Construction projects at Westfield Parks are paving the way for new trails, a pickleball complex and ADA-accessible accommodations for kayaking.

Last June, Simon Moon Park at 3044 E. 171st St., near the Westfield City Services Center, completed Phase 1 of its twophase, $8.3M project for additions and renovations to expand the park from 5.85 acres to more than 25. Phase 1 concluded with a reshaped pond, a kayak rental station, several boardwalks and added trails, a bridge, a redesigned sledding hill and an expanded and reconfigured parking lot.

Construction on Phase 2 started at the end of last year, with an estimated completion date by the end of May this year, according to Westfield Parks and Recreation Director Christopher McConnell.

“We’ll add an additional shelter and completely replace the playground with a very unique, really cool playground for the community,” McConnell says. “It’ll be

a one of a kind. We will add a canoe and kayak launch pier that will also have an ADA launch on it, so those people who have accessibility challenges can get down to the end of the launch and can get a kayak and actually crank themselves down into the water.”

Furthermore, there will be one more entry boardwalk added on the northwest corner of the pond, and an outdoor educational facility along the pond’s edge will allow for more activities, programs and special speakers, McConnell notes.

During the pandemic five years ago, pickleball exploded in popularity. The sport could easily be played with social distancing rules while helping to combat loneliness.

The demand for new pickleball courts has picked up dramatically in developing suburbs like Westfield.

“Our community is growing so fast we can’t seem to keep up in neighborhoods with pickleball,” McConnell says.

After a conversation with Westfield Mayor Scott Willis, McConnell began searching for a home for a new pickleball complex that could retain up to 14 courts with a budget of $1.8M. “Through this process we are working with the newly formed Westfield Pickleball Association, and they are working diligently to help offset the cost of this,” McConnell says. “They’re going to do a capital campaign and try to raise some additional dollars so we can build all 14 of those courts.”

Indianapolis consulting and engineering firm V3 has been chosen to design the complex at Freedom Trail Park, 500 Deer Walk Trace, with a projected completion date by the end of fall this year.

“V3 does a wonderful job, and they also understand the expedience with which we want to get this done, so they are very aware of that and are working diligently to make sure that we can keep on this timeframe and get it done relatively quickly,” he adds.

V3 will also begin construction, tentatively scheduled for this summer, on an 825-squarefoot building that will house restrooms in Freedom Trail Park. The building, with a $660,000 to $800,000 budget, will have men’s and women’s restrooms, with the potential to add a family restroom. The restrooms are anticipated to be completed by next year.

Last year, Westfield Parks, along with Westfield Green, introduced a cooperative program with Hamilton County Invasives Partnership to remove invasive species like bush honeysuckle and Bradford pears from campsites. The program returns this year.

Service projects for volunteer groups such as alumni associations and local Scouts will also resume for trash collection and invasive control in parks and trails.

For the second consecutive year, AdoptA-Road, a service program for community groups or HOAs to clean a specific section

of a road, returns. In addition, Adopt-A-Trail welcomes those available for trash pickup and clearing branches along an area of a trail.

Interested groups or individuals are asked to commit to four times a year for both opportunities.

A few popular programs that will return to Grand Junction Plaza and Cool Creek Park in 2026 include Creek Stomp, Workout Wednesday and Nature Walks. Movies in the Park and the Kids Summer Series will also resume this summer, and Jams of the Junction will feature six concerts this year.

The Winter Market begins Jan. 17 and runs through March at West Fork Whiskey Co., while the Summer Market will start the first Thursday in May at Grand Junction Plaza, running through September.

“As always, we’re working diligently to bring Westfield Parks and Recreation to a level that can better accommodate all the expectations of our wonderful residents,” McConnell says.

As the fastest-growing city in Indiana and the sixth-fastest-growing city in the country, Westfield Mayor Scott Willis and his administration have significant development and infrastructure improvements on the horizon to help secure Westfield’s continued growth and success.

“2026 is going to be a year with major change,” Mayor Willis says.

“For many years, we didn’t keep up with the growth, especially on the infrastructure side,” adds Mayor Willis, acknowledging that his biggest challenge heading into the new year will be catching up to ensure infrastructure improvements can sustain the city’s rapid growth while continuing to invest economically in Westfield’s future. “It’s a three-headed monster that we’re navigating, and that certainly will remain a challenge in 2026.”

Westfield is working to address these challenges, and in 2026 the city will put several initiatives into action, including new road improvement projects, downtown revitalization efforts, parks and trail system 10 | January 2026 | TownePost.com

upgrades, continued economic development across the city, and expansion around Grand Park, including Ed Carpenter Racing constructing its new race headquarters.

Park and Poplar redevelopment, along with a streetscape project on Park Street that will help lay the foundation for a vibrant downtown.

“The challenge for me is always how you keep up with the growth, how you invest in the future of the city, and how you do it while keeping taxes low and putting as much money back into taxpayers’ pockets as possible,” Mayor Willis says. “That’s a challenge that never goes away for a mayor, but it gets compounded when you see the kind of growth we have in Westfield.”

“I want downtown Westfield to be a gathering area for our residents,” Mayor Willis adds. “That’s the missing link in Westfield in my mind right now. We have wonderful schools and great neighborhoods, but we don’t really have a downtown area.

I’m hoping that once it’s all said and done, we have a place where you can park your car, walk around downtown, shop, eat, be entertained and enjoy what downtown has to offer.”

In 2026, Westfield will also improve public safety with the opening of Fire Station 84, which will include a public museum, along with construction beginning on Station 85 and the new Westfield Police Department headquarters near Grand Park, which is scheduled to open in 2027.

Grand Park remains a major tourism driver for Westfield, and creating an entertainment district around the facility is a key priority.

“Grand Park has real peaks and valleys of usage, and our goal is to level that out by attracting more restaurants and family A major focus for the city is creating walkability and establishing a true downtown entertainment,” Willis says. “Most of our residents have kids at Grand Park on the district. Mayor Willis is also hoping to add a winter component to Grand Park by constructing a multi-sheet ice complex for hockey, curling and figure skating.

“Our hope is that next year we will approve and kick off a project to add that winter tourism component to Grand Park,” Mayor Willis says. “If it’s on ice and it’s a winter sport, we want Grand Park to offer it.”

“We understand that a central part of community is gathering and having opportunities for people to connect and feel like they’re part of something beyond their home and neighborhood,” Mayor Willis says.

“We want to create exciting opportunities for people to get together, celebrate and interact with their neighbors.”

In 2026, Westfield will expand its park and trail system by enhancing existing trails and adding amenities at Freedom Park and Simon Moon Park.

Park improvements planned for the new year include a permanent restroom facility and eight pickleball courts at Freedom Park.

Phase two of Simon Moon Park is expected to conclude next spring or summer with the completion of an outdoor pavilion and a new playground.

Under Mayor Willis’ leadership, Westfield has much to look forward to in the year ahead.

With significant activity planned downtown and around Grand Park, 2026 is shaping up to be a year of promise and prosperity for the city.

“We’ll be improving some existing trails and adding new ones,” Mayor Willis says.

“Now that the golf cart ordinance has been approved, we’re looking to connect some dead ends in our trail system to expand walkability for golf carts, bikes and other modes of transportation.”

CASH BALLARD WESTFIELD STUDENT CASH BALLARD HONORED WITH PRESTIGIOUS MENTAL ATTITUDE AWARD On a night designed to celebrate excellence in Indiana high school athletics, one name stood out not just for performance on the field, but for character lived out every day: Cash Ballard of Westfield High School.

Ballard was recently named the recipient of the IHSAA Phil N. Eskew Mental Attitude Award for Class 6A football, one of the state’s highest honors recognizing a senior student-athlete who exemplifies mental attitude, scholarship, leadership and athletic ability across his high school career. While trophies and championships often define success in sports, this award tells a deeper story about integrity, resilience and service.

“Cash is a model student-athlete who epitomizes what hard work, dedication and belief can do to maximize one’s potential as an athlete,” says Andy Tebbe, athletic director at Westfield High School. “It has been a joy seeing Cash not only grow into an elite student and an elite athlete, but also an elite leader at WHS.” That leadership has been evident in every aspect of Cash’s high school experience.

Academically, he ranks among the top students in his class, challenging himself through Advanced Placement and dualcredit coursework. His excellence in the 12 | January 2026 | TownePost.com

classroom earned recognition from the Westfield Washington Schools Board of Trustees at their annual Evening of Excellence Awards. Teachers consistently note his positive presence and meaningful classroom contributions.

Athletically, Cash’s journey is one of perseverance. A multi-sport athlete who has competed in football, baseball and golf, he ultimately became a varsity starting center for the Rocks football program through relentless offseason work and

mental fortitude. He battled through multiple injuries during his career, yet never wavered in his commitment to his teammates or the mission of the program.

That mindset led to his election as a senior captain and a key member of the Football Leadership Council.

“Our staff is extremely grateful for Cash Ballard’s leadership and commitment to continuing to build into our Rocks football family,” says Josh Miracle, head football coach at Westfield High School.

“Aside from winning the Phil N. Eskew Mental Attitude Award, Cash served as a team captain, was a pivotal member of the leadership council, and excelled on the field as our team’s starting center. Cash certainly embodies our Outwork and Outlove culture.”

Yet it is perhaps beyond competition where Cash’s impact is most profound.

His high school career reflects a consistent commitment to service and lifting others. He has coached youth through Rock School Athletic Development and football camps, mentored incoming freshmen as a senior mentor, and led programs for elementary students at Oak Trace Elementary. His compassion extends further through his work with Robbie’s Hope, advocating for teen suicide awareness and prevention, and his leadership in organizing book donations for Indiana foster youth through the Department of Child Services. He has also volunteered with Hands of Hope,

supporting adoption and orphan care initiatives.

In recommending Cash for the award, WHS Assistant Principal Denver Wade captured the heart of his influence, writing that, “Cash loves Westfield football and has excelled as a student-athlete. However, it is Cash’s greater sense of community and love of service that makes him a beacon of leadership both within the program and across our school.”

In that sense, this award is more than an individual honor. It is a reflection of Westfield’s values and a reminder that sometimes, the greatest victories have nothing to do with the final score.

Cash’s achievements also include being a member of Westfield’s state championship boys golf team, and his future remains just as promising. Currently deciding between Stanford University and Yale University, he plans to study finance and accounting.

The Phil N. Eskew Mental Attitude Award is named for a former IHSAA commissioner who believed athletics should build character as much as champions. In honoring Cash Ballard,

Westfield is entering a pivotal moment in its growth, and Director of Economic Development Jenell Fairman is at the center of that momentum. Tasked with translating the mayor’s vision into action, Fairman is helping shape new districts, guide redevelopment plans and prepare the city for its upcoming transition to second-class status.

The mayor of Westfield previously announced a restructuring of city leadership, effective January 2026, to align Westfield for its transition to a second-class city within two years.

“The restructuring will support the delivery of the downtown redevelopment plan and the upcoming release of the new comprehensive plan for the city through a more unified leadership approach to “[I’m] establishing an experience district development,” Fairman says. “[Our] in our downtown intended to attract commercial and residential development, an economic development and community entertainment district at Grand Park, and an development departments now report to a entrepreneurial environment to support the single executive chief, ensuring that goals and objectives are aligned to efficiently growth of our community,” Fairman says.

According to Fairman, the downtown redevelopment serves as a vision for downtown but is not tied to land acquisition or construction timelines.

“The plan communicates the massing, infrastructure, character and amenities envisioned in the downtown area, for developers and landowners to use as a guide,” Fairman says. “There is no intent for the City of Westfield to displace any existing businesses or residents to implement the plan on a specific timeline.”

Fairman says that establishing a vision for the entire downtown better supports existing businesses and residents through communication of the long-term plan.

“Establishing clarity around the interaction with the Midland Trace Trail, Cook Creek, Grand Junction and other natural amenities will allow existing stakeholders to determine whether they want to stay in place, sell to a developer, or be incorporated into a new development as a partner, investor or tenant,” Fairman says. “As portions of the plan are implemented, additional public parking will be made available, new shops and restaurants will bring more activity into

the area, and more residents and workers will become patrons of our local businesses.”

The Grand Park District — “A Place for People Who Love Sports” — is a mixed-use entertainment district that will combine sport and active lifestyle experiences for visitors and residents alike.

“ECR (Ed Carpenter Racing) has announced its headquarters and engineering shop as the first privately owned building in the district, including a fan experience to encourage interest in auto racing,” Fairman says. “Two mixed-use buildings with apartments and retail are planned

by Keystone Group in their first phase of development, to be followed by a fullservice hotel, sports tech incubator, linear park and soccer stadium.”

Additionally, the southern portion of the district will be anchored by an ice hockey facility, which Westfield expects to choose an operator-developer team to build in early 2026. The southern area of Grand Park District will also include a new pond with an urban beach, park areas and a canal under Grand Park Boulevard for boating.

With 25 years of experience in the hospitality industry and as a member of the Guild of Master Sommeliers, Joshua Ratliff is using that knowledge to create a one-of-a-kind guest experience in the heart of Westfield.

“I want to make pizza and cocktails into an experience. When there is that tough choice of what are we going to do for dinner tonight, BlackSheep Craft Pizza and Cocktails wants to be that option of a familiar favorite place to go,” says Ratliff, the director of hospitality of BlackSheep Craft Pizza and Cocktails.

The BlackSheep menu is a collection of comfortable favorites like garlic bread and pizza with a classic, upscale twist, while the dining room offers a sophisticated and elegant aesthetic. The space also includes a private gathering area that can be utilized for large groups, events and business lunches.

“Everything centers around our 825-degree Italian pizza oven, creating a unique wood-fired flavor,” Ratliff says.

BlackSheep Craft Pizza and Cocktails is now open and ready to create a new luxury dining experience in Westfield. Situated in Westfield’s flourishing downtown district at Grand Junction Plaza on Jersey Street, BlackSheep aims to solidify itself as a community anchor, creating a cozy dining atmosphere while serving uniquely styled craft pizza and cocktails and positioning itself as Westfield’s new favorite spot.

BlackSheep excels in creating scratch-made Neapolitan pizzas and handmade sandwiches called piadinas, which are baked fresh to order. Salads are prepared with the freshest ingredients, and entrees including truffled ribeye steaks, salmon and smoked Duroc pork chops are cooked on cast-iron skillets in the Italian pizza oven. The menu also features a kids section with cheese pizza and buttered pasta options. BlackSheep takes pride in providing gluten-free options and will make accommodations for dietary, allergy or gluten restrictions.

“I think the art is really combining classy with comfy,” Ratliff says.

pizza — the pizza that you’ve never seen anywhere else. We really celebrate being that ‘black sheep’ and being different in everything we do,” Ratliff says.

BlackSheep expertly crafts Neapolitan-style pizzas, a unique type of pizza derived from 18thcentury Naples that features a 12-inch pizza with a thick, puffy-edged crust that chars just right when cooked at 800 degrees. BlackSheep offers signature Neapolitan pizzas made with either red sauce, “Rosso,” or white sauce, “Bianca,” along with a create-your-own option called “Pizzavant.” Seasonally, the menu will refresh with the addition of new items.

BlackSheep also offers an award-winning pizza, the Etna, made with mozzarella, garlic oil, pistachios, honey, orange zest, sesame seeds and ricotta cheese. For adults, BlackSheep serves handcrafted signature cocktails, craft beer and an all-Italian curated wine list designed to highlight the flavors of the food.

BlackSheep aims to create an elevated luxury experience at an affordable price, where guests can appreciate the meal and feel the price paid reflects its value.

“There’s a lot of places you go out to eat where families don’t know if they can take their family because it’s kind of too nice or too expensive, but we want people, when they get the bill, to think, ‘Hey, that’s pretty good value for what we’re paying,’” Ratliff says. “We piloted the BlackSheep idea in downtown Columbus, Indiana, where they are redeveloping their downtown, and it was a good fit. We were able to take everything that’s working there and apply it here. BlackSheep is designed to be a place you go in your neighborhood for an experience — that spot you want to take people when you have visitors. We want to be involved in the community. One of my guiding principles is to make neighborhoods lovable and livable. We want BlackSheep to be a reason to love your neighborhood.”

BlackSheep is open seven days a week, with lunch and dinner service Monday through Thursday from 11 a.m. to 9 p.m., Friday and Saturday from 11 a.m. to 11 p.m., and Sunday from 11 a.m. to 8 p.m.
