Commissioners Set Culvert and Severance Fees
The regular meeting of the Fannin County Commissioners Court was called to order Tuesday, August 11, 2020, at 9:03 a.m. by County Judge Randy Moore, at Bonham City Hall, and via teleconference. Judge Moore established quorum; all Commissioners were present. The invocation was given by County Treasurer David Woodson. Major James Manis led the pledges. There were no special introductions. 5 Public Forum: One resident shared his concern for the condition of County Roads 1010, 1015, and 1020, especially in wet conditions which render them nearly impassable without 4-wheel drive. Though the nearby sand plant does not use these roads, many of its employees as well as an elderly community live along with them, and the resident believes that in the event of an emergency, the roads will prevent first responders from arriving in
time. The sand plant has donated time and materials to mend portions of 1010, but the others must be addressed before the rainy fall season worsens the situation. 6 Judge Moore reexamined Governor Abbott’s Executive Order GA-29, which mandates mask usage throughout the state, but which allows for counties with Covid-19 counts consistently lower than 20 to apply for an exemption. He stated the current count in Fannin County is 9 active cases, which is up from the 0 of last week but still well beneath the threshold for the exemption, and considered signing the exemption form, a move which Health Authority Dr. Froelich endorses. Judge Moore emphasized that if the exemption is achieved but the case count goes above 20, masks must be worn again and the exemption reapplied for later. Commissioner Whitlock was concerned with a recent report of more Covid-19 cases that have not
