1) You must be enrolled. Enrolled means being accepted by the Enrollment Committee, approved by an action of Tribal Council and placed on the Membership List.

2) You must be 18 years of age by the voter registration deadline. You can still register after the registration deadline but you will not be able to vote until the next election.

3) To register to vote, fill out a request for Affidavit of Registration and return it to the Voter Registrar. You only need to register once.

4) To be nominated you must have previously lived in the Tolowa Dee-ni’ Nation 5 county service area for 1 year. (Del Norte, Humboldt, Coos, Curry, Josephine)

5) You must be 18 years old to nominate a candidate and 21 years old to serve on Tribal Council.

Written Nominations for Tribal Council will be accepted until 5pm on Friday March 18, 2022 and read out loud during the General Membership Meeting, nominations for Tribal Council period.

Due to the COVID-19 Pandemic the Election Board will practice social distancing on Election Day. DROP OFF BALLOTS ONLY. NO REPLACEMENT BALLOTS.

Your signature on the official ballot is VERIFIED with your signature on file with the records department.

If your signature doesn’t match, the Election Board can make the decision to void the ballot.

The Voter Registration form is available at the Tolowa Dee-ni’ Nation Tribal Office and on the Website for new voters.

ARTICLE III – QUALIFICATION OF VOTERS AND TRIBAL COUNCIL Section 1 – Eligibility to Vote

All enrolled members of the Tolowa Dee-ni’ Nation, who are eighteen (18) years of age or older and registered in accordance with Article IV of this Ordinance shall be eligible to sign petitions and vote in all elections as provided for in this Ordinance and the Constitution of the Tolowa Dee-ni’ Nation.

Section 2 – Eligibility to Hold Tribal Council Office Any enrolled member that is twenty-one (21) years of age or older at the time of nomination, who has never been convicted of a felony or a crime of moral turpitude in any jurisdiction, and has continuously resided within Del Norte, Humboldt, Curry, Josephine or Coos counties for a period of one (1) year immediately prior to being nominated as a candidate for the Council that has been nominated in accordance with the Constitution and this Ordinance shall be eligible to seek and hold Tribal Council office.

ARTICLE VII – ABSENTEE VOTING Section 1 – Requirements A provision for absentee voting is required for all elections. Absentee ballots must be mailed or hand delivered to the Election Board before the close of the polls. Any ballots received after the close of the polls shall not be counted. Two or more members of the Election Board shall be present when retrieving absentee ballots from the post office. The Election Board may retrieve absentee ballots from the post office weekly in order to compare signatures and correct any possible errors in voter processing. The last attempt to retrieve absentee ballots from the post office will be made prior to the closing of the polls on the day of the election. All keys necessary to access the post office and absentee ballot box shall be located at the tribal office and be only accessible by the Election Board.

Section 2 – Applications Each person applying for an absentee ballot must fill out and sign an Application for an absentee ballot. Registered voters that intend to vote by mail must prepare and submit their Application for an absentee ballot to the Registrar of Voters at least fifteen (15) days prior to the election; however, Applications for absentee ballots may be submitted to the Registrar of Voters at the Tribal Office during regular business hours until the close of business on the day prior to the election.

Section 3 – Absentee Ballots The absentee ballot shall consist of a paper mail in absentee ballot only, which meets the requirement of this Ordinance. The Election Board shall compare the signature on the return envelope to the signature on file with the Registrar of Voters. If the signatures match, the return envelope shall be deposited into the locked ballot box, unopened. The locked ballot box shall be kept secured at all times and accessible only by the Election Board. In the event the ballot is rejected because of an improper signature, the ballot shall be kept in a separate secure location until it can be reviewed by the entire Election Board. ARTICLE V – NOMINATIONS OF CANDIDATES Section 1 – Qualifications

Any enrolled member who is eighteen (18) years of age or older is qualified to nominate a candidate for election to Tribal Council.

A reminder to citizens that received a Voter Signature Form in the mail.

Please complete the form and return to the Voter Registrar.

Signatures must be updated every three (3) years. This is to verify signatures on requests for absentee ballots, and official ballots, for tribal elections.

Section 2 – Nominations Nominations for the Tribal Council will be made during the General Membership meeting in accordance with the Constitution of the Tolowa Dee-ni’ Nation.

Nominations will be accepted from the General Membership present. Written nominations received at the Tribal Office by the close of business on the last business day prior to the General Membership meeting will also be accepted and presented to the General Membership. Nominees shall decline or confirm their acceptance for candidacy in writing to the Tribal Office within seven (7) business days after the General Council meeting. Nominees shall declare, under penalty of perjury, that they meet the qualifications to be a candidate for Tribal Council. At the time of nomination acceptance, candidates will be issued and Election Packet that will include the Voter Registration List. Candidates shall agree to use the Voter Registration List only for legitimate campaign purposes.

The Election Board has the right to void ballots if signatures on the ballots do not match signatures on the Voter Signature Form.

It is important to keep the Voter Registrar/Election Board updated on any changes including legal name changes and address changes.

Catherine Newman holds a Bachelor of Arts in History and Legal Studies from The American College of History and Legal Studies, where she studied under renowned Harvard scholar and historian, Dr. Michael B. Chesson.

Catherine earned her J.D. at The Massachusetts School of Law at Andover. While in law school, Catherine received several awards for excellence in both legal writing and research.

I am a mother of 2 kids, I love painting, going to the beach with my kids and dog. I grew up here in Smith River my whole life, I walked across the stage with my kids by myside, they motivate me to do better in life for them.

I love collecting Native American Figurines also Native American Jewelry. Camping and swimming along the Smith river is my Family favorite summer activity.

With a passion for human rights and social justice, Catherine began her legal career practicing immigration law for a San Leandro, CA Law firm. She recently moved from the Bay Area to Smith River, CA and is excited to take her legal career to the next level as the new Tolowa Dee-ni’ Tribal Court Administrator.

Mona Grogan Planner I Mona is a big city transplant who traded in the complicated pace of urban life for a little slice of Pacific Northwest paradise.

She brings a wealth of project management, financial management and software integration skills to the Tolowa Dee-ni’ Nation Planning Team. One of the more interesting projects she worked on during her career was the installation of facial recognition software shortly after 9-11.

Mona’s professional career has spanned the IT Department in the Hotels and Casinos of Las Vegas to construction projects at the Port of North Carolina to a state-of-the-art hospital build in Reno.

In her free time she enjoys our great outdoors, investing in her community and ticking items off her bucket list.

Xiong Thao Administrative Assistant Xiong is a person of great humor and spirituality. He love learning new things, reading, sports, traveling, hiking, gaming, and spending time with friends and family. Joining a team oriented work environment with a strong leadership is a part of his journey to seek growth in himself.

How: To submit a bid, you will need to write a simple proposal for the amount you would like to receive for making all of the necklaces. You will be giving us a quote for: 8th Grade Graduates= (15) one strand 12th Grade Graduates= (15) two strand College Graduates= (15) three strand All necklaces must be finished and delivered by August 12, 2022.

The Tolowa Dee-ni' Nation in partnership with Cal Trans and Pacific Legacy will be conducting an ethnographic study prior to the construction of Last Chance Grade, to assess potential impacts to cultural resources.

The Tribal Historic Preservation Office is seeking tribal citizens with historical knowledge and information, regarding the landscape from Da-ghestlh-ts'a' (Wilson Creek) to Shaa-xu'-me' (Mill creek). Tribal citizens will be compensated for participation in interviews.

The Higher Education Program would like to remind returning students to submit their new schedules and last term grades to apply for Higher Education funding.

Career Path: Sgt. Thompson is currently a Marine Raider/ Critical Skills Operator for Marine Special Operations Command (MARSOC) which is the service equivalent to a Navy Seal or Green Beret. Active service for ten years, and is leaning towards the civilian sector once he finishes his third enlistment, with aims of being a contractor and combatives/shooting instructor.

Tolowa Ancestor: Father– Jeff Thompson passed away in 2008 Grandmother– Linda Blagden Grandfather– John Thompson (Yurok) “Our family has a rich history between both tribes with his Great-Great-Great Grandmother being Lucy Thompson, author of the book “To the American Indian” Clubs or Sports?: He enjoys sports that sharpen his livelihood. From Brazillian Jiu Jitsu, Muay Thai, Boxing, MMA, NXL and Competitive Shooting. Purple belt in Jiu Jitsu, coaches students ranging from 5 years old (his favorite) to Special Operators. I have competed in and instructed Martial Arts all over the world from Africa to the Middle East, and Asia.

Honors: Honor Graduate for Joint Special Operations University CEP-2 the youngest and lowest rank to ever graduate the Military-college course at the time, which was a course only intended for Special Operations E-7’s and above.

Words of Advice: “Don’t sell yourself short. It is when you “don’t want to,” or have “had enough” when you need to push yourself the absolute most. That is when you are closest to the perseverance you need to keep going.

Short Term & Long Term Goals: “My number one is a successful 5th deployment bringing my brothers home safely.

Achieve a Masters degree. Earn everyday.”

Who Inspired you to seed a higher education degree?: “My wife, she has been through so much, yet she still presses on, right next to me at my lowest of lows. She will be achieving her Bachelors in Psychology very soon, I’m so proud of her! A Green Beret that I served with in a Task Force, SGM Jones (Soon to be Doctor). My parents, to follow their footsteps. Then finally my two siblings and those I’ve led as a Marine because they need to see what “right looks like” if I don’t show them, who will?”
