OLD BUSINESS – DISCUSSION ITEMS A.
TDC TOURISM PERFORMANCE METRICS 1. TDC DASHBOARD CURRENT MONTH & YTD* a. Discover Hotel Performance Dashboard* b. Bed Tax Collections* c. Report Out Metrics*
Jergensen Bed Tax Collection – For the month of July 2020 collected in August 2020 was at $1.9M compared to the same month in 2019 at $3.1M with a (39%) decrease. Projection at reduce levels for the month was $0.4M, so we are with $1.5M higher than our COVID impact forecast. July Tax Exempt rental receipts of $1.5M, were up 10% from prior July. The Total FYTD’20 collections were at $41.5M, lower than last fiscal year’s $51.6M by (20%) reflecting the fourth full month of recovery from COVID-19 this fiscal year. Total Fiscal Year 2020 is $5.5M higher than our conservative reduction forecast with one collection month remaining in the Fiscal Year 2020. The initial forecasts projected a (33%) decline in bed tax collections, could be a (20%) decline equal to the Great Recession of 2008/2009. The Rooms sold for July were 200,705 or (45%) lower than the previous year. Rooms available for July at 549,878 at 4% higher than last year. Hotel Rooms active in the County 17,738 exceeded our March 2020 peak of 17,602. Occupancy for July 2020 was 36.5%, down (47%) over Prior Year. Occupancy for July 2019 was 68.6%. Occupancy July CYTD was 47.9%, down (37%) over Prior Year. Average daily rate for July was at $132.35, 0.9% higher than previous year, CYTD up 2.8%. Checkpoint #5 July collected August
Jergensen Hotel rooms available are up 4.4% with new hotels opening while hotel rooms sold are down 44.5% from 2019. Revenue is down 46% and occupancy is 47% below that in 2019. However, the average daily room rate is up by 1%. Overall we are doing better than forecasted with collections down 22.8%. Mostad Occupancy is expected to be down for September and October as they are months which are usually booked by the event planning sector. Event season is usually made up of groups renting block rooms. We had a good summer considering the predictions. It is difficult to predict because people are booking last minute and are not planning long term for trips. Mayers Agrees, events are continuing to cancel but he expects Q2 to grow. We really need a strong season and everyone is waiting to if they can rebound. C.
Marketing Recovery Stage and Updates*
Jergensen The marketing and stimulus package was passed by the BCC. Agencies have been marketing locally and as we move into Phase 2 they are ready to begin marketing to drive markets. Drive market advertising will begin with a focus on Tampa and Orlando areas. But we are monitoring the virus in areas in which we would like to market to ensure we are not marketing in a hotspot. D.
Boca Bowl Proposal FY2021* Motion to Approve
Jergensen We are proposing a modified one year tri-party agreement with the City of Boca Raton and ESPN to host the Boca Raton Bowl in December. This one-year agreement will provide funding of $125,000 each from the City and County for base costs and $15,000 each for activity fees.
4
Doug Mosely The game is likely to be scheduled sometime time between December 12 – 16. Dufrense Asked about end zone banners. Mosely Ensured everyone that the end zones belong to the County and the City. He also ensured that there would be two TV advertisements each dedicated to the County and the City. Motion to approve Boca Bowl Proposal is made by Jeffrey Mayers and seconded by Commissioner Kelly Shoaf. Motion carries 8-0 with seat 5 vacant. 6.
NEW BUSINESS – DISCUSSION ITEMS A.
Inclusion and Diversity Agency Initiatives

Pesquera Recently conducted a listening tour with Discover staff and Board, participated in a US Travel Webinar during which a diversity tool kit of strategies was presented and he is looking forward to implementing. Baker Commented that she is very grateful that the TDC is working on diversity in all aspects of the council. B.
CULTURAL COUNCIL 1. FY2021 Cultural Category B and CII Grant Distributions * Motion to Approve
Lawrence We are concerned that some arts organizations will have difficulty using their grant money what with the restraints on reopening. We will be meeting with these select performing arts organizations to discuss a possible hold back of some of the grant dollars and allow for a rollover of that spending into 2022.
6
Bronstein Asked if organizations have been able to host virtual events? Lawrence We conducted a COVID-19 impact survey with 62 organizations and received 33 responses. Total economic loss reported is $48,313,070. Organizations which are open or partially open are 14, with 19 still closed. Events postponed or canceled is1,641, with an attendance loss of 888,277. DTPB MONTHLY SOCIAL MEDIA REPORT SEPTEMBER 2020
KEY INSIGHTS
Commentary continues to be positive on Instagram - and we have seen a switch in attitude on Facebook. This month, we're seeing more positivity coming through. (This has to do with our audience on both platforms - Instagram has far more of a local presence, where we see our top audiences on Facebook coming from New York, New Jersey, etc.) Groups linkedin strategy continues to prove that an employee-led strategy is best! We will continue to highlight DTPB staff. We hit 50K on Instagram (doubled following in one year). Palm Beaches pledge post was least engaged on LinkedIn, which leads me to believe safety messaging is starting to fatigue. Lifestyle imagery on Facebook and Instagram in lieu of typical articles is working - bright and light environmental shots are engaging well.

HIGHLIGHTS ADVERTISING The Cultural Council kicked off its adapted Fall MOSAIC campaign in September. Print, digital, and search advertising began targeting locals, then widening to include the Miami and Fort Lauderdale residents as well. Orlando and Tampa markets were added later in the month timed with Discover The Palm Beaches’ efforts. Emails were collected through the website and Facebook for updates on upcoming offers to Palm Beach County cultural venues. This helped boost email signups for September to nearly triple the average of the last three months. Website traffic should begin to return to normal levels again as advertising efforts resume.
PR & SOCIAL MEDIA MOSAIC Influencers: The Council contracted six local/drive market social influencers (with ~110,000 combined followers) to visit cultural organizations in The Palm Beaches in September, generating content that encourages safe cultural experiences in the destination during MOSAIC. Another group of influencers will visit in October. The Council also hosted a socially distant influencer event at the Palm Beach Zoo, featuring a candy bar, photo opps, and a "cultural passport" that gave guests free access to select cultural organizations that day. Communications: Re-opening & Virtual Experiences: The Council continues to promote The Palm Beaches' Pledge, mask mandates, and virtual cultural experiences on social media, in national PR efforts, and on its website. Safety language is a key component in MOSAIC promotions. Other Highlights: National Travel and Tourism Week; National Arts in Education Week; Central Palm Beach County Chamber of Commerce Economic Summit.

CULTURE & TOURISM SECTOR ENGAGEMENT Virtual Cultural Sector Marketing Meeting: On September 29, the Council hosted another virtual meeting with cultural marketing leaders to discuss: stimulus plans and MOSAIC advertising, GBAC accreditation, co-op advertising opportunities, MOSAIC influencer campaign, and Fall programming updates. GBAC Accreditation: The Council worked with Discover The Palm Beaches and ISSA to create a target list of cultural venues for GBAC STAR accreditation. Discover hosted a special webinar for culture on September 9 followed by an opportunity to meet with Dr. Skinner of ISSA at the Convention Center on September 11. Ten organizations have applied for the accreditation and the Council plans to co-host a second webinar in late-October. Institute for Cultural Advancement: The Council presented a webinar on September 3 on the topic of hosting virtual events using case studies and panelists from Palm Beach Dramaworks, Young Singers of the Palm Beaches and the Palm Beach Photographic Centre. PALM BEACH COUNTY SPORTS COMMISSON Fiscal Year 21, Quarter 1, Event Report The Palm Beach County Sports Commission’s event portfolio for FY 21, Quarter 1 (October 1, 2020 – December 31) consisted of 55 events with 72,580 booked room nights. The 55 events and 72,580 booked room nights were pre Covid-19. If not for the pandemic’s onset in March, the Sports Commission’s booked events and room nights would be greater for FY 21, Quarter 1. Unfortunately, 28 events have canceled or relocated to another destination. The loss of these 28 events eliminated 41,777 booked room nights. A total of 27 events, representing 30,803 booked room nights, are still on the schedule. The Sports Commission is working with the remaining event rights holders on creating plans and modifications, in hopes of allowing the events to take place during Q1. Sports Commission Booked Events, FY 21, Q1, Pre-Covid • 55 events • 72,850 room nights Sports Commission Booked Events, FY 21, Q1, Post- Covid Lost Business • 28 events canceled or relocated • 41,777 room nights lost Sports Commission Booked Events, FY 21, Q1, Post-Covid, Scheduled Events • 27 events remain on schedule to take place in Q1 • 30,803 room nights on books for Q1

Sports-Development Sports Development Executive Summary In FY 20, the Palm Beach County Sports Commission (PBCSC) is deploying an aggressive sales and sports development effort to grow the number of sports tourisms generating events taking place in The Palm Beaches. The PBCSC continues to cultivate relationships with event owners, as well as identify, solicit, secure and retain sports events to grow room night actualization. Below is a recap of sports development efforts that have taken place during the month of September in FY 20.
Event Bids & Development A primary mechanism for event solicitation is through the Event Bid and Development process. To recognize potential bid opportunities, the PBCSC will be at the forefront of the industry and engage with event owners. Bid submission is a highly effective tool to recruit sporting events. Attached is a comprehensive list of the bids that have been submitted in FY 20, and below is a breakdown of the development efforts over the past month: •

Sports Commission representatives meeting with potential business clients:
COVID-19 The Covid-19 outbreak has greatly impacted the sports/entertainment and tourism industry, as well as all business sectors. Over 90 sports events that were projected to generate more than 100,000 room nights have been postponed, cancelled, or relocated from March through August. Over the past few months, we have been in constant communication with our event partners with events coming up August through December to check-in and see how they are doing through all of this, as well as provide local information as they are looking to make decisions on possible postponement, etc. Lastly, the Sports Development department has been full steam ahead as it looks to garner and generate new event opportunities for 2021 and beyond. For our 2020 events, much of the work of winning that business was completed 2 to 4 years ago, so it is imperative we continue to be aggressive on the new event front to help Palm Beach County recover from this epidemic.

Critical Thinking, a film directed by and starring John Leguizamo, tells the true story of an unconventional but inspirational teacher who led a group of LatinX and Black teenagers from Miami Jackson High School to become the first inner city team to win the U.S. National Chess Championship in 1998. The prolific actor, producer, and Emmy-Award winning Leguizamo portrays Cuban-American teacher Mario Martínez in the biographical drama. Filming in The Palm Beaches involved a combination of driving sequences with aerial drone footage along A1A in Jupiter and SR710 in Palm Beach Gardens. Not only were Palm Beach County’s picturesque landscapes sought after, but its talented youngsters as well! 30 students from G-Star School of the Arts were on set and are featured in the film, many in scenes with Leguizamo.

After festival premieres at SXSW and the New York Latino Film Festival, the film was released wide last month through Video-OnDemand (due to COVID-19 restrictions on theatrical releases) and is currently available for rent or purchase on Amazon, Vudu, iTunes, DirecTV, Microsoft Store or FandangoNow. The current rating on Rotten Tomatoes is a whopping 93% approval, and as Q Network Leguizamo in Critical Thinking Film Desk critic James Kendrick described, the film is “an engaging and moving reminder that externally imposed limitations are meant to be shattered” (Source: rottentomatoes.com/m/critical_thinking). FOCUS ON FILM COUNTY PSA’S PROMOTE SAFETY
BACK INSIDE THE BURROW
Palm Beach County continues to sponsor a Public Service Announcement (PSA) campaign to encourage residents and guests to wear masks in public spaces. Most local stations in the area, including network affiliates WPBF 25 (ABC), WPTV (NBC), WPEC (CBS-12), WXEL (South Florida PBS), and PBC’s Channel 20 are airing the spots throughout each day. Ko-Mar Productions out of West Palm Beach is producing and distributing the 30-second spots, which recently covered the County’s Combat Covid App, safety measures while eating in a restaurant, and how to ensure your wellbeing while at a park or inside an attraction such as the South Florida Science Center and Aquarium. Combat COVID App For more info, visit discover.pbcgov.org.
Inside the Owls’ Burrow, a weekly sports program focused on FAU Football, is back in action! The half-hour show airs on Fox Sports Florida, which reaches nearly five million households in the sunshine FAU Football state. Frank J. Forte, a long-time South Florida sports broadcaster and host of Inside the Owls’ Burrow, announced the show’s return on social media and shared that it will air three times each week: Thursdays at 6pm, Fridays at 9:30am, and Saturdays at 11am. Forte takes viewers behind the scenes and into the locker room for one-on-one sit downs with coaches and players. Forte, who spent more than a decade working on shows like Inside the Marlins and Inside the Panthers, believes producing this show is a big benefit for FAU’s Football program. GHOUL CREEPS INTO FRAME The Filmmaker Society, an award-winning cooperative of filmmakers in Delray Beach, has a craving for unusual stories with cinematic visuals. Their latest project, Woodlandish Ghoul, De Souza (Director) scratches this itch in the truest sense. A short horror film, Woodlandish Ghoul was inspired by the poem, Ulalume, written by the master of the macabre, Edgar Allen Poe. "I remember reading this poem and visualizing how dark and creepy this story is,” said David De Souza, founder of The Filmmaker Society and director of the film. “It was right around Halloween, and I felt inspired to write a short film that matched the tones of the poem. Luckily, we were able to find a perfect spot in Delray Beach to film a key scene.” With the filming now wrapped, the Woodlandish Ghoul is expected to make her ghostly appearance in time for Halloween. For more information, creep on over On Set in Delray Beach to thefilmmakersociety.net.
AND THE EMMY GOES TO... The Palm Beaches were celebrated double-time at the 2020 Primetime Emmy Awards! ESPN’s The Last Dance, a 10-episode docuseries about the legendary Michael Jordan (with interviews filmed in Ocean Ridge), won Outstanding Documentary Or Nonfiction Series. Netflix’s Cheer, a popular streaming show that followed the trials and successes of a college cheerleading team (with segments filmed in Boca Raton), won Outstanding Directing For A Reality Program. Having a socially distanced award show during COVID-19 presented a challenge for the typical glitz and glamour of the annual celebration, but the industry came together in a unique way to honor these programs and others that have been a welcome respite to watch from the safety of our homes. FOCUS ON FILM THRILLING NEW FEATURE IN JUPITER
READY FOR LIFT-OFF TO HOLLYWOOD
Young talent is on the rise in The Palm Beaches! A group of teen actors are also working behind the camera this month to make the independent feature film Deadly Night Out. “The teens make up the majority of our crew. It’s a pleasure to work with the next generation of actors and filmmakers,” said cinematographer Deadly Night Out Crew Emmanuel Mondesir. Deadly Night Out is a psychological thriller currently filming in Jupiter and Palm Beach Gardens. Executive Producer Dominic Giannetti reminisced on the days he spent on Burt Reynolds ranch and attending the original Burt Reynolds Institute for Film and Theater. “I worked on two movies with the late Burt Reynolds, and it is an honor to be filming this new film in Jupiter Farms, just down the street from the original film studio where I received invaluable advice from Burt himself.” See more at facebook.com/DeadlyNightOut.
A daily non-stop flight between the Palm Beach International Airport (PBI) and the Los Angeles International Airport (LAX) via JetBlue will soon make travel for filmmakers commuting between The Palm Beaches and Hollywood a breeze. “We are excited to welcome Los Angeles service to PBI,” said Laura Beebe, Director of Airports for the Palm Beach County Department of Airports. “Los Angeles has historically been a destination that is in high demand with our customers so we are thrilled with the new JetBlue service.” As an additional point of convenience, the flight hours are not red-eye options, but rather conducive daytime departures. “This is the latest example of JetBlue’s ability to be nimble and play offense as we quickly adjust to new customer behaviors and booking patterns,” said Scott Laurence, head of revenue and planJetBlue Airlines ning, JetBlue. The Fourth Annual Art of Recovery Film and Art Festival takes place Saturday, October 17 and Sunday, October 18 in Lake Worth Beach. The festival showcases films and art that highlight sober living and addiction recovery. Festival founder Manny Mendez explains that this year’s festival will look a bit different due to the pandemic. “Guests will only be admitted by RSVP and registration. Social distancing and masks will be required,” he said. The 10-12 films featured will screen at The Hatch Center in Lake Worth Beach, and may need to screen outside in the evening if room capacity is reached. One of the festival’s highlights will be the premiere of Lake Worth It, a film about the non-profit agency Healthier Lake Worth Beach. “This organization does so much for the community,” says Mendez. For film schedules and more information, visit theartofrecoveryfilmfestival.com/film-festival.
COMING SOON: A PLACE IN THE DARK A Place in the Dark is an unconventional love story following Trent (Jinho Woo), a reclusive addict mourning loss, and his codependent relationship with Krystal (Kimberly Milan), a fellow addict with a painful past of her own. Their lives intersect with Brenda (Cristina Encarnacion), who’s married to a philandering husband, Francois (Alex Bernadotte). A compelling story, diverse cast, and knock-out performances supported by Natalie Entenberg, Sean Tapiero, Jennifer Vo, and Katharine Chin make it a must-see movie! The film was shot throughout PBC last year, including Boca Raton, West Palm Beach and Delray Beach. The screenplay was written and produced by Ifé Duckie, directed by award-winning director Robert O. Peters, with Teddy Albert as the cinematographer and Orrett Duckie as executive producer. Post-production is on track to wrap in November 2020, with plans for submission to the Tribeca and Atlanta Film Festivals followed by online streaming distribution. EDUCATION CORNER SSOF IS OPEN FOR ENTRIES
Built in 1923 in Lake Worth Beach, the Gulfstream Hotel is on the National Register of Historic Places. Developers have salvaged the hotel from a Gulfstream Hotel foreclosure lawsuit and it is currently under renovation. The hotel is known to be haunted by the ghost of a six-year-old girl who is known to turn on TVs, make prank phone calls and mess around with the elevators. The ghost has been known to tap people on the shoulder and tug on women's skirts. According to staff, the hotel was the scene of a tragedy, back in the 1930's, when a young girl fell down the elevator shaft.
The Palm Beaches Student Showcase of Films (SSOF) is open for entries! The 2021 competition is free to enter for aspiring filmmakers, writers, graphic designers and digital media artists enrolled in any Florida high school or college. SSOF will award over $20,000 in cash and prizes in the following categories: Feature/Short, Documentary, Music Video, Animation, Commercial PSA, Education PSA, Environmental PSA, Screenwriting, and Poster Design! And, in an enduring tribute to film legend, Burt Reynolds, the SSOF will present to a PBC high school senior, The Burt Reynolds Scholarship, with a big $5,000 cash prize! Entries are judged by an international panel of more than 40 entertainment industry experts. Among the list of previous judges are music star and TV personality Vanilla Ice, Emmy Award-winning TV writer/showrunner Chic Eglee (American Gods), Musical Director Michael Orland (American Idol/ America’s Got Talent), Emmy-nominated actress Kelsey Scott (12 Years a Slave), ESPN documentary filmmaker Billy Corben, visual effects master Dean Lyon, Hollywood screenwriter Hal Cantor, Hollywood Composer Hal Rosenfeld and Miami casting giant Ellen Jacoby.
The rock outcrop known as Coral Cut in Palm Beach is said to be hiding a few hazards, from lost souls to crazy prisoners in the unusual canyon-like Coral Cut passage. Adding to the mystery is a window on the south side covered by bars, an opening most don’t notice unless they see an eerie glow at night when the street-light casts shadows across the rock and through the bars. “It’s an urban legend,” said author Robert Mykle, who mentions “the witch’s castle” in his book, Palm Beach Confidential. At the cut, he writes, “one can hear the forlorn moans of a mourning mother.” The coral hill houses a water pumping station and noises come out of it, as he describes. “All of that fuels the legend”. The historic Riddle House dates back to 1905 and was moved to Yesteryear Village at the South Florida FairRiddle House grounds. The home was originally a funeral parlor until the 1920s when Karl Riddle purchased it, turning it into his private residence. It is rumored to be haunted by a ghost named Joseph, an employee of Riddle’s that hung himself in the attic because of financial problems. After that, it became hard to keep staff in the home due to murmuring sounds, furniture being moved and chains clanking in the attic. This location was featured on TV's Ghost Adventures. For more information or location assistance, visit pbfilm.com.
Winners will be announced in the spring of 2021 in a newly formatted award show hosted by award-winning actor/director Frank Licari (Spiral: From the Book of Saw, CBS’s Blue Bloods, and South Florida PBS’ On the Town in The Palm Beaches). Previous award show presenters include musicians Vanilla Ice and Howie D. (Backstreet Boys); TV host Montel Williams, Palm Beach Post pop culture writer Leslie Gray Streeter, actors Cheri Oteri (SNL), Linda Blair (The Exorcist), Bruce Campbell (Ash Vs. The Evil Dead), Clint Howard (The Waterboy), Thomas Ian Nicholas (American Pie) and of course, the late Burt Reynolds. Interested students should visit pbfilm.com/SSOF for more details and entry guidelines for each category.

Production Activity Report For August 2020 Variance Explanations Percentage change variances of ± 10% in performance statistics are typically explained in this section. However, due to the widespread impact of the COVID-19 pandemic on the entertainment production industry, this page will serve as an overall update on data collection and reporting measures across multiple categories. During the month of August 2020, the number of daily COVID-19 cases in Florida decreased significantly, from 15,300 in one day on the record peak on July 12 to 1,875 on August 31. The public perception and national media coverage surrounding Florida visitation improved, giving filmmakers and producers considering Palm Beach County for on-location work more confidence for the safety of their casts and crews, as reflected in the increase in total leads year-over-year (24 in August 2020 vs. 18 in August 2019). The FTC anticipates that this will steadily lead to more production work from out-ofstate clients. Palm Beach County’s local production community has continued to report progress on getting back to set, as reflected in the closing gap in total permits (16 in August 2020 vs. 18 in August 2019) and increase non-permitted productions (24 in August 2020 vs 13 in August 2019). Background Context (March – July 2020): Following a rapid increase in confirmed COVID-19 cases and public awareness in the United States in mid-March, a massive social distancing effort effectively shut down production sets across the country. Many of the locations that fall under the FTC’s One-Stop Permitting process closed to public access amidst Governor DeSantis’ Stay At Home order, which went into effect March 26, 2020. As businesses were urged to begin working remotely from home whenever possible, studio projects and on-location productions alike were either postponed or cancelled in the interest of prioritizing public health. The Stay At Home order was not lifted in Palm Beach County until May 11, at which point Phase One of Governor DeSantis’ reopening plan was enacted. While the FTC’s services have continued uninterrupted and permit requests have been accepted and reviewed on a case-by-case basis, State of Florida Executive Orders made on-location production all but impossible during half of March, the entire month of April, and half of May 2020. During the months of June and July 2020, the number of COVID-19 cases in Florida increased over eight-fold, from 56,830 on June 1 to 470,386 on July 31. While the production industry set an example for safety, health and accountability measures while getting back to business with guidelines from DGA, SAG-AFTRA, IATSE, Teamsters, Film Florida and many others, the surge in Florida cases was widely covered on national media outlets, making it difficult to attract out-of-state production and slowing the intake of new leads. This impact will be reflected in year-to-date percentages through the end of the 2020 calendar year. Prior to the outbreak, production in Palm Beach County was experiencing an increase year-over-year. The total number of permits issued from January 1-March 15, 2020 (just before the shutdown) was 85,

compared to 71 for January 1-March 15, 2019, a 19% increase. The year-to-date production data through August 2020 correlates with nationwide trends in production business impacts, as well as the experiences reported amongst Film Commissions throughout the State of Florida who have cited a slight increase in production in the month of August, following the postponements and cancellations that plagued June and July (due to the surge in Florida COVID cases)1. FilmLA released a report on the 2nd quarter of the year (April 2020-June 2020) which indicated they had received 34% of the usual permit applications (a decrease of 66%)2. A study released by The Brookings Institution, a nonprofit public policy organization, measured the impacts of COVID-19 on the creative economy and estimated a 30% loss in creative industry occupations nationwide3. In order to report data as accurately as possible and reflect the full-scale effect on our Palm Beach County production community, direct contact was made with each entity included in the monthly Production Companies & Support Services section (via an industry-wide survey) for estimated percentage adjustments to their average monthly production days, employees, freelancers, hotel room nights and production revenue. As a result of these data collection efforts, percentage change variances of ± 10% are as follows: • • • • • • • •
Production Revenue: 36% decrease Hotel Room Nights: 44% decrease Production Days*: 22% decrease Total Productions: 30% decrease Total Leads: 13% decrease Lead Responses: 13% decrease Lead Conversions: 31% decrease Website Unique Visitors**: 23% decrease
*Production Days includes reports of pre-production and post-production work that take place remotely within our local production community.
The FTC continues production community outreach to provide support and collect information regarding the long-term effects of the COVID-19 pandemic on the industry as a whole. The FTC will continue to monitor reports coming from other film commissions across the state and country to compare business impacts and trends in data accrual.

September 2020 Project Status Report Department of Environmental Resources Management State of the Beaches: Staff continue to monitor the condition of the beaches as we head into the second half of hurricane season. Thanks to the several nourishment projects that were completed just last winter, most beaches in the County remain wide and healthy. A few localized “hot spots” did receive some damage from high swell generated by Tropical Storm Laura, Hurricane Paulette, and Hurricane Teddy. Coral Cove Park, in the northern County, and Singer Island are perennial erosional hot spots for which dune restoration projects are currently planned. An area in southern Jupiter also received some damage, and a planned nourishment project just to the south is expected to benefit the area.
DUNE DAMAGE IN SOUTH JUPITER
Sea Turtle Stranding: Staff successfully retrieved a stranded juvenile green sea turtle from the Lake Worth Lagoon. The turtle appeared lethargic and was having buoyancy issues, so it was transported to Gumbo Limbo Nature Center (GLNC) for rehabilitation, where it was given the name Java. Staff from GLNC found shards of fishing hooks in Java’s mouth but do not have definitive answers on the observed buoyancy issues yet. They are hoping to find out more information once X-rays are performed and Java receives a complete examination from the veterinarian. Java will remain at GLNC until healed and we are eager for a release soon. If you find a sick or injured turtle please call FWC at (888) 404-3922 or send a text to seaturtlestranding@myfwc.com from your cell phone and wait for further instruction. All work with sea turtles is performed under an FWC marine turtle permit. FLEDGLING BLACK SKIMMER
STRANDED TURTLE RESCUE
Tarpon Cove: Approximately 20,000 cubic yards (cy) of the anticipated 84,500 cy of sand from the Town of Palm Beach Marina project has been placed at Tarpon Cove to date. The islands continue to provide habitat for a wide variety of shorebird species, including semipalmated plover, willet, ruddy turnstone, laughing gull, common tern, royal tern, Sandwich tern, least tern, great blue heron, American oystercatcher, and black skimmer. At least 7 black skimmers have been observed, of which 3 are juveniles that hatched from nests on the islands in late July.

LWL Management Plan Update: Staff would like to know your top priorities and perceptions of the Lake Worth Lagoon (LWL), which you can provide by filling out our short 3-5 minute survey. The information gathered will be used to help shape and prioritize the management and restoration actions for the 2021 Lake Worth Lagoon Management Plan. To access it, click the following link or copy the address into your web browser: http://survey.constantcontact.com/survey/a07ehac22t8kelvihug/start. To learn more about the LWL, Palm Beach County's largest estuary, please visit our site at http://discover.pbcgov.org/erm/Pages/Lake-Worth-Lagoon.aspx. Thank you for sharing your thoughts! African Pompano: During their quarterly fisheries monitoring in the Lake Worth Lagoon, staff from the Florida Fish and Wildlife Conservation Commission made their first documented inshore observation of an African pompano. Juveniles of this game fish species, which belongs to the jack family, are typically found in the open ocean, so it is an interesting find in the Lagoon.
JUVENILE AFRICAN POMPANO
AERIAL SPRAYING FOR MOSQUITOS
StoryWalk at Pondhawk Natural Area: A new book, The Bugliest Bug by Carol Diggory Shields, will be put on display for the next three months. StoryWalk provides pages of children’s books on mountings that youngsters can stop and read to learn about the wildlife and habitat that is figuratively in their own backyard. Each mounting follows a progression similar to reading a new chapter in a book.
Expanded Aerial Spraying for Mosquitoes: The Florida Department of Health (FDOH) in Palm Beach County issued a mosquito-borne illness alert in August. In response to the alert and increased West Nile virus transmission, the County’s aerial treatment zone has been expanded. This change allows an additional 120,000 acres in the eastern portion of the County to be treated by aerial operations when necessary. ERM, FDOH, and the aerial contractor worked closely with the Federal Aviation Administration to make this modification to the existing flight plan.
Creepy Critters Hike: From sunrise to sunset throughout the month of October, take a self-guided hike on the trails to experience a spooky, family-friendly educational adventure at one of the following natural areas: Delray Oaks Natural Area, Winding Waters Natural Area, Frenchman's Forest Natural Area, or North Jupiter Flatwoods Natural Area. Signage will be placed along the nature trails with information about the “creepy” critters one may see on a hike.

The tournament will feature 32 teams (16 men’s teams and 16 women’s teams) competing in a single elimination game format. Although teams would be eliminated from a championship bracket after 1 loss, a consolation bracket will guarantee that all teams play at least 3 games. A minimum of three (3) high school gyms have sourced to accommodate a total of 48 games. The gyms previously used were located at Palm Beach Gardens High School, Cardinal Newman High School, The Benjamin School, and Jupiter Christian School. Both the men’s and women’s divisions will attract teams from across the nation. The team mix will field 32 teams with only 8 teams from South Florida (4 men’s and 4 women’s teams). The Holiday Basketball Classic of the Palm Beaches is sanctioned by the National Federation of State High School Associations (NFHS). The Florida High School Athletic Association (FHSAA), as the state association for Florida and a member of the NFHS, will also support and promote this event. The Holiday Basketball Classic of the Palm Beaches is the only national high school basketball tournament sanctioned by the NFHS that is taking place in Palm Beach County. Subject: Winter Equestrian Festival - Room Night and Economic Impact Reports _____________________________________________________________________________________
Last year’s Winter Equestrian Festival, which took place at the Palm Beach International Equestrian Center from January 8 – March 29, 2020, generated a substantial tourism impact to Palm Beach County. The Winter Equestrian Festival represents one of the last sports events to take place in The Palm Beaches, prior to the COVID-19 pandemic. The Festival is a 12-week circuit, which was reduced to 10 weeks due to the pandemic. Despite the date modification, the Winter Equestrian experienced its most robust year in terms of participants and length of stay, which led to its greatest output of economic impact and tourism. The Winter Equestrian Festival is the nation’s premier equestrian showjumping event for children, juniors, adults, amateurs, and professionals (ages 6 to 70 years) in more than 55 unique divisions of competition. The Winter Equestrian Festival continues to be longest running and largest equestrian sports event in the world. In 2019, the Florida Sports Foundation named the Winter Equestrian Festival as “Florida’s Sports Event of the Year”. Sports Destination Magazine recognized the Winter Equestrian Festival as the “Champion of Economic Impact for 2020”. The Winter Equestrian Festival continues to be the greatest performing sports event, from an economic impact perspective, that takes place annually in The Palm Beaches. Throughout the weeks of FEI (International Federation for Equestrian Sports) and national competitions, nearly 25,000 participants visited Palm Beach County. Additionally, approximately 250,000 spectators attended the 2020 Winter Equestrian Festival over its duration.

The Palm Beach County Sports Commission contracted with Stronge Properties, LLC, and Florida Atlantic University to conduct an economic impact study and collect hotel room night data for this event. Per the economic and tourism impact report, the 2021 Winter Equestrian Festival generated $138,352,622 in total horse-related spending and $34,706,133 in other visitor expenditures. The report also shows that 183,182 room nights were created at seasonal rentals and hotels. This is the largest output for over-night accommodations generated by the Winter Equestrian Festival. In 2021, the Winter Equestrian Festival (WEF) will add an additional week to its schedule. The “WEF Premiere” week will be held on January 6-10 and positioned at the beginning of the WEF 2021 circuit. The remaining 2021 WEF circuit will take place as originally scheduled on January 13-April 4 with the full schedule of major events essentially operating as it did in 2020.

EXECUTIVE SUMMARY SB 54 EIR Executive Summary: Data Insights Snapshot Super Bowl LIV was the last pinnacle national annual event, benchmarking economic impact prior to the U.S. response to the COVID-19 pandemic in March 2020. As we began 2020 the U.S. economy had officially entered the longest expansion in its history. The nation's gross domestic product had been growing for the last 127 consecutive months. That surpassed the 120-month expansion from 1991 to 2001. The most recent expansion started in 2009, after the global financial crisis in 2008. The Great Recession was the worst U.S. economic downturn since the Great Depression in the 1920s and '30s. Key economic expansion insights… • the unemployment rate had dropped from a peak of 10 percent in October 2009 to 3.6 percent in 2019 • unlike past expansions, inflation had also remained below the Federal Reserve's 2 percent target over most of the past decade • the major stock market indices have also quadrupled since the Great Recession SMRI, was retained in November of 2019 by the Miami Super Bowl Host Committee to measure the economic impact/market analytics for Super Bowl 54, staged in South Florida, February 2, 2020. This was the fifth EIR investigation that SMRI had articulated for Miami (since 1995), and the first Super Bowl to tap the recently developed SMRI patented software platform: Survey-EDGE. SMRI has also been commissioned to execute market analytics project work with the 2014 Super Bowl in New York/New Jersey, along with various commissioned market analytics “event” project work at the last 19 of past 25 Super Bowls. )

Data Insights & Appendix
EIR RECOMMENDED ACTION ITEMS “Playing-the-Data-Findings Forward”
Super Bowl LIV 2020 Economic Impact Data Insights The proceeding strategic data activations items are recommendations offered as suggested future market strategy and event planning insights for the recipients of this final report. Strategic Data Activation Item #1 The 2020 Super Bowl 54 “event” offered a very positive economic stimulus for healthy economic infusion regionally, particularly in tourism industry segments. The high SES (socioeconomic-status) of visitors profiled attending the 2020 SB 54 event distinguish these event consumers from other regional large scale events. These consumer spend attributes include the average length of stay, the sizable per diem expenses reported per outof-town participants, and the fact that this event has a significant capability to attract a large percentage of visitors to the host region. Regional County and State government/tourism agencies need to be cognizant of the economic advantages that future Super Bowl “events” have to offer tax rolls, employment generation and significant regional business stimulation (hoteliers, restaurant-owners, entertainment/arts enterprises). Strategic Data Activation Item #2 With 60.6% of visitor’s revealing they had a “more favorable” impression of the region as a result of their tourism experiences during the staging of 2020 Super Bowl 54 the prospects for continued visits/returned business to the vicinity economy remains high. This is not an easy measure to obtain with SB 54 the 11th Super Bowl Event hosted regionally (hence 67% of attendees have been to previous Super Bowl’s in South Florida). The positive qualitative measure of repeat business and travel to the regional vicinity should be documented and measured by MiamiDade/Broward/Palm Beach Counties CVB (convention and visitor bureaus). The real added value to staging large scale event(s) of this nature is in the return business. This is also an excellent barometer of how vested these visitors were in the tourism “brand” as a future vacation, business meeting, purchase of a second home/condo or relocation to the vicinity to LIVe on a permanent basis.
EIR RECOMMENDED ACTION ITEMS “Playing-the-Data-Findings Forward”
Super Bowl LIV 2020 Economic Impact Data Insights (continued) Strategic Data Activation Item #3 85.6% rated South Florida “excellent or very good” as Super Bowl site which speaks well of the overwhelmingly positive impressions created by the regional host community (South Florida). These high “marks” as reported by visitors who indicated they had attended other Super Bowls in the past, provides substantial impetus for future regional large scale sporting events as well as attracting other large scale events to the region. The true economic benefit of these events is measured in the sizable economic impact they bring to the host community in terms of new revenue realized from the visiting segment, sub-contractors, event participants, corporate sponsors who visit the region specifically to take part in Super Bowl-related events. Not only is the value of the economic contributions to the region noteworthy, but the “added value” of the media coverage, broadcast, print, cable, internet mediums cannot be overstated. They provide the region with an unmatched opportunity to showcase South Florida and what the surrounding area has offer domestic visitors who come to the region. Again, this is a key tourism brand integration selling point for community and regional leaders, whose support of staging future Super Bowl events is not guaranteed, but the compelling participating segment factors mentioned above clearly demonstrate their financial/political support is warranted.
EIR RECOMMENDED ACTION ITEMS “Playing-the-Data-Findings Forward”
Super Bowl LIV 2020 Economic Impact Data Insights (continued) Strategic Data Activation Item #4 Total event hosting and visitor spending economic impact from Super Bowl 54 on the South Florida designated market area (DMA) was: • 4,597 Employment (which represents fulltime and part-time annual equivalent jobs) • $571.9 Million output impact, including multiplier effects Additionally, the new job growth and subsequent new wage creation was realized by those employed for 2020 SB 54 Event-related jobs, prior to/during the staging of the event. With the economic impetus from hosting the event, the subsequent potential household income “re-spend” from new job creation bodes well for continued economic growth to the region, post-COVID-19 impact. Strategic Data Activation Item #5 The “gig economy’s” influence on the 2020 SB 54 event staging is particularly noteworthy. AirBnB –VRBO lodging options (tapped by 24.7% of respondents surveyed), along with Ride Share (UBER/LYFT) used by 34.9% of event attendees surveyed, offered a unique, local business opportunity not available in 2010 when the last Super Bowl was hosted in South Florida. Ultimately, the true benefit of this visitor trip/demographic profile information is in understanding and applying the supply/demand curve created by the visitor infusion in the regional host communities. Offering products/services geared specifically to the 2020 SB 54 visitors profiled.
EIR RECOMMENDED ACTION ITEMS “Playing-the-Data-Findings Forward”
Super Bowl LIV 2020 Economic Impact Data Insights (continued) Strategic Data Activation Item #6 The possibility of offering local business outreach campaigns targeting education of regional tourism-related business establishments could pay off literally and figuratively. Understanding the unique 2020 SB 54 visitor profile that future large scale sporting events bring to the regional business community in terms of marketing, price points and providing service accolades will only continue to enhance business activity and profit margins for the regional business establishments. Bears worth mentioning again that 4,597 employment (which represents fulltime and parttime annual equivalent jobs ) were created by the event, providing excellent economic stimulus to employment regionally. Strategic Data Activation Item #7 Digital innovations and social media continue to play an increasingly important role as hospitality, airline, leisure, and other related businesses look for ways to engage customers and build long-term relationships. Continuing to partner with large scale sporting events via social media platforms will afford many regional tourism-related companies with additional analytic tools to gain insights about these visitor “types” destination preferences, and deLIVer a differentiated experience, which could eventually motivate these visitor segments to visit frequently, stay longer and spend more on tourism-related services.
RESEARCH METHODOLOGY Determining Economic Impact Any developed economy, whether national, regional or local, is characterized by a high degree of interdependence among producing industries of the economy. Each industry not only produces goods or services, but also is a consumer itself, purchasing other goods and services for use in the production process. This inter-industry interaction creates additional demand and produces income and employment beyond the initial expenditure. Inputting initial expenditures (“direct impacts”) into a model generates additional impacts (“indirect” and “induced”), which when added to the direct impact produces the total impact, which may be measured in a variety of ways, such as taxable sales, tourism-related income and employment. It is a well known fact that the entertainment/festival/sport sectors are some of the high growth US industries, intertwining with virtually every aspect of the economy – from media and apparel to entertainment and advertising. Special events/festivals add to the economic strength of a community in a number of ways: • They have the ability to create new business (e.g. positive impressions by visitors who return for conventions, vacations, retirement, etc.) • They stimulate employment (staging large scale events is very labor intensive) • Revenue generated from large scale events (particularly those of longer that three to five days duration) can provide the local government with significant tax revenue; i.e. events attract visitors from outside the community.
RESEARCH METHODOLOGY Economic Impact Methodology 1. Direct dollars spent due to the subsequent regional hosting of the 2020 Super Bowl 54 in South Florida and related events, by out-of-town visitors (traveling from outside the designated study area) including venue related expenses • Super Bowl 54 participants, vendors, teams, sponsors, media, exhibitors and contractors associated with operational outcome of the event(s) • Event spectators associated with attending the 2020 Super Bowl 54 “events” 2. Event related spending as a result of the direct expenditures; direct effects/business impacts from introduction of new economic injection into the designated South Florida vicinity (Miami Dade/Broward/Palm Beach Counties 3. Re-spending as a result of the direct expenditures from said “Events” (multiplier effect: business stimulation from introduction of new economic injection into the designated community)
