographs of Palm Beach Pop Festival, 1969" with Ken Davidoff.

HIGHLIGHTS INDUSTRY RELATIONS City of West Palm Beach’s Fourth on Flagler/DIY: The Council partnered with the City of West Palm Beach to promote their annual Fourth on Flagler/DIY celebration in return for a sponsorship listing. Due to COVID-19 the City promoted a DIY approach to the programming that culminated with live fireworks that aired on WPBF- ABC25.

Sports-Development Sports Development Executive Summary In FY 20, the Palm Beach County Sports Commission (PBCSC) is deploying an aggressive sales and sports development effort to grow the number of sports tourisms generating events taking place in The Palm Beaches. The PBCSC continues to cultivate relationships with event owners, as well as identify, solicit, secure and retain sports events to grow room night actualization. Below is a recap of sports development efforts that have taken place during the month of July in FY 20.

Event Bids & Development A primary mechanism for event solicitation is through the Event Bid and Development process. To recognize potential bid opportunities, the PBCSC will be at the forefront of the industry and engage with event owners.

Site visits allow for an event owner to explore potential sports venues while experiencing Palm Beach County’s tourism assets, such as hotels, restaurants, and attractions. Although we have not been able to tour our facilities with event owners as much as normal, we have utilized this opportunity to take photos and video of many of our athletic facilities with a drone:  Jupiter Community Park

COVID-19 The Covid-19 outbreak has greatly impacted the sports/entertainment and tourism industry, as well as all business sectors. Nearly 30 sports events that were projected to generate over 40,000 room nights have been postponed for March through August.

Over the past few months, we have been in constant communication with our event partners with events coming up August through December to check-in and see how they are doing through all of this, as well as provide local information as they are looking to make decisions on possible postponement, etc.

Lastly, the Sports Development department has been full steam ahead as it looks to garner and generate new event opportunities for 2021 and beyond. For our 2020 events, much of the work of winning that business was completed 2 to 4 years ago, so it is imperative we continue to be aggressive on the new event front to help Palm Beach County recover from this epidemic.

COUNTY PSA CAMPAIGN SHARES ESSENTIAL MESSAGE Palm Beach County has sponsored a PSA campaign to encourage residents and guests to wear masks in public spaces to slow the spread of COVID-19. The multi-lingual campaign (English, Spanish, Creole) offers a series of public service announcements that will air on most local stations in the area, including network affiliates WPBF 25 (ABC), WPTV Still from PSA 1 (NBC), WPEC (CBS-12), WXEL (South Florida PBS), as well as Ch.20, the county’s community access channel. Up to 20 total PSAs are being produced using a mix of graphics and on-location footage with storylines focused primarily on mandatory mask wearing, encouraging residents and Still from PSA 1 visitors to cover their noses and mouths while in public spaces.

Sponsorship for the campaign is a collaboration between the Office of Public Affairs and the Palm Beach County Film and Television Commission. Frank Licari, actor/producer and host of the lifestyle series, On the Town in The Palm Beaches provides voiceover narration in both English and Spanish languages. West Palm Beach-based Ko-Mar Productions Still from PSA 1 is producing, editing and distributing the PSAs. “We are honored to be a part of the county’s efforts to minimize the spread of COVID-19, and believe that televised PSA’s are an effective way to educate a large audience,” said Todd Kolich, President of Ko-Mar. WATCH PARTY PROMOTES PBC The Palm Beaches TV continues to showcase content via a series of Facebook Watch Parties. The 13-part series launched June 9 and airs every Tuesday at noon. The project is an important collaboration and marketing initiative to educate audiences about The Palm Beaches tourism industry’s commitment to the health and safety of our community and visitors. Each mini episode is designed to boost recovery efforts by targeting locals to “Re-Discover The Palm Beaches.” Glenn Jergensen, Executive Director of the PBC Tourist Development Council shared, “The series has exceeded my expectations. SHAQATTACK ON SHARK WEEK Discovery Channel’s Shark Week – one of network TV’s most beloved annual summer traditions – returned to The Palm Beaches this year for ShaqAttack, airing Monday, August 10 at 9pm. FOCUS ON FILM TAKE THE PALM BEACHES PLEDGE An initiative of Discover The Palm Beaches, The Palm Beaches Pledge asks all area businesses, including any productions currently filming in studio and on-location, to demonstrate a commitment to the community’s wellbeing by following guidelines designed to prevent the spread of COVID-19. This pledge requests everyone wear a facial covering when around other people, to create safe 6-feet buffers between themselves and others, and to keep their studios, sets, props and equipment sanitized according to CDC guidelines. LAKE WORTH’S WORTHY NEWS The City of Lake Worth Beach has launched a new monthly TV show aimed at keeping citizens informed by providing a fresh new perspective on news, community updates, and events. News Worthy, available on-demand via the City’s website and on YouTube, is hosted by Jesse Furman and includes special segments featuring Mayor Pam Triolo. According to Host Jesse Furman, the new series covers “a city worth talking about” while focusing on “information worth listening to.” The monthly webisodes provide residents and visitors with the latest information about Lake Worth Beach, while highlighting exciting events throughout the City. The program was designed to provide a fun and light alternative to hard news. The City’s Lake Worth Beach TV initiative seeks to add new original programming in the near future. WOMEN WHO WERE BORN TO PLAY Viridiana Lieberman, an alum of Florida Atlantic University in Boca Raton, makes her directorial debut with a new project for ESPN titled Born to Play, exploring the little-known world of women’s football. The feature-length documentary premiered last month after the network experienced enormous success with similar projects like the Michael Jordan docuseries The Last Dance, which featured several scenes shot in The Palm Beaches. Born to Play tells the story of the Boston Renegades’ quest to win their way to a national championship. The film also delves into the personal lives of the athletes who receive no pay and work day jobs to fund their football careers. Ultimately, the project celebrates the women of this sport on-and-off the field while honoring the diversity found around the league. A VERY VIRTUAL BUSINESS Playimage Communications, a local company created by father and son Bob and Alex Buruchian, has expanded their virtual events streaming platform. The more comprehensive platform includes high-end graphics to promote client Playimage Platform brands and handle remote interviews that look like they are part of a network TV show. GAMING GALORE AT G-STAR G-Star School of the Arts is one of the few high schools in the country that teaches 3D animation, visual effects, gaming and coding. The school offers weekly Zoom sessions on various topics. Most recently, John Kracum, president of Florida Mayhem & Mutineers gaming teams spoke to the school community about gaming. LIVE STREAMING SPORTS WORLDWIDE The Inspiration Games, an exhibition Track & Field event starring world-class athletes, was recently televised on Schweizer Radio und Freshen (SRF - Swiss Radio and Television) with the help of two local companies. LOCATION SPOTLIGHT SUNRISE TO SUNSET The rivalry between sunrise and sunset continues on a daily basis in The Palm Beaches. The morning sun wakes up the world, and all day the sun works to out-do the morning with amazing colors that produce striking sunsets in the evening.

Arguably the best angle in town is atop the Jupiter Lighthouse, looking to the east in the morning or looking west in the evening down the Loxahatchee River. The Lighthouse is a bit of a showoff when it comes to picture making. Of course, there are great spots on the ground at DuBois Park in Jupiter to frame up an image.

The Palm Beaches Student Showcase of Films (SSOF) teamed up with American Heart Association (AHA) to inspire health change in Florida communities. The 2020 Suzanne L. Niedland Documentary category asked students to use their storytelling skills to focus attention on the AHA mission and spark health conversations through film. This year’s award winner Carsen Jessell is a graduate from A.W. Dreyfoos School of the Arts and is currently enrolled at Florida State University. His film Into the Flames interviews local Firefighters about the effects of mental health on their physical wellbeing. “Using Firefighters to tell this story was Carsen Jessell deliberate as they have one of the most high-stress jobs and therefore higher risks of emotional trauma,” said Jessell. Center for Creative Education (West Palm Beach) student finalist Tia Duhaney’s film Unwelcome: Homeless in the Shadow of the Sun covers homelessness and the health issues that ensue. Additionally, Inlet Grove High School (Riviera Beach) student finalist Alyssa Stephens’ film The Stories of an Epidemic explores the opioid crisis taking a toll on the overall health of communities in Palm Beach County.

Production Activity Report For June 2020 Variance Explanations Percentage change variances of ± 10% in performance statistics are typically explained in this section.

However, due to the widespread impact of the COVID-19 pandemic on the entertainment production industry, this page will serve as an overall update on data collection and reporting measures across multiple categories.

During the month of June 2020, the seven-day moving average of new COVID-19 cases in Florida increased more than ten-fold, from 726 new cases per day on June 1 to 8,530 new cases on June 28, 2020. While the production industry has set an example for safety, health and accountability measures while getting back to business with guidelines from DGA, SAG-AFTRA, IATSE, Teamsters, Film Florida and many others, the surge in Florida cases has been widely covered on national media outlets, making it difficult to attract out-of-state production and slowing the intake of new leads. Palm Beach County’s local production community, however, has reported progress on getting back up and running, as reflected in the closing gap in total number of permits (18 in June 2020 vs 22 in June 2019) and total production days (455 in June 2020 vs. 592 in June 2019).

Background Context (March – May 2020): Following a rapid increase in confirmed COVID-19 cases and public awareness in the United States in mid-March, a massive social distancing effort effectively shut down production sets across the country. Many of the locations that fall under the FTC’s One-Stop Permitting process closed to public access amidst Governor DeSantis’ Stay At Home order, which went into effect March 26, 2020. As businesses were urged to begin working remotely from home whenever possible, studio projects and on-location productions alike were either postponed or cancelled in the interest of prioritizing public health. The Stay At Home order was not lifted in Palm Beach County until May 11, at which point Phase One of Governor DeSantis’ reopening plan was enacted. While the FTC’s services have continued uninterrupted and permit requests have been accepted and reviewed on a case-by-case basis, State of Florida Executive Orders made on-location production all but impossible during half of March, the entire month of April, and half of May 2020. This impact will be reflected in year-to-date percentages through the end of the 2020 calendar year.

Prior to the outbreak, production in Palm Beach County was experiencing an increase year-over-year.

The total number of permits issued from January 1-March 15, 2020 (just before the shutdown) was 85, compared to 71 for January 1-March 15, 2019, a 19% increase.

The year-to-date production data through June 2020 correlates with nationwide trends in production business impacts, as well as the experiences reported amongst Film Commissions throughout the State of Florida who have cited multiple lead cancellations in June 2020 due to the surge (Source: Film

Florida’s Film Commission Council). In order to report data as accurately as possible and reflect the full-scale effect on our Palm Beach County production community, direct contact was made with each entity included in the monthly Production Companies & Support Services section (via an industry-wide survey) for estimated percentage adjustments to their average monthly production days, employees, freelancers, hotel room nights and production revenue. As a result of these data collection efforts, percentage change variances of ± 10% are as follows: • • • • • • • •

*Production Days includes reports of pre-production and post-production work that took place remotely within our local production community. **While there is a 14% decrease in Website Unique Visitors year-to-date, there was a slight increase in visitors in the month of June 2020 vs. June 2019, which correlates with the launch of The Palm Beaches TV Facebook Watch Party directing more traffic to our website.

The FTC continues production community outreach to provide support and collect information regarding the long-term effects of the COVID-19 pandemic on the industry as a whole. The FTC will continue to monitor reports coming from other film commissions across the state and country to compare business impacts and trends in data accrual.

July 2020 Project Status Report Department of Environmental Resources Management Reef Deployments: This year, the Andrew ‘Red’ Harris Foundation (ARHF) is donating 4,540 tons of limestone boulders and funding a portion of their deployment. In July, 2,500 tons of this donated material was placed in four locations near Jupiter, just south of the ARHF’s existing reef, in 60 ft. of water. Fish and sea turtles have already made themselves at home at these newly deployed reefs. The remainder of the donated material will be deployed in August.

Tarpon Cove: Approximately 12,000 cubic yards (cy) of the anticipated 84,500 cy of sand from the Town of Palm Beach Marina project have been placed at Tarpon Cove to date. Despite being under construction, the project has already demonstrated success by attracting a nesting pair of black skimmers which have hatched 4 chicks. The birds, listed as threatened in Florida, prefer to nest on open sand or gravel beaches, but have been relegated to rooftops in recent decades due to coastal development. The Tarpon Cove black skimmers are the only pair recently observed nesting on native habitat in Palm Beach County.

Loxahatchee Slough Paddle Trail Closure: The paddle trail at Loxahatchee Slough Natural Area is temporarily closed due to nesting activity by the endangered Everglades snail kite. Snail kites have been protected under state and federal law through the Endangered Species Act since 1967, making it illegal to harass, kill or capture them. This includes protection from activities that disrupt breeding, feeding or sheltering. The trail is expected to reopen in approximately 2 months and will be announced on social media. ERM staff is working with the University of Florida Snail Kite Project Team to document nests and to monitor nesting success.

LRW Hydrological Refinement: Field explorations for the Loxahatchee River Watershed (LRW) Hydrological Refinement have begun. The purpose of this project is to quantify the benefits of seepage barriers along Hungryland Slough Natural Area and Loxahatchee Slough Natural Area as part of a watershed-based effort to protect and restore the Loxahatchee River. The project covers 17 linear miles and would benefit 13,400 acres.

LOXAHATCHEE SLOUGH PADDLE TRAIL

Fuel Reduction Continues: ERM has begun work at Jupiter Ridge, Juno Dunes, and Frenchman’s Forest Natural Areas to reduce vegetation using mechanical tools. Such fuel reduction reduces the risk of wildfire activity and improves the health of the ecosystem.

Swallow-tailed Kite Research: In partnership with Avian Research Conservation Institute and Palm Beach Zoo & Conservation Society, ERM staff tagged 3 swallow-tailed kites and attached GPS transmitters.

Tracking their movements allows researchers to learn SWALLOW-TAILED KITE about breeding behavior, habitat use, roosting locations, their migratory path, and winter activity ranges in South America.

GREEN TREE FROG

Herpetofaunal Survey Protocol: ERM staff is in the process of developing a herpetofaunal (reptile and amphibian) survey protocol to perform at Palm Beach County Natural Areas. These surveys will help inform staff about wildlife biodiversity on the sites they manage. In addition, these animal communities are helpful indicators of ecosystem integrity, and monitoring their composition can be useful in evaluating the health of the ecosystems. Preliminary evening surveys have identified several species not previously seen at various sites.

Mr. Glenn Jergensen Executive Director Palm Beach County Tourist Development Council 2195 Southern Blvd., Suite 500 West Palm Beach, FL 33406 Dear Glenn, Palm Beach County is the Major League Baseball (MLB) Spring Training Capital of Florida. Since 1998, Palm Beach County has been home to Roger Dean Chevrolet Stadium in Jupiter, which was the first baseball complex in Florida to host two (2) MLB teams for Spring Training. Today, Roger Dean Chevrolet Stadium is occupied by the Miami Marlins and St. Louis Cardinals. In 2017, MLB Spring Training brought Florida its second baseball complex built to accommodate two (2) teams. FITTEAM Ballpark of the Palm Beaches, located in West Palm Beach, is home to the Houston Astros and Washington Nationals. The Palm Beaches represents Florida’s only county that maintains two, two-team complexes. In total, four (4) of the fifteen (15) MLB teams participating in Florida’s Grapefruit League are playing baseball in The Palm Beaches.

Although Palm Beach County experienced significant economic benefits from MLB Spring Training in 2020, the COVID-19 pandemic resulted in a shortened season and lost revenues. The MLB Spring Training Season ended 12 days earlier than planned due to the pandemic. Between FITTEAM Ballpark of the Palm Beaches and Roger Dean Chevrolet Stadium, a total of 38 MLB games were played in The Palm Beaches between February 22 and March 12, 2020. A total of 22 professional baseball games were canceled in Palm Beach County upon MLB’s decision to suspend its Spring Training season on March 12. The 38 games generated a total attendance of 172,685, which is the largest MLB Spring Training audience compared to other counties in Florida. Palm Beach County was home to 25% of Florida’s spring training games and 20% of the Grapefruit League’s attendance.

The leading attendance and annual impact can be influenced by many factors, but Palm Beach County is fortunate to have partnerships with the St. Louis Cardinals, Miami Marlins, Houston Astros, and Washington Nationals. These teams represent vibrant travel markets that are important to Florida’s economy.

The Palm Beach County Sports Commission utilized Downs & St. Germain Research to conduct an economic impact study on the 2020 MLB Spring Training season taking place at FITTEAM Ballpark of the Palm Beaches and Roger Dean Chevrolet Stadium. Downs & St. Germain Research is a full-service market research firm based in Tallahassee, which was sourced by the Florida Sports Foundation to produce an economic impact study on MLB Spring Training taking place in Florida (Grapefruit League) in 2018.

In 2020, MLB Spring Training generated an economic impact of $53,156,700 in Palm Beach County. Out of the 172,685 attendance for MLB Spring Training in The Palm Beaches, 61% or 105,338 attendees traveled from outside of Florida or another Florida county. The influx of visitors during the 2020 MLB Spring Training is responsible for 37,600 hotel room nights for Palm Beach County. Unfortunately, the 2020 economic impact derived from FITTEAM Ballpark of the Palm Beaches and Roger Dean Chevrolet Stadium are down from 2019, due to the pandemic. Palm Beach County lost $16,988,800 in economic impact due to a shortened MLB Spring Training season. The economic impact that was achieved in 2020 reflects a 24% decline compared to 2019.

FITTEAM Ballpark of the Palm Beaches, which finished only its fourth MLB Spring Training season, created $25,687,700 of economic impact between the Washington Nationals and Houston Astros. The impact is a result of several aspects, including the demand for the two teams that competed in last year’s World Series. The Washington Nationals won their first World Series Championship in franchise history while the Houston Astros were crowned as the American League Champions. This remarkable achievement for both teams motivated fan-bases to travel and experience the best of baseball. Furthermore, the Washington D.C. market is considered one of the “Super Six” travel markets, which creates the majority of domestic visitation for Florida. Individuals from Washington D.C. and surrounding areas are seeking a reason to visit the state. Houston also represents a strong travel market. The Houston Astros is one of two MLB teams from Texas, which is the third largest origin state for Florida visitors. Houston ranks as the 12th largest travel market for Florida.

Roger Dean Chevrolet Stadium spurred $27,469,000 of economic impact between the St. Louis Cardinals and Miami Marlins. As one of the premier brands in Major League Baseball, the St. Louis Cardinals own a dedicated and loyal following from St. Louis and the surrounding Missouri towns, as well as the metro east Illinois area. The St. Louis Cardinals have one of the most faithful and active fan bases in sports and Palm Beach County is a routine spring vacation destination for these baseball enthusiasts across the Midwest. The Miami Marlins represent one of only two MLB franchises in Florida. The Miami Marlins create visitation to Palm Beach County through drive markets.

In addition to the St. Louis Cardinals and the Miami Marlins, Roger Dean Chevrolet Stadium is the only complex in the nation to host four minor league teams: The Jupiter Hammerheads of the Class A-Advanced Baseball Florida State League; The Palm Beach Cardinals of the Class A-Advanced Baseball Florida State League; The Gulf Coast Marlins of the Rookie-level Gulf Coast League; and The Gulf Coast Cardinals of the Rookie-level Gulf Coast League. This activity also creates economic benefits and stimulates bed tax revenues for The Palm Beaches.

Palm Beach County’s baseball facilities ranked among the leaders in total attendance for Florida’s Grapefruit League. FITTEAM Ballpark of the Palm Beaches ranked fourth and Roger Dean Chevrolet Stadium was third in attendance compared to all other MLB Spring Training facilities in Florida. Only, Steinbrenner Field in Tampa, which is home to the New York Yankees, and JetBlue Park in Fort Myers, which is home to the Boston Red Sox, generated a higher attendance.

Due to the amenities that accompany a two-team complex, FITTEAM Ballpark of the Palm Beaches in combination with Roger Dean Chevrolet Stadium, has transformed Palm Beach County into the premier destination for amateur baseball events. The nation’s largest baseball tournaments are taking place in Palm Beach County, including some of the most admired brands in amateur baseball. These baseball tournaments are utilizing both, FITTEAM Ballpark of the Palm Beaches and Roger Dean Chevrolet Stadium from April through November, creating year-round activity. In addition to baseball, FITTEAM Ballpark of the Palm Beaches has the capability to host a multitude of other sports activities. The complex features five (5) multi-purpose fields, designed to FIFA (Fédération Internationale de Football Association) soccer specifications. The multi-purpose fields are an ideal home for field sports, such as soccer, lacrosse, rugby, field hockey, flag and tackle football, and more. The economic benefits derived from amateur baseball tournaments and other sports activities is substantial.

Major League Baseball, and specifically, the St. Louis Cardinals, Miami Marlins, Houston Astros, and Washington Nationals, have been, and will continue to be an extremely beneficial investment for Palm Beach County. The Palm Beach County Sports Commission looks forward to growing the number of sports related visitors that are traveling to The Palm Beaches to experience the best of baseball. Economic Impact of Major League Baseball Spring Training in Palm Beach County Major League Baseball (MLB) Spring Training brings an immense economic and tourism impact to Palm Beach County. The below information has been assembled to project the economic impact created from Spring Training activity that occurred at FITTEAM Ballpark of the Palm Beaches, located in West Palm Beach and Roger Dean Chevrolet Stadium, located in Jupiter.

FITTEAM Ballpark of the Palm Beaches, which hosts the Houston Astros and Washington Nationals, completed its 4th MLB Spring Training season since opening in February of 2017. Roger Dean Chevrolet Stadium, home to the St. Louis Cardinals and Miami Marlins completed its 23rd season in The Palm Beaches. These two facilities represent the only two-team MLB Spring Training complexes that reside in Florida.

The 2020 MLB Spring Training season was significantly impacted by the COVID-19 pandemic. On March 12th, Major League Baseball announced that spring training games would be cancelled due to the pandemic. FITTEAM Ballpark of the Palm Beaches and Roger Dean Chevrolet Stadium both lost their last 10 spring training games, which equals 20 total games or 1/3 of Palm Beach County’s 60-game MLB Spring Training Season. The pandemic adversely impacted attendance, bed tax creation, and economic impact.

Economic Impact of Major League Baseball Spring Training at the FITTEAM Ballpark of The Palm Beaches Home to the Houston Astros, and Washington Nationals, FITTEAM Ballpark of the Palm Beaches, is one of two baseball complexes in Florida that accommodates two MLB franchises. The other baseball complex in Florida that hosts two MLB teams also resides in Palm Beach County (Roger Dean Chevrolet Stadium).

FITTEAM Ballpark of the Palm Beaches accumulated a total attendance of 82,179 over 20 games with an economic impact of $25,687,700. The Washington Nationals contributed $14,647,800 in economic impact while the Houston Astros compiled $11,039,900 of impact.

Economic Impact of Major League Baseball Spring Training at Roger Dean Chevrolet Stadium Roger Dean Chevrolet Stadium contributed to Palm Beach County’s tourism economy through its Major League Baseball (MLB) Spring Training season. Roger Dean Chevrolet Stadium, which is home to the St. Louis Cardinals and the Miami Marlins, joins the FITTEAM Ballpark of the Palm Beaches as the only baseball complexes in Florida housing two MLB franchises.

Total attendance for MLB Spring Training at Roger Dean Chevrolet Stadium reached 90,506 over 20 games.

The St. Louis Cardinals accumulated $19,146,800 in economic impact while the Miami Marlins were responsible for $8,322,200 of impact. Considering the Miami Marlins are one of only two Major League Baseball teams based in Florida, their attendance numbers will not be used as input toward the economic impact projections.

Covid-19 Impacts on the 2020 MLB Spring Training Season Palm Beach County experienced a shortened Major League Baseball (MLB) Spring Training season in 2020, due to the Covid-19 pandemic. The MLB Spring Training Season ended 12 days earlier than planned due to the pandemic. Palm Beach County hosted only 38 of the 60 games that were scheduled. FITTEAM Ballpark of the Palm Beaches finished 18 of its 30-games while Roger Dean Chevrolet Stadium completed 20 of its 30 games. A total of 22 professional baseball games were canceled in Palm Beach County upon MLB’s decision to suspend its Spring Training season on March 12.

The 2020 economic impact derived from FITTEAM Ballpark of the Palm Beaches and Roger Dean Chevrolet Stadium are down from 2019, because of these venues losing more than one-third of their scheduled games. Palm Beach County lost $16,988,800 in economic impact due to a shorten MLB Spring Training season. MLB Spring Training created $53,156,700 in economic impact in 2020, which is a 24% decline compared to 2019.

FITTEAM Ball Park of the Palm Beaches – MLB Spring Training ComplexMulti-Purpose - Year-Round Use FITTEAM Ballpark of the Palm Beaches is a Major League Baseball (MLB) Spring Training Complex equipped with multi-sports capabilities, which allows for utilization on a year-round basis. The facility, which features a modernized 7,500 seat baseball stadium, 13 MLB regulation baseball diamonds, state-of-theart press box and clubhouse facilities, and five (5) multi-purpose fields designed to FIFA soccer specifications, is built to host a variety of sports activities throughout the year. This facility undoubtedly enhances Palm Beach County’s position as a premier sports destination while hosting sporting events that create widespread economic and community benefits. The Palm Beach County Sports Commission, as the sports tourism agency for Palm Beach County, recruits and develops a variety of sporting events to occupy FITTEAM Ballpark of the Palm Beaches. These events will bring visitors from across the state, nation, and globe.

Economic Impact of Amateur Baseball Events in Palm Beach County The combination of FITTEAM Ballpark of the Palm Beaches and Roger Dean Chevrolet Stadium provides a significant competitive advantage for the Palm Beach County Sports Commission and its efforts to secure regional and national baseball tournaments that will create a countywide tourism impact to The Palm Beaches. These baseball complexes offer 26 diamonds and two stadiums, which makes Palm Beach County one of Florida’s premier destinations for baseball. From July 1, 2019 to June 30, 2020, the Palm Beach County Sport Commission supported 18 regional, national, and global baseball tournaments, showcases, and camps, which attracted primarily amateur and youth athletes. The amateur baseball tournaments occupying FITTEAM Ballpark of the Palm Beaches and Roger Dean Chevrolet Stadium brought nearly 600 teams consisting of more than 10,000 athletes and 19,500 spectators to The Palm Beaches. A total of 19,588 hotel room nights were tracked. These events generated $13,711,600 in economic impact for Palm Beach County’s hospitality industry. Unfortunately, the amateur baseball event portfolio, which was scheduled to take place at Palm Beach County’s MLB Spring Training facilities this year, was dramatically diminished. All regional and national baseball events planned for the spring and summer of 2020 were canceled or relocated due to the Covid19 pandemic. Both, the economic impact and hotel room night production related to Palm Beach County’s portfolio of amateur baseball events, declined by 34% due to Covid-19.

The Palm Beach County Sports Commission believes the tourism created from baseball activities during Palm Beach County’s shoulder season will rise to pre-Covid levels once conditions improve. The combination of FITTEAM Ballpark of the Palm Beaches and Roger Dean Chevrolet Stadium provides a landscape to recruit tourism generating baseball events and foster the growth of amateur baseball properties.

FITTEAM Ballpark of the Palm Beaches is a Multi-Purpose Venue In addition to baseball, FITTEAM Ball Park of the Palm Beaches, has the capability to host a multitude of other sports activities. This facility features five (5) multi-purpose fields designed to FIFA (Fédération Internationale de Football Association) soccer specifications. The Palm Beach County Sports Commission utilizes the multi-purpose fields to promote sports tourism and recruit statewide, national, and international sports events that would enlist a collection of new visitors for Palm Beach County and Florida. The multi-purpose fields have the capability to host a variety of field sports, such as soccer, lacrosse, rugby, field hockey, flag and tackle football and more. The FIFA dimensions are applicable to host all age groups and competition levels for the nation’s most popular field sports.

Five (5) non-baseball events occupied the multi-purposes fields located at the FITTEAM Ballpark of the Palm Beaches from October – May. The Palm Beach Cup, a Florida Youth Soccer Association (FYSA) sanctioned soccer tournament for boys and girls (ages 9 to 19) was scheduled to take place in May. Unfortunately, the event was canceled due to Covid-19. Over 180 teams from across Florida and the southeast region of the United States would have played. The Florida Youth Soccer Association (FYSA) also sanctioned the Gardens Classic, which attracted over 100 teams from across Florida and occupied a variety of venues in Palm Beach County, including FITTEAM Ballpark of the Palm Beaches, this past November. The Monster Mash Lacrosse Bash, South Florida Turkey Shootout and Florida Lacrosse Festival, took place at FITTEAM Ballpark of the Palm Beaches from October - January. These lacrosse tournaments attracted teams and athletes from across the nation.

Overtime, FITTEAM Ballpark of the Palm Beaches will attract more sports activities that create economic and community benefits on a year-round basis. FITTEAM Ballpark of the Palm Beaches has already demonstrated its ability to be a superior vehicle for sports tourism over its young four-year life cycle.
