By Connie Estes Bonham city leaders, BEDCo members, local citizens and some local children were present for the ribbon cutting for the Powder Creek Splash Pad this morning at 9 a.m.

City Councilman Tony Rodriguez headed up the project. He worked tirelessly on fundraising and awareness to ensure the splash pad would become a reality, not just a blueprint setting on a desk.

FM 897 Bridge Open and Shoreline Management Plan Under Review

NTMWD is spending more than $50 million to help construct and improve approximately 11 miles of county roads and bridges and state roads in Fannin County.

The largest road project was the construction of FM 897 from Highway 82 to FM 1396. More than six miles of new road including a 1.3-mile-long bridge have been built to provide access across the future Bois d’Arc Lake. This new road and bridge will replace the access previously provided by FM 1396, a part of which the new lake will impact.

For others, Jesus was a man among many. He was unjustly convicted of offenses for which He was executed on a cruel Roman Cross. But then, history is full of martyrs that lost the battle to false accusers and an evil court.

Still others recognize that Jesus was crucified and died for offenses He did not commit, but willingly gave Himself for the lawlessness of others. A couple of years ago I was visited by two women with an invitation to join them in a Good Friday service commemorating the death of Jesus. I thanked them for the visit, I took the invitation and was reading as I walked back to my office.

Suddenly I was struck by a thought, a question, and hurried back to talk to them before they drove off. “What about,” I asked, “Jesus’ resurrection? Will you celebrate His resurrection?” Without further explanation, she said, “No, we are celebrating His death.” Strange, I thought.

Was she telling me she believed that Jesus’ death was the end of the story? I looked online to find out what this gathering of religious followers believed; and indeed, the cross, the grave was the final “nail in the coffin.”

BUT WHAT HAPPENED AFTER THE CROSS? From Genesis 1:1 thru Revelation 22:21, God reveals His plan for creation. The Scriptures are not a compilation of short stories; The Bible is a complete work – a mystery – in which God’s plan for the world and His creation are revealed on every page. The Cross, although pivotal in God’s Plan, is not the end of the story. For Jesus told His disciples, “The Son of Man” (speaking in third person) in Matthew 17:23, “will be killed and on the third day He will be raised back to life.” The disciples were grieved. Their leader was going to die – but they did not grasp His final word on the subject. He would be raised back to life! How could this happen? This is a question that we have all struggled with at one time or another. We tend to forget or not know that our GOD, Almighty, All powerful, and All Loving God did not create death. God is Alive – He cannot produce death. The first man, Adam, was given a free will and the right to choose the destiny for the entire human race. When Adam chose death, all his posterity, the entire human race, would carry death in their DNA. Then came the second man JESUS [Yeshua def. Salvation] (1 Corinthians 15:45) The second man and undefiled creation of God had entered history. Jesus also had free will – the right to choose. Jesus chose to die on the cross and bear death for all mankind because He knew the ultimate victory He and His Father’s creation would gain. His choice would affect all mankind, as did Adam’s. Jesus could change the DNA of man back to the DNA of the Creator, the original intent. “Let us make man in OUR image!” Genesis 1:26 How can we know this for certain? Because “on the third day, He was raised back to life.” The sacrifice of Jesus was enough! The eternal God had accepted His sacrifice; when Jesus bowed His head on the cross, HE CRIED OUT – IT IS FINISHED! In the original language, the words are “PAID IN FULL!” Jesus (Yeshua [Salvation] made the ultimate sacrifice. The penalty for our offense has been paid in full. All who believe will be saved from death.

But the story has not ended. As we stand at the edge of time, we anticipate the final pages which are still to be revealed, then the Mystery will be complete. Jesus will come again! He will not come as a frail baby. He will not suffer death again – He has ended death for all His creation, all those who will accept The Truth. He will come for those who accept HIM and HIS TRUTH. Willingly or unwillingly, “every knee will bow and every tongue will confess that Jesus is Lord”. Romans 14:10 For those that accept Him, He comes as Saviour. For those who do not accept Him, He comes as Judge.

In 1933, the first Humanist Manifesto was presented to the world. It declares that God is not real; there is no intelligent design for creation. Man is his/her own god, an impotent god at best, for death will still be the final victor. There is no spirit, how foolish! Forty years later in 1973, the Humanist manifesto was updated, and abortion swept the nation and the world. DEATH REIGNED incognito through the godhead of man.

Our schools, our homes, places of employment, government and even churches are saturated with this evil plot. How can we free ourselves?

The Healing of the Heart

“The heart is more deceitful than all else and is desperately sick; who can understand it?”

– Jeremiah 17:9 (NASB) “Blessed are the pure in heart for they will see God!” – Matthew 5:8 (NIV) These two verses declare the nature of the human heart and the result of the spiritual transplant. The heart, before God does His work of

cleansing, is not naturally good. Rather it is sneaky.

It is infected with sin. Jesus said, “From within and out of the heart proceed evil thoughts, unclean lips, lustful eyes, an untamed tongue, and the attending perversities of life.” (Mark 7:21) Our hearts need to be healed.

And only the loving God and the redeeming Christ can do it.

My article this week addresses another one of the seven deadly sins - that of impurity. As we have already said, the unredeemed heart is vulnerable and responsible for many of the sins that beset us. We need to give caring attention to our heart.

Second to speak in Public Forum was Bill Roberts, Democratic Chair for Fannin County.

He spoke in favor of Agenda Item 13 related to new voting equipment. He said County Clerk Tammy Biggar has done a wonderful job of keeping the old voting stations running.

Mr. Roberts said the current equipment is outdated and in need of being replaced. He and a lot of his party members are excited about the possibility of getting new voting machines.

6 Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19– Judge Moore gave statistics from the Warden at the State Prison after Covid-19 testing was completed there over the weekend. The prison is in lockdown due to the results of testing. There are 183 positive cases, 3 employees tested positive. There are 1,061 inmates under medical restrictions and 191 in medical isolation. The Judge said all the cases are asymptomatic, which is very unusual. The County numbers are at 388 total cases reported, 10 fatalities and currently 39 cases. The Court voted to keep the Covid-19 Declaration of Disaster Proclamation for Covid-19 in

7 Discussion, consideration and action regarding the Covid-19 Response and Continuity of Operations Plan for Fannin County – The Court voted to keep this plan active another week.

8 Discussion, consideration and action to approve Proclamation honoring Debra Roberts for her years of service – Judge Moore said it is a privilege and honor to be able to present a proclamation like this. Debra Roberts is retiring after 11 ½ years of service as Director of the Fannin County Community Supervision Correction Department. She began her career in Navarro County in 1984. Ms. Roberts served our community in many aspects. The Court signed and presented the proclamation to Ms. Roberts.

9 Discussion, consideration and action to approve Minutes from 08/18/2020 (S) – Minutes were approved by the Commissioners.

10 Discussion regarding the EMS Profit and Loss Report for July 2020 – Fire Chief Scott Ridling spoke to the Court and noted the number of no-transport calls is up due to residents needing only a temperature check or to discuss the Covid-19 crisis but that does seem to be leveling off somewhat.

1) Monday, August 24, 2020, at 9:06 a.m., Judge Randy Moore called the Public Hearing to order and established a quorum, as all Commissioners and the Judge were present.

2) To Hold and Attend a Public Hearing to hear comments regarding the 2020 Proposed Tax Rate of 0.589 (same as last year) in Fannin County Commissioners Court– the pro-

posed tax rate is an increase in total tax revenues from properties on the tax roll in the preceding tax year by 6.71 percent (percentage by which proposed tax rate exceeds lower of no new revenue tax rate or voterapproval tax rate calculated under Chapter 26, Tax Code). Your individual taxes may increase at a greater or lesser rate, or even decrease, depending on the change in the taxable value of your property in relation

to the change in taxable value of all other property and the tax rate that is adopted – Judge Moore said the Court felt it is in the best interest of the County to keep the tax rate the same. After several minutes of waiting for possible comments in Court or online chat, the Judge entertained a motion

by Commissioner Magness and a second by Commissioner Whitlock to end the hearing at 9:15 a.m. Meeting adjourned.

Special Meeting of Commissioners Court

By Connie Estes 1) Establish Quorum- Immediately following the Public Hearing, Monday, August 24, 2020, Judge Moore called to order the Special Meeting at 9:16 a.m. A quorum was established as all Commissioners were present and the Judge.

2) Public Forum - No one in the Court or online chat wished to speak.

3) Discussion, consideration, and action to adopt the Tax Rate for the 2020 tax – Judge Moore asked

if there was a need for discussion.

Commissioner Magness made a motion to adopt the tax rate for 2020 at 0.589, the same as last year. Commissioner Self seconded the motion. A unanimous vote, including the Judge, approved the tax rate.

4) Discussion, consideration, and action to delete the full-time Emergency Management Coordinator (EMC) position from the list of approved positions and replace with two parttime positions for EMC - Judge Moore explained

he is convinced this would greatly enhance the Emergency Management Coordinator’s position. He is proposing someone to work part-time for 26 hours per week and a second parttime employee as a back-up for 4 hours per week. The second employee would provide training. Both positions would not exceed the budgeted amount for the position. Commissioner Lackey stated he does not think this position should be a part-time job.

His concern is if a disaster happens and the parttime EMC is not working at the time. Judge Moore said with the back-up person, he believes it would work. Judge Moore said with the back-up person and also with the Director of CERT, there would be plenty of back-up. According to the Judge’s proposal, this would be a $20 per hour position. There would be three people working together, with the two part-time positions and the Director of CERT. Commissioner Lackey voiced

concerns of communications between multiple people trying to handle the position. He expressed again the position should not be part-time. Judge Moore was convinced it would be one of the best set ups for Emergency Management.

Judge Moore made the motion to delete the full-time position and replace it with two part-time positions, with the option to go back to a full-time employee if it does not work out for the best. The motion failed for lack of a second.

5) Discussion, consideration and action regarding 2019/2020 Fiscal Year Budget for Fannin County – Judge Moore placed this item on the agenda to bring to the Court to explain that he feels there is a backward process of departments making changes to line items in their budgets then bringing it before the Court for approval after the fact.

Discussion ensued between Commissioners Magness and Lackey, regarding situations that cause them to move funds due to equip-

ment breakdowns and the high costs of getting things repaired. County Clerk Tammy Biggar said the movement of funds is relative, based on the needs within a department. A $1200 change in printing costs due to election changes can cause her to need to move funds, even though it is not as great as the Commissioners’ expenses.

Judge Moore asked County Auditor Alicia Whipple to check the statues, to verify what is actually allowed in these cases. There was no action taken on this item.

6) Discussion, consideration and action regarding 2020/2021 Fiscal Year Budget for Fannin County- The Court resumed the budget discussions. Each Commissioner checked their budgets and made minor adjustments to some line items. Auditor Alicia Whipple went through the remaining line items to explain what the monies are mandated for specifically.

Auditor Whipple reported on Fund 84, Bois d’Arc Lake Reservoir, the Sher-

iff’s part of NTMWD funding for specific things, each year. She stated the County has already purchased a truck and side by side for the Department. Next year, the County will buy the two boats needed. Fund 85 is the Lake Fannin Fund, currently needing donations for roof repairs on the lodge. Funds are being raised by volunteers to help with the cost. Some further comments by the Judge and Commissioners ended with some needing more time to finalize their budget decisions.

Commissioner Magness made the motion to adjourn. Commissioner Self seconded. A unanimous vote concluded the meeting at 10:46 a.m.

A LOCAL VOICE THE PARTY FOR VETERANS Samuel T. (Sam) Rayburn, Speaker of the U.S. House of Representatives, is the reason why there is a Veterans Center in Bonham, Texas. The first patient was admitted on November 1, 1951. Veterans continue, to this day, to be served by the outpatient clinic. Veterans currently reside in the Community Living Center (VA Nursing Home) and in the Domiciliary. The Sam Rayburn Memorial Veterans Center is the largest employer in Fannin County. Thank you, Mr. Sam! In 1944, Democratic President Franklin Roosevelt enacted the historic G.I. Bill, initiating Democrats’ long-standing commitment to providing American Veterans access to higher education and the promise of success as a civilian--a commitment that remains strong today.

Democratic President Barack Obama signed the Post-9/11 G.I. Bill in 2009. Democrats continue to insure that the G.I. Bill has the appropriate resources to meet its goals, one of which is the guarantee that all Post-9/11 veterans have an opportunity to earn a college education.

Five years later, President Obama signed the Veterans’ Access to Care through Choice, Accountability, and Transparency Act of 2014, a bill providing the Department of Veterans Affairs the resources to improve access and quality of care for veterans.

Democrats will continue to stand with the military families, who serve alongside their loved ones in uniform, by supporting military spouses and children as they pursue education, career, and financial opportunities.

FURTHERMORE The first scientific, peer-reviewed article on Post Traumatic Stress Disorder was published in a Psychological journal in 1981. I know because I was one of the authors. Along with another dozen such articles over the next 10 years, they all had one thing in common: They were funded by the Veterans Administration. While SMU and Vanderbilt University contributed resources, the funding came from the United States Government. There were no private doctors with the resources to conduct these studies, and no corporations willing to undertake them.

Those first articles set the stage for research into therapies for PTSD, treatments that have benefitted vets from WWII to Iraq not to mention millions of civilian victims of catastrophe. In the same way, the VA is leading in research into traumatic brain injuries which have become ubiquitous in the era of Improvised Explosive Devices. As with PTSD, prosthetics, burns and many other areas, the lessons learned will benefit all of us.

Democrats have no interest in “privatizing” the VA. While we supported the Veterans Choice Act to allow vets to get some needed care from private physicians (signed by President Obama, not Trump), we know that the VA provides unique and essential care in many cases that cannot be replaced by for-profit providers.

The VA is a promise we intend to keep, not sell to the highest bidder.

13 Discussion, consideration and action to purchase HART Intercivic voting system; amount of system not to exceed $558,329.00 and amount of budget licensing for 20202021 not to exceed $29,102.00 and authorize County Judge to sign contract contingent upon review by County Attorney – County Clerk Tammy Biggar presented the cost of new voting equipment and made mention of a need for a new high-speed scanner to the Court. The payout would be $105K over the next four years beginning October 2021.

He stated he is scared for this upcoming election using the current equipment. Curbside voting takes approximately 20 minutes per voter. It takes an extra worker to accommodate the curbside voters. One voter waited over an hour to vote in the July election. Mr. Wilson asked the Court to please approve the new equipment. Judge Moore asked and County Clerk Biggar confirmed there are grant funds of $120K already received but the funds would be forfeited if not used this year. Each new booth would cost $3950. When asked if replacing just the number of booths we currently have will be enough, County Clerk Big-

gar said it is hard to say but there will definitely be a need for more in the future. If she could, she would purchase 10 more than the current number.

The earliest the new machines could be set up for use would be for the May 2021 elections.

Commissioner Lackey made a motion to purchase the new voting equipment at $559,345 and to add 5 more machines if they can be included in the payout.

Commissioner Whitlock seconded the motion. Commissioners Whitlock, Self and Magness expressed their ap-

preciation for County Clerk Biggar’s dedication and work.

Judge Moore said HART, where the equipment will be purchased has worked with the County Clerk on the timing and even a discount on the cost and that speaks highly of their respect for County Clerk Biggar.

Judge Moore called for the vote and the motion was approved.

As some of you know, I like to play golf. One of my golf friends, Ann Stark, is a great cook, and likes to try new recipes. Not long ago, as we finished playing 18 holes, she gave me a homemade energy bar. I thought energy bars would not taste good, but I was wrong. These bars are really tasty, and gave me the fuel I needed. Ann did tell me that she did not have the coconut, nor flaxseed meal, so she left them out. This recipe would be great for your teenager who does sports. Well, I think it will be good anytime.

CRANBERRY PISTACHIO ENERGY BARS 1 cup uncooked old-fashioned rolled oats ¾ cup uncooked quinoa ¾ cup sweetened dried cranberries, coarsely chopped ½ cup salted, dry-roasted pistachios, chopped 1/3 cup flaked unsweetened coconut 2 tablespoons flaxseed meal 1 ounce bittersweet chocolate, finely chopped ½ cup unsalted creamy almond butter 6 tablespoons agave nectar 1 tablespoon canola oil ¼ teaspoon salt Cooking spray

Preheat oven to 350°. Spread oats and quinoa on a baking sheet. Bake for 8 minutes or until lightly browned. Cool.

BILLY LLOYD BROWN

Bonham- Billy Lloyd Brown, age 96, of Bonham, TX was born in Denison, TX on February 15, 1924 to Herbert Clyde and Birdia (Lloyd) Brown. He joined our Heavenly Father on Thursday, August 20, 2020 during his stay at the Sam Rayburn Memorial Veterans Community Living Center in Bonham, TX. Billy Lloyd Brown served honorably in the United States Navy during World War II. He was a pipeline supervisor for Phillips 66 until retirement. He was a loving father, brother, uncle and friend.

Billy is survived by daughter, Judith Anne Brown of Arlington, TX; brother and sister-in-law, Jim B. and Nelda Brown of Conroe, TX; nephews, Jimmy Brown and Randall Brown both of Borger, TX and nieces, Joy Elizabeth Shivers of Mountain Home, ID and Delilah Sue Henderson of Conroe, TX. He is preceded in death by his parents, and son, Allan Lloyd Brown.

Hazel Marie (Rogers) Kelton was born on July 7, 1926 in Ozark, AR to John and Lillie Marie (Barham) Rogers. She married Fred Kelton on December 15, 1945; he preceded her in death on August 25, 1993. Hazel was a seamstress and worked at Bonham Manufacturing. She enjoyed yard work, especially mowing, game shows such and Wheel of Fortune and Price as Right. Hazel was a strong willed and very independent woman.

She was a loving mother, grandmother, great grandmother, sister, aunt and friend. Hazel was a member of Telephone Baptist Church.

Hazel is survived by son, Bobby Kelton and wife Kelley of Telephone, TX and daughter, Linda Taylor of Telephone, TX; grandchildren, Michelle Bymaster and husband Brian, Tammy Williams and husband Randy,

Karen Kelton and Clay Kelton; great grandchildren, Dalton Titsworth, Kaleigh Titsworth, Holden Reaves and Baylee Williams, Judith Bymaster and Brandt Bymaster; great great grandchildren, Ryle Evans and Haynzli Kuecklehan; along with numerous nieces, nephews and friends.

She was born to William & Clemmie Bishop on April 16, 1937 in Sulphur Bluff, Texas.

Jocelyn graduated from Roxton High School and received her Bachelor’s and Master’s degrees from East Texas State University (now Texas A & M Commerce).

Jocelyn married the love of her life, Denton Dee Jones on June 24, 1956. Jo & Denton made their home in Bonham, where she taught in Bonham ISD from 1959 to 1992. Jo spent several years at IW Evans teaching music. She was devoted to the children and loved to see them enjoying music.

She was active in the Texas State Teacher’s Association (local chapter president), Delta Kappa Gama and Bata PSI Chapter, (served as president and first vice president of the International honor society), Distributive Education Association, Texas Personnel and Guidance Association, state chairman of the elementary music division of TSTA, presenter at the TPGA Convention and was a member of the First Baptist Church where she was the choir director and sang for many years.

Jo also published in various professional journals, including School Arts, Arts and Activities and the TPGA Guildlines. After retirement, Jo stayed busy and enjoyed coordinating weddings for a few years.

Jocelyn is preceded in death by her husband, Denton; sister, Kay Walker and her parents. She leaves behind daughter, DeLisa Catalane and husband Bill of Sherman, son Bill Jones and

wife Solinda of Carrollton, five grandchildren, Kandace Catalane, Kristen Catalane, Klint Catalane, Rachel Jones and Lauren Jones, and two great grandchildren, Kylee and Cameron Jones, her sister Jimmye Hancock and several nieces and nephews.

Jo was a devoted wife, loving mom, MawMaw, sister, aunt and teacher. She will be greatly missed.

Linda Nordstrom Hopper passed away on August 20, 2020. She was born in Oklahoma City and graduated from North Texas State University.

She then attended SMU law school where she graduated in 1979. She is survived by her husband, Randy Hopper, 2 children, Lori Ann and David Pierce and Austin Ray and Ashley Walker. Also surviving are her 4 grandchildren, Garrett and Caleb Pierce and Hunter and Rylea Walker.

Linda served as Municipal Court Judge and retired from Allen Municipal Court on December 31, 2016 after 24 years of service.

She held many different positions in her life including secretarial, accounting, and real estate. Betty is preceded

FLOYD GRADY “F. G.” STODDARD

Born January 11, 1936 to William Jesse “Orval” Stoddard and Laudys Belle Braboy Stoddard of Bonham, TX, Floyd Grady “F. G.” Stoddard, age 84, passed away Saturday, August 15, 2020 at The Homestead of Denison, TX, a Senior Living Care Center.

He was there only one week after being transferred from Bonham’s Texoma Medical Center, before succumbing to a very fast moving case of Alzheimer’s and Prostate Cancer.

F. G. was Valedictorian of Bonham High School’s Class of 1956.

He attended The University of Texas at Austin where he received both BA and MA degrees. F. G. was an English Professor at Tyler Junior College for two years then returned to Austin as a Professor in the English Department. His next position was at Louisiana State University, Baton Rouge, LA then leaving there after acceptance to prestigious Cornell University’s Graduate School in Ithaca, NY to earn his PhD. He remained at Cornell for several years where he was a Professor to Graduate Students of Poetry and Literature.

After leaving Cornell, F. G. returned to Bonham where he lived and helped care for his mother with Alzheimer’s. He began a second career commuting to Dallas from Bonham, where he was employed for 11 years as the Chief Editor of major emergency medical texts for the American Heart Association.

F. G. was a US Master Bridge Champion and lover of the Arts.

He retired to the homeplace South of Bonham, where he sought solitude and enjoyment from his many interests, including helping and teaching his young protégé and family.

F. G. is survived by sister Mary Faith Stoddard Hatley of Longview, TX, three nephews, a great nephew, a great niece, several cousins, and a young man he called his son.

There were no services, but F. G. was cremated under the direction of Wise Funeral Home of Bonham, TX. There is to be a private memorial service and then his ashes will be strewn at some of the places he most loved.

The electrical easement cannot be determined, so there will be fees involved to gain electrical access. The land owner does not want to pay for water access but White Shed Water Supply is available. She plans to leave it up to the buyers if they prefer to pay for White Shed access or dig a well. After discussion concerning the utilities, the Commissioners agreed to table this item and study it more, run it past the Subdivision Committee for discussion.

15 Discussion, consideration and action regarding a Request for Waiver of Requirement of Sec. 3.2.16 of the Fannin County Subdivision Regulations, minimum lot size per the Fannin County On-Site Sewage Facility Regulations, on Hwy 121 and FM 896 in Randolph, TX - Development Services Director Lita Huffman presented the request. The developer, Ricky Cascia, spoke to the Court and explained his plan and the fact that these lots are in the town of Randolph. Water is available but sewer is not. It could possibly require a pump station for three new homes.

Commissioner Self said there is a Water Board meeting in Randolph September 1st.

Commissioner Self would like to table this request until September 8th. That motion was approved.

16 Discussion, consideration and action to hold a public hearing on September 8, 2020 at 8:45 am to hear comments regarding the adoption of an Order to implement Minimum Infrastructure Standards for Manufactured Home Rental Communities – Development Services Director Lita Huffman said at the last Subdivision meeting it was suggested the County adopt the regulations which have been set in Grayson County. A public hearing is required. Judge Moore said this is a great idea.

The Court approved the motion to hold a hearing.

17 Discussion, consideration and action to approve the Lake Fannin Operating Plan for 2020/2021 – Judge Moore said the plan is the same as last year’s and it is required by the Forest Service to set a plan each year. The Court approved the plan.

18 Discussion, consideration and action to approve the Office of the Attorney General Maintenance Grant Contract through August 31, 2021 with regard to the VINE (Victim Information and Notification Everyday) program and authorize County Judge to sign on behalf of Fannin County – County Auditor Alicia Whipple said this is ongoing each year and costs the County nothing. The Court approved the Grant Contract.

19 Discussion, consideration and action to approve renewal of TAC Risk Management

Pool’s Liability Programs (Auto Liability and Physical Damage, Law Enforcement, Public Officials and General Liability) for December 11, 2020 through December 11, 2021 and authorize County Judge to sign renewal questionnaire on behalf of Fannin County –County Judge Moore said this is standard yearly renewal. The Court approved.

20 Discussion, consideration and action to approve payment of bills – Commissioners approved payment of the bills.

21 EXECUTIVE SESSION: Deliberation Regarding Contract Being Negotiated – a closed meeting will be held pursuant to §551.0725 of the Government Code for deliberation regarding business and financial issues in relation to contract(s) being negotiated where as an open meeting would have a detrimental effect on the position of the Commissioners Court in negotiations with a third person – The Court went into Executive Session at 10:15 a.m. The session ended at 10:45 a.m.

22 Discussion, consideration and action regarding Executive Session – Judge Moore asked if there were any questions or any discussion pertaining to the Executive Session. Commissioner Self made a motion to send a letter of intent to the City of Leonard regarding a housing contract for EMS. Commissioner Whitlock seconded the motion. Motion approved by the Court.

Judge Moore said Lake Fannin volunteers are raising money for the roof on the main lodge. He encouraged everyone to contact Alicia Whipple or Gabe Parker to help out.

The Judge said he spent time one day with Commissioner Self in Trenton and really enjoyed the day. He said they visited with landowners and spent a good time with them.

It was one of the best days he has had in a while. Judge Moore said they are looking at empty buildings in town, trying to locate a good location for County employees. NTMWD will be here next week to present updates on the lake.

Leaves Dropping in Summer

By: Dr. Mario A. Villarino, County Extension Agent for Agriculture and Natural Resources It has been a hot and dry summer. It only takes a short trip to the countryside to see the impact of the lack of water in crops and pastures. Urban settings show the impact although because of irrigation, the severity is less evident.

According to Dr. Calvin Finch, former Texas A&M Urban Water Program Director for the Texas A&M Institute of Renewable Natural Resources, summer is common for shade trees to drop leaves. Prepare to see even more as trees that put on heavy leaf loads in response to the generous rains received during winter and spring, adjust their foliar load to a level that can be supported in the current dry spell. Adjusting leaf load to match available soil moisture is a survival mechanism practiced by well adapted trees.

John Tomacek, Ph.D., AgriLife Extension wildlife specialist, Thrall, said hunting appears to be an activity that is trending upward due to COVID-19. Dove season, which begins Sept. 1, will be most hunters’ first foray into the field this hunting season.

“At least among state residents, hunting license sales are up, and we’re expecting good participation this year,” he said. “People are looking for reasons to be outdoors because of the pandemic, and many are choosing to go hunting.”

2020 dove forecast Owen Fitzsimmons, Texas Parks and Wildlife Department dove program leader, Austin, reported “ripe conditions for a fruitful season” in his 2020 dove season forecast.

Fitzsimmons said the 2020 dove surveys were cancelled due to the pandemic, but Texas has a breeding population of 25 million mourning doves and up to 15 million whitewinged doves. Dove populations swell during hunting season as birds migrate into the state from other areas in the flyway.

Like previous seasons that kicked off during prolonged dry spells, hunting spots with food and water sources nearby should attract birds.

“Above-average rainfall statewide throughout the spring season has led to prime habitat conditions during the peak nesting months of May and June,” he said. “Biologists suggest that dry condition in the northern and western regions of the state may help concentrate birds around food and water sources during the season.”

Fitzsimmons said timing hunts around normal seasonal weather like cold fronts will be instrumental in hunter opportunities. Dove concentrate in bigger fall flights ahead of fronts.

“These groups will often feed heavily in one area for a few days before moving on,” he said. “Hunters should look to take advantage of any fronts during the season.”

be a major factor in hunter success. Having small grains like sorghum or seed crops like sesame and sunflowers on or nearby hunting locations attract birds.

“This year may be different for many areas because of commodity prices,” he said.

“If acres that were typically sorghum were planted with corn this year, that will likely affect the number of doves in the area.”

It’s also important to know the rules for manipulating seed and grain crops as a way to attract migrating dove, Tomacek said.

“For people who planted crops like sunflowers to attract dove, the birds aren’t going to perch on the plants and eat the seeds,” he said. “You have to shred it down and spill the seed. That is legal for migratory dove. If you’ve planted for dove, it is legal to manipulate the crop and hunt over it.”

Tomacek said he also recommends spending some time preparing your aim before the hunt.

“A little practice with some clay pigeons will help get your brain in shape for how your gun is patterning and how much you’ll need to lead the birds,” he said. “Shoot a consistent load, the same load and shell, whether it’s 6s or 7s. It’ll increase your chances of bagging birds.”

CENTRAL Drought conditions worsened. A small amount of rainfall was reported, but not enough to change soil moisture conditions. Some counties initiated burn bans.

Forecasts called for rain. Pastures were drying out pretty rapidly. Livestock producers were feeding hay and/or cubes. Livestock were in fair to poor condition. Hay prices were going up. Irrigated crops were in good shape. Sorghum and corn harvests were complete. Cotton exhibited signs of drought stress. Half the district reported short soil moisture levels, and the other half reported very short conditions. Nearly all counties reported poor rangeland and pasture conditions.

NORTH Most counties reported short to very short topsoil moisture due to high temperatures and sporadic rain. Pasture and crop conditions were declining. Pastures and ponds were drying up very fast, and there were reports of pond fish mortality. Armyworm activity was heavy.

EAST The dry spell continued across the district. Pop-up showers occurred in a few counties.

Despite the lack of rain, pasture and rangeland conditions remained good. Subsoil and topsoil conditions were adequate to short. Hay production continued. Watermelons and peas were being harvested. Calf prices were up at local cattle markets. Livestock were in fair to good condition. Armyworms were reported in Cherokee County. Wild pig activity increased in pastures, hay meadows and crops.

Game Warden Field Notes

Strike a Pose A Houston County game warden was patrolling Houston County Lake when he noticed a man in possession of a slot limit bass. The man said he was going to take a photo with the fish and then release it back into the lake. The warden asked to see the fish and when the man removed it from the live well, the warden saw that it was dead and beginning to turn stiff. Case pending.

Curiosity Caught the Cat A game warden received a call from an Andrews County deputy asking about the legality of shooting mountain lions in Texas. After explaining the regulations, the deputy told the warden someone had claimed to have seen several mountain lions hanging around an old abandoned house near the state line. The warden contacted the individual who had allegedly seen the cats and located where he had spotted them. The warden spoke to the landowners in the area and found out the individual did not have permission to be on their property.

After investigating further, it was determined that four individuals were trespassing on

the ranch. Appropriate charges were filed and are currently pending.

Does Your Mother Know That You’re Out? While patrolling the Sabine River late one night, a Gregg County game warden and an Upshur County game warden saw two individuals fishing near a public boat ramp. When the wardens made contact, they noticed one of the individuals grew visibly irritated and evasive. Fictitious information was offered to the wardens as local law enforcement arrived to assist. Fannin County players vied against opponents instead of each other for the first -- and only -- time this preseason.
