REGISTRATION POLICIES

The City of Torrance will be charging a non-refundable fee for all credit and debit card transactions. This fee will help recover some of the costs associated with credit card fees. Please visit our website for the current transaction fee.

Fees

Fees listed represent the cost for residents/non-residents. Makeup classes are NOT offered for classes missed by students. Fees are NOT pro-rated for students that register late.

Military Discounts

Active Military personnel and their immediate dependents are eligible to receive a 10% discount (up to a maximum of $10 per program or class per participant) on Community Services programs and classes. For more information, and to obtain an application, see Forms and Supply Lists at www.TorranceCA. Gov/ClassRegistration.

Proof of Residency

Torrance residents will be required to provide current proof of residency when registering for the first time, if you move to a different Torrance address, or if mail is returned. Acceptable forms of proof of residency MUST be current and will be limited to the following: • California Driver’s License (with current address) • Car Registration or Car Insurance Premium • Utility Bill such as: gas, electric, Torrance water or trash, or a cable bill (telephone bills, bank statements, mortgage statements, rental agreements, and satellite bills are NOT accepted).

Residency

Torrance residents may register for classes and programs prior to non-residents. A Torrance resident is defined as anyone living within the Torrance city limits. Those living in the 90502 zip code and the 90501 zip code east of Western Avenue are considered non-residents. Non-residents are welcome to register for classes, but pay an additional non-resident fee for most classes.

Scholarships

Persons giving false information regarding name, age, and address may be dropped from the class or activity without refund or credit. Students MUST be age appropriate by the first class unless otherwise noted.

Financial scholarships are available to Torrance residents and may be used by eligible individuals under 18 or over 50 years of age (proof of age required). For program details and to access the application, visit the Forms and Supply Lists section at .www.TorranceCA.Gov/ClassRegistration.

Refund Policy

Waiting Lists

The City of Torrance’s refund policy varies among individual classes/activities. Not all fees are refundable; 20% administrative fee deducted per class. A full refund will ONLY be issued for city-cancelled classes. Once a class is filled, participants will be placed on a waiting list. If a vacancy occurs, wait list participants will be notified by phone or e-mail in the order they were placed on the list. We utilize the Torrance Cultural Arts Center state-of-the-art studios and arts facilities, including a fully-equipped ceramics studio, a metalsmithing and casting studio for jewelry programs, large dance studios with sprung floors, the George Nakano and James Armstrong Theatres, and more! AFTER SCHOOL PROGRAMS Come join the fun for the 2025/2026 school year! The After School Club Program is a partnership by the City of Torrance Community Services Department and Torrance Unified School District. Activities include homework time, arts and crafts, games sports, community service projects and walking field trips. The program is a recreation-based program and follows the Torrance Unified School District calendar. PROGRAM LOCATIONS The ASC is offered for first through eighth graders only on days when school is in session between August and June until 6:00pm at the following schools. Elementary Schools: Arnold, Carr, Edison, Fern/Greenwood, Riviera, Seaside, Victor and Walteria. It offers a welcoming environment where teens can unwind, connect, and thrive. With a mix of games, sports, creative arts, and social activities, Teen Rec Club promotes physical activity, self-expression, and positive mental well-being— all led by friendly, experienced recreation staff. The Victor E. Benstead Plunge is a 50 by 20 meter heated outdoor pool. The pool is divided into two 8-lane, 25yard and 26 meter sections, and offers a variety of aquatic programs. Men’s and women’s locker room facilities are available for day use with restrooms and showers. Proper swim attire is required to enter the pool and deck area. T-shirts, shorts, and street clothing are not allowed. Attire for more complete coverage such as a rash guard is permitted. Please refer to the Pool Rules for additional information. No life jackets. No toys are allowed. Each child (under 7 years old AND under 50 inches) must be accompanied in the pool and on the deck, by an adult (18+) (maximum of one child per adult) for a 1:1 ratio of child to adult. For all instructional classes and programs – A late pick-up fee of $10 will be charged for every 15 minute interval (or portion thereof) for students that are picked up late. The clock at the facility is used to determine the time. The pool may close without notice in the event of lightning, unhealthy air quality, mechanical issues with the pool or staffing issues.

SPECIAL INTEREST SWIM CLASSES Adaptive Swim Lessons Designed for students with special needs, these lessons provide individualized instruction in a supportive environment. SWIM ASSESMENT Swim Assessment (Ages 4–12) Sunday, August 10 | 1:15–2:00 PM | FREE! We are offering a swim level assessment for families that are unsure about their child’s swim level prior to registering. Our aquatic staff will assess students and recommend a level based on the assessment. Students need to arrive at the back gate of the pool. The last swim assessment will be at 2:15pm. A swim assessment will take approximately 5 minutes. Please bring a towel, cap and goggles if desired. If you cannot attend the assessment, please register for the level you think your child is at based on the level descriptions. Students registering for the WRONG LEVEL will be removed from class and will NOT be eligible for any refund, credit or transfer (see level descriptions on next page).

The City of Torrance Recreation Cheerleading program is for new and experienced cheerleaders. The cheerleaders will support the City of Torrance Youth Flag Football games. Participants are expected to attend 1-2 practices a week tentatively scheduled to start the week of Monday, September 8, 2025 and one game each week on a weekday evening or Saturday. Dates are subject to change. Additional $50 uniform fee

The Youth Football program is structured to teach basic fundamentals and rules of the game. Each player participates in every game. Individual sign-ups will be taken at all levels. All participants in this recreational league are separated by grade level, school or geographic location. Grades may be combined. Registration is limited.All communications will be done via email, it is imperative that your email address is current when registering. Coach requests cannot be accommodated. Each team is required to have one volunteer head coach. To volunteer, complete the Volunteer Coach Application at www. TorranceCA.gov/VolunteerProgram and complete annual fingerprinting. Early Explorers Age: 3 - 4 | Instructor: Danielle | 12 weeks This a a developmentally focused early childhood education class that supports social-emotional growth and introduces foundational skills through creative, age-appropriate activities. Children begin developing early cognitive and literacy skills such as name recognition, letter awareness, counting, identifying shapes, colors and patterns. Hands-on-experiences like art, music and movement, and outdoor play promote fine and gross motor development. This nurturing environment encourages curiosity, imagination, and a love of learning.

Coyote pups are nearly full grown. There may still be a noticeable difference between an adult coyote and yearling. Its weight will approach the average for adult coyotes which is 20-35 pounds.

Young coyotes lack experience living in a city. Adolescent coyotes are no longer under the constant watch of the pack as they develop hunting and survival skills. They are still skittish of people.

•

Adolescent coyotes search for a new home range. While some coyotes may stay with their pack as beta coyotes, most leave their pack in fall. During dispersal, coyotes find another pack, establish a new pack with a mate or roam alone as transient.

Why do some coyotes leave the pack? Hierarchy is key to pack stability. Young coyotes may pose a threat to the alpha male or alpha female. Thus, young coyotes often leave or are pushed out to prevent competition within a pack.

PREVENT COYOTE CONFLICT ✓ Haze coyotes, especially adolescents. Young coyotes have a natural fear of people and remain skittish until they learn otherwise. If residents passively observe a coyote, it learns humans pose no risk. Thus, entering residential areas for easily accessible food is low risk and the reward (food) is high.

✓ Remove coyote attractants. Adolescent coyotes quickly learn where to find food. If food, water, or shelter are found near your home expect visits from wildlife, including coyotes.
