From Your Mayor…

ver the last couple of months there have been many special occasions to which my consort, Cllr Di Davey, and I have been invited. We have very much enjoyed several golden weddings; attending Bideford Regatta and the opening of two shops in the town; Branded Foods next to the Pannier Market and Unique Boutique Fashions in Cornmarket Street. The staff Olympics at Hatchmoor Nursing Home was an opportunity to meet and converse with some of the patients, and have a look around the facilities. Abbeyfield had its open day, although due to the weather we spent most of the time indoors. Abbeyfield is a lovely home for those who are independent, but need a little care, with beautiful gardens. On Saturday 3rd September we attended the Tarka Railway Open Day and saw a replica of what the future of the project will look like. Cllr Di Davey and I braved the weather and met friends

from Yarnscombe who had a craft stall in the marquee. The small engine was puffing away, to the delight of all of us who remember days gone by when the line was open to Bideford. It is the aim to reopen it in the future, subject to more funding. I would encourage you to go along any Thursday and enjoy the experience, as would anyone visiting our lovely town. Sunday 4th September was very special, as the Davis Cup Trophy came to Bideford. The event was hugely supported by dignitaries and players and there was also an opportunity to have a photograph taken very close to the huge silver trophy which, as you can imagine, was well protected. Whilst I was there I managed to speak to an official regarding our tennis courts, which are in need of a complete refurbishment. I am hopeful that we can get a dialogue going and hopefully a productive meeting ASAP. The public meeting here in Great Torrington on 20th August informed the public of cuts we are likely to see in our

NHS. This meeting was followed by a 500-strong public protest against this on Wednesday 23rd August at NDDH. If you visit the website www.sohs.org.uk you can find more information on how to be involved and stop the privatisation of our NHS. We are looking forward to the results of the South West in Bloom Competition, and I will be going to Taunton for the results on 6th October with the Torrington in Bloom Committee. Our town has worked very hard to make a colourful experience for our visitors, and we hope to return with a good prize. Please come along to my charity concert on 14th October, 7.30pm at the Methodist Church, which will be attended by Mayors from around the district. Torrington Treasure Trail

orrington Commons Conservators were delighted with the numbers who turned out for the Treasure Trail around the town on Sunday 4th September. The weather was kind to the seventeen teams who took part and everyone seemed to have a good time. It was nice to see family groups out and about together and though some of the questions were easy enough for the more observant kids, there were those that made you think “outside the box” and were testers for the mums and dads. First place and the prize of £10 went to the Heal family, lying in second was the Peters family and third position on the podium went to the Durk family. The tie break question, which in the event did not have to be used, was “how many books do you think belong to Torrington library?” but as the library staff will tell you, unless you took part in the Town Trail the answer to this is a State Secret!!! Remembrance Sunday Parade

his year Remembrance Sunday falls on the 13th November 2016. The Royal British Legion will once again hold a Remembrance Ceremony at the War Memorial in the Cemetery next to the Old Bowling Green, commencing at 10.50am. The parade will form up in Lidl’s Car Park, New Street at 10.15am and march from the Car Park to the Cemetery at approximately 10.30am. Organisations and members of the public are welcome to attend the ceremony. A short service will also be held at the War Memorial in the Cemetery at 11am on Friday 11th November 2016. Vacancy for a Town Beadle

he Great Torrington Town Council helps to keep town traditions alive. One tradition is to have a Town Beadle, Town Crier and Mace Bearers to support the Council at various functions. The position of Beadle has recently become available. Duties include accompanying the Mayor to various functions, as well as taking part in events within the town. A Beadle must have a car and be willing to drive the Mayor & Mayoress/Consort to functions etc. The Beadle is provided with a mileage allowance, a small honorarium and a uniform. Some duties will involve evening and weekend work and this vacancy is open to both men and women. STITCH - Save Our NHS Now!

he public meeting we organised at the bowling club in August was a great success. Our guest speaker, Deborah Harrington from the National Health Action Party, delivered an excellent and inspirational talk detailing the countrywide plans for dismantling and privatising our NHS. It was a real eye opener and the facts she delivered were not only very disturbing, but clearly showed that the game plan has been many years in the making. The proposed cuts at NDDH are a very real and imminent prospect - so it’s up to every one of us to fight them in any way that we can. The Save North Devon’s Hospital Services (SOHS) campaign’s demonstration on 23rd August at Barnstaple Hospital was highly successful, with about 600 people dressed in red rolling a red ribbon around the hospital to show that we, the public, have ‘red lines’ which cannot be crossed and we will not accept any cuts to our NHS hospital services. This was a counter response to the statement made by the so-called Success Regime that, “There are no red lines” - and all health services throughout Devon will be considered for cuts. Accident and Emergency, Paediatrics, Obstetrics, Stroke and Trauma Units could be transferred to Exeter, Plymouth or even Taunton. We must fight the proposed cuts at NDDH every step of the way - or lives will be lost or changed for ever. For example, there can be no question of closing North Devon District Hospital and it would also be completely unacceptable to close essential facilities such as the A&E Department. This review should have as its objective the real improvement of our local health care and I have put my views forcefully to those in charge, and will again leave them in no doubt, that I will vigorously resist any outcome that results in a deterioration of services in Torridge and Northern Devon. I have also emphasised the need for real and in-depth public consultation and it is vital that the experiences and views of local people should inform these plans. This will be instigated by the mayor in a ceremony during National Tree Week (details to follow in next month’s Crier). The Jubilee Wood site can be accessed on public footpaths in two locations from Trafalgar Drive or from the School Lane – Huntshaw road junction. Puffing Billy - Carvery on Offer Again!

t has been a crazy 18 months for us at the Puffing Billy, the business has grown very quickly and this has often left us struggling to keep pace! Last year we introduced our carvery and we have just restarted this, serving great local meat and veg every Sunday from 12- 4pm, but it’s definitely advisable to book ahead. At Puffing Billy we are very realistic about our successes and failures, this year has been hard for us, but we thank you all for your continued support. We continue to source our meat, veg and bread locally and put a large percentage of our turnover back into the town. We believe in supporting the local economy and being part of the community, as such we have a Macmillan Charity coffee morning on September 30th. We are currently having a new area created in the garden to allow us to host larger private functions in our marquee. Tarka Valley Railway News

ur late summer open weekend was held on Saturday 3rd and Sunday 4th September and we were fortunate in having Councillor Margaret Brown, Mayor of Great Torrington, attend on Saturday to formally open proceedings. The inclement weather on Saturday kept visitor numbers down, especially when the local radio station told people to stay at home! However, a dry and warm day on Sunday saw a considerable increase in numbers to peruse the various stalls and exhibits. Of particular interest to visitors was the model representing the first phase of our planned extension. The event raised over £650 towards railway funds, which will help us in achieving our vision for this historic line. Many thanks to everyone involved in helping to make this a successful weekend. Forthcoming events include a talk on the London Underground (part 1) to be held on Friday September 30th at the Puffing Billy, 7:30pm start. Tickets £3 from our carriage on Thursdays, or from the Puffing Billy. We are also planning a coach trip to the Bodmin & Wenford Railway on Sunday October 30th. Tickets are £15 to include coach travel. Again you can obtain a ticket by calling in to the carriage on any Thursday. We also need volunteers for all aspects of our work – not just restoring our rolling stock, so if you have administrative, marketing, fundraising, digital or fundraising skills we would be delighted to see you. NDDH Maternity, Acute Beds, Children’s Services and Acute Stroke Services at Risk

he NHS say the STP (Sustainability and Transformation Plan), is a plan to remodel healthcare throughout Devon. The truth is the STP is the plan to make further massive cuts to our healthcare across Devon. The STP which was due to be published in January 2017 has been leaked to the press. The planned cuts include cutting 11% of nurses, 400 acute beds, (17% of the total) and 190 more community hospital beds. In North Devon, maternity and children’s services are being transferred to Plymouth. A&E and acute stroke services are still at risk of closure. Now is the time to fight to save our NHS. Across North Devon on Saturday 22nd October there will be a day of action. “North Devon sees red”. Wearing anything red will show your support for our NHS. British Native Flowers to Grow Common News ell, it’s been a quiet summer on the in Your Garden Commons, just the usual amazing Ruscus aculeatus views, masses of insects and

his is a most interesting shrub in more ways than one; firstly, it is a member of the Lily family and secondly its leaves are actually flattened stems, known as cladodes to botanists. The actual leaves of this plant are reduced to tiny, papery scales on the stems. Ruscus has a common name, Butcher’s Broom because the dried prickly stems used to be tied in bundles and used as ‘brooms’. Ruscus is an evergreen shrub, ideal for a dry shady spot in your garden. In the wild, it is found in dry woodlands and sometimes on scrub-covered sea cliffs in southern Britain and south Wales. The flattened stems are quite sharply pointed and the tiny, insignificant flowers appear on the undersides of these ‘leaves’ from January - April, followed by bright scarlet red berries during the winter months. The plant itself grows to a height of approximately 30-100cm (12-40 inches) and spreads slowly via rhizomes and is hardy. It is well worth growing Ruscus for its winter berries, and plants can be purchased from most garden centres/ nurseries. Plant it in a dry shady or partshady area in good, loam enriched soil and water well to establish. Fleur

So we all rush around getting on with things, like the truck driver trying to deliver his load, getting done when it was almost dusk and his tachograph demanded he had to stop – so stop he did! He pulled up on the roundabout at the Old Bowling Green, the whole 36 articulated tonnes. Where better to enjoy the view and bed down for the night? We’re just glad the tachograph didn’t run out on Calf Street, or maybe next morning we would all have had more time to get out on the Commons. There’s a feel of autumn in the air, so the Ranger and his team will soon be out there clearing back brambles and brushwood from around the many benches, so you can sit back and enjoy the vista. The fishing season will soon be over too, and our Fishery Warden, Alan Crawley, was telling me about the state of the river. “Forty years ago, I often caught as many trout in a day as I sometimes now catch in a month or so!” There are many reasons for the decline in our fisheries over the years, including environmental hazards and fisheries policies but “our River Torridge is on the long road to recovery and when I do chemical and wildlife testing on the river, things are definitely improving. Every resident has the right to fish for salmon and sea trout in our river. We are working with others to promote healthy stocks of fish so that you can see those amazing fish leaping the weirs as our forebears once did!” Our Ranger, Al Mitchell, gave a talk at the Museum on 24th August about the history of the Commons from the Ice Age to World War II, which went down very well. Al is a mine of historical anecdotes and information about the Commons and I’m sure there’s more where that came from. Thank you to Val Morris and her colleagues at the Museum for the excellent arrangements and making us very welcome.

First Thursday Writing Group

ur first meeting after the summer break gave us a welcome chance to catch up with old friends, and welcome a new young member to our group. Our challenge had been to do some ‘free writing’, so there was an interesting variety of pieces to listen to. The first was a poem remembering the Boscastle Flood, and thanking the heroic men and women who ensured that no lives were lost through their tremendous rescue efforts. The second poem was a poignant letter from an exiled father to his son, asking him whether their homeland looked the same as it had always done, and recalling bittersweet memories. An historical/fantasy piece about a boy surviving a battle and trying to discover what his future path should be was our third offering, followed by a poem entitled ‘Early Birds’, musing on why birds migrate, and celebrating their annual visit to our shores. Our new member read us a very powerful monologue entitled ‘Job For Life’, written from the point of view of a deceased soul who works for Death, and is musing on who his boss is and why he does what he does. The evening finished with an interesting piece looking at who the Man from Porlock was, and how and why he interrupted the ailing Samuel Coleridge’s writing of ‘Kubla Khan’. Our next meeting is on Thursday 6th October, 7.30pm at Torrington Conservative Club, when the subject will be ‘Decline and Fall’. How to Start Researching a Family History Part 14

ne subject in family history that I have avoided so far is the use of wills, or more properly, wills and administrations. This is a complex subject with lots of rules that changed over time and of course our ancestors did not abide by the rules. Finally, the Germans intervened in 1942 when they destroyed many Devon wills during the Exeter blitz! Prior to 1858 when the Principal Probate Registry was established as a national archive of all wills proved in England and Wales, wills were proved that is, declared legal by a court of law-in a series of church courts. Property (that is real estate) was devised (left in a will) and other goods were devised in a testament. The terms are used mostly interchangeably. Administrations are the equivalent of wills when the person who dies doesn’t leave a will but has property and goods to be passed on. The words will become familiar as you get into the subject! The church records of wills and administrations went back into the mediaeval era, and are still in existence outside the Diocese of Devon. Our nineteenth century ancestors were diligent in cataloguing them and those catalogues were published. The published lists are still available which is frustrating as you can see many wills were made and they no

longer exist! The problem was the aforesaid German bomber in 1942. The Diocesan Probate Registry, behind the Cathedral, where the court’s copies of wills were kept received a direct hit that night. It is said that central Exeter was covered in a layer of smouldering vellum the next morning, but nobody had time to consider the records of course, in the aftermath of a raid. All were lost. It is important to know what was lost and what was not. All the church probate records were lost for the diocese of Devon. In some cases, the originals may remain in private or lawyers’ hands. If your parish is not in the diocese of Devon (and some are in the diocese of Cornwall, for instance) then the records will still exist in that diocesan record office. If the record was proven in the highest church court, the Prerogative Court of Canterbury, they still exist in The National Archives and are fully indexed and are on-line. The PCC sat in Doctors Commons, which was sited behind Fleet Street in London. Perhaps their most famous employee was a young Charles Dickens and he used his experiences as a clerk there to write the account of Jarndyce v Jarndyce in Bleak House. There was an actual case that ran for about 100 years and did indeed only stop when the money ran out during WW1!

Bloom members have also been busy potting up plugs of Primula polyanthus ready for winter/spring bedding, and also ordering bulbs. We have also been distributing crocus corms to various parties, courtesy of the Rotary Club, who have 10,000 to dispose of! Fleur’s Gardening Forum Autumn in the Garden

utumn is often a time when gardeners have a good clear out of their summer bedding, much of which ends up on the compost heap or in the dustbin. This is terribly wasteful and ultimately expensive because many of those pretty summer flowers are, in fact, halfhardy perennials and with a little care they can be over-wintered successfully. Dahlia tubers need not be dug up, you can cut back the foliage hard at the end of October (or after a frost if earlier), clear the area around the tubers and mulch really well with garden compost or leaf-mould, or cover with fleece. If your garden soil gets really waterlogged during winter, then it’s probably best to dig up the tubers and store them upside down in a cool, dark, frost-free place; potted dahlias can be cut back and stored in their pots. Osteospermums and Salvias can be left in the ground; trim them back (use the trimmings to take cuttings of your favourite colours) and again, mulch well or cover with fleece if severe weather threatens. Pelargoniums do need more protection, since they will succumb to both wet and cold combined. Dig up those which are growing in the garden and pop them into pots of sandy compost in a cool greenhouse (or your spare room windowsill) and they will over-winter quite

happily. Cut back stems quite hard, take cuttings, and keep plants fairly dry but don’t allow them to dry out completely. You could also bring them indoors to use as houseplants, so long as they are kept in good light and a fairly warm atmosphere they may well continue to flower for you right through the drab winter months. ‘Annual’ fuchsias can be dealt with in a similar manner. Dianthus (pinks) and Violas can be used for winter displays by repotting them into fresh compost and giving them a bit of a feed to boost their growth. Place them in a sheltered sunny position and they should flower again for you. Foliage bedding can be over-wintered successfully, too, by repotting and keeping in a cool, frost free environment. Most can be easily reproduced from cuttings, especially the silver-leaved and trailing Helichrysum and Nummularia (Creeping Jenny) is as tough as old boots and will spread everywhere if you’re not careful! Do the same with Verbena and Diascia, keeping them in cool conditions until spring and fresh growth appears. Gardeners should be aware of the unsustainable nature of mass production of bedding plants, by saving our annual bedding, we will be saving ourselves money, too! Fleur

A Busy Time & Good News from Great Torrington Heritage Museum

reat Torrington Heritage Museum has had a very busy summer with an exhibition on the slave trade by year 7 of Great Torrington School displayed in the Market House. We are also displaying some of their very colourful banners in the window of the museum. A number of people who have bought houses in Great Torrington have kept our Hon Archivist busy by wanting to know the history of their houses. We have also held several talks on fishing, gloving and the Commons and all were well attended. We have two important pieces of news to tell everyone, the first one being that work will start on constructing the door between the main museum and the Market House in October. The second piece of news is that we have been granted planning permission by Torridge District Council for the main museum at 14 South Street. The museum closed on 16th September, giving us time to pack and clear the spaces for the builders to construct the door. If you have not been to the museum this year you have missed a treat to learn about the history of the town. We look forward to welcoming everyone next year. Arts Council England Sets a Welcome Challenge for The Plough Arts Centre! Visual Arts at The Plough

pstairs in the Gallery we have the The Plough Open Drawing Competition 2016, with the announcement of winners at the preview on Friday 7th October at 7pm. The exhibition is always a really varied mix of styles and approaches to drawing, and this year’s looks set to be just as interesting as previous years. Downstairs on the café wall we have paintings by Carl Lucas. Carl has just finished his second year of Fine Art at Petroc. His work is usually painted on canvas and is a reaction to music using memories and emotion to help display the markings and fauvist tones. he Plough Arts Centre has just received some unexpected and most welcome financial news. For the first time in a long time, the vibrant multi-purpose arts venue in Great Torrington stands to receive a large grant from the Arts Council of England. Plough Director, Richard Wolfenden-Brown explained. “If we can raise £105,000 over the next three years, the Arts Council will match it from their ‘Catalyst Evolve’ investment scheme. The scheme is all about increasing philanthropic giving from individuals, businesses and trust funds. Once the money is raised it will pay for a new lift, new technical equipment for the theatre, outreach projects, transport for school children to attend events at The Plough, external redecoration, the completion of the venue’s box office and computer upgrade, new portable seats, and investment in the PloughPlus Development Fund – a fund for the future.” The Plough’s application was successful against stiff competition from across the country. Out of nineteen arts organisations to receive the Arts Council funding in the South West, The Plough was one of only two arts centres to receive support, and the only one to attract the maximum potential grant of £150,000. Richard commented, “We have not won a grant, we have won a challenge, so we will only celebrate when we have managed to raise the £105,000 we need to draw down the matched funding from the Arts Council. We relish the challenge and are confident that local people, businesses and funders will help us to achieve our target.” As part of the project, the Arts Council has guaranteed The Plough £45,000 towards a new three-year fulltime Fundraising Manager post at The Plough, which is now open for applications. new group has been formed under the Town Council to explore ways of helping Great Torrington’s economic and social wellbeing develop over the coming years. Could you help us to make the town an even better place to live, work and visit? By the time you read this, the final public consultation on the Neighbourhood Plan will be over, but it will be at least another year before it comes into effect. Taking this document as its foundation, the Great Torrington Futures Group is starting work now to understand the issues in relation to: * how to bring more, well-rewarded employment to the town * where the town’s strengths lie for future development * what financial and human resources can be tapped into in order to help the town prosper well into the future We believe that this must be a long term, collaborative project. We are starting by talking to people about their vision of the future: employers, organisations, schools and colleges, local and regional councils; also to people previously involved in economic development in the town, to see what lessons can be learned and what might still be useful. We shall be looking at studies of similar towns, in this country and abroad, to understand how they are dealing with the challenges that Torrington faces. Our research so far indicates that a surprising number of other places are engaging in similar projects, and it is encouraging to see the results they are achieving.
