Discussion, consideration, and action regarding Executive Session: Motion was made, seconded, and passed to enter back into Regular Session at 10:48 a.m. Commissioner Lackey made a motion to give the County employees a 3% raise except for the Sheriff’s office who will continue on the Step Program they have set up. A motion was seconded by Commissioner Lane and the motion passed unanimously.

5. Discussion regarding 2021/2022 Budget: Judge Moore asked if there were any present wishing to speak about the budget.

Fannin County Sheriff Mark Johnson came to the podium to discuss the problem of losing experienced deputies/county employees to other districts due to better pay.

Shelter Announces New Director

Mark Sanderson, Director

Press Release - Open Arms Homeless Shelter of Fannin County is excited to announce that Mark Sanderson will serve as Director for the shelter effective August 2, 2021. Mark and his wife, Joyce, were both born and raised in Fannin County.

Mark began his career in law enforcement with the Bonham Police Department. He then went to work for Collin County Sheriff Department. After 38 years in law enforcement, Mark retired as Chief Deputy and moved back to Fannin County in 2019. Mark served in many different roles during his time in law enforcement gaining skills and knowledge in all aspects of law enforcement.

After moving back to Fannin County, Mark wanted to get involved in the community. He volunteers with Meals on Wheels. He is an active member of Boyd Baptist Church. He joined the Open Arms Board of Directors in 2020. He and his wife are regular volunteers at the shelter.

Mark says that Fannin County has a unique ability to do something that the metroplex cannot do. The homeless situation is out of control in the large cities.

They are using lots of money, resources, and time, but are still struggling to meet the needs of the homeless.

In Fannin County we can do something now, while situation is manageable. If we work together as a community, we can make a difference.

We can provide temporary housing and food and we can give the homeless hope and a way to get back on their feet.

8-10-21 d’Arc Lake/Precinct Roads Get Assistance Covid/Bois

Tuesday, August 3, 2021, County Judge Randy Moore called to order at 8:50 a Special Meeting of the Fannin County Commissioners Court. A quorum was established as all four of the County Commissioners and County Judge were present.

Hold and attend a PUBLIC HEARING to hear comments regarding the proposal to close CR 4510 in Whitewright, Texas starting at Hwy 11 and going south 1,430’; section to be closed will be 75’ from that location to across the bridge with the section from Hwy 11 going south 1,430’ to be renamed CR 4511: Commissioner Self explained that residents in the area had turned in a petition to have this road closed. Judge Moore asked if there were any who wanted to speak to this item. No one came forward to speak.

3. Adjourn: Motion was made, seconded, and passed

to adjourn at 8:55 a.m.

On the same day at 9:00 a.m., County Judge Randy Moore called to order a Regular Meeting of the Fannin County Commissioners Court. After Judge Moore noted Quorum was established, Reverend Josh Lott of Ivanhoe Baptist Church led the Invocation.

4. Public Forum: A citizen of Ravenna came forward to speak and started by thanking the Court for being able to speak and relayed that his intention was not to be disrespectful but felt the need to speak again on the topic of the covid vaccine as it is his belief that it may well be harmful to the body.

He questioned many things that are contradictory to a pandemic being in play and put forth his thoughts that a false narrative is being imposed upon the people.

He concluded with scripture verse Proverbs 25:2.

“It is the Glory of God to conceal a matter; to search out a matter is the glory of

kings.” A citizen from Telephone called in to let the Court know that the citizens of Telephone care about the decisions being made by the court and to relay her gratitude to hear the meeting via Zoom.

5. Introductions: There were no introductions.

6. Discussion, consideration, and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: Judge Moore gave the stats as of yesterday at 2:50 p.m. as being: 2,639 confirmed and 945 probable for a total of 3,584 Covid cases. He continued that there are currently 48 active cases with 4 of those being in the prisons; 3,496 have recovered, there are 109 fatalities, and a current hospitalization rate of 10.91%.

In addition, he noted that there are zero ICU rooms available in Fannin County TMC hospital, 2 ICU rooms available in Grayson County; 17 ICU rooms in Collin County; 3 ICU rooms in Denton County; 22 ICU rooms in Dallas County and no ICU rooms available in Hunt County. Judge Moore clarified though that not all the hospitalizations are due to Covid as there are just some with other sicknesses.

He ended on the positive note that the county workers who tested positive for Covid have survived and are doing well. He mentioned anyone wanting to

get the vaccine, should be able to do so relatively easy as most pharmacies are still administering them, but no one is pressuring anyone not wanting the vaccine, to take it. He further added the Governor has added GA38 which rescinds all previous Covid orders except GA13. Basically meaning; no masks and no forcing of getting vaccines. A motion was made and seconded and Judge Moore asked the citizen who signed up to speak on this to come forward.

The citizen from Ravenna who previously spoke in Public Forum asked questions including how many of the prisoners who had Covid were vaccinated and why there isn’t more of a discussion about the treatments that are working. He ended his statement with reference to the website of lifesitenews.com where conferences are being held about this. Commissioner Lackey then raised a question about masks being mandated in District Court and if that was allowed. A brief discussion ensued, and Judge Moore confirmed that masks are allowed to be mandated in certain groups after which he read an order from District Judge Laurie Blake stating the necessity of wearing masks in the courts in Fannin County. When asked what that meant, Judge Moore replied that in the District Court and Family Court of Law it is required a face mask be worn as of August 2, 2021.

Motion to extend Declaration was then voted on and passed.

7. Discussion, consideration, and action regarding the Covid-19 Response and Continuity of Operations Plan for Fannin County: Judge Moore stated the only change to this was Judge Blake’s standing order, and a motion was made, seconded, and passed to extend one week.

Discussion, consideration, and action regarding Covid-19 update and needs for supplies or personnel: This item was passed on.

Discussion, consideration, and action regarding Courthouse Restoration: Judge Moore read an update as follows: Exterior – New masonry contractor installing veneers and patching on South Side; Dig footings and setting Mechanical Yard fence; Patching and installing veneers along the base of the building for Dolomite match; Install blocking for Cornice at entry gables; Install shingles on East side of the roof and install ridge caps. Discussion, update, and presentation regarding Bois d’Arc Lake: Steve Long with the North Texas Municipal Water District gave a slideshow presentation of an update on the work ongoing at Bois d’Arc Lake that is currently 30% filled, which included the Agenda items of BDL Impoundment; CMAR 1 Construction Progress; Mitigation Full Service Provider; CMAR 3 Construction Program; Lake Operations Center and Boat Ramps; Raw Water & Treated Water Pipeline Progress. After his presentation, a county resident asked a question regarding the resolution of a Native American burial site issue to which Mr. Long responded that due to the sensitivity of that topic, he could not comment on that issue. Another county resident asked a question regarding the cement company being used for the construction. Mr. Long responded that the previous Texas cement supplier had a kiln damaged during the extreme weather outbreak and their other kiln was down for maintenance. For that reason, they had to acquire another source of cement. It was asked by another resident what the fishing would be like on this lake to which Mr. Long repeated a previous assessment of the growing “the Secretariat of Black Bass in this lake.” Judge Moore reminded all that the boat docks are not yet open and to wait until that time to go out. A resident of Honey Grove expressed her disappointment that there were no recreational picnic spots at the lake for families and tourists wishing to visit the lake, to go to, and enjoy.

11. Discussion, consideration, and action to approve minutes from 07/20/2021 (R) and 07/06/2021 (S): Motion was made, seconded, and passed to approve minutes.

12. Discussion, consideration, and action to approve Hands-Free Microfilm contract between Fannin County and Fidlar Technologies and authorize County Judge to sign on behalf of the county; to be paid from County Clerk Records Archive, Fund 127 (line item 127403-4370): Fannin County Auditor Alicia Whipple

clarified that no money would be coming out of the general fund for this and motion was made, seconded and passed unanimously to approve.

13. Discussion, consideration, and action to approve a short plat for Sky View Subdivision; 8 lots between 1.00 and 1.76 acres on CR 1245 in Savoy, Texas: Fannin County Development Services Director Di Hopkins reported all taxes having been paid and everything is in order for this to be approved.

Commissioner Lane made the motion to approve with Commissioner Self seconding. Motion passed unanimously.

14. Discussion, consideration, and action to close County Road 4510 in Whitewright, Texas; starting at Hwy 11 and going south 1,430’, from that location for 7’ to across the bridge and to rename the section from Hwy 11 going south 1,430’ to County Road 4511: This item was discussed during the Public Hearing held immediately prior to the Regular Meeting. A motion was made, seconded, and passed unanimously to approve.

15. Discussion, consideration, and action to purchase a 2012 International Pro Star haul truck from Hess Transport for $10,000.00 for Precinct 1: Commissioner Lane noted this was no longer being pursued. No action was taken.

16. Discussion, consideration, and action to set a Public Hearing for September 14, 2021, at 8:50 a.m. to hear comments regarding a proposed speed limit of 30 mph on County Roads 2037 and 2038 in Ivanhoe, Texas: Commissioner Lane explained how a petition had been signed by residents and turned in for this. A motion was made

by Commissioner Lane, seconded by Commissioner Magness, and passed unanimously.

17. Discussion, consideration, and action regarding whether or not a culvert permit is required when a property owner is changing out the existing culvert or adding an extension to it: Commissioner Lane stated this item was in response to a question posed to her by a resident.

Discussion ensued and the determination arrived at that, culverts currently in place will be grandfathered in and the resident need only to notify their precincts’ commissioner of the work they will be doing, and a permit will not be needed.

Love seems to be a forgotten term. Animosity, bordering on hatred, clouds the truth we need to have.

The admonition of our subject is to practice it, in the home during parental training. Pulpits need to echo the truth of God’s word in a spirit of love. Education embodies the truth and an edifying love must be taught.

If what we hear the mouths speaking comes from the abundance of the heart, and it does, our greatly nation stands in need of returning to those principles of living that way.

much money the county loses when a trained employee leaves for a higher-paying position elsewhere. He noted that he’s aware the county has one of the best health insurance policies for their employees that can be had, but insurance can’t pay the bills. He noted that some of his officers have secondary jobs just to pay their bills.

His request is for the County to consider giving the officers “certification pay” that is commonly paid in other counties. He introduced each of the officers who accompanied him to today’s meeting beginning with Hannah from Wise County who has a bachelor’s degree in criminal justice and keeps everything together by monitoring the office and making sure everyone keeps up with their training including the Sheriff. (He cited a “best rating they had in a long time” that came after a recent state audit.) He ended his introductions of officers with Zach who is a home-grown Fannin County guy who loves and wants to serve Fannin County. He said he is very proud to work with each and every one of these young people.

Judge Moore responded that they are doing with the monies they can get, the best they know how and expounded on how keeping the same insurance that they have had, cost the county more and actually amounted to a pay increase for all county employees.

He explained that with the Step Program at the Sheriff’s office, the employees there have been receiving raises while other county employees have not. Those are the county employees who will

Add onions and 2/3 of shredded cheese, set aside. In another bowl, combine sour cream, heavy cream, melted butter, chicken base, and the rest of the seasonings. Whisk until well combined. More discussion ensued about how $36,000 a year is inadequate pay for those who do not know for sure if when they leave their families to go to work, they will return to them. Commissioner Lane expressed her great respect for the officers who do this job and believes there is a need to find a way to increase their pay. Commissioner Lackey asked for clarification on some details of certifications. Sheriff Johnson thanked the court for their time and consideration and Judge Moore said the Commissioners Court would see what they could do to accommodate his request and applauded the Sheriff and his officers for the work they do.

He explained that in Law Enforcement you want educated employees in order for them to do a better job for the county. He continued that when he came to the Sheriff’s office, most of the people had a basic level of peace officer with no encouragement to go any further. Making reference to the impressive group of officers who had accompanied him to the meeting, he said today they are blessed to have some who are masters, around 3 people with bachelor’s degrees from college, and some officers who have gone to aviation school to get a license to be certified drone operators. He explained that each department recognizes those who get certified in different categories to get a step higher and rewards them.

The levels of special training of a peace officer are basic, intermediate, advanced, and masters. To achieve a master’s certificate, one would have to have around twenty years of experience or have a bachelor’s or master’s degree from college. He described how a new recruit goes through 18 weeks of a lot of training and the different certification in special fields an officer can have such as mental health certification.

He expounded on how much money the county spends to train the officers and how

Discussion, consideration, and action to move $35,850.74 from line 230-3641630 (Income from Auction)) to 230-623-5710 (Purchase of Equipment): Commissioner Magness explained how this was money that was gotten from the sale of county equipment in an auction and requests it go into the account for the future purchases of county equipment. A motion was made, seconded, and passed.

19. Discussion, consideration, and action to authorize Purchasing Agent to go out for bids for custodial services for Fannin County: Fannin County Purchasing Agent Michelle Case clarified this was something that comes up during a budget time and which county offices this item was involving in response to a question from Commissioner Lackey. Commissioner Self made a motion to authorize, and Commissioner Magness seconded the motion.

Motion passed unanimously.

20. Discussion, consideration, and action to abandon Right of Ways on Queener Street, Reed Street, North Street, and any alleys located North of State Highway 11 (Railway) and East of Business 121 (Hall Street) of the Town of Randolph, Texas as shown on a recorded plat of record in Volume 32, Page 144: Commissioner Self explained why this is needed and it was determined more research was needed and it would be addressed at a future date.

No action was taken.

21. Discussion, consideration, and action to move $2,518.30 from 100-370-1310 (Auto Insurance Loss payment) to 100-591-4540 (R&M Auto, Development Services); reimbursement check was received: Alicia Whipple commented that this was the last of the insurance reimbursement checks from damage due to a hailstorm. A motion was made, seconded, and passed to move.

22. Discussion, consideration, and action regarding the sale of Fannin County properties: After some discussion, it was commented on how the property spoken of in a previous meeting belongs to the

state and not the county. A discussion then ensued about what is required to sell county land at a future date. A county resident raised a question if donated land to the county could be sold, and another question was raised by another resident wanting to know where the proceeds of county land sold would go. It was decided that more research would be needed, and this may be brought up at a future date.

23. Discussion, consideration, and action to allocate a portion of the CARES Act funding to the four precincts in Fannin County: Judge Moore led the discussion about allocating $120,000 to each of the four precincts for road work. He said when given the option to ask for the funding afforded to counties, Fannin County took advantage of the opportunity with the fervent recommendation from Texas Association of Counties Attorney Jim Allison and the assistance of Alicia and Sherry from the auditor’s office. The money was used for Covid expenses and has been used to purchase two Sheriff vehicles and laptops. Currently, the $650,000 remaining in the account is free and clear and he believes some of that money can be used to make a serious dent in the road problems of the county. Some money will be left in the account for future issues that may arise. After expounding on the money received from the CARES Act, he made the motion to allocate $120,000 to each of the four precincts.

The motion was seconded by Commissioner Magness. A discussion ensued with Commissioner Lane stating what a tremendous help this will be for her precinct. He fielded questions from residents in attendance. One citizen asked if there were any restrictions on the use of the money. To which Judge Moore replied there were not and explained road work expenses or road equipment purchases could be submitted to Auditor Alicia Whipple until the $120,000 is used. Another citizen asked if there were any strings attached to the money and where the money came from. Judge Moore replied there were not and Ms. Whipple explained it was Federal money given to the state, so it was what was coming from the state. It was also asked if the money was not used within a specific time would it be lost. It was explained that there was not a

time frame requirement and Ms. Whipple clarified that until it is spent, it would remain in the county fund. After the discussion, the motion was voted on and passed unanimously.

24. Discussion, consideration, and action to approve payment of bills: Motion was made, seconded, and passed to approve payment of bills.

25. Comments by County Commissioners and County Judge: Commissioner Lane voiced her appreciation for the attendance and participation of county residents. Referring to the past statement of a lack of family/recreational spots at Bois d’Arc Lake she said a remedy for that could be looked into. She is thankful for the Cares Act funding and believes it can be put to good use; with the recent rain, she asked for continued patience as county crews work on roads and wished all a good week. Commissioner Self echoed Commissioner Lane’s comment and added that due to Covid, supplies have not only become scarce but have risen significantly in cost, and believes the money coming from the Cares Act will alleviate problems. Commissioner Magness agreed with Commissioner Self and added how Covid has negatively affected so many things this year and agrees the money will help tremendously.

He voiced his appreciation for everyone’s attendance and expressed his hope for everyone’s return and a good week for all. Commissioner Lackey also agreed with the previous comments about how this extra money will help with material and is a good thing but noted it will not absolve the problem of not having enough employees. Judge Moore wanted to let it be known that he plans on having his budget completed

by August 10th and will be scheduling budget meetings with the Commissioners Court Wednesdays; August 11th, August 18th, and August the 25th, beginning at 9:00 a.m. He appreciates all the help he has received from the Fannin County Auditor’s office with the Cares Act and is glad for the cooler weather after all the heat advisories. During times of excessive heat, he hopes everyone stays hydrated and thanked everyone for attending.

Press Release - All Justice of the Peace Courts in Fannin County, the Fannin County Court at Law and the 336th District Court all require masks be worn in the courtroom and court buildings due to the dramatic rise in the Delta variant of Covid-19 cases in our county. The order was signed Monday, August 2, 2021 by Local Administrative Judge Laurine J. Blake.

“When people are ordered to appear at court hearings, the courts have a duty to ensure the environment is safe. Wearing masks reduce the spread of the Covid-19 and that is why masks are required to be worn in the court buildings and courtrooms.” stated Judge Blake. “We are all eager to be done with Covid-19. But as the Delta variant numbers increase, we must be measured in the administration of our justice system to ensure cases can continue to be handled and litigants and participants in those hearings are not unduly exposed to Covid-19.”

Presently, jury trials are scheduled and expected to move forward in all the courts. If Covid-19 infection rates increase to a point where in person hearings are not possible, the public will be notified.

Carolyn Rogers led the prayer and Judge Charles Butler led the pledges. After the invocation and pledges, Rosemary introduced the board

members, noting Carolyn Rogers would be filling in for Secretary Linda Long until she recovers.

Treasurer, Karen Butler began her report noting memberships were good and announced those wishing to attend the TFRW Convention in October at Round Rock, could have half of their registration

fee paid for by the FCRW. She announced that Gracie Holden and Savanah Johnson each received a $500.00 Patriot Scholarship.

Following Karen’s report, Vice President of Memberships Sandy Hood reported there are currently 92 memberships and introduced the most recent member who attended the evening’s meeting and welcomed one guest. She expounded on an effort of the club to ease the job of border patrol workers who are dealing with difficult daily challenges by collecting: pocket-sized hand sanitizers, sunscreen, insect repellent, disposable plastic gloves, and wound wash. She noted that any wishing to participate, to bring items to the meetings as this effort will continue to the end of the year.

After Sandy’s report and an acknowledgment of the elected officials attending the meeting, PAC Treasur-

er Iris Paul gave her report reminding all of the ongoing “Caring for America” project and encouraging participation through donations of canned goods or cash donations to the Fannin County Community Ministries Food Pantry.

Vice President of Legislature Joyce Buchanan lugged about six reams of printer paper to the podium to illustrate the size of a bill that is being considered in the House that will have a 1.2 trilliondollar price tag for American taxpayers. The bill’s name; The Infrastructure, Investment, and Jobs Act. She read off just a very small sampling of its contents and then spoke on how while some are trying to get this passed in our House and Senate, back in Texas, Democrats have fled the state to avoid voting on an election integrity bill they don’t want to see passed. She concluded her report noting that Governor Abbott has commit-

ted to holding Special Sessions back-to-back until these elected officials get back to Texas to do their job.

After Ms. Buchanan’s report, Rosemary Clemons encouraged members who are considering going to the TFRW Convention (Texas Federation of Republican Women,) to register. She also asked, those interested in running for a county office or interested in working the election, to contact Fannin County Chair Melanie Grammar or herself. President Clemons then made a motion to approve the 2021 Nominating Committee consisting of Carolyn Rogers; Debbie Gove; Diane Ivey; Karen Butler and Mary Hale. A motion was seconded and passed.

She explained that per the bylaws, the committee would have to report one nominee per each office of the FCRW board positions at the September meeting.

women on the Nominating Committee. Before asking Vice President of Programs Judge Laurie Blake to come to the podium, she reminded all of the silent auction items of a Chocolate Reese’s Cheesecake baked by Dawn Riales.

Judge Blake announced the next FCRW meeting would be the second Monday of September with Congressman Pat Fallon speaking. She also noted that in October, November, and December, there will be candidate forums that will allow all to hear directly from those running for office and urged those intending to run for office to let Melanie Grammar know asap so she could let them know what forum day would be appointed them.

CHARLENE “MECHELLE” NEELEY Charlene “Mechelle” Neeley, of Honey Grove, Texas, was born March 2, 1962, in Paris, Texas to Charles and Dollie Neeley.

Mechelle passed away Monday, August 2, 2021, at the age of 59.

Services for Mechelle were held Thursday August 5, 2021, at 11:00 am in the First Baptist Church of Honey Grove. Rev. James Rogers and Rev Mike Fortenberry officiated.

Mechelle was a graduate of Honey Grove High School, class of 1980. She worked all of her adult life, including 19 years at Merico and 22 years as a Certified Nurse’s Assistant and Caregiver.

Mechelle is survived by her parents Charles and Dollie Neeley, sister Lori Neeley Lane and spouse Blake, brother Terry Neeley and spouse Penni, brother Mitchell Neeley and spouse Jordan, all of Honey Grove Texas, Uncle Lyndel Hawkins and Aunt Debbie of Tomball, Texas, Aunts Delores Gage of Sache Texas, Martha Burnsed, and Marie Hawkins of Honey Grove, Texas, several cousins, nieces, nephews, and great nieces and nephews.

She is preceded in death by grandparents Manuel and Mary Dow Neeley and Lynn and Maria Hawkins, all of Honey Grove, Texas, and aunt and uncles Carl Neeley, Charlotte and JW Shannon, Billy Burnsed, Thomas Gage, and James Hawkins, and cousin Rhonda Whitley.

Mechelle was a big hearted, fun loving, precious, Christian woman. Some of her passions were spending time with family and friends, cooking, crocheting, watching movies, and pink flowers. She loved her family and friends as dearly as they loved her.

Bobby Joe Rickman 82 of Honey Grove went to be with the Lord on Sunday August 1, 2021. Services were held Wednesday August 4, 2021, at Cooper-Sorrells Funeral Home Chapel Honey Grove Texas. Brother B.K. Moody officiated. The interment followed at Oakwood Cemetery.

Bobby was born June 19, 1939, to Hugh and Aline Rickman in Henrietta TX. Bobby served in the Marine Corp in the Korean War. Bobby also served as a police officer for the City of Honey Grove. He also worked for 26 years the City of Honey Grove as their public works supervisor.

Bobby married his sweet wife Virginia (Massey) Rickman on February 1, 1961, in Hugo Oklahoma. In their 60 years of marriage, they raised their son Joey Rickman.

Bobby is survived by his loving wife Virginia Rickman of the home. His son Joey Rickman and wife Missy of Honey Grove TX. His grandson Joey Rickman Jr.

Janet M. Hook, 84, passed away peacefully surrounded by her family on May 8th, 2021 in Denison Texas. A Celebration of Life service will be held August 14th, 11:00 a.m. at Windom Methodist Church, Windom, Texas.

A livestream and recording of the service will be available on United Methodist Church Windom, Texas facebook page. Janet was born April 4th, 1937 in Breckenridge, MN to Ralph & Rosella Stelton and grew up in Rosholt, SD graduating from Rosholt High School in 1955. She married Donald L. Hook April 4th, 1959. During their 62 years of marriage, Janet and Don lived in several different towns in South Dakota, and in Marshall, Minnesota. After Don’s retirement they traveled for a few years and then settled in Windom, Texas.

Janet worked as a nurse’s aide and hairstylist and later became a stay-at-home mom. Janet and Don were also wonderful foster parents for several children.

Janet had a beautiful voice and sang at weddings, and in church choir. Janet was creative and sewed many of her children’s clothes when they were growing up. She had a green thumb

and was always so proud of her beautiful rose bushes and flowers. Ceramics was also a hobby of hers and when her granddaughters would visit, they always came home with pieces she helped them pick out to paint.

Janet was preceded in death by her brother, Jerry age 19, her parents, Ralph & Rosella, & stepgrandson, Trace Stephenson.

Survivors include her husband Donald, sister, Karen (Gordon) Richards, three children, Hope (Joe) Daniels, Cheryl (Jim) Hook and Greg (Kelly) Hook.

Grandchildren; Travis Hillestad, Sarah Hillestad, Chelsie Morris, Amy VanKlompenburg, Gabriel Hook, Donovan Hook, Stepgranddaughter Tamara Logsdon, Great Grandchildren; Kylee Severance, Asher Severance, Remi Morris, Penn Morris, Jaci VanKlompenburg, Persephone & Ayita Hook, Harper & Maverick Logsdon and many other relatives and friends.

Funeral services for Raymond Eugene “Ray” Young, 90, of Sherman, formerly of Bonham, were held at 10:30 AM Wednesday, Aug. 4, 2021 at Boyd Baptist Church under the direction of Wise Funeral Home.

Rev. Mike Allred officiated. Burial followed at 1:30 PM in White Mound Cemetery in Tom Bean, Texas.

Ray was born January 7, 1931 in Oklahoma City, Oklahoma, the son of Rex Raymond Young and Lola Joe Trolinder Young.

Ray married Edwina Thornton Harrison on September 29, 1989 in Bonham, Texas. He retired from Mobile Oil Company after 34 years of service. He held a number of positions from foreman on a pipeline to building engineer and maintenance supervisor.

His career took him a number of places including Levelland, TX, Wichita Falls, TX and Dallas, TX. In Dallas, he was in charge of repairing the “Flying Red Horse” on the building. Ray enjoyed working in his shop and was always ‘gassing up the tractor’ to take care of mowing and outside chores. He was a member of Boyd Baptist Church where he served in a number of areas, but his most noted ‘job’ was greeter. Sunday mornings found him passing out bulletins and ‘Ray hugs” to everyone from the youngest child to the more mature ladies. He was a true people person and a wonderful Christian man. Ray loved his family and his greatest joy was spending time with them. He was preceded in death by his parents and two sisters, Inas Barton and Gaye Petty.

Frances passed peacefully into the arms of her Savior surrounded by her loving children on Tuesday, July 27, 2021, at Faith Presbyterian Hospice in Dallas, TX. Graveside services for Frances Rita Campbell, 97, of Carrollton, former resident of Bonham from 1983 – 2014, were held at Willow Wild Cemetery, 12:00 Noon on Monday, August 2, 2021, under the direction of Wise Funeral Home. Family members officiated the graveside service. On Saturday, Aug 7, 2021 a memorial service was held at 11:00 AM at the Faith Presbyterian Hospice/T-Boone Pickens Palliative Hospice and Care Center in the Chapel, 12477 Merit Dr., Dallas, TX 75251. Rev Jarod A Cooper officiated the Memorial Service.

Frances was born May 20, 1924, in New Brunswick, New Jersey, the daughter of Arthur Fitz and Jenny Jensen Fitz. She graduated from South River High School, NJ in 1942. In 1949 she married Richard Lovett who preceded her in death in 1975. They came to Texas from Florida in 1968 as a family of 6, and today there are more than 40 extended family members.

Frances married Harless Weldon Campbell in 1978 at First United Methodist Church in Carrollton, Texas. After her retirement from Pearle Vision as a tinting tech, they moved to Bonham in 1983.

Harless preceded her in death Sept. 1, 2000.

The births of all her children, grandchildren, greatgrandchildren and great-greatgrandchildren were very special milestones in Frances’s life.

She passed on to each of them the following: make a family history, raise your children well, volunteer your time to help others, and be grateful, happy and kind. Frances enjoyed traveling, volunteering at Fort Inglish Museum, and serving as a “Pink Lady” at Red River Regional Hospital Auxiliary. She also enjoyed social game nights with friends and family. She was a member of First United Methodist Church in Bonham.

Frances was preceded in death by her parents, by her sisters Barbara Fitz and Vivian Gordie, and by grandchildren Damian Lovett and Garrett Wagliardo.

Funeral services for Billy Joe Nelms, 88, of Bonham, were held at 10:00 AM Friday, Aug. 6, 2021 in Wise Funeral Home Chapel. Bro Lee Jackson, Bro Gene Owen and Bro Troy Miles officiated.

Burial followed in Allens Chapel Cemetery. Billy passed away Tuesday, Aug. 3, 2021 in Bonham, TX. Billy was born November 19, 1932 in Windom, Texas, the son of Raymond Reginald Nelms and Delia Ann Brown Nelms. He was a 1950 graduate of Windom High School.

Billy worked for Babcock Brothers for 18 plus years in Honey Grove, Dallas, Hillsboro (manager) and Bonham (manager).

From 1969 until 2002 he owned and operated the Otasco/Coast to Coast store in Bonham. He joined the Bonham Lions Club in 1957 and served as every officer at one time and is now a member of the Windom Lions Club. Billy was a member of Constantine Masonic Lodge in Bonham for over 60 years, and has been a member of Central Baptist Church since 1959.

Billy enjoyed playing dominoes, raising cattle and horses and gardening. A true people person and dedicated businessman, the lives he has touched are countless. Billy loved his family and spending time with them was his greatest joy. He was preceded in death by his parents, three brothers, Hershel Ray Nelms, Kenneth Nelms and Clyde Wayne Nelms, a sister, Mary Frances Nelms and an infant sister.

Billy leaves behind to cherish his memories his sons, Dennis Nelms (Susie) of Dodd City, TX, and Kelly Nelms (Pam) of Bonham, TX; daughter, Shelly Nichols (David) of Dodd City, TX; step daughter, Casey Fry (Lance) of Dodd City, TX; brother, Gary Lee Nelms (Darlene) of the Self Community of Fannin County, TX; grandchildren, Lisa Williams, Cody Joe Nelms, Cathy Jones, John Nichols, Stacy Nichols, Wesley Howard, John Nelms, and Justin Nelms; step grandchildren, Braden, Cailee and Abbie Fry; 15 great grandchildren, 1 great great grandchildren; a number of nieces, nephews, extended family and friends and a special friend and companion, Margaret Childress of Bonham, TX and her children (Crystal and Bobby) and grandchildren (Gracie, Kolby and Willow).

Rosemary Clemons called Jerri Fisher who is on the State Republican Executive Committee to the podium to give a brief report on the July 12th meeting where the new state chair was elected.

Ms. Fisher commented on the Special Session where Representative Krause’s bill banning transgender drugs and mutilations on children has warranted an impassioned fight. After Louise Goodwater was announced the winner of the night’s auction item, the meeting was adjourned at 6:45.

Birds & Pollinators Flock to Improved Areas Press Release - In addition to providing water as well as economic and recreation benefits to the region, the Bois d’Arc Lake project and improvements made to the local habitat are attracting more wildlife.

Birds are literally flocking to the restored Riverby Ranch site, an area where NTMWD and its contractor Resource Environmental Solutions (RES) made environmental enhancements that improve the streams and add a significant number and variety of plants and trees in the area.

The arrival of more birds is a good sign that the restoration work is a success.

A number of pollinators, bees and other critters that spread pollen have been enjoying the new habitat.

Studies are underway on the bird population at Riverby Ranch and comparing it to other local areas to see how the improvements have encouraged migration back to Riverby Ranch.

RES will be evaluating how Monarch butterflies and other pollinators like bees are enjoying the rejuvenated environment.

Tessa Boucher, who will be leading avian research as part of her master’s degree at the University of North Texas, shared that “from what I have seen so far, Riverby has a strong avian community due to restoration efforts. I can’t wait to see what next summer breeding birds look like… I have been monitoring every few months since January and have seen around 140 different species so far.”

Birds that Tessa has seen since arriving at the site in May include endangered Least Turns and Blacknecked Stilts, which have never before been sighted in the area. And she has already confirmed that Black-crowned NightHerons, Upland Sandpipers, and White-faced Ibis are all using Riverby to breed as well.

What a wonderful time we had in God’s house Sunday morning! What a blessing it was to see our children’s church numbers up! We have a great program going for our children’s and youth ministries, and we hope to build upon these ministries, to build up our young people.

These young people are the future of the church, and we definitely have some of the most talented people that I have ever met in my life!

For this week’s hymn reference, I am drawn to a hymn written by Dr. Jack Hayford. It is one of our pastor’s favorite songs, and I think it fits with the message.

Ector 2019 graduate Destiny Whitburn will now continue her collegiate softball career at Texas A&M-Commerce, after a successful junior college stint.

Having her freshman college season truncated last year by the COVID-19 sports shutdown in mid March, she excelled in 2021 during a completed campaign for Paris Junior College.

The previous and following season, she helped Ector advance to the 1A softball regional semifinals.

“DCC is very fortunate to have her and we wish her the best of luck!”

Her relationship with Tidwell and the desire to play basketball at a school with a small campus influenced Hilliard’s decision.

“I chose to go to Dallas Christian College because Coach Tidwell believes in me and I like his style of coaching and goals for the team,” said Hilliard. “... [H}e is not only a legendary and successful coach, he is a good Christian man and I think he will teach me not only the skills I will need to be a successful athlete but also skills that will help me be successful in life.”

“Dallas Christian College is a small campus close to home, the people I met on my visit treated me like one of the DCC family, and I think it’s going to be a great fit for me,” she said.

Said Tidwell: “We have a great relationship. I’m excited to have her.

“She can come in and help immediately. I expect her to be a difference maker,” he said. “I have got some things in mind offensively for her. I’m looking forward to developing her even more.

“She’s outstanding.”

Three of Fannin County’s six football programs reached the 2020 postseason: Fannindel, Class 1A-II State quarterfinalist; Leonard, 3A-II area finalist; and Trenton, 2A-I bi-district finalist.

Kelly Trompler It’s rare that a school district is led by a homegrown superintendent, but in Bonham ISD, northeast of Dallas, that’s just the case. Superintendent Kelly Trompler graduated from Bonham High School and has spent her entire 27-year career in education working in the district. She now leads her hometown district with a unique perspective and firsthand insight into how the local community operates and what its values entail.

“Being in a district for a long time is a blessing in so many ways,” Trompler says. “For example, knowing the staff so well allows me to realize their value and contributions to the organization on a firsthand basis, making it easy to share with the community why Bonham ISD is the best small town district in Texas.”

Her colleagues say that Trompler’s attention to detail along with her ability to resolve issues and bring people together make her an inspiring leader.

“Bonham ISD is a better school district because of Kelly Trompler,” says Harold Colson, assistant superintendent in Pilot Point ISD. “What’s most impressive about Kelly is her leadership and commitment to the teachers, students and community of Bonham. Kelly embodies all the characteristics of a servant leader and has not only been an inspiration to me personally, but inspires everyone she comes in contact with.”

With one year in the superintendent’s office under her belt, Trompler has had to dedicate a large part of her work to responding to the COVID-19 pandemic.

Thanks to her close ties to the local community, she has been able to respond to that and other challenging events in ways that have emphasized the school district’s integral role in the community.

“Staff at Bonham ISD care for the whole child, which includes their families and their needs outside the school day,” Trompler says. “We have formed several partnerships with local churches and commu-

nity service organizations to provide counseling services, food and clothing for students on a routine basis.”

When the district first had to close schools due to the pandemic, district staff made twice weekly calls to families just to check in on them. Since then, the district has also leveraged resources to help in the case of catastrophic weather events. Serving as a superintendent is challenging, even in a relatively normal school year. Trompler stays motivated by looking at every situation with optimism. She strives to maintain a positive outlook, and brings that energy with her throughout her work, in part by starting each staff or administrative meeting detailing positive achievements in the district.

“I believe that starting with positives trains us to look for the good things and the success that is happening around us,” Trompler says. “I am forever looking for two things — the silver lining and what each challenging situation is teaching me that I can take on to the next difficult task I face.

I think the fact that I look for how I can continue to improve my leadership also keeps me moving forward.

That way my focus continues to be on the future and forward momentum.”
