We are pleased to present the 2021 Annual Report and the Annual Financial Statements for the Tūwharetoa Māori Trust Board for the year ended 30 June 2021.

Our report is made against the background of the ongoing COVID-19 pandemic.

COVID-19 continues to affect the lives and communities of Ngāti Tūwharetoa whānau across Aotearoa New Zealand and those living abroad.

Overall, we have been able to maintain our operations and services during the reporting period. Though, at times our offices had to be closed to comply with certain alert level rules.

Despite the uncertainty which COVID-19 has brought to the economy, we delivered $2.4 million of grants and support to our people during the reporting period.

We achieved a net surplus of $9.2 million (compared to $3.7 million for the previous year).

The increase was due to the significant growth in investments and an increase in grant revenue received which favourably impacted our overall group revenue. As a result of this, the group’s balance sheet has improved and has seen a large asset growth of 13.5% since last year. This is a pleasing result that will provide a stronger future for members in years to come. H I G H C O U R T D E C L A R AT O R Y J U D G M E N T

Our application in 2017 to the High Court for a Declaratory Judgment to clarify our property rights in Taupō Waters was finally heard. The hearing took place at the High Court in Wellington in September 2020. In its decision released in July 2021, the High Court has upheld our right to licence and charge commercial operators on the lake.

This is a positive outcome which clarifies our property rights for all parties concerned and recognises our status as owners and kaitiaki of Taupō Waters. TR U S T B OA R D E LE C TI O N S

Under the Māori Trust Board Act 1955, we are required to convene triennial board member elections every three years. During the reporting period, the election of Board Members for the 2021 – 2024 term took place. We would like to acknowledge Tiwana Tibble for his many contributions made to the organisation upon expiry of his term. Tiwana remains as a director on our commercial subsidiary, Taupō Moana Group Holdings. We also extend our congratulations to Te Takinga New, Trish Otimi and Channey Iwikau who were all elected to the Board in the 2021 elections. CROWN ACCO R D

Steady progress is being made under our Crown Accord to advance the interests of Ngāti Tūwharetoa with government. The key focus during the reporting period has been in developing a work plan to focus effort and create accountability for outcomes. Some of the work involved includes resolving unreturned river beds, clarifying statutory rights of way on Taupō Waters and protecting our mātauranga about Ngā Wai o Taupō. TA O N G A T U K U I H O

We have made good progress carrying out water monitoring functions on and around Taupō Waters following the transfer of this function to the Trust Board from the Waikato Regional Council in July 2020.

Ngāti Tūwharetoa became the first iwi in Aotearoa under the Resource Management Act to be transferred such functions.

Recent proposed government reforms concerning water supply and regulation and the ongoing protection of significant natural areas is of high interest to us. We are closely monitoring these developments and advocating for the protection of Tūwharetoa water and land rights.

The government’s rollout of a vaccine to protect whānau has been underway during the year. We have focussed our efforts on encouraging our whānau to use trusted information to help make an informed decision about being vaccinated. Our outreach has been via social media, video and mailouts. During the lockdown we worked with the Ariki’s Office, Tūwharetoa Settlement Trust and Ngāti Tūwharetoa Fisheries Charitable

In August 2017 we filed an application to the High Court for a Declaratory Judgment to clarify the extent of our property rights in relation to commercial entities operating on the lake. For various reasons, including the COVID-19 pandemic, it was not until September 2020 that our application was heard in Wellington. The High Court released its decision in July 2021 and upheld the property rights of Tūwharetoa, including our ability to require commercial operators to be licenced and to pay a fee for running their business on our property. The Declaratory Judgment has provided clarity for all concerned. During the pandemic, in good faith, we have provided support to our local community and operators by not charging fees.

We partnered with the Ngā Kaihautu o te Awa o Waikato Committee, Ngāti Tūwharetoa Mercury Development Group and Ngāti Tūwharetoa Genesis Energy Committee to produce the ‘Waikato the Wanderer’ animated video. The video tells a Ngāti Tūwharetoa story about the creation of the Waikato Awa. It was produced as a key resource for Ngāti Tūwharetoa hapū, marae, whānau and kura so that our mātauranga and tupuna kōrero is shared and strengthened. A launch for the video was held at the Starlight Cinema in Taupō for Tūwharetoa whānau and has since had thousands of views online. To watch the video – go to our YouTube channel.

We were successful in securing government funding in September 2020 under the Provincial Growth Fund to enable us to establish our Ringa Raupa project. The year long project created full time employment for ten (10) Tūwharetoa people.

Following the July 2020 transfer of water monitoring functions to the Trust Board from the Waikato Regional Council – our Natural Resources team have received on the job training to understand the technical aspects of water monitoring work.

The project involved carrying out marae renovation and maintenance work around the rohe. To date, the team has completed a variety of projects at Waihi, Kakahi, Otukou and Korohe marae. They were scheduled to complete work at Nukuhau marae at the end of October.

Tūwharetoa became the first iwi in the country to be transferred such functions usually carried out by a council under the Resource Management Act.

The project has been such a success we are now looking to fund it for another twelve-month term to provide continued employment for our people.

The video was well received by stakeholders and kura and will serve as an educational resource for the future. Waikato the Wanderer is available to view on our YouTube channel. Co-jointly hosted community planting days have continued to be a popular means of engagement with whānau, tamariki and the wider community. Ngā Kaihutū collaborates with Greening Taupō to make these planting events happen. The committee has developed a poster specifically for the Waikato Awa to encourage better waste management practice and behaviour along the riverbank. The signs are progressively being installed.

Ngā Kaihautū has focussed on developing its 10 year Strategic Plan for the 2021-2031 period. Digital production work on the committee’s animination project – Waikato the Wanderer – was finalised during the year. The video was launched at a special screening held at Starlight Taupō Cinema in July 2021. Waikato the Wanderer is a 16-minute animated video which tells a Ngāti Tūwharetoa story about the creation of the Waikato Awa.

Following a waste spill into the Waipuwerawera stream by Contact Energy in February 2019 we have continued to monitor restorative action and work with Contact Energy. A further planting day was held in August 2021 to help restore the natural environment. Waikato Regional Council Joint Management Agreement We actively engage with the Waikato Regional Council both under the terms of our Joint Management Agreement and with Council delivery staff responsible for water quality, testing and spillages. Our bi-annual meetings of the cogovernance committee and co-management committee enable us to advocate strongly in the best interests of Ngāti Tūwharetoa. Proposed Joint Management Agreement with Taupō District Council Engagement with the Taupō District Council on the development of a Joint Management Agreement has been slow. The level of desired progress has been impacted by Council’s capability and capacity to deliver within the timeframes. We are hopeful that better progress will be achieved to develop a robust agreement during the new financial year. Notifications During the reporting period we received 310 notifications for review – this is an increase up from 280 notifications received for the 2019-20 period. We have continued to review council proposals and provide input into council consents, policy and regulations with a key focus on Taupō Waters. Weed Management Weed management continues to be an ongoing issue which we continue to work alongside hapū on. In 2018, a monitoring plan was created and implemented with Ngāti Turumakina. Freshwater kōura is used as an indicator species as well as water monitoring methods for Huri Taniwha. Lake weed tends to be exposed when the lake is at a lower than normal level during dry

periods when there is low rainfall and snow melt. Weed management work was scheduled in 2020, however, this had to be cancelled due to COVID-19. Marae Fishing Licences and Boat Ramps Interest in fishing licences and boat ramp permits among marae remains strong. These are provided to encourage Tūwharetoa uri to use and enjoy our moana and awa and to provide kai for our marae. During the reporting period 250 fishing licences and 59 boat ramp permits were issued. N G ĀT I T Ū W H A R E T O A G E N E S I S E N E R G Y COMMITTEE

The Ngāti Tūwharetoa Genesis Energy Committee was established following agreement between the Trust Board (on behalf of ngā hapū o Ngāti Tūwharetoa) and Genesis Energy in 2000. The agreement aims to mitigate the impacts of the ongoing operation of the Tongariro Power Scheme on Ngāti Tūwharetoa. It has been a productive year for the committee with more than $320K of funding provided for a variety of projects. A key environmental project led by Papakai Marae which the committee previously supported was the completion of the first stage of the restoration of the Taitaia Urupa. During the year, further progress has been made in the second stage which involved further fencing, further clearance of gorse, broom, and blackberry on the western side of the urupa and the gateway into the urupa was repaired. The committee was also pleased to see the completion of a marae sustainability project at Otukou marae. The next phase was started during the year and included

The Ngāti Tūwharetoa Mercury Development Group was established as a result of an agreement signed in October 2002 between Ngāti Tūwharetoa and Mighty River Power (now Mercury). This agreement is a result of the consultation process required for the resource consents to operate the Waikato Hydro Scheme. Funding of $218,000 was approved during the financial year. One of the key projects that the committee supported during the year was the Waihāhā Papakainga Enhancement Project. Stage 1 of the project has been completed. Stage 2 encompasses planting native trees, the installation of composting toilets and kits, composting bin, a water tank and solar pump. The committee was also pleased to support the Ka Hao te Rangatahi initiative that saw 13 Tūwharetoa rangatahi being selected to participate in a seafood and marine industry insights programme led by the Ngāti

We acknowledge the pivotal role of Ariki Tā Tumu te Heuheu and the work being undertaken by the Ariki to secure the future of Ngāti Tūwharetoa and realise the aspirations of the iwi as outlined in Te Kapua Whakapipi and Ka Ora Kāinga Rua. Assistance is provided to the Matua Tu Taua who practice and maintain the tikanga associated with supporting and protecting Te Arikitanga. The Trust Board has been supporting this kaupapa for more than 20 years.

Due to the pandemic and to keep our marae safe, the first three hui were delivered online via Zoom, with the final one held at Pukawa marae. The first online hui was an opportunity for marae to share ideas and information on how they were coping during the pandemic and procedures implemented to ensure the marae is operating safely. Korowai Awhina provides a centralised marae network to disseminate information, discuss issues of collective importance, share knowledge between marae and receive direction/feedback on training and cultural development activities. We facilitate quarterly hui and coordinate training workshops to provide support to marae to help them meet their capability requirements.

MARAE INSURANCE

The marae insurance initiative was established in the 1980s to ensure marae were safeguarded for future generations. The initial model entailed the Trust Board covering 50% of the premium costs with the remaining 50% the responsibility of the marae. 27 marae were supported with 100% of their insurance premium costs. This is an increase of one from the previous year with the return of Mokai marae. Sixty two percent of marae completed a contents inventory.

Each kura also received copies of the maramataka to acknowledge their contribution to the calendar. During the year, we developed and distributed rauemi that recognised the importance of our marae, supported te reo Māori acquisition, assisted with the maintenance and practice of Tūwharetoa reo, waiata, and mātauranga, and provided information on our taiao. The resources were produced in both hardcopy and electronic versions and were distributed to marae, Tūwharetoa kohanga reo, and early childhood centres in Tūrangi and Taupō.

I have been encouraged to pursue this course of study as a way of documenting some of the remains of tribal knowledge related to our spiritual relationship with our waterways. It is a progression from the work I have been doing at the interface between the environment and education for more than a decade. I enjoy researching the issues that are important to our people and hope to continue doing this in the future. It is particularly important to continue re-building the tribal knowledge base that has been severely impacted by colonisation. Ngāti Tūwharetoa whānau should pay attention to what they are passionate about and pursue that. Personal fulfilment, happiness and internal growth are enhanced

when you are driven by what is in your heart. Academic study in your field of interest is one of the paths that can help turn your passion into a career.

Being passionate about supporting people through times of difficulty I chose to study psychology to provide me with the chance to do so. By studying clinical psychology I am able to learn the clinical skills required to stand along side people and support them on their journey to mental well-being. In the future I hope to become a clinical psychologist and practice across Aotearoa. In doing so, it will allow me to work within our communities and provide support to those in need. I would recommend clinical psychology as it allows you to work directly with our communities to help strengthen and support them. I go to the moana, the awa, the roto, the ngāhere and my whānau to heal, to feel good and to uplift my wairua. I want to take care of those things that take care of me. This is the pathway where I think I can do that the best. I am currently a Marine Scientist working at Cawthron Institute. I am getting a masters so I can become a better scientist and to better help and uplift Māori communities through the science sector. Currently, only two percent of all scientists are Māori and Pasifika. All Māori are scientist because our mātauranga and ways of knowing is based off science. We have a better way of understanding the taiao and can take better care of the taiao for future generations.

I chose to study law because it is something that I am passionate about. Having the chance to learn about the structures that govern society is something that is particularly interesting to me. However, the chance to help mould society that comes with earning a law degree is even more enticing. For me, the combination of theoretical understanding and the ability to make a difference is why I chose to study for my degree. Honestly, it is hard to tell exactly where I want to end up in the future. I have a passion for Māori issues and would love to have a career in Māori Land law or Iwi Governance. I would love to have the chance to work for the Waitangi tribunal as well. But for now, who knows what will happen to me! Law and business degrees are often (wrongly) perceived as boring and unhelpful for anyone seeking an exciting career. I would say that they are some of the most degrees possible though. Studying law and business helps you to better understand the world, and country, that we live in and opens the door for a huge range of exciting and engaging careers.

Awanuiarangi I choose this area of study as it is an area that I have a strong interest in and where I can hopefully help to make a positive change in Te Ao Māori by being a positive role model. My Masters thesis centres around a subject which is close to my heart that is mental health from a Māori perspective. The main goal is to attain my Masters in Indigenous Studies, a subject that is important for our people to understand where we have been (history) and where we are (present) to where we can envision to be (future). My chosen field is health in particular Māori health however this course of study can prepare students for a variety of roles. Helping to develop skills such as research self guided study and the ability to work to timeframes on complex projects. I enjoy how my studies supports the retention of our cultural knowledge through the promotion and use of Te Reo Māori, tikanga practices and acquisition and adaption of new knowledge to benefit my iwi and Māori society. Rangimarie Pita Damora (Ngāti Turumakina / Ngāti Tūrangitukua) was our summer intern during the reporting period. Studying toward a degree in environmental management / marine biology with Toi Ohomai Institute of Technology and Waikato University, Rangimarie worked as part of our Natural Resources team, working in the taiao during her university break. Rangimarie grew up in Tūrangi and was

raised to follow her dreams which has stemmed from her love of nature. As part of internship, Rangimarie worked alongside our iwi, integrating conceptual knowledge with mātauranga Māori. Such as applying ancestral methods to Tau Kōura monitoring, researching kōrero tupuna pertaining to our awa, learning about micro-hydro systems and mahi pare kore to implement for our marae. She says she learnt the importance of maintaining strong relationships within our iwi, hapū and whānau. As it is through strong relationships we can continue to establish, develop and strengthen our mana whenua, Tūwharetoa mātauranga, and holistic understanding of our taonga tuku iho.

Video communications are often a popular choice with more people watching online video content than ever before. Since 2017 we have maintained a YouTube channel.

TE KŌTU K U

Our most popular videos include COVID-19 messages from Ariki Tā Tumu te Heuheu. There are currently 137 subscribers to our YouTube channel which features 23 videos. EMAIL

We use Mailchimp as the platform for our email distribution and campaigns. Typically, an email campaign may have between 7,000 to 9,000 recipients in the distribution list. Email is often used to provide key updates on Trust Board business to members such as advance notice of a media statement, education grant information or an e-link to the annual report.

Te Kōtuku is the newsletter of the Tūwharetoa Māori Trust Board, the Tūwharetoa Settlement Trust and the Ngāti Tūwharetoa Fisheries Trust. Over the reporting period we published three issues. We aim to publish Te Kōtuku on a quarterly basis. To help maintain production costs we provide a printed copy to kaumātua aged 60 years+ who have a postal address. Te Kōtuku is also available on our website www.tuwharetoa.co.nz/publications SOCIAL MEDIA

FaceBook is our primary social media channel and enables us to share key information, announcements and updates in a quick and timely manner. There are currently more than 7,500 followers of our page. We also strive to support our fellow Tūwharetoa entities by resharing their key updates.

Our website is a key communications resource which houses key information about us and our mahi. To help improve our handling and management of education and member registrations we now accept these online. We encourage people to apply online as it enables us to turn around processing more quickly than previously. TA U P Ō W AT E R S T R U S T The Taupō Waters Trust (TWT) holds the bed of Lake Taupō on behalf of Ngāti Tūwharetoa. The Trustee of TWT is the Tūwharetoa Māori Trust Board. TWT advances the ownership rights and responsibilities of Taupō Waters. It has established a commercial subsidiary, Taupō Moana Group Holdings Ltd. REVENUE

Taupō Waters Trust revenue for the year remained to that of last year as most of which was attributed from the easement with Mercury Energy for use of Taupō Waters. REVENUE

The Trust’s balance sheet has appreciated by $3.6m or 13% over last year. This result is primarily due to asset revaluation and steady

income placing the Trust in very strong position. The forecast for the 2021-22 year is predicted to be at a similar level as the bulk of the income comes from the energy sector. EVENTS

It was a busy year for events, filming and photography requests. Between July 2020 and July 2021 we processed 32 event and 10 filming and photography applications. Events are primarily held during the warmer busy summer period such as Ironkidz, Ironman, Epic Swim and the New Year’s fireworks display. Mid-year we process a number of trout Fishing competitions.

HAYDEN PORTER (Director) Taupō Moana Group Holdings (TMGH) is the commercial subsidiary of the Tūwharetoa Māori Trust Board. TMGH has its own Board of Directors and is mandated to create commercial and investments opportunities and grow the long-term value of the Trust Board’s assets for the benefit of Ngāti Tūwharetoa. The ongoing COVID-19 pandemic has continued to influence the overall global economic climate. Border closures have virtually halted international tourism – New Zealand’s primary income earner. Our local

tourism businesses have felt the financial impact of no international visitors. It is expected to be some time yet before the tourism industry returns to some kind of normality and country border restrictions are eased. COVI D -19 AN D TO U R IS M

It is well known that COVID-19 has had a detrimental effect on tourism business throughout Aotearoa. For TMGH, the concentration has been to maintain profitability by in some cases mothballing, as well as descaling some operations. TMGH has been very successful

in achieving stability with the tourism assets it controls. HOLE IN ONE

The Hole in One business which is situated on the Lake Terrace, Taupō continues to defy the odds. Hole in One is one of New Zealand’s most popular and iconic tourist attractions and is one of the top activities to do in the Taupō region. The business has again experienced difficulties with the COVID pandemic and Taupo District Council infrastructure issues affected the business for the 2021 year. We implemented a limited opening hour regime. This has been very effective to maintain a healthy profit.

RUAPE H U ALPINE LIF TS (R AL) GONDOL A INVESTMENT

TMGH together with nine other Tūwharetoa trusts and incorporations have invested in the new Gondola on Ruapehu through a secured bond. This means the Tūwharetoa investors have first security over the Gondola asset should anything go wrong. The Gondola has been in operation since July 2019 and unfortunately has had a hard year owing to impact of COVID-19. TMGH and the other Tūwharetoa investors have been focussed on assisting RAL where possible and where appropriate to enable continuity. The investment in the gondola and RAL as the ski-field operator is stable with better than expected returns for the last period.

TMGH is excited with the placement of our whānau in strategic positions within the business bringing our magical Tūwharetoa flavour. To this end Hole in One with TMGH Jolly’s is running a cadet scheme with Te Puni Kokiri to train our young people in the tourism sector. The opportunity to acquire this wellestablished tourism business has been very fruitful and has aligned well with the shareholders long-term objectives. Our focus in the current year will be to expand the offerings at the site and maintain a positive return on investment.

C H R I S J O L LY B O AT S TMGH holds a majority share in well-known business, Chris Jolly Boats Ltd. The business is the largest single tourism operator on Lake Taupō. The impact of COVID-19 has been significant as the company relies heavily on overseas tourists. Lockdowns and border closures significantly reduced the number of tourists coming into the country and to the Taupō District. TMGH has focussed on de-scaling this asset so it can operate on an income cost neutral basis therefore maintaining critical staff. This asset has proven to be very resilient with expected financial returns in such a depressed market.

As a point of difference, the business welcomed Matariki from the lake with hundreds of participants during the peak three-day period. It was wonderful for the company to host our people during this special time of our year. OTHER OPPORTUNITIES

TMGH is currently in discussions with various entities to explore opportunities of collaboration and partnership to develop the company’s asset base and in turn profitability. TMGH has investigated several investment opportunities with many not meeting the required benchmarks, so work continues on identifying suitable business opportunities in this very volatile climate.

INVESTMENT REPORT The Tūwharetoa Māori Trust Board has portfolios invested in a suite of institutional grade fund managers, which take Socially Responsible Investment into account. Portfolio balances have risen strong over the year to June 2021, despite the ongoing Covid-19 pandemic. The governance of the funds is in accordance with comprehensive Investment Policy Statements covering separate asset types, which collectively form the investment framework. There are two diversified portfolios, the Tūwharetoa Māori Trust Board (TMTB) Fund and the Tūwharetoa Māori Trust Board Waikato River (TMTBWR) Fund. The funds have different purposes, objectives and beneficiaries, and are treated as unique

portfolios. The TMTB governance role is supported by specialist adviser MyFiduciary, ensuring the policy is implemented and investments are of a high standard. An overview of the asset allocation and performance of the two portfolios is outlined below. Our benchmarking of performance suggests it has been amongst the strongest in New Zealand for the level of risk (allocation to growth assets) taken over at least the last five years. Looking forward, the portfolios have been positioned to weather an increasing inflation and interest rate environment through allocations to short-term bonds and assets such as gold, listed infrastructure and commercial property.
