TOURISM MASTER PLAN UPDATE* - Emanuel Perry 1. Tourism Master Plan Executive Summary 2. Tourism Master Plan Bi-Fold

Perry On your desk is the first Tourism Master Plan executive summary for Palm Beach County, including 50 core recommendations approved by the BCC. We are currently in the contracting phase for the feasibility studies, which will go before the BCC for approval in August. Additionally, we’ve created a bifold document for our legislators to explain the significance of the Tourism Master Plan. This strategic plan will guide us over the next 20 years, marking a positive step for our county's funding and resources. 3

C.

FY25 TDC ANNUAL REPORT* - Emanuel Perry

Perry Our annual report highlights the contributions of Colton Hearn, who played a key role in bringing the groups together. It features spotlights from every agency, including the convention center, and addresses our transportation needs and parks and recreation facilities. I believe we’re best in class, and this report reflects that. D.

PBI UPDATE* – Andrew Gamboa

Gamboa Today marks our first official day as President Donald J. Trump International Airport. We are beginning the transition away from the Palm Beach International Airport name. A few important notes: the FAA and ICAO airport code has changed from PBI to DJT. This change primarily affects aviation operations, such as air traffic control and pilot navigation. The public-facing IATA code will remain PBI until August 18. Travelers booking flights before then should continue using PBI. After August 18, the booking code will change to DJT. Moving to our traffic update, there are no major changes since the last report. In May, the airport served 686,656 passengers, up 1.4% from 677,000 last year. We continue to see modest growth in airline seat capacity, reflecting strong confidence in our market. According to our air service consultants, we continue to outperform many peer airports in seat capacity growth and remain well above the national average. Aircraft operations also increased, rising 7.4% in May, from approximately 13,300 to nearly 14,300 operations. Over the past 12 months, we have officially surpassed 8.7 million passengers, highlighting the continued strength and growth of our market. On the air service front, Southwest continues to expand service with new seasonal routes to Buffalo beginning January 9, 2027, followed by Pittsburgh and Indianapolis in February. Denver service still begins just before Thanksgiving, Delta's nonstop service to Los Angeles starts on November 21, and Breeze will launch service to Columbus, Ohio, in December. Indianapolis also marks the return of a market we previously served. The updated destination map reflects these additions Mostad I read in the paper that the runway redevelopment is coming next year. What is the timing for that? Do you have any concerns or a general overview of what's transpiring? Gamboa The construction schedule has shifted slightly from the original timeline because work cannot begin until we receive the FAA grant. That grant has been delayed, so construction, originally planned for September, is now expected to begin in late October. I'll confirm the exact schedule with our Planning and Development team. During 4

construction, the runway will be closed overnight from 11:00 p.m. to 6:00 a.m. Operations will be moved to the crosswind runway, 14/32. We do not anticipate any significant operational impacts, as most commercial flights operate between 6:00 a.m. and 11:00 p.m., and we've coordinated the schedule with the airlines. Any impacts would mainly affect cargo carriers and general aviation, and we've been coordinating with those operators as well to minimize disruptions. 6.

NEW BUSINESS – DISCUSSION ITEMS A.

ERM 1. Update – Deb Drum

Drum For those unfamiliar with the term, sargassum is a green-brown macroalgae that plays an important role in the natural environment but can become a beach nuisance when it accumulates along the shoreline. We are currently seeing normal seasonal levels of sargassum on county beaches, with slightly higher amounts reported in the southern areas of the county. The regional forum with neighboring counties will resume soon, and we will continue monitoring conditions and sharing updates. In the Lake Worth Lagoon area, we are pleased to report that our legislative team successfully secured a $330,000 state appropriation for improvements at Peanut Island. The funding will support shoreline stabilization along the eastern side of the island and improve water quality in the snorkel lagoons through dredging and restoration efforts. Lastly, with no TDC meeting scheduled in August, we want to highlight the 11th Annual Night for the Natural Areas, taking place on Saturday, August 15, at Tequesta Brewing Company. This popular event supports education, adventure, and conservation programs for our 32,000 acres of managed natural areas. We hope to see everyone there. B.

RECOMMENDATION FOR APPROVAL TO BCC THE AGENCIES CONTRACT AMENDMENTS* – Emanuel Perry 1. Discover The Palm Beaches 2. Cultural Council 3. Sports Commission 4. Film & TV Commission

Perry TDC seeks approval from the BCC for the fourth amendment to the agency's contract, which still has two years remaining. Joan and I are revising the contract, which hasn't been updated in over 30 years, reducing it from 67 pages to 26. Our goal is to eliminate redundancies and ensure they align with current business practices. We just need the recommendation for approval for this amendment. Dufresne Could you please summarize the key changes? 5

Perry The main change is adding templates to the insurance and fidelity bond, which is standard in county contracts. As we update key elements like the annual report and performance measures, we are making necessary modifications. I believe the board will be pleased with the new contracts. Mostad It's time for a major redo. I've worked with some agencies for years to push some things through, so I'm excited you’re taking this on. It reminds me of "contract creep" in the army, where clauses keep getting added. A fresh start should improve operational effectiveness between TDC and the agencies, and I support that initiative. Motion to approve recommendation for approval to BCC the Agencies Contract Amendments was made by Don Dufresne and seconded by Jim Mostad. Motion carried 5-0 with Mabel Melton, Daniel Hostettler, Elena Peroulakis, and Davicka Thompson absent. C. CULTURAL COUNCIL 1. MOTION TO APPROVE CAT B & CAT CII GRANT AWARDS* - Dave Lawrence

2. Update – Dave Lawrence Lawrence I am seeking approval for the Category B and Category CII grants for the next fiscal year. These are two-year grants adjudicated last year by a panel of marketing and tourism professionals. After public reviews, scores determined the funding awards. Grantees must submit an interim report detailing fund usage and audience numbers, including out-ofcounty attendees. Notably, we found over 4 million attendees to cultural activities in Palm Beach County, with over 30% being from out of county, demonstrating effective use of these funds for tourism. We are also developing new guidelines for the next cycle, with applications available in early 2027. Today, we request TDC approval to proceed with awarding year two of the Category B and CII grants. Motion to approve Category B and Category CII grant awards were made by Jim Mostad and seconded by Mayor Tom Carney. Motion carries 5-0 with Mabel Melton, Daniel Hostettler, Elena Peroulakis, and Davicka Thompson absent. Lawrence Our Bright Ideas applications are now open. This program supports cultural organizations in creating new events to boost tourism. Recent successful events include a weekend festival at the Jupiter Lighthouse and the Holiday Light Festival at Mounts Botanical Garden, which drew over 34,000 attendees. We also saw a successful jazz series at the zoo and a partnership between the Palm Beach Symphony and the Florida Panthers. Applications can be submitted for initiatives happening this fall or next spring, with sponsorships running through fiscal year '27. Additionally, we're hosting an artist marketplace in Lake Worth Beach on Thursdays: July 16th, 30th, August 6th, and 20th, featuring live music, food, and local artwork. We hope to see you there! 6

D. 2026 COGNIZANT CLASSIC IN THE PALM BEACHES RECAP* - Emanuel Perry/Max Novena

Perry We've invited Max Novena, Executive Director of the Cognizant Classic in the Palm Beaches- to provide an update as to what's going on with the partnership in which we sponsor Novena Thank you for welcoming the PGA Tour. Our players, fans, and volunteers love being in the Palm Beaches, and we appreciate the support from the county. I want to focus on three key points. Recently, Ryan Golap, our new CEO, announced a transformative competitive model with two tracks: the Championship Series and the Challengers Series. The Championship Series will have around 23-24 tournaments with approximately 120 players, featuring the four majors, three playoff events, and the Players Championship. This leaves about 15 events for the Championship Series. The Challengers Series will run concurrently, with 144 athletes and average purses of around $4 million. The goal is to create clarity for fans and partners about what to expect at events. Currently, fans can be uncertain about which athletes will attend, similar to wondering if Steph Curry will play in a Warriors game. Event momentum and market support are crucial, and we haven’t finalized which markets will be part of each series. I’ll pause here for any thoughts or questions. Mayor Baxter Are you hosting a Championship series and planning to add a Challenger Series? Novena We currently have a tour schedule of 44 events, but there is inconsistency in purse, field size, and strength each week. We want to ensure that when people invest their time and money, they know what to expect. We have the PGA Tour and the Korn Ferry Tour as a pathway to the PGA Tour, which will now consist of three tracks: Championship, Challenger, and Pathway. This includes the Korn Ferry Tour, PGA Tour University, and PGA Tour America. Let’s clarify the qualifiers. Mostad Just like in European soccer with the Premier League and Champions League, teams are promoted or relegated based on performance. Better players earn more money, and a poor season could lead to dropping down the ranks. Novena I forgot to mention that it's related to promotion and relegation for athletes. Mayor Baxter If we were in the championship series, would that change your preference? Since there's no championship series currently, what are the advantages or disadvantages of being in either track for our PGA course? 7

Novena It is still one PGA Tour; however, there are two different series within the PGA Tour. This will include all PGA Tour athletes, not just those trying to qualify for the PGA Tour. Mayor Baxter I meant to say we have a course in Palm Beach Gardens. Novena PGA National Resort is currently our course, often considered a mecca of golf due to its numerous courses and professional players. Most believe the Championship Series will surpass the Challenger Series, with $30 million title sponsors and $20 million purses, broadcasted by NBC and CBS. While the Challenger Series will primarily air on Golf Channel, five elevated events will compete on weekends without Championship Series conflicts and have network TV exposure. The main complaint we've received from surveys is the uncertainty regarding player participation. Segarra I respect your organization, but we need clarity on which tournament will be held here and what series it will be. This is a concern for us at Discover. If we’re in the Championship Series, we understand, but for the other levels, we don’t have that commitment. We value our partnership with the PGA, but as a destination, we need more information to guide our recommendations to the board. Without clarity on TV and audience engagement, this poses a challenge for us. Dufresne It's been a challenge at the highest level. The event, once a highly engaged community gathering, has seen onsite attendance drop significantly in recent years. This event receives the most support from sports, Discover, and the TDC in the county, yet we haven't seen a good return on that investment. Are we looking at a new contract, and what’s our deadline for options? Perry I want to say it's November. Clarity is the new structure that starts at the beginning of 2028. Novena The new structure will take effect in 2028, with 2027 serving as a bridge year where the current agreement remains unchanged. Milton and Don, your comments are valid. Each PGA Tour event faces similar challenges with contracts for title sponsors, media partners, and venues. As we restructure, we aim to identify the best model and have open conversations about any necessary changes. The PGA Tour values playing in Palm Beaches and controls the schedule with an owned event that impacts field strength. In 2026, we’ll focus on tourism and re-engaging the community, which will be crucial for 2027. Mayor Baxter 8

How does breaking the series down into different parts help ensure or better promote attendance? Novena Athletes in the championship series will no longer be allowed to play in the Challenger events. This decision surprised me, especially considering players like Jordan Spieth and Scottie Scheffler often participate in their hometown events to give back to their communities. A key change is that if you're in the championship series, you can't compete in the Challenger events. Winning twice in the Challenger leads to promotion to the championship. Mayor Baxter Are you saying that they won’t be able to give back to their community by participating? Novena If a player is participating in the Championship series, they are not allowed to compete in the Challenger event. Dufresne If we hosted a Challenger event, all the top pros living within a 15-minute drive of the course couldn’t participate. Mostad It requires diligent attention moving forward. Attendance has dropped over 30% year over year, which is concerning. While it's great to support a PGA Tour event in Palm Beach County, we must ensure that marketing and sports agencies are focused on the right strategies. We'll need to monitor the situation closely. Mayor Baxter What was the total amount we allocated to the Cognizant contract last year? Perry $1.1M. Linley To his credit, Matt acknowledged at the Sports Commission Board that the last couple of years have been a different product compared to what had happened before. He suggested being open to the idea of returning to a product that was considered much more successful for everyone involved. Mostad I support the event, having attended for over 30 years since its early days in Inverrary. However, we must collaborate effectively and ensure we approach it the right way, keeping a close eye on the details. Novena 9

In 2025, we generated over 14,646 room nights, up from around 13,000 the previous year, indicating growth. We had 90 hours of live TV coverage, with 44 hours on golf channels and 46 on ESPN's PGA Tour live. The final round attracted 3.9 million viewers, and we raised $32M for the event. Attendance metrics were strong, with ticket buyers from 900 unique zip codes, 700 of which were out of state. Mayor Baxter Emmanuel, could you bring the room night numbers and TDC revenue to our next meeting? Novena It is worth noting that, like Maui and Asheville, Palm Beach does not appear to have an occupancy or ADR challenge in February. This is an area where proactive planning will be important. Mayor Baxter Our ADR is around $251, with occupancy at about 69%. While it's good, it's not at 100%. Other large cities are charging around 400, but we maintain competitive average daily rates. Novena We aim for the impact to extend beyond tournament week. The 14,600 room nights can create year-round visibility, benefiting the off-season and shoulder seasons as well. E. SPORTS COMMISSION 1. Update – George Linley Linley Yesterday, we held our annual Kids' Fitness Festival, drawing nearly 1,800 kids from across the county. Special thanks to Paul from Parks and Recreation for facilitating one of the 24 clinics, and to Don for bringing University of Miami legends to engage with the kids. Many participants came from underserved areas, and we collaborated with tourism partners to make it a successful community event. A few weeks prior, we partnered with the Orange Bowl and Florida Atlantic University for a youth football clinic at Pioneer Park in Belle Glade. These events benefit our residents and children., Mayor Baxter The Glades community is conducting a feasibility study to assess the need for hotels in the area. They are seeking $15,000 to $17,000 in contributions, with the city and other partners already involved. Can the TDC help support this study to explore potential hotel developments? Linley We've conducted economic and feasibility studies. We could host more fishing events, but the hotels are mainly on the other side of the county, making it difficult. Although we've organized fishing tours, we've lost business due to the lack of hotel infrastructure. 10

Mayor Baxter If we are interested in helping them obtain these feasibility studies, what would be the next steps, Emanuel? Perry We've been in contact with Laura. We're still waiting to hear back from them. Mayor Baxter The issue we're facing, as discussed with Jonathan, is the slow process. They need action now and can't wait six months for $17,000. Is there a way the board can expedite this, as their manpower struggles with our red tape? Brown Yes, we offered them the block grant dollars, but they refuse to use it. Mayor Baxter They didn't refuse to use it; they indicated that the timing isn't right, and they don't have someone to handle the lengthy paperwork. They're currently focused on conducting a hotel study. Dufresne Do they lack the expertise for the actual study, or do they not have the expertise to fill out our county's forms? Brown They prefer to hire their own agency instead of going through the TDC due to the lengthy process involved with the county. Mayor Baxter They would like to work with the TDC. They were trying to get dollars. But the CBD grant dollars, what does that process look like? And we don't want to bog this down with that, but it is not simple. Brown I'll defer to Emmanuel regarding the process if it comes through TDC. Mayor Baxter I'm asking you to conduct another study to find a simpler process. Understanding their need for hotels would help us. Perry We are willing to pay for it in full. The feasibility study will be conducted through Discover. The main challenge is getting everyone on board to allow us to proceed. Motion to approve TDC to pay up to $20,000 for a hotel feasibility study in the Belle Glade area was made by Don Dufresne and seconded by Commissioner Christy Fox. Motion carried 5-0, with Daniel Hostettler, Davicka Thompson, Elena Peroulakis, and Mabel Melton absent. 11

Brown We need a feasibility study for the hotel project. We have been considering other options as well, such as the old hospital site and Walmart. I'm curious about how extensive the feasibility study can be beyond just the hotel. Mayor Baxter They’re currently working on this. If we, as a board, want to bring this to the BCC to consider a larger picture, I welcome it. Dufresne Perhaps we should form an ad hoc committee that includes all stakeholders so we can move forward together. It would be beneficial if everyone involved is obligated to set aside time to discuss and collaborate on solutions. That would be an important step. F. DISCOVER THE PALM BEACHES 1. Update* – Milton Segarra Segarra We recently announced our strategic plan, which includes three major pillars, one of which is organizational sustainability to ensure we deliver results for the county. I’m pleased to share that our CFO, Evan Lombranz, has been promoted to Chief Financial and Enterprise Officer. He is a trusted member of our team and industry. Additionally, our tourism sector continues to excel, with several hotels recognized in the Travel + Leisure World's Best Awards. This year, Four Seasons Resort in Palm Beach was ranked as the number one resort in Florida and number four in the continental U.S. Other notable mentions include The Colony Hotel, Amrit Ocean Resort, and The Boca Raton. Lastly, our airport was ranked the tenth-best domestic airport in the nation, highlighting the strength of our industry and partnerships. Gustav Weibull and Kelly Cavers went through the PowerPoint presentation. Mayor Baxter We're always looking to improve at Five O’clock Somewhere, especially since it's our first year. The food needs to be better; people waited over an hour just to eat. This year, instead of bottled water in VIP sections, there were large coolers with open spouts, which may be more eco-friendly, but the water was awful. Many didn’t bring containers, leading to people awkwardly drinking directly from the spout. Also, the event felt understaffed, as every line had wait times over an hour, regardless of what you were getting. I’m not sure how they can improve this going forward. Cavers We will provide feedback to the organizers based on their survey, as the VIP section sold out faster than expected. We'll reorganize and ensure all information is brought back for review. Commissioner Fox 12

I went to the 5 O’clock Somewhere, and it was a blast! People were excited to have live music back. However, some businesses on Clematis mentioned that during SunFest, it was one of their busiest times, as attendees might leave for dinner or to cool off. Once inside the festival, it was hard to leave due to security checks, so local restaurants missed out on potential customers. While more food vendors inside could help, I also hope to see more activity at the small businesses and restaurants that rely on these events. Cavers We will gather the team from Peachtree Entertainment, allowing for seamless entry and exit. Mayor Baxter I believe that would have resolved the food issue. Cavers They identified many areas for improvement. I was incredibly excited to see that there was a community that came together from all over to attend the event. Not only do they want to return next year, but they are also eager to see enhancements. We will take your feedback into account and ensure that improvements are made as we move forward. G. FILM & TV 1. Update – Michelle Hillery Hillery Production in May has been excellent, with 33 permits and 72 S&Ps facilitated, resulting in over 26 million in expenditures in Palm Beach County. In June, we have 18 permits and 29 S&Ps, showing that production continues even during the slower summer months. On the Palm Beaches TV side, we're preparing for two back-to-back summer meetings, anticipating 62 new half-hour shows. This includes three episodes of "All Access in the Palm Beaches," highlighting accessibility in the area. We have also finalized Burt Wolf's last two shows, "Wall Street South" and "Art in the Palm Beaches," despite his passing during filming. These shows have the potential to reach 120 million viewers internationally. I'm proud to mention that we received nine Telly Awards, reflecting the quality of programming we sponsor to showcase the best of Palm Beach County for both tourists and locals. Dufresne I’m interested in the grant program. Hillery We are developing an incentive program to boost high-impact production. I've had meetings with Fort Lauderdale and Tampa, and I'm scheduled to meet with Orlando soon. Fort Lauderdale currently has a $10 million incentive program, while we're considering starting with $1 to $2 million. Our goal is to collaborate with Fort Lauderdale to create a unique program for South Florida. I'd like to continue research and meet with Emanuel 13

and include you, Don, to ensure we're headed in the right direction. Fort Lauderdale's minimum expenditure is $400,000, and I’m proposing a minimum of $250,000 with a maximum payout of $250,000, offering base rebates of 15% to 20%. We're also considering factors like hotel room occupancy in Palm Beach County and possibly involving local law enforcement. I want to ensure our program stands out while not competing with others. H. CONVENTION CENTER 1. OVG Venue Management a. Update - Dave Anderson Anderson Quick recap of June: it was a great month! We hosted the anime Comic-Con event, which we brought from Miami, alongside a tattoo expo. Both events attracted eight to ten thousand attendees, creating a lively atmosphere in the downtown community. The influx boosted business for Brightline and Tri-Rail as people traveled for the events. After that, we hosted the Cabinets and Closets Conference, followed by the Dance Educators event over the Fourth of July weekend—keeping busy without a break. In July, we have two religious conferences, followed by the Rehabilitation Nurses Conference at the end of the month. Tony Robbins is returning to the area in August, followed by a world conference for lease-to-own companies. We also organize the Back to School Bash, a collaboration with Palm Beach County and Intercontinental, which provides underprivileged families and their children with backpacks and school supplies. This event has been going strong for twenty years, serving around six thousand families and offering medical checkups and haircuts for the kids. It's a truly rewarding experience! 2. OVG Hospitality b. Update - Kathy Griffin Griffin In warm climates, summer is usually slow for conferences, but we've been breaking that trend. In June 2024, we achieved $573,000 in food revenue, which was a record for June. Last year, we exceeded that with $703,000, and this June we hit $755,000. A significant part of this success came from a weekend featuring a tattoo and an anime event, generating a quarter of a million dollars. The anime event alone brought in around $200,000, mostly from retail concessions, thanks to a curated, Instagram-worthy menu. The tattoo event added about $55,000. Our Food & Beverage team operated around the clock during this busy weekend, which paid off. We're still finalizing expenses, but I'm optimistic about a solid bottom line for a traditionally slow month. 7.

BOARD COMMENTS The Board welcomed Commissioner Christy Fox to be part of the TDC Board.

It includes insights into lodging performance for June 2026, as well as notable trends across our owned visitor digital footprint, advertising impressions, social media engagement, and booked room nights. Together, these metrics help illustrate the ongoing impact of our marketing and promotional efforts. June 2026 Lodging Performance The Palm Beaches lodging industry continued to demonstrate strong performance in June 2026, with total lodging revenue increasing 10.3% over June 2025 to $101.7 million, supported by continued gains in hotel performance and steady overall demand. Total RevPAR increased 11.5% to $145, while hotel RevPAR rose 15.1% to $145, reflecting strong pricing power and healthy occupancy despite a slight decline in available hotel inventory. Total room nights sold increased 2.5% year over year to more than 558,500, driven by a 4.7% increase in alternative lodging room nights sold and a 1.5% increase in hotel room nights sold. Although available hotel and alternative lodging inventory declined compared to the prior year, year-to-date total room nights sold remain 3.2% ahead of last year, and The Palm Beaches increased its Florida room night market share to 4.0%. Item 4B - Page 2

HIGHLIGHTS The following sections highlight the Cultural Council’s activities (organized by department) during July 2026, in relation to Objectives and Tactics detailed in our FY26 Cultural Tourism Marketing Plan.

MARKETING •

Cultural Tourism Advertising – Drive market audiences were primarily targeted in July by our cultural tourism marketing campaign called So Much Culture, So Little Time and by the Black Cultural Heritage Trail sub-campaign. Insertions included digital (Google and Meta) and OOH placements at PBIA/DJT.

•

Co-Op Advertising – Digital insertions included paid social media posts and OOH insertions included digital displays at PBIA/DJT.

•

Sub-campaigns – A report on the results of the MOSAIC sub-campaign can be found in this month’s board book, but final visitor totals won’t be available until the conclusion of the Category B and CII grant cycles in the fall. The call to artists for MOSAIC 2027 closed on July 15. Three finalists were selected from the 10 applicants to receive a stipend to conceptualize artwork and submit proposals, which will be due August 31 and then reviewed by a selection committee.

•

Collaborations & Sponsorships – The Council began working on sponsorship renewals for FY27, including Lagoonfest, Artigras, Nonprofits First’s Hats Off Awards and the Carbonell Awards, and explored potential new sponsorships. A summary report for the FY26 Cycle 1 Bright Ideas Sponsorships can be found in this month’s board book.

•

Specialty Publications – Work on the Fall 2026 issue of art&culture and the new Arts & Dining Guide continued with publisher Palm Beach Media Group. The publications are set to release in October and September, respectively.

•

Cultural Activations – Outreach and support continued to the FY26 Cycle 2 recipients of the Bright Ideas Sponsorship funding. Council staff traveled to St. Louis, MO, to monitor and enhance an out-of-county Marketing Activation that Cycle 2 Sponsorship recipient Busch Wildlife Sanctuary hosted at Grant’s Farm.

•

Interactive & Social Media – Cultural writer Hannah Deadman-Arnst wrote a guide to affordable performing arts experiences in The Palm Beaches. Work on the SEO/UX audit recommendations was completed and will be implemented on the Council’s live site in August. The Cultural Council launched a "Free to See" summer social media campaign, highlighting three free, family-friendly cultural events each week.

•

Public Relations – The Cultural Council’s Summer Marketplace series has generated nine media placements to date. In collaboration with Bright Ideas sponsorship recipient Busch Wildlife Sanctuary, the Cultural Council’s Associate Vice President of Marketing & Cultural Tourism and Director of Communications traveled to St. Louis, where they conducted five desk-side meetings with journalists, bloggers, and influencers to explore opportunities for future FAM tours and feature coverage. While there, they also met with the President & CEO of the Regional Arts Commission of St. Louis. Item 4B - Page 3

Through professional development, networking, mentorship, and participation in a national arts conference, seven fellows will be selected to successfully complete the program in 2027 and be equipped with the tools to forge a pathway towards future leadership in the sector.

•

ADVOCACY •

The Governor approved the state’s 2026-27 budget with $20 million allocated for the Division of Arts & Culture grant program, which will fund 121 organizations across Item 4B - Page 4

HIGHLIGHTS the state, including just over $1 million for 9 organizations in Palm Beach County. The state’s grant program has not recovered since the Governor’s $32 million veto in the 2024-25 budget year. Organizations now compete for roughly half the pre-veto funding, with 70% fewer grants being awarded across Florida. Palm Beach County’s state funding has dropped 77% over four years. Many organizations have not received funding for three years in a row. The Council updated the data and comprehensive Q&A on its website and shared these resources with the sector for continued advocacy going into the next budget year. •

The Council continues to research the property tax amendment’s potential impact on the arts and cultural sector in Palm Beach County by analyzing data from grant reports (local and state-level) and meeting with other Local Arts Agencies across the state for resources. The Council will create a white paper with the findings, along with a one-sheeter and a tool kit with communications templates for the sector to use in education and outreach efforts in advance of the November election.

Kids Fitness Festival of The Palm Beaches Presented by Baptist Health While the Palm Beach County Sports Commission hosts premier sports events — including World Championships, FIFA World Cup Team Base Camps, and some of the largest tournaments in the nation — one of our most meaningful annual traditions is the Kids Fitness Festival of the Palm Beaches, presented by Baptist Health. On July 8th, more than 1,500 children (ages 5 to 12), gathered at the South Florida Fairgrounds to explore a wide range of sports through interactive clinics led by local and national sports organizations. For many, it was their first time experiencing the joy of sports. Celebrating its 23rd year, the Kids Fitness Festival of The Palm Beaches encourages our county’s children to participate in sports while embracing fitness and healthy lifestyles. The Sports Commission organizes this festival annually to develop and promote the positive aspects of sports participation, which can provide beneficial impacts throughout a lifetime. The interactive sports clinics are delivered by many of the event organizers who have played a pivotal role in the growth and success of sports tourism in The Palm Beaches. After playing the many sports offered at this event, the participating children received information to take home, which provided instructions on how they can pursue the different sports that were featured at the Kids Fitness Festival. A total of 25 different sports were presented at the event. The Kids Fitness Festival of The Palm Beaches is a strategic investment in the health and future of Palm Beach County's youth. By engaging children from across the county, including underserved communities, the event promotes active lifestyles, sports participation, and personal development. It exemplifies the Palm Beach County Sports Commission's balanced approach to advancing both economic development through sports tourism and meaningful community impact through youthfocused initiatives.

Sports-Development Sports Development Executive Summary

The Palm Beach County Sports Commission (PBCSC) is deploying an aggressive sales and sports development effort to increase the number of sports tourisms generating events taking place in The Palm Beaches. The PBCSC continues to cultivate relationships with event owners, as well as identify, solicit, secure, and retain sports events to grow room night actualization. Below is a recap of sports development efforts that have taken place during FY26.

Event Bids & Development

A primary mechanism for event solicitation is through the Event Bid and Development process. To recognize potential bid opportunities, the PBCSC will be at the forefront of the industry and engage with event owners. Bid submission is a highly effective tool to recruit sporting events. Attached is a comprehensive list of the bids that have been submitted for FY 26 and beyond, and below is a breakdown of the development efforts over the past month: •

Event Site Visits

When trying to bring events to Palm Beach County, engaging event rights holders to conduct a site visit or familiarization tour is one of the most beneficial event development strategies. Site visits allow an event owner to explore potential sports venues while experiencing Palm Beach County’s tourism assets, such as hotels, restaurants, and attractions. Attached is a comprehensive list of the site visits that have been conducted in FY 26, and below is a breakdown of site visits conducted over the past month: •

July 30th, 2026 – United States Tennis Association (USTA)– Billie Jean King Cup Playoff- Delray Beach Tennis Center Florida Sports Soccer League Summer Series-Wellington 5v5

As youth soccer participation continues to grow, 3v3 and 5v5 soccer formats are becoming increasingly popular across the nation. These small-sided competitions provide athletes with increased touches on the ball, more decision-making opportunities, and a greater emphasis on individual skill development, creativity, and teamwork. Unlike traditional 11v11 soccer, small-sided events require less field space while allowing organizers to host a larger number of teams in a condensed tournament setting. The continued growth of these formats has created new opportunities for sports destinations to attract youth soccer tournaments that maximize facility usage, increase participation, and generate overnight stays. The Sports Commission partnered with Florida Sports League to bring the Florida Sports Soccer League Summer Series. This series is comprised of a total of five 3v3 and 5v5 soccer tournaments. The Florida Sports Soccer League Summer Series uses multiple facilities throughout Palm Beach County. The Wellington 5v5 tournament was the biggest event Florida Sports League hosted in Palm Beach County so far this year. On July 12, 2026, the event drew 55 teams, 1,250 overnight attendees, and 1,109 local attendees. Greenview Shores Park in Wellington, Florida, was the host venue for the Florida Sports Soccer League Summer Series-Wellington 5v5 event. The event generated 700 room nights and $534,474 of economic impact over the weekend in Palm Beach County.

2026 Nautique WWA Wakeboarding & Wakesurfing National Championships For the second consecutive year, the World Wake Association (WWA) has brought a major event to Palm Beach County. In 2025, the 2025 Nautique WWA Wakeboarding & Wake Park World Championships came to Palm Beach County for the first time. This marquee event generated 10,904 room nights in September, a month commonly considered part of Palm Beach County's "slow season." The Palm Beach County Sports Commission was pleased to welcome the 2026 Nautique WWA Wakeboarding & Wakesurfing National Championships in July 2026. As the event has just concluded and room night data has not yet been collected, the National Championships are projected to generate approximately 8,000 room nights. The event is also projected to attract 400 participants and more than 1,000 spectators from July 22–26, 2026. The 2026 Nautique WWA Wakeboarding & Wakesurfing National Championships is one of the nation's premier wake sports competitions, bringing together the country's top wakeboarders and wakesurfers to compete for national championships. Hosted at Sunset Cove Amphitheater in Boca Raton, the five-day event featured competitors of all ages and skill levels. The championship showcased multiple disciplines, including wakeboarding, wakesurfing (surf and skim), and wake foiling, with athletes competing in youth, amateur, masters, and professional divisions. The World Wake Association (WWA) is one of the world's leading organizations for competitive wakeboarding, wakesurfing, and wake foiling. The WWA's mission is to grow wake sports by providing a standardized competitive structure while creating opportunities for athletes to progress from grassroots competition to the elite level. The organization sanctions hundreds of events annually, ranging from local amateur tournaments to prestigious national and world championships. Palm Beach County is home to

two premier water sports venues, Sunset Cove Amphitheater and Shark Wake Park, which position the destination to host water sports events of virtually any scale.

Florida Legacy Cup As Florida's Golf Capital, Palm Beach County continues to strengthen its reputation by hosting premier golf events that attract the sport's top professional, amateur, collegiate, and junior golfers. These events showcase the destination's world-class golf facilities. The Florida Legacy Cup focuses on attracting the top amateur golfers to play in their tournament. The Florida Legacy Cup is expected to attract 100 of the top male and female amateur golfers from all over the world to participate. These golfers are representing dozens of Division I colleges from around the United States. The prestigious PGA National Resort hosted the Florida Legacy Cup for the third consecutive year. The event began on July 26, with a practice round and player registration, followed by the first two days of men's and women's stroke play competition. On the final day, golfers who made the cut competed in the last round of stroke play. An awards presentation, photo session, and media interviews took place after the conclusion of the final round. Events like the Florida Legacy Cup showcase Palm Beach County as one of the nation's premier golf destinations. With world-renowned courses, exceptional tournament operations, and a long history of hosting prestigious championships, Palm Beach County continues to attract elite amateur, collegiate, and professional golf events from across the country.

Production Activity Report For June 2026 Variance Explanations Percentage change variances of ± 10% in performance statistics are explained in this section. Year-over-year comparisons are influenced by both actual changes in production activity and shifts in the rolling dataset of tracked companies and productions from 2025 to 2026. Increases in Production Revenue are expected to persist throughout the year due to the addition of TGL to the 2026 rolling numbers. Similarly, the rise in Hotel Room Nights is driven largely by TGL’s production activity now tracked in 2026. Conversely, the decline in Production Days is projected to continue throughout the year as nearly a dozen companies were removed from the rolling numbers dataset. The variance explanations below will look beyond these established changes that we expect to continue to impact numbers over the course of this year and will focus on underlying trends and month-to-month activity that is contributing to the year-to-date changes. 1. Production Revenue: The 42% YTD increase reflects a steady continuation of the gains established earlier in 2026, remaining consistent with the previous month's year-to-date figure. Year-over-year figures continue to benefit from the inclusion of TGL-related activity in the rolling dataset, which remains the primary driver of this increase. June's production activity reflected a typical summer mix of permitted and non-permitted productions distributed across the County, collectively contributing to the overall revenue total. 2. Hotel Room Nights: The 41% YTD increase in hotel room nights continues to be driven primarily by the inclusion of TGL in our rolling figures. 3. Production Days: The 18% YTD decrease in Production Days remains unchanged from the previous month, continuing to reflect the shift in the composition of companies included in the rolling dataset, specifically the FTC tracking nine fewer production companies in 2026 compared to the prior year. This has remained consistent throughout 2026 and is expected to continue through the end of the year.

4. Total Leads: The 13% year-to-date decrease reflects the anticipated normalization in this category following the intentional front-loading of self-generated leads for The Palm Beaches TV earlier this year. To that effect, June marked a notable inflection point, with Total Leads improving by 23 percentage points over the previous month, which is the strongest month-over-month gain recorded this year. This positive momentum is expected to continue through Q3 and Q4 as newly approved programming launches and the production pipeline continues to strengthen. 5. Lead Conversions: The 45% year-to-date decrease reflects the front-loading of production leads for The Palm Beaches TV earlier this year. However, June demonstrated meaningful progress, with 11 conversions representing a 28-percentage-point improvement over May. Conversion totals are expected to continue improving throughout the second half of 2026. 6. Website Unique Visitors: The 14% YTD increase reflects sustained growth in digital engagement, with

46,008 unique visitors recorded through June 2026 compared to 40,402 during the same period in 2025. June recorded 6,743 unique visitors, nearly double the 3,538 recorded in June 2025, driven in large part by expanded reach on Facebook and LinkedIn directing increased traffic to the FTC and PBTV websites.

July 2026 Project Status Report Department of Environmental Resources Management

Grand Reopening for Limestone Creek Limestone Creek Natural Area was reopened to the public this month. Portions of the site had been closed since 2025 to reconstruct a footbridge, observation platform and fishing pier. Commissioner Maria Marino was on hand to thank volunteers for years of hard work removing over 50,000 pounds of trash from the area. Commissioner Marino and ERM’s Deputy Director, Michael Stahl, assisted the volunteers in installing 35 plants around the parking lot before touring the rebuilt public use facilities. Check out the complete improvements in this video!

Local Partners Visit Lake Worth Lagoon ERM hosted staff from the City of West Palm Beach Office of Sustainability and Dr. Vic Engel of the University of Florida's Center for Coastal Solutions on a boat tour of Lake Worth Lagoon to showcase the County's living shoreline and habitat restoration projects. The tour highlighted the ecological benefits of these restoration efforts, including improved shoreline resilience, enhanced fish and wildlife habitat, and increased coastal ecosystem function. Discussions also emphasized the importance of continued collaboration among local governments, universities, and resource agencies to advance lagoon restoration through water quality improvements, longterm environmental monitoring, scientific research, and strategic habitat enhancement initiatives.

Green Futures Summer Internships This summer, three local high school students joined us for the 9th year of ERM’s Green Futures Summer Internship Program. The Program provides 17 to 22-year-olds the opportunity to shadow environmental scientists, biologists, geologists, engineers, land managers, and support staff in their daily jobs conducting tasks in various ERM Divisions that preserve, protect, and enhance our land and water resources. Since 2017, 59 students have participated in the Program. Of those, 8 have continued employment with ERM as either part time college students or full time positions with Palm Beach County.

Street Sweeping Sediment Re-Use The Surface Water Protection Program sampled street sweeping sediments for pollutants to help Engineering & Public Works Department identify ways to beneficially reuse street sweeping material per State guidelines. The partnership and collaboration between Road and Bridge’s Stormwater Program and ERM’s Surface Water Protection Program may save the County over $160k per year in disposal fees by developing a maintenance plan that continually works to identify and protect Palm Beach County resources in sustainable ways.

Swallow-tailed Kite Survey with Palm Beach Zoo ERM staff partnered with the Palm Beach Zoo to conduct a joint survey of the Swallow-tailed Kite pre-migratory roost at the Loxahatchee Slough Natural Area. Each year, ERM and the Zoo coordinate monitoring efforts by alternating survey days, but this joint survey was arranged specifically to share strategies, compare techniques, and refine consistency between the two groups. The collaboration paid off — the team counted 808 Swallow-tailed Kites during this survey!

Climate READY at Juno Dunes Natural Area ERM staff partnered with botanists from FAU Pine Jog and the Chicago Botanic Garden to lead a field experience for high school students in FAU’s Climate READY Program at Juno Dunes Natural Area. Students learned about the site’s unique scrub habitat, its ecological importance, listed species, land management practices, and potential career pathways. Students helped install 10 state endangered Dancing Lady orchids and 32 Butterfly orchids, a state listed commercially exploited species. This hands on experience supported Climate READY’s mission to equip youth leaders with real world skills in environmental stewardship and climate resilience.

Lake Worth Lagoon Educator Workshop 30 educators joined us for a week full of exploration in Palm Beach County’s urban estuary, the Lake Worth Lagoon (LWL). Day 1 kicked off at Manatee Lagoon with presentations from ERM, ANGARI and Manatee Lagoon on all things LWL history, restoration, and wildlife. Days 2 and 3 were field experiences where educators explored the estuary with ERM and went on a shark research expedition with ANGARI. On day 4, the workshop wrapped up with presentations, brainstorming and curriculum planning. The three lagoon legends, the American Oyster Catcher, the Florida Manatee and the Bull Shark will make their ways into the classrooms of educators in Palm Beach County and beyond!

Trident Trail Races at Jupiter Ridge The 9th annual Trident Trail Races were held on the sandy scrub ridges at Jupiter Ridge Natural Area this month. Five different races designed to test physical and mental endurance took place: one half marathon began at noon, and another began at sunset; a 10-hour 33 miler; a 24hour 80 miler and a 36-hour 102 miler! A total of 80 runners competed: 28 from Palm Beach County, 49 from other areas in Florida, and 3 from out of state. The Trident Trail Race’s organizers and competitors are strong supporters of Jupiter Ridge and generously donated funds from the event to the Natural Areas Program!

Upcoming Events August 7: Morning Paddle at Limestone Creek Natural Area August 15: Explore the Wetlands Hike at Loxahatchee Slough Natural Area August 19: An Evening Under the Stars – Astronomy at Pine Glades Natural Area August 27: Help Protect Hungryland from a New Invasive Plant at Hungryland Natural Area August 27: Three Mile Sunset Trail Run at Seacrest Scrub Adventure Awaits: Register for a FREE event at PBCERM.EVENTBRITE.COM!
