First Bois d’Arc Lake Watershed Protection Plan Meeting

d’Arc Lake Watershed Protection Plan by welcoming all in attendance. Attendees were given a well-written 26page outline to follow during the meeting along with other informative written

material to assist in educating one about the goals of the Bois d’Arc Lake Watershed Partnership Meetings. The definition of a watershed is: “that land area surrounding a water body that drains to a

common waterway such as a

land surfaces that contribute runoff to a water body are considered part of the watershed.” The Bois d’Arc Lake watershed is approximately

326 square miles and is composed of smaller watersheds that include Bois d’Arc Creek, Lake Bonham, and Honey Grove Creek.

current and potential sources of water pollution in the Bois d’Arc Lake watershed; *Encourage a voluntary and community-driven partnership focused on protecting and enhancing water quality in the watershed; *Identify and recommend specific management measures that will protect and improve water used for drinking, recreation and aquatic habitat for wildlife; *Facilitate the pursuit of federal nonpoint source program grant funds and other financial and technical assistance programs to support the implementation of the plan.

The agenda for this first meeting was to define the planning process for the WPP, identify the Stakeholder Group (Bois d’Arc Lake Watershed Partnership), establish the rules of the partnership, go over the “watershed characterization”, and discuss the next steps which would include determining where and when future meetings would take place.

Fannin County Judge Randy Moore will be representing Fannin County stakeholders with Fannin County Commissioner Magness serving as his Alternate; Nathan Melson a teacher in the Dodd City ISD will be representing Education and Ranching stakeholders; Albert (Carlos) Pardo, a citizen, represents Landowner stakeholders; Lance Capehart with the City of Bonham will be representing Municipality stakeholders; Mayor Claude Caffee of Honey Grove will also be representing Municipality stakeholders and Lee Ellis with Bonham Economic Development Corporation will be representing Nonprofit Organization stakeholders. The suggestion was made that a representative is added that would contribute input from a “youth stakeholder” category. After some discussion, the decision to look into possibly adding that additional SC member was made. The absence of City of Bonham representative Lance Capehart was brought up

and the topic of future absences of Steering Committee members was discussed. The rule was discussed that three absences in a row without advance notice or without a designated alternate to fill in for that member could lead to their removal from the Steering Committee. Note: City of Bonham Secretary Heather Stockton advised the Fannin County Leader that Mr. Capehart had planned on attending the

meeting and plans on attending all future meetings, however, he did not attend today’s meeting due to a pressing water issue that demanded his immediate attention.

Texas Water Resources Institute Research Assistant, Stephanie deVilleneuve spoke to define the characteristics of watersheds and in particular the Bois d’Arc Lake watershed and noted that this area is expected to experi-

ence critical groundwater issues in the next 50 years. She covered the Physical Characteristics including the type of soils in the watershed; Land Usage and Land Cover, noting that the land is predominantly rural with only 6% of the area classified as developed; the Ecoregions and the animals native to the areas; Water Resources, Bois d’Arc Lake is the first major reservoir constructed in Texas in nearly 30 years and will be providing treated water for up to 80 communities in 10 North Texas Counties (including Fannin County,) Lake Bonham is the other surface water resource in the watershed that was developed in 1969 and is the primary drinking water supply for the City of Bonham. Ms. deVilleneuve concluded her presentation with Climate data and Population Projections for the Bois d’Arc Lake watershed.

David Cowan wrapped up the meeting with a discussion about the next partnership meeting and what time would be best for these meetings to be held. The best time for the meeting to be held was undecided but the date of August 11 was determined to be the next meeting date and will most likely be held at the Derrell Hall Education Center.

4. Public Forum: There were six speakers during Public Forum. The first, an attorney in the County, thanked the Commissioners Court for rescinding the Fannin County Development

The second to speak also thanked the court for reconsidering the permit issue and is encouraged that there will be more information looked into before it is brought back. He spoke on items 9 and 24 and how he and others are looking forward to the completion of the Courthouse. Being experienced in construction, he urged the court to be more concerned about the completion of the Courthouse and be cautious to not enter into a conflict with bond companies over delays that might cause the project to be delayed even further, as well as incurring additional costs. A

though many do not attend the meetings, she was there to represent the citizens of Fannin County who do care about what is going on in the Commissioners Court. Paul Gutierrez, from the Texas Water Development Board, explained the assistance available to those communities who partner with the National Flood Insurance Program by implementing floodplain management regulations that meet or exceed the federal minimum requirements. He explained how communities that do not participate in floodplain management are at risk to not have access to federal insurance and disaster insurance

ment. He further stated that Federal Disaster Assistance cannot be offered to repair buildings located in flood hazard areas and suspension from the program means existing flood insurance policies would not be renewed.

He concluded his presentation by stating that the main goal is to protect the lives and property of the citizenry of Fannin County and the First Responders. A citizen from Leonard who attended the two previous meetings asked if the Commissioners Court agenda could be put on Facebook so he can know when topics will be addressed that warrant his attendance. Another citizen from Tulip spoke to commend Commissioner Lane’s effort to reduce the speed of commercial trucks by installing a stop sign on their road.

She also wanted to bring attention to the problem of how United Sand and Gravel on CR 2037 in Ivanhoe, have their sand trucks begin at 3 a.m. and their activity is causing dust particulates in the air that has affected the health and the quality of life of the residents of Tulip. She referenced a Commissioners Court meeting from November 26, 2019, regarding the

Discussion, consideration, and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: As of Monday afternoon, there were 2,596 confirmed cases, 901 probable, bringing the total to 3,497. There are currently 20 active cases with 1 of those in prison. There have been 109 fatalities and the hospitalization rate is currently 5.23%. Judge Moore encouraged those not vaccinated to please get vaccinated, urged common sense and courtesy. A motion was made, seconded, and passed to extend the Declaration one week.

Commissioner Lane made a motion to approve the report, Commissioner Lackey seconded the motion and the motion passed.

12. Discussion, consideration, and action to approve the Treasurer’s Investment Report for June 2021: After a brief summation of poor interest returns

by Mr. Woodson; a motion was made, seconded, and passed to approve the report.

Discussion and report of monies collected by the Fannin County District Clerk’s Office for the month of March 2021 in the amount of $31,072.68, April 2021 in the amount of $32,772.25, May 2021 in the amount of $21,982.38, and June 2021 in the amount of $40,308.33: This item was noted as information only.

14. Discussion and second quarterly report from the office of Indigent Healthcare: Fannin County Indigent Healthcare Coordinator Mark DeMay began his quarterly report noting his office received 517 inbound calls with 494 outbound calls made during April, May, and June. 32 people were asking for indigent care during the quarter with 14 approved, 11 denied, and applications pending.

Ephesians 1:1-14 Ephesians 2:1-10 One day as I was thumbing through some recorded thoughts I had found in my study, a little human interest story caught my attention. It’s simple beauty as well as it’s teaching of a very valuable lesson gave birth to the idea for this weeks article. The thought is this: we are blessed with

spiritual wealth beyond measure. And this is the story: An undernourished boy was found on the city street and taken to the hospital.

After the nurses had bathed him, dressed him and put him to bed they brought him his dinner tray. Conspicuous on the tray was a large glass of milk. The boys eyes lit up as he reached for the glass, but then he paused and looking at the nurses asked a question that broke their hearts. “Can I drink all of it?”

It was obvious that back home there was never enough of anything. It makes me think of the woman who was watching the Atlantic Ocean and said “it is sure

good to see something that there is plenty of.”

A personal memory that I have stems from my prisoner of war days when we never had enough food.

For one evening meal we were given a slice of bread spread with synthetic jelly... the request added was “save half of it for breakfast the next morning for that is all the food we have.”

My application is by way of contrast. In God’s provisions for us there is a bountiful supply. My scriptures (Paul’s writing in Ephesians letter) gives to us God’s will and testament. We are heirs of God’s grace. We are rich... both in possessions and positions.

He explained how 4 of the 10 people who came off the program went back to work; 2 were approved for disability, 2 relocated out of the county and 2 were dropped for noncompliance. There were 298 indigent claims paid totaling $124,586.09 and 70 inmate claims totaling $19,558.69.

He gave three reasons for being over budget this year which was: in previous years nothing was being done with cases being denied wrongfully and no case management in place; more patients than previous are applying for indigent care due to the recent growth of Fannin County and thirdly there are more inpatient claims with near-death patients. He did say the good news is that the program is working as designed with people coming off the program and getting back to work and people qualifying for disability. He explained how the indigent budget is not stationary but is fluid and is determined by the number of indigent and inmate patients and the medical issues existing. He then described process improvements that have kept numbers down, listed many conditions treated during the quarter from gangrene to respiratory failure. He described negotiations being made with healthcare facilities and gave an example of how an inpatient claim totaling $394,000 that the County would have reimbursed $17,000 for, was offered $1,000 to settle the claim with the facility accepting his offer.

He also monitors emergency room admission claims to assure the program is not being abused. He has gotten urgent care clinics to agree to accept indigent patients, has corrected overcharges from healthcare providers, implemented conditional approval, and many other cost-saving efforts to reduce costs to the county. At the conclusion of his report, he relayed the sincere gratitude of the patients to the Commissioners Court and the community for bettering their lives.

15. Discussion, consideration, and action to approve the payment of $500.00 to Cooper-Sorrells Funeral Home for Indigent Burial: Motion was made, seconded, and passed to approve the payment.

16. Discussion, consideration, and action to designate an officer to electronically incorporate items into the tax database as they become available: After some discussion, it was decided to appoint Fannin County Auditor Alicia Whipple. A motion was made, seconded, and passed to appoint the County Auditor.

17. Discussion, consideration, and action to approve a one-time severance of 3 acres from a 6-acre tract on Private Road 491 in Leonard: Fannin County Development Services Director Di Hopkins gave a report on this item and noted all was in order to approve.

Commissioner Self made the motion to approve with Commissioner Magness seconding the motion which passed.

18. Discussion, consideration, and action to refund the permit fee to those who submitted an application and paid for a Development Per-

mit between June 22, 2021, and July 13, 2021, whose properties were not located in a floodplain: After some discussion, the motion was made to refund eight permit fees. A motion was seconded and passed.

19. Discussion, consideration, and action to send a letter to Endurance American Insurance Company regarding the performance bond issued to Bryco Bryant Company for restoration work on the Fannin County Courthouse: This item was passed on.

20. Discussion, consideration, and action to approve a 3-month extension of Brazos Leases for Belly Dump Trailers for Precinct 2 and 3: Fannin County Purchasing Agent Michelle Case explained why this was necessary and a motion was made, seconded, and passed to approve.

21. Discussion and submission of Fannin County 2021 Inventory: Michelle Case explained she was just submitting this to the court per rules and regulations.

22. Discussion, consideration, and action to award the landscaping scope of work for the Fannin County Courthouse Restoration to Greenhills Landscaping in the amount of $98,998.55: Michelle Case gave a brief explanation as to why this is a good bid and in response to a question from a citizen, explained what is entailed in the bid. Commissioner Lane made the motion to award the landscaping work to Greenhills with Commissioner Magness seconding and the motion passing.

23. Discussion, consideration, and action to move $15,955.32 from line 100370-1310 (auto insurance loss payments) to 100-560-4540 (9,335.92, R & M Auto for Sheriff’s Office) and 100-291450 ($6,619.40, R & M Auto for Development Services) for the repair of County vehicles: Alicia Whipple reported on this item after which a citizen from Leonard called in with questions involving the repair of the hail damage to the development director’s vehicle, the criteria for county employees qualifying for county vehicles and if those employees are paying mileage charges to the county for personal usage of vehicles. Ms. Whipple responded that the county does receive a check every year from employees using a vehicle for personal use but did not know how it is decided which employees get to take a vehicle home. She further explained that the truck in question is a brand-new truck with little miles on it that received extensive damage and that insurance paid for the damage.

A motion was made, seconded, and passed to move monies.

24. EXECUTIVE SESSIONS: Deliberation Regarding Contract Being Negotiated – a closed meeting will be held pursuant to *551.0725 of the Government Code for deliberation regarding business and financial issues in relation to contract(s) being negotiated whereas an open meeting would have a detrimental effect on the position of the Commissioners Court in negotiations with a third person: Motion was made, seconded and passed to enter into Executive Session at 10:22 a.m.

25. Discussion, consideration, and action regarding

Executive Session: Motion was made, seconded, and passed to enter back into Regular Session at 11:10 a.m.

Judge Moore stated that they heard from the architect and Turner construction. Commissioner Lackey gave a summation of what was spoken of in the meeting. He explained how Bryco has added additional workers and enlisted the aid of a company out of Dallas (at their cost) to help with the stonework. He noted discussion about the cupola and said more would be known by the third week of August. He noted discussion regarding difficulties that arose for various reasons (Covid, persistent rain, etc.) but agreed with Commissioner Magness that there is a light at the end of the tunnel and there is a confidence that the work will be completed by years end. He also noted they should be under budget from the second budget agreed upon and the money that is leftover at the end of the project will be put into an account for maintenance of the building.

26. Discussion, consideration, and action to approve payment of bills: Motion was made, seconded, and passed to approve.

27. Comments by County Commissioners and County Judge: Commissioner Lane thanked everyone for their attendance, invited all interested to a workday at Lake Fannin on the 24th from 8 a.m. till noon, and wished everyone a great week. Commissioner

Self echoed those thanks and noted how it was good to hear citizens expressing concerns during Public Forum and how he would be taking action next week on an issue brought up today. Commissioner Magness said he wanted to thank Tim Meek of the Fannin County Leader for an article he wrote dealing with the fairness issue to the elected officials of Fannin County. He further noted if anyone hadn’t read it, they could find it on page 8 of the 7/20/21 edition and stated that it was a very good read. Com-

missioner Lackey thanked everyone as well for sitting through a long meeting. He repeated what Mark DeMay said about the budget as a moving target and said the same could be said about other departments as things come up that you can’t control like flood damages, jail count, and other things you don’t figure on. He further said he believes everyone tries to be frugal and keep waste down.

He wished everyone to be safe and thanked all for being able to work for them. Judge Moore closed noting that Bethlehem

Baptist Church is having their 150th Anniversary this Sunday the 25th at 3:00 p.m. at 1415 Franklin Ave and would love for folk to attend and help them honor the past while they embrace the future. He also urged caution for all as it appears Covid is coming back and finished with an expression of thanks to being back in the United States, then thanked everyone for their attendance and patience.

Almost all of us know how to pronounce pandemic now, and we have a pretty good idea of what it means since everyone we know spent more than a year under virtual house arrest.

But that didn’t help Billy much. Billy’s our town dog, of course. He’s been our town dog since Sally passed away on Doc’s porch, and Billy’s owner died two weeks later. Sometimes an honored position doesn’t require an election.

Billy took right to it. He made his daily rounds to the back door of the Chinese restaurant and the Mule Barn coffee shop. He drifted over to the Rest of Your Life retirement home often to give the old folks another reason to enjoy life.

And there was his job, too.

Every weekday morning Billy was on duty at the street crossing where the kids went to school. Martin, the crossing guard, was always there with his vest and his sign, and Billy was the official cross-the-street escort.

But when the pandemic hit, the kids were suddenly home schooled and Martin stayed home as well. This threw a big monkey wrench into Billy’s gear box.

So about once a week, a bunch of us masked coffee drinkers would go to the school intersection and stand there until Billy showed up.

He’d look both ways and take us across the street, and then continue on his daily rounds.

Just because we’re in a pandemic doesn’t mean we can’t do our job.

RONNIE LEE BLAND Funeral services for Ronnie Lee Bland, 58, of Bonham, were held at 11:00 AM Wednesday, July 20, 2021 in Wise Funeral Home Chapel. Burial followed in Moores Chapel Cemetery.

Ronnie passed away Thursday, July 15, 2021 at his residence.

Ronnie was born July 30, 1962 in Dimmitt, Texas, the son of Perry Lee Bland and Margaret Ann Gordon Bland.

He was a graduate of Little Elm ISD and followed this with tech training.

He enjoyed playing softball and watching college football, but his greatest love were his kids and grandkids. Ronnie was employed as a night lumber stocker at Home Depot. He was preceded in death by his paternal grandparents, Marguet and Holden Bland.

Ronnie is survived by his son, Christopher Bland of Little Elm, TX, and daughter, Megan Green and her husband, James of Aubrey, TX; parents, Perry and Margaret Bland of Little Elm; grandchildren, Sara Bland, Karlee Bland and Caleb Bland of Rockwall, TX, Hannah Bland, Austin Green and Ella Green of Aubrey, TX; sisters, Deidre Hale and husband, Carl of Little Elm and Shelly Bland of Bonham, TX; nephew, Jeremy Talley of Haslet, TX and nieces, Kortney Williams and Kailey Hale of Little Elm. Jimmy passed away at the Carrus Specialty Hospital on July 16, 2021, surrounded by his loving family.

Jimmy was born on September 17, 1963, at the Risser Hospital in Bonham to Charles Herpeche, Sr and Nannie Long Herpeche. He was a 1982 graduate of Bonham High School and attended Texas A&M in College Station. He married Becky Butler Herpeche on March 11, 1989. He worked several years for TXDOT before beginning his career with Bonham Chrysler. He started as a salesperson and became one of the top salesmen in the nation, receiving many awards. Jimmy eventually became the General Sales Manager of Bonham Chrysler-Dodge-Jeep and Texoma Hyundai and a minority partner in the Greenville Chrysler-Dodge-Jeep. During his time as GSM at Bonham Chrysler, they became one of the top 5 Dodge dealers in Texas, selling over 500 vehicles a month. A spinal injury in 2011 forced his complete retirement from the car business in 2013. Jimmy was a busy Christian man and enjoyed people and helping others.

He was on the Dodd City School Board for over 20 years, as president for 10 years, and was a founder of the Dodd City Education Foundation. Jimmy was a member of the Bonham Volunteer Fire Dept for 8 years, a Master Mason in the Ector Masonic Lodge since 1993, and helped with the Fannin County Adopt-A-Cop Program. He loved football, the Aggies, the Dallas Cowboys, car racing of any kind, fishing, horses and dogs, but most of all he loved his family. He took great pride in watching his children excel at sports and life. His favorite daily activity was FaceTiming his grandbabies.

He was preceded in death by his father Charles Herpeche Sr., in-laws, Bobby and Marie Butler, and two brothers-in-law.

He is survived by he wife Becky Herpeche of Dodd City, mother, Nannie Belle Herpeche of Bonham, son Blake Herpeche (Bekka) of Wiley, Texas, daughters, Kamey Sprouse (Jordan) of Greenville, Texas, Lexi Adkins (Cameron) of McKinney, Texas, brother, Charles Robert Herpeche Jr. (Beckey) of Bonham, sisters, Freddie Lou Hilliard (Richard) of Bonham, Tammie Williams (David) of Ivanhoe, Charlsie Vaught (John) of Bonham, grandchildren, Millie Sprouse, K.C. Sprouse, Neyland Sprouse, and Holland Herpeche, numerous nieces, nephews, cousins, in-laws, extended family, and a host of friends.

Pallbearers were Scott Berni, Steve Collida, Jason Wood, Matt Titsworth, Mike Kinkade, and David Goggans.

Bruce was born April 6, 1972, to Eveline Rickman and John Ary in Bonham Texas. Bruce grew up in the Petty and Brookston Communities. He attended Chisum High school. Bruce also worked many years for Lamar County precinct 2 as their road foreman. Bruce had a great love for bailing hay and ranch life he enjoyed working on equipment with his son Hunter. Bruce enjoyed a great game of corn hole with his family and friends.

Always there to lend a helping hand Bruce was willing to give his time to anyone in need. Bruce married his loving wife Angie on June 10,2000 in Tigertown, Texas Left to Cherish Bruce’s memory are his wife Angela “Angie” Ary of the home.

Born February 9,1952 in Wasco, California was the daughter of the late Billy Zack Mitchell and Rose Mary (Bryan) Mitchell Parker.

Per Sharon’s request, her body was donated to science at the UT Southwest Medical Center, Dallas, TX. Sharon was employed over 25 years as a OTR truck driver.

She loved traveling across the continental United State’s of America with her four fur babies Emmet, Sandia, Baby Girl and Fred Astaire. She had a infectious laugh and a beautiful smile that would light up a room when she walked-in. She was an avid reader, loved to sing, dance, sew, cross-stitch, crossword puzzles, vacationing with her friends and spending time with her family. We admired her fearlessness, boldness, and willingness to speak up when necessary (right or wrong) you knew where she stood.

“Our secondary and linebackers are also back,” he said, “but we will have to find a defensive line.”

The 2021 season will begin for the Falcons in August: Scrimmages on Aug. 13 with Leverett’s Chapel at Union Hill at 6 p.m. and Aug. 20 at home versus Campbell at 5 p.m.and the regular season opener on Aug. 27 at home against Azle Christian at 7 p.m.
