Welcome to the 2026 Public Sector Leaders Summit. On behalf of Topco Media, it is my great pleasure to welcome you to the Public Sector Leaders Summit 2026, here at the beautiful Indaba Hotel and Conference Centre. Following the success of our inaugural Summit last year, we are delighted to bring the Public Sector Leaders community together once again for a day of meaningful conversation, connection, and collaboration. The Summit is an important extension of the Public Sector Leaders platform and our monthly magazine, which has for years provided a trusted space to celebrate excellence, leadership, innovation, and transformation across South Africa’s public sector. What began as a platform for recognising and sharing the stories of those shaping our public service has evolved into a broader community — one that brings together leaders across government, business, academia, and civil society to tackle the opportunities and challenges facing our country. The Public Sector Leaders Summit is about taking those conversations further. It is about moving beyond dialogue towards practical ideas, meaningful partnerships, and solutions that can strengthen institutions and improve the lives of the people we serve.
commitment makes this platform possible. Your support enables us to create a space where leaders can connect across sectors, share knowledge, and work collectively towards a stronger and more capable South Africa. As we look ahead, the role of effective, ethical, and visionary leadership has never been more important. The challenges facing our country are complex, but so too are the opportunities. Addressing them requires collaboration, accountability, innovation, and — most importantly — leaders who are prepared to turn ideas into action. That is what the Public Sector Leaders Summit is ultimately about: bringing the right people into the room to have the right conversations and to help shape the future of our country. To our speakers, sponsors, partners, delegates, and the entire Public Sector Leaders community — thank you for being part of this journey and for investing your time, expertise, and energy in these important conversations. We are delighted to welcome you to the Public Sector Leaders Summit 2026. I hope these 2 days inspire new thinking, meaningful connections, and practical action. Thank you, and I wish you all a successful and impactful Summit.
Today, we are privileged to have an exceptional group of speakers, thought leaders, and public and private sector executives with us. Their experience and insights will contribute to important conversations around leadership, governance, service delivery, innovation, transformation, economic development, and the future of South Africa. We encourage you not only to listen, but to engage — to challenge ideas, share experiences, ask difficult questions, and identify opportunities to collaborate. I would also like to extend our sincere appreciation to our valued sponsors, partners, speakers, exhibitors, and stakeholders whose

The 2nd Annual Public Sector Leaders Summit brought together senior government leaders, policymakers, and private sector partners under the theme “Turning Policy Into Performance, Promises Into Progress.”

Over two days, the conversation consistently returned to one central message: South Africa does not lack policies or plans; it lacks consistent implementation. The gap between what government intends to do and what citizens actually experience was the thread running through every session.

Day 1: Focused on the foundations of delivery, covering ethical leadership, access to transport, infrastructure spending, service delivery, public finance, and the governance of AI in government. Speakers agreed that the challenge is not the availability of money, but the systems, 16 | Public Sector Leaders Summit 2026

Day 2: Shifted to people, institutions,

and the redesign of public institutions Later sessions addressed integrity in
government, SMME procurement, and
the financial sustainability of the publ sector. Across these conversations, a common theme emerged: strong systems and capable people are both essential, and neither can succeed without the other.
Several themes ran throughout the summit. Accountability remains the
missing link, with reforms and funding meaning little without consequences

Dr Nomusa Dube-Ncube REFORMING POST-SCHOOL EDUCATION AND TRAINING FOR A CHANGING WORLD The post-school education and training sector is undergoing a significant reset, shifting towards measurable outcomes, accountability, and system-wide integration. This session explores the government’s reform agenda, including efforts to strengthen vocational training, improve workplacebased learning, and ensure that the education system delivers economic opportunity and social mobility for all South Africans. It asks what it takes to build a system that prepares young people for the future of work and ensures that no one is left behind.

Mkhuleko Hlengwa MOBILITY AS A PUBLIC SERVICE: WHY ACCESS IS ABOUT MORE THAN ROADS In South Africa, access is not just about infrastructure, it is about equality. A commuter in Soweto, a learner in Limpopo, and a worker in a rural Eastern Cape village do not experience mobility the same way. How does the public sector ensure that transport policy and investment prioritise those who have been left behind? This conversation explores access as a core function of a capable state: connecting people to jobs, education, healthcare, and opportunity. What needs to change; in planning, funding, and accountability, to make access a reality for all South Africans, not just those who can afford alternatives?

Dr Makgabo Reginah Mhaule BUILDING AN EDUCATION SYSTEM THAT LEAVES NO LEARNER BEHIND A quality education system is the foundation of a capable, inclusive society. The early years of learning determine a child’s trajectory, yet too many South African learners still fall behind in foundational literacy and numeracy. The Department of Basic Education has made significant progress in strengthening early childhood development, expanding access, and improving the quality of teaching and learning. Hon. Dr Makgabo Reginah Mhaule explores how the government, schools, and communities are working together to build a system that leaves no learner behind.

I had the privilege of contributing as a panellist at the Public Sector Leaders Summit, where we discussed Agriculture and the Just Transition.
One of my strongest reflections from the conversation is that agricultural success is not only an activity that happens on the farm but it affects almost every dimension of a thriving country: food security, population health, employment, economic growth and national resilience. Farming is the foundation, but the sector’s success is shaped across a much broader ecosystem: energy, logistics, processing, packaging, cold storage, retail, insurance, finance and data. This led me to pose a question to the room: If agriculture benefits the entire country, how many industries within its ecosystem are actively contributing to its success? The bigger question is how many of their commercial and community commitments can be felt across the sector that underpins our economic growth? Are renewable-energy providers developing solutions closer to agricultural regions to reduce energy costs? Are we investing in greener cold-storage infrastructure? Could companies direct more of their enterprise, supplier and community-development commitments towards helping emerging farmers become commercially competitive?
Candice Knipe-Tlhotlhalemajoe Director: Corporate Affairs & ESG Speaker
Are green-finance institutions designing funding instruments that recognise the realities of the sector? The Just Transition cannot remain narrowly framed as an energy transition. It must also consider how we build resilient food systems, strengthen agricultural value chains and enable emerging farmers to participate competitively. Agriculture we know begins on the farm, but what we learn is that its success is everyone’s business.
“Reflecting on the Public Sector Leaders Summit 2026 Two days of meaningful conversations, important perspectives and practical insights at the Public Sector Leaders Summit 2026. I am grateful to Topco Media for the invitation to participate as a VIP Speaker and to contribute to the conversation on “Unlocking SMMEs Through Procurement, Partnerships, and Growth.” For me, the Public Sector Leaders Summit reinforced an important reality: inclusive economic growth cannot be achieved through policy alone. It requires functioning ecosystems that connect government, business, entrepreneurs, financiers and other stakeholders around practical pathways to opportunity. The conversations across both days — spanning public-sector leadership, infrastructure, digital transformation, AI, youth development, sustainability, governance and economic inclusion — demonstrated the importance of moving from policy intention to measurable implementation and impact. I was particularly grateful for the opportunity to share the perspective of SMEs and enterprise development, and to engage with leaders working across different parts of South Africa’s economic and public-sector landscape. A sincere thank you to Mwamba Chileshe, Veronique Anderson, Samila Nkohla and the wider Topco Media team for the invitation, hospitality and opportunity to contribute. I leave the Summit encouraged by the calibre of the conversations and, more importantly, by the possibilities that emerge when the public and private sectors genuinely engage with one another.

Our Way to Better Infrastructure?” My contribution centred on a fundamental principle: public investment only creates value when governance enables delivery. I highlighted four non-negotiables for converting infrastructure investment into sustainable public value: Accountability: clear ownership for outcomes, not simply expenditure. Capacity: ensuring institutions have the capability to execute. Lifecycle Governance: planning not only to build infrastructure, but to maintain and sustain it. Integrity: embedding transparency, performance management and

Sunny Sunday. Coffee in hand. And I’m still thinking about that room. A few days ago I walked into the Public Sector Leaders Summit with one question I couldn’t put down, the same one that’s driven Online Varsity College Connect (OVCC) from day one: Does the sector that writes the policy actually see the gap we see on the ground?
“Public Sector Leaders Summit And that’s a wrap! Over the past two days, Boxfusion had the privilege of attending the Public Sector Leaders Summit, connecting with public-sector leaders and engaging in meaningful conversations around innovation, digital transformation and building stronger relationships. A special highlight was seeing our Head of Marketing & Communications, Mpho Hlalele, join the stage as a panellist and contribute her insights to the conversation on the future of the public sector. We’re walking away inspired by the conversations, connections and opportunities ahead. Here’s to smarter solutions, stronger partnerships and a more connected public sector.”
Because here’s the thing everyone agrees on. South Africa isn’t short of talent. We’re short of the bridge between finishing a course and getting to work. And I needed to know whether the people making the decisions were naming that honestly or are they still counting attendance and calling it progress. So I didn’t go to network for the sake of it. I went to listen. To catch which problems get said out loud from a podium, and which ones get muttered in the corridors. By the close of day 1, I had part of my answer. Deputy Minister at Department of Basic Education Hon. Dr Makgabo Reginah Mhaule made the case I’d come hoping to hear: teachers first. Bring AI and coding/Innovation into schools but capacitate the teacher before the tool, and don’t let learners lean on technology at the cost of thinking for themselves. That’s the exact line we build Online Varsity College Connect (OVCC) to. The gap between policy and delivery is real. But hearing it named honestly, from the front of the room? That’s a start. And I left more certain of what we’re building than when I walked in.

“The future of the public sector depends on informed dialogue, responsible innovation and strong collaboration across government, industry and society. LexisNexis South Africa was pleased to participate in the Public Sector Leaders Summit, engaging with leaders and stakeholders on some of the most important issues influencing the future of government, governance, technology and public service delivery. As sponsor of the Networking Lounge, we helped create a space for meaningful connection, knowledge-sharing and conversations around the challenges and opportunities facing the public sector. The programme also saw Kofi Kyei, Sales Director at LexisNexis South Africa, contribute to the panel discussion, “The Algorithmic State: Who Governs AI in Government?”, exploring the increasingly important questions surrounding AI governance, accountability and the responsible use of emerging technology within government. These conversations matter. As digital transformation and AI continue to reshape the public sector, collaboration between government, legal, technology and industry stakeholders will be critical to ensuring innovation translates into stronger governance and better outcomes for the communities they serve. Thank you to the organisers, speakers, delegates and stakeholders who contributed to an insightful and engaging summit.“

BUILDING DREAMS, FINANCING FUTURES THE NHFC WAS ESTABLISHED BY THE NATIONAL DEPARTMENT OF HUMAN SETTLEMENTS IN 1996, WITH A MANDATE TO CREATE HOUSING OPPORTUNITIES THROUGH THE PROVISION OF HOUSING FINANCE THAT IS AFFORDABLE.
This housing finance is delivered through contractors, developers, and micro financiers in urban areas and to provide access to finance for housing development, while mobilising the private sector’s involvement in the facilitation and development of sustainable human settlements. The NHFC is acting as an agency of the National Department of Human Settlements to carry out the First Home Finance grant facilitation project. First Home Finance is targeted towards qualifying beneficiary households and individuals - who are the gap market - that are earning between R 3 501 – R 22 000 per month across South Africa. It is a housing subsidy targeted at first time home owners.

VISION Is for the NHFC to be an apex financing partner of choice within the affordable housing value chain.
MISSION Our aim is to create an enabling environment where there is access to housing finance for low-to middle-income families through strategic partnerships and promoting the sustainability of the human settlements’ ecosystem, using our strategic pillars, which are further described as follows: • To maximise the development impact • To transform the Human Settlements sector • To achieve sustainability, and • Additionally, contribute that is beyond what is available or provides that is otherwise absent from the market.
