Bois d’Arc Lake Watershed Protection Plan Meeting

By Rose Schwartz Wednesday, September 8, 2021, Watershed Manager David Cowan, of the North Texas Municipal Water District, opened the meeting by taking a roll call of the Committee members in attendance to establish Quorum.

Noting that most of the members were attending the meeting either in person or on Zoom, he began the meeting by instructing those online or on the phone; how to have their comments shared with the entire group. He gave a brief rundown of what would be covered in the third meeting of the Bois d’Arc Lake WPP (Watershed Protection Plan.)

When asking for feedback, questions and comments were made by a new presence in the group. Mr. Cowan then paused Stephanie’s presentation to introduce, the newest member to the steering committee, Dr. Johanna Delgado Acevedo of A&M Commerce to represent academic interests. He also took the time to introduce Regan White, a wildlife biologist with Texas Parks and Wildlife who covers Fannin as well as other counties, is based out of Powderly, Tx, and will be serving as a technical advisor to the committee. After introducing the two new faces, a motion was made, seconded, and passed to accept the two additions to the steering committee.

SERVANT-KING Jeremiah was God’s Prophet. The Lord sent him to warn the people of God of His impending judgment against Israel and Jerusalem. For the next forty years and according to the direction and Word of The Lord, Jeremiah delivered the same message - over and over. When The Lord called him, He assured Jeremiah that the message that he was to deliver would not be popular with its recepients. The Message would be to the King of Israel and the “important people” in the king’s service, as well as its citizens. The Prophet’s message, “You have strayed from Me, you have lived your life by chasing after worthless things, and have become worthless.” Jeremiah 2:4. Even the religious leaders had become remote to the Knowledge of God. “The priests don’t ask, ‘Where is the Lord’? Those who are supposed to be experts in My commandments do not KNOW ME, The Shepherds (Pastors) rebel against Me; even those who are prophets prophesy by Baal (demon gods), and follow after unprofitable things.” Jeremiah 2:7-8. Jeremiah was to soon find out the pain associated with delivering The Lord’s message. This unpopular message was not to be given to those whom we might call today the unbelievers and/ or athiests, but to the people who had been chosen by God Himself from all the nations of the world to be Holy, “setapart” for HIM. Jeremiah delivered God’s message to his own harm. He was rejected, chided, and friendless. He was plotted against, thrown in prison and left for dead in an abandoned well. There is only one recorded in the Bible that would risk it all to save Jeremiah.

In an obscure passage In Jeremiah; [READ JEREMIAH 38 and 39], we are introduced to a slave of the King of Judah. An Ethiopian by birth, Ebed-melech (meaning SERVANT-KING) was a stranger in the land. As a slave, he could easily face death for disagreeing with the leadership of the land. Yet, he was willing to risk it all for God’s prophet. We do not hear of him again, but his act of mercy was so significant that he would be remembered by the God of the Universe for all ages to come.

Having already come under siege by Babylon and King Nebuchadrezzar, Jerusalem and Israel were in quite a pickle.

Remembering the four decades of Jeremiah’s sermons and hoping for a reprieve from the doom and gloom, the king asked Jeremiah to pray for them, to give them words of encouragement. After hearing the same message for forty years, that God was going to bring judgment on the land, they wanted to hear something a little more positive. To this plea for prayer, Jeremiah answered, “Thus says the Lord, DO NOT DECEIVE YOURSELVES by believing the Babylonians, your enemies, will leave our land and leave us alone.’ For they will not depart.” Jeremiah 37:9. Israel had reached a tipping point, and there was no going back. They had spurned The Lord’s plea for repentance, so they decided to kill the messenger. They would silence Jeremiah once and for all. They threw him into a pit, a muddy, abandoned well. There they left him with no food or water where he would surely die. Jeremiah 38:6. “But Ebedmelech (SERVANT-KING) went out and spoke to the king, saying: My lord the king, these men [your son and the king’s officials] have done evil in all they have done to Jeremiah the prophet, whom they cast into the pit.” Jeremiah 38:9. With the permission of the King, Ebed-melech, who had already risked death by speaking against the King’s family and friends, rescued Jeremiah. He and his friends gently lifted the fragile prophet from the mirey pit of death. Jerusalem was indeed conquered by their enemies. Many were killed, and the best and brightest young men were carried away to Babylon to serve in King Nebuchadrezzar’s palace. The poor stayed in the land that had been ravaged by famine and war with The Prophet Jeremiah. It came to pass, that even though the leaders and their citizens did not want to hear the prophet’s words, they were none the less true: Jerusalem had been destroyed. And Ebed-melech, the Servant-King? “Thus says the Lord of the Universe, the God of Israel: ‘Listen, I will bring about My Words on this city for evil and not for good; this will happen in your day. But I will deliver you in that day. you will not be given into the hand of the men whom you dread. But you will keep your life, because you put your trust in ME.’” Jeremiah 39:16-18.

Why this message, and why is it pertinent today? The Lord’s message is the same today. God speaks, God warns, and God waits for a repentant people to heed His Word. If it seems a long wait between the preaching and the judgment, it is because of HIS nature. “The Lord is patient, not wanting anyone to perish but all come to repentance. 2 Peter 3:9. The Gospel of Mark, is known as the Gospel of the of the “SERVANT- KING” or “Suffering Servant”. JESUS’ message was His Father’s message. HE SPOKE: “For God so loved the world that He gave His only Son that anyone who believed in Him would not perish but have eternal life.” John 3:16. HE WARNED: “Those who believe will not be condemned, but those who do not believe are condemned already, because they do not believe in the Name of the Only Son of God.” John 3:18. HIS MESSAGE: “The greatest among you shall be your servant.”

Mark 10:43. And when things go horribly wrong, Jesus (The Servant-King), says, “Come to Me, you who are tired and burdened down; I WILL GIVE YOU REST”. Matthew 11:28. In this world, we clearly see the coming storm, but The God of the Universe became a man to save mankind. He lived and died on this earth, a stranger to His own creation. As God, He emptied Himself of deity to become an insignificant man so He could taste death for us and free us from its grip. He died as the SERVANT-KING, and was raised up–not for Himself, for death could not hold the innocent. “He who knew no sin became sin for us, that we might become the righteousness of God in Him.” 2 Corinthians 5:21. Those in Christ can be sure that HE WILL NEVER LEAVE OR FORSAKE US, because we put our trust in Him. He provided a way of escape, and NOW HE WAITS! THIS WHOLE OF THIS BOOK IS ABOUT HIM! Judge Clemons has faithfully served as your Pct 2 Justice of the Peace since 4-3-2018 – taking office after being appointed in 2018 and the death of the previous Pct 2 Justice of the Peace, Alan Hale.

Prior to taking office for the Justice of the Peace, Pct 2 position, Judge Clemons retired from Fannin County, Pct 2 as the County Constable, having served in this position for 16 years. Additionally, Judge Clemons has served in the capacity of law enforcement for the cities of Leonard and Trenton.

In addition to Judge Clemons’ servant heart to serve Fannin County, he has also served his country in the United States Army, earned a Bachelor of Business Administration degree from Wayland Baptist University, and worked for Raytheon Corporation as an Engineer for 35 years before retiring.

Funding Cuts 3/30/21 for Crime Victims in Fannin County

Press Release - A local nonprofit serving victims of child abuse and neglect in Fannin County has received word in recent weeks that grant funding is being cut. The Fannin County Children’s Center did not receive one state grant.

Four other state and federal grants are being decreased for the new fiscal year too.

All the cuts added up to about $68,000 in all.

“Fortunately, we will be able to avoid any lay-offs by not filling a current vacancy,” said Sandy Barber, Executive Director. “We have been working on restructuring our organization and shifting some job duties around to minimize disruption of services to the children, youth and families we serve.”

“The Children’s Center has been blessed with strong community support since we started serving children in 1993. We are asking our community to help us get through this challenging time,” said Barber.

“One way that individuals can help is by becoming a

monthly donor,” said Barber.

“The easiest way to do this is to donate on our website and set your gift to be automatically reoccurring. Many people giving monthly gifts of $10, $25 or more add up quickly.”

The Center has also started seeking sponsors and auction items for their annual gala fundraiser called “Justice Is Served.” This year’s event will be a hybrid event Nov 10-13, with options to attend in-person at the Complex on Saturday night and participate virtually online. Event details are available on their website, including sponsorship levels and auction items donation forms.

“In 2007, we experienced a similar challenge when we lost a major grant,” said Barber. “Fortunately, this community responded generously and we were able to weather that storm. We are hopeful we can do that again. Whether you donate a baked good or other item for our auction, increase your sponsorship level of Justice Is Served,

become a monthly donor, or make a one-time gift, your help is needed and will be appreciated.”

Barber recounted a story of how in 2007, Nobles Resources, a local company providing pest control services to the center heard of their situation and pledged to provide their services for free for one year. At the end of that year, they decided to continue that contribution and have been doing that ever since.

The mission of the Fannin County Children’s Center is promoting safety and improving the lives of abused and neglected children. The center’s programs include CASA and the Children’s Advocacy Center. Services include advocacy, forensic interviews, counseling, court accompaniment and other support to help victims of child abuse heal, grow and thrive.

Fannin County Commissioners Court Special Meeting – Reduced Tax Rate Adopted

Thursday, September 9, 2021, County Judge Randy Moore called to order at 9:05 a.m., a Special Meeting of the Commissioners Court. Quorum was established as three commissioners (one online via Zoom) and County Judge Randy Moore were present. Shortly after calling the meeting to order, the fourth commis-

sioner joined the meeting via phone.

2. Public Forum: There were no speakers for Public Forum.

3. Discussion, consideration and action to adopt 2021 Tax Rate for Fannin County: Judge Moore began the discussion noting that a hearing had already been held on this and today’s meeting was to make official the new tax rate of

0.5341 as opposed to the past year’s rate of 0.589.

After asking if anyone had any comments or questions, Judge Moore called for a motion. Commissioner Magness made the motion to adopt the new tax rate with Commissioner Lane seconding and motion passed unanimously.

4. Adjourn: Motion was made, seconded and passed to adjourn at 9:08 a.m.

John 3:16 There are several facets of thought in John 3:16 that gave to us an ever expanding concepts of the matchless love of God. We looked last week at the “World” in God’s love.

We look in this column at the degree of God’s love.

John words it this way, “God so loved…that He gave.”

I am convinced that this verse of scripture is not only one of the most familiar passages in all of the Bible, but also is likely the most memorized one as well! If my mind serves me

correctly it has been a part of my memory bank since I was in the first grade card class at the Providence Methodist Church at Rockport, Mississippi.

(1928) Also, I have thumbed through notes from sermons and Bible lesson that are in my library I am blessed by how often the theme of God’s love appears.

My thought for this week is found tucked away in the part of John 3:16 that says “For God so loved the world that He gave His only begotten Son.” The topic presents “The Way of God’s Love.”

To get a clear picture of the way God loved, we must take a look at the crucifixion of the Lamb of God on Calvary. Take a Biblical view of Jesus’ death by observing some words that help us to understand.

Fannin County Commissioners Court 2/4/20 September 7, 2021

By Rose Schwartz Tuesday, September 7, 2021, County Judge Randy Moore called to order at 8:45 a.m., a Special Meeting of the Fannin County Commissioners Court. A quorum was established as all County Commissioners and County Judge Moore were present.

2. To Hold and Attend a Public Hearing to hear comments regarding the 2021 Proposed Tax Rate of 0.5341 (last year was 0.589) in Fannin County Commissioners Court – the proposed tax rate is a decrease in total tax revenues from properties on the tax roll in the preceding tax year by 9.32 percent (percentage by which proposed tax rate exceeds lower of no new revenue tax rate or voter-approval tax rate calculated under Chapter 26, Tax Code.) Your individual taxes may increase at a greater or lesser rate, or even decrease, depending on the change in the taxable value of your property in relation to change in taxable value of all other property and the tax rate that is adopted: Judge Moore explained how this hearing was held in order to make sure everyone is aware of the tax rates and how the tax rate dropped this year. He gave time for there to be any public comments made.

3. Adjourn: After giving time for any wishing to make comments, Judge Moore asked for a motion to adjourn and a motion was made, seconded, and passed to adjourn at 8:50 a.m.

On the same day at 9:00 a.m., County Judge Randy Moore called to order the Regular Meeting of the Fannin County Commissioners Court. The pastor slated to lead the Invocation had a problem getting through on Zoom so County Judge Randy Moore led the Invocation and the Pledges.

4. Public Forum: A citizen of Ravenna came to the podium and wished those who observed the celebration; a Happy Feast of Trumpets.

She spoke about the stats on injuries caused by Covid vaccines. The second speaker, also from Ravenna, spoke to say why he has been speaking out as he has and about his complaint of the coverage, he has received recently from local news outlets.

5. Introductions: There were no introductions.

6. Discussion, consideration, and action regarding the Fannin County Declaration of Disaster Proclama-

tion for Covid-19: Judge Moore gave the stats from the day before as 2,892 confirmed, 1,146 probable, and 4,038 total cases. He continued that there are currently 112 active cases with 24 of those in prison and 3,086 recovered. There have been 120 fatalities and the hospitalization rate is 23.23% up from 20.96% last week. He said for further information on this to check with your hospitals and doctors. He said of the physicians that have been surveyed 96% of them have received the vaccine and of those currently unvaccinated, 45% of them plan to get vaccinated.

A motion was then made, seconded, and passed to extend Proclamation one week.

7. Discussion, consideration, and action regarding Courthouse Restoration: Judge Moore read the restoration update as follows: Exterior – Install HVAC controls in Mechanical Yard; Stone patching and point up on South and setting up for West side; Install building base stone veneers on North and prep building corners on South; Adjustments and install of the cornice. Interior – Plaster work in the access stairwell and prep for courtroom; Drywall ceilings on 3rd level; Install wiring for lights, HVAC controls, and outlets in the attic and 3rd level; Install stringers for North Stair; Finish millwork blocking in the courtroom for plaster; Complete fire sprinkler system, ready for inspection; Complete ductwork in Cupola for air intake system.

8. Discussion, consideration, and action to approve minutes from 08/31/2021: Motion was made, seconded, and passed to approve minutes.

9. Discussion regarding the distribution of Unclaimed Property Capital Credits received in the amount of $122,009.21: Judge Moore explained how this amount is much higher than what is usually received and how they were not sure at first if this was even a correct amount. After that was said, he explained that the money can only be spent on: state or local development; small or disadvantaged business development; stimulate and encourage development and commercial activity in the county; promote or advertise the county; improve the extent to which women and minority businesses are awarded contracts in the county; support comprehensive literacy programs; encouragement,

promotion, improvement of the arts; support a children’s advocacy center.

After listing all the ways the money can be spent, Judge Moore said in the past, the average $1,500 to $2,000.00 they received, was given to the children’s center. He then suggested possibly using $77,000.00 towards that amount the U.S. Forest Service is requiring before work can move forward at Lake Fannin and then using the remainder of the $122,009.21 towards the children’s advocacy center. A discussion ensued with the suggestion that the public relay their thoughts to their respective commissioner as a decision will be made soon.

He directed people to the county website for information on the County Court meetings. Commissioner Lackey questioned whether so large an amount of money should be spent on a Lake that is still not owned by the county. Judge Moore agreed with Commissioner Lackey but said he is currently trying to work things out with the Forrest Service and other government offices.

He said if a good package is not reached with the Forrest Service, then they should use the money elsewhere.

10. Discussion, consideration, and action to adopt the 2021/2022 Budget for Fannin County: Commissioner Lane made the motion to adopt the budget with Commissioner Magness seconding the motion. Motion passed.

11. Discussion, consideration, and action to approve Resolution for nominees to the Fannin Central Appraisal District Board of Directors: After some discussion, a motion was made

by Judge Moore to approve Resolution for nominees Jerry Magness and Richard Glaser to the Fannin Central Appraisal District. Commissioner Lane seconded the motion and after more discussion, the motion passed.

12. Discussion, consideration, and action to approve the solicitation of a formal bid for culverts in all precincts: Fannin County Purchasing Agent Michelle Case explained how this was a request for approval to move forward on the annual invitation for bids. Commissioner Lackey stated he would like a clause included that if steel prices come down, those submitting bids would be willing to adjust their prices as steel is exceptionally high right now.

After some discussion, a motion was made by Commissioner Magness to approve the steel clause added. A mo-

tion was seconded by Commissioner Self and passed.

13. Discussion, consideration, and action to approve the second contract renewal term with Appriss Inc. through August 31, 2022, with regards to the Statewide Automated Victim Notification Service (SAVNS) program and have County Judge sign on behalf of the County: Motion was made

by Commissioner Lane, seconded by Commissioner Self and passed.

14. Discussion, consideration, and action to approve Interlocal Agreement between Fannin County and the City of Bonham regarding the Local Rabies Control Authority and have County Judge sign on behalf of the County: Judge Moore said after speaking with Chief Bankston, he believes it is in the best interest of the county to approve this. Commissioner Lackey made the motion to approve with Commissioner Lane seconding and motion passing.

After much discussion, a solution was reached with no action taken by the court at this time.

The month of August was a busy month for maintenance at Oakwood Cemetery in Honey Grove. Several large trees succumbed to the February freeze and had to be removed from the cemetery. August 31, 2021 - The New Hope Cemetery Board of Directors recently met to make a difficult decision about whether or not to have annual Homecoming lunch and business meeting. The Covid 19 pandemic is still very active in this area so out of concern for everyones health we have again decided to cancel it.

Although we will be unable to meet face to face again this year, the cemetery continues with its usual expenses through the year to keep it mowed, maintained, and looking nice.

The cost for mowing goes up yearly.

The cemetery depends on your donations more than ever as many of our supporters have passed on. Please pass this information on to family members and friends who may not receive a letter.

Dad’s World War II Stories

By twins Hez & Rex Ray Our Dad, Dave Ray, was in World War I. He wanted to be a Chaplin in World War II, but was told he was too old. He went to Washington and appealed to the main recruiter.

Again, he was turned down.

He lived near Sam Rayburn (Speaker of the House) in Bonham, Texas, and they were friends. He asked Rayburn to help him. “Go back tomorrow, and if he doesn’t let you in, we’ll give him the axe.” He served in Patton’s 4th Armored Division.

Hundreds of years ago, bushes called Hedgerows were grown instead of fences.

In the battle of Hedgerows, Germans had cut holes in bushes to see through. Americans used bayonets to cut a

hole; the bushes moved. Germans killed many Americans by shooting moving bushes.

Dad and his assistant, Jack, went back to the motor pool and got hundreds of hacksaw blades that cut bushes without them moving.

Germans knew the road Americans would travel.

From many miles away, they fired their shells that exploded on impact on a sharp curve where the convoy had to drive slowly. Their plan worked until Dad didn’t drive on the curve, but drove across a field marked with mine-warnings.

Jack yelled, “You’re going to get us killed.” Dad yelled back, “Germans may have put the signs up.” After they made it, the convoy followed them while shells kept falling on an empty corner.

Once, Jack wanted to skip breakfast and sleep in his foxhole, but Dad made him get up and eat. A few minutes later, a German shell blew Jack’s Bible to pieces. It was under his pillow.

Medics told Dad they could not prevent a soldier from dying. He told Dad, “Yesterday, I thought I’d be killed. I asked Jesus to save me. He stepped into my heart. I was so happy I thought I’d live forever; don’t know why I was hit today, but tell my mother I’ll meet her in heaven.”

His mother knew her son wasn’t a Christian, and was heartbroken when informed he was killed in action. A letter from Dad arrived later.

She wrote Dad, “You’ll never

know how much your letter meant to us!”

Dad left the front to attend a mandatory meeting of all Chaplains. A Catholic General, “X” ordered all Chaplains to stay 50 miles behind the front. Dad got in his jeep and started to leave, and “X” shouted, “Where are you going!” “Back to the front; I take my orders from God; not you!”

Catholic soldiers began to ask why their Chaplains were not on the front, which made “X” angry. He promoted Dad from Captain to Major, but Dad turned it down because Chaplain Majors were not allowed on the front. Later, Dad received orders from General Patton ordering him to the rear, but Patton’s secretary said Patton’s name was a forgery.

After the war, the 4th was stationed at Rothenburg, Germany. He and others made friends by playing soccer with children. One girl, Monika Beyer, about five, troubled Dad: “When is my daddy coming home?”

Her father, John Beyer, was the town’s best doctor. In 1942, he was in the German army. He was at the battle in Stalingrad which started the end for Hitler. Germans had 85% casualties of a million men. 90,000 were captured, and because of food shortage and harsh treatment only 5,000 survived. The chance of Monika’s father being alive wasn’t good.

He always answered Monika question: “Your daddy is

coming home soon. You’ll see him in the big meadow by the oak tree that has a rope swing. He’ll be calling your name.” Her face would light up and she kept telling her family Chaplain Ray’s good news. It wasn’t long until Monika’s mother, Helen Beyer, spoke to him.

“I’ve accepted my husband’s death. All my children with the exception of Monika have also. I must ask you, Chaplain, never again say her father is coming home.

You’re going to break my little girl’s heart!”

Dad told her about his brother being reported killed in World War I. Their mother had eight young children when her husband died and she remained a widow 38 years. She believed God would save her son. After the war, he was in the barn’s hay loft and saw a man walking on the road to their house.

His brother was coming home. The army lost track of him when he was hospitalized from Mustard gas.

With tears down her face, Helen asked, “Oh Chaplain Ray, what am I to do? I’ve never heard a single word from my husband in three years. If he were alive, he’d move heaven and earth to find us. I remain here, alone, and without hope.”

“If he’s alive, I’ll find your husband.” She began to cry again.

“I don’t think I can do this.

The children will be torn apart, our hopes dashed once more.” Catching her hands, he prayed.

“But where will you go?

If my husband can’t find us, and he knows where to look, how can you possibly find him?

“I’ll search the four sectors of prisoners that Allies have in Berlin.” “Before you go, I want you to have a picture of my husband and a lock of Monika’s hair. He said he would carry another lock always. If you find a man that claims to be my husband, ask him for Monika’s hair. The children and I will pray for you every day.”

It was 340 miles to Berlin. His jeep had a new motor because a German 88 shell had missed his head a foot and blown the engine to pieces. He searched the Russian, French, British, and American prison camps with millions of POWs in large open fields with barbed wire without success. The American camp was last. As he was driving away disappointed, he heard a GI yell, “Wait!”

He asked if he wanted a ride. “No Sir, but I know something. I overheard your story to the captain. I have a friend in the British Sector that knows about a Ger-

man surgeon that’s extremely talented. He doesn’t know his name but the British kidnapped him from the Russians to save a British soldier near death. Since then, they’ve kept him hidden.”

Returning to the British prison camp with renewed hope, he told the guard he had orders to find Dr. John Beyer. He retraced his steps with an interpreter, but no luck. “What’s that small building way over there?”

“That’s a destroyed jail. It’s deserted and is going to be torn down.”

“Let’s take a look anyway.”

One undamaged cell had four men on their knees. They looked like they were gambling, but they were praying.

None looked like the picture, but the interpreter hoped they might know something. “The American Chaplain is looking for Dr. John Beyer. He has good news. Do you know where he can be found?”

Slowly, a man stood and spoke in perfect English.

“I’m John Beyer. My family and village are lost. I’ve been a prisoner for three years.

What possible good news could an American have for me?”

“You look too old for me to believe you unless you can match this lock of hair.”

Producing a lock of hair, he grabbed Dad through the bars. “Does my family live?”

Loud praises to God drowned his reply because his smile was their answer.

Hearing there were God’s orders to take him home, there were more praises.

The British Commander said Dr. Beyer was needed and denied his release, but they’d talk more after lunch.

“You go ahead, I’m going to stay here and pray.” “If that’s the way you feel, you can take him home.”

Our father was a fast driver and had many wrecks. He slowed down when Dr. Beyer said, “I don’t think God saved me from prison to die in a jeep wreck.”

I’m your daddy!” There was fantastic joy when he arrived home with Monika on his shoulders.

German prisoners were not allowed to return home, but were used as forced labor to repair war damage in Russia, France, and England.

Two years after the war, one million had died, and four million were still prisoners.

But at Rothenberg, the town had a large celebration for their doctor where Monika’s mother said, “I’m going to kiss the Chaplain”, and her husband said, “If you don’t, I am!”

Later “X” transferred Dad to France and tried to have him court-martial. When that failed, “X” told him he’d stay there until he agreed to take a colored-discharge without honor. For 13 months, we asked Mother when is our Daddy coming home.

Philip Damon, a friend of Dad, wrote a letter, pleading to General Eisenhower to investigate why Chaplain Ray was being detained in France. Eisenhower’s letter said, “I’ve received a report from the overseas commander concerning Chaplain David Ray. You’ll be pleased to know Chaplain Ray has returned to the U.S.” (Eisenhower’s letter is now in the Bonham, Texas Museum.)

Dad’s discharge: “David Ray is one of nine Chaplains in the U.S. Army who was awarded a Cluster to the Bronze Star Medal for Heroic Action.”

My twin brother, Hez, and I were 16 when our parents went to Germany to teach Army kids. We met Monika and wondered why they were so glad to see Dad. We didn’t know the story until 20 years later.

Hez, was Athletic Director of Fairbanks, Alaska.

He organized moving an abandoned World War II airplane hangar 150 miles to Fairbanks for kids to play in. During the winter, many overdosed on drugs from boredom.

Indians had used it many years and were resentful for it being taken, and began stealing. Hez got Dad to be a nightwatchman. On the last day, they rushed to extinguish worker’s bedrolls that were on fire that Indians had poured gasoline on.

When they got there, bullets started exploding which Indians had put on the bedrolls.

They dove behind a low wall where Dad started laughing.

“Why are you laughing?”

“This is just like World War II.” There, Dad told Hez the story of Monica.

Dad wanted to be a chaplain in Vietnam. He stayed in a hotel near President LBJ’s ranch, and asked how he could see LBJ. After three days, the Secret Service said, “Listen old man, go home or we’re putting you in jail.”

Dad and Hez are buried in Carson Cemetery near Bonham, Texas.

FM 1552 Road Work in Fannin County is Underway

Sept. 10, 2021

PARIS – Texas Department of Transportation officials today announced that a rehabilitation project on a portion of FM 1552 in Fannin County has begun.

The contractor, Highway 19 Construction LLC, Sulphur Springs, Texas, was granted 96 working days, weather permitting, to complete this project valued at more than $1.8 million. The target completion date for this project is June 2022, officials said.

The contractor will widen the existing roadway, install geogrid reinforcement,

apply new flex base, and prime and apply a two-course surface treatment to the pavement. This 2.46-mile project extends along FM 1552 from State Highway 78 to the end of state maintenance.

Occasional, temporary lane closures will be required during this roadway rehabilitation, officials said.

Motorists who frequently travel in this area are asked to pay special attention to all barricades, traffic controls and signs,

and to reduce their speed as they approach and travel through work zones.

They should also avoid distractions such as cell phones, eating, drinking, or car audio or navigation systems.

Home Country: Slim Randles Before Herb Collins retired, he owned a pawn shop up in the city. A successful pawn shop. And one of the ways he likes to repay society for his good fortune is to speak to the fifth graders at our local elementary school during Career Week.

And that’s why he was here again this year, attempting to springboard any number of ten-year-olds into the glories of buying low and selling high.

But this year there was a difference. Some of the kids were looking over at Jimmy Thomas and Elise Jamison and couldn’t control their giggles. Jimmy and Elise, however, tried to look very sober and businesslike.

When Herb got close to the end of his time in front of the class, he asked, as he does each year, if there were any questions.

Jimmy and Elise raised their hands. Herb pointed to Elise.

“Mr. Collins,” she said, “in these days of insecurity in the market place, how would the use of debentures stack up as an alternative to trade?”

Herb stammered. “Well, I’m not real sure about that, young lady. I’ll have to get back to you on that.”

He saw Jimmy’s hand in the air. “Yes,” he said, pointing at him.

“Mr. Collins,” Jimmy said, “wouldn’t the use of unsecured bonds be counterintuitive to the agreement we currently share with other members of the World Bank?”

“Uh …”

Herb looked at his watch and excused himself to keep an appointment he didn’t realize he had until he needed it.

The kids cracked up. So did the teacher. “Okay,” she said, “good job you two. How did you guys come to ask those questions?”

“Doc wrote ‘em down for us,” Jimmy said.

Applications Being Accepted for Texas Game Warden Cadet Class AUSTIN — The Texas Parks and Wildlife Department (TPWD) is currently accepting applications for their 65th Texas Game Warden Cadet class.

As fully commissioned peace officers, game wardens are responsible for the enforcement of Texas laws across the state including water safety, natural resource protection and environmental management.

Unconstrained by city or county jurisdictions, Texas Game Wardens patrol the state’s natural waterways, oversee hunting and fishing regulation, and often support local landowners. More widely known, are the specialized skills that have made them a reliable resource for disaster response.

“Texas Game Wardens have a long and proud tradition of protecting and conserving the State’s valuable natural resources. That includes our waterways, landscapes, and the wildlife we enjoy daily,” said Col. Chad Jones, TPWD Law Enforcement Director who stressed that the role of a game warden goes beyond the badge. “Not only are game wardens trained in a number

specialized fields like search and rescue and disaster response, we are members of the community. We are out in our neighborhoods hosting fishing events, educating boaters, and encouraging another generation of Texans to enjoy and preserve the outdoors.”

Drought impacts U.S. wheat, barley, bean output 6/30/20

Drought in western and northern Great Plains states could impact consumer costs and availability woes for wheat-, barley- and bean-based products, according to a Texas A&M AgriLife Extension Service expert.

time price increases aren’t due to labor shortages or logistics or growing demand, it’s just Mother Nature.”

Drought cuts wheat production Durum wheat, which is used for pasta, is among the crops that experienced a severe production decline compared to last year. The crop is typically grown in northern climates like North Dakota and Montana and in the Southwest where it relies on irrigation.

The USDA report showed Durum wheat production will likely be down 50% from last year, Anderson said. Acres were down to 1.44 million acres from 1.66 million in 2020, and yields were down

Supply stocks are also lower than last year, Anderson said.

There were 71.7 million bushels in storage compared to 80.2 million at this point last year.

“That’s a pretty big decline in yields,” he said. “It shows the effects drought can have on these crops. It’s too early to say the word ‘shortage,’ but you could certainly see certain products’ availability be pressured more than usual.”

A lot of Texas producers grow hard red winter wheats, which typically go toward bread production. Unlike many of the wheat-growing areas, they experienced above-average growing conditions and yields this season.

“Texas yields were up 30% compared to last year, and we planted 200,000 more acres, so our production helped,” he said. “But reduced production of a lot of these other crops means we are likely to see some price increases, if not already.”

Barley yields down Production of barley also took a measurable dive this year, Anderson said. Barley acres were down slightly, but yields were down more than 33% to 51.6 bushels per acre compared to 77.5 bushels per acre in 2020.

Anderson said barley comes primarily from northern Great Plains states with some production in California, Arizona and Colorado. Barley varieties are grown primarily for malting and feed products.

in western states, Anderson said. Lower production could translate into higher prices for pinto, kidney, lima and navy beans at grocers and for dishes at restaurants.

The acreage of these crops is relatively small compared to commodity crops, but Anderson said their place in the American food supply can become evident when acres fall short of expectations.

For instance, California, the biggest producer of black-eyed peas, harvested 3,700 acres this season compared to 8,000 acres last year.

“The impact is felt in the grocery stores and in restaurants,” he said. “Some consumers may not notice it, but if you’re a restaurant that serves pinto beans or red beans and rice, they are going to feel it, and their customers may feel it.”

CENTRAL Temperatures were average for August. Drier conditions allowed for quick harvest of remaining corn. Sorghum stubble was baled. Most grains were harvested. Some cotton was still under irrigation, and most fields were nearing harvest. Producers continued cutting and baling hay. Forage

of rainfall. A light cool front provided some relief from the heat. Summer grasses were showing signs of moisture stress. Warm-season crop harvest season was underway.

Corn and sorghum yields were good to average with some reports of poor harvests. Hay baling continued as ranchers were scrambling to put away as much as they could. Cattle still looked good, but grain prices were going to be a concern.

Armyworms, aphids and other insect pests were prevalent.

EAST Hay production continued.

Subsoil and topsoil conditions were adequate to short, and more rain will be needed over much of the district. Houston County reported an outstanding number of bales per acre being produced. Hot, dry weather seemed to be slowing grass growth down in many areas.

Producers were planning fall gardens and winter pastures.

Pasture and rangeland conditions were good, and livestock were doing fair to good. Armyworms continued to be a concern in pastures, and feral hogs remained a problem for many producers.

feed. There was also significant reduction in the production of dried peas and beans, including pinto, light and dark red kidney, and varieties utilized in flash frozen bags of fresh produce and black-eyed peas.

“Anyone who has looked at the drought monitor or watched the news knows what is going on in California and up into states like North Dakota and Montana where a lot of these crops come from that go into flour to make cookies and cakes,” Anderson said. “This could be a classic example of food price inflation where we may see pressure on supplies and consumer costs go up accordingly. But this

Trial by Fire- A Polk County Game Warden responded to a boat fire on Lake Livingston.

Upon arriving, the warden observed five individuals swimming in the water near a boat engulfed in flames. A young boy swimming from the flames stated he was tired and could not swim well. The warden removed his gun belt, swam toward the boy, and pulled him to safety. He noticed another individual struggling to swim and assisted him safely back to shore. The boat fire was extinguished by Onalaska Volunteer Fire Department. All occupants of the vessel were safe and uninjured.

Gator Done- Orange County Game Wardens received a call from the Orange County Sheriff’s Office Dispatch reporting several deputies were attending to an alligator near Bridge City.

A game warden responded to the popular fishing spot and discovered three teenagers had caught a 7-foot alligator. The youths had also enlisted the help of another person to kill it. The three teenagers were cited for taking the alligator in closed season. The alligator was turned over to a nuisance control hunter. Cases are pending.

The Other White Meat- The Texas Game Warden Criminal Investigation Division (CID)

provided Bexar County Game Wardens with information regarding an individual selling deer meat on Craigslist. The game wardens responded to a residence in Southern Bexar County where the suspect admitted to attempting to sell the deer meat and gave information where the white-tailed deer had been killed. The individual was cited for selling white-tailed deer meat.

What’s My Age Again?- Wise and Jack County Game Wardens observed a male subject who appeared to have passed out on a pontoon boat. His legs were hanging from the passenger compartment near the engine while the vessel was underway. The wardens stopped the boat and determined the subject was underage and highly intoxicated. Other minors on the boat also admitted to consuming alcohol. An adult on the boat confessed to one of the wardens that he provided the alcohol knowing underage occupants were consuming it.

One subject was placed under arrest for public intoxication and another arrested for the purchasing/furnishing alcohol to a minor. Citations for minors in consumption of alcohol were issued to the occupants who had a detectable amount of alcohol in their system.

Henry Eugene Cartwright, 89 years and 21 days was born in Hunt County, Texas, August 18, 1932, to George Henry and Trudie Collins Cartwright and passed away in his home September 6, 2021.

Henry Eugene married Geneva Mae McLain August 16, 1957, in Bonham, Texas.

He is preceded in death by his wife, Geneva, his parents George Henry & Trudie, three sisters, Willie Laverne (Tabby) Price, Helen Jo Stapp and Louise Price, two brothers, one grandson Chase Baker, two sons in laws, Jess “BO” Martinez, of Sherman, Tx, and Tom Huckabee of Sherman.

Survivors include one son; Donald Cartwright and wife, Jamie of Leonard, four daughters; Catherine McIntosh and husband, Jim, of Bailey, Helen Martinez, of Burlington, WA, Gail Baker and husband, Terry of Leonard, and Shelia Huckabee of Leonard, 12 grandchildren, 37 great-grandchildren, 9 greatgreat grandchildren, several great nieces and nephews and a host of other relatives and friends.

CLIFTON WAYNE ROSKOWSKE Family Gathering for Clifton Wayne Roskowske, age 68, of Bonham, Texas was held at 3:00 p.m. at his home at 412 Bills in Bonham, Texas. Cremation arrangements are under the direction of Wise Funeral Home. Clifton passed away Thursday night, September 2, 2021, at Paris Regional Medical Center in Paris, Texas.

Clifton was born on December 31, 1952, in Honey Grove, Texas, the son of Theodore Roskowske and Dollie Mae Jones Roskowske. He married Janet Diane Hughes on July 20, 1974, in Pasadena, Texas. They were married 47 years prior to his passing. Clifton took pride in his work, having worked hard all his life. He was an outdoorsman in his younger years, enjoying camping and water skiing. Clifton was often seen tending his yard, so much so, he earned the nickname “Mow Man.” He was one of the GREATEST TEACHERS of how a man is supposed to be. He did not teach with words; he taught by example; he lived it. Clifton showed how a man is supposed to be; honest, hardworking, supportive, and caring.

He also showed how a man has to be tough; not with your fists; but when the world beats you down you get back up.

Sometimes things are going to be hard; you don’t complain about it; find a way or make one. You could always depend on him to help if you needed it. He never turned his back on his family. God must have needed his strength in heaven; for we all knew that Clifton was a MIGHTY MAN; he was our SAMSON. His laughter, watching him dance, his home-made biscuits, and his Banana Pudding will be greatly missed. He was a GREAT MAN; he was an INSPIRATION; if people would live by his example; the world will be a better place.

Clifton will be greatly missed. He is preceded in death by his parents and infant twin sisters, Jane and Janie.

Bonham- Anthony Wayne Lightfoot age 62, passed away on the morning of September 2, 2021, in Tyler, TX., his family is confident he is in the presence of Jesus.

Funeral services were held at 2:00 PM Tuesday September 7, 2021, at the Mulberry Cemetery Pavilion. Rev. Bryan Harkness officiated. Serving as pallbearers were Adam Lightfoot, Matthew Lightfoot, Matt Rishel, and Grant Caskey.

Anthony was born March 5, 1959, in Houston, TX., and grew up in the Sherman and Bonham area. After graduation from Sherman High School, he attended Stephen F. Austin State University in Nacogdoches, TX. He met the love of his life Elizabeth and after he corrected her that his name was not Alexander but Anthony, they fell in love and began their lives together in east Texas. Anthony and Elizabeth were married on June 22, 1984, in Tyler, TX. He has spent the last eleven years teaching and touching the hearts and minds of children in the Tyler area.

Anthony will be laid to rest where many of his beloved relatives are in Mulberry, TX. a place that holds many fond memories for Anthony and his family.

He is survived by his wife Elizabeth, son Adam and his wife Jamie and their six children Aaron, Zoey, Nathan, Robert, Lily, and Madeline, son Matthew, daughter Mary Catherine and her husband Matthew Rishel all of the Tyler area. He is also survived by his parents Billy and Bobbie Lightfoot of Houston, TX., sister Alicia and brother in law Drake Caskey of Houston, TX. and sister

Mr. Morrow passed away Thursday, September 2, 2021.

Joe R. Morrow was born December 1, 1937 in Wolfe City, TX. to the late Joe Thornton and Mildred Maurine Morrow.

Joe grew up in Wolfe City, and graduated from Wolfe City High School. He lived, worked, and raised his family in Dallas. He was a longtime executive at Bowne of Dallas until his retirement. Joe relocated to Bonham transitioning from working to retirement. In his retired years he enjoyed spending time reading, fishing, playing poker with his friends, visits with family; especially his grandchildren, volunteering at Fort Inglish Museum, and attending Sunday school and other church functions. He was a caretaker to all, Papa Joe to many, and hero to a few.

Preceded in death by wife Helen Briggs Morrow, brothers Mike Morrow and Jeff Morrow, son in law Tony Hernandez, and stepdaughter Lisa Mann.

Joe is survived by son Keith Morrow and wife Marsha; son Joe Kent Morrow and wife Dosie; daughter Rachel Hernandez; son Matthew Morrow; stepson Ed Mann and wife Cheri; stepdaughter Chrisitine Mann.

Teal Hunters in Texas Can Anticipate Another Good Season 9/7/21

AUSTIN – The 2021 early teal hunting season arrives this Saturday (Sept. 11) and Texas hunters can once again expect a good season.

Habitat conditions across much of the state are in outstanding shape which is a great sign going into the season.

“I am expecting a good teal season once again for the state of Texas,” said Kevin Kraai, Waterfowl Program Leader for the Texas Parks and Wildlife Department (TPWD). “Teal numbers are already impressive in many areas of Texas, especially the rice prairies of the Texas Gulf Coast and the playa wetlands of the Panhandle.”

The 16-day statewide early teal season in Texas will run Saturday, Sept. 11 through Sunday, Sept. 26. The daily bag limit on teal is six, with a possession limit of 18.

Blue-winged teal are the second most abundant duck in North America and by far the most prevalent duck found in Texas during the special early teal season.

They primarily breed in the Prairie Pothole Regions of North Dakota, South Dakota, Saskatchewan, and Alberta.

This very important region 9/7/21to breeding waterfowl is currently experiencing a significant drought. The lack of winter snow last year and spring/summer rains this year will result in a significant decline in surface water in

this region. The result will be lower production and fewer juvenile teal coming south to Texas this fall.

However, this news shouldn’t dampen the spirits of teal hunters who are gearing up for the season.

“We still have literally millions of blue-winged teal in North America,” said Kraai. “Current estimates of

blue-winged teal are 5.83 million, which is far above the 4.7 million bird threshold required to have a 16-day teal season for 2022-2023.

So, there will be no changes next year as well.”

As for conditions and prospects for teal season around the state, TPWD waterfowl biologists report: •Blue-winged teal

migration is well under way and actually a couple weeks earlier than normal considering the poor wetlands conditions in the breeding grounds.

•Teal numbers are already impressive in many areas of Texas especially the rice prairies of the Texas Gulf Coast and the playa wetlands of the Panhandle.

By Rich Hilliard LADONIA -- Fannindel’s Falcons in 2020 produced the school’s best football season in more than 30 years.

Their run to the Class 1A-II quarterfinals last fall rivaled the school’s 1988 trip to the 1A State football semifinals.

Despite graduation losses, Fannindel, which went undefeated during the 2020 regular season, will look to have another extended season in 2021.

They will aspire as such under new head coach Wayne Ware.

Following an 11-1 effort last year, Fannindel reached Labor Day having won in 2021 its first two games: 39-8 at Fruitvale on Aug. 27 and 39-32 vs. Campbell on Sept. 4.

Leonard, Fannindel making cases for joining state football rankings

Class 3A-II Leonard and 1A-II Fannindel with 2-0 starts have continued to put forth cases for state rankings, but remain outside the polls on Sept. 6.

Gunter, a District 8-3A-II rival for Leonard, remained ranked No. 2 in 3A-II in the poll by Dave Campbell’s Texas Football magazine -- also with a 2-0 start.

Mount Vernon, a District 5-3A-I rival for Bonham, joined the 3A-I rankings at No. 10 -- also with a 2-0 start.

Rhinehart, a 2021 Bonham alum, tied for team-high reception honors with four for 74 yards -- including one for 36 yards.

Rhinehart also had two opportunities to punt, kick off and attempt extra points. He averaged 43.5 yards on punts -- including one for 47 -- and 33 on kickoffs.

Rhinehart, who signed with Grinnell College in Iowa in May, also made an extra point during the 48-13 loss at Rockford University.
