Purpose of Grant: Please summarize in a short paragraph a summary of your grant request. Briefly explain why you are requesting this grant and how you will spend the funds if a grant is made.
All Saints Community Service and Development Corporation (ASCSDC), an affiliated agency of All Saints Parish of Hoboken, requests a renewal grant of $20,000 from the ACTS/VIM Fund to support the Jubilee Center of Hoboken. The Jubilee Center provides year-round programming for more than 100 at-risk, low-income African American and Latino children, ages five to 12 (K-6), who live in Hoboken’s public housing community. Our mission is to equip low-income children and families with the tools and confidence needed to overcome barriers that impede their success in school and their overall wellbeing and with the skills needed to help them thrive throughout life. The Jubilee Center programming includes academic support and enrichment, arts, cultural and musical workshops, STEM activities, daily nutritious snacks and meals, health/wellness programing, and positive recreational activities and field trips. II.
Narrative – Suggested limit of three – five pages maximum ( 1” margins, Arial 12pt) A. Background. i. Please describe the needs of the community/congregation that you work to address, and the population that your organization serves.
The Jubilee Center serves low-income African American and Latino young people (ages 5-12; grades K-6) who mainly live in Hoboken’s public housing community. Most children are from single-parent homes and are among Hudson County’s most disadvantaged. All the children we serve qualify for the free/reduced-lunch program – a standard indicator of poverty. Most of our children attend Thomas G. Connors Elementary, where more than 90% of students are eligible for the free/reduced lunch program – nearly three times the state average of 34%. Based on our own assessment as well as those conducted by the schools, more than 90% of our children function at an academic level below their grade level. According to the U.S. Census, Hudson county poverty rate among all families 17%, nearly double that of the State. The poverty rate for single female-headed households is 26%, one of the highest in the state. The median family income in Hoboken was $118,000, but more than 75% of residents in the Census Tract served by Jubilee Center which includes Hoboken’s public housing complex – are very low-to-moderate income. Families with low-incomes in Hoboken face an extremely high-cost of living-nearly 50% than the average for the state, further taxing their ability to provide even the basic necessities for their families.

The public housing community can be categorized as an “urban food desert” where nutritious, affordable food is difficult to obtain, but unhealthy foods are readily available. Due to a lack of awareness about healthy food choices and a dearth of organized fitness opportunities, our children and their families are at risk for chronic diseases such as diabetes, obesity, and other health problems prevalent in low-income communities. The lack of basic, healthy food also contributes to delays in school and developmental milestones. ii. Current programs and accomplishments. ASCSDC is comprised of three overarching programs: JUBILEE CENTER CHILDREN’S PROGRAM (the focus of this application), La Puerta Abierta (LPA), a an afterschool children’s program located in neighboring Union City, serving Hispanic immigrant families and the Palisades Family Success Center (PFSC), offering a wide range of services for families in Hudson County. ASCSDC serves more 100 children and 30 teenagers and their families at Jubilee Center, 40 children grades K-6 at LPA, and more than 500 families at PFSC. The Jubilee Center focuses on three program areas for children, youth and their families: 1) Academic Enrichment; 2) Health, Wellness, and Fitness; and 3) Arts and Culture. The Jubilee Center’s Academic Enrichment Services are at the forefront of our programming. Homework help, one-on-one tutoring, and small group instruction are the hallmarks of our programming. Intended results: by providing intensive daily tutoring and small group instruction, we help low-income children make significant academic progress, catch up to their grade level, and advance to the next grade. Jubilee’s afterschool program operates five days/week throughout the school year and includes an evening meal for all participants. Afterschool programming also incorporates a range arts, music and dance activities. In 2019, the Jubilee Center is launching technology classes for its students. The center has 15 computer workstations available and is developing a curriculum to teach typing, coding, filmmaking and video editing, for starters. Jubilee Center of Hoboken also offers a full day summer camp for children and teens incorporating all of academic support, arts, culture, heath, wellness and physical fitness.Jubilee’s summer programming operates five days/week and provides participants with three meals each day. One goal of our summer program is to ensure that children don’t fall behind in their academic skills. The most recent data shows that youth in our summer enrichment program demonstrated significant gains in academic skills:

The greatest gains were made in Kindergarten and First graders. Many of the students in our summer program actually returned to school more advanced in these key academic areas then when the school year ended. Additionally, through Jubilee’s Fit and Fresh health and wellness program, 80% of participants increased their awareness of healthy foods and expressed a greater likelihood of preparing healthy meals; 80 % also increased their level of regular physical activity. During the school year, every child that attends the program receives a healthy snack upon entering the Center every day, as well as a hot dinner before they leave in the evening. During the summer program, children receive 3 healthy meals each day, including a healthy snack. The Jubilee Center provides a vital service in the fight against hunger. The Jubilee Center has been instrumental in changing the trajectory of the lives of countless children and youth in Hoboken from one of risk to one of hope and great potential. We continue to receive accolades from students, parents, teachers, and community leaders on the impact we have made in their lives and in the community.

All Saints Community Service and Development Corporation (ASCSDC) was created by All Saints Episcopal Parish as a separate, non-sectarian, non-profit organization in 1995 to help meet the needs of low-income children and families in Hoboken’s public housing community and surrounding neighborhood. Our mission is to equip low-income children and families with the tools and confidence needed to overcome barriers to success in school and to their overall well-being and with skills that will help them thrive throughout life. We believe all people deserve a fair chance at creating a fulfilling life based on selfesteem, self-reliance, personal accountability, and respect for others. The ASCSDC Jubilee Center began its work in a small room within Hoboken’s public housing complex. In 2002, we secured financing for, built, and opened the Jubilee Center- a welcoming, three-floor community center in the public housing neighborhood that has allowed us to expand our programming, increase the number of youth serve and increase operating hours to provide a year-round safe haven for young people. ASCSDC is dedicated to building partnerships with numerous community organizations to coordinate our work and to connect families to a wide range of programs and services. We serve as a resource to local schools and as a bridge between parents and schools to ensure that our students excel. educational community to explore synergies and opportunities for partnership. These discussions will be vital to the strategic planning process. Jubilee partners with numerous organizations including Hoboken Community Garden, Library, True Mentors and Community Lifestyles. Jubilee collaborates with area health programs. We also partner with area businesses including grocery stores and farmers markets to connect our families to healthy food. Jubilee benefits from a diverse group of volunteers from area universities and businesses who support our academic programming. These include Stevens Institute of Technology, New Jersey City University, John Wiley, NJ Cares, the Haykel Group, Book Source, AvePoint, and UBS. The Hoboken Family Alliance, a coalition of families from Hoboken's more prosperous East Side, provides monthly birthday parties for our children to ensure that no child's birthday goes uncelebrated.

ACTS/VIM funding would be used for direct program expenses of our Jubilee Center Children’s Program, which provides three core areas of service for low-income young people: 1) Academic Enrichment Services; 2) Health, Wellness, and Fitness Activities; and 3) Arts and Culture activities. Goals/objectives The Jubilee Center Children’s Program has the following goals for 2017: Goal 1: Provide 100 children with after school and summer academic support activities to support their academic achievement and promote healthy social and emotional development. Goal 2: Provide at least 100 children with health/wellness activities, including 19,000 healthy meals annually to ensure that each child has the nutrition necessary to achieve development and academic milestones. Goal 3: Provide at least 75 children with arts, cultural, and positive recreational activities to promote overall wellness and expose young people to resources to expand their worldview and opportunities available to them. Academic Support. The Jubilee Center’s Academic Support Services are at the forefront of our programming. Professional Program Counselors and volunteers. One-on-one tutoring allows both teachers and children to concentrate on each child’s specific areas of need and to tailor an approach that best suits each child’s learning styles. These small group sessions expose youth to a collaborative learning process that encourages mutual support. Students also have the opportunity to learn about careers in STEM from their tutors studying at Stevens. We also provide computer access via 15 Google ChromeBooks and MacBook Airs. Children are able to work on online school assignments at the Jubilee Center and then resume their work when they are in school. This is an important service because many of our children do not have access to a computer at home.
Health, Wellness, and Fitness. Through our Health, Wellness, and Fitness activities, we encourage our children to lead healthy lives and educate them on the importance of nutritious eating and exercise. In our on-site professional kitchen, and with the help of food donations from area restaurants, we prepare more than 500 healthy meals for children weekly during our summer program. Throughout the school year, every child in our program is provided with a nutritious meal every weekday evening and breakfast, lunch, and dinner during our summer program. Students also have the opportunity to participate in a wide range of physical activities including dance and sports. Minisessions are offered on different topics including “positivity” encouraging youth to understand how positivity can influence their lives as well as that of their community. Jubilee’s overall Health and Wellness program includes a wide array of group fitness activities, cooking classes that emphasize making low-cost and healthy recipes, and trips to farmers’ markets and groceries for demonstrations on how to make healthy choices when purchasing food. Arts and Culture. Arts and cultural programming is provided directly by Jubilee staff through arts and dance workshops, cultural music sessions and art workshops. Each year, Jubilee students produce a concert for Jubilee supporters. This programming is also offered in collaboration with the community’s wealth of museums, plays and concerts. Approximately 75 children participate in Jubilee’s Arts and Culture programs. Summer Programming. During the summer program, approximately 100 children engage in a recreational camp-style program which features activities such as arts and crafts, dance and creative movement classes, performing arts, visits to playgrounds, and outdoor and indoor sports (such as swimming, paddle boarding, kayaking basketball, football, and karate). Youth also in participate in cultural and recreational field trips including the Liberty Science Center, Hoboken Historical Museum, area aquariums and zoos, farmers markets, as well as attend summer concerts. The summer program includes an sleepaway camp trip for 3 nights.

Although these seem like commonplace events for children, those in the public housing neighborhood have few opportunities to participate in field trips and recreational events because of limited resources. Teen Entrepreneurs Program. In 2017, ASCSDC launched a new initiative for youththe Teen Entrepreneurs Program. This eight-week program helps youth develop creative problem-solving skills, understand business planning, business ethics, marketing, and statistics. Guest speakers include area business leaders. At the end of each program, students complete a business plan; the top three plans are awarded seed money to implement their businesses iv. Proposed staffing for the project and their qualifications. (Number of paid full-time staff; number of paid part-time staff; number of volunteers.) Project staffing includes our Program Director who has a master’s Degree in science/Special Education and a BS in elementary education. The program is also supported by the Executive Director and including 8 part-time Program Counselors and Assistants with a range of backgrounds. Several staff are former students at Jubilee who bring with them unique insights into the program and serve as role models for youth in their own community. Each month, at least 10 volunteers work in different aspects of the program. Other staff who support the program include the Grants Manager and Registration Manager. Anticipated project length (if defined) ONGOING What plans do you have for funding this project, both for this granting cycle and in the future? Jubilee has a successful track record of securing revenue from diverse sources. This includes more than $300,000 is grants from private foundations, approximately $200,000 in gifts and matching grant and highly successful fundraising events. In addition, Jubilee’s revenue includes modest program fees, as well. What percentage of the congregation is involved? In what capacities do church members serve? This program provides our congregation with a unique opportunity for members to demonstrate faith in action and participate in community outreach. Four members of the congregation serve as members of our Board of Directors and more than 30 additional members of the congregation have helped with fundraising or with program activities, such as helping with tutoring, financial literacy instruction, and organizing recreational and cultural events holiday parties, and activities for young people. Evaluation. Please explain how you will measure the effectiveness of your activities. Describe your criteria for a successful program and the results you expect to have achieved by the end of the funding period. The Jubilee Center conducts pre/post-tests with students during the summer program to measure learning and retention and to track grade-level achievements. Jubilee also conducts both formal and informal surveys of parents and personnel from other child service organizations regarding our program’s impact. The Jubilee Center gathers data through observations and interviews on program satisfaction and targeted changes in behavior anticipated through various activities and programs. The staff meets groups of Jubilee’s students at their schools each day and walk them to the Jubilee Center. III.
