Fannin County Commissioners Meeting • 2026-2027 Proposed Budget Passes • New Voting Locations Announced
By Tim Meek
and YTD expenses are $19,032,803.05 thus in the negative $1,567,764.78. Alicia commented “But I also want to encourage everyone, on October 1st, the new budget comes out. That’s on paper only. This is the lowest point in the county as far as cash flow, and I strongly encourage everyone, do not spend money unless you need to do your job. I’ve seen more spending the last 3 weeks than I’ve ever seen in this time frame in the 10 years I’ve been with the county.” DISCUSSION AND POSSIBLE ACTION ITEMS: 15. Discussion and possible action to approve extension of Fannin County Burn – Emergency Management/ Fire Marshal. The burn ban was extended for two more weeks. 16. Discussion and possible action regarding renewal of the Disaster Declaration for Gober MUD for two weeks – Emergency Management/ Fire Marshal. The declaration was rescinded by the Court. Jan Johnson, president of Gober MUD commented “And I am just very grateful that we had your services and appreciate everything you did for us while we were down. This week, we will have a water test on our water, and when it passes, the boil water notice is gone as well. So we’re back to normal.” 17. Discussion and possible action regarding adding Election Day Worker Coverage to Risk Pool – County Clerk. This item was passed on. 18. Discussion and possible action to approve changes to Section 3.1, Exception to Platting, of the Fannin County Subdivision Regulations; to include an application with a $100 fee, and after approval by the Commissioners Court, an affidavit and survey must be filed with the County Clerk’s office – Development Services Director. Approved 19. Discussion and possible action to Subdivision Regulations fee schedule; to increase
third-party reviewing engineer fees and adding affidavit for exception application fee – Development Services Director. Approved 20. Discussion and possible action to approve a one year agreement with Landmark Security Services for security at the Justice Center; $146,250.00 – Purchasing Agent. Approved 21. Discussion and possible action regarding attorney fees in the 20262027 Budget – County Judge. This item was passed on. 22. Discussion and possible action to approve Resolution and contract for Delinquent Taxes Collections with Linebarger – Commissioner Precinct 2. This item was passed on. 23. Discussion and possible action to approve Fiscal Year 2026-2027 Positions and Salaries – County Auditor. Approved 24. Discussion and possible action to adopt Fiscal Year 20262027 Fannin County Budget – County Judge. Commissioner Fogelberg commented “I’m for bringing the total (deficit) back to the original $864,000 and voting on the budget not taking nothing from anybody. I mean, why is it fair to punish somebody that’s willing to give something that’s
earned the money and kept it themselves? That would be my prerogative to do.” Commissioner Kopf said “So, if we’re gonna approve $864,000 in the red, we’re kicking the can down the road for next year, and I don’t think it’s gonna improve next year. I think we’re starting a situation here that’s gonna bite us in the rear, even though I’m not gonna be here next year. But you know, the federal government, where did they start out? Now they’re $40 trillion in debt. Are we going down the same slippery slope as they are, only smaller because we’re a county instead of federal government?” A conversation then revolved around the $250,000 legal fees that need to be budgeted and if that budget item can be placed in contingency. Judge Cunningham commented “. I think it can be, but it’s known, and my… after knowing what’s been going on here in the recent couple of days, my guess on what attorney’s fees for the county and possible settlement for the county are gonna be, it’s over a million dollars. So that’s where I see this thing going. There is a legal proceeding underway already that an attorney’s going to have to be hired to protect grand jury information and protect the laws of the State of Texas.” A recess
The Fannin County Commissioners met on Monday, September 15, 2026 at 9:00 AM for a meeting of the Fannin County Commissioners Court. Quorum was established with all 4 Commissioners and Judge Cunningham present. Attendance at start of meeting was 42 citizens present with 84 participating on ZOOM. 5. Public Forum. County resident Andy Walker addressed the Court “the Fannin County Attorney’s Office was abolished by Texas House Bill 421 during the 80th Texas legislative session. Passed in 2007, this legislation created the new Office of the Criminal District Attorney of Fannin County to consolidate prosecutorial duties while officially abolishing in the Office of County Attorney, effective January the 1st, 2009. That being said, we do not have a county attorney as such. It’s handled by Mr. Skotnic. What we don’t need is someone else being up here. Trying to be the attorney for the county. We elect people to do certain jobs, we elect people because we feel that they will make sure that certain things aren’t done. The sum total of this is… We don’t need someone attorneying from the Commissioners Court. We have someone to do that. So… It needs to stop. Thank you.” Molly Hayes addressed the court regarding the budget discussions and courtroom Fannin County – decorum “I have watched some other courts, mainly Jurisdiction TOWNHALL Val Verde. And they operate with a lot more decorum OCT 24, 2026 3-5pm (Saturday) than y’all. It’s embarrassing that some of our law ASSEMBLY OF enforcement are offering to give up some of their “We the People” Grandjury benefits to keep the county protected. It’s shameful. Creation Assembly and That should be our priority.” information presented ROUTINE ITEMS: 6. Approve payment of Location: bills – County Auditor. Approved Bonham Family Life Center 7. Pregnancy loss. This one hurts. All of our hopes and dreams were gone when we couldn’t hear his heartbeat. I left the hospital with a broken body, broken heart, and empty arms. If it wasn’t for my best friend who is a funeral director I didn’t know if the sun would ever shine again. One call to her and I knew my baby would be in the most loving hands. A mothers hands. As God granted restoration for me physically and spiritually I made a vow. I will be best friend to all the mama’s whose babies go from womb to glory.

TCEQ’s document, showing the location of these two power plants. Each power plant will have 3 gas turbines on it, and then also a chiller involved. But if you take a look at the location of this compared to my grade school, it’s within 100 yards. And I’m very concerned about that. There are several different documents. These are all public. One is from a program called GEM. The other one is Fannin County Power Plant, and by the way, that’s what they’re calling it, Fannin County Power Plant. So what I’m looking for is help. I’m looking for help from these… from the Commissioners.” Commissioner Fogelberg reported “We’ve got some, wind energy moving again, and East of the 824, the Dial highway. They do have some holes dug for some windmills in Lamar County.” Cunningham responded “my understanding is that the Lamar development may spill over a little bit. Into Fannin County.” “Seven windmills” Fogelberg responded. Yeah, so it’s gonna be over there on the very edge. Cunningham responded.

Fill Our Minds With The Word Of God
Calvary Baptist Church Bonham, Texas 2 Corinthians 10:4–5 reminds us that “the weapons of our warfare are not carnal, but mighty through God,” and that we are called to “cast down imaginations, every high thing that exalts itself against the knowledge of God and bring every thought into captivity to the obedience of Christ.” People often say someone is “living rent-free” in their head when that person occupies their thoughts without permission or payment. In the same way, we cannot allow Satan to live
rent-free in our minds. We cannot give the enemy free space in our minds to plant fear, bitterness, confusion, condemnation, lust, pride, doubt, or discouragement. The battlefield is the mind, and every thought must be examined. If it does not agree with the truth of God’s Word, it must be pulled down. If it exalts itself above Christ, it must be rejected. If it leads us away from obedience, it must be taken captive and brought under the authority of Jesus Christ. We do not have to host
thoughts that Christ has already given us power to overcome. Through prayer, Scripture, and submission to the Holy Spirit, we can refuse the enemy access and make our minds obedient dwelling places for the truth of God. The most effective way to combat Satan from living rentfree in our minds is to fill our minds with the Word of God – His promises, His precepts, His character, His love, His plans…this list goes on and on.
Hello everyone! This week’s devotion comes from Psalm 27. This is a psalm of confidence in the Lord whenever we face troublesome, dangerous, and uncertain circumstances in our lives. With bold faith, David demonstrates his desire to be close to God. First, he declares that God is his light, salvation, and strength. Although his enemies are constantly coming against him, he chooses to put his trust in God rather than let his fear overcome his faith. Whenever fears are present in our lives, God will always give us the courage to face and overcome them. Next, David expresses that his greatest desire is to dwell in the presence of God and behold His beauty. He truly wants fellowship with God more than simply seeking relief from his problems. God is described here as a place of peace and protection. This serves as a reminder that the greatest blessing is not having
our circumstances changed; it is knowing and seeking the Lord Himself. Next, David asks God to hear his prayer. He is confident, but also honest, about his need. He asks God not to hide His face and to not forsake him. Even when human relationships fail us, God has promised to never leave us nor forsake us. We can always bring our fears, loneliness, and needs honestly before Him. Next, we see that David doesn’t simply ask God to remove his enemies, but rather to teach and leadd them. Whenever we are under pressure, we need the wisdom of God to know how to move forward; not just merely God’s protection from trouble. Lastly, this psalm encourages our patience upon the Lord. Waiting upon the Lord doesn’t mean giving up or doing nothing. It simply means trusting God’s timing and continuing to follow Him while you wait. The lesson we can take from this psalm is that whatever you are facing
today, you don’t have to face it alone. The same Lord David called his light, salvation, and strength is worthy of your trust. Keep on praying, keep on trusting, and keep on walking with Him. In 1822, James Montgomery wrote this classic hymn that comes from the message in this passage. “God is my strong salvation; what foe have I to fear? In peril and temptation my light, my help, is near. Though hosts encamp around me, firm to the fight I stand; what terror can confound me, with God at my right hand? Place on the Lord reliance; my soul, with courage wait; God’s truth be thine affiance, when faint and desolate. God’s might thy heart shall strengthen, God’s love thy joy increase; mercy thy days shall lengthen; the Lord will give thee peace.”

Confidence For Uncertain Times
Bro. Josh Stevenson
To Judge or Not To Judge? By Mike Dickison Minister for the Ivanhoe Church of Christ Based on the Scriptures, we must distinguish between righteous judgement and hypocritical judgement. The command “Judge not” does not mean that Christians must never discern right from wrong. We are told to have our “senses exercised to discern both good and evil” (Hebrews 5:14). When Jesus said, “Judge not” he defined his intention. “Judge not, that ye be not judged. For with what judgment ye judge, ye shall be judged” (Matthew 7:1-2). Then, Jesus said “Thou hypocrite, first cast out the beam out of thine own eye; and then shalt thou see clearly to cast out the mote out of thy brother's eye” (Matthew 7:5). The Lord was not saying “never help you brother with his fault” but, deal with your own hypocrisy first. Let us remember Christ commanded righteous judgment. “Judge not according
to the appearance, but judge righteous judgment” (John 7:24). The judgment that Jesus commands is “righteous judgment.” The examination of something according to God’s Word instead of judging purely by appearance, personal opinion, anger, or prejudice. We must judge doctrine and spiritual teaching. Paul wrote, “Let the prophets speak two or three, and let the other judge” (1 Corinthians 14:29). John wrote, “Beloved, believe not every spirit, but try the spirits whether they are of God” (1 John 4:1). We have an example of this in the Bereans, who were “more noble than those in Thessalonica, in that they received the word with all readiness of mind, and searched the scriptures daily, whether those things were so” (Acts 17:11). The warning of Jesus in Matthew 7 is against hypocrisy. It is not “righteous judgment” to condemn sin in someone else, while excusing the same sin in ourselves.
Paul stated, “Therefore thou art inexcusable, O man, whosoever thou art that judgest: for wherein thou judgest another, thou condemnest thyself; for thou that judgest doest the same things” (Romans 2:1). Then, Paul warns against hypocrisy, “And thinkest thou this, O man, that judgest them which do such things, and doest the same, that thou shalt escape the judgment of God?” (Romans 2:3). We must “judge” what is “good and evil” according to the scripture. We must “judge” when doctrine is false, when teachers are false, when there is sin in the church as the scriptures require, and we must “judge” our own conduct first. We must not “judge” hypocritically, or on outward appearance, or condemn others while excusing ourselves, because it is God’s place to make the final judgment according to His Word.

"We hope that this marina will be a huge investment point that we can spread the love to our surrounding communities," said Cupps. The City of Bonham embracing the marina's incoming. In a statement provided to KTEN, Bonham Economic Development Corporation's Director, William Myers wrote, "Bois D'Arc Lake is an important economic development and quality of life asset for Bonham and Fannin County. It will also give us another way to introduce people to Bonham as a place to visit, live, work and invest." While some people are excited about the addition, others who have enjoyed the calmness surrounding the lake have mixed emotions.
"It's a real enjoyable lake to fish, and easy to get around on," said Forrest Fitcher. When asked about the marina's approval one fisherman said he's worried about an increase in traffic. As the marina's 24-month long construction phase approaches, the North Texas Municipal Water District's staff say they are continuing to prioritize that lake's health. A spokesperson telling KTEN, "NTMWD is committed to maintaining environment safeguards in and around the lake that protect water quality in our public water supply. The marina is expected to be open between the end of 2028 and beginning of 2029.

Turn a takeout favorite into a healthy meal at home with venison. These burrito bowls deserve a spot in your meal rotation! VENISON BURRITO BOWLS 1 Tbsp. avocado oil 1 small red onion, diced 1 lb. ground venison 2-3 garlic cloves, minced 1 Tbsp. chili powder 1 tsp. cumin 1 tsp. salt ½ tsp. black pepper 1 lime, juiced 1 orange, juiced For the cilantro lime rice: 1 c. dry rice, cooked according to package directions (yielding about 2 cups of cooked rice) ¼ c. chopped, fresh cilantro 1 lime, juiced 1 tsp. salt For the pico de gallo ½ large red onion, diced 2 garlic cloves, minced 1 lime, juiced 1 tsp. salt 2 medium sized tomatoes, diced 1 jalapeno, diced 2 Tbsp. fresh cilantro, chopped Toppings
cheese sour cream avocado/guac. extra cilantro extra lime anything else you like on a burrito bowl! Start by making the pico
de gallo. Add the onion, garlic, lime juice, and salt to a bowl while you chop the tomatoes and jalapeno. The lime juice helps to take some of the bite out of the onion and garlic so it's best to put these ingredients together first. Then, add in the tomato and jalapeno, mix everything together and set the bowl aside or in the fridge until you're ready to serve. Then make the rice according to package directions. When it's finished cooking, allow it to sit for 5 minutes before adding the cilantro, lime juice, and salt. Mix and set aside until you're ready to serve. While the rice is cooking and the pico is sitting, make the venison. Heat the oil in a large pan over medium heat. When hot, add the red onion and cook for 3-4 minutes before adding the venison. Allow the meat to brown for 7-8 minutes. Then, add the garlic, chili powder, cumin, salt and pepper. Let this cook for 2-3 minutes before removing it from the heat. When you're ready to assemble the bowls, take a bit of rice and meat and top it with the pico de gallo and anything else your heart desires! ENJOY!! Lake Fannin Volunteers
Letter to the Editor
Press Release - Lake Fannin Volunteers have workdays scheduled on the second and fourth Saturdays of the month from 8:00-noon. We are mowing, weedeating, cleaning up the primitive camp sites, trails, and the Lodge. One big factor is finding the water leak in the waterline, in order to restore functional use of the Lodge. What do you need to do? Show up with your work ethic, and whatever tools you wish to work with (weedeater, pruners, gloves, protective gear) and water. What's open right now? The lake can be fished from the bank, kayaks can be launched, and the hiking trail. The historic area is what is behind the locked gate unless the volunteers are working. For more information, follow on Facebook Lake Fannin Volunteers or the Lake Fannin page of the county's website.

Concrete Batch Plants Recently, my wife learned on Facebook that a company wants to put in a concrete batch plant on Country Road 4620 and US 69. From the location listed, it sounds like the only way in and out will be on County Road 4620. If that is the only road they plan to use to get out to US 69, I will say it was not built to sustain constant heavy trucking. However, why another one anyway. There would be one that already exists just a mile from this one and then there is one over on TX HWY 121 about two miles west of Trenton. Further, Why are all these in PCT #2? Does our current Commissioner Self have anything to do with it? Will the company improve CR 4620 with a paved road to handle the load? I think these are questions that need to be answered and addressed by the commissioners. There are far more areas less populated that could sustain a concrete batch plant. The farmers, ranchers, and residents just don't need one in their back yard. We need to oppose the company at the public hearing by the State of Texas to receiving an environmental permit. illegally near the hiking trails around Lake Meredith National Recreation Area, Rosita Creek Flats. Walking through the flats, the wardens located three adult males who displayed multiple anti-police tattoos and clothing. One of the individuals carried two rifles, an AK-47 and a .308 caliber, as well as paper targets. Some of the individuals were from out of state; the wardens additionally observed that their vehicle did not display a Texas OHV decal. Upon checking with the Potter County Sheriff’s Office, the wardens learned that one was a convicted felon with outstanding warrants for various charges. The wardens arrested the individual without incident. A National Park Service Ranger arrived on scene and issued a federal citation to the individual who had been illegally target shooting. The owner of the vehicle also received a citation for failing to display proper decals required by law. Playing Possum A Karnes County Game Warden received a call from a witness who discovered a man lying on the ground next to a dead deer. The complainant found the man after hearing a shot from a nearby county road and yelled at the man to ask what he was doing. The man stood up and ran into the brush. Wardens coordinated with sheriff’s deputies and witnesses to identify the subject. When interviewed, the subject indicated that, after partaking in a couple of beers, he shot the deer illegally for food. The warden issued a citation and restitution fee. Kids Say the Darndest Things A Polk County game warden received a call from county dispatch regarding a father and his 9-year-old son who had gotten stuck in their buggy deep in a deer lease. They attempted to walk back to their camp and got lost in the process. County dispatch was able to ping their location within a three-mile radius. Once in the area, the warden was able to follow the tracks to the father and son. Dad commented to the son, “Yeah, might be bad luck being the second time we’ve been stuck together,” as the son responds, “but each time, dad, you were driving.” The warden responded, “you’re a smart kid,” and presented him with a Texas Game Warden badge.

Ex-HG standout Morris charts first offensive yards for Baylor
HG '25 alum Beavers LB for SOSU By Rich Hilliard
By Rich Hilliard
Honey Grove 2025 alum Levi Beavers appears on the 2026 Southeastern Oklahoma State University football roster. Beavers lists as a sophomore 5-11 221 linebacker, wearing No. 27. He saw action on Sept. 3 at the University of Arkansas at Monticello.
Former Honey Grove standout athlete Ryelan Morris on Sept. 12 recorded his first offensive yards for Baylor University football. Morris, a 2026 Honey Grove graduate, ran for 32 yards on five carries, including a nine-yard run, during the Bears' 44-3 home non-conference win against Prairie View A&M. The 5-10 185 true freshman also had 25 receiving yards on two receptions, including a 21-yard catch.

HONEY GROVE -Graduation took away a Division-I college signee, as well as talented others, from Honey Grove's 2025 back-to-back football district championship team. But senior Tre’Lyn Bailey, the All-District Utility Player of the Year in 2025, and numerous others do return from that squad. Preparations continue now via pre-district play en route to potentially winning a third-straight

title. Victories at deadline included: vs. Prairiland, 18-12; at Leonard, 34-7; at Quinlan Boles, 54-14. Following the biennial realignment in February, Honey Grove, an area finalist last season in head coach Kyle Little's inaugural campaign, joined county rival Trenton, as well as Bogata Rivercrest, Cooper, Tom Bean, Whitewright and Wolfe City, in the new 9-2A-I. District play for the Warriors starts on Sept. 25, when long-time sports rival Cooper visits.
