TAKING POINT INDIANA’S ONLY FEMALE STREET COMMISSIONER
Johnson has worked for the city since 1991. She’s held two secretarial jobs prior to being appointed street commissioner in November 2011.
keeping Noblesville’s streets safe for our citizens. The street department also does a great job all year long while probably being shorthanded on personnel.”
“When a position came open at the street department for a secretary, I thought I’m going to give that a try,” Johnson said. “I just really enjoy working with the public. I really enjoy the fact that every day is different for us. No two days are exactly the same.”
Another said, “2014: the year of one of the most severe winters in history. Patty guided the street department and made Noblesville’s response to the storms one that was exemplary, better than surrounding communities, the county and the state.”
In the winter, this is an understatement. She says you never know when snow is going to hit; it’s often just waiting for the other shoe to drop.
The third said, “With all the snow we had last year, she did a good job of managing to keep her costs in line. The street department kept our roads clean in record time.”
She laughs recalling this request and says it just comes with the territory. Johnson understands what it’s like to be outnumbered by men.
The 2013 winter months that lasted long into 2014 challenged the street department. The weather brought some of the most severe conditions in city history.
Receiving the award came as a complete surprise, and Johnson says that her department couldn’t have been more excited.
“I grew up in a family of all boys,” Johnson said. “So maybe I’m a little bit of a tomboy, but this kind of stuff really interests me.”
Johnson and her team powered through; she received the Stake in the Ground Award in 2014. The Noblesville Common Council hands this award out annually to a department director that has shown a resilient dedication to serving the community.
“It really helps morale to have them know that they have been acknowledged, even if they weren’t actually the one that the award was given directly to,” Johnson said.
She was anonymously nominated by three different council members, all speaking with insistence that she was the obvious choice for the award:
“I am blessed to have such a great group of people to work with,” Johnson said. “We have a wonderful team, and everybody works together and tries to look out for the residents. We are very fortunate in that respect.”
Writer / Samantha Stutsman Photographer / Brian Brosmer
It’s not anywhere near a woman’s world in the Noblesville Street Department, but Patty Johnson is fairing pretty well for herself. To this day, she is one of the only female street commissioners in the state of Indiana. “I have not had any issues with my staff,” Johnson said. “They have all been very welcoming, and I think they respect me. Occasionally, I’ll get a caller, and they’ll want to talk to the man that runs the department.”
The kind of stuff she’s talking about is street cleaning, repairing potholes, leaf collection, snow removal, mosquito control, maintaining public street signs and beyond. “I primarily deal with our budget, employees and any residential concerns,” Johnson said. “I determine what kind of equipment we’re going to buy and make sure we’re meeting safety requirements.”
One said, “After last year’s winter, the street department went above and beyond with
The award may be displayed in her office, but she takes very little credit for it.

THE NEW SAT AND WHAT YOU NEED TO KNOW WHY WAIT ANOTHER Beat theMAKE Fall Rush SUMMER? YOUR & Make your Backyard DREAMS REALITY! DreamsA a Reality
Writer / Janelle Morrison Photographer / JJ Kaplan
The agony of taking the SAT® is a rather distant memory for some. Unfortunately for the Class of 2017, the preparation for the new SAT format may be even more daunting, and how university admissions offices nationwide will value the scores is still rather ambiguous. The College Board announced in March 2014 that it was redesigning the SAT. It released an initial 211-page overview that is a work in progress. The redesigned SAT will place greater emphasis on reasoning, analyzing data and critical thinking. The test will incorporate a “rights-only” scoring in which a student will earn points for correct answers with no penalty for incorrect answers. The current SAT penalizes the student 1/4 point for each incorrect answer. The new SAT will have two math sections, one calculator section and one no-calculator section, and will have an emphasis on evidence-based reading and writing as opposed to the current critical reading, writing, math and essay sections, to name just a few of the format changes.

Kurt Spitler, owner and executive director of the Huntington Center, located in Carmel, is prepping students for the current SAT format for this fall while preparing parents and students for the new SAT that will take effect in March of 2016. “If you are a senior in high school now, the changes in the SAT won’t affect you,” Spitler explained. “If you are a junior in the 2014-2015 school year, the current SAT is available only through January 2016 of your senior year. However, for sophomores, you have three options. You can either prepare to take the current SAT this fall in October, November, December or January; secondly, prepare for the ACT only; or your third option is to be the ‘guinea pig’ and wait to take the new SAT in March. “Now if your child wants to get into the IU Kelley School of Business, a nationally renowned business school, you can go on their website, and it will tell you what GPA, SAT or ACT score you currently need to get direct admittance into their school, though there is nothing on their website that tells you what score you will need with the new SAT.
“A perfect SAT score is currently 2400, and it is going down to 1600, the way that it used to be in 2005. I have contacted many universities and asked if they will still superscore the old SAT and for how long. I have also inquired about what are they planning to do for the new SAT, and the response is yes, they plan to superscore the old SAT, but regarding the new SAT, they ‘don’t know.’”
It is unknown at this point how the universities are going to emphasize or value the new SAT when they are looking at seats available for that coming year. By this July, Spitler and his instructors will have all new curricula to prepare students for the spring SAT and the October PSAT that will both be in administered in the new format.

the Huntington Learning Center in Carmel, Indiana. TownePost.com / JUNE 2015 / TOWNEPOST NETWORK
Currently 95 percent of the schools throughout the U.S. superscore the SAT. They take the best critical reading, math and writing scores from multiple SATs of an individual student and then extract these best scores into one superscore. “They’re not going to be able to superscore the new SAT with the old one,” Spitler emphasized. “They haven’t alerted us
as to when they’re going to stop. Last year, Michigan and Ohio State stopped superscoring because of what was coming up in 2016. How many other Big Ten schools are going to follow?” The instructors at Huntington Learning Center are ahead of the curve and are preparing students for the changes while continuing to prepare the students who are

able to take the old SAT before March. So why is SAT changing? “SAT and ACT are competing organizations,” Spitler said. “The ACT has become more prevalent among students looking at higher education options. Typically what we do when a student comes in to our facility, we will give them a practice SAT test and a practice ACT. The ‘practice’ ACT is a retired real test used and not a Huntington test. “We will compare those two tests on a national basis and see where they are starting out higher. Some students will be about equal, and some will see a huge delta with one test over the other. Both the SAT and ACT are approved by the universities, and 99 percent of them, including Ivy League schools, accept both.” The Huntington system has become a proven method of tutoring and preparation because each program is based upon the individual student. Dr. Raymond and Eileen Huntington in New Jersey founded it in 1977. Spitler purchased the Carmel franchise threeand-a-half years ago from its original owner, and their location has been operating for 11 years. “The Huntington system is amazing, and it’s all in how we do it,” Spitler expressed. “Everything that we do here is individualized, and we focus on each student. We are not a crutch, and we are not here to help a student with their homework. Our purpose is to increase their skill sets. If we increase their skill sets, their confidence is going to go up, and if they are confident, they are going to be more motivated.”

LENDING A NEIGHBORLY HAND Writer / Kara Reibel Photographer / Brian Brosmer
HAND invests in neighborhoods, provides housing solutions and builds partnerships to improve lives and build community in Hamilton County. Community leaders from across Hamilton County gathered for the Hamilton County Area Neighborhood Development (HAND) annual meeting. Special keynote speaker Lt. Gov. Sue Ellspermann addressed the progress and commitment of those gathered for the betterment of area neighborhoods, emphasizing that those communities that focus regionally have a higher rate of success. The lieutenant governor oversees the Indiana Housing and Community Development Authority. “We are a convening entity, not experts,” says Nate Lichti, executive director of HAND. “We are the facilitators bringing together the right people to improve our community.” Through partnerships with developers and nonprofits, such as Meyer Najem and the Legacy Fund, HAND orchestrates several projects in our immediate area.
Grocery Store, and HAND only felt it appropriate to honor the name. Through programs like Neighborhoods NOW and Helping Hand, communities come together to strengthen as a whole. “It’s with these programs that smarter and better housing developments are possible,” says Ellspermann. With the City of Fishers, the redevelopment is on a different scale. “Many times, we are looking at fixing a broken or neglected area,” says Lichti. ”With redevelopment in Hamilton County, it is more aspirational to improve lives and build a community in a growing, thriving place.” Keep Fishers Beautiful came to be as a result of tighter code enforcement led by our Community Development Department. While ensuring properties throughout Fishers meet regulations, the City of Fishers sought out opportunities to support residents and assist them in addressing any code violations.
Lichti spoke of a recent project in downtown Noblesville in partnership with several other groups, including Meyer Najem, in rehabilitating the Roper Capstone “We had the idea to do a ‘work day’ in building near the square in the Historic one of our neighborhoods, performing District. beautification projects like landscaping and planting flowers,” says Aaron Head, “The Roper Capstone is the third building Associate Planner of the Community and the last of the unoccupied vacant Development Department with the City of buildings on our block,” says Lichti, Fishers. “HAND gave us the seed money to resulting in the addition of six apartments. make it possible.” “This adds affordable housing at a convenient location.” The event is a community initiative The Roper Capstone building is historically that sparks pride within residents and collaboration between city officials to keep significant due to being the location of the property values high in some of our oldest first African American-owned business in neighborhoods. HAND was incredibly supportive of Keep Fishers Beautiful and has helped the initiative become self-sustaining as they look toward the future. As that partnership has evolved, the City of Fishers has been able to expand further partnership opportunities to include local Fishers businesses. The 2015 event was sponsored in part by Haven, a local company that targets homeowners along with many other participating community partners. Working with older Fishers neighborhoods who may or may not have an HOA, the organized work day with Keep Fishers Beautiful brings in dumpsters and helps clear branches, cut down trees and gets the entire community involved in the clean up effort. “We go door to door, connecting with the neighborhood at a grassroots level and facilitating a dialogue with the City that provides a meaningful connection,” says Head. “Events like this builds a stronger community.” Lichti found a T-shirt in a thrift shop that reads, “Love Thy Neighborhood.” “It reminds me of exactly why all of us do what we do. We love our community, and it’s this love and the love of one another that provides the foundation for helping others get a leg up,” shares Lichti. Vintage Guitar Shop Rocks Writer / Kara Reibel Photographer / Brian Brosmer
Center Stage Vintage Guitars owner Kevin Heffernan has been in about 10 bands including The Rockaholics and opened for the Stray Cats. He has sold vintage guitars to famous musicians and famous collectors, but he’s mostly known for his restoration and repair work. Every guitar, string instrument and piece of memorabilia in the shop has a story, and Heffernan is readily available to enlighten you. Center Stage is filled with retro pieces. It is a
guitar player’s paradise. The layout of the shop lends itself to impromptu concerts, and he has two dogs that are his constant companions. Prior to opening his shop along 10th Street, Heffernan ran his business out of his basement. His website was getting over 150,000 hits per month, and he had more business than he knew what to do with. “It’s great having a storefront where people can just walk in,” says Heffernan, who started his business after a life-changing event. In yoga, there are postures called “heart openers,” and
in 2005, Heffernan experienced a literal heart opener resulting in open heart surgery. “It changed my life,” says Heffernan. “I had an epiphany to do the guitar and repair shop full-time.” Technically, Heffernan is a luthier, but upon closer inspection, he is an artist. There are repurposed parts and pieces that only someone with immense creativity could dream possible. With his guitar repair designation, he finds himself tinkering and repairing more than just guitars. Any string instrument is fair game.

Fortunately for Heffernan, the best female mandolin player in the world, Andra Faye, lives in Rocky Ripple in Indianapolis.
Custom builds, modifications and restoration are his specialty, so if you have an old guitar or any other string instrument and want to know the possibilities, share it with Heffernan. He’s done work for Lyle Lovett, Carrie Underwood, Saturday Night Live, Zac Brown, Sara Bareilles and Nashville’s Marty Stuart.

Word is out on Heffernan’s abilities. The small networking community of musicians praise his work backstage, which is the best means of advertising he could hope for. The small, unassuming shop on the corner of 10th and Plum Street is a go-to for visiting musicians and a destination for many.
A month ago, Heffernan and his wife, who is a nurse at The Spine Center in Carmel, were on the beach in Florida. Heffernan always travels with his mandolin, his favorite, and of course, it is a custom-made piece by yours truly.
Center Stage Vintage Guitars is located at 998 S. 10th St., just south of downtown Noblesville. Visit CenterStageVintageGuitars.com.
“We were laying on the beach, and I said to my wife, ‘That’s Sam Bush, the best mandolin player in the world,’ and she said, ‘No, it isn’t.’ and I replied, ‘If he stops when I say his name, it’s him,’” says Heffernan. It was Sam Bush.
Donate your gently used or severely used guitars, violins and any other string instrument to Vintage Guitar, and Heffernan will refurbish them and donate to kids in need!
“All sorts of characters walk through the doors,” says Heffernan. “Many of them turn out to be famous or play with famous people.” The

MORE THAN SUMMER READING PROGRAMS THE FISHERS AND NOBLESVILLE LIBRARIES CELEBRATE SUMMER! during their summer break,” says Cheryl Jurgens, Community Relations and Marketing Manager of HEPL.
Writer / Kara Reibel
Ideas live here. This is part of the new branding that the Hamilton East Public Libraries (HEPL) is now promoting. In addition to ideas, what also lives here are discoveries, innovation and connections. And thanks to a new website, the online content, databases and information about library events are now easier than ever to access because fun summer events live here too. “Every Hero Has a Story” is the theme of the summer reading program. From June 1 through July 31, all ages are welcome to participate and are eligible for prizes. Participation is truly open for all ages, including infants, children, teens and adults. “With school out for the summer and with the summers being shortened for kids, we get geared up with a full calendar of events
A few of these include: • Designing graphic art and comics ( July 9 and 15 at the Noblesville Library) • The Science of Superman ( July 2 at the Fishers Library and July 13 at the Noblesville Library) with Professor Steve (who does everything Superman can do, learn the science behind it) • The Magic of Books with magician Marcus Layman (he uses his magic charm to amuse and delight June 15 at Noblesville Library) • Super Hero Finale on July 31 to wrap up the summer reading program with hometown heroes (each library will have their own celebration that day). There are special programs daily for toddlers, adults and teens. There are bunny hops, story times, Percy Jackson After Hours Camps, math clubs, teen art, fly fishing and many, many more scheduled activities on the HEPL docket. “We have several annual events that are popular, such as Star Wars Days, leading up to May 4, and in October, we have Octoboo and Booktober Fest, our local author fair,” says Jurgens. On July 9, Abraham Lincoln biographer Dr. Brian R. Dirck will be a guest speaker. Dirck has written several books on President Lincoln to high acclaim. “Besides our busy events calendar, we
have lots of nice changes going on,” says Jurgens. “Of course our website is a big one, and it is now mobile-friendly, so its fully accessible on any device. We have gotten lots of positive feedback on it. We are also looking at ways to adapt our current spaces to accommodate how kids study and people use the libraries.” The new and improved website was launched in April during National Library Week.
