Back To School ... Project Phase 2 Fannin County Restoration “SeekCourthouse & Find”

This Agenda item is to consider approving some but not all proposals from the bid process on the courthouse. This project started with voter approval on 11/08/2016 where the people of Fannin County were promised a renovated courthouse to its original glory in exchange for approving a $12.5 million dollar bond package. According to the Texas Historical Commission schedule the project was to start on 7/17/2017. Almost two years ago today. ch According to the agreement with the Texas Historical Commission, all Phase 2 drawings were to be completed and submitted by 11/3/2017. The plans were submitted by Architexas on 9/21/2018, almost 10 months late. According to the Texas Historical Commission agreement advertisement for bids and issue of Bid Documents were to start on 1/5/2018 and take a period of eight weeks. That happened a year and three months late.
According to the Texas Historical Commission funding agreement, bids were to be opened and lowest bidder identified on 2/16/2018. That is what we are talking about today, a year and five months late. Again, according to the agreement with the Texas Historical Commission schedule, Pre-Construction meeting and initiation of work was scheduled to start on 3/2/2018. Construction was scheduled to be 20 months and end in October 2019 - A year and four months late and we still have not started. Ca According to the n minutes from this Commissioner Court Meeting on 10/22/2018 there was only one bidder on the project with a bid of $27,996,000 and this Court rejected that bid and hired a Construction Advisor in the same meeting with the intent of managing the project yourself. You placed ONE of the commissioners in the position of Project Manager with the assurance that the project will be brought in for the original $16.769,236 estimate. You said “Trust us, we know what

You have been saying “Trust us, we know what we are doing.” The agreement which this court signed with the Texas Historical Commission states: “The following schedule shall be met by Fannin County unless an extension is granted in writing by the Commission. Failure to meet any of the dates provided may result in forfeiture of all or a portion of the grant award.” We, Fannin County, who you represent, have not met one
