A Texas county appraisal district may not increase the appraised value of a homestead by more than 10% in a given tax year. The homeowner’s property tax is based on the county appraisal district’s appraised value of the home. Technically, a Texas homestead’s assessed value is limited to the lesser of either its market value or the sum of the market value of any new improvements and 110% of the appraised value of the preceding year. The 10% increase is cumulative. Therefore, the maximum increase is 10% times the number of years since the property was last appraised.

Proverbs 31:10-12 In the magazine “Christianity Today” we are reminded that the first organized “Mothers Day” observance took place over seventy years ago in churches in and around Philadelphia.

Those humble beginnings resulted from the tireless efforts of Miss Anne Jarvis.

While every day ought to be a time of thanking God for the role of womanhood and the influence of mothers, it is good to have a

day set in our calendar as a special day for special people.

Kate Douglas Wiggins has penned this thought.

While most beautiful things come in multiples, mothers come one at a time.

It has also been suggested that “the hand that rocks the cradle rules the world”. All of us agree that mothers are very influential people.

The thought that I want to share with you this week is “the Bible from its beginning to its ending” has given emphasis to the role of womanhood in general, and motherhood in particular. I would like to mention a few references.

Genesis 3:16 - “Increased pain in childbearing” Exodus 20:12 - “Honor thy _____ mother” Proverbs 31:10ff – “find a virtuous woman” John 9:26-27 – “Woman behold thy son” Colossians 3:18-21 – “Rules for the family” Proverbs 31:10 is the most inclusive passage.

Fannin County Commissioners Court Courthouse Move In

Tuesday, May 3, 2022, Fannin County Judge Randy Moore called to order at 9:00 a.m., a Regular Meeting of the Fannin County Commissioners Court.

Quorum was established as County Judge and all County Commissioners were present with the exception of Commissioner Lane. Pastor Terry Cunningham of Westside Baptist Church in Honey Grove led the Invocation. Major James Manis, Retired, led the Pledges.

4. Introductions: There were no introductions.

5. Discussion, consideration and action regarding Courthouse Restoration – County Judge: Judge Moore noted that as of this morning, half of the flooring in the courtroom had been completed.

However, with half of the floor still needing to be finished and bearing in mind the wood flooring will need to be sanded and sealed after the installation is completed, Judge Moore noted there will be a ten day wait period after that work is done before it can be walked on.

Commissioner Lackey added that there is still some work going on with the exterior lights and camera system.

6. Discussion, consideration and action to approve the District Attorney’s office to contract with a former Texas Ranger as a consultant; $1,000 per month to be paid from the District Attorney Seizure Fund – County Judge for District Attorney: Fannin County District Attorney Richard Glaser explained how his work sometimes results in seizures of drugs and contraband and how funds resulting from those seizures can be used to improve the criminal justice system in Fannin County. He then noted how it was suggested to him to hire retired Texas Ranger Brad Oliver to assist his department in various consultant roles. After discussing his qualifications, Mr. Glaser asked the court for their approval of his hiring Mr. Oliver. After some discussion, Commissioner Magness made the motion to approve with Commissioner Lackey seconding the motion which passed.

7. Discussion, consideration and action to approve a onetime severance of 1.5 acres from a 3.0-acre tract, Property ID# 126411 on Highway 78 in Leonard – Commissioner Precinct 2 for Development Services Director: Fannin County Development Services Director Di Hopkins gave a report noting that everything was in order for this to be approved. Commissioner Self made the motion to approve with Commissioner Magness seconding the motion which passed 8. Discussion, consideration and action to approve Short Plat; Property ID#s 84204 & 124148, 17 lots on 19.92 acres on CR 4045 and 4040 in Ector – Commissioner Precinct 2 for Development Services Director: Ms. Hopkins gave a report of everything in order for this to be approved.

Commissioner Self made a motion to approve the plat with Commissioner Lackey seconding the motion which passed.

9. Discussion, consideration and action to correct motion made on April 19, 2022, regarding adopting Hidden Meadow Trail in Hidden Meadow Subdivision, on CR 4920 in Leonard – Commissioner Precinct 2: Commissioner Self explained why this was needed and

made the motion to adopt the roadways in the Hidden Meadow Trail addition and name the roads Hidden Meadow Trail. The motion was seconded by Commissioner Magness and passed.

10. Discussion, consideration and action to issue a Request for Qualifications for Architecture and Engineering Services for the Fannin County Justice Center and Annex Building – County Judge for County Auditor (for Purchasing Agent): After some discussion, a motion was made

by Commissioner Magness to approve the issuance of the RFQ with Commissioner Self seconding the motion.

A citizen of Fannin County spoke to ask for clarification on the Annex Building in the agenda item. District Attorney Richard Glaser then added that he had received the RFQ document from Fannin County Purchasing Agent Michelle Case for approval. He stated he reviewed it and had made some minor edits to the wording of the RFQ. Commissioner Magness then changed his motion to approve the issuance of the RFQ with the inclusion of changes made by the District Attorney. The motion was seconded and passed.

11.Discussion, consideration and action to accept bid from N*Tec Construction Equipment for a Motor Grader for Precinct 1; $53,000.00; will give $37,000.00 credit for tradein, net price is $16,000.00 – County Judge for County Auditor (for Purchasing Agent): This item was passed on to correct errors in the data.

12. Discussion, consideration and action to approve payment of bills – County Judge for County Auditor: A motion was made, seconded and passed to approve.

13. Discussion, consideration and action regarding email services due to current free email services discontinuing – County Judge for Information Technology Director: This item was passed on to give Fannin County Network Administrator Dustin Morrow time to gather more information on the options available to the county.

14. Discussion regarding moving in to the Fannin County Courthouse – County Judge: Judge Moore noted that the offices that have moved in to date included his office, the purchasing office, the auditor’s office, office of the treasurer and probate office.

15. Discussion, consideration and action to approve and adopt the Fannin County Historic Courthouse Facility and Grounds Use Policy and reservation application – County Judge: This item was passed on to give the District Attorney time to review.

16. Discussion, consideration and action to approve Order setting the new location of certain Fannin County Courts and Fannin County Commissioners Court – County Judge: This item was passed on.

17. Discussion, consideration and action to approve Order designating the location of all notices, citations, postings, Contract Lien Foreclosures and Sales (§51.002 Texas Property Code) as required by law – County Judge for County Clerk: After some discussion it was decided to make May 17 the date this will be enacted.

Commissioner Magness made the motion to approve the Order for May 17 with Commissioner Lackey seconding the motion which passed.

18. Discussion, consideration and action regarding transferring ownership of county owned furnishings – County Judge: Judge Moore explained why this is needed and listed the furniture being transferred to City of Bonham offices. Commissioner Self made the motion to transfer ownership of the furnishings to the City of Bonham as described by the Judge with Commissioner Magness seconding the motion which passed.

19. Public Forum: A citizen of Fannin County who is a member of the Telephone Volunteer Fire Department spoke to call attention to a non-working problem with the North Tower that services areas in Telephone, Ravenna and Savoy that has caused them to miss calls. He noted the cell phone coverage is so bad they are not able to connect with dispatch from their trucks and requests action from the court.

20. Comments by County Commissioners and County Judge: Commissioner Self commented on the recent wet weather and subsequent road work on potholes and reminded everyone that May 3rd was the last day of early voting with Saturday being the last day to vote. Commissioner Magness commented on the recent concerns from the public over windmills and tax evaluations.

Though he believes there is ample coverage by the media of the Commissioners Court meetings, he voiced his disappointment of there not being any coverage of the School Board Meetings. His belief that there needs to be more coverage given to the goings on at the School Board Meetings, stems from the actuality that “most of the tax money that is coming from the tax evaluations is going to the schools and not the county.”

His hope is for more people to be made aware of how much the actions of the school board affect the tax evaluation situation.

Commissioner Lackey said he just wants everyone to stay safe and thanked everyone for coming.

Judge Moore commented on the ongoing efforts to keep the VA services in Bonham, urging all to keep their letters and calls going to the elected officials (Pat Fallon, Reggie Smith, Senator Cruz, Senator Cornyn, Bryan Hughes and Bob Hall) regarding this. Secondly, in regard to the efforts by some to establish a windmill farm south of Dodd City to Honey Grove, he voiced the importance of making everyone aware of what is happening. Regarding this matter, he said “I have never said that we are trying to tell people what they can or cannot do with their property” but he wants people to be informed of what they can do with their property and to be informed of the consequences of their actions. He encourages everyone to have consideration for neighbors and noted this needs to be a private landowner and community effort. He concluded on this topic by saying there would be a Town Hall meeting at 6:00 p.m. in Honey Grove regarding this situation and noted he had called the windmill farm to invite them to the meeting and has yet to hear back from them.

Before adjourning, he reminded all about the day of prayer happening at the courthouse in Bonham on Thursday, May 5th at noon. Thanking everyone for their attendance, he asked for a motion to adjourn.

Press Release - The fourth annual Rebel Runway Event and Concert has lots of fun planned for Saturday, May 14, including a concert featuring Kody West.

This all-day event includes 3 bands, a fashion show, lots of vendors, a steak cook-off and a corn-hole tournament. Proceeds from the event will benefit the Fannin Country Children’s Center.

Speculating that there may be some in attendance who have already decided to lease their land to the wind company, he wanted to make it known that this being America, they are free to do what they wish with their property. He said some things have been mistakenly said about him being on one side versus another, but he explained that he cannot take sides on this and that his objective is to make sure people get the facts.

For those who have decided to lease their property he asked, find out what you are getting into. 1. Check with your neighbors to find out what they think about it. 2. Make sure that you take all things into consideration remembering that the land where they are wanting to put these farms is between two of the newest lakes built in Texas and will only be increasing in value. 3. If you do decide to lease, consult an attorney. 4. Go to YouTube and type in “wind farms in Texas” to view some surprisingly alarming things that have happened with windfarms in Texas. He stressed that he will not tell you which way to go nor get into his personal feelings but wants you to have all the facts and advises everyone to do their homework before making a decision.

Mr. Cunningham spoke next and began by saying he believes in transparency, which is knowing the facts so that decisions can be made and enable one to inform another.

He confessed to being one of the landowners who would be adversely affected as the structures (should they go up) would be clearly seen from his property on the north side of 56. By Rose Schwartz Tuesday, May 3, 2022, a Town Hall Meeting was held in Honey Grove at the HallVoyer Library, Lyday Hall at 6:00 p.m. Honey Grove Mayor Claude Caffee opened the meeting to a filled to capacity Hall with many standing in the back due to all the seating being taken by early attendees and many continuing to stream in even after the start of the meeting. He thanked everyone for coming to the meeting, then voiced his appreciation to the Hall-Voyer Foundation, the Library and The Learning Center for providing the venue for this meeting. After invit-

ing citizens to visit the facility to learn more about all it offers the community, he asked Alderman Benji Hall to lead an Invocation thanking God for the opportunity to come together. Mayor Caffee then thanked County Judge Randy Moore, Republican Candidate for County Judge, Newt Cunningham and Commissioner Jerry Magness for their attendance (though invited, the mayors of Dodd City, Windom and Ladonia were unable to attend.) Noting that the first he heard about the windmill farm project was from Mr. Cunningham, he speculated the probability that local municipalities (mayors of Dodd City, Windom and Ladonia) had also not been directly informed of this by the windmill farm company.

He encouraged everyone to remember that each of us are neighbors and as such are charged with loving and caring for our neighbor and behaving with civility. Mayor Caffee then invited County Judge Randy Moore to speak.

Judge Moore began by stating his appreciation for all in attendance and counted himself with those who do not know much of what is going on but wanted to share everything he did know on this matter. He noted he had a brief meeting with a Ms. Birks who is the CPA for Cielo Wind Farms out of Austin, Texas who had given him a map showing where they are wanting to place their windmills. Mayor Caffee, after relaying how several years ago an individual who wanted to locate a dairy farm in Honey Grove was persuaded otherwise by the massive number of protests from local citizens, said he would try to stay unbiased and opened the floor for those who signed up to speak.

The first citizen to speak noted that he did not have any questions but wanted to share facts he and his wife had discovered during their research. He shared information obtained from a Forbes report that when wind farms come into an area, property values are known to drop 20 to 50% with properties located 25 miles from a wind farm dropping 25 to 40%. He shared that turbine farms have been known to hurt those with pacemakers (deaths in New Mexico have been linked to problems with pacemakers damaged by nearby turbines,) he cited seizures being caused by windmills, deaths of those struck by ice being thrown off the blades after ice storms, blades falling off and crushing houses and a health affect known as turbine sickness afflicting some. The next speaker questioned if the average voter could have any say in whether the windmills go up or not. To which Judge Moore replied that the Commissioners Court would have some say in what they are asking for, which is for the Commissioners Court to approve an investment zone and to give them an abatement for tax purposes. He advised the best way to have a say is to watch for that request to be posted as an agenda item for Commissioners Court (they have not yet asked for a date) and be there during that session to voice your opinion.

The remainder of the speakers all seemed to hold the same distaste for the construction of windmills going up in Fannin County (except for one

One man who lives and works in Plano and owns property in Fannin County he has hopes of retiring on, noted how he drove as fast as he could to Honey Grove to voice his and his neighbor’s opposition to the windmills and shared how he was approached in Plano by yet other windmill companies other than Cielo to lease his property for windmills. Other speakers brought up the documented lack of efficiency and difficulty of maintenance, the fact that being made of fiberglass, they are not recyclable and reports of windmill farm companies going bankrupt and just walking away from the failing structures (they typically have a life span of 15 years,) leaving landowners with the immense job of their removal.

Towards the end of the meeting, one agitated gentleman (who was asked to lower his tone) called for the removal of any Commissioner that would agree to any tax abatements or investment zone agreements for windmill farm companies.

Another citizen talked about getting a petition started to present to the Commissioners Court showing the public’s disdain for the windmill farm’s proposal which generated a discussion on next steps.

After everyone had their say, Mayor Caffee was about to call the meeting adjourned when another gentleman asked to speak for a few minutes.

He identified himself as one who has owned land in Fannin County for twenty years, had just recently retired from a company where he was the CEO and is a trained negotiator having trained at Notre Dame and Harvard. With the prospect of the windmill farms being in his front and back yard, he volunteered his fulltime service to spearhead an effort “to fight these people and throw them out of Fannin County.” He received an enthusiastic round of applause and the meeting adjourned at 7:21 p.m.

Thursday, County Judge Randy Moore called to order at 8:30 a.m., a Regular Meeting of the Bois d’Arc Lake Zoning Commission (BDALZC.) Quorum was established as all members of the Commission were present with the exception of Commission Member Gary Fernandes.

2. Public Forum: There were no speakers.

3. Approve meeting minutes from 04/07/2022 Public Hearing and Regular Meetings: After some review, Commission Member Matt Titsworth stated that in the public hearing minutes in the last paragraph under Section 2, second line, the wording “he is able to build on” should be “on which he is unable to build” Commission member Gilbert Welch made the motion to approve the minutes with the correction made per requested.

by Kevin Darwin and the motion passed.

4. Discussion, consideration and action to approve Special Exception application for property ID# 74500 located on CR 1396 in Honey Grove to allow 50-foot setback on the north property line and recommend to Commissioners Court for approval: Judge Moore noted that each member had a copy of the map with the application on this request.

Fannin County Development Services Director Di Hopkins explained that the landowner was looking for a special exception due to having very limited room to build on because of the 541 easements. Noting he can meet all the other setbacks and if this special exception is approved, he would not be forced to cut down some big trees on his property, Ms. Hopkins stated that the public hearing is set on Tuesday the 17th with Commissioners Court. After some discussion clarifying why the need for a special exception exists and if the request would be detrimental to any neighbors, a motion was made to approve by Gilbert Welch, seconded by Matt Titsworth and passed.

5. Discussion, consideration and action to set a public hearing to hear comments regarding a Change in Zoning application for Property ID# 78349 on FM 897 and CR 2655; from Rural Estate Single-Family District (RE) to Retail and Commercial (R&C): Judge Moore noted after reading this item that Upper Trinity’s zoning maps had made space for a lot more retail/ commercial and single housing and not nearly as much for agriculture as Bois d’Arc Lake zoning had made. After discussion ensued about future expectations for this area and how action on this today was just approving for notifications to be sent out to neighbor-

Local Home Fire A local couple lost a lifetime of memories in a house fire on March 22, 2022 Ron and Lula Schiler who are known to help others in their time of need in the area around, now need us for their help.

They had no insurance to cover any of the loss, neither on home or personal items. They are really starting over at ground zero with 50 years of marriage behind them.

Mr. Schiler was in the house alone when fire was discovered by a neighbor who notified Mrs. Schiler their house was on fire who ran across an acre to help get him thru a window (only way out at the time).

Major fire with fire truck support from all surrounding cities out of Trenton, Whitewright, Leonard & Bonham.

Thanks and prayers go out to all fire fighters that tried to save the home but things were out of their control in a remote county road with only water trucks, used all they had.

A large thank you to Carole Kindle, family and friends who have been helping us get things together Please help with donations to this cause and most of all keep this family in your prayers.

By Rose Schwartz Monday, May 2, 2022, BEDCO Board President Alan MacDonald called to Order at 5:30 p.m. a Bonham City Council and BEDCO Board of Directors, Joint Special Called Meeting.

City of Bonham Mayor H Compton was present along with all the city council members with the exception of Bill Chapman and Timothy LaVergne II. All board members of BEDCO were present.

Introduction of Julie Partain and Kirk McDaniel: Julie Partain, a Partner with Bracewell LLP who is a Bond Lawyer introduced herself and Kirk McDaniel, a Senior Analyst with P3Works and explained how they were at this meeting to talk about the basics of how TIRZ and PID works.

Before having Mr. McDaniel give a presentation explaining the specifics of these finance tools, she noted they were also there to answer any questions on how PID and TIRZ can benefit the city of Bonham as it has benefitted several other cities. Mr. McDaniel began by noting that copies of his presentation would be handed out momentarily to each of the council and board members.

He then noted how his company is the largest bid administration firm in the state of Texas who represents only cities and counties. He stressed that they do not represent developers but are in business to provide interface with developers on behalf of and to represent what is in the best interest of the city.

Overview of Public Improvement District (PID): Mr. McDaniel stated that

Chapter 372 of the Texas Local Government Code gives cities the legal authority to create Public Improvement Districts and defines what can and cannot be done. Noting that a PID would be a specific area defined by the city to levy assessments based on public infrastructure to be built in that area that would benefit, that area. He gave an example of a developer approaching the city for a development they are proposing and then providing the city with an estimate of ten million dollars for infrastructure needed for their development project.

Using PID, the city would be able to charge assessments on that property up to ten million dollars to reimburse the cost incurred by the developer for the infrastructure. He noted that it was a very powerful tool for cities that can become an excellent negotiating tool with developers by giving the city the ability to say, “Mr. Developer I would like for you to do XYZ in exchange for us to provide a PID.” For the city, it is a way to get things done without requiring the city to use its own revenues. After many examples of the benefits of PIDS, Mr. McDaniel went over the specifics of how terms for the payment of the PID is written into the developers’ agreement with the property owners.

Concluding his detailed description of what

the PID is and how it works, he noted to get a PID created, the legal process would take approximately four different council meetings and can generally take around six months. After asking questions, a lively discussion ensued about the various aspects of a PID. 4.

Overview of Tax Increment Financing (TIF) and Tax Increment Reinvestment Zone (TIRZ): After the discussion on PIDs toned down, Mr. McDaniel called everyone’s attention to the other financial tool he was there to bring clarification to, TIRZs (Tax Increment Reinvestment Zones.)

Using charts in presentation documents he provided, Mr. McDaniel explained how TIRZs are governed by Chapter 311 of the Texas Tax Code.

An illustration in that packet showed how a taxable value of a property is considered the base year value. When a TIRZ is created (and similar to a PID, it is for a specific area that would be determined by the city council,) all the tax revenue from the base year value of the properties in that TIRZ would continue to the General Fund of that city and that base year value for those properties would remain at that years valuation when the TIRZ is created for the duration of the term the TIRZ was set up (typically a 30 year term)

The money in the TIRZ Fund can then be used to finance infrastructure and improvements in the specific area determined when establishing the TIRZ. After the term of the TIRZ is complete (and improvements had been accomplished in the area using the monies received from the TIRZ account and not additional taxation on the city’s citizenry,) the full amount of taxation on those properties would then revert back to the General Fund of the city. After noting examples of projects successfully financed by neighboring communities, explaining the legal steps needed to be taken to create a TIRZ and discussing the various improvements and infrastructure that can be financed using this financial tool, Mr. McDaniel opened the floor for questions. A discussion ensued with Bonham City Manager Sean Pate noting how current and coming change to the city has birthed the need for additional infrastructure and improvements to current infrastructure (water/sewer being an understandable challenge and roads being another.) Using a map of the area, Mr. Pate discussed the geographical corridor that

She recommended consideration of employing the grant program in the goal of improving downtown Bonham.

Sean Pate commended the achievements of BEDCO and their partnership with Bonham and expounded on the water/ sewer line projects currently being addressed and those needing to be addressed.

After some discussion on road maintenance, Bonham’s Director of Community Development Mark Kinnaird stated how action is currently being taken to change the verbiage involving Bonham’s streets in the subdivision code from “approved aggregate materials to the City of Bonham’s specs” to “concrete only” for all new subdivisions with the goal in mind to assist in the reduction of future maintenance.

There are many things for Christians to concentrate on. Let’s make sure that we are doing the work of the Lord.

Hello, I’m Charles Heineke, a Bonham resident of 15+ years now. (I got here as soon as I could!) I’ve really enjoyed living in Bonham, which I’d never heard of before I landed in Telephone, at the end of 2006, and then moved to Bonham in 2007.

I’m writing to you today to Thank you! for the downtown snapshots you’ve been putting at the top of some pages of The Leader in recent weeks. That really

helps us get familiar with the individual stores in our downtown area, which we often don’t get to know that well just driving by them.

With these images we have an opportunity to learn more about the local merchants lining our city’s square and nearby. I always keep an issue handy to have those images available.

I’m thinking that you might possibly want to encourage the downtown businesses to use your images of “their strip” in

their advertisements, with a credit to The Leader, as source of the image, to help people locate them once they’ve come down town. Or you might want to provide those images for the Chamber of Commerce to use in some of their publicity materials for visitors who visit the Chamber’s center.

I appreciate all of the work and dedication that you and your staff put into getting out The Leader every week.

OBITUARIES CAROLYN CREASY

Bonham-Carolyn Creasy, age 79, of Wylie, TX was born on September 24, 1942 in Bonham, TX to Robert and Marie (Magness) McCraw. She passed away on Saturday, April 30, 2022 at Methodist Hospital in Richardson, TX. Carolyn (McCraw) Creasy married Jerry Don Creasy on September 24, 1970 in Garland, TX. Her greatest focus was on her family. She was a loving wife, mother, grandmother, great grandmother, sister, and friend.

Carolyn was a homemaker with a love for cooking, shopping, and flower gardening. She also enjoyed a good book and loved the Lord with all her heart. She was empathetic to the needs of others and always eager to help however she could. Carolyn was a member of the Crossroads Baptist Church in Rowlett.

She is survived by her husband, Jerry Don Creasy, son, Kyle and Carrie Creasy of Prosper, daughters, Carla and Dale Jackson of Honey Grove, and Kristi and Kelly Bicknell of Caddo Mills; grandchildren, Nathan and Janel Jackson, Colton and Dominique Jackson, Taylor and Hayli Bicknell, Jordan and Tabatha Bicknell, Joshua, Evan, and Olivia Creasy; great grandchildren, Jagger, and Jayd; brother, Bob and Karen McCraw of Bonham, and sister, Retha Jones of Wichita Falls.

Carolyn is preceded in death by her parents, Robert and Marie McCraw.

Visitation was held Tuesday, May 3, 2022 at Cooper-Sorrells Funeral Home Chapel in Bonham, TX from 6:00 to 8:00 pm.

A graveside service was held at 11:00 am on Wednesday, May 4, 2022 at Forest Grove Cemetery in Telephone, TX. Rev. Jason Collins officiated.

Aubrey Brent Bates, 35, of Reno, Texas, was born on November 18, 1986, to Brent Bates and Lana Howell, in Sherman, TX. Aubrey passed away on Friday, April 22, 2022, at his home surrounded by his family.

Services for Aubrey Bates were held Saturday, April 30, 2022, at Westside Baptist Church at 2:00 p.m. Reverend Terry Paul Cunningham and Reverend JM Bershirs officiated. Visitation was held prior to the service starting at 1:00p.m.

Mr. Bates served his country in the United States Air Force.

He was a superintendent of commercial construction, who in his free time liked to hunt and fish with his brother and best friend.

On June 1, 2019, Aubrey married Grace Marrero in Paris, TX, whom he enjoyed back roading and traveling the United States with.

KENNETH TALMAN “SCOTT” TURNER

Bonham-Kenneth Talman “Scott” Turner, age 91, was born March 3, 1931 in Winding Gulf, WV to Louis Swanson and Charity (Meadows) Turner. He passed away on Thursday, April 14, 2022 while at Clyde Cosper Texas State Veterans Home in Bonham, TX. Scott and Mary Janice “Jan” (Shepherd-Hall) Turner were married on November 3, 1981 in Clovis, New Mexico.

Scott served honorably in the United States Air Force from July 12, 1948 to July 11, 1952. Following his military discharge at Reese Air Force Base in Lubbock, TX, he attended Texas Tech University in Lubbock, where he majored in Mechanical Engineering.

Scott started his lifelong career in Lubbock, TX at Johnson Mfg. Co., later to become Eagle Picher Ind. He retired from there after 40 years, as the Vice President of the Caterpillar Earth Moving Equipment division.

There he designed the equipment, supervised equipment manufacturing, and negotiated equipment sales to Caterpillar Tractor Co. Scott loved to take his 2 boys fishing and pack horse camping every summer at White River Resort in Colorado.

Scott was an avid golfer with a 3 handicap in his prime. The goal at work was to beat Scott Turner during the company golf tournaments. No one ever did. He and his wife Jan played numerous golf courses throughout the country during their vacation travels.

Scott was such a kind and generous man who loved his family dearly.

Scott is survived by his wife, Jan, of 40 years, who resides in Bonham, Texas.

Son Ken (Carol) Turner; grandchildren Lindsay (Josh) Cox, Andrew and Patrick Turner; great-grandchildren Lucas Nicks, Scotlin and Kindsor Myers, and Charlotte Cox. Son Mike (Pat) Turner; grandchildren Erica (Steve) Sample; greatgrandchildren Cooper and Ellery Sample.

Stepdaughter Gorinda Hughes-Rendon; step grandchildren Clint (Carrie) Hughes, Matt (Gloria) Hughes, Holly Hughes (Jimmy) Loftus, Joel (Shellby) Rendon, Katy Rendon (Whit) Mason, step great-grandchildren Emilia, Samuel, and Eleanor Hughes, Ethan and Paisley Strong and Grey Hughes, Jacob Miller-Loftus, Rowan and Addyson Loftus, Cooper, Anastyn and Lennon Mason.

Cremation arrangements are under the direction of Cooper-Sorrells Funeral home, Bonham, TX. Memorial and burial will be at Dallas-Fort Worth Veterans National Cemetery, Dallas, TX. Funeral services for Shirley Ann Barnes, 86, of Bonham, were held at 2:00 PM Friday, May 6, 2022 in Wise Funeral Home Chapel.

Rev. Mike Burt officiated. Burial followed in Brown Cemetery.

Shirley passed away Monday night, May 2, 2022, peacefully at home.

Shirley was born January 4, 1936, the daughter of Harold F. Fitzwater and Rose Edith Justice Fitzwater. She was a graduate of Bonham High School. Shirley married Charles Gray Barnes, Sr. on Feb. 10, 1956, in Dallas, Texas.

She was a dedicated caregiver and was employed as a home health nurse with Outreach Health Care for many years. Shirley enjoyed spending time with her family, especially her grandchildren and great grandchildren. She was preceded in death by her parents and a son, Charles Gray “Chuck” Barnes, Jr. Shirley is survived by her husband of 66 years, Charles Gray Barnes, Sr. of Bonham. Her sister, Betty Purser of Arlington, TX. A son, Kevin Barnes and his wife Melissa Barnes of Rockwall, TX. Many grandchildren including Mark Barnes and wife Jessica, Kelsey Barnes, Alexis Britton, John Britton, Ryan Barnes, Caitlyn Sorrells and husband Michael, and Dillon Barnes. She was also blessed with several great grandchildren Veronica Barnes, Darby Barnes, Madelyn Sorrells, Aubrey Sorrells, Jaden Barnes, and Peyton Barnes.

Pallbearers were Mark Barnes, John Britton, Ryan Barnes, Dillon Barnes, Vinnie Barton and Bobby Barton.

FRANKIE LEON HORTON

Frankie Leon Horton, 83 of Dodd City was born on November 10, 1938 in the Lannius Community to Fletcher Vaden Horton and Gladys Burteen (Taylor) Horton.

Frankie entered his eternal home on Wednesday, May 4, 2022 surrounded by his loving family at his side.

Frankie loved the great outdoors, especially traveling and exploring the mountains. Almost every summer the family was headed off to the Rocky Mountains, where fun and exciting adventures were to be had. His annual elk hunt in Colorado with his Dad, brother and great friends were always a highlight each fall as elk season started. Another highlight was his month-long trip to Canada that he and Shirley took. They just jumped in the car and headed north, with no itinerary at all, this was one of his greatest trips.

In his journal he wrote: I consider myself a worker or, at least someone that stays busy, especially between the years of 1976 to 1995. My main job was taking care of my family and my work at General Cable. In my spare time the other jobs were real estate agent, owner and operator of a trucking business, baling hay and raising cattle. I could not have done any of this without my wife Shirley during our 65 years of marriage.

Frankie retired in 2003 from General Cable Company of Bonham after 40 years of service. He was a member of the Windom Methodist Church. Frankie meet the love of his life, Shirley, while in High School at Dodd City. They were married November 17, 1956 and that love continued for over 65 years.

Frankie is survived by wife, Shirley Horton of Dodd City; son Dale Horton and wife Tonya of Dodd City; Daughter Dana Nutt and husband Fred of Paris. Grandchildren: Holly Horton, Jeramie Horton, Mindy McBrayer and husband Justin, Josh Nutt and wife Jill, Jenna Nutt, Megan Burpo and husband John, Kayla Davis and husband Matt, and Jacey Horton. Great-Grandchildren, Aden Adams, Elleni Adams, Cayden Nutt, Londyn Nutt, Cam Nutt, Annie Nutt, Kayleigh McBrayer, Journi Horton, Keegan Burpo, Piper Burpo, Khloe Davis and Jay Davis.

He was preceded in death by his son, Danny Horton, and parents Vaden and Gladys Horton; in-laws Ty and Helen Fry; brothers Jimmie Horton and Carl (Buddy) Horton.

Visitation was at Cooper-Sorrells Funeral Home in Bonham, TX at 9:00 am Saturday, May 7, 2022, one hour prior to service. Michael Evans and Brian Lackey officiated. Internment was followed at Dodd City Cemetery.

Serving as pall bearers were Jeramie Horton, Josh Nutt, Justin McBrayer, Matt Davis, John Burpo and Mark Stallings.

Friday, April 29, 2022 Robert at age 75 went home to be with his Lord and Savior, surrounded by his loving family. Robert was a loving husband, father, grandfather, great grandfather, brother, uncle and friend. Funeral services for Robert were held at 10:00 AM Friday, May 6, 2022 in the Wise Funeral Home Chapel. Bro. Ronnie Ball and Bro. Mark Posey officiated. Burial followed at Willow Wild Cemetery in Bonham.

Robert was born August 10, 1946 at home, just south of Windom, Texas in a little community known as Flag Springs. He was the fourth son of Bill and Ruth Castle. He married Janice Darlene Holley April 7, 1978 blending a family of four precious daughters. For 44 years they enjoyed a wonderful life, watching their girls grow into amazing women and finding the loves of their lives. In 1991, Robert became known as PopPop, a name he was so proud to be called. He was blessed with 9 grandchildren and 3 great grandchildren. He loved them all and was so proud of each and everyone of them. Anyone he talked to was going to hear him brag about his children.

The kids at Dodd City ISD also had a very special place in his heart and many of them also called him PopPop. He was a man of many names, whether he was Robert, Dad, Castle, PopPop, Popcorn, Poppy or Pop he loved you.

Robert dreamed of having his own ranch and in 1995 that dream came true. He loved the outdoors, hunting, fishing, driving his tractor, 4 wheeler and working his land was his pastime but family time was his passion.

Robert served in the US Army including a tour of duty in the Vietnam War. He received the National Defense Service Medal; Vietnam Service Medal with three Bronze Service Stars; Republic of Vietnam Campaign Medal; Combat Infantryman Badge; Bronze Star Medal and Sharpshooter (Rifle). After his return he was employed at General Cable for 15 years. He then retired from GTE/Verizon after a 30 year career.

Robert was preceded in death by his parents, brothers William (Bill) Ray Castle, Bobby Castle, Sister Linda Coston and brother-in-law Wayne Coston.

Robert is survived by his wife Janice of Bonham; daughters, Shelly Herndon and husband Bryant of Bonham, Leisa Andrews and husband Jon of McKinney, Michelle Denman, and husband Shawn of McKinney, and Dawn Phan and husband Long of Sherman; brother Eldon Castle and wife Rita of Ivanhoe, Grandchildren; Dalton Herndon and wife Rainie, Tanner Herndon and wife Madalyne, Hallie Herndon, Jennifer Andrews, Ryan Andrews, Madison Denman, Graham Denman, Arianna Ramirez and partner Nicholas, and Kimberly Phan; great grandchildren, Tristin Herndon, Weston Herndon, and Robert Archer Herndon; numerous nieces, nephews, extended family and a host of friends and his faithful dog Peanut.

Additionally, Dodd City junior Lindsey Mauppin, a three-time State cross country competitor, will be a State alternate in the 800m. She finished third in the event in 2:37.10 at the Region III-1A Girls’ Track and Field Meet at the same site.

The Class 1A State Track and Field Meets will occur Saturday, May 14, at the Mike A. Myers Stadium on the campus of the University of Texas at Austin.

by Rich Hilliard SPRINGTOWN -- Honey Grove senior Jarvis Hill qualified for both Class 2A State boys’ hurdles competitions this month via the Region II-2A Boys’ Track and Field Meet on April 30.

Hill finished as the runnerup in the 110 meter hurdles in 15.81 seconds and in the 300 meter hurdles in 40.99 seconds at the regional.

He will compete at State on May 13, as part of the 2A competition at the Mike A. Myers Stadium on the campus of the University of Texas at Austin.

Honey Grove ended 12-2A play on a winning streak, including a 12-8 home victory on April 26 over reigning district champion Dodd City, the Region II-1A finalist in 2021.

The winning streak followed consecutive narrow 8-5 losses to Cooper and Sam Rayburn -- which are also postseasonbound -- to start the second half of 12-2A play.
