That being said, he acknowledged County Judge Randy Moore was invited to speak as well as Attorney Newt Cunningham to share their knowledge on this topic. After noting there could be no interaction between the City Council and the speakers he also noted speakers are allowed three minutes to address the council. Mayor Caffee then asked Judge Moore to speak.

Photo by Connie Estes Judge Moore began by stating the reason for his attendance at the meeting was due to his being approached by a company wanting to erect windmills in this area. Noting how it is sometimes difficult to disassociate oneself from county business and to what your personal feelings are, he explained how his leanings are on the conservationist side and how he has personally witnessed by traveling to visit family in Abilene, how windmills have significantly increased throughout the countryside.
