Welcome to the 2026 Public Sector Leaders Summit. Following the success of our inaugural summit, this year’s gathering builds on Topco Media’s longstanding commitment to recognising excellence, encouraging thought leadership, and creating meaningful conversations through the Public Sector Leaders magazine and community. The theme of this year’s summit, “Turning Policy Into Performance, Promises Into Progress,” speaks directly to the moment in which we find ourselves. South Africa does not lack ambition, policy, or ideas. Our shared challenge is to translate these into measurable outcomes that improve the daily lives of citizens and strengthen confidence in the institutions that serve them. Over the course of the summit, public and private sector leaders will engage with some of the most pressing questions facing our nation. These include rebuilding public trust, strengthening ethical leadership, improving infrastructure and service delivery, preparing young people for meaningful participation in the economy, and designing public institutions that can respond to a changing society. We will also explore the responsible use of artificial intelligence in government, the future of public sector finance, accessible housing finance, the role of procurement in unlocking SMME growth, and the importance of agriculture and a just transition in building a greener, more inclusive economy. These discussions remind us that effective leadership is not measured only by the plans we develop, but by the value we create for people. We are honoured to bring together an inspiring group of leaders, ministers, public servants, academics, business

BUILDING DREAMS, FINANCING FUTURES THE NHFC WAS ESTABLISHED BY THE NATIONAL DEPARTMENT OF HUMAN SETTLEMENTS IN 1996, WITH A MANDATE TO CREATE HOUSING OPPORTUNITIES THROUGH THE PROVISION OF HOUSING FINANCE THAT IS AFFORDABLE.

This housing finance is delivered through contractors, developers, and micro financiers in urban areas and to provide access to finance for housing development, while mobilising the private sector’s involvement in the facilitation and development of sustainable human settlements. The NHFC is acting as an agency of the National Department of Human Settlements to carry out the First Home Finance grant facilitation project. First Home Finance is targeted towards qualifying beneficiary households and individuals - who are the gap market - that are earning between R 3 501 – R 22 000 per month across South Africa. It is a housing subsidy targeted at first time home owners.

SHAPING SPATIAL CONDITIONS FOR SUSTAINABLE DEVELOPMENT

Established in 1999, The Municipal Demarcation Board (MDB), is an independent authority that derives its mandate from the Municipal Demarcation Act (Act No. 27 of 1998) and Municipal Structures Act (Act No. 117 of 1998). The MDB is mandated to; • Determine and re-determine Municipal Boundaries • Delimit ward boundaries for Local Government Elections • Conduct Municipal Capacity Assessments; and • Provide advisory services on related local Government matters.

THE MDB FINALISED WARDS FOR 2026 LOCAL GOVERNMENT ELECTIONS The Municipal Demarcation Board (MDB) has finalised a total of 4,488 wards for the 2026 Local Government Elections (LGE). The #KnowYourWards App is an interactive web-map application designed to help you navigate and explore the new wards for the 2026 LGE.
