Human trafficking does not always begin with a stranger or a kidnapping. Many times, exploitation starts quietly through trust, secrecy, manipulation, online conversations, or access to a child’s vulnerability.
According to Jaco Booyens Ministries, America is the number one nation in the world demanding sex with children. Digital grooming has become the new predator playground, with an estimated 750,000 predators online at any given time. JBM also reports that 60% of children have unknowingly engaged with a predator through online chat.
Predators are not limited to one app or platform. They are active anywhere children and teens can be contacted, especially on social media apps, gaming platforms, and any digital space with a chat feature.
The Fannin County Leader is committed to helping families understand this difficult issue with clarity and practical next steps. Parents, grandparents, churches, schools, and community leaders do not need more fear. They need tools, awareness, and guidance they can use. Each month, Jaco Booyens Ministries provides free Parent Community resources to help families better understand the risks children are facing online and offline. These include The Parent Brief, a monthly email focused on one important issue affecting families, along with helpful toolkits and guides such as The Parent Toolkit, The Summer Safety Guide, The Special Needs Toolkit, and The Launch Years Guide for ages 18–24. These resources offer practical information, conversation starters, checklists, and safety tools designed to help adults protect children with wisdom, awareness, and action.

12. Fannin County Historical Commission Distinguished Service Award 2025 – County Judge for Malinda Allison, President FC Historical Commission. Texas Historical Commission recognized the Fannin County Historical Commission with the Distinguished Service Award for 2025. Malinda Allison, President of Fannin County Historical Commission stated “the Fannin County Historical Commission is appointed by Commissioners Court. And we’re all volunteers, and we all have a passion for Fannin County history, and we are indebted to all the people that have worked on this history for decades. And we try to make it accessible to people, both the current residents and all the new people that are coming into the county. And we have a lot of projects. Every year, the State Historical Commission requires us to submit a report of what we’ve done of every county, and they look through them and decide
the ones that are worthy of the Distinguished Service Award, and we strive every year to meet that standard. We really have a great group of people that devote their time to this. So, we’re real pleased to get this award, again.”

15. Discussion and possible action regarding Criminal District Attorney and the United States Immigration and Customs Enforcement Office of the Department of Homeland Security; Memorandum of Agreement 287G – Criminal District Attorney. Approved 16. Discussion and possible action to support nominating the southern portion of Census Tract 48147950500, Property ID#s R000100870, R000070684 and R000082417, for the Texas Opportunity Zone 2.0 program through the Texas Economic Development & Tourism Office and authorize County Judge to send letter of support – County Judge. The location is on CR 3200 south of Dodd City. Judge Cunningham described the agenda item “It’s a tax deal at the federal level. If we, support an area and it ends up being nominated, that particular area, anybody constructing approved programs in that area can avoid paying capital gains taxes if they comply with the rules. So if I sell my building or my company for $100 million and I take that $100 million and I drop it into one of these areas and develop in that area, leave my money there for 10 years, I can avoid paying capital gains tax on the profit I made off of the sale of my business or my property.”
Commissioner Waggoner reported “And the letter from the developer is really broad and vague on what the development plans are for this development. There’s no specifics on it at all right now. There’s no concept plan, water plan, traffic road studies, anything that’s been done for this yet. No drainage plans, emergency management service impact, anything that’s been done on this. They’re wanting us to give them a letter of recommendation without having any kind of plans for the public to see. I’m not for this at all.” Not Approved by a vote of 4-1 with Commissioner Kopf abstaining.
17. Discussion and possible action to approve Short Plat for Rodgers Estates; 1673 FM 1553, Precinct 4 – Development Services Director. Approved
18. Discussion and possible action to approve renewal of the Lake Fannin Rental Facilities Agreement for 20262027 – County Auditor. Approved
19. Discussion and possible action regarding renewal of health insurance for Fannin County employees for 2026-2027 – County Auditor. The policy has a 2,000 deductible with $500 paid by the employee and $1,500 paid for by the county. The annual cost per employee will increase from $13,435.08 to $14,745.72 per employee, paid for by the county. Approved
20. Discussion and possible action regarding salaries/raises for 2026/2027 – County Judge. Commissioners voted 4-1 to approve a .75 cents per hour increase for 2026/27 budget year. There will be no increase for elected officials. Commissioner Fogelberg voted nay.
21. Discussion and possible action regarding using reserves to balance any budget deficit –County Judge. Judge Cunningham described the current status “We’ve got two budgets, and we could change that if we wanted to, but we set it up to give our commissioners some autonomy and some flexibility, and authority over their own budget. What does that look like? We’ve got a general fund budget that everybody else lives by. And then we’ve got, a road and bridge budget that’s for the commissioners. Do we have to have those? You
know, we can change them around, we can do things the Commissioners Court can’t. Where we find ourselves now is with that system, and we’ve got reserves in individual road and bridge precincts. That are available. I think I looked at them a few months ago at something like $5 million. I don’t know where we are on that now, but there’s money there. Then I think, we’ve got an amount in general fund.” Judge Cunningham asked Alicia Whipple about the fact that historically the reserves are called on to balance the budget. Whipple replied “we’ve taken less and less out of reserves. Last year, if you exclude the money that was taken out of reserves for the Justice Center, which was $2.3 million, we used $82,000 to balance general fund. And that was the lowest, with the exception of 2 years that we received money from the hospital authority for EMS. Every year, we’ve reduced it. If you go back to 2018, I believe General Fund used 2.75 to balance.”
Commissioner Self stated “I would say, I think the consensus is we know that we’re going to be in a budget deficit, but at this time, I don’t like the word balance any budget deficit. I don’t like that word, any, and so today, I would vote no until we got a number of what the deficit actually is.”
The consensus of the Judge and Commissioners was to pass on this item until budget processes reveal more information regarding the actual deficit that will be encountered.
OPEN DISCUSSION ITEMS:
Open discussion items may be passed on unless discussion requested by a member of the Court or a Citizen.
23. Construction; Courthouse repairs and Justice Center – County Judge. The goal is to have all departments moved into the new Justice Center by the end of July.

SESSION(S) AND ACTION IF NEEDED:

The Only Hope For America
Calvary Baptist Church Bonham, Texas Happy 250th birthday, America! We have traveled to other countries just enough to know exactly how good we have it in the good ole USA! However, the rapid decline of our morality and character as well as the threat of socialism is severely threatening our republic. John Adams wrote: “We have no government armed with power capable of contending with human
passions unbridled by morality and religion…Our Constitution was made only for a moral and religious people. It is wholly inadequate to the government of any other”. He also noted, “Suppose a nation in some distant Region should take the Bible for their only law Book, and every member should regulate his conduct by the precepts there exhibited!... What a Eutopia, what a Paradise would this region be!”
Once a French politician observed while touring our great nation, “If America ever ceases to be good, America will cease to be great.” Jesus is the only hope for America. Let us all pray for a Spirit-filled, nation-wide revival to sweep across our land!

Hello everyone! In Romans 1:16, the apostle Paul declares, “For I am not ashamed of the gospel of Christ: for it is the power of God unto salvation to every one that believeth; to the Jew first, and also to the Greek.” In a world where many mocked and rejected the message of Jesus Christ, Paul was never afraid to proclaim it because he knew of its lifechanging power. Paul was very confident in the message of the gospel. He didn’t hide his faith or fear what others may think because the gospel is the truth of God. It is not just information or good advice;
it is God’s powerful means of bringing those in this lost and dying world to salvation. The basis of salvation is not nationality, status, wealth, or achievements. It is based on faith. Ephesians 2:8-9 reminds us, “For by grace are ye saved through faith; and that not of yourselves: it is the gift of God: Not of works, lest any man should boast.” The Lord offers salvation to all people. This verse is a challenge for believers to stand confidently for the Lord. The gospel that saved us, as believers, is the same gospel that can save others. When we remember its power and God’s love for all
In 1709, Isaac Watts wrote this classic hymn that comes from the message in this verse. “I’m not ashamed to own my Lord, or to defend his cause, maintain the honor of his Word, the glory of his cross. Jesus, my God! I know his name, his name is all my trust; nor will he put my soul to shame, nor let my hope be lost. Then will he own my worthless name before his Father’s face, and in the new Jerusalem appoint my soul a place.” Bro. Josh Stevenson

If someone asked you what your greatest wish would be, what answer would you give? Winning the lottery? Taking a luxury vacation? Or would it resemble something like having a better job or good health or happy home or healthy children? All of us wish for ‘something more’ at different stages in our lives. Right now, what would your ultimate wish be?

I love reading good stories and recently read a historical true-life story about a prominent woman who did have her greatest wish of all come true. This remarkable story is filled with love, mercy & the miracle of one woman’s greatest wish of all coming true. The story begins with a wealthy prominent woman who lived in a small town much like Bonham. Her town was located near a major road where travelers from various areas could cross the country. This woman was a bit older, had been married for many years and was without children. She was also a highly respected woman who knew of and was involved in activities within her community. Over time the woman became acquainted with a prominent national leader who often visited within her community to teach local students. This leader had become well known within her area over the years for his wisdom and guidance in important
matters of all kinds. Because of this, the prominent woman decided to talk to her husband about helping this leader with his traveling needs and expenses. She told her husband she wanted to show kindness to this prominent leader by building a room within their home where he could stay when he traveled to their community. She did this out of mercy and consideration for the traveling leader’s needs. She did not request nor did she want anything in return from the leader. She only wanted to help with his needs so his work would be more successful.
Fixing up an extra room on the top floor of their home would have been well within the budget of this husband and wife. The husband agreed it was a good idea and built the room for the leader so he could have maximum privacy and even extra space for him to meet with various others in his field during his travels.
To this prominent leader, it was apparent this couple was not typical and he was very appreciative. Not only did he accept their hospitality, but he also accepted meals with them during various trips to their area. Over time, the leader got to know the couple and his appreciation for them grew. During one visit while resting in the private upstairs room, the leader asked his assistant how he could repay the couple’s generosity and kindness. The
couple had everything they needed and much more, so this was quite a dilemma. The assistant suggested the only thing the couple didn’t have was a child of their own. He also knew the couple and knew a child would be the most precious gift of all to them. This was quite a thought! But after consideration, the leader decided he would, through God’s help, give this couple a child of their own. The next time he saw the woman he told her in a year, she would have a son. The woman asked him not to mislead her. This was an unthinkable gift, and she was shocked at his words to her. Even though she called this leader ‘man of God’ the thought of having a child of her own was beyond belief. But, within a year the woman gave birth to a son. A miracle from God to the couple in response for their kindness and faithfulness to His servant, Elisha. The couple had not asked to be repaid for their kindness, nor did they ask for such an amazing gift, but wishes wrapped as miracles do come true even in today’s world.
This amazing historical story is true and for those who like to hear the rest of the story, legend has it the child was Habakkuk, one of the prophets in the Old Testament.
Setting Our Affectins On Things Above
By Mike Dickison Minister for the Ivanhoe Church of Christ
The apostle Paul states to Christians, “Set your affection on things above, not on things on the earth” (Colossians 3:2).
for you, I will come again, and, receive you unto myself; that where I am, there ye may be also” (John 14:1-3). We find that “Christ was once offered to bear the sins of many; and unto them that look for him shall he appear the second time without sin unto salvation” (Hebrews 9:28).
and so the Lord would “stablish their hearts unblameable in holiness before God, even our Father, at the coming of our Lord Jesus Christ with all his saints” (1 Thessalonians 3:13).
Looking for Jesus’ return is what helps us to stay focused on living the Christian life. In the book of 1 Thessalonians, Paul finishes every chapter with looking forward to Jesus.

Thinking of heaven is what motivates followers of Christ. We are informed, “For we walk by faith, not by sight” (2 Corinthians 5:7). The gospel points to looking forward to heaven, “For the hope, which is laid up for you in heaven, whereof ye heard before in the word of the truth of the gospel” (Colossians 1:5).
The Lord helps us to focus on going to God, the Father, “Jesus saith unto him, I am the way, the truth, and the life: no man cometh unto the Father, but by me” (John 14:6). Christians are to live for Christ. Paul wrote, “I am crucified with Christ: nevertheless I live; yet not I, but Christ liveth in me: and the life which I now live in the flesh I live by the faith of the Son of God, who loved me, and gave himself for me” (Galatians 2:20).
We must recognize the fact that Christ is coming again to take us to heaven. Jesus said, “Let not your heart be troubled: ye believe in God, believe also in me. In my Father's house are many mansions: if it were not so, I would have told you. I go to prepare a place for you. And if I go and prepare a place
In chapter one, he helps us to have “work of faith, and labor of love, and patience of hope in our Lord Jesus Christ” (1 Thessalonians 1:3), when we are waiting “for his Son from heaven, whom he raised from the dead, even Jesus, which delivered us from the wrath to come” (1 Thessalonians 1:10).
In chapter two, we find that when people “receive the word of God”, “not as the word of men, but as it is in truth, the word of God”, “and it effectually works” in the lives of men and women (1 Thessalonians 2:13), then there is “hope”, there is “joy”, there is “a crown of rejoicing in the presence of our Lord Jesus Christ at his coming” (1 Thessalonians 2:19).
In chapter three, Paul said “I sent to know your faith, lest by some means the tempter have tempted you, and our labor be in vain” (1 Thessalonians 3:5),
In chapter four, we understand that when we walk as we “ought to walk and to please God” (1 Thessalonians 4:1), then, “we which are alive and remain unto the coming of the Lord shall not prevent them which are asleep. For the Lord himself shall descend from heaven with a shout, with the voice of the archangel, and with the trump of God: and the dead in Christ shall rise first: Then we which are alive and remain shall be caught up together with them in the clouds, to meet the Lord in the air: and so shall we ever be with the Lord. (1 Thessalonians 4:1517). Paul finishes with chapter five, by encouraging, “let us, who are of the day, be sober, putting on the breastplate of faith and love; and for an helmet, the hope of salvation. For God hath not appointed us to wrath, but to obtain salvation by our Lord Jesus Christ” (1 Thessalonians 5:8-9), and when we are focused “our soul and body” will be “preserved blameless unto the coming of our Lord Jesus Christ” (1 Thessalonians 5:23).

Other things not to do when intoxicated — Right before closing, a customer walked into the TPWD Waco District Office to renew his boat registration. An administrative technician noticed that the customer appeared to be impaired. In fact, while at her window the customer almost fell asleep while standing. The technician asked for the customer’s driver’s license and told him that she would return after making a copy. During this time, she contacted the Department of Public Safety office, which is located next door, and asked that a trooper come over. A trooper arrived within minutes. After a brief discussion with the customer, he was arrested for DWI and transported to the McLennan County Jail. Case pending. Excuse me, did you lose something? —While patrolling Cedar Creek Lake, a Cherokee County game warden began to hear screams near his location; however there were no signs of a boat in the area. The warden began to scan the area and finally noticed two young girls floating in the middle of the lake. The little girls were so small they
could only be seen between waves. The scared little girls were safely plucked out of the water. It was determined that the girls had fallen off a tube while being towed by their grandfather on a PWC. The PWC and the driver were located approximately 1 mile away. After being educated on the dangers of towing skiers without a mirror or an observer, the girls were taken to the bank. Case pending.

Lake Ralph Hall News
Fishing jetty that will allow easy access to future Lake Ralph Hall Courtesy photo
Knowing how important recreation is to the local area, Upper Trinity has been actively working to include lake amenities as part of the project, including:
Three public access areas, Boat ramps, A fishing jetty (pictured above), New fossil park, A trail system, and A Visitor Center and Lake Office.
The new Ladonia Fossil Park is now open. Recreation activities are expected to become available once the lake is filled (which could take 3-5 years depending on rainfall) and is safe for public use. We will share additional updates as they become available.
