Zoning Changes and South Bonham Cleanup at City Council Meeting A regular meeting of the Bonham City Council was called to order Monday, July 13, 2020 at 5:30 p.m. at Bonham City Hall

by Mayor Roy Floyd. All Councilmen and City Manger were present. Minutes from the June 8th regular meeting were approved.

Director of Finance Dave Struchtemeyer gave the financial report for the month ending June 30, 2020. He reported ad valorem tax revenue is 95% collected for the year, with sales tax receipts on the rise from the last two months. The sales tax receipts are nearly 20% higher than July of 2019. Later in the week a budget calendar for the fiscal year 2021 budget process will be published. The financial report was approved.

During the Citizens Opportunity to Speak, one resident brought up his concern over sidewalk design in the city, and City Manager Sean Pate discussed with him current proj-

ects and regulations. A second resident announced Bonham is on the way to becoming a Film Friendly Certified Community; the application has been submitted, and the city can expect the designation.

The June Employee of the Month plaque was presented to Jeremy Myers, a Firefighter/ EMT with the Bonham Fire Department who has been with the City of Bonham nearly a year.

Jeremy was nominated after a recent EMS call led to him performing above and beyond the line of duty to help a lone elderly patient, and to connect the patient to additional resources for long-term care.

City Council was presented the audit and financial statements as prepared by McClanahan and Holmes, LLP for fiscal year period ending September 30, 2019.

as problematic, and offering solutions to bring the neighborhoods in the area back to Bonham standards. She spoke with community members and noted code violations including unsafe housing, vehicles in yards, and vacancies. She explained community members are open to strategies such as participating in a sweat equity program, which is similar to Habitat for Humanity, and other projects involving volunteers cleaning up neighborhoods. Ms. Allen also suggested “block parties” to get citizens socially and politically involved in their community.

She expects businesses moving into the revitalized area will find many benefits, such as low cost of land.

Sean Pate introduced Keith Payne to speak on issuing requests for proposals (RFP) for administrative services and requests for qualifications (RFQ) for engineering services related to the 2021-2022 Community Development Block Grant (CDBG) program administered

by the Texas Department of Agriculture (TDA). Mr. Payne explained the CDBG is the largest block grant the State of Texas offers, awarding $350,000 for water, sewage, and street projects. It is a competitive grant which involves matching funds from the city and is based on population size. Mr. Payne asked the City Council to first submit RFP for hiring a grant administer, with the next step hiring an engineering firm to develop the project scope if the grant is awarded. A motion to approve the RFP passed.

I have made quite a few new friends. I have received a lot of good advice and counsel, that is good for more than just politics, but life in general. I have come to realize, even more, how precious the trust and confidence of old friends is. My family has been fully involved emotionally, and spiritually, and a continual source of encouragement. I appreciate those of you who put up with signs in your yard for such an extended time. I say to all those who supported me with donations, encouragement, and kind words, a heartfelt THANK YOU! My opponent in this race, Edwina Lane, ran a strong, determined, and effective campaign. The nature of political campaigns is that the spirit of competition leads us to view each other as adversaries, and if we are not careful, that turns to enmity. If we love our county, we can’t afford the self indulgent luxury of hoping that the opponent who defeated us fails, so that we can say “I told you so”. I might add that this applies on a state and national level also.

I do love Fannin County, therefore I lay aside the spirit of competition and hope and pray for the success of our new Commissioner. As the campaign progressed and I became more aware of the difficulties and challenges that the Commissioners and Judge face I set myself to be an intercessor for them in prayer. I will continue to do that as part of my service to the people of Fannin County.

Commissioners Approve Final Road Closures for Lake Construction

A regular meeting of the Fannin County Commissioners Court was called to order Tuesday, July 14, 2020, at 9:00 a.m. by County Judge Randy Moore, at Bonham City Hall, and via teleconference. Judge Moore established quorum; all Commissioners were present. The invocation was given

by Reverend Joe Gist of First United Methodist Church in Leonard. Major James Manis led the pledges. Judge Moore introduced Mr. Jamie Baker as a guest. There were no comments in Public Forum.

6 Judge Moore opened discussion regarding the Fannin County Declaration of Disaster Proclamation for Covid-19 by stating that Fannin County is keeping the virus at bay, though other areas further south, including Dallas, Houston, and San Antonio, are not doing as well. Judge Moore has been in contact with Texoma Medical Center (TMC) Bonham and can report there are no Covid-19 patients currently hospitalized there, though ample preparations have been made. TMC Bonham cannot, however, afford the $35,000 machine that would allow the hospital to test for the virus, and Judge Moore asked Purchasing Agent Michelle Case to look into whether the County can use the CARES Act funds to cover that expense. Judge Moore urged residents to do their research before passing on information about Covid-19 and to keep

7 Judge Moore noted there is an amendment to the Covid-19 Response and Continuity of Operations Plan for Fannin County regarding the 336th District Judicial Court and the County Court at Law, which has postponed non-essential in-person hearings until September 1 at the earliest. Commissioner A.J. Self noted the Plan has not been amended to include face-to-face Commissioner Court meetings in addition to the teleconference element and recommended an edit. Commissioners discussed returning to teleconferenceonly meetings while Covid-19 cases continue to rise but ultimately decided to wait another week for further developments before making that call. A motion to edit the Plan to include face-to-face meetings for the time being in addition to the teleconference, and to extend the Plan one week, passed.

DBI has worked with Ferguson in the past and recommends awarding the project to Ferguson Waterworks. A motion to award the bid passed.

9 Alan Hendrix of Freese and Nichols spoke on Order 202007-14, which closes portions of County Roads 2650, 2900, and 2945 in Precincts 3 and 4 due to Bois D’ Arc Lake construction, explaining that these closures are part of Round 5 of closures, which is the final round. Round 4 road closures occurred in March. He noted that sections of County Roads 2650 and 2945 will be mostly replaced

Game Warden Field Notes

The Other Side of Nowhere A Big Bend Ranch State Park Police Officer and a Presidio County game warden were patrolling River Road at night through Big Bend Ranch State Park when the officers noticed a car parked in the Closed Canyon Trail parking lot after the park closed. In the car, they saw a park pass for that day, a car rental agreement, a jug of water and snacks, but the driver was nowhere to be found. The Closed Canyon Trail is short and stops at the Rio Grande after several steep pour offs. The last pour off is about 60-feet tall. The officers hiked the trail in the dark and far as they could safely go and called out for anyone still down there with no luck. The next morning, another park police officer was informed about a possible lost hiker. He checked the parking lot and saw that the car was still parked there undisturbed.

The three officers headed back to the Closed Canyon Trail that afternoon with rappelling equipment to search farther down the trail. When they reached the first of the three steep pour offs, the officer called out for the hiker who excitedly responded for help. The park police officer was able to rappel down to the hiker

who had descended all the pour offs and was at the riverbank.

When they reached him, the hiker was dehydrated, exhausted and had injured his ankle. The hiker told the officers that he had gone down the trail alone in the afternoon, fell into a deepwater hole and was unable to climb out. Panicked, he decided to continue down the trail thinking it would lead him back to the parking lot. Temperatures that day were around 106 degrees and he drank river water to try to keep hydrated. He hiked along the riverbank but was unable to navigate the steep canyon walls of Colorado Canyon. The officers requested a helicopter to help extract the hiker, but due to bad weather it wasn’t available until the next morning. So, with the help of an additional game warden, two state park rangers, a U.S. Border Patrol agent and a Presidio County Sherriff’s Deputy, the team of officers were able to assist the hiker to climb back over the pour offs and navigate the rest of the trail back to his car. Presidio and Terlingua Emergency Medical Services arrived and gave the hiker medical care and he was then taken to the local hospital for further treatment.

11 Purchasing Agent Michelle Case explained the request for approval of a 6-month lease with Brazos Truck Leasing for a Belly Dump Trailer at $500 per month for Precinct 2 has a precedent in Precinct 4, where the trailer was a useful addition. With the new lease, the County will receive a new trailer. Commissioner Self endorsed the lease. A motion to approve the lease passed.

12 Judge Moore recommended tabling the approval of the payment of $500 for Indigent Burial to Cooper-Sorrells Funeral Home due to new information.

13 Judge Moore noted the amended SAAS Renewal Agreement for Odyssey products features a change in payments from annual to quarterly installments to better suit the County budget. A motion to approve the amended Agreement passed.

14 Auditor Alicia Whipple gave the Fannin County Auditor’s monthly reports for June 2020. The income from June was $426,292.58, and general fund expenses came to $1,127,227.95. The report was approved.

15 A motion to approve the payment of bills passed.

16 Commissioner Lackey explained the County promised Gober Mud, the water provider for the city of Gober, the sponsorship of an application for the 2021-2022 Texas Community Development Fund through the Texas Department of Agriculture, and if this application is not funded, to resubmit this application for 2023-2024 funding. Jan Johnson of Gober Mud stated she understands her organization may not be awarded the fund this season but is determined to continue to pursue the fund every two-year cycle until Giber Mud receives the funding. A motion to sponsor an application on behalf of Gober Mud for the 2021-2022 Texas Community Development Fund passed.

There were no comments regarding the Executive Session on personnel matters.

20 Judge Moore commented that the Commissioners Court is reviewing several EMS contracts, but had no further comments.

21: Comments: Commissioner Whitlock thanked attendees, and asked everyone to stay safe. Commissioner Self thanked residents for their patience and acknowledged the work his Precinct’s crew puts in despite the rain and summer heat. Commissioner Magness agreed and asked drivers to be careful around his road crews, to give them space and slow down. He appreciates everyone’s cooperation as they try

to make the roads safe, and is proud of his crew. Commissioner Lackey reminded residents in Precinct 1 to vote, and listed roads his crew will be working on, including County Roads 2610 and 2607 this week, and 2925 in the next two weeks. He intends to pave 7 miles of road surfaces this year. Judge Moore noted the Lake Fannin Board met last week to determine what work needs to be done to the property. The Lodge at Lake Fannin will need a new roof. He commented that the County is doing its best to work out the budget despite some unexpected costs this year. Judge Moore also asked Precinct 1 to go vote and cautioned everyone against spending too much time watching the news because of the negativity it can generate.

I want to Thank our Texas Governor Greg Abbott and express how much I appreciate the very dangerous job our local law enforcement has in order to keep our neighborhoods safe in Fannin County. I am outraged by the anti-police bias in the news media. The anti-police rhetoric of many politicians and especially by the violent attacks on our police by political extremists. Our police are faulted when they act and they are faulted when they show restraint. They are constantly called on to make split-second decisions in dangerous situations. Then they are second-guessed by many politicians, ambitious prosecutors, and the news media who have no idea what it’s like to walk in their shoes.

Every day when they leave home they don’t know if this will be the last time they see their loved ones.

Whenever they are put in the position of having to use deadly force against an armed criminal, they know they are putting their career and even their freedom on the line because they know their actions will be investigated by internal affairs and

they might even be criminally charged. But if they don’t act, our men and women in blue might end up dead or grievously injured. So their decisions must be correct 100 percent of the time. In addition to being a police officer, they are called upon to play the role of diplomat, doctor, guidance counselor, peacemaker, and teacher all on a police officer’s salary.

America’s police are the thin blue line preventing our neighborhoods from slipping into chaos and anarchy without our police, our streets would be overrun by gangs and drug lords. We would not be able to walk outside at night or even during the day. Home invasions and car jackings would be common. A big reason America became great is because we are a nation that believes in law and order. To have law and order we need officers who are willing to put their lives on the line to keep us safe. I am thankful for all our law enforcement does to keep our children safe and I urge you to do your part.

In 1787, Alexander Tyler, a Scottish history professor, had this to say about the fall of governments, (Republic Governments) They last about 200 years and then fall.

A democracy is always temporary in nature; it simply cannot exist as a permanent form of government. A democracy will continue to exist up until the time that voters discover they can vote themselves generous gifts from the public treasury.

From that momentum, the majority always votes for the candidates who promise the most benefits from the public treasury, with the result that every democracy will finally collapse due to loose fiscal policy, which is always followed by a dictatorship.

During those 200 years, those nations (governments) always progressed through the following sequence.

1. Bondage to Spiritual Faith 2. Spiritual Faith to great courage.

3. Courage to Liberty.

4 Liberty to abundance.

5. Abundance to complacency.

6 Complacency to apathy.

7. Apathy to dependence.

Dependence to bondage.

AND WHAT DOES HE DO? Isn’t that our response when another tells us about someone they think we should know? “I’m not sure who that person is.”

We might say, “What does he/she do?” In other words, “Why do you think I should know who you are referring to?”

We have a friend, John, that we met more than twenty years ago. To say that John was “bigger than life” is an understatement. John loved a good time, a good laugh, and he loved his friends and family. He had a heart “as big as Texas” and was always there for a friend in time of need. He visited the sick in the hospital, remembered birthdays, holidays, family reunions and was, what you might call, a super patriot. John was also a deeply religious man. Born into a religious household, he said he had attended church every day for his first eighteen years of life. The sacraments of the church held a special place in his heart. He knew many prayers from the prayer book of his church and would always begin a meal with one of them. Then, to add a personal touch, he would ask The Lord to bless his family and the troops, at home and abroad. John was the epitome of a “good guy”.

John had never, by his own admission, read the Bible.

He said that Bible reading was not stressed by his religious upbringing and he felt those in the clergy were more qualified to tell him what the Word of God said and meant. At that time, we were having a home Bible Study, and although John lived more than 100 miles from our home, he wanted to come. He made that journey for several years before he and his wife moved next door.

This year we were able to provide two scholarships.

The requirements for this year’s scholarships included an essay on “How Has the COVID-19 Pandemic Affected Your Life and What Will be the Lasting Repercussions on Your Future.”

The applicants must have resided in Fannin County for the last twelve months or have attended a Fannin county school consistently for the last twelve months.

Lauren Newman is one of the scholarship awardees.

After moving herself and

her heifer in at the Houston Stock Show and Rodeo, one of the scholarship recipients was abruptly told to move out. While devastated, this was the first of many cancellations. After a bit of time, she determined to find the positive in whatever is happening and the changes in her life. Lauren learned the importance of slowing down and keeping human contact. “Although the future isn’t necessarily clear right now, I am ready.”

The second recipient, Katyn Yarborough, has been taught her entire life about finding the positive in every situation. As a close family, they have been forced to slow down and spend time together. She is grateful for the memories made, and looks forward to pursuing her education.

John was stricken with a short yet debilitating illness a couple of years ago. During his time at home, he read a book, which he reported to us, had a “great prayer in it”.

He asked his wife to type the prayer, and he put one of the typewritten prayers by his bedside and one by hers.

She reported that he would make his way from the living room to the bedroom or bathroom, stop, bow his head, and say that prayer.

John succumbed to the illness and left this earth less than two years ago. John, to the surprise of many, did not want clergy to attend him in death, he wanted no last rites and no funeral. He told his wife, if he should leave this earth, he only wanted those who cared for him, whether friend or family, to gather and remember him in a way that was specific and personal. And that we did.

Friends and family came from may areas of the country to his home to remember John. I asked his wife if I could see the “special prayer” he found in the book – a prayer so special that he put it next to his bedside and prayed it when he walked that way. To my surprise, this was John’s special prayer – specific and very personal: “JESUS, I CONFESS THAT I AM A SINNER. I BELIEVE THAT YOU ARE THE SON OF GOD AND THAT YOU SHED YOUR PRECIOUS BLOOD ON THE CROSS FOR ME.

FORGIVE ME OF MY SIN. CLEANSE MY HEART FROM ALL UNRIGHTEOUSNESS. I THANK YOU FOR SAVING ME NOW.” AMEN

John was always prepared for Bible Study. He came having read the scriptures and was always there to discuss and ask questions. One evening while having dinner with John and his wife at their home, he offered his familiar “prayer book” prayer, but at the end of his entreaty, He asked the Lord to “send the Holy Spirit into his children’s lives”. Something had changed.

That is Who the Holy Spirit is, and this is what HE does. Holy Spirit in both languages of the Bible, Hebrew and Greek, means the same thing – Wind or BREATH of God. HE IS THE LIFE OF GOD, and for those who will receive God’s Son – Jesus Christ, HE is the Breath, the Life of God in us. Jesus said of the Holy Spirit, that He is “the Spirit of Truth, whom the world cannot receive because it neither sees Him nor knows Him, BUT YOU know Him, for He lives with you, and will LIVE IN YOU.” John 14:17

John didn’t die that night, he simply moved on to enjoy the LIFE OF GOD in him, a gift that is open to every person who will receive Jesus Christ by the leading, direction and BREATH of the Holy Spirit. Jesus said, “He who believes in Me will never die.” John 11:26.

Lauren Newman is one of the scholarship awardees. After moving herself and her heifer in at the Houston Stock Show and Rodeo, one of the scholarship recipients was abruptly told to move out. While devasted, this was the first of many cancellations. After a bit of time, she determined to find the positive in whatever is happening and the changes in her life. Lauren learned the importance of slowing down and keeping human contact. “Although the future isn’t necessarily clear right now, I am ready.”

The second recipient, Katyn Yarborough, has been taught her entire life about finding the positive in every situation.

As a close family, they have been forced to slow down and spend time together. She is grateful for the memories made, and looks forward to pursuing her education.

Press Release - The Red River Art Fest will be a “different kind of festival” this year. The Creative Arts Center wants to take a leadership role in making the COVID situation better, and having a big one-day event is unwise for public health. So, the center is making the best of a bad situation by hosting the fundraising portion of their festival. Though no wineries or performers will be on hand, the beautiful hand painted wine glasses and Community Art Project Wine Bags that would’ve been for sale during the festival are currently for sale in the gallery and will remain available through August. The ever popular Silent Auction, held

during the festival each year, will be between August 11 through the 14th,.

“Spreading the auction over four days will minimize the number of guests in the gallery at once but still provide folks the opportunity to purchase the great items we’ve become known for,” said Executive Director Lisa Avila. “We will also post the items online so you can purchase from your home or preview so you know what to come bid on. This way with our “Mini Festival” we keep safer but still raise some much-needed funds.”

Everyone is invited to come by a wine glass or buy a whole set.

They’re beautiful and the cost is $10 for glasses, $15 for the bags and $5 for decorated bottles.

Cooper EXCELLENT. Water lightly stained; 85 degrees; 0.37 low. Largemouth bass are good on Carolina rigged plastic worms in earth tone colors, crankbaits, and jigs in 12-25’. The white bass are excellent in 12-30’ with slabs, swimbaits, and jigging spoons over humps, flats, and near main lake drop-offs.

Crappie are good with minnows on brush piles. Catfish are good on live and cut bait in 10-25’.

Texoma GOOD. Water lightly stained; 82-86 degrees;

1.87 high. Striped bass and white bass are good on live bait and topwater baits when fish are near the surface. Diving birds are marking feeding schools on the surface throughout the lake. Use sonar to mark schools along the river channel and flats. Largemouth bass are good fishing with spoons, plastic worms and crankbaits in 10-24’.

Crappie are good on minnows and jigs by boathouses, marinas and brush piles in 15-25’.

Catfish are good on cut bait, prepared bait, and live bait.

Austin Jones likes football.

He has both played and coached the sport.

However, Jones knows there are advantages to coaching at a school like Sam Rayburn, which, unlike many in Texas, doesn’t have the traditional fall sport. “...I am looking forward to being able to watch the kids in fall ball,” said Jones, who was hired in May to be the Rebels’ new baseball manager.

“I can’t coach them, but I can watch them,” he said.

“With football [duties at other schools], I missed out -- I couldn’t go see them play on the weekends in tournaments.

“Especially as a new coach, I’ll get the fall and get the advantage of seeing where the kids are at.”

Fall ball had already given Jones a good impression of the Rebels’ baseball program, having previously seen Sam Rayburn in action then during his dozen years as a varsity baseball assistant -- the last four at 3A Prairiland after eight at 4A Paris.

“They always have good talent [at Sam Rayburn], are hard working and have been successful,” said Jones.

“I have the opportunity to come in and continue that.”

The last half of the previous decade under former manager Bruce Mauppin equated a resurgence for the Sam Rayburn baseball program.

In 2015, the Rebels’ bidistrict postseason trip, in Mauppin’s second season,

marked their first since 2006, placing third in 11-2A to advance.

Sam Rayburn in 2016 finished third again in 11-2A and made its first consecutive playoff appearances since 2003-04 via a bi-district advance.

The Rebels’ 2017 regional quarterfinal trip equated the program’s deepest advance in baseball since 1999’s regional semifinals run.

In 2018, Sam Rayburn again reached the the Region II-2A quarterfinals, after going undefeated again in 12-2A -- and allowing only one run during district play.

A 4-2 play-in loss in 2019 advanced the Rebels to the postseason as 12-2A’s third 2A qualifier en route to a bidistrict appearance.

Sam Rayburn had not had time this year to reach the postseason -- not even District 12-2A action -- during manager Matt Putman’s lone season. In mid March, the University Interscholastic League first paused and a month later canceled all sanctioned spring activies due to COVID-19.

Realignment earlier this year by the UIL moved the Rebels into a slightly larger version of 12-2A for the next two seasons. Holdover opponents will include 2A’s Celeste, Honey Grove, Merit Bland and Wolfe City and 1A Dodd City. Newcomers will include former 2A Campbell and former 3A Cooper.

When Sam Rayburn vies for another postseason in the new 12-2A, it will come with a postseason veteran. All of Jones’ previous complete seasons in Lamar County came with teams

OBITUARIES MARGARET ANN “POLLY” GILBERT

BonhamFuneral services f o r Margaret Ann “Polly” Gilbert age 79 of Savoy were held at 3:00 PM Sunday July 12, 2020 at the First Christian Church in Honey Grove. Dr. Rodney Sprayberry, Rev. Jake Caylor, and Pastor Randy Dority officiated. Serving as pallbearers were Justin Flowers, Taylor Harris, Jared Toland, Jimmy Hevron, Tim Peeples, and Kevin Barber. Named as honorary pallbearers were Bob Summers, Denny Holman, Darrell Hall, Mickey Collins, Ronnie Rhudy, Stan Barker, Pat Hilliard, Dewayne Strickland and Billy Joe Nelms.

Private family interment followed at Oakwood Cemetery in Honey Grove.

Margaret Ann (Flowers) Gilbert was born April 8, 1941 in Honey Grove, TX. The daughter of Tom and Mary Louise (Clark) Flowers. She married W.T. “Dub” Gilbert on August 7, 1959 in Honey Grove and he preceded her in death November 18, 2011. Polly later married Clyde King Hall in 2014 and he preceded her in death October 14, 2017. Polly and W.T. were very active in Camp Fire Girls when their daughter Donna joined at the age of 11. Polly was a group leader for many years and then served on the board along with her husband W.T. In 1978 W.T., Polly and Donna were honored at the annual banquet. Polly received the Luther Halsey Gylick award, the highest award in Camp Fire, W.T.

Margaret “Polly” Gilbert began her 47 year courthouse career in 1959 after her high school graduation. She worked many years as a clerk and spent the last 27 years of her career serving as Fannin County Clerk. One of her highlights while serving at the courthouse was receiving County Clerk for the State of Texas in 2005-2006, awarded by the County and District Clerk’s Association of Texas.

Polly is survived by her daughter Donna Caylor and husband Byron of Savoy, grandchildren Callie (Caylor) Harris and husband Taylor of Greenville, TX., Jake Caylor and wife Crystal of Bonham, greatgranddaughter Beckett Caylor, also her brother Bob Flowers of Paris, sister-in-law June Flowers of Bonham. Stepdaughter Susan Hall Fajardo, stepsons Ken Hall and Jon Hall, and sister-in-laws Jo Hall and Linda Paraschak.

Additionally survived by special daughters Margaret Kincaid Melton, Kristi Ashlock Bradshaw, special son Todd Ashlock, along with forever friends Jane Dodson, Sue Hale, Lily Peeler, Elaine Ashlock, and Dorothy Collins. BEDCo Executive Director Steve Filipowicz discussed the BEDCo Board of Directors funding one-third of the project cost of the 10th St Lift Station and Yerrabella Forced Main line extension, which would not exceed $55,000, and approving the FY2020 BEDCo budget amendment to provide said funds. A developer on Friday wrote a check for $100,000, which pays for the basic project, but BEDCo funds “would upsize the project for additional capacity in the system to bring more property to development,” Mr. Filipowicz said. A motion

to approve the funding passed.

Mr. Filipowicz requested a bid and purchase of a used bucket truck from Highland Park, and for approval of the FY2020 BEDCo budget amendment in the amount of $28,200.

The truck would be funded by BEDCo but titled to the City of Bonham, for use in maintaining historic light posts, putting up Christmas decorations, and other projects for which a bucket truck has been rented in the past. A motion to approve the budget amendment and purchase passed.

Emily Porter, President of the BEDCo Board of Directors, presented a revised Agreement for Management Service between the BEDCo Board of Directors and the City of Bonham,

which would have BEDCo fund 100% of the Executive Director, saving the City’s General fund between $10-$12,000. The position would revert to directly reporting to the BEDCo Board, but would remain a city employee for purposes of salary and health and retirement benefits. Councilmen questioned the motivation behind the proposed changes, and believed poor communication has led to a division between BEDCo and the City. President Porter maintained BEDCo would like control over their own employee.

A motion to reject the proposal passed, and the possibility of holding a personnel workshop was entertained.

Annual Bonham Quilt Hop Cancelled Press Release - The 2020 Quilt Hop has been cancelled to protect the visitors, our loyal volunteers, the vendors, and the people who offer us their quilts for display. We are so very sorry to have to cancel a tenyear-old event, but this year the Covid-19 pandemic has made everything more difficult.

Keeping everyone safe is the most important factor for all the people involved.

Our plan is to start working on next years event right now and make the 2021 Quilt Hop better than any quilt show we have had. Hopefully, the date for next year will be July 30 and 31.

School Supplies Needed for Fannin County Kids Press Release - Donations are needed for the 24th annual School Supply Drive hosted by the Fannin County Children’s Center. With local school districts planning for in-person school as one of the options starting in August, the Children’s Center is moving forward with plans to giveaway free school supplies to needy children on Saturday, August 8.

Because of COVID-19, the event will look a little different than in year’s past. Children’s Center staff are making plans for a drive-thru event, where families will pull up in their vehicles in front of the center, staff will gather basic information and supplies will be provided without the families having to get out of their cars.

With this giveaway event less than a month away, the center is seeking donations to make this effort possible. “As always, every contribution is appreciated and needed” said Sandy Barber, Executive Director of the Children’s Center.

The center is now accepting paper, notebooks, pencils, folders, crayons, backpacks and other school supplies. Barber said, “Donors can also donate cash and leave the shopping to us. We will use it to buy what is most needed and we will stretch the donation farther by using our taxexempt status when mak-

ing the purchases.”

In all, the agency has given out free school supplies to more than 10,000 students in the last 23 years. Organizers expect to serve 500-700 students again this year. This effort depends on contributions from many different individuals, churches, businesses and other local organizations.

Items needed include: notebook paper, pens, pencils, three-ring notebooks, folders with and without brads, spiral notebooks, scissors, markers, crayons, red pens and pencils, highlighters, glue sticks, glue in bottles, erasers, backpacks, construction paper, manilla paper, watercolor paints, pencil boxes and pencil bags.

Contributions can be delivered to the center at 112 West Fifth Street, Bonham, TX anytime they are open from Monday – Friday 8 am to 5 pm. Checks can be made out to FCCC and should include a brief notation that the gift is for school supplies. Donations can also be made on-line at www.fanninccc.org. All donations are tax deductible to the extent allowable by law. Westbound Traffic Shift Rescheduled for US 82 in Fannin County

PARIS – Texas Department of Transportation officials today announced that the major lane shift for westbound traffic on US 82 in Fannin County has been rescheduled to July 22, weather permitting.

Westbound traffic traveling on US 82 near Honey Grove at the Fannin-Lamar County line will be directed onto the newly constructed lanes for approximately 10 miles.

Meanwhile, eastbound traffic on US 82 will remain on the existing roadway, officials said.

Drivers who travel frequently in this area, and those who desire to cross from the north, are ad-

vised that all driveways, county roads and FM roads will include a full stop at their intersection with US 82. After the stop, traffic can proceed to cross over to the median.

The contractor, Austin Bridge & Road Services LP, will place stop signs at these locations before the traffic switch occurs, and will place message boards along some roads to alert drivers to the new stop signs.

Oakwood Cemetery News

At Oakwood Cemetery in Honey Grove the erosion project around the outer fence was finished in June. Dennis Edge, the project manager, did a wonderful job. He repaired a lot of the antique fence surrounding the cemetery that had been damaged over the years. He replaced the metal around the bottom of the fence and added gravel to prevent more erosion. Dennis also volunteered his work at the northwest corner of Oakwood which included cleaning out a culvert and adding rock to help with an erosion problem in this area. A big thank you goes to Dennis for his volunteer work in this area.

Another problem at Oakwood this year has been the crayfish mounds which impede mowing.

Volunteers are trying to get this under control. There is always much work to be done to keep Oakwood Cemetery the beautiful landmark for Honey Grove.
