brought their canvases, boards and other materials to get them stamped at check in. This is a feature of En Plein Air contests to ensure that participants don’t get an early start. Fifteen artists stayed at the local winery to paint their first piece for the contest. Artists brought their

easels, paints and other supplies and tools and spread out across the lawn and patios. A few stationed themselves out front, to paint the front view of the winery.

Saturday morning, May 2, the artists got up bright and early to find new painting and drawing locations across the Bonham area. More than a half dozen set up around the downtown square to capture the historic courthouse, downtown square and Heritage Day festivities. Others went to Lake Bonham, Powder Creek Park, Wise Funeral Home, Carleton House B&B, Casie’s Corner and other locations in the area. Several also captured some of the classic cars that were a part of the Red River Valley Car Show.

Other than the Fannin County Amateur Radio Club and their activation of a weather net in times of severe weather, the “CodeRed” alert system, is the best that we have.

According to the Fannin County Website, “CodeRED” is an emergency alert system that allows Fannin County to send out phone messages in the event of emergency situations or critical community alerts. Examples include: Tornados, severe weather, evacuation notices, bio-terrorism alerts, boil water notices, and missing child reports. If you are interested in taking advantage of the CodeRED service, you can obtain further information, including instructions on how to sign up, at Fannin County’s website www.co.fannin.tx.us

What Is A Tax Abatement?

and to encourage the

The

taxpayer and a

is

to exceed 10 years.

Fannin County has used this tool, tax abatements, in the past. It is arguable whether this tool has been used effectively. In the recent past, the County Commissioners Court has given tax abatements to solar farms and battery energy storage systems (BESS). There was an attempt to provide tax abatements for wind farms. All, arguably, bad development. Unfortunately, tax abatements are often given for the wrong reasons. Citizens need to be on their guard. Obviously, everyone would like their taxes abated.

To offer a tax abatement, among other things, a taxing unit must have a tax abatement policy in place. A tax abatement policy remains in place for a two-year period after approval by the taxing unit. In 2009 the Commissioners Court approved a very clear tax abatement policy that provided that:

“The county has two goals in providing tax abatement: First is to create additional jobs within the county. Second, is to increase the industrial base by the addition of new buildings and improvements. Abatements, however, may be granted when the county is convinced that the abatement is needed to retain existing jobs which would otherwise be lost. Examples of eligible uses for abatements include manufacturing, distribution centers, corporate or regional office parks or complexes, and research facilities.”

The last Fannin County Tax Abatement Policy was approved by the Commissioners Court in 2021 and expired in 2023. That policy provided tax abatements for “green energy.” No Tax Abatements have been granted since that time. Overall goals were not as clear as in the 2009 policy. Copies of both the 2009 and 2021 Fannin County Tax Abatement Policies are available online at the Fannin County Website (www.co.fannin.tx.us). We need to put some serious thought into what type of development we want to encourage in the future before we formulate a tax abatement policy. We need to be mindful of whom we invite to the party. Haste makes Waste.

Educator, Sam Rayburn House SHS and Malinda Allison, Fannin County Historical Commission

Judge Albert Sidney Broadfoot, Sr., was born in a two-log cabin to Emma Pitt and W.A. Broadfoot in the community of Self in Fannin County, TX, on May 18, 1885. After graduating from East Texas Normal College (now East Texas A&M University in Commerce), he taught at the Emberson school in Lamar County, TX, and then became a teacher and superintendent in Leonard, TX. He attended the University of Chicago law school and the University of Texas law school, and joined the Texas Bar Association in 1912.

Two years later, at the age of 29, Albert became the youngest county attorney in Texas at the time when he was elected as the county attorney of Fannin County. World War I came along and he resigned to organize a National Guard Company. Albert created a private law practice in Dallas after his discharge, and during this time he married Jessie Butler. During 1930, he returned to Bonham, TX, and served as county attorney once again. Albert served in the Texas Legislature representing Fannin County from 1936 – 1940. In 1940 he was elected judge for the Sixth District of Texas. He retired from the bench in 1952, but was appointed by Governor Allan Shivers to preside over the 79th Judicial District, which covered Duval County, home base for George Parr (“the Duke of Duval”) as part of a state-led investigation into the financial affairs and political control of George Parr. His presence was a symbol of the state’s attempt to restore the rule of law in Duval and Jim Wells counties.

Albert and Jessie had one son and three daughters. Albert passed away on August 29, 1980, at the Sam Rayburn Memorial Veterans Center in Bonham and is buried at Willow Wild Cemetery, plot J 414, 5 SW.

Behavior issues are the #1 reason that animals are surrendered to animal shelters. Training is crucial to building a strong pet-owner bond and teaching pets’ acceptable behavior. Pets learn based on the emotional responses they have to the consequences of their actions. Actions they do that are reinforced in a positive way, will be repeated. It

can be helpful to find a certified trainer in positive reinforcement to help understand a pets’ learning style and get off to the best possible start. Puppies need to remain with their mom and siblings until they are at least 8 weeks old. Those that go to homes sooner have an increased risk of developing anxiety issues in the future. Critical socialization time for dogs and cats occurs between 6 and 16 weeks of age. The experiences they have during those weeks will stay with them for the rest of their lives. It is important to expose them to as many pets, people, places and things as possible during this time, doing it safely with the appropriate vaccines.

Anxieties start showing up around 3 years old when pets reach social maturity. Pets can show fear to noises, strangers, being alone, etc. and can build up multiple issues to compound the situation. Signs of anxiety can include yawning, licking, pacing, barking, panting, diarrhea and many more. Calming chews and supplements are a major market. Supplements are not regulated so there could be inconsistency in the product ingredients and very little is known about the efficacy. A product with the National Animal Supplement Council (NASC) Quality Seal can at least be assured of its consistency. Some research has been done to establish doses and prove efficacy of some products, including Calming Care, Feliway,

ThunderEase, Zylkene, and Anxitane. Medications alone are not sufficient. Behavior modification through training must be done with medications in order to see change. Some animals are so worked up that they will not be able to learn new behaviors without the help of medication. There are some health issues that can manifest as behavior changes, such as hypothyroidism, so it is important to get a full physical exam and lab work done to screen for any underlying conditions. It is important to talk to your veterinarian early about behavior changes that are concerning. Behavioral issues do not develop overnight so they cannot be fixed quickly, it requires consistency and patience.

Loretta Manuel Wins Barrel Racing World Championship

Loretta Manuel won the 1963 and 1967 barrel racing world championship aboard a black horse registered Full of Pep, that she simply called Spade.

“I never expected to get a call like that,” stated Manuel when asked her thoughts upon learning about her induction.

“I remember when the ladies started being inducted for barrel racing. I have loved rodeo my whole life. I just have no words to describe this feeling right now.”

Manuel, born August 19, 1939, in Winamac, Indiana, is well known for her accomplishments both aboard barrel horses and jumping horses.

She qualified for the National Finals Rodeo a total of 9 times (1962-67, 1969-1971), winning the coveted WPRA World Championship twice with a reserve finish in 1965.

She partially credits her success in rodeo to her days as a teen performer in Wild West shows, in which she did trick riding and Roman riding. She transitioned from trick riding to barrel racing shortly after getting Spade as he was fast and agile, so she thought he was well suited for the cloverleaf pattern. She trained him and believes they only hit a barrel twice during his whole career. They captured the RodeoHouston title in 1968, the second year it was held at the Astrodome. Spade also spent some of his career as a bulldogging horse and she thought that made him tougher when it came to the barrel race.

In addition to her world titles another highlight of her career was meeting two U.S. presidents.

"Harry Truman, who was a former president at the time, presented me with my first championship belt buckle, and I later met president-yetto-be John F. Kennedy," she

said.

She retired from rodeo in the 1970s but remained active in the equestrian scene when she began working at Cloudline Hounds Hunt, which is a British-style fox hunting group in Celeste, Texas, where she currently resides. Manuel is also known for giving to others. As a teacher she tried to pass along some of her champion mindset.

“One of the things I would teach was to 'learn how to lose,' and by that, I mean they have to learn how to persist after failing at something," she explained. "They were not allowed to say, 'I can't.' They have to learn to persist at improving."

In November 2021 she was amongst the sixth class to be inducted into the All Cowboy & Arena Champions Hall of Fame, an internet-based Hall of Fame, created to help preserve and promote rodeo history.

On June 5, 2022, in Kingston, Texas, she was honored when the community mounted a permanent sign on State Highway 69 honoring her accomplishments.

She now adds ProRodeo Hall of Fame inductee to her resume at the age of 86.

The WPRA first began inducting members to the ProRodeo Hall of Fame in 2017 and since that time a total of 18 members (including this year’s class) have been inducted along with two world champion horses (doesn’t include Scamper as he was inducted in 1996).

Full information on the PRCA inductees can be found at www.prorodeo.com.

The 2026 ProRodeo Hall of Fame Inductions are scheduled to take place at 10 a.m. MT on July 18 in Colorado Springs, Colorado.

based convenience store chain hosts annual tournament to raise donations for essential nonprofit SPICEWOOD, Texas (May 4, 2026) -- Texas Born (TXB), a family of customer service-oriented convenience stores serving fresh-made

food, is hosting their 30th annual Fishing and Golf Tournament on May 11 through 12 to raise money for CASA, a child advocacy nonprofit benefiting children in foster care. Recently, TXB announced $1,000,000 donated to the organization, much of which came from this event.

The tournament will be hosted at Tanglewood Resort in Pottsboro, Texas with the fishing event on May 11 and the golf event on May 12. After the two-day tournament, all proceeds will be donated to local CASA chapters throughout Texas.

“Over the last 17 years, we have dedicated our support

to CASA through many donations from the tournament and are thrilled to continue to live out our mission to Leave ‘Em Better.” said Kevin Smartt, CEO of TXB. “In 2024, we were able to break $1,000,000 in donations total and are looking forward to giving even more back to helps kids throughout Texas.”

“The annual tournament is an event that I look forward to every year. CASA will always be close to my heart from my personal experience of adopting my daughter,” said Sherry Dean, Director of Philanthropy at TXB. “Knowing that the donations raised are filling in gaps and assisting children with permanent homes or reuniting them with their parents is very rewarding. This cause will always be dearest to me, and I am so honored to be a part of making such a huge impact.”

TXB’s outstanding commitment to giving back is a mission that is not only instilled in the brand’s values, but also a core pillar in their philosophy and mission. By engaging with their communities across the state, they are actively serving the causes that matter most.

On leave from the USMC

Borrowed my Mom's car to make the ole drag

My old school and friends, I went to see.

Mr Alley and family lived across the street

From where all the Mustangs came to be.

A bright yellow dress had caught my eye and I could see, Hair glistening, yet black as coal Bright eyes reflecting, perhaps..... with anticipation.

Laughing

Pregnant

Happy

I should have stopped and said hello

Instead I honked and went on by and missed a chance.

To say goodbye.

Was no way for me to know

That was my last chance.

Years later, a reunion for the class of '62

I was pleased to see

Dick.... (still Mr. Alley to you and me.)

Twas learned that Joy (Still Mrs. Alley to you and me)

Couldn't come because of the big C"

I asked Mr. Alley how she might be.

A pause... a glance... a small tear I could see.

Not one to whine or complain, he said to me.... "Tolerable."

When by chance, I have cause to remember, I my mind's eye, I can still see...

Born on November 2, 1988, Salena departed from this life unexpectedly on April 29, 2026, at Baylor Hospital in Dallas, Texas. Arrangements are under the direction of Wise Funeral Home, Bonham, TX.

Salena’s professional journey was rooted in the service industry, where her dedication and kindness were evident in every endeavor. Donna Gail (Clements) Mills

Donna Gail (Clements) Mills, age 77, of Honey Grove, Texas, passed away peacefully on Saturday, May 2, 2026, in the city of her birth, Sherman, Texas. As a military spouse, her circle of life and influence extended far beyond Sherman. She skillfully helped her three children and husband, Col. Jimmie Gene Mills (USAF, Ret.), navigate life across six states and his many overseas deployments, all while working as a dedicated teacher.

Donna’s family and friends will greatly miss her warmth, thoughtfulness, and caring nature. She fiercely loved her family and would go the extra mile for anyone who needed her help. She was a fabulous hostess and cook, a consummate professional, and quick to laugh or make a sarcastic retort (often at the same time).

Donna was born to Edgar (E.M.) and Katherine Clements on June 26, 1948, the

only daughter and middle child of three.

She graduated from S&S Consolidated High School and then earned her bachelor’s degree from East Texas State University (now East Texas A&M) in Commerce, Texas. She obtained her master’s degree in special education from Louisiana Tech University in Ruston, Louisiana.

While serving in Angel Flight in college, she met the love of her life, Jimmie, who was an Air Force ROTC Cadet. They married on August 8, 1969, which began a loving partnership of 57 years. Every year, Donna and Jimmie celebrated their anniversary at Sonic, which held special meaning for the couple.

Her career as a teacher spanned 35 years and countless students. Donna thrived despite all the different teaching certification requirements across states.

She taught a range of subjects but eventually focused on special education students (middle school through high school).

In 2001, while living near New Orleans, she earned the Belle Chasse High School Educator of the Year award. This was for a successful School-to-Work program she created for her special education students. Her innovation and leadership gave the kids a sense of purpose and pride.

Donna is survived by her husband and loving children Chandra (C.J.) Hosek and husband Chris, of Austin; Fancy MillsKnebel and husband Kevin, of Lake Travis; and Major Jimmie D. Mills III (USAF, Ret.) and wife Jennifer Mills of Cartersville, GA. She doted on her three grandchildren: Charley and Cole Mills,

She also leaves behind her two beloved brothers and their families: Gary and Kenna Clements of Pottsboro and daughters Priscilla Clements (husband Chas Chigas), and Shanna Lemons (husband Blake); and Rickie and Kathy Clements of Abilene with daughter Mandi Chase, husband Hunter, and sons Stone and Grant.

On the Mills side, Donna is survived by Jimmie’s three precious sisters Leigh Sharine Scott, Deirdre (DeeDee) Alsup, and Marisa (Missi) Downs (husband Downy), and their children: Bryan Scott, wife Briony, daughter Brilynn, and son Bryson; Ben Alsup, wife Paula, and son Jackson; Andy Alsup and daughter Evey; Dara Williams, husband Zac, and young son Declan; and Dace and Carmen Downs.

She is preceded in death by nephew Brad Scott, her treasured parents, and cherished Father- and Mother-in-Law, Jimmie D. (J.D.) Mills II and Sandra L. Mills of Paris, Texas. When Donna retired from Paris Independent School District in 2013, she became a devoted caretaker for Sandy. Every Wednesday, Parisians may remember them having lunch, going to the library, buying groceries, attending doctor’s appointments, and more.

Donna also loved cats and dogs, many of whom she joins in the great hereafter. She is survived by her dear Maggie, a sweet Lhasa Apso, and numerous walk-on cats.

Despite being on the move for much of her life, Donna was a constant source of love, light, and stability for her family.

Godspeed Donna Gail. You are forever loved.

The funeral service were held on Saturday, May 9, at 2:00 p.m. at Fry-Gibbs Funeral Home in Paris, Texas (730 Clarksville Street). Visitation began at 1:00. In lieu of flowers, the family asks for donations to the American Cancer Society, SPCA of Texas, or the charity of your choice.

papa with great pride. He was a true family man, and the bonds he formed with those closest to him were among the greatest accomplishments of his life. He was known for his spirited and ornery nature and his unwavering commitment to the people and things he cared about. Whether he was hauling hay, spending time outdoors, or enjoying the simple pleasures of life, he did so with a willingness to work and a gratitude for honest labor. His life was a reflection of perseverance, humility, and strength of character. Fred found joy in the outdoors and appreciated the quiet beauty of time spent fishing and hunting. RSF rematch assures a decade of 1A State s'ball suitors

It's been a constant the last decade.

Fannin County has advanced a high school softball squad at least into the Class 1A region finals -- where a trip to State awaited the winning team.

It started in 2017, when Dodd City turned its late start to softball season -- after a run to the 1A State Girls' Basketball Championship game -- into a trip to the same classification's State softball semifinals.

In 2018, Ector represented the county in the 1A region softball finals, en route to reaching the 1A State Tournament championship game.

Dodd City represented Fannin in the 1A region softball finals in 2019, 2021, 2022 and 2023 en route to State -- missing in 2020, as COVID-19 curtailed softball season shortly after district play started that March. In 2021, the Lady Hornets won the 1A State softball title.

Fannin will be represented again this spring in the 1A region final, as Ector and Dodd City, a regional finalist the last two seasons, advanced into the Region II-1A semifinals -- vying for a chance to play for a trip to the State rounds.

This week’s devotion comes from James 5:712. We see in this passage that James shifts his focus from condemning the rich, who continually oppress the poor, to comforting those who are hurting. We, as believers, must stay the course, finish the race, and not backstab one another. James encourages us to be challenged and inspired by the examples of the prophets of the Old Testament, and also by the example of Job, who remained faithful to God despite the great suffering that they were going through. The first thing that we see here is that we are commanded to be patient. James compares us to farmers who patiently wait for the rains to come before they can harvest. Jesus waits to return until all has been

fulfilled, and we must wait Him in that same manner of patience. Secondly, we should not be overly concerned about those who abuse and wrong us. Instead of taking matters into our own hands, we should wait upon the Lord, because He will take vengeance on those who hurt us in the end. Isaiah 40:31 reminds us, “But they that wait upon the LORD shall renew their strength; they shall mount up with wings as eagles; they shall run, and not be weary; and they shall walk, and not faint.” Lastly, we must remember that Jesus Christ dwells within us, and we are in Him. He will never leave us nor forsake us, and we will soon be in His presence. We must be patient and endure in our faith, because the day of the Lord’s return is soon approaching. The question

“Teach me, Lord, to wait down on my knees, Till in your own good time, You answer my pleas. Teach me not to rely on what others may do, But to wait in prayer for an answer from You. They that wait upon the Lord shall renew their strength, they shall mount up with wings as eagles; they shall run, and not grow weary; they shall walk and not faint. Teach me, Lord, teach me, Lord, to wait.”
