I

t is a privilege for the South African Local Government Association (SALGA) to serve as the Platinum Sponsor of the 2026 Future of HR Conference, convened under the timely and thought-provoking theme:

“HR Without Boundaries: Connecting Capable People, Performance Enabling Technology and National Progress.” This conference takes place at a defining moment in South Africa’s democratic journey. In 2026, we commemorate three decades of democratic local governance, while SALGA itself celebrates 30 years of organised local government representation. At the same time, South Africa is preparing for the Local Government Elections on 4 November, which will usher in the Seventh Administration of Local Government and a new generation of municipal leadership and governance. Adding to the significance of this moment, Cabinet recently approved the Revised White Paper on Local Government, the first comprehensive review of local government policy since the adoption of the landmark 1998 White Paper. This represents the most significant reform programme in local government in nearly three decades.

FOREWORD:

The White Paper does not abandon developmental local government; rather, it seeks to renew and strengthen it through far-reaching reforms aimed at building municipalities that are ethical, capable, accountable, financially sustainable and able to provide reliable services to communities.


Central to this reform agenda is a simple but profound truth: capable municipalities require capable people. Professionalisation is one of the cornerstones of the White Paper. The reforms ahead will require visionary leaders, astute administrators, skilled practitioners, ethical public servants and strong technical teams capable of navigating an increasingly complex governance environment. It is for this reason that SALGA’s partnership Topco Media and our participation with the Future of HR Conference is both strategic and purposeful. As a memberdriven organisation representing all municipalities, a partner-driven institution that works across government and society, and a data-informed organisation committed to evidence-based support, SALGA understands that people are the single most important enabler of municipal performance. Our mission includes building capable leadership, promoting professionalisation and providing differentiated support that responds to the varying realities and capacities of South Africa’s municipalities. The conference theme resonates strongly with the future of local government. The municipalities we need for tomorrow will not be built through policy alone. They will be built by talented people, empowered by technology, supported by modern institutions and inspired by a commitment to public service. Local government remains the sphere closest to the people and the sphere where development becomes tangible. Every investment, business expansion, infrastructure project and service delivery intervention ultimately

finds expression in a municipality. If local government is to fulfil its catalytic role in economic growth, job creation and community development, it must attract, develop and retain the very best talent available. To those in private-sector HR, this is the clarion call. You are citizens first, stewards of people and capability within South African organisations, and partners in strengthening the institutions on which our economy and society depend. HR as activism requires us to look beyond organisational boundaries and ask how private-sector expertise, innovation and resources can help build public-sector capability. This can take practical form through skills exchanges, secondments, mentorship, shared leadershipdevelopment programmes, graduate pipelines, technology partnerships and support for scarce technical skills. A capable public sector and a competitive private sector are not opposing ambitions; they are mutually reinforcing. South Africa’s global competitiveness depends on both working together to build ethical institutions, productive workplaces and a reliable local-government system that creates the conditions for investment, growth and shared prosperity. As we reflect on the past 30 years and prepare for the next era of local governance, this conference offers an important platform to reimagine how human capital can drive institutional excellence and national progress. BUILDING DREAMS, FINANCING FUTURES THE NHFC WAS ESTABLISHED BY THE NATIONAL DEPARTMENT OF HUMAN SETTLEMENTS IN 1996, WITH A MANDATE TO CREATE HOUSING OPPORTUNITIES THROUGH THE PROVISION OF HOUSING FINANCE THAT IS AFFORDABLE.
