Promotion 9/22/20 to Lieutenant Colonel

Douglas McDonough, a 2001 graduate of Bonham High School, has been promoted to the rank of Lieutenant Colonel in the US Army and serves as the Division Chief of the Congressional Operations Department at the Pentagon.

Concurrently, he is also the Executive Officer for The Chief Legislative Liaison Officer, Major General Eiffler.

Preparation for these assignments included earning a Masters Degree in Legislative Affairs at George Washington University and subsequently serving for a year on Senator John Cornyn’s Staff prior to joining the Congressional Operations Department.

Lt. Colonel McDonough and his wife Lindsay reside with their three sons in Washington, DC.

By Wanda Ortiz - Bonham’s Creative Arts Center is dedicated to bringing the arts to North Texas. Art is many different things and one of the creative arts is culinary arts. The Creative Arts Center will offer two opportunities this month,for children to create edible works of art.

Kidz in the Kitchen is a class taught by Joy McGuire and Amy Peeler.

The class is offered for ages 5 to 7 on July 10, 2021 from 1 to 3 PM and for ages 8 to 10 on July 16, 2021 from 1 to 3 PM. All supplies for recipes are included and each participant will receive

an apron and get to enjoy their final product at class snack time and take another creation home in a bakery gift box. Class size is limited so please call now to sign up. The class is $40.00 per child with a 20% discount for

Press Release - Lake Ralph Hall has been decades in the making, and with the recent groundbreaking on June 16, 2021, Upper Trinity Regional Water District (UTRWD) is getting underway on various key aspects of the project including: 1. Opening the temporary Ladonia Fossil Park (see above for more details).

2. Beginning of road modifications and improvements (before end of year). This includes: Relocating a portion

of SH 34, including new bridges over the North Sulphur River and Merrill Creek .

• Rerouting approximately 2.5 miles of FM 1550.

• Closing a portion of FM 2990 during construction.

• Drilling for concrete piers supporting SH 34.

Roadway relocation and abandonments have been coordinated with TxDOT and Fannin County.

UTRWD will coordinate with its contractor Flatiron to minimize road im-

pacts wherever possible throughout the construction process and will respond timely to any roadway concerns.

The project schedule estimates that it will take approximately three years to construct the project components . After the completed reservoir is filled, water delivery is anticipated to start in 2026.

Regular construction updates, including road impacts, will be posted on the Lake Ralph Hall website.

Willow Wild has resumed burials which had been suspended due to the waterlogged soil.

The abnormally high rainfall experienced from May into June created a number of problems including for the mowing contractor who after encountering significant equipment breakdown and a lack of crew abandoned his contract unexpectedly.

We are in the process of finding, vetting, and hiring a new lawn contractor to finish this growing cycle.

This is complicated by the fact that most contractors

have already locked in their schedules for this year. At this time, we have 5 contractors submitting bids and have contact with several others. If you know anyone who has sufficient crew (5 to 10 minimum), insurance, and adequate equipment (higher end commercial grade mowers and weedeaters), please invite them to contact 903 -583-3437. We hope to secure a new contractor within the week. In the meantime, we have an interim worker who will be mowing at his limited capacity until a new service is hired.

Discussion, consideration and action regarding masonry requirements in the Lake Zoning Regulations: Fannin County Development Services Director Di Hopkins explained how it had come to her attention that legislation existed which prevented counties from mandating to residents what type of materials are required in the building of their residences. She was unsure if the law was still on the books since the most recent legislative session had just come to an end. If it is still a law, she felt it would be best to remove all verbiage from the regulation book that referred to masonry requirements. Judge Moore explained if that is needed, they would have to follow the same procedure of first

Press Release - Donations are needed for the 25th annual School Supply Drive and Fair hosted by the Fannin County Children’s Center.

The Children’s Center will once again be giving away free school supplies to Fannin County students on Saturday, August 7 from 9 am to noon.

This year’s event will include a Back-to-School Fair, similar to what was done two years ago. The street in front of the center will be blocked off to allow churches, nonprofits, local businesses and other organizations to set up tents to give away free food, resources or information.

Free haircuts will be provided. There is still more room for additional vendors. The vendor application can be found on the agency website or by contacting Andrea Lappin. Volunteers with cosmetology licenses are also needed to help provide more free haircuts. Vendors and those interested in providing free haircuts can contact Andrea

With this event less about a month away, the center is also seeking donations to make this effort possible.

“As always, every contribution is appreciated and needed” said Sandy Barber, Executive Director of the Children’s Center. The center is now accepting paper, notebooks, pencils, folders and other school supplies.”

Barber said, “Donors can also donate cash and leave the shopping to us. We will use it to buy what is most needed and we will stretch the donation farther by using our tax-exempt status when making the purchases.”

In all, the agency has given out free school supplies to more than 11,000 students in the last 24 years. Organizers expect to serve 500-700 students again this year. This effort depends on contributions from many generous individuals, churches, businesses and other local organizations.

Items needed include: notebook paper, pens, pencils, three-ring notebooks, folders with and without brads, spiral notebooks, scissors, markers, crayons, red pens and pencils, highlighters, glue sticks, glue in bottles, erasers, backpacks, construction paper, manilla paper, watercolor paints, pencil boxes and pencil bags.

Contributions can be delivered to the center at 112 West Fifth Street, Bonham, TX anytime they are open from Monday – Friday 8 am to 5 pm. Checks can be made out to FCCC and should include a brief notation that the gift is for school supplies. Donations can also be made on-line at www.fanninccc. org. All donations are tax deductible to the extent allowable by law. Organizers request that contributions arrive by July 30 or earlier if at all possible to allow time for organization and preparations. Thursday, July 1, 2021, County Judge Randy Moore called to order at 8:20 a.m. a Public Hearing to hear comments regarding: Change of zoning to the official Bois d’Arc Lake Zoning map to remove Bonham Lake and Bonham City Limit properties inside the Bois d’Arc Lake 5,000-foot Buffer Zone that are under the permitting and jurisdiction of the City of Bonham.

Judge Moore noted Commission members Gilbert Welch and Matt Titsworth were present in person along with himself and Gary Fernandez was attending via phone, so Quorum was established.

Commission member Kevin Darwin was absent.

2. Comments: Judge Moore then announced that it was a public hearing and invited any who wished to speak, to do so during the comments section. Commission member Gary Fernandez asked if this measure would set precedence for other cities like Ladonia to follow suit. Judge Moore replied that the hope is for a good precedent to be set. He stated this would apply to properties in any city such as Dodd City, etc., that if the city has zoning which exceeds what the Bois d’Arc Lake Zoning commission has, then they would take the same action for that city. If a city does not have any zoning, that will allow BDALZC to be able to do something to

protect the lake. At the time it is determined a city has no zoning for its properties, it would then come back to the BDALZC and the Commissioners Court for zoning.

3. Adjourn: After comments were voiced, motion was made at 8:26 a.m. by Matts Titsworth to adjourn.

Motion was seconded by Gilbert Welch and passed.

On the same day at 8:30 a.m.

County Judge Randy Moore called into order the Regular Meeting of the Bois d’Arc Lake Zoning Commission.

He noted Quorum had been established.

2. Public Forum: Judge Moore asked if anyone had anything to say during public forum. A citizen residing on CR 2980 spoke to commend Di Hopkins for being an honest, hardworking, helpful public servant who has done a lot for the BDALZC. There were no other speakers.

3. Approve meeting minutes from 06/03/2021 Regular Meeting: Motion was made, seconded and passed to approve.

4. Discussion, consideration and action regarding the recommendation to Commissioners Court to remove the Bonham Lake and Bonham City Limits properties from the Bois d’Arc Lake Zoning map that are within the 5,000foot buffer of Bois d’Arc Lake: Judge Moore asked if anyone had any questions or comments. Gilbert Welch wanted it clarified that any property within the ETJ (ex-

This is a tip I have for fresh squash: Always pick the lighter yellow ones, they are always better than the darker ones.

In regards to the article “My Dad.... also known as Papa...

by Judge Randy Moore.

Dear Sir, I’ve read what you wrote a number of times and wish to commend you for your stand in your faith in our Savior and that you boldly put that faith to work in your personal life and work. It’s a blessing to know that a leader such as yourself, is at the head of a position that can indeed make a huge difference in what happens in our community. I have an idea “your legacy” will be remembered as your Dad’s, long after you are gone!!

My own Dad passed away when I was 9 months old,

so I never had that relationship with my Dad, but my Mom played both those roles, taught me good work ethics, to make my words my “bond” to always be truthful and a person others can count on when needed.

Thank God, He took me in, forgave my sins, became the Father I never had. I’m ok with whatever befalls me.

Thank You for writing it & letting us have an insight into how you’ve grown to be the person You are today. A man of faith who’s not afraid to put it in “black and white” print for us to enjoy. God Bless You for the good work you do for this community.

Temporary Ladonia Fossil Park Opening Early July

Press Release - The Ladonia Fossil Park on Highway 34 is expected to close on July 8th, 2021 to make way for Lake Ralph Hall construction. At the time when that park closes, Upper Trinity Regional Water District

(UTRWD) will open a temporary park on the east side of FM 2990 and north of the North Sulphur River to provide fossil hunters with access to the river bottom during construction of the new reservoir.

This new location and access point will provide opportunities for additional and untapped fossil discoveries.

The old Ladonia Fossil Park is located within the footprint of the new

reservoir and will be inundated when the reservoir fills. Signage will be installed at the old location to direct fossil hunters to the new, temporary park.

“Upper Trinity recognizes the importance of the Ladonia Fossil Park to the local community and visitors alike and we will work with the City of Ladonia to select a permanent location for the Ladonia Fossil

Park, downstream of the reservoir where fossil hunters have easy access to the river bottom,” said Larry N. Patterson, Executive Director of Upper Trinity.

Upper Trinity Regional Water District will also be working with paleontologists from the Perot Museum of Nature and Science to preserve significant fossils should any be found during reservoir construction.

By Scott Finley I was out and about recently and ran into an old friend. In the time before COVID, that wouldn’t seem so unusual, but having been living through home confinement for well over a year it was a real treat.

A brief catch-up on family and then on mutual friends made for pleasant conversation. As I left I thought that serendipity is a good thing, but there are times when you have to give it a little nudge.

I’m talking about the caregivers. Maybe you

know one, or are one yourself.

Nearly 15 million Americans provide 17 billion hours of unpaid care to individuals living with Alzheimer’s.

In Texas, over 400,000 people are living with Alzheimer’s or other dementia, and well over one million more people serve as caregivers – often family members, and often unpaid.

Caring for a person with Alzheimer’s disease on a daily basis can be both emotionally and financially taxing. However, there are things you can

do to help a caregiver you know. Here are some easy 3/30/21 items from the Alzheimer’s Association that will make a huge difference in their life.

Learn: Educate yourself about Alzheimer’s disease -- its symptoms, its progression and the common challenges facing caregivers. The more you know, the easier it will be to find ways to help.

Build a team: Organize family and friends who want to help with caregiving. The Alzheimer’s Association offers links to several free, online care calendar resources that families can use to build their care team, share takes and coordinate helpers.

Give caregivers a break: Make a standing appointment to give the caregiver a break. Spend time with the person living with dementia and allow the caregiver a chance to run errands, go to their own doctor’s appointment, participate in a support group or engage in an activity that helps them recharge. Even one hour could make a big difference in providing the caregiver some relief.

Check in: Many Alzheimer’s and dementia caregivers report feeling isolated or alone. So start the conversation -- a phone call to check in, sending a note, or stopping by for a visit can make a big differ-

ence in a caregiver’s day and help them feel supported.

Tackle the to-do list: Ask for a list of errands that need to be run, such as picking up groceries or prescriptions. Offer to do yard work or other household chores. It can be hard for a caregiver to find time to complete these simple tasks that we often take for granted.

Be specific and be flexible: Open-ended offers of support “call me if you need anything” or “let me know if I can help” may be well-intended, but are often dismissed. Be specific in your offer “I’m going to the store, what do you need?” Continue to let the

caregiver know that you are there and ready to help.

Join the fight: Honor a person living with the disease and their caregiver by joining the fight against Alzheimer’s. You can volunteer with your local Alzheimer’s Association chapter, participate in fundraising events such as Walk to End Alzheimer’s and The Longest Day, advocate for more research funding, or sign up to participate in a clinical study through the Alzheimer’s Association’s Trial Match.

Another Fun Addition to the 2021 Quilt Hop

Press Release - The Quilt Hop Committee is excited to announce that Nannette Moss, the owner of MNM Creations and Quilt Shop in El Dorado. AR will be returning this year with her Acuquilt Go machines and dies.

Many of you have purchased a machine or dies from her extensive collection in past years. This year she is offering a class in which you will cut out a whole quilt using dies and the Acuquilt Go machine.

The quilt to be made is called Hunter Star. It is a two-color pattern.

The class is scheduled for Wednesday, July 28, 2021, at the Roy Floyd Civic Center (the old national guard armory). The class will be held from 12 noon to 4 PM. The cost of the class is $25.00. PHILADELPHIA, I LOVE YOU! JESUS TO THE CHURCH IN PHILADELPHIA - Revelation 3:713. And to the angel of the church in Philadelphia write: He who is holy, who is true, who has the key of David, who opens and no one will shut, and who shuts and no one opens, says this: I know your deeds. Behold, I have put before you an open door which no one can shut, because you have a little power, and have kept My word, and have not denied My name. Behold, I will cause those of the synagogue of Satan, who say that they are Jews and are not, but lie—I will make them come and bow down at your feet, and make them know that I have loved you. Because you have kept the word of My perseverance, I also will keep you from the hour of testing, that hour which is about to come upon the whole world, to test those who dwell on the earth. I am coming quickly; hold fast what you have, so that no one will take your crown. He who overcomes, I will make him a pillar in the temple of My God, and he will not go out from it anymore; and I will write on him the name of My God, and the name of the city of My God, the new Jerusalem, which comes down out of heaven from My God, and My new name. He who has an ear, let him hear what the Spirit says to the churches.

Amid these ancient churches to which Jesus wrote the final letters in Revelation (Chapters 1-3) lies Philadelphia.

Philadelphia is a small assembly of believers in the midst of the 7 churches who claim the name of Jesus. Sardis, the church whom Jesus declared “dead” lay just to the north, and Laodicea, whose assembly and works Jesus found so distasteful that He wanted to “spew them from His mouth” was south of Philadelphia. Philadelphia was, what we might say today, “hanging on by a thread.” They were being persecuted by religious leaders throughout the region because they were holding tight to their Savior, His mission, and His message without compromise. They were unwilling to go along with the hierarchy who would have had them adopt a more popular worldview. The Jewish leaders in conjunction with the Roman Government (an extremely unholy alliance) would have them adopt contemporary beliefs as they introduced ungodly seeds of apostasy and unbelief into the midst of this fledgling church body hoping they would conform to the world around them. They were feeling the pressure, but Jesus showed up to let them know they were not alone. Unlike the church in Sardis for whom Jesus had only warning, for the Church in Philadelphia, He had only encouragement.

In America’s modern church denominations, we do not often recognize that our roots in Jesus Christ are 100% Jewish. Jesus is Jewish, every Christian Church was originally established by Jews, and our scriptures – from Genesis through Revelation are written by Jews. JESUS’ letter to Philadelphia was not a call to anti-Semitism, far from it! He said those who were tormenting them only called themselves Jews, but they were not. They were liars. God called out a people from the world to be different, completely committed to Him and to the Messiah which would come and save the people from this world where death reigned supreme over every person.

Jesus established He was that long-awaited Messiah when He said, “I HAVE THE KEYS OF DAVID.” He referred to words written in Isaiah, the Old-Testament Prophet who testified to the original promise to Jewish King David in Isaiah 22:22: “The Key of the House of David, I will lay on HIS shoulder, so HE shall open and shut, and the door that HE opens, no one can shut.” The Church of Philadelphia had been locked out of their place with the compromising churches around them, but they were holding fast to their Savior, and they were suffering for their stand. Jesus told them that HE was coming back and to “HOLD ON”. Do not let anyone take your reward from you. He did not promise them immediate relief, He assured them that their stand for HIM would be worth it.

They would bear HIS NAME, THE NAME of HIS GOD, AND WOULD SHARE HIS HOME WITH HIM FOR ETERNITY.

What does this message from our Lord mean for believers today? The same as it did then! His letters to these seven ancient churches surpass all time and space. Many believe, as I do, they are a progressive history of the church from the time Jesus left this earth to go back to the Father until the time He will return for the second and final time to set up His Kingdom. These are letters written to all believers who “have ears to hear what the Spirit of God says to the churches.”

We are living those times now when we must take a stand, regardless of the consequences. Even in this country, we are being told that our belief in Jesus Christ as the ONLY WAY TO GOD is exclusionary and deemed by many to be “hate speech.” Many are losing their positions of influence and even their livelihood for taking a stand for Jesus. The daily news, that white static that dominates the airways, call true believers in Jesus radical and uncompromising. To this, I say GUILTY AS CHARGED. The Bible tells us, “Do you not know that friendship with the world is enmity with God? Whoever therefore wants to be a friend of the world makes himself an enemy of God.” James 4:4. Jesus, in HIS letter to those who would “HOLD ON” and follow Him rather than compromise with the world, He offers HIMSELF, HIS NAME AND ETERNITY. And in that eternity, “NO EYE HAS SEEN, NO EAR HAS HEARD, NO HEART HAS IMAGINED WHAT GOD HAS PREPARED FOR THOSE WHO LOVE HIM.” I Corinthians 2:9.

State Adds 13,000 Jobs Over The Month AUSTIN In April, the seasonally adjusted Texas unemployment rate was 6.7 percent, down 0.2 percentage points from March 2021. Texas added 13,000 total nonagricultural jobs over the month, making gains in 11 of the last 12 months. Texas added 1,007,100 jobs over the year after shedding 1,452,600 jobs in March and April 2020 due to COVID-19 and measures taken to slow its spread.

“The decrease in the unemployment rate in Texas shows continued strength of our economy,” said TWC Chairman Bryan Daniel. “TWC will continue our commitment to helping Texans find jobs through career fairs and hiring events at local workforce development boards along with job matching services through MyTXCareer.com.”

In April, the Leisure and Hospitality industry added 14,100 jobs, growing annually at 46.1 percent. Government employment increased by 11,300 positions. The Professional and Business Services industry followed with a gain of 8,300 jobs.

“This month continues to show job growth and career opportunities for Texans as the economy strengthens,” said TWC Commissioner Representing Labor Julian Alvarez. “We’re encouraged by the increases, especially in the leisure and hospitality in-

dustries, and will continue to work through programs like skills development grants to promote job growth in all industries.”

The Amarillo Metropolitan Statistical Area (MSA) recorded April’s lowest unemployment rate among Texas MSAs with a not seasonally adjusted rate of 4.0 percent, followed by the Austin-Round Rock MSA at 4.5 percent and College Station-Bryan MSA at 4.6 percent.

A memorial visitation for Dawn Eileen Schafer Winkler, 77, of Bonham, was held from 2:00 to 3:00 PM Friday, July 2, 2021 in the Wise Funeral Home stateroom. Dawn passed away Monday morning, June 28, 2021 at her residence.

Dawn was born September 21, 1943 in Detroit, Michigan, the daughter of Robert Littlefield Schafer and Jennie Sims Schafer.

She was a 1961 graduate of Bloomfield Hills High School in Michigan.

Dawn married Larry Dale Winkler in 1979. She was a retired flight attendant for American Airlines and enjoyed playing Bunco, reading, needlepoint and watching Hallmark movies.

She was preceded in death by her parents and a brother, Robert L. “Bob” Schafer, Jr. Dawn leaves to cherish her memories, her husband of 42 years, Larry Dale Winkler of Bonham, TX; two daughters, Jennifer Linza of Wylie, TX and Suzette Winkler Stewart and husband, Marvin of Burleson, TX; two sons, Dennis Winkler and Andrea Russell of Bonham, TX and Richard “Richie” Winkler and wife, Lisa of Dallas, TX; sister-in-law, Marilynne Schafer; 9 grandchildren, 4 great grandchildren; cousins, Donna Phillips and Ross Schafer; and extended family and friends.

Katelyn was a very bright and talented young lady.

By Rich Hilliard Despite graduation losses, expect Fannindel to again be one of the top teams in Class 1A Division II football in 2021.

The Falcons will start the upcoming season ranked at No. 11 in 1A-II and found favor to repeat as the champion of District 10-1AII, by and according to the recently released summer edition of Dave Campbell’s Texas Football magazine.

Wide receiver Contreal Judkins also received the 101A-II Preseason Offensive Most Valuable Player award in the publication’s season preview.

As a junior, Judkins earned the overall MVP award last fall in the district, as Fannindel went undefeated in 10-1A-II and finished as an 11-1 State quarterfinalist -- the Falcons’ deepest postseason run since the school’s 1A State semifinals trip in 1988.

By Rich Hilliard DODD CITY -- Defense equated a hallmark of the 2021 Class 1A Dodd City Lady Hornets’ State girls basketball championship team.

During their run to an undefeated title, they held a postseason opponent to no field goals during a game.

Beforehand, regular season final scores, as in recent seasons past, also often reflected the paltry amount of points Dodd City allowed -- making for one-sided wins, when combined with its offensive outbursts.

The Lady Hornets’ new head coach wants that characteristic of the team to remain true.

“We will be a basketball team that is strong on the defensive end,” said Landon Dyer on June 23.

“We will want to be a very aggressive team,” he said, “that gets after all we play.

“We want defense to be our identity.”

Dyer replaces Alex Stephenson who held the position for the last seven-plus years. In April, Stephenson became the head girls basketball coach for 3A Brock, an even longer time powerhouse in the sport.

sport to 11-consecutive seasons -- the last nine via undefeated district titles. During his first three seasons at the helm, Dodd City quickly evolved: area finalist, regional semifinalist and regional finalist. The Lady Hornets also reached the regional semifinals in 2020.

“We will want to build on the foundation here,” said Dyer, “that has been very successful.”

Graduation affected Dodd City’s championship team -- marking the end of the standout high school careers of point guard Dani Baccus, a Hardin-Simmons signee, and 6-3 post Journie Hilliard.

“We’ve had a few summer workouts,” said Dyer, “and definitely have to replace a few key seniors. “[B]ut there are a lot of solid kids returning,” he said,

“and kids with potential.

“There are definitely big shoes to fill.”

Dyer, a Hardin-Simmons graduate, served the last four years as the head girls basketball coach at San Angelo Central, guiding the team to the playoffs each season.

Last winter, he coached the team to its first win in the postseason -- in 23 years.

After serving as a girls assistant at Killeen Ellison for three years (2012-15), he followed with two as the head girls basketball coach at Whitewright from 2015-17.

“I was familiar with Dodd City back then [while at Whitewright],” said Dyer. “I thought it was a great place and a place I wanted to be.”

Sought After Seeing Support: DC fans’ willingness to travel to back teams encouraged new Hornets’ basketball coach

DODD CITY -- Mike Scarbrough said his announcement about being Dodd City’s new head boys basketball coach evoked a reaction from a former player.

Seeing the DC emblem, he said Eric Schilling, who played for Scarbrough at Nazareth and now serves as head girls basketball coach of the longtime Class 1A girls powerhouse, reacted: “This is going to take some getting used to.”

For Scarbrough, having witnessed the fan support present for Dodd City -- even when its teams play away from home -- was something he could get used to seeing.

“I was head coach at Mumford for three years and Dodd City would come to tournaments,” said Scarbrough on June 29.

“I was impressed with Dodd City’s kids,” he said. “They brought a good following and would bring a good group of fans.”

after three seasons, Scarbrough received word from a friend, now former Dodd City head girls basketball coach Alex Stephenson, about the opening.

“That raised my interest,” said Scarbrough. “I was impressed with the set up, kids and facilities [at Dodd City].”

Scarbrough, who will also coach golf, brings a successful quarter century of coaching experience -- highlighted by winning three State championships in four State appearances during nine years at Nazareth.

He takes over a Hornets program which, if not for Slidell the last two seasons, would have made deeper postseason runs.

The Hornets extended their postseason streak to fivestraight years during White’s stay with three area-round advances. Slidell stopped Dodd City in 2020 and 2021, while defending its 2019 1A championship and en route to advanc-

ing to the title game again both seasons.

The first postseason advance under White came via Dodd City’s first district title since 2011, as the Hornets went undefeated in 23-1A play before being runner-up qualifiers the following two seasons.

While graduation in May took three players off the Hornets’ roster, Scarbrough likes what he has remaining.

“We have had a good summer getting kids in the gym,” said Scarbrough. “We just got back from a team camp.

“We have a lot of room for growth, but the talent is there,” he said. “We are now in the transition phase. We haven’t gotten into what we will run, but we have time.

“I have been impressed with the guys’ buy in. We have the opportunity to be really good.”

2021-22 TPWD Drawn Hunt Permit Applications Now Being Accepted

AUSTIN — Hunters looking for a new opportunity or a change of scenery this fall are encouraged to check out the Texas Parks and Wildlife Department’s (TPWD) drawn hunt permits program. Applications are being accepted now for a shot at almost 10,000 permits in 61 hunt categories.

The permits are for drawn hunts on both public and private lands throughout Texas.

Among the offerings available through the online system are hunts for white-tailed and mule deer, pronghorn, turkey, alligator, dove and guided packages for exotic species and bighorn sheep.

“This season, we will conduct drawings in 61 hunt categories,” said Kelly Edmiston, TPWD Public Hunting Program Coordinator. “These drawings include selections for U.S. Forest Service Antlerless

Deer Permits, both adult and youth hunts, 18 e-Postcard Selections for hunters using the $48 Annual Public Hunting Permit (APH), and hunts conducted on 9 National Wildlife Refuges (NWR) in Texas.”

Applicants for e-Postcard hunts and U.S. Forest Service (USFS) Antlerless Deer Permits must have a current APH permit to apply.

New areas included in this year’s drawn hunt catalog include the Caddo Lake NWR and Neches River NWR. TPWD also created three new Private Lands hunt categories, for feral hog, quail and spring turkey.

Drawn hunt opportunities can be viewed online by category or by area via an interactive map and all applications, fee payments and permit issuance is handled electronically.

City Council Meets to Consider Resolution of Disapproval

Mayor H Compton called to order at 5:30 p.m. on Monday, June 28, 2021, a special meeting of the Bonham City Council to: 1. Consider and take action to approve a resolution of disapproval of the Fannin Central Appraisal District Budget: All Council members were present with the exception of Councilman Bill Chapman.

There were there to discuss the recent pay raise proposals for the Management and Staff of the Fannin Central Appraisal District. Mayor Compton opened the meeting by asking if anyone had any questions as to the purpose of the meeting.

Councilman Mike Evans stated he had comments and began with how the Bonham ISD had informed the City Council of the salaries of the Fannin CAD and then proceeded to give a breakdown of the salary history of Fannin CAD from the period of time from 2017 to 2021 starting with the Chief Appraiser going from $78,000 to $125,000; the Deputy Chief Appraiser from $56,000 to $102,000; the Business Manager from $52,000 to $60,000; some staff members getting raises of $5,000 per individual up to $11,000 and the remaining staff receiving $2,000 to $6,000.

He noted how he had served on the board for the Fannin CAD from 2012 to 2016 and had been the Chairman of the Board in 2014, 2015 and 2016. He explained the duties of the Chairman of the Board, the work done during his tenure and the issues of the comparisons being made of the discrepancies existing between the salaries of educators and the Appraisal District staff and the salaries of first respond-

ers and the Appraisal District staff. Councilman Evans spoke of the lack of monies available to pay teachers and first responders the salaries they deserve being largely due to the resistance of the public to have taxes raised (we are infected with the “taxes are evil virus” he said.) He asserted that it is true that the lowest starting salary of an employee with the Appraisal District is more than the starting salary of a Bonham teacher and/or first responder’s salary. He explained his take on why the CAD’s salaries are what they are and the importance of keeping seasoned employees at the Fannin CAD as opposed to losing them to larger cities offering better pay. After his summation, that included his opinion on how the salaries of the CAD’s Chief and Deputy Chief do have bad optics in this economy and county; he concluded that he does not have issue with the salary of the Appraisal District’s staff and since the resolution is not about just a part of the Fannin CAD’s budget; he would have to abstain from voting. After Evans spoke, Councilman Kevin Hayes gave his thoughts on the topic of salaries in smaller cities being less than those of larger cities and how it is an unavoidable consequence of living in a smaller city. He then went on to expound on the unfairness of high pay raises given to one group within a small community while others deserving of higher pay are denied. He expressed his belief that the Fannin CAD are doing a good job but expressed there are others doing good work who cannot receive comparable pay. Councilman Wayne Moore expressed his appreciation to the Mayor and the City Manager for being

on top of this and bringing this matter to a vote.

City Manager Sean Pate added to the discussion how smaller cities will at times lose the competition of keeping trained employees to larger cities that are able to pay more money. He described some of the other incentives used by the City of Bonham to retain seasoned employees but maintained that higher salaries were unfortunately not possible due to larger cities such as Plano and Allen having larger land mass with larger taxable value. He went on to explain that if the City of Bonham paid the sixteen Fire Department employees the salary offered in larger communities, it would not be long before the need to borrow money to pay salaries would exist.

To further his point, he brought up the salaries of the city managers of Frisco and Lewisville of $300,000 a year and how it would be ridiculous for the City of Bonham to agree to increase his salary to that degree if ever he would be offered that salary from another city. He did note that with nineteen employees and the smaller amount of infrastructure they have to maintain, the Fannin CAD having more money to spend is understandable, but the optics of this budget looks bad. After wrapping up what he had to say, more discussion ensued along the same line until Mayor Compton asked for a motion.

Motion was made by Wayne Moore to approve a resolution of disapproval of the Fannin Central Appraisal District Budget. Motion was seconded by Kevin Hayes and passed with one nay vote.

Executive Director Sandy Barber shared that the dream for a new, larger facility started in 2016 during a strategic planning session. She outlined what happened over the past five years to get the Children’s Center to today where they now have about 8 acres of donated land, architectural drawings and a plan to raise the money needed to build the new facility.

The new center will have space for CPS investigators to co-locate at the center, a medical exam room and expanded therapy services, among other things.

“We have a big, bold goal. We are going to raise $10 million to Build the Dream of a

The board and staff of the Fannin County Children’s Center were excited to celebrate on the site of their future facility with community leaders, partner agencies, volunteers, donors and other com-

munity supporters.

Kelly Royse, local business owner and board member of the Children’s Center, welcomed everyone to the event. She quoted JFK in calling those in attendance “stewards of the future.”

Cindy Bankston talked about the long-standing relationship between the Glaser Family Charitable Foundation and the Fannin County Chil-

dren’s Center. The foundation was formed about 20 years ago by Cindy’s parents Jim and Raynell Glaser, with a primary focus on the education and well being of children in this county.

Their first grant was to the Children’s Center to help purchase and renovate the current facility.

Bankston was pleased to announce that the foundation was pledging to

new, larger facility to help kids from hard places,” said Barber. “I am excited to announce that we already have $1.7 million lined up.”

Bonnie Donaghey has donated $50,000 in memory of her late husband Lewis Donaghey.

Barber explained that the Glaser and Donaghey gifts, which together total $100,000, are challenge gifts.

“That is, our community is being challenged to match these gifts dollar for dollar. Your gift of $50, for example, will be matched and become $100.”

The estate of Dr. Henry Spies has contributed over $800,000 to this project. The board of directors of Fannin Bank approved a gift of $25,000 to this project and the family of long time CASA Program Director Joyce McGehee donated $10,000 in her

memory.

Rev. Dana Coker, pastor of First United Methodist Church in Bonham and member of the Children’s Center board, gave a blessing for the land, the project and the people who will serve and be served at the new center.

Legend Bank provided hot dog lunch for those in attendance and TXB and MCCraw Oil provided chips, cookies and cold water.

Barber outlined three ways community members can get involved: volunteer, donate or become a champion for the cause. The center needs CASA volunteers, donations to meet the challenge gift for the new building and help spreading the word about the center’s mission and project.
