Zoning Changes and South Bonham Cleanup at City Council Meeting A regular meeting of the Bonham City Council was called to order Monday, July 13, 2020 at 5:30 p.m. at Bonham City Hall by Mayor Roy Floyd. All Councilmen and City Manger were present. Minutes from the June 8th regular meeting were approved. Director of Finance Dave Struchtemeyer gave the financial report for the month ending June 30, 2020. He reported ad valorem tax revenue is 95% collected for the year, with sales tax receipts on the rise from the last two months. The sales tax receipts are nearly 20% higher than July of 2019. Later in the week a budget calendar for the fiscal year 2021 budget process will be published. The financial report was approved. During the Citizens Opportunity to Speak, one resident brought up his concern over sidewalk design in the city, and City Manager Sean Pate discussed with him current proj-

ects and regulations. A second resident announced Bonham is on the way to becoming a Film Friendly Certified Community; the application has been submitted, and the city can expect the designation. The June Employee of the Month plaque was presented to Jeremy Myers, a Firefighter/ EMT with the Bonham Fire Department who has been with the City of Bonham nearly a year. Jeremy was nominated after a recent EMS call led to him performing above and beyond the line of duty to help a lone elderly patient, and to connect the patient to additional resources for long-term care. City Council was presented the audit and financial statements as prepared by McClanahan and Holmes, LLP for fiscal year period ending September 30, 2019. Audit and financial statements were approved. Rebecca Allen, a social work student at Texas A & M Commerce, gave a presentation identifying the area of south Bonham

as problematic, and offering solutions to bring the neighborhoods in the area back to Bonham standards. She spoke with community members and noted code violations including unsafe housing, vehicles in yards, and vacancies. She explained community members are open to strategies such as participating in a sweat equity program, which is similar to Habitat for Humanity, and other projects involving volunteers cleaning up neighborhoods. Ms. Allen also suggested “block parties” to get citizens socially and politically involved in their community. She expects businesses moving into the revitalized area will find many benefits, such as low cost of land. Sean Pate introduced Keith Payne to speak on issuing requests for proposals (RFP) for administrative services and requests for qualifications (RFQ) for engineering services related to the 2021-2022 Community Development Block Grant (CDBG) program administered

by the Texas Department of Agriculture (TDA). Mr. Payne explained the CDBG is the largest block grant the State of Texas offers, awarding $350,000 for water, sewage, and street projects. It is a competitive grant which involves matching funds from the city and is based on population size. Mr. Payne asked the City Council to first submit RFP for hiring a grant administer, with the next step hiring an engineering firm to develop the project scope if the grant is awarded. A motion to approve the recommended changes to the subdivision and zoning ordinances passed. City Council nominated for reappointment Jeff Cotner, Zach Whitlock, and Mike Porter to the Airport Advisory Board, with Bill Yarbro to fill the vacancy left by Wiley Hokett, and reserved Steven Hale as an alternate ready for the next vacancy. Seated Members Rusty Deets and Ashley Frazier were nominated for reappointment to the Planning and Zoning Commission.
