Councilor Jocelyn Vare raised concerns that the city’s debt load has nearly doubled in two years, and asked how much property owners would be assessed when Barrett Law road improvements are financed. Controller Lisa Bradford responded that the city has received bids on the road construction work, but will not know the amounts businesses will be paying along those roads until the financing is complete, which should happen in the coming months. The HSE school board gave final approval to the $300.6 million 2024 spending plan October 25, on a vote of 5-2. Board Member Tiffany Pascoe cited several reasons for her “no” vote. In January of 2022, Ryan Taylor bid farewell to HSE schools, retiring after years of service to the district. He entered the private sector. However, it appears Taylor couldn’t resist a return to public education. The HSE school board formally approved his appointment October 11 as the new executive director of staff and student services, essentially the same job he had when retiring in 2022.

MONTHLY HIGHLIGHTS Expanded 2024 Neighborhood Vibrancy Grants Now Open

Applications for the 2024 City of Fishers Neighborhood Vibrancy Grant Program are now open to provide funding for creative and innovative neighborhood projects. Homeowners’ associations or neighborhood groups can submit applications at fishers.in.us/Grants. Applications are accepted on a rolling basis with funds distributed quarterly. Deadlines to apply for the 2024 grant are January 31, April 30, July 31 and October 31. Next year's grant's allocation will see a significant jump from $100k in previous years to $750k for 2024. The City of Fishers will now also fund 80% of the project cost up to $25,000, requiring participants to contribute just 20% of the total and marking a substantial shift from the previous 50/50 split of funding. Its impact is significant but will continue to be limited until the group can dive into the work full time. He notes that resources are limited. “If you are someone or if you know someone who has a heart for this work and capacity to come alongside us, we’d love to have those conversations,” Fussell says. “This would expedite and scale our ability to ‘make Shift happen,’ resulting in struggling, confused or growth-minded families having greater access to trajectory-changing resources that can strengthen family relationships, develop the inner wealth of their young people, and make our community a stronger, healthier one in the process.” For more information, visit shiftinitiative.org.

HSE Schools works to create a unified vision and strategic plan for continued academic excellence.

Have you ever imagined what education could look like if you had the opportunity to decide what knowledge, skills, attributes, and involvement students need to be successful in the future? That is a question Hamilton Southeastern Schools is asking the community it serves. The district is undergoing a transformative process to reshape how learning happens in the classroom and the way students are prepared for the world after they graduate. “This is a multi-tier process, made possible through a 3E grant awarded by the Indiana Department of Education and guidance from partnering agencies such as the Central Indiana Education Service Cooperative and Ford NGL (Next Generation Learning),” says Steve Loser, Director of PK-12 Initiatives for Hamilton Southeastern Schools. “Our goal in doing this is to create pathways for all students that will lead to either employment, enrollment, or enlistment.” Loser explains that when education is tailored to individual aspirations, students are able to better transfer their learning beyond the classroom, resulting in increased engagement and deeper knowledge.

It is believed these small changes will add to big results, benefiting not only students but also the community by potentially creating a skilled workforce pipeline and retaining talent. Back in October, nearly 200 students, teachers, school administrators, parents, and business and community leaders weighed in on this work during an all-day event aptly named ‘Envision Day.’ “I feel like there is a lot of energy around conversations and different people that really care about what we are doing here in our community,” says HSE parent Tabbatha Collier who attended the day-long event. “I think this is an excellent opportunity to build on what is already great about HSE Schools, and then take it to the next level.” A second Envision Day is in the works for early February. The feedback gathered from these meetings will contribute to the creation of a 'Portrait of an HSE Graduate’ and a three-year Master Plan, officially commencing in Spring 2024. Loser believes the Master Plan will take about a year to solidify, and the results will guide changes to teaching and learning, culture, building structures, and community partnerships within HSE. As the world shifts, education, too, is constantly evolving. It is the hope of HSE leadership to not just keep pace but shape new pathways forward for all learners.

The holidays can be a time of connection and memory building, and it can also be a season of busyness and stress. If you’re already dreading the holiday season it may be time to implement some boundaries. Here are some tips and helpful reminders when setting boundaries with family and friends. • Informing friends and family of a boundary . It may sound like, “I’m letting you know, this year I have decided to…thank you so much for your understanding as this is new for me this year.” • Inviting friends and family into a collaboration of a boundary. It may sound like, “This year instead of celebrating on this day, I can do the day before or the day after, what works for you?” • Don’t forget boundaries are for the health of the relationship. • Communicating a boundary in clear, direct terms will help alleviate ambiguity and anxiety for the other person. Fishers Multi-Faith Community for Compassion (FMCC) was founded in 2018 by Muzaffar Ahmad. As a Muslim raised in Pakistan, his brother was killed by an Islamic extremist. Ahmad now lives in Fishers with his wife and family, telling his story and working with others in the local community to promote peace and to find common ground among all people in Fishers. “The idea is to bring people from different religious and ethnic backgrounds together to learn from each other,” says Ahmad, FMCC president. “We want to give people an opportunity to see what people with different backgrounds believe and how they live their lives promoting diversity. There are all different beliefs and religious backgrounds represented. There are also people who consider themselves as spiritual but not religious.” The group isn’t just about religion. “It’s also about being a community with compassion,” Ahmad says. The group meets once per month, when club members plan and discuss upcoming activities. This may include tours of local sacred spaces, volunteering for service projects, breakfasts with the mayor, and Meet Your Neighbor events to learn about other faith traditions. “Being in FMCC is a great opportunity to learn about other faith traditions and discover how similar they really are, and to work side by side with someone who looks different from you,” says Randy Siebert, FMCC treasurer.

TRUE TRANSFORMATION GET TO KNOW HAMILTON COUNTY COMMISSIONER MARK HEIRBRANDT Writer / Christy Heitger-Ewing Photographer / Justin Sicking

When Mark E. Heirbrandt was elected as Hamilton County Commissioner in February 2013, it was baptism by fire via water. When he took office, 30% of Sheridan was flooded, so he spent his first week meeting with citizens with waterfilled basements, trying to rectify the problem. There were, and always are, a host of issues to address as county commissioner. “Most people don’t realize what this job entails,” Heirbrandt says. “I’m the executive of the county.” This means he’s responsible for the government center, which houses judges, prosecutors, clerks, and surveyors. He’s also in charge of the courthouse, fairgrounds, jail, probation, community corrections, coroner, and all countywide parks. Plus, Hamilton County owns Riverview Health, which means the commissioner’s office appoints the entire board. In addition, they are responsible for the sheriff ’s office and therefore collaborate with police forces to ensure community safety. And did you know that half of what they do is drainage? “That’s important because every project that gets built, you have to understand where the water’s going,” Heirbrandt says.

Over the past 10 years he’s been involved in numerous transformation projects in Hamilton County. For instance, there’s the State Road 37 Improvement Project as well as the historic Bell Ford Covered Bridge, which is currently being brought to Hamilton County. Built in the 1800s, this post-truss covered bridge is the only one left in the world. Obtaining it was quite a feat. When Heirbrandt first called the commissioner in Jackson County to express interest in the bridge, Heirbrandt was told, “You and everyone else want it.” A local historian encouraged the Jackson County commissioner to give it to Heirbrandt because, the historian said, the bridge would be constructed properly. At a lunch meeting between Heirbrandt, the Jackson County commissioner and the Hamilton County parks director, a deal was made. After receiving close to $3 million in federal funds, construction commenced. The bridge is expected to be completed next year.

During his first three months on the job, Heirbrandt seriously considered quitting. After six months, however, people started thanking him for listening to their needs and positively impacting their lives. Heirbrandt worked on the State Road 37

project with Mayor Scott Fadness. Back in 2015, State Road 37 saw a lot of accidents. Since it is a state road, the pair met with Indiana Department of Transportation (INDOT) to ask them to make it safer. Initially, INDOT leaders told them they had no money, but Heirbrandt and Fadness kept pushing. Finally, INDOT officials said they could invest $100 million to put in J-turns (referred to as Michigan lefts) along the corridor. Many constituents detested J-turns, so Heirbrandt and Fadness left the meeting disheartened. The good news, however, was that they knew INDOT had $100 million to invest in the project, so they leveraged that money and inserted their own portion to create full-blown interchanges that enabled traffic to flow easily. “Our main goal was to protect businesses along that corridor, and to provide safer transportation for our constituents,” Heirbrandt says. Now it takes only 10 minutes to get down to Interstate 69. “The large transformational projects we do take a long time, but what we do well with the explosive growth we deal with is that we plan ahead to get these projects in the queue,” Heirbrandt says. As for future aspirations, Heirbrandt is working on opening a women’s domestic shelter in Hamilton County. He’s also in the process of a U.S. Highway 31

corridor transformational and economic development project for northern Hamilton County. “That’s taking shape now,” he says. “We’re putting water and sewer in Bakers Corner. The reason there hasn’t been development up there is because there’s been no water and sewer. They’ve been on septic systems and wells.” With the population growth, he also wants to add more judges to the government center. “When you have more constituents moving into the county, you need more resources to serve those people adequately,” he says.

Heirbrandt says he feels like God put him in this position for a reason. He says he gets signs from time to time telling him so. For instance, in 2019 a man showed up in his office to tell him that 28 years earlier, the chance encounter they shared hugely impacted his life. In 1991 Heirbrandt found this man sobbing in the lobby of Riley Hospital for Children and asked if he was OK. The man shared that his son had just died. Heirbrandt had offered to pray with him and the man declined because in that moment, he was furious with God for taking away his child. Heirbrandt encouraged him to pray at some point when he felt up to it. “I saw you on TV last night, and I drove all the way from Martinsville to tell you that I

took your advice 28 years ago and prayed every day,” the man said after showing up at Heirbrandt’s office in 2019. “Three years later my wife got pregnant with twins. When they were born, you were the first person I thought of. I thought of you again when they graduated from high school and college and when I walked my daughter down the aisle last month.
